COMMUNICATIONS WITH OUR EMPLOYEE OF THE MONTH AND SERVICE AWARD VIDEO. (MUSIC PLAYING)

(VIDEO PLAYING) >> SPEAKER: TODAY WE ARE PROUD TO INTRODUCE YOU TO OUR SEPTEMBER 2021 EMPLOYEE OF THE MONTH. I HAVE A MEMORANDUM HEAR FROM GREG NELSON CHIEF INFORMATION OFFICER FOR THE CITY OF AUBURN WRITTEN TO CITY MANAGER CROUCH. IT IS MY HONOR TO NOMINATE JACOB BARGER AS THE EMPLOYEE OF THE MONTH FOR SEPTEMBER 2021.

ORIGINALLY HIRED IN MAY OF 2018 IS A COMPUTER SYSTEMS ADMINISTRATOR, JAKE AND HIT THE GROUND RUNNING AND QUICKLY ADDED VALUE BEYOND THE EXPECTATIONS OF HIS POSITION.

THE DEPARTMENT ALSO HAD AN OPENING FOR THE CHIEF SECURITY OFFICER POSITION AT THE TIME AND WITHIN SEVERAL MONTHS JACOB WAS PROMOTED INTO THAT POSITION AFTER HAVING DEMONSTRATED THE TECHNICAL ACUMEN TO BE SUCCESSFUL IN THAT POSITION.

THE CITY'S CHIEF SECURITY OFFICER CARRIES A NUMBER OF TECHNICAL RESPONSIBILITIES, ALL OF WHICH MUST BE METICULOUSLY TESTED BEFOREHAND TO ENSURE THAT THERE ARE NO SIDE EFFECTS THAT WOULD HAVE A NEGATIVE IMPACT ON THE CITY'S OPERATIONS.

WHILE THESE ARE IMPORTANT AND VALUABLE, THE PRIMARY FOCUS OF THE POSITION IS ON THE NETWORK SECURITY RELATED DUTIES.

THE PATCH OF THESE RESOURCES ALONG WITH THE SERVER AND CLIENT OPERATING SYSTEMS IS PARAMOUNT TO MAINTAINING A SECURE NETWORK.

JACOB REGULARLY PERFORMS MONTHLY NETWORK MAINTENANCE TO ENSURE THESE ARE APPLIED IN A TIMELY FASHION, COORDINATING THIS WORK AFTER HOURS TO BEST MINIMIZE THE IMPACT ON BOTH OUR EMPLOYEES AND CITIZENS, UTILIZING THE CITIES ELECTRONIC SERVICES.

WHERE JACOB PARTICULARLY SHINES IN HIS IN HIS STEADFAST FOCUS ON NEW AND EMERGING SECURITY ISSUES WHICH CAN COME FROM A VARIETY OF SOURCES AND POSE GREAT THREAT TO THE CITY'S INFORMATION STORES, SYSTEMS AND EMPLOYEES. JACOB CONSTANTLY MONITORS MULTIPLE RESOURCES FOR THESE EMERGING THREATS AND REACTS IN SHORT ORDER TO MITIGATE THESE THREATS THROUGH WHATEVER MEANS NECESSARY, ENSURING THAT THE CITY IS BACK IN A PROTECTED POSITION AS QUICKLY AS POSSIBLE. WHILE JACOB IMPRESSES WITH HIS TECHNICAL EXPERTISE AND ATTENTION TO DETAIL, HE EXEMPLIFIES WHAT IT MEANS TO BE A TRUE CITY OF AUBURN EMPLOYEE THROUGH HIS PROFESSIONALISM AND FOCUS ON CUSTOMER SERVICE, NEVER WITHOUT A POSITIVE AND FRIENDLY ATTITUDE.

ALL OF THESE THINGS COUPLED TOGETHER SURELY MAKE JACOB WORTHY OF BEING CELEBRATED AS THE SEPTEMBER 2021 EMPLOYEE OF THE MONTH. CONGRATULATIONS, JACOB.

(MUSIC PLAYING)

>> SPEAKER: THANK YOU AGAIN AND CONGRATULATIONS TO JACOB AND THINK IT ALL OF OUR EMPLOYEES FOR THE GREAT JOB YOU DO.

MAYORS ANNOUNCEMENTS THIS MORNING I WAS INVITED OVER TO THE LIBRARY TO SPEND SOME TIME WITH OUR FAVORITE MASCOT I'LL BE IN MANY OF SMALL AND YOUNG FAMILIES AS THEY FINISHED UP STORYTIME THIS MONTH IS GET YOUR LIBRARY TIME SIGN-UP MONTH.

I ENCOURAGE EVERYBODY IN OUR COMMUNITY TO GO BY THE AUBURN CITY LIBRARY AND GET YOUR LIBRARY CARD.

I WOULD ENCOURAGE ALL OF THE CITY COUNCIL, IF YOU DON'T HAVE A LIBRARY CARD I AM LOOKING AT FEW OF YOU.

I ENCOURAGE YOU TO GET YOUR LIBRARY CARD SO ALL NINE OF US CAN HAVE A LIBRARY CARD. THANK YOU TO OUR LIBRARY AND

[00:05:02]

WHAT A GREAT TIME THEY'RE HAVING TODAY WITH THE CHILDREN AND THE

FAMILIES. >> SPEAKER: I'M JUST GLAD YOU COULD FIND A LIBRARY ROOM. (LAUGHTER)

>> SPEAKER: THANK YOU, MR. HOLE BE.

WE NEED TO WORK WITH HIM A LITTLE BIT.

I WAS ALSO INVITED TO DEMPSEY ARTS CENTER FOR ADVENTURES IN OUR PROGRAM WITH EACH OF OUR FIFTH GRADE SCHOOLS HAD CHILDREN THAT CAME OVER DIFFERENT DAYS. THEY WERE ABLE TO PARTICIPATE WITH THE METAL ARTS TEAM, A VERY INTERESTING PROCESS THERE AND IT WAS GREAT HANDS-ON OPPORTUNITY FOR OUR CHILDREN TO BE INVOLVED.

I APPRECIATE OUR PARKS AND WRECKS THAT PUTTING THAT PROGRAM ON EACH AND EVERY YEAR. IT WAS A LOT OF FUN.

I WAS ACTUALLY THERE WITH THE WRIGHTS MILL ROAD CHILDREN.

I WAS INVITED TO PARTICIPATE IN AN ANNOUNCEMENT LAST WEEK FOR THE WILLIAM PAINTER PROJECT. THIS PROJECT GOAL IS TO RAISE $15,000 TO PROVIDE 200 BICYCLES TO UNDERPRIVILEGED CHILDREN IN OUR COMMUNITY. IT IS SPONSORED BY THE GUNNERS MOTORCAR -- MOTORCYCLE CLUB, LEE COUNTY DID TO THE ATTORNEY'S OFFICE, AUBURN POLICE DEPARTMENT, AUBURN FIREFIGHTERS ASSOCIATION AND OPELIKA POLICE DEPARTMENT.

IF YOU ARE LOOKING FOR AN OPPORTUNITY TO MAKE AN OPPORTUNITY -- CONTRIBUTION IN HONOR OF FORMER ALBAN POLICE OFFICER WILLIAM BUECHNER I ENCOURAGE YOU TO LOOK AT THAT AND CONSIDER THAT. I WAS ALSO INVITED TO THE AUBURN RESEARCH AND TECHNOLOGY PART FOR THE VENTURE ACCELERATOR AS WE LISTENED TO FIVE DIFFERENT PROPOSALS THAT WERE GIVEN BY AUBURN UNIVERSITY STUDENTS AND GRAD STUDENTS ABOUT THEIR DISCOVERIES AND THEIR NEW PROJECTS AND PROGRAMS AND COMPANIES. IT IS VERY FASCINATING TO LISTEN TO THESE YOUNG PEOPLE AND HOW THEY CREATED THESE IDEAS AND HOW THEY ARE MOVING AHEAD WITH THE SUPPORT FROM OUR PEOPLE OVER THERE AT AUBURN UNIVERSITY. AND OUR PEOPLE HERE IN THE CITY AS WELL. IT WAS VERY INTERESTING.

ON A FUN NOTE, AUBURN WAS ABLE TO BEAT OPELIKA BARELY A COUPLE WEEKS AGO AND SO MY FRIEND MARE VOGEL WILL BE TAKING ME TO LUNCH SOMEWHERE HERE IN THE AUBURN AREA NEXT WEEK.

IT WAS A GREAT EVENT AND CONGRATULATIONS TO THE AUBURN TIGERS UNDEFEATED AND RANKED THIRD IN THE STATE AS WE GO INTO THE WEEKEND. THIS AFTERNOON WE RECEIVED OUR LATEST REPORT FROM EAST ALABAMA MEDICAL CENTER.

CURRENTLY THERE ARE 85 INDIVIDUALS IN THE HOSPITAL WITH COVID AND 23 ARE ON VENTILATOR. I JUST ENCOURAGE PEOPLE AGAIN TO CONSIDER RECEIVING A VACCINE, TO TALK TO YOUR FAMILY ABOUT THAT, TALK TO YOUR DOCTOR AND PHARMACIST ABOUT WHETHER THAT IS THE RIGHT PATH FOR YOU. IT IS CERTAINLY A DIFFICULT TIME THAT WE ARE ALL TRYING TO LIVE IN RIGHT NOW.

