VERY SPECIAL RECOGNITION AND PRESENTATION.THIS PAST WEEK OUR CITY, OUR SCHOOL SYSTEM, OUR CHILDREN AND OUR FAMILIES WERE HONORED TO BE A PART OF THE SAME SYSTEM THAT THE BEST TEACHER IN A STATE OF ALABAMA WORKS IN.
SO MS. KIM JOHNSON WOULD YOU PLEASE COME FORWARD? (APPLAUSE) KIM HAS BEEN A SPECIAL PART OF OUR COMMUNITY FOR MANY, MANY YEARS.
AND TO THINK THAT OF ALL THE GREAT TEACHERS IN THE STATE, WHO GIVE THEIR LIVES TO TEACHING ALL OF OUR WONDERFUL CHILDREN ACROSS THE STATE OF ALABAMA, SHE WAS RECOGNIZED BY HER PEERS AND BY PEOPLE IN EDUCATIONAL LEADERSHIP POSITIONS IN THE STATE OF ALABAMA AS THE VERY BEST TEACHER IS FRANKLY AWESOME.
SOAP ON BEHALF OF THE CITY COUNCIL AND CITY OF AUBURN, WE WANT TO TELL YOU, KIM, CONGRATULATIONS AND WE ARE VERY, VERY PROUD OF YOU. I HAVE A NUMBER OF THINGS I WOULD LIKE TO PRESENT YOU TONIGHT.
YOUR HUSBAND JEFF IS SITTING OVER THERE AND WE ARE PROUD OF HIM TOO. HE IS A PRINCIPAL AT THE ELEMENTARY SCHOOL. WE ALSO HAVE YOUR PRINCIPAL MR. ROSS READ FROM AUBURN JUNIOR HIGH SCHOOL AND OUR SCHOOL SUPERINTENDENT DR. KRISTIN. HERE IS A RESOLUTION WHEREAS KIMBERLY CHRISTIAN JOHNSON SERVES THE COMMUNITY BY INVESTING IN AUBURN'S YOUTH AS A TEACHER AT AUBURN JUNIOR HIGH SCHOOL. AND WHERE IS MS. JOHNSON TAUGHT ENGLISH-LANGUAGE ARTS FOR 18 YEARS AND NOW TEACHES EIGHTH AND NINTH GRADE STUDIES SKILLS, STUDY SKILLS CLASSES HELPING STUDENTS SET GOALS AND BUILD GOOD WORK AND SCHOOL HABITS.
WHERE IS SHE ALSO SERVED AS AUBURN JUNIOR HIGH SCHOOL RESPONSE TO INTERVENTION COORDINATOR AND WHEREAS MS. JOHNSON HAS BEEN AN EDUCATOR SINCE 1998 USING A STUDENT CENTERED TEACHING APPROACH BY UNDERSTANDING HOW IMPORTANT CONSISTENT SUPPORT IS TO STUDENTS ACADEMIC AND EMOTIONAL GROWTH. AND WHEREAS SHE WAS NAMED THE 2021 TEACHER OF THE YEAR AT AUBURN JUNIOR HIGH SCHOOL BEFORE BEING NAMED THE SECONDARY TEACHER OF THE YEAR FOR AUBURN CITY SCHOOLS. WHEREAS SHE WENT TO BECOME THE SECONDARY TEACHER OF THE YEAR FOR DISTRICT TO BEFORE MAKING IT TO THE FINAL FOUR IN THE ALABAMA STATE DEPARTMENT OF EDUCATION TEACHER OF THE YEAR COMPETITION, RISING TO THE TOP OF MORE THAN 150 APPLICANTS CONSIDERED FOR THIS HONOR.
AND WHEREAS SHE WAS NAMED THE 2021, 2022 ALABAMA TEACHER OF THE YEAR ON AUGUST 11 AND WILL GO ON TO SERVE AS ALABAMA'S OFFICIAL AMBASSADOR FOR PUBLIC EDUCATION AND THE TEACHING PROFESSION, AND WHEREAS MRS. JOHNSON IS A MARVELOUS REPRESENTATION OF THE EXCELLENCE WITHIN AUBURN CITY SCHOOLS AND THE CITY OF AUBURN. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUBURN ON THE THAT THE COUNSEL HEREBY RECOGNIZES KIMBERLY JOHNSON FOR BEING NAMED THE ALABAMA TEACHER OF THE YEAR ADOPTED AND APPROVED BY THE CITY OF AUBURN THIS 17TH DAY AUGUST 2021.

