>> SPEAKER: WELCOME EVERYBODY TO THE AUBURN CITY COUNCIL COMMITTEE OF THE WHOLE FOR MAY 4, 2021.
BEFORE WE GET STARTED, I WANT TO LET EVERYBODY KNOW THERE IS SOME IMPENDING WEATHER THAT IS APPROACHING.
IN A WORST-CASE SCENARIO IF THE SIRENS WERE TO GO OFF THERE WOULD BE PROCEDURES FOR US TO EXIT THE ROOM.
WE WILL DIRECT YOU ARE AT THAT POINT IN TIME BUT WE ARE WATCHING IT RIGHT NOW. THANK YOU.
[2. MINUTES.]
ALL OF THE CITY COUNCIL SHOULD HAVE THE MINUTES FROM THE APRIL 20 MEETING. DO I HAVE ANY ADDITIONS OR CORRECTIONS. IF NOT MOVE TO APPROVE?>> SPEAKER: MOVE FOR APPROVAL. >> SPEAKER: SECOND.
[3. QUESTIONS ON THE AGENDA.]
>> SPEAKER: ANY POSTCARD QUESTIONS ON THE AGENDA FOR CITY
MANAGER CROWD? >> SPEAKER: I WANTED TO REMIND EVERYBODY WE PUT A SALES TAX HOLIDAY EXEMPTION LIST IN FRONT OF YOU. I APOLOGIZE IT WAS NOT INCLUDED IN YOUR BINDERS BUT SINCE YOU WILL BE CONSIDERING THAT UNDER ORDINANCES THIS EVENING HERE IS THE LIST AND WE WILL GET THAT UPDATED ON THE WEBSITE IN CASE PEOPLE HAVE QUESTIONS.
>> SPEAKER: THANK YOU. ANY QUESTIONS FOR THE CITY
MANAGER? >> SPEAKER: I HAVE A QUESTION.
>> SPEAKER: IS NOT ON THE AGENDA BUT IT'S ABOUT THE LAST CHANCE I HAVE TO ASK IT. MEGAN, I HAVE BEEN APPROACHED BY SEVERAL OF MY CONSTITUENTS ON COX ROAD ASKING ABOUT THE STRIPING. WE RECENTLY HEARD IT'S GOING TO BE TWO TRAFFIC LANES SOMETHING ON EACH SIDE AND IT LOOKS LIKE WE HAVE A MULTI-LEAF PATH. SOME OF US WERE THINKING WOULDN'T IT WE BE BETTER SERVED TO HAVE A TURN LANE BECAUSE THE WAY IT IS NOW WOULDN'T IT BE BETTER TO HAVE A TURN LANE DOWN THE MIDDLE AND TWO TRAFFIC LANES ON EITHER SIDE? I JUST WONDER WHAT THE THINKING WAS ON THAT.
>> SPEAKER: I WILL HAVE OUR CITY ENGINEER ALLISON FRAZIER AND SHE WILL GIVE YOU THE REASONS WHY THE BIPLANES WERE ORIGINALLY INSPECTED AND IF THERE IS ANY POSSIBILITY TO
CHANGE THAT. >> SPEAKER: THE DESIGN GUIDELINES WERE DEVELOPED AFTER AN EXTENSIVE TRAFFIC ANALYSIS WHEN THE PROJECT WAS ORIGINALLY SCHEDULED OR DISCUSSED SEVERAL YEARS AGO. IT DID NOT INCLUDE A ROUNDABOUT AT WIRE ROAD. HE DID NOT INCLUDE THE CONFIGURATION WE HAVE NOW. AFTER THE BUDGET WAS APPROVED WE DID A TRAFFIC STUDY WE PULLED ACCIDENT DATA BECAUSE I WAS CONCERNED ABOUT THE LEFT TURNS. WE DIDN'T FIND ANY ACCIDENT DATA TO SUPPORT A CENTER TURN LANE OR EVEN LEFT TURN LANES.
WE DID TRAFFIC PROJECTIONS TO SEE WHAT -- HOW MANY LANES WE WOULD NEED SO WE DID A TEN YEAR PROJECTION, LOOKED AT OUR DESIGN DEADLINES AND THE TWO LANES WITH THE BIPLANES IS SUFFICIENT.
COX ROAD HAS BEEN ON A BIKE MAP FOR MANY, MANY YEARS.
THIS WAS ALSO AN OPPORTUNITY FOR US TO COMPLETE A SECTION OF OUR BIKE MAP. WE RECEIVED INPUT FROM THE BIKE COMMITTEE. WE HAD HEAT MAPS.
IT SUPPORTED THE TWO LANES, 6-FOOT BIKE LANES WHICH ARE BUFFERED. THOSE 6-FOOT BIKE LANES ON EITHER SIDE CAN BE CONVERTED INTO A THIRD LANE IN THE FUTURE IF TRAFFIC CONDITIONS CHANGE SIGNIFICANTLY OR THEY WANT THAT THIRD LANE. REGARDING THE MULTIUSE PATH, IT IS A CONNECTION FROM LONGLEAF DRIVE AND IT WILL CONNECT US TO THE SOCCER COMPLEX. JUST ONE OF THE THINGS THAT ON OUR LONG RANGE PLANS TO HAVE CONNECTIVITY.
>> SPEAKER: THANK YOU. I GUESS THE REASON YOU DID IT WAS BECAUSE STUDIES INDICATED THAT'S THE WAY IT NEEDED TO BE DONE. WE ARE VERY THANKFUL FOR THE BIPLANES. DON'T GET ME WRONG.
THIS MAY CHANGE. IT IS NOT HEAVENLY YOU -- HEAVILY RIDDEN BIKES. FOR THE MULTI-USE PATH FROM LONGLEAF TO THE SOCCER COMPLEX IS GREAT.
YOU CAN WALK ALL THE WAY INTO AUBURN JUST ABOUT.
WE WOULD JUST THINKING THAT TRAFFIC IS HORRENDOUS OUT THERE.
I DON'T KNOW WHEN THE STUDY WAS DONE, BUT I GUESS THE HORSE IS
OUT OF THE BAR NOW. >> SPEAKER: THE STUDY WAS DONE BEFORE WE CAN MINCED OUR DESIGN SO WE DID THAT MAYBE IN 2018.
BUT AGAIN, THOSE BIKE LANES, IF SOMETHING CHANGES SIGNIFICANTLY WE CAN CONVERT THOSE BIPLANES TO A TRAVEL LANE.
WE ESSENTIALLY HAVE THREE LANES OF WIDTH.
WE HAVE 36 FEET OF PAVEMENT. >> SPEAKER: THANK YOU, MA'AM.
>> SPEAKER: YOU ARE WELCOME EXPECTED TO GET WHAT YOU NEEDED?
>> SPEAKER: I UNDERSTAND WHERE SHE'S COMING FROM, YES, MA'AM,.
>> SPEAKER: ANY OTHER QUESTIONS FOR THE CITY MANAGER? DO I HAVE A MOVE MOVED TO ADJOURN?
>> SPEAKER: SO MOV