ANYBODY ELSE ON THE COUNCIL LIKE TO MAKE AN ANNOUNCEMENT TONIGHT?

>> SPEAKER: I WOULD. THERE WILL BE A BACK TO FOOD -- BACK TO SCHOOL FUN DAY AT MLK PARK ON SEPTEMBER 18.

IT WILL START AT 10 O'CLOCK AND LAST UNTIL THE PUBLIC IS INVITED AND WE ARE ENCOURAGING VACCINATIONS DURING THAT TIME.

PLEASE COME OUT AND HAVE FUN WITH THE KIDS.

>> SPEAKER: THANK YOU, MS. TAYLOR.

ANYONE ELSE ON THE COUNCIL? >> SPEAKER: SEVERAL WEEKS AGO I WAS CONTACTED BY A CONSTITUENT WHO HAD A UNIQUE REQUEST.

HE ASKED FOR DIRECT CONTACT INFORMATION FOR THE CONGRESSIONAL DELEGATION SO THAT HE COULD HOPEFULLY ASSIST IN GETTING AND ASK ANY NATIONAL AND HIS FAMILY OUT OF AFGHANISTAN.

THE AFGHAN WHO I WON'T NAME FOR SECURITY REASONS IS A GRADUATE OF WEST POINT AND THE U.S. ARMY RANGER SCHOOL AND AFTER TRAINING HE RETURNED TO AFGHANISTAN TO FIGHT FOR HIS COUNTRY AND FOR HOURS. I'M GLAD TO REPORT TO THE INDIVIDUAL AND HIS FAMILY MADE IT THROUGH THE DEBACLE IN KABUL AND INTO THE AIRPORT, FLEW TO CARTER AND IS NOW IN THE UNITED STATES. IT IS NOT REALLY CLEAR JUST HOW MANY PEOPLE AND HE WAS INVOLVED IN MAKING ALL OF THAT HAPPEN, BUT OUR RESIDENT, MEMBERS OF OUR CITY STAFF, OUR CONGRESSIONAL DELEGATION AND THEIR STAFFS, SOME AUBURN UNIVERSITY PERSONNEL AND PEOPLE WILL PROBABLY NEVER KNOW WERE ALL ENGAGED IN THE EFFORT. SINCE THEN OUR LOCAL ISLAMIC CENTER IS JOINED IN THE EFFORT IN ATTEMPT TO RELOCATE THE FAMILY TO AUBURN WHICH IS WHERE THEY WANT TO RESIDE.

I AM PROUD TO LIVE IN A COMMUNITY THAT HAS SUCH A DEDICATED AND CARING WORKFORCE AND POPULATION AND CITIZENS.

THANK YOU TO EVERYONE WHO WAS INVOLVED.

PRAYERS TO ALL THOSE WHO ARE STILL ATTEMPTING TO REACH SAFETY AND GET OUT OF THERE. YOU.

>> SPEAKER: THANK YOU FOR SHARING THAT WITH US.

ANYONE ELSE? DURING THE COMMITTEE OF THE WHOLE I WILL REFLECT BACK ON THAT.

WE DID APPOINT DOLLY MARSHALL TO THE LEE COUNTY USE TO BOARD.

WE HEARD PRESENTATION ABOUT THE FUTURE ENVIRONMENT OF SERVICES AND PUBLIC WORKS COMPLEX. IT GIVES A PRESENTATION ON THAT AND THEN WE HAVE DECIDED TO HAVE A CONVERSATION DURING OUR COMMITTEE OF THE WHOLE IN TWO WEEKS REGARDING THE PAINT STREET

[5. AUBURN UNIVERSITY COMMUNICATIONS.]

[00:10:03]

CLOSING FOR TRICK-OR-TREAT LATER ON THIS YEAR.

AT THIS TIME WILL HAVE AUBURN UNIVERSITY COMMUNICATIONS.

>> SPEAKER: HOW ARE Y'ALL? IT'S GREAT TO BE BACK.

I'M GLAD TO BE BACK. SOME OF YOU MAY OF NOTICED AUBURN UNIVERSITY IS BACK IN FULL SWING.

THE FOOTBALL TRAFFIC THIS WEEKEND.

WE GOT TO THE POINT NOW WHERE A LOT OF OUR STUDENTS HAVE NEVER BEEN TO AN AUBURN FOOTBALL GAME AS A STUDENT SO WE ARE REALLY EXCITED ABOUT THAT WIN WHEN AND CAN'T WAIT FOR THE SEASON.

THIS GAME UPCOMING SATURDAY WE WILL BE DOING A 9/11 TRIBUTE IN TRIBUTE TO THE AMERICAN MILITARY AT HALFTIME SO WE ARE SUPER EXCITED FOR THAT. SOME THINGS HAPPENING ON CAMPUS, YOU MIGHT HAVE HEARD OF GREEN.TRAINING.

I HAVE BEEN THROUGH IT ABOUT THREE TIMES, DIFFERENT ONES.

IT'S A GREAT TRAINING. A SICKLY ENCOURAGING EVERYONE TO BE A GREEN.TO BE DON'T WANT ANY RED DOTS ON CAMPUS.

PEOPLE WHO HAVE MALICIOUS INTENT , PEOPLE WHO ARE BYSTANDERS TO SEXUAL ASSAULT AND THINGS LIKE THAT.

WE ARE WORKING ON EXPANDING THAT TRADING TO ALL ORGANIZATIONS ON CAMPUS, NOT JUST GREEK LIFE. BASICALLY EVERYONE.

EVEN PEOPLE WHO AREN'T IN ORGANIZATIONS.

EVERY STUDENT REALLY NEEDS TO GO THROUGH IT.

ALONG THE SAME LINES WE ARE DOING RAISE THE BAR TRAINING.

SOME OF THE BARS DOWNTOWN WE WANT TO MAKE SURE THOSE BAR OWNERS AND EMPLOYEES ARE THE BIGGEST GREEN DOTS BECAUSE DOWNTOWN GETS A LOT OF TRACTION AND WE WANT TO MAKE SURE KNOW THAT THINGS ARE HAPPENING DOWN THERE.

SAFETY OF OUR STUDENTS AND COMMUNITY MEMBERS IS A PRIORITY FOR US. ALONG THE LINES OF COVID, WE ARE ENCOURAGING EVERY STUDENT TO GET VACCINATED.

THE INCENTIVE PROGRAM IS REALLY GREAT.

I HAVE JOINED IT ABOUT A THOUSAND TIMES TRYING TO GET A PARKING SPACE. WE ARE GIVING OUT GREAT PARKING SPACES. I WANT TO PARK NEXT TO HIM.

I HAVE APPLIED, I HAVE GOTTEN A LOT OF STUDENTS SIGNING UP FOR THAT PROGRAM. BASICALLY GIVING OUT MEAL PASSES AND GUEST PASSES AND THINGS LIKE THAT.

A LOT OF VACCINATED STUDENTS ARE SIGNING UP FOR THAT.

THAT IS GREAT. WITH THE CITY WE ARE EXPANDING A YOU TEN. I MIGHT HAVE TALKED ABOUT THIS A FEW WEEKS AGO. BASICALLY STUDENTS SHOW THEIR AUBURN ID TIGER CARD AT PLACES DOWNTOWN, PLACES IN AUBURN THEY GET 10 PERCENT DISCOUNT. WE REALLY WANT TO ENCOURAGE STUDENTS TO GET OUT IN THE COMMUNITY AND NOT JUST SPEND THEIR MEAL PLAN MONEY. WE WANT THEM TO PUT MONEY INTO THE CITY. SO THAT IS GREAT.

I'M EXCITED. MY FAVORITE RESTAURANT HAS BEEN ADDED TO THAT LIST. AND AUBURN SGA WE HAD OUR RETREAT FOR SENATE AND CABINET AND WE WORKED ALL DAY LAST SATURDAY. TO WORK ON GOALS FOR THE FALL.

WE ARE PROUD TO ANNOUNCE THAT HEYDAY WILL BE TAKING PLACE ON IT IS A WEDNESDAY. YOU MIGHT HAVE NOT HEARD OF THIS. IT DATES BACK TO WORLD WAR II.

IT'S BASICALLY A SIMPLE WAY OF SAYING, HEY, ON CAMPUS.

IT'S A CONTRAST TO PEOPLE WALKING SILENTLY ON CAMPUS WITH MUSIC IN THEIR EARS. I'M EXCITED FOR ITS AND IT'S ON ALL OF OUR CAMPUS. THERE IS AN ENTIRE BRANCH OF SGA JUST DEDICATED TO THIS ONE DAY. WE ARE SUPER EXCITED.

COMING OFF A YEAR LIKE NO OTHER WE REALLY WANT TO PUSH THIS EVENT INTO THE COMMUNITY, NOT JUST THE CAMPUS.

WE WILL WORK ON GETTING THE NAMETAGS PASSED OUT DOWNTOWN IN COMMUNITIES AND PLACES DOWNTOWN AND THE COMMUNITY SO EVERYONE CAN BE INVOLVED. ALSO IN SGA, ROLLNICK -- RON ON THE LAWN WAS CANCELED SO WE ARE ON MOCHA WITH THE MAYORS.