BECAUSE I DO LOVE OUR KIDS AND I BELIEVE IN THEM AND IT IS IMPORTANT THAT TEACHERS IN THE STATE UNDERSTAND THAT.

THEY HAVE BEEN WORKING HERE SINCE 2015.
ALL OF THIS IS MADE FROM A 3D PRINTER.
THEY BROUGHT INNOVATION AND NEW TECHNOLOGY TO OUR COMMUNITY WHEN HE YEARS AGO AND THEY HAVE BEEN PRODUCTIVE AND WE JUST APPRECIATE THEIR INVESTMENT IN OUR COMMUNITY AND WE CONGRATULATE THEM ON THIS GREAT MARK.
THE AUBURN BEAUTIFICATION COUNCIL RECENTLY CELEBRATED THEIR 50TH ANNIVERSARY. OF DOING GREAT WORK IN OUR CITY.
THEY INVITED ME TO BE A PART OF THEIR CELEBRATION OF THE OTHER NIGHT AND I WAS HONORED TO BE THERE AND PRESENT THEM A PROCLAMATION OF THANKS. OUR OWN KATRINA COOK IS ONE OF THE COPRESIDENTS OF THE ORGANIZATION AND DOES AN OUTSTANDING JOB LEADING THE ORGANIZATION.
ALONG WITH MS. JOANNE SCHRANTZ AND WE APPRECIATE EVERYTHING THEY DO TO MAKE AUBURN A MORE BEAUTIFUL AND SPECIAL PLACE WHERE I CONTINUE TO BE AMAZED BY THE GREAT WORK ON THE HANGING BASKET DOWNTOWN. ALABAMA LEAGUE OF MS. PAHLAVI HOSTED A LUNCH LAST WEEK WHERE U.S. ARE PRESENTED TO MIKE ROGERS CAME AND SPOKE TO A GROUP OF ELECTED OFFICIALS FROM EAST ALABAMA AND IT WAS GREAT. KELLEY WAS THERE, BETH WAS THERE. IT WAS A GREAT LUNCH AND APPRECIATE REPRESENTATIVE ROGERS JOINING US FOR THIS.
I WAS INVITED LAST WEEK ALSO TO SPEAK TO THE HONORS COLLEGE, THE NEW MEMBERS OF THE HONORS COLLEGE, THE FRESHMAN CLASS.
I APPRECIATE AUBURN UNIVERSITY'S HONORS PROGRAM ASKING ME TO COME THERE AND SPEAK TO THOSE OUTSTANDING STUDENTS WHO ARE EMBARKING ON THEIR NEW JOURNEY HERE AT AUBURN UNIVERSITY.
MANY OF YOU HAVE READ THAT WE HAVE PAUSED AUBURN 2040 FOR THE TIME BEING DUE TO THE CURRENT SITUATION WITH COVID.
IT IS CERTAINLY MY HOPE AND MY DESIRE THAT WE CAN START THIS IN THE VERY NEAR FUTURE, BUT IT WAS IN THE BEST INTEREST OF OUR COMMUNITY AS WE BRING DIFFERENT PEOPLE FROM DIFFERENT FAMILIES UNDER THE SAME ROOF TO DISCUSS AUBURN FUTURE THAT THAT WASN'T GOING TO BE THE SAFEST ROUTE FOR THE TIME BEING.
WE WILL KEEP WORKING WITH THAT AND WATCHING THE CURRENT SITUATION AND WHEN THE TIME COMES WE WILL DO WHAT WE DO WANT TO GET AUBURN 2040 GETTING GOING AGAIN.

WE HAVE CHECKED EARLY LAST WEEK AS SCHOOL WENT INTO SESSION AND WE HAD VERY FEW COMMENTS AND THIS WEEK WE HAVE RECEIVED AND SOME OF THE COUNCIL MEMBERS IF NOT ALL OF YOU STARTED RECEIVING A NUMBER OF COMMUNICATIONS ABOUT RICHLAND TRAFFIC WHICH IS PRETTY COMMON WITH BOTH RICHLAND ROAD ELEMENTARY ELEMENTARY AND CREEKSIDE ELEMENTARY SCHOOL SO WE HAVE LOOKED AT A NUMBER OF WAYS TO WORK THROUGH THAT TO.

