>> MOTION AND SECOND. COMMENTS OR QUESTIONS? HEARING NONE, ALL IN FAVOR? ANY OPPOSED?

[4. QUESTIONS ON THE AGENDA.]

THE MOTION CARRIES. WE WILL CONFIRM MS. DAVIS LATER ON IN THE AGENDA. QUESTIONS ON SITES AGENDA FOR

THE CITY MANAGER? >> I DON'T HAVE ANY QUESTIONS ON THE AGENDA BUT I'D LIKE TO BRING UP AN ITEM OF DISCUSSION.

FOR US TO DISCUSS AT THE NEXT COMMITTEE OF THE WHOLE.

A CONSTITUENT REACHED OUT TO ME ABOUT PARKING AT THE HIGH SCHOOL AND SHE'S GOT A STUDENT THAT IS GOING INTO I GUESS THE 10TH GRADE AND SHE WILL BE ABLE TO DRIVE.

I THINK SHE DOES UNDERSTAND THAT JUNIORS AND SENIORS HAVE PRIORITY BUT STUDENTS LIKE HER AND THOSE THAT ARE NOT ALLOWED TO PARK BECAUSE THEY DO NOT GET THE PERMIT OR WHATEVER ARE GOING TO FIND OTHER PLACES TO PARK.

AND SO I JUST WANT TO HAVE A DISCUSSION ABOUT THAT.

I THINK IT IS VERY FITTING AS MAYOR ANDERS PUT ME ON THE 2040 PLAN AS TRANSPORTATION. I THINK IT IS MAYBE SOMETHING TO DISCUSS. AS A FORMER STUDENT OF AUBURN HIGH SCHOOL, I GRADUATED IN 2004.

THERE IS ALWAYS BEEN A PROBLEM. I KNOW I WAS IN THE 10TH GRADE, I DROVE EARLY AND I DID NOT HAVE A PARKING SPOT AND ENDED UP PARKING AROUND THE CORNER IN TERRACE ACRES AT A FRIEND'S HOUSE. I DO KNOW THAT THIS HAS BEEN A PROBLEM AND I THINK IT IS SOMETHING THAT NEEDS TO BE DISCUSSED. AND FIGURED OUT.

I HOPE THAT THE COUNCIL WOULD SUPPORT DISCUSSING THIS ITEM.

>> WHAT YOU WOULD ASK US TO CONSIDER, MR. DIXON, IS FOR SUPPORTIVE ON THE COMMITTEE OF THE WHOLE FOR THE NEXT MEETING AND HAVE A DISCUSSION ABOUT THIS.

>> THAT IS CORRECT. >> MS. CROUCH, THIS IS OBVIOUSLY PRIMARILY A SCHOOL BOARD DECISION.

AND SITUATION HERE, OBVIOUSLY, WITNESSED IN THE CITY AND THE SCHOOL BOARD AND SCHOOL SYSTEM WORK HAND-IN-HAND TO MAKE AUBURN THE BEST PLACE IT CAN BE.

DO YOU SEE A ROLE FOR THE CITY COUNCIL IN THIS?

AND IF SO, WHAT WOULD THAT BE? >> IN TERMS OF I THINK IT IS SOMETHING THAT I THINK THERE CAN BE A DISCUSSION WITH THE SCHOOLS ABOUT IT. ULTIMATELY, IT IS THE RESPONSIBILITY OF AUBURN HIGH SCHOOL TO PROVIDE PARKING FOR THE STUDENTS. ONE OF THE CHALLENGES IS THAT THE CITY OWNS A PARK ACROSS THE STREET AND IT IS NOT HEAVILY USED ON WEEKDAYS. WE HAVE A MARCHER ARTERIAL, GLEN AVENUE THAT WE NEED, EVERY ARTERIAL TENDS TO HAVE A CROSSING GUARD AND LOCKED AND WE DON'T FEEL COMFORTABLE THAT IT BE GOOD AND I DID ANY STUDENT -- WE DO NOT HAVE PERSONNEL, MANY SCHOOLS WHERE POLICE OFFICERS THROUGHOUT THE CITY AND IT IS NOT A SIMPLE THING TO JUST PUT POLICE OFFICERS IN THE STREET AND BLOCK TRAFFIC SO THAT STUDENTS CAN WALK ACROSS THE STREET. THAT IS NOT HOW THIS PROPERTY WAS DESIGNED. IT WAS DESIGNED WITH THE IDEA IN MIND THAT IT WOULD ACCOMMODATE THE APPROPRIATE STUDENTS AND THAT IS A CONVERSATION THAT NEEDS TO BE HIGH WITH SCHOOL OFFICIALS. THE CITY COUNCIL CANNOT COMPEL