(LAUGHTER) HE WILL BE DOING FOCUS OR SOMETHING. MAYOR ANDERS, THANK YOU FOR BREAKFAST IN THE MORNING. WE LOVE GETTING TO GO TO CITY BREAKFAST AND MEET WITH YOU AND WE LOVE THIS RELATIONSHIP BUILDING FOR THE CITY. THAT'S ALL I HAVE.

THANK YOU. >> SPEAKER: GOOD REPORT.

WE APPRECIATED. EARLY ON IN OUR COUNCIL'S TENURE, MANY OF US WENT THROUGH GREEN DOT TRAINING.

IT WAS ABOUT AN HOUR AND A HALF WHEN EVENING.

ON PETITIONER. IT WAS VERY INTERESTING AND REWARDING. I'M NOT SO SURE WE MIGHT NEED A REFRESHER COURSE. IT IS VERY VALUABLE TRAINING.

I ENCOURAGE ANYBODY TO LOOK INTO IT IF THEY ARE INTERESTED.

CITIZENS COMMUNICATIONS ON ITEMS ON TONIGHT'S AGENDA.

THIS IS ONLY FOR ITEMS THAT ARE ON OUR AGENDA TONIGHT.

THERE ARE A COUPLE OF THINGS ON OUR AGENDA THAT HAVE PUBLIC HEARINGS AND IF YOU WOULD LIKE TO SPEAK TO THAT I WILL ASK YOU TO WAIT TILL THEN. IF YOU WOULD LIKE TO SPEAK TO THE COUNCIL PLEASE COME FORWARD AND GIVE YOUR NAME AND ADDRESS FOR THE RECORD AND YOU WILL HAVE FIVE MINUTES TO SPEAK TO THE COUNCIL. SEEING NO ONE WE WILL MOVE TO

[8. CONSIDERATION OF CONSENT AGENDA.]

CITY MAGIC MEDICATIONS. >> SPEAKER: I DON'T HAVE SO IF YOU'RE READY WE WILL GO TO THE CONSENT AGENDA.

ANY COUNCIL MEMBER WISH TO REMOVE AN ITEM FROM THE CONSENT AGENDA AND DEAL WITH THAT I LEAVE INDIVIDUALLY?

>> SPEAKER: YES I WOULD LIKE C7 >> SPEAKER: OKAY.

>> SPEAKER: ANYTHING ELSE? >> SPEAKER: C6.

>> SPEAKER: ANY OTHER ITEM YOU WOULD LIKE TO REMOVE FROM THE

[00:15:01]

CONSENT AGENDA? WE WILL START WITH SEE SIX.

>> SPEAKER: I DID AC SIX AUTHORIZES A WITH THE INTO ENTERPRISES FOR THE FISCAL YEAR 2021 COMMUNITY DEVELOPMENT BLOCK GRANT TO RESURFACING PROJECT IN THE AMOUNT OF $279,389.

THE CONTRACT IS FOR SLAUGHTER AVENUE, FOSTER TO BOYKIN YOU,

STOP AVENUE AND BOYKIN STREET. >> SPEAKER: MOVE FOR APPROVAL.

>> SPEAKER: SECOND. >> SPEAKER: MOTION A SECOND.

DISCUSSION OR QUESTIONS, MS. TAYLOR?

>> SPEAKER: I JUST WANT TO -- IT SAYS THE COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING. FOR RESURFACING.

D.N.J. IS THE ONE THAT IS GOING TO RESURFACE IT?

WHAT IS THIS? >> SPEAKER: THAT IS CORRECT.

WE GO OUT TO BID FOR THE SERVICES.

THE COMMUNITY DEVELOPMENT BLOCK GRANT OVERALL BUDGET IS APPROVED BY THE COUNCIL AND IT IS GIVEN FISCAL YEAR AND THERE IS ALWAYS MONEY ALLOCATED TO RESURFACING. THIS TYPICALLY -- IT CAN ONLY BE USED FOR STREETS AND NEIGHBORHOODS THAT MEET A LOW AND MODERATE INCOME CRITERIA ON A PER FEDERAL REGULATIONS.

WE TAKE SOME OF THE RESURFACING THAT NEEDS TO BE DONE AND UTILIZE BLOCK GRANT FUNDS FOR IT.

THAT'S ALL THIS IS DOING. >> SPEAKER: SO IT'S JUST SEPARATE MONEY FROM THE OTHER COMMUNITY?

>> SPEAKER: IT'S IN THE OVERALL FEDERAL ANNUAL ALLOCATION THAT WOULD GET. THIS IS JUST -- WE TAKE A PORTION OF OUR ANNUAL ALLOCATION AND ALLOCATE IT TOWARD RESURFACING. BUT AGAIN, IT CANNOT BE DONE FOR ANY AREAS THAT ARE NOT CONSIDERED LOW TO MODERATE INCOME BY A FEDERAL HOUSING STANDARD.

>> SPEAKER: OKAY. >> SPEAKER: ANY OF THE QUESTIONS? MOTION AND SECOND.

ALL IN FAVOR PLEASE SAY. (ROLL CALL VOTE)

>> SPEAKER: MOTION CARRIES. >> SPEAKER: ITEM EIGHT C7 CONTRACT CONTRACTED D.N.J. ENTERPRISES FOR INTERSECTION IMPROVE IS TO INCLUDE TURN LANES AND INSTALLATION OF A TRAFFIC SIGNAL AT SOUTH COLLEGE ST. ALSO KNOWN AS U.S. 29 AND SHALL TO HER PARKWAY. $385,000.

>> SPEAKER: MOVE FOR APPROVAL. >> SPEAKER: MOTION AND SECOND.

MR. DAWSON? >> SPEAKER: I WOULD LIKE TO THANK MEGAN AND HER STAFF FOR MAKING THIS HAPPEN.

WE HAVE BEEN WORKING THIS FOR A LONG TIME.

AT LEAST FIVE OR SIX YEARS NOW. THE DANGEROUS INTERSECTION AND IS BEEN NEEDED FOR A WHILE. I'M SO PLEASED THAT IS ON THE AGENDA AND THANK YOU FOR THE HARD WORK.

>> SPEAKER: WE APPRECIATE THAT. I ALSO WAS ANTICIPATED THAT YOU MIGHT ASK OUR CITY ENGINEER AS TO WHEN THIS WOULD GET STARTED.

I HAVE HER WELL PREPARED FOR THAT.

I WOULD LIKE FOR HER TO ANSWER THE QUESTION IF COUNCIL WAS SO DESIRE. THEY SAID PLEASE, ALLISON.

>> SPEAKER: D.N.J. SAID THEY WILL GET RIGHT ON IT.

(LAUGHTER) >> SPEAKER: I JUST WANTED TO BE

SURE YOU HEARD IT. >> SPEAKER: DO NOW HAVE LIGHTS FROM I I-85 TO SOUTH COLLEGE ST. THAT IS A BIG PLUS.

YOU ARE HITTING A HOME RUN. >> SPEAKER: WE ARE WORKING ON IT. WE JUST NEED A BUC EE'S.

>> SPEAKER: I'M PLEASED TO SEE THAT OUT THERE.

>> SPEAKER: GOOD DEAL. >> SPEAKER: ANY OTHER COMMENTS OR QUESTIONS FROM COUNCIL? I AGREE WITH YOU, CHIEF.

THAT THE DANGEROUS INTERSECTION AND I LOOK FORWARD TO INSIGHT FOR THE FUTURE. ALL IN FAVOR.

(VOICE VOTE) >> SPEAKER: MOTION TO APPROVE THE REST OF THE CONSENT ACHIEVEMENT -- AGENDA? ALL IN FAVOR. (ROLL CALL VOTE)

[9. ORDINANCES.]

>> SPEAKER: CONSENT AGENDA CARRIES.

>> SPEAKER: UNDER ORDINANCES THIS EVENING ITEM 98 ADOPT THE 2021 INTERNATIONAL BUILDING CODES, 2020 NATIONAL ELECTRICAL CODE, ALONG WITH THE PROPOSED AMENDMENTS.

THIS IS THE SECOND READING OF THIS ORDINANCE AND A PUBLIC

HEARING IS REQUIRED. >> SPEAKER: BY THE MOTION?

>> SPEAKER: I WILL INTRODUCE THE ORDINANCE AND ASKED FOR

UNANIMOUS CONSENT. >> SPEAKER: JUST MOVED TO

APPROVE. >> SPEAKER: SECOND.

>> SPEAKER: MOTION AND SECOND. ANY DISCUSSION FROM THE COUNCIL?

>> SPEAKER: DO WE HAVE ANY INPUT FROM OUR STAKEHOLDERS?

SINCE OUR LAST MEETING? >> SPEAKER: WE HAVE NOT RECEIVED ANY ADDITIONAL INPUT AT CITY HALL AND THERE IS A MEMO IN YOUR PACKET THE DETAILS A LOT OF WORK WAS DONE BY THE STAFF TO MAKE SURE WE HAD REACHED OUT TO AS MANY STAKEHOLDERS AS POSSIBLE TO GARNER FEEDBACK AND INPUT BEFORE WE PLACE THIS ON THE AGENDA. I AM HOPEFUL THAT THAT IS ONE OF THE REASONS WHY WE HAVEN'T RECEIVED AND HAVING RECEIVED ANY

ADDITIONAL? >> SPEAKER: WE HAVEN'T RECEIVED ANY ADDITIONAL. ADDITIONALLY -- INITIALLY THAT WAS OVER THREE MONTHS TO GIVE THEIR INPUT AHEAD OF TIME.