THE UNIVERSITY WENT BACK INTO SESSION AND THAT JUST MEANS MORE FACULTY AND STAFF COMMUTING TO WORK IN THE MORNING.
RICHLAND ELEMENTARY SCHOOL HAS A LARGER STUDENT ENROLLMENT THAN IT HAS HAD IN THE PAST THAT CHANGES SOME PATTERNS AND THINGS. LAST YEAR WE HAD COVID SO WE HAD A LARGE PERCENTAGE OF STUDENTS, 30 PERCENT OR SO THAT STARTED THIS YEAR WITH SOME SORT OF VIRTUAL LEARNING AND THEY ENDED THE YEAR AT ABOUT 15 PERCENT VIRTUAL LEARNING.
SO THAT CHANGES SOME ASPECTS OF WHAT'S HAPPENING WITH TRAFFIC PATTERNS. AND THEN YOU HAVE ADDITIONAL PEOPLE OCCUPYING HOMES SOME OF WHICH HAVE HIT KIDS AND SOME DON'T. I HAVE ASKED POLICE CHIEF CEDRIC ANDERSON TO COME THIS EVENING TO TALK FROM HIS LENS A LITTLE BIT ABOUT WHAT WE HAVE BEEN MONITORING, WHAT WE HAVE BEEN DOING AND KIND OF WHAT WE ARE SEEING.

AS YOU KNOW, FOR THE LAST FEW YEARS WITH THE AUBURN POLICE DEPARTMENT HAS BEEN DOING IS WORKING CLOSELY WITH THE CITY SCHOOLS TO ADDRESS ALL OF THE TRAFFIC CONCERNS THROUGHOUT THE SCHOOL ZONES IN THE CITY OF AUBURN.
WHAT WE DO CURRENTLY IS WE HAVE 24 OF OUR PUBLIC SAFETY POLICE PERSONNEL THAT ARE ASSIGNED EACH MORNING TO A SCHOOL OR SCHOOL CROSSING. WE HAVE NINE THAT ARE ACTUALLY DIRECTING TRAFFIC IN SCHOOL ZONES.
WE HAVE AN ADDITIONAL EIGHT PSOS ARE WORKING WITHIN THE SCHOOLS AT THE SCHOOL OR THE PARENTS ARE DROPPING OFF FOR VISIBILITY TO MAKE SURE WE DON'T HAVE ANY MISHAPS.
USUALLY IF SOMETHING IS GOING TO GO WRONG AT THE SCHOOL IT'S GOING TO BE THAT TIME OF MORNING AT THE END OF THE DAY SO WE DIDN'T WANT TO HAVE THAT PRESENCE THERE.
WE ALSO HAVE AN ADDITIONAL HALF A DOZEN OFFICERS THAT ARE IN SCHOOL ZONES FROM A CATHOLIC PERSPECTIVE MAKING SURE THAT WE ARE MONITORING SPEEDING NO ONE IS PASSING THE SCHOOL BUSES, THAT KIND OF THING. WITH THAT PEOPLE IN PLACE WE ARE STILL TRYING TO WORK TO ENSURE THAT ANY OTHER TRAFFIC CONCERNS ARE BEING ADDRESSED. WHAT WE ARE DOING IN THE RICHLAND ROAD CONNECTOR AREA RIGHT NOW IS EVERY MORNING WE ARE OUT AND WE ARE HAVING PEOPLE WALK THE CORRIDOR.
ASSISTANT CHIEF STUART WALKER THIS MORNING ALONG THE SIDEWALK TRYING TO SEE WHAT THE ISSUES WERE.
WE ALSO HAVE OFFICERS THAT ARE GOING DOWN AND RECORDING WHAT THEY ARE SEEING SO THAT WE CAN COME BACK AND WE CAN REPLAY IT AND REVISIT WHILE WE ARE SITTING HERE AND SEE IF WE CAN DEVISE A PLAN. IN YEARS PAST WE HAVE ACTUALLY WORKED WITH THE SCHOOLS, MADE SOME SUGGESTIONS AS TO THE WAY TRAFFIC SHOULD SLOW. WHAT WE ARE SEEING RIGHT NOW IS THE BULK OF THE TRAFFIC IS ACTUALLY BETWEEN THE TWO SCHOOLS, RICHLAND RODIN CREEKSIDE.