[00:05:01]

THE SCHOOL BOARD TO ACT ON THAT.

I THINK YOU NEED TO HAVE A DISCUSSION ABOUT THINGS THAT YOU LIKE BUT IT MAY BE BEST IF IT START WITH SOME INTERNAL MEETINGS WITH THE SUPERINTENDENT AND OTHERS, TO

SEE WHAT THEY PLAN TO DO. >> DO YOU THINK THAT IS SOMETHING THAT COULD OCCUR IN THE NEXT FEW WEEKS BEFORE THE

NEXT COUNCIL MEETING? >> YES WE CAN GIVE AN UPDATE ON WHERE WE ARE. AND I UNDERSTAND THAT THE COUNCIL RECEIVED, THE ENTIRE COUNSEL ALSO RECEIVED AN EMAIL TODAY, MR. DIXON REACHED OUT PREVIOUSLY.

HE HAD A CONSTITUENT WITH CONCERNS ABOUT IT.

>> IT IS THE SAME PERSON. >> YES, THANK YOU.

YOU ALL HEARD FROM THIS PERSON TODAY SO IT IS SOMETHING WE ARE HAPPY TO LOOK AT. AND THEN THERE IS ANOTHER ISSUE THAT MR. DIXON ASKED ABOUT IT WELL WE ARE WORKING ON THAT AND WILL BRING RECOMMENDATIONS TO WHEN I FINALIZE THOSE WITH THE CHIEF OF POLICE AND THE CITY ENGINEER.

>> FROM WHERE YOU SIT, MS. CROUCH, YOU THINK MOVING AHEAD WITH A DISCUSSION WITH COMMITTEE OF THE WHOLE IN TWO WEEKS IS SOMETHING WE COULD PLAN ON DOING?

WE WOULD BE PREPARED? >> I THINK IT IS WAIT AND SEE UNTIL WE REACH OUT TO THE SCHOOLS AND FIND OUT WHAT'S GOING ON. I DON'T HAVE ANY OTHER INFORMATION TO PROVIDE AS OF TODAY.

IS NOT A CONVERSATION I'VE HAD WITH THE SUPERINTENDENT TODAY.

AND IF NO ONE ON THE COUNCIL HAS WE NEED TO START THERE.

WE NEED TO GIVE AN UPDATE WHEN WE TALK WITH MR. DIXON, IF YOU ARE NOT READY TO DISCUSS AS A COUNSEL WOULD HAVE ENOUGH INFORMATION. IF IT IS OKAY WITH MR. DIXON WE CAN MOVE ON DOWN UNTIL WE DO HAVE SOME ADDITIONAL

INFORMATION. >> OKAY.

YES? >>? POTENTIALLY START WITH A WORK SESSION? WITH THE CITY ADMIN, THE BOARD. I AGREE IT SHOULD BE ADDRESSED.

I HAVE A RISING SOPHOMORE, READY TO DRIVE.

ASIDE FROM THAT, AND I'VE HEARD FROM HER PARENTS, AN EMAIL THAT WE RECEIVED TODAY I THINK THERE'S A LOT OF THINGS THAT THE COMMUNITIES COMPREHEND AS FAR AS OUR RELATIONSHIP LIKE YOU STATED. MS. CROUCH, THAT THERE IS AUTONOMY AND THINGS THAT THEY CAN DO THAT WE CANNOT COMPEL THEM TO DO. WOULD A WORK SESSION BE A BETTER FORMAT OR DO YOU THINK WE SHOULD START INTERNALLY AND

THEN -- >> I THINK A JOINT SESSION TO BETTER UNDERSTAND IF YOU WANT TO ADDRESS THESE THINGS.