THAT WOULD BALANCE OUT SUGGESTIONS OF THINGS.

>> SPEAKER: I DID HAVE A CHANCE TO REACH OUT TO A FEW INTERESTED PARTIES AND THEY SAID THE SAME THING.

[00:20:01]

I APPRECIATE JOHN AND HIS DEPARTMENT DOING SO.

I APPRECIATE SEEKING THAT INPUT TO HEAD ANYTHING OFF AT THE

PAST. >> SPEAKER: THAT IS OUR GOAL WHEN WE ARE DOING THINGS LIKE THIS IS COMMUNICATE WITH STAKEHOLDERS AND THE BEST THAT WE CAN BEFORE IT GETS HERE.

SO THAT THEY ARE AWARE. WE DO NOT TRY TO SNEAK THINGS UP ON PEOPLE INTENTIONALLY. THANK YOU.

>> SPEAKER: THANK YOU ALSO, JOHN.

I JUST WANTED TO GIVE THE COMMUNITY ONE LAST CHANCE TO LOOK AT THIS. I APPRECIATE ALL OF THE EFFORTS YOU AND YOUR STAFF MADE EARLY ON TO MAKE THEM AWARE OF THE POTENTIAL CHANGES. WE WILL OPEN THE PUBLIC HEARING IF YOU WOULD LIKE TO ADDRESS THE CITY COUNCIL PLEASE COME FORWARD AND GIVE YOUR NAME AND ADDRESS FOR THE RECORD.

YES, MA'AM? >> SPEAKER: I MY NAME IS ANDREA TOBIN MY ADDRESS IS 1123 NORTHWOOD DRIVE.

TONIGHT WE TALKED A LOT ABOUT OUR FOOTBALL GAMES AND HAVE FUN THEY ARE AND HOW AWESOME AUBURN IS DOING.

WE HAVE FANS GATHERED BY THE HUNDREDS SCREAMING, YELLING,

CHEERING ON THEIR TEAM. >> SPEAKER: IS THIS ABOUT THE

INTERNATIONAL BUILDING CODE? >> SPEAKER: NO.

>> SPEAKER: THAT IS WHAT. >> SPEAKER: I'M SO SORRY.

MY APOLOGIES. I WILL BE BACK I MISUNDERSTOOD.

I WILL BE BACK UP SHORTLY. >> SPEAKER: NOT A PROBLEM.

ANYONE LIKE TO ADDRESS CITY COUNCIL REGARDING THIS TOPIC? WE WILL CLOSE THE PUBLIC HEARING ANY FURTHER DISCUSSION FROM THE COUNCIL? LINDSAY, ROLL CALL.

(ROLL CALL VOTE) >> SPEAKER: ITEM NINE BE A MEANS CHAPTER 12 ARTICLE TEN SECTION 12-247 SIDEWALK SALES CITY CODE. UNANIMOUS CONSENT IS NECESSARY.

>> SPEAKER: I WILL INTRODUCE THE ORDINANCE AND ASKED FOR

UNANIMOUS CONSENT. >> SPEAKER: SECOND.

>> SPEAKER: MOTION AND SECOND. ANYONE ON THE COUNCIL HAVE A PROBLEM MOVING FORWARD WITH A VOTE OF THIS THIS EVENING? SEEING AND HEARING NONE ANY DISCUSSION FROM THE COUNCIL? OKAY. WILL CALL, LINDSAY.

(ROLL CALL VOTE) >> SPEAKER: ITEM NINE SEE AUTHORIZES THE INSTALLATION OF TWO STOP SIGNS IN CAMDEN WEST PHASE TWO. UNANIMOUS CONSENT IS NECESSARY.

>> SPEAKER: I'LL INTRODUCE THE ORDINANCE AND ASKED FOR

UNANIMOUS CONSENT. >> SPEAKER: SECOND.

>> SPEAKER: MOTION AND SECOND. ANYONE ON THE COUNCIL OF A PROBLEM MOVING FORWARD ON A VOTE ON THIS THIS EVENING? SEEING AND HEARING NONE IS THERE ANY DISCUSSION? ROLL CALL? (ROLL CALL VOTE)

[10. RESOLUTIONS.]

>> SPEAKER: MAYOR, UNDER RESOLUTIONS THIS EVENING ITEM TEN A IS A REQUEST TO AMEND COMP PLAN 2030 BY ADOPTING THE U.S.

HIGHWAY 280 FOCUS AREA STUDY TEXT AND FUTURE LAND USE PLAN AMENDMENTS. THE PLANNING COMMISSION UNANIMOUSLY RECOMMENDED APPROVAL OF THE TEXT AMENDMENTS AND RECOMMENDED APPROVAL OF THE MAP AMENDMENTS BY AN VOTE OF A 8-1.

JULY 8, 2020, WHEN MEETING. THIS ITEM WAS POSTPONED FROM THE AUGUST 17, 2021, CITY COUNCIL MEETING.

A PUBLIC HEARING IS REQUIRED. >> SPEAKER: TO HAVE A MOTION?

>> SPEAKER: MOVE FOR APPROVAL. >> SPEAKER: SECOND.

>> SPEAKER: MOTION AND SECOND. FOR THE PUBLIC HEARING ANY

DISCUSSION FROM COUNCIL? >> SPEAKER: MR. MAYOR, I MOVED TO AMEND THE PROPOSED FUTURE LAND USE MAP AS FOLLOWS.

NUMBER ONE, CHANGE PARTIAL LOCATION ALONG HEATH RODE ALABAMA 147 FROM A LIMITED RESIDENTIAL TO RULE.

AS SHOWN ON EXHIBIT IT. AND SECONDLY TO CHANGE A PARCEL LOCATED ALONG SHELTON MILL ROAD FROM MASTER-PLANNED USE -- MASTER PLANNED MIXED USE TO LOW DENSITY RESIDENTIAL.

AS SHOWN ON EXHIBIT WHICH IS -- THE TWO EXHIBITS ARE PAGES 14 OF 19 OF THE MAP AND 18 OF 19 OF THE MAP.

I HAVE A HANDOUT FOR EACH COUNCIL MEMBER SO THAT YOU CAN GRAPHICALLY SEE WHAT WE ARE REFERRING TO.

>> SPEAKER: I SECOND THAT MOTION.

>> SPEAKER: WE HAVE A MOTION AND SECOND.

LET'S TAKE TIME TO RECEIVE A HANDOUT FROM MS. GRISWOLD.

>> SPEAKER: WE ALSO HAVE PLACED ON YOUR SCREENS UP ON THE BIG SCREEN AND THE COUNCIL SCREENS WENT BLANK.

HERE YOU GO. THESE AMENDMENTS.

[00:25:22]

>> SPEAKER: COULD YOU ELABORATE ON --'S.

>> SPEAKER: ON THE FIRST PAGE OF THE HANDOUT THAT I JUST GAVE YOU AND ON THE SCREEN, IT SHOWS AN AREA OUTLINED IN YELLOW WHICH HAS BEEN RECOMMENDED BY THE STAFF IN THE PLAN TO BE CHANGED FROM RULE TO LIMITED RESIDENTIAL.

LIMITED RESIDENTIAL WOULD ALLOW FOR 1 ACRE LOTS.

MY RATIONALE FOR MAKING THIS REQUEST IS THAT 1 ACRE LOTS BASICALLY CONSTITUTES AROUND 30 PLUS 240 HOMES.

EACH OF WHICH WOULD PROBABLY GENERATE UP TO TWO OR AN AVERAGE OF TWO VEHICLES PER COMMUTE. ALL 40 OF THOSE HOUSEHOLDS WOULD BE EXITING UNDER A SINGLE NARROW EXIT, CURB CUTS, ONTO HEATH RD.

HEATH RD. INTERSECTS HIGHWAY 280 ABOUT ONE QUARTER MILE DOWN THE ROAD. THE AMOUNT OF TRAFFIC THAT WOULD BE LEADING FROM THAT DEVELOPMENT IF IT WERE TO BECOME LIMITED RESIDENTIAL IS POTENTIALLY A SAFETY ISSUE IN MY VIEW.

THERE IS ALREADY A BACKUP ON HEATH RD. TRYING TO GET ONTO HIGHWAY 280 AS IT IS. THE OTHER REASON I WOULD RECOMMEND THE CHANGE IS THAT THAT AREA IS CURRENTLY RULE IN THE COUNTY AND IF IT WERE ANNEXED IT WOULD BE 40 LOTS OR SO, PROXIMALLY 40 LOTS, ALL ON SEPTIC SYSTEMS. THERE IS NO SANITARY SEWER SYSTEM PROVIDED BY THE CITY THAT COULD BE ACCESSED BY THAT AREA. AGAIN, I THINK THAT THAT MIGHT BE A SANITARY ISSUE. IT IS MY UNDERSTANDING AND PLEASE CLICK -- CORRECT ME IF I'M WRONG, THAT IS A VIOLATION OF OUR POLICY TO ANNEX SUBDIVISIONS IN OUR PLANNING JURISDICTION THAT ARE SOLELY SERVICED BY SEPTIC SYSTEMS.

IS THAT CORRECT? >> SPEAKER: I WOULD HAVE TO DIRECT -- DEFER TO THE PLANNING CITY ENGINEER.