ONE OF THE PROBLEMS WE ARE HAVING IS IN ORDER TO DIRECT TRAFFIC WE HAVE TO HAVE SOMEWHERE TO SEND THEM BUT THE MAJORITY OF THESE PEOPLE ARE AT THEIR DESTINATIONS TO TAKE OFF OR DROP OFF UNTIL THERE'S NO WHERE TO THEM IMMEDIATELY.
THEY ARE LINING UP, SOME AS MUCH AS 20 TO 30 MINUTES PRIOR TO THE SCHOOL OPENING AND EXCEPTING CHILDREN.
SO THOSE PARENTS ARE ALREADY LINING THE STREET BEFORE THE SCHOOLS ARE OPEN AND IT'S CAUSING CONGESTION.
ONCE THEY TURN INTO THE SCHOOL, THE REMAINING TRAFFIC ON THE ROADWAY IS HARD TO GET THEM OUT OF THE SCHOOL BACK ONTO THE ROADWAY TO LEAVE THE AREA. BUT WE ARE CONTINUING TO WORK WITH THEM AND AS ALWAYS IN YEARS PAST AFTER A WEEK OR TWO YOU WILL SEE EVERYONE KIND OF GET INTO A RHYTHM AND THIS WILL KIND OF TAKE CARE OF ITSELF TO A DEGREE.
WE ARE GOING TO CONTINUE TO MONITOR TO SEE WHAT ADDITIONAL THINGS CAN BE DONE. WE WORKED WITH -- WE WILL PUT SOME THINGS ON THE CITY'S WEBSITE ADVERTISING JOBS FOR ADDITIONAL TRAFFIC CONTROL MONITORS, PEOPLE TO GET OUT THERE AND TEACH THEM HOW TO DIRECT TRAFFIC AND MONITOR WHAT THEY NEED TO LOOK FOR AND WHAT THEY NEED TO DO.
WE ARE ALSO TRYING TO ENCOURAGE MORE PEOPLE, ESPECIALLY THE ONES THAT ARE ABLE TO PUT THEIR KIDS ON THE BUS.
ONE OF THE THINGS WE NOTICE THIS MORNING THERE WERE A LOT OF PARENTS THAT HE RECOGNIZED THAT ARE ABLE TO PUT THEIR KIDS ON THE BUS THAT ARE NOT DOING IT. IF WE CAN ENCOURAGE MORE TO USE THE BUSES, THOSE BUSES CAN CARRY 30 OR 40 KIDS AND THAT'S 30 OR 40 CARS WE WON'T HAVE OUT THERE TO DEAL WITH.
SO IF WE GET THOSE BUSES FULL AND GET THE PARENTS TO EASE UP AND TYPICALLY THAT DOES AFTER THE FIRST COUPLE OF WEEKS.
THERE IS SOME SEPARATION ANXIETY THAT GOES ON AND ONCE WE GET PAST THAT I THINK THAT WILL HELP US AS WELL.

WHAT CHIEF ANDERSON ALLUDED TO ABOUT HIRING IS AUBURN CITY SCHOOLS HAS BEEN UNABLE TO HIRE A PERSON THAT ACTUALLY WORKS AT RICHLAND ELEMENTARY SCHOOL TO A SPECIFIC -- IS A SCHOOL BUS ENTRANCE? AT RICHLAND.
ONE OF THEIR CHALLENGES IS, AS ALL EMPLOYERS ARE DEALING WITH, THE CITY IS GOING TO HELP THEM MARKET AS BEST WE CAN TO FIND THAT PERSON SO THE CHIEF ALLUDED TO HELP TRAIN AND WHATEVER AND GET OUT THERE. WE NEVER -- THERE ISN'T A DAY OF THE WEEK THAT THE SCHOOL IS IN OPERATION THAT WE DON'T HAVE AUBURN POLICE DIVISION OUT THERE A LOT OF TIMES IN UNMARKED CARS CITYWIDE. THAT IS A BIG PROBLEM ON RICHLAND ROAD CONNECTOR EARLIER IT'S EXACERBATING THE PROBLEM EARLIER.