THERE MAY BE SOME OTHER THINGS I THINK THE COMMUNITY, THERE'S A LOT THAT GOES ON THAT PEOPLE DON'T UNDERSTAND ABOUT THE RELATIONSHIP TO COUNSEL, THEY POINT THE SCHOOL BOARD BUT THE SCHOOL BOARD IS INDEPENDENT. IN ITS ACTIONS.

THERE ARE ALSO THINGS CITY COUNCIL DOES NOT HAVE JURISDICTION OVER. AND WE DO NOT WANT TO FRUSTRATE CITIZENS BY THE MISUNDERSTANDING. THINK EVERYONE'S GOAL IS THE SAME, TO HELP GET QUESTIONS ANSWERED.

I ALSO THINK IT IS IMPORTANT TO NOTE THERE ARE QUESTIONS ABOUT PARK AND RECREATION AND OTHER THINGS AND WHAT SCHOOL FACILITIES CAN OR CANNOT BE USED FOR.

WE HAVE DIFFERENT INTEREST GROUPS.

I ENCOURAGE IF WE ARE GOING TO START WITH THE SCHOOL BOARD AND ADMINISTRATION WOULD BE A PUBLIC MEETING THAT A NUMBER OF THE ITEMS GO AHEAD AND GET ON THE AGENDA.

IF WE WILL ASSEMBLE EVERYONE, WE WANT INFORMATION EXCHANGED.

IF YOU HAVE OTHER THINGS ON YOUR MIND, LET ME KNOW AND I WILL WORK WITH DOCTOR HERRING TO GET THAT SET UP.

>> MY SUGGESTION OF THE COUNCIL, WE TENTATIVELY SCHEDULE SOMETIMES FOR THE NEXT COMMITTEE OF THE WHOLE BUT WE

MIGHT RESCHEDULE THAT. >> I THINK IT IS A GOOD START.

>> OKAY, UNDERSTANDING THAT SCHOOL IS STARTING IN AUGUST.

WE DO UNDERSTAND TIME IS OF THE ESSENCE FOR SEVERAL OF THESE ISSUES. THINK IT IS ALSO IMPORTANT TO NOTE THAT THE SCHOOLS ARE VERY RESPONSIVE TO SUCH REQUESTS.

AND WILL ABSOLUTELY RESPOND AND DO EVERYTHING THEY CAN TO BE AMENABLE TO WHATEVER WE ARE TRYING TO WORK THROUGH.

WE APPRECIATE OUR RELATIONSHIP. AND DOES ANYONE ELSE HAVE ANY OTHER QUESTION?I HAVE ONE ITEM.

>> AND OF THE QUESTIONS FROM THE COUNCIL?

OKAY. >> IN THE DAIS IN FRONT OF YOU, ITEM 9B DEALING WITH CITY COURT HAVE TO DO WITH THE RIGHT STREET PARKING DECK. WE MISSED ONE CHANGE BEFORE THE AGENDA WENT OUT. WANT TO STRIKE, A REDLINE IN FRONT OF YOU SECTION 2251, WHAT DISTRICT WEARS VALET SERVICE COSTS. IT SHOULD NOW READ PARKING TIME LIMITS AND METERS/PAY STATIONS, -- THAT WAS TO AVOID COMING BACK AND AMENDING THAT LATER. YOU ALL HAVE IN FRONT OF YOU ON A SHEET OF PAPER THAT SHOWS THE STRIKETHROUGH.

IT IS ONE PLACE WE MISSED THE VALET SERVICES.

I WILL REMIND YOU AGAIN ON A REGULAR AGENDA BEFORE WE GET THERE. THAT IS ALL I HAVE.