>> SPEAKER: IF WE WERE TO ANNEX THAT AREA, ALL OF THOSE WOULD BE SEPTIC LOTS. WITHIN OUR PLANNING JURISDICTION , SUBDIVISIONS THAT WE ANNEX OR THAT WE OVERSEE UNDER OUR PLANNING JURISDICTION WE ARE NOT ALLOWED TO ANNEX SUBDIVISIONS THAT HAVE SOLELY SEPTIC SERVICE.

IS THAT CORRECT? >> SPEAKER: THE WAY IT'S WRITTEN, IF YOU ARE GOING TO BE IN OUR PLANNING JURISDICTION BUT NOT IN THE CITY LIMITS, YOU HAVE TO BE 3-ACRE LOTS PERIOD.

IF YOU HAVE APPROPRIATE ZONING THAT ALLOWS 1 ACRE LOTS, YOU ARE ELIGIBLE TO BE ON A SEPTIC SYSTEM.

>> SPEAKER: IF SEWER IS AVAILABLE, THAT'S A DIFFERENT SITUATION. IN THIS INSTANCE AND FROM WHAT YOU ARE SAYING THAT IS CORRECT THAT THERE IS NO SEWER AVAILABLE

IN THIS AREA. >> SPEAKER: INC. YOU FOR CLARIFYING THAT FOR ME. THE SECOND A AMENDMENT I WILL DEFER TO COUNCILWOMAN WITTEN TO PROVIDE THE RATIONALE FOR THAT.

JUST SO YOU KNOW, THESE AMENDMENTS, THESE TWO AMENDMENTS ARE GOING TO SUBMISSION BY THE TWO OF US.

>> SPEAKER: THANK YOU. IN ADDITION TO WHAT MS. GRISWOLD SAID ABOUT THE EXHIBIT A, THEY WERE NOTES ABOUT A TRANSITION FROM 1 ACRE LOTS TO RULE. WE FEEL THAT THE SURFACE HOMES, PROPERTIES, ARE THE TRANSITION OF THE ONE SURFACE TO THE RULE.

THE THOUGHT PROCESS THERE. REGARDING THE PROPERTY, THE PARTIAL THAT IS ON SHELTON ROAD ON THE WEST SIDE OF SHELTON, THAT STRETCH FROM 280 ALL THE WAY DOWN IS EITHER RULE OR RESIDENTIAL NEIGHBORHOOD PRESERVATION.

I JUST THINK IT WOULD BE A DISSERVICE TO THAT NEIGHBORHOOD TO INSERT POTENTIAL COMMERCIAL USES THERE, EVEN THOUGH I UNDERSTAND IT WOULD HAVE TO BE APPROVED INTO A MIXED PLAN.

I ALSO DON'T THINK THAT SHELTON MILL ROAD CAN TAKE ON THE ADDITIONAL TRAFFIC THAT WOULD COME WITH A HIGHLY DENSE DEVELOPMENT AT THAT AREA IN THIS STAGE.

I MET THIS MORNING WITH THE NEIGHBORS OF CREEK WOULD TRAIL WHO HAVE TO ACCESS BRIARWOOD DRIVE WHICH IS NOT EVEN AT SOME

[00:30:01]

POINTS DEPENDING ON THE WEATHER POSSIBLE.

POT -- POSSIBLE. SO FROM INFRASTRUCTURE AND KEEPING WITH THE CHARACTERISTICS OF THAT SIDE OF SHELTON, THAT IT WOULD BE OUR BEST INTEREST TO GO WITH THE RECOMMENDATION OF A LOW DENSITY RESIDENTIAL FOR THAT SITE.

>> SPEAKER: ANY COMMENTS OR QUESTIONS FROM THE COUNCIL?

SPECIFICALLY ON THE AMENDMENTS. >> SPEAKER: WE ADOPT A PARCEL, WHAT WOULD BE THE DENSITY FOR THAT AREA?

FOR RESIDENTIAL. >> SPEAKER: A COUPLE OF THINGS.

THIS IS A LAND USE PLAN SO THIS IS A GUIDE.

THE ZONING DOES NOT IN THE CITY LIMITS IS NOT ZONED ANYTHING.

IF IT IS IT AUTOMATICALLY WHEN ANNEX COMES IN AS RULE BUT IT

REQUIRES 3-ACRE LOTS MINIMUM. >> SPEAKER: ANY OTHER

QUESTIONS, THOUGHTS? >> SPEAKER: WHAT TYPE OF FEEDBACK DID YOU GET FROM YOUR CONSTITUENTS OUT THERE ON THESE

TWO PROPOSED CHANGES? >> SPEAKER: THE FEEDBACK THAT I RECEIVED ON THE FIRST ONE, ON EXHIBIT A, WAS PREDOMINANTLY -- EVERYTHING I GOT WAS EXCLUSIVELY , DO NOT ALLOW THIS TRANSITION TO LIMIT IT TO RESIDENTIAL.

SOME OF THE FEEDBACK I GOT OR PEOPLE OUTSIDE OF THE STUDY AREA BUT ARE STILL RESIDENTS THAT ARE FURTHER NORTH ON HEATH RD. THAT HAVE TO TRANSIT THROUGH THE AREA TO GET BACK TO HIGHWAY 280.

I DIDN'T RECEIVE ANYBODY, ANY INFORMATION OR INPUT FROM ANYONE THAT ADVOCATED THE CHANGE TO LIMITED RESIDENTIAL.

I DON'T KNOW IF THE CITY DID NOT >> SPEAKER: THAT'S A GREAT QUESTION. MS. CROUSE, CAN THE STAFF -- I KNOW WE HAD THE PUBLIC MEETING ON THE 26TH.

>> SPEAKER: THEY CAN SPEAK TO THAT'S.

THERE IS A MEMO INCLUDED WITH THIS AGENDA ITEM AS WELL AS WELL

AS ANOTHER ONE. >> SPEAKER: YOU DO HAVE A MEMO THAT WAS PROVIDED TO YOU AND HE ASSEMBLED ALL OF THE COMMENTS THAT WERE PROVIDED ON THE CARDS AND THINGS OF THAT NATURE.

I WILL LET LOGAN RESPOND DIRECTLY.

>> SPEAKER: WE DID HAVE A SECOND OPEN HOUSE ON THE 26TH.

WE HAD A LITTLE OVER 30 RESIDENTS ATTEND.

TWENTY-THREE OF THOSE DID NOT ATTEND THE VIRTUAL OPEN HOUSE SO THERE WAS A NET GAIN OF RESIDENCE SO THAT WAS HELPFUL.

WE MAILED LETTERS OUT, PUT BANNERS OUT, SENT LETTERS TO THE HOMEOWNER ASSOCIATIONS NEARBY. OVERALL, MOST OF THE RESIDENTS THAT ATTENDED DIDN'T HAVE A POSITIVE OR NEGATIVE JUST KIND OF ACCEPTING, UNDERSTANDING THAT GROWTH IS OCCURRING IN THIS PART OF TOWN. THE RESIDENTS THAT DID SPEAK OUT AGAINST THE PROPERTY, ABOUT HALF A DOZEN.

THE PROPERTY OWNER HAS HIS OWN DESIRE FOR THE PROPERTY BUT THE MAJORITY OF THE FEEDBACK FROM THAT AREA WAS NOT TO ALLOW

LIMITED RESIDENTIAL. >> SPEAKER: THANK YOU, LOGAN.

>> SPEAKER: IS SHELTON A ROAD WE MAINTAIN?

>> SPEAKER: WE MAINTAIN IT UP TO THE TO ANY INTERSECTION.

ALLISON, IS THAT CORRECT? >> SPEAKER: TO DO UPGRADES OR

IMPROVEMENTS? >> SPEAKER: YOU SAW ONE SECTION HAS BEEN RESURFACED AND SLATED TO FINISH RESURFACING IF IT IS

NOT BEEN FINISHED. >> SPEAKER: IT'S JUST PATCHING.

>> SPEAKER: YOU WILL SEE LONG -- WE CALL THEM OVERLAYS.

YOU WILL SEE LONG OVERLAYS WHERE WE HAD A LOT OF WRITING.

SOME OF THAT HAS BEEN DONE. WE DO NOT HAVE IN WHAT I WOULD EVEN HAVE THE TEN YEAR RANGE RIGHT NOW PLANS LIKE WE DO FOR DONAHUE AND OTHER ROADS TO WIDEN.

THAT BEING SAID, THERE IS A TREMENDOUS AMOUNT OF DEVELOPMENT ACTIVITY THAT IS LIKELY TO OCCUR IN THE NEXT TWO YEARS IN THIS AREA. YOU WILL SEE BIG MOVES ON MASTER PLANS AND OTHER THINGS AND WE WILL READ LOOK AT ALL OF THAT WHEN THOSE. UNTIL THOSE PLANS COME TO FRUITION OR ARE ADOPTED ULTIMATELY BY THE COUNCIL AND STAFF LOOKS AT INFRASTRUCTURE NEEDS AND REQUIREMENTS, WE JUST HAVEN'T GOTTEN THERE YET. I DON'T BELIEVE OUR CITYWIDE TRAFFIC STUDY INDICATED THERE WAS A NEED.

AT THIS TIME BUT THAT IS LIKELY TO CHANGE.

>> SPEAKER: ANY OTHER COMMENTS OR QUESTIONS FROM THE COUNCIL? AT THIS TIME I DO WANT TO OPEN PUBLIC HEARING REGARDING THIS.