WHAT A NUMBER OF THE DRIVERS HAVE BEEN DOING AND IT'S CAUSING SOME CHAOS IS THERE ALREADY GETTING IN THAT LANE TRYING TO BYPASS THE PEOPLE THAT ARE HEADING EASTBOUND ON RICHLAND, THAT'S THE DIRECTION TOWARDS TO 67 COMING FROM THE BECAUSE WALLED AREA. WE ARE ALL NEIGHBORS. WE ARE ALL ADULTS WHO LOVE OUR CHILDREN AND GRANDCHILDREN AND ONE WHAT'S BEST FOR THEM.
THE APPROACH I'VE SEEN OF YELLING AT OR BULLYING OUR NEIGHBORS OUT OF ANGER SIMPLY DOESN'T LINE UP WITH THAT GREAT COMMANDMENT TO LOVE YOUR NEIGHBOR AS YOURSELF.
SOME ARE FLAT OUT TREATING OUR NEIGHBORS AS ENEMIES BOTH IN PERSON AND ONLINE. THIS HAS TO STOP.
I GET AND SHARE THE MISTRUST OF GOVERNMENTAL INSTITUTIONS AND PHARMACEUTICAL COMPANIES. BELIEVE ME, I AM TOO. BUT THE ANGER OVER THESE MASS MANDATES IS MISDIRECTED. AND MORE, TO CLAIM LOCAL HEALTH OFFICIALS ARE PART OF A GRAND MONEYMAKING CONSPIRACY WHEN IT COMES TO THE VIRUS VACCINE OR MASS MANDATES IS BEYOND RIDICULOUS. WHEN IT COMES TO EXPERTS, A GENTLEMAN ONCE INSPECTED THE HOME I WAS BUYING.
HE DID BRILLIANTLY AND I TRUSTED HIS ADVICE FROM HIS YEARS OF TRAINING AND EXPERIENCE. I WOULD NEVER PRESUME TO TELL HIM I KNEW BETTER THAN HE DID WHEN IT CAME TO HIS EXPERTISE.
I AM APPLYING THAT TO THE ADVICE AND GUIDANCE THE LOCAL MEDICAL PROFESSIONALS OUR FRIENDS AND NEIGHBORS ARE GIVING US AND I WHOLEHEARTEDLY SUPPORT THEM. HOWEVER, I DO WANT TO PUBLICLY SUPPORT DR. HAERING AND THE SCHOOL BOARD'S DECISION FOR MASK REQUIREMENT FOR THE FIRST SIX WEEKS OF SCHOOL.
MANY ACS PARENTS LIKE MYSELF AND MY HUSBAND ARE GRATEFUL THAT DRW THE SCHOOLS MASKING RECOMMENDATIONS FROM OUR LOCAL MEDICAL COMMUNITY. AMC AND OUR PEDIATRICIANS WHO SO MANY OF US PUT OUR FAITH AND TRUST IN.
IT PUBLICLY HAS SEEN LIKE MOST PARENTS WERE UPSET ABOUT REQUIRING KIDS TO MASK ITS AT SCHOOL AND THAT'S NOT THE CASE.
MANY OF US ARE THANKFUL FOR THE DECISION TO KEEP OUR KIDS A SAFD IN SCHOOL BY MASKING. MY KIDS WERE AT HOME THE FIRST SEMESTER LAST YEAR DOING VIRTUAL SCHOOL AND THEN THEY WENT BACK.
THEY DID A BEAUTIFUL JOB KEEPING THEM SAFE.

IT IS A VERY CONTENTIOUS RELATIONSHIP BETWEEN THE TWO OWNERS. HOWEVER, WE HAVE ATTEMPTED TO WORK WITH THE CITY TO TRY TO COME UP WITH A SOLUTION FOR THE PROPERTY LINES ARE CORRECT BASED UPON THE SURVEY AND BASED UPON THE PLAQUES AS WELL AS THE DESCRIPTIONS IN THE DEEDS.
THE PROPERTY LINES ARE INDEED CORRECT.
THE ISSUE IS THAT MS. HARTNETT'S HOUSE IS CLOSE TO ONE OF THE PROPERTY LINES BETWEEN HER AND THE OTHER HOMEOWNER.
WE REALIZE THAT AND WE REACHED OUT TO BOTH HOMEOWNER TO SEE IF WE CAN RESOLVE THE PROBLEM.