IF SOMEONE WOULD LIKE TO SPEAK TO THE COUNCIL REGARDING THESE

[00:35:02]

AMENDMENTS SPECIFICALLY PLEASE COME FORWARD AND GIVE YOUR NAME AND ADDRESS FOR THE RECORD. JUST ON THESE AMENDMENTS,

PLEASE. >> SPEAKER: CAN I TAKE THE MASK

OFF? >> SPEAKER: YES.

>> SPEAKER: MY NAME IS ANNE PRIESTER BENNETT.

I LIVE AT 7001 STONEWALL ROAD AND I OWN PROPERTY ADJOINING -- NOT EXACTLY ADJOINING BUT NEARBY THAT IS VERY MUCH GOING TO BE AFFECTED. I WANT TO REMIND THE COUNCIL THAT WHEN THEY LOOK AT CITY MAPS , THERE IS PROPERTY ALONG STONEWALL RD. WHERE I LIVE, BUT AS YOU GO FURTHER DOWN STONEWALL RD., YOU GET TO GREGORY GLENN. THERE IS AN AREA OF A DISCONNECT OF PROPERTY BETWEEN STONEWALL RD. AND GREGORY GLENN RD. THAT IS IN THE AUBURN CITY LIMITS. YOU HAVE TO LOOK PRETTY FAR ON YOUR MAP. IT IS NOT SITTING UP THERE.

IN YOUR ARDERN -- AUBURN CITY LIMITS MAP IT IS THERE.

IT MAKES SENSE THAT THIS AREA BETWEEN THE AREA ALONG STONEWALL RD. AND GREGORY GLENN IS AT SOME POINT GOING TO BE A NEXT INTO THE CITY LIMITS. I AM EXPECTING THAT AT SOME POINT, I AM AGING, MY KIDS OR WHATEVER WILL BE COMING ASKING FOR ANNEXATION. THIS IS A FOURTH GENERATION FARM WHERE I LIVE AND IT IS ABSOLUTELY RULE.

WE DON'T EVEN HAVE PIZZA DELIVERY.

IT IS RURAL. THE POLICE SERVICE IS ACROSS 280. EVERYTHING THAT SERVES THAT AREA IS DISTANT FOR US. WE ARE RURAL AND I'M ASKING YOU TO KEEP THIS 3-ACRE LIES -- SIZE LOT RULE AND NOT MAKE AN EXCEPTION FOR ONE LITTLE PROPERTY JUST BECAUSE THERE IS A MESS ALONG HIGHWAY 147. THOSE OF YOU WHO HAVE WRITTEN THERE AND SEEN THE 30 SOMETHING MAILBOXES ALREADY THAT YOU HAVE TO STOP AS YOU ARE TRYING TO TURN OFF OF 280 TO GO HOME OR TO COME WHEN MALE, SCHOOLBUS, TRASH, ETC.

I WOULD LOVE TO SEE THE PROPERTY OWNERS GET ANNEXED.

I THINK THAT IS THE FUTURE, BUT I AM ASKING FOR YOU TO ANNEX IT IN THE CURRENT RULES OWN AND KEEP THE 3-ACRE LOT MINIMUM SINCE WE ARE ABSOLUTELY ALL SEPTIC TANK AND MOST EVERYBODY IS ON WELL WATER NORTH OF A GOOD BIT OF HEATH RD.

THANK YOU. >> SPEAKER: THANK YOU.

ANYONE ELSE? >> SPEAKER: MY NAME IS PHILIP CHASE I LIMIT 7519 (INDISCERNIBLE).

I'M NORTH OF THIS AREA. HONESTLY MY BIGGEST CONCERN AND WHAT I HAVE HEARD FROM THE NEIGHBORS ON STONEWALL RD. IS THE TRAFFIC THAT IS THERE ALREADY ON 147 AND I SEE THAT GETTING SO MUCH WORSE. IT IS ONE OF THE THINGS THAT ONCE IT GETS ANNEXED IN, IF IT IS 1 ACRE LOT, I SEE THAT (INDISCERNIBLE) THAT IS MY BIGGEST CONCERN ON THIS IS THINKING ABOUT THE TRAFFIC GOING FORWARD.

AND HOW THAT WOULD BE HANDLED IF THAT WERE THE CASE.

I DO AGREE THAT LEAVING IT AT 3-ACRE LOTS WOULD AVOID THAT QUITE A BIT. THAT IS WHAT I WANTED TO VOICE

ON THAT. >> SPEAKER: THANK YOU VERY MUCH

ANYONE ELSE? >> SPEAKER: I'M KEVIN MINUTES AND I LIVE AT 7001 STONEWALL RD. THERE IS SOME HISTORY ON THIS IN DRIVING INTO THE MEETING TONIGHT I COUNTED THE MAILBOXES.

THE LAST HALF-MILE OF A STATE HIGHWAY BEFORE AN INTERSECTION WITH A U.S. HIGHWAY, 30 MAILBOXES.

IT SHOULDN'T OF BEEN THAT WAY. IT REALLY IS AN EXHIBIT A OF POOR PLANNING. WE JUST LET THINGS KIND OF GET AWAY FROM US. AS I MOVED INTO AUBURN ACROSS 280 HEADING DOWN NORTH COLLEGE STREET, THE NEXT MILE AND A HALF THERE WERE ONLY THREE MAILBOXES. SOME BETTER DEVELOPMENTS ACCESSING THE STATE HIGHWAY THROUGH SOME OF THESE SUBDIVISION ENTRANCES. THESE HAVE GOTTEN AWAY FROM US ON THE NORTH SIDE. IT IS INDEED VERY RULE.

FIRE DEPARTMENT, POLICE DEPARTMENT, CITY PARKS ARE FOUR TO 5 MILES AWAY. CITY PARKS OR GREEN SPACES.

NO SANITARY SEWER, AND I DOUBT THERE WILL BE ANY.

YOU COULD DO IT BUT YOU WILL HAVE TO PUMP SOME.

IT IS VERY RULE. IN TERMS OF YOUR AMENDMENT, I PLEAD WITH YOU TO KEEP THE ZONING AS IT IS, IT WAS THOUGHT

[00:40:01]

OUT WELL. I DON'T UNDERSTAND WHY THIS PARCEL WOULD EVEN BE IN THE STUDY PLAN.

IT DOESN'T ADJOIN HIGHWAY 280, IT DOES FEED IN AND IMPACT IT.

IT WAS AN EDITION AFTER THE STUDY PLAN BEGAN AND I SUPPORT ITS EXCLUSION. THANK YOU.

>> SPEAKER: THANK YOU. ANYONE ELSE? WE WILL CLOSE THE PUBLIC HEARING.

ANY FURTHER DISCUSSION OF THE COUNCIL? COUNCIL READY TO VOTE ON THESE AMENDMENTS? WE WERE VOTING JUST ON THESE AMENDMENTS RIGHT NOW.

THIS WILL BE A VOICE VOTE. ALL IN FAVOR SAY AYE OF THESE AMENDMENTS, PLEASE SAY I. (VOICE VOTE) AND YOU POSE? THE AMENDMENT CARRIES.

NOW WE WILL TALK ABOUT THE ENTIRETY OF THE STUDY, THE PLAN, THAT INCLUDES THE AMENDED PLAN. CORRECT, MS. CITY MANAGER?

>> SPEAKER: IT IS THE MAIN MOTION WITH THE AMENDMENTS.

THAT IS UNDER YOUR CONSIDERATION.

>> SPEAKER: SO BACK TO THE MAIN MOTION AT THIS TIME.

AT THIS TIME I WILL OPEN A PUBLIC HEARING RELATED TO THE MAIN MOTION, WHICH IS THE ENTIRETY OF THE 280 CORRIDOR FOCUS AREA STUDY. ANYBODY LIKE TO SPEAK TO THE CITY COUNCIL REGARDING THIS PLEASE COME FORWARD AND GIVE YOUR NAME AND ADDRESS FOR THE RECORD.

WE WILL CLOSE THE PUBLIC HEARING.

ANYONE ON THE COUNCIL LIKE TO MAKE A COMMENT OR HAVE A QUESTION REGARDING THIS, U.S. HIGHWAY 280 FOCUS AREA STUDY.

>> SPEAKER: I WOULD JUST LIKE TO THANK THE STAFF FOR THEIR ADDITIONAL TIME AND THE ADDITIONAL OPEN HOUSE.

I KNOW THAT WAS A FULL DAY AND I THINK IT WAS WARRANTED AND I THINK IT GAVE AN ADDITIONAL NUMBER OF PEOPLE AN OPPORTUNITY TO LEARN ABOUT IT. I WANT TO SAY THANK YOU FOR YOUR

TIME AND EFFORTS IN THAT. >> SPEAKER: I ECHO THAT SENTIMENT. THANK YOU ALL VERY MUCH.

>> SPEAKER: ANYONE ELSE ON THE COUNCIL? NOW WE WILL VOTE ON THE ENTIRE AMENDMENTS, THE AMENDED PLAN.

ALL IN FAVOR PLEASE SAY I. (VOICE VOTE).

>> SPEAKER: MOTION CARRIES. >> SPEAKER: MAYOR, THOSE ARE

[12. CITIZENS’ OPEN FORUM.]

ALL THE ITEMS OF BUSINESS WE HAVE FOR YOU THIS EVENING.

>> SPEAKER: AT THIS TIME WE WILL OPEN THE CITIZENS OPEN FORM. THIS IS YOUR OPPORTUNITY TO TALK TO THE CITY COUNCIL ABOUT ANYTHING.

WE WILL ASK YOU TO GIVE YOUR NAME AND ADDRESS FOR THE RECORD.

REMEMBER, YOU ARE SPEAKING TO THE CITY COUNCIL.

YOU ARE NOT SPEAKING TO ANYONE ON THE STAFF AND YOU HAVE THREE MINUTES. MS. TOBIN, WE WILL START WITH

YOU. >> SPEAKER: THANK YOU.

ANDREA TOBIN, 1123 NORTHPOINTE DRIVE.

MY CONCERN GOING BACK TO OUR FOOTBALL GAMES, HUNDREDS OF STUDENTS THERE, HIGH SCHOOL GAMES.

COLLEGE GAMES. HARDLY A MASK INSIGHT.

I KNOW I HAVE RAN THIS GAMBIT WITH YOU BEFORE AND SO HAVE MANY PARENTS. IT SEEMS TO ME THAT THE ONLY PEOPLE WHO ARE EXPECTED TO MASK UP AT ALL TIMES ARE OUR K-12 CHILDREN. I WOULD LOVE A REASONABLE EXPLANATION FROM ANYONE OR SPECIFICALLY YOU, MAYOR, AS TO WHY IT IS ONLY OUR CHILDREN WHO HAVE TO BE MAST FOR ALL THINGS.

ALL DAY LONG AT SCHOOL. BUT WE CAN CROWD FOOTBALL GAMES AND NOT A MASK INSIGHT. I WOULD LIKE AN EXPLANATION TO

THE HYPOCRISY PLEASE. >> SPEAKER: MS. TOBIN, THAT IS THE DECISION OF THE SCHOOL BOARD.

I EXPLAINED THAT THE NIGHT THAT MANY OTHER PEOPLE JOINED YOU UP HERE. WHAT OUR ROLE IS WITH THE SCHOOL BOARD AND THAT IS THE DETERMINATION OF THE BOARD AND

THE SUPERINTENDENT. >> SPEAKER: I UNDERSTAND THAT.

I WOULD LIKE TO HEAR THOUGHTS ON HYPOCRISY IN GENERAL FROM OUR LEADERS IN THIS COMMUNITY. IF YOU DON'T THAT IT WON'T WASTE ANYMORE OF YOUR TIME. THANK YOU.

>> SPEAKER: ANYONE ELSE? >> SPEAKER: SUSAN VAUX, 1188 EAST UNIVERSITY DRIVE. MAYOR, ON OUR JULY 20 MEETING, YOU HAD ASKED ME TO SUBMIT SOME ADDITIONAL QUESTIONS THAT I HAD TO MISS CROUCH FOR ANSWERING ON THE SHORT TERM RENTAL ORDINANCE THAT Y'ALL PASSED. I HAVE DONE THAT AND I JUST WANTED TO MAKE SURE THAT SHE HAD RECEIVED THAT REQUEST SINCE I DIDN'T GET A RESPONSE BACK ACKNOWLEDGING THE E-MAIL.

[00:45:02]

>> SPEAKER: YES, I RECEIVED THE REQUEST.

THE QUESTIONS ARE NUMEROUS AND HAVE TO BE FULLY VETTED WITH OUR LEGAL COUNCIL WITH DUE TO PENDING LITIGATION.

THERE WILL BE NO RESPONSE UNTIL ALL THINGS HAVE BEEN VETTED WITH OUR LEGAL COUNCIL EXPECT TO HAVE ANY IDEA WHEN THAT WILL BE?

>> SPEAKER: I DO NOT. WE ARE IN PROGRESS PROVIDING INFORMATION TO LEGAL COUNCIL. THEY WILL THERE REALLY THAT EVERYTHING AND DETERMINE WHICH QUESTIONS IF NOT ALL QUESTIONS WE CAN ANSWER. THAT IS GOING TO BE UP TO THEM.

>> SPEAKER: DO YOU ANTICIPATE AT ALL WHETHER I WILL GET ANY ANSWERS TO THE QUESTIONS -- I KNOW SOME OF MY QUESTIONS WERE WHERE CAN I FIND THE ORDINANCE IN ITS ENTIRETY.

I WASN'T COMPLETELY RELYING ON Y'ALL TO PROVIDE INFORMATION.

I DON'T UNDERSTAND WHY SOME OF THOSE QUESTIONS CAN'T BE

ANSWERED. >> SPEAKER: AGAIN, DUE TO PENDING LITIGATION, I CANNOT RESPOND TO ANY OF THOSE QUESTIONS UNTIL OUR LEGAL COUNCIL HAS REVIEWED ALL OF THEM AND STAFF'S RESPONSES AND IT WILL ONES WE CAN ANSWER.

IF NOT, ALL OF THEM. I'M NOT SURE HOW MANY WE CAN OR

CAN'T ANSWER. >> SPEAKER: SO HOW WOULD A CITIZEN GO ABOUT KNOWING WHAT ORDINANCE THEY MUST ABIDE BY IF IT IS NOT AVAILABLE FOR US TO SEE?

>> SPEAKER: AUBURN ALEXANDER.ORG/SHORT DASH -- IT IS IN ITS ENTIRETY ON THE CITY'S WEBSITE AS WELL AS PART OF THE

ZONING ORDINANCE. >> SPEAKER: THAT SEEMS PRETTY EASY TO ME. DO YOU KNOW IF I WILL GET ANY

OTHER ANSWERS TO MY QUESTIONS? >> SPEAKER: AGAIN, I DO NOT DUE

TO PENDING LITIGATION. >> SPEAKER: THANKS.

>> SPEAKER: ANYONE ELSE? YES OR?

>> SPEAKER: GOOD EVENING EVERYONE.

I'M MICHAEL HELPRIN 913 SHEA CIRCLE.

THANK YOU, MISS CROUCH FOR YOUR MEDICATION TO ME TODAY ABOUT THE ROLE OF ECONOMIC DEVELOPMENT ALLOTMENT HAS PLAYED TO PROVIDE INFORMATION ABOUT VACCINATION SITES TO LOCAL INDUSTRIES.

PERHAPS THE COUNCIL HAS ALSO BEEN MADE AWARE OF THIS ROLE.

BUT FOR THE PAST TWO MONTHS, THERE HAS NOT BEEN ANY COMMENTS ABOUT COVID-19 FROM ANY MEMBER DESPITE THE ENORMOUS SPREAD OF THE DELTA VARIANT IN OUR COMMUNITIES.

THE HOSPITAL NEWS REPORTING TONIGHT IS DEPRESSING.

THIS IS THE FOURTH CONSECUTIVE COUNCIL MEETING THAT I HAVE ATTENDED, AND THE COUNCIL HAS NOT YET ADDRESSED COVID-19.

WHAT DO WE KNOW FROM OUR ELECTED COUNCIL MEMBERS WHO REPRESENT THEIR INDIVIDUAL DISTRICTS? NOTHING BUT SILENCE.

NONE OF YOU HAVE SPOKEN ABOUT THE DELTA VARIANT IN THE LAST SEVERAL MEETINGS. IS IT UNFAIR TO SAY THAT WHILE THE HOSPITAL FILLS UP IN THE AUBURN CITY SCHOOLS HAVE QUARANTINED STUDENTS AND EMPLOYEES, THAT YOU ARE SIMPLY UNAWARE? COUNCIL MEMBERS, WHAT WOULD YOU LIKE TO SAY TO AUBURN CITIZENS ABOUT THE SPREAD OF COVID-19? AND WHAT LEGAL REMEDIES DO YOU SUGGEST? THE CITIZENS OF AUBURN WHO PUT YOU INTO LEADERSHIP POSITIONS DESERVE TO KNOW. MOST OF YOU IF NOT ALL OF YOU HAVE SPOKEN ABOUT SHORT-TERM RENTALS AND APARTMENT HEIGHTS AND NAUSEA HIM. BUT NOT A PEEP ABOUT LIFE AND DEATH OR SERIOUS ILLNESS FACING AUBURN CITIZENS DUE TO THE DELTA VARIANT WITH MORE TRAGEDY LIKELY TO COME.

WHAT IS KEEPING YOU SILENT? DOES FOOTBALL AND BUSINESS INTERESTS HAVE YOUR TONGUES? WITH THOUSANDS OF VISITORS ENTERING AUBURN THIS SATURDAY AND SIX MORE HOME GAMES WITH ONLY MASKS, YOU HAVE NOTHING TO SAY? PARDON ME, PLEASE. BUT THAT IS NOT IGNORANCE OF REALITY BUT SERIOUS ABDICATION OF YOUR RESPONSIBILITY.

THERE ARE DOZENS OF LEGAL REMEDIES THAT YOU CAN PROPOSE.

NONETHELESS I AM HOPEFUL THAT THE DRAFT PILOT PROJECT TO VOLUNTARILY -- YES, VOLUNTARILY -- VACCINATED EMPLOYEES WILL BE ACCEPTABLE TO THE COUNCIL, AND YOUR SILENCE WILL FADE AWAY. AUBURN CITIZENS ARE AFRAID.

SOME HAVE LOST LOVED ONES AND MANY MORE KNOW SOMEONE SO STRUCK. THEY NEED TO HEAR FROM YOU AND IN ALL DUE RESPECT, THEY NEED TO HEAR FROM YOU NOW.

THANK YOU FOR YOUR ATTENTION. I HOPE I HAVE MOVED THE NEEDLE A

LITTLE BIT. >> SPEAKER: THANK YOU, MR. HELPRIN. ANYONE ELSE?

[00:50:02]

>> SPEAKER: IF I MAY, I WOULD LIKE TO RESPOND TO MR. HELPRIN.

I DID NOTICE THAT THERE WAS CORRESPONDENCE SHARED BETWEEN THE CITY MANAGER AND MR. HELPRIN TODAY.

I JUST DID NOT GET TO READ THE EXCHANGE.

MAYBE YOU COULD PARAPHRASE THE CONTENT OF YOUR RESPONSE TODAY,

IF YOU WOULD INDULGE ME. >> SPEAKER: HAUSMAN PARSONS, DR. HELPRIN WAS REFERRING TO A PILOT PROGRAM FOR AUBURN INDUSTRIES AND VACCINATIONS AND WHEN I WAS CORRESPONDING WITH HIM HE WOULD NOT HAVE BEEN AWARE.

WE DO WITH OUR AUBURN INDUSTRIES AND HAVE GREAT RELATIONS WITH THEM AND THERE ARE PRIVATE COMPANIES THAT HAVE THEIR OWN CORPORATE CRITERIA, AMONG OTHER THINGS.

BEGINNING IN MARCH OF 2020 WE WORKED HAND IN HAND THROUGH OUR ACADEMIC DEVELOP A STAFF AND DEVELOPMENT BOARD TO PROTECT OUR INDUSTRIAL JOBS, THE PEOPLE WHO WORK THERE, AND THE PRODUCTION THAT GOES ON AND OFFERED THAT IS IMPORTANT, INCLUDING THAT OF VACCINE FILES FROM MODERNA. MUCH IS GOING ON IN THE INDUSTRIAL BASE. WE INITIALLY WENT THROUGH ESTABLISHING AND WORKING ON A TESTING PROGRAM FOR COVID THAT MORPHED INTO OSHA SAFETY IN WAYS YOU CAN GET EMPLOYEES BACK TO WORK THAT THEN MORPHED INTO AS THE VACCINE BECAME AVAILABLE IN THE CITY TOOK THE BULL BY THE HORNS AND PARTNERED WITH THE HOSPITAL AND THE CITY OF OPELIKA TO GET THE VACCINE CLINIC GOING WE HAD OUR INDUSTRY HEAVILY INVOLVED IN THAT.

EAST ALABAMA MEDICAL CENTER WAS IN LOCKSTEP WITH THE CITY ALONG THE WAY PROVIDING ADVICE TO INDUSTRIES AND WE WERE SETTING UP TESTING CENTERS AND DOING ANYTHING WE COULD.

SOME OF OUR CORRESPONDENCE TODAY WAS GIVING DR. HELPRIN A LIMITED VIEW OF THAT. TO THE VACCINES, WE WENT ON TO SAY THAT THERE WERE OTHER PROGRAMS SOME INDUSTRIES HAD EAST ALABAMA MEDICAL CENTER COME DIRECTLY TO THE INDUSTRY TO DO VACCINES. WE HAD TO COMPANIES THAT REQUIRE VACCINES FOR ALL OF THEIR EMPLOYEES.

HAVE A NUMBER OF OTHER PROGRAMS GOING ON BUT WE ALSO HAVE CORPORATE REQUIREMENTS AND CORPORATE CULTURE ESTABLISHED BY THE INDUSTRIES THEMSELVES. THEY DO MAKE THEIR OWN DECISIONS WITH REGARD TO COVID. WE HAVE BEEN WORKING WITH THEM TO PROVIDE THE SUPPORT WE CAN AND IF THEY NEEDED ACCESS TO VACCINES OR MEDICAL ADVICE FROM EAST ALABAMA MEDICAL CENTER WE HAVE BEEN THERE TO HELP FACILITATE THAT.

>> SPEAKER: MAY I ASK, HAVE WE HAD A POSITIVE RESPONSE FROM OUR

INDUSTRIES? >> SPEAKER: ABSOLUTELY.

A LOT OF THEM HAVE OFFERED THEIR OWN CORPORATE INCENTIVES TO DO SO. BUT AGAIN THAT HAS BEEN UP TO THE INDIVIDUAL COMPANY. I DO FEEL STRONGLY THAT IF OUR STAFF FELT THERE WAS ANOTHER WAY TO MOVE THE NEEDLE, THEY WOULD HAVE PROPOSED IT IN TERMS OF OUR ECONOMIC DEVELOPMENT TEAM'S EXPERIENCE AND I SPENT 23 YEARS WORKING IN THAT THE FARC -- DEPARTMENT. I AM KEENLY FAMILIAR WITH THAT.

I'M PROUD OF THE RELATIONSHIP WE HAVE WITH OUR INDUSTRIES AND INDUSTRIAL BASE IN GENERAL AND I'M ALSO PROUD OF THE FACT THAT WE MAKE MODERNA FILES IN AUBURN. THEY HAVE BEEN A GREAT PARTNER OF OURS IN OUR SMALL HELP FROM AUBURN.

WE ALSO DO HAVE TO LEAVE INDIVIDUAL MATTERS TO THE COMPANIES THEMSELVES IN TERMS OF THEIR ULTIMATE CHOICE FOR THEM AND THEIR EMPLOYEES. WE HAVE DONE SO WITH RESPECT AND

BEEN THERE AS A RESOURCE. >> SPEAKER: I JUST READ WITH INTEREST MR. HELPRIN'S POLICY PROPOSAL -- ENSURING THAT EMPLOYEES KNOW THAT THIS WOULD BE ALL VOLUNTARY AND INCENTIVIZED IN SOME WAY. I THOUGHT IT WAS AT LEAST THE BEGINNINGS OF AN INTERESTING CONVERSATION.

BUT AS I LISTEN TO YOU, IT SEEMS AS THOUGH THAT CONVERSATION HAS ALREADY OCCURRED. WOULD THAT BE FAIR TO SAY?

>> SPEAKER: IT HAS. IT MIRRORS A LOT OF THINGS THAT DR. HELPRIN HAS SUGGESTED THAT WE DO.

WE ARE READY DONE. THOSE THINGS STARTED IN MARCH OA VACCINE BUT MORPHED IN THAT DIRECTION.

EVERY DAY THERE ARE COMMUNICATIONS GOING ON AND ANYTHING WE CAN DO TO HELP OUR INDUSTRIES ACHIEVE THEIR VACCINATION GOALS AND KEEP THEIR EMPLOYEES SAFE WE CERTAINLY STRIVE TOWARD SPENCER THERE IS AN ONGOING CONVERSATION

HAPPENING? >> SPEAKER: ABSOLUTELY.

WE ARE IN DIRECT CONTACT WITH OUR INDUSTRIES ESPECIALLY THROUGH OUR WORKFORCE DEVELOPMENT DIVISION.

>> SPEAKER: THANK YOU. >> SPEAKER: ANYONE ELSE LIKE TO

ADDRESS THE COUNCIL? >> SPEAKER: I JUST WANT TO SAY THIS. ACTUALLY, I AM HAVING EVENTS LIKE THE ONE ON SATURDAY, WE HAVE TABLES SET UP FOR VACCINATION. THEY HAVE ON SITE VACCINATION.

EVERYBODY IS PRETTY MUCH BEING REALLY CAUTIOUS ABOUT THIS PANDEMIC. I DON'T THINK -- IT IS LEFT UP

[00:55:04]

TO THE INDIVIDUALS REALLY TO TAKE THE VACCINATION.

WE CANNOT FORCE THEM TO TAKE THE VACCINATION.

IT IS BEEN ENCOURAGED. THERE IS NOT AN EVENT THAT I HAVE -- I HAVE A BUNCH OF THEM GOING ON.

THERE IS ALWAYS A TABLE SET UP AND IT IS ON SITE FOR VACCINATION EVEN IF YOU DON'T WANT TO DO IT ON SITE, YOU CAN REGISTER, EVEN THE ONE I'M HAVING ON THE 18TH THERE WILL BE A BOOTH SET UP FOR PEOPLE TO SIGN UP OR THEY CAN DO IT ON SITE. IT'S NOT OVERLOOKED.

I'M QUITE SURE THAT EVERYBODY HAS NOT DONE EVERYTHING SO A LOT OF TIMES YOU MIGHT NOT KNOW WHAT'S GOING ON.

I JUST WANTED TO THROW THAT OUT THERE.

I THINK THAT WE ARE DOING PRETTY GOOD IN OUR COMMUNITY -- COMMUNITIES -- TO MAKE SURE THAT PEOPLE KNOW THAT THEY HAVE THE OPTIONS OF BEING VACCINATED. THAT'S ALL WE CAN DO.

WE CAN PUT IT OUT THERE AND HOPE PEOPLE WILL SIGN UP TO TAKE THE VACCINATION OR EVEN TAKEN ON SITE.

>> SPEAKER: THANK YOU, CONNIE. ANYONE ELSE LIKE TO ADDRESS THE COUNCIL? ANY FURTHER COMMENTS FROM THE COUNCIL? DO I HAVE MOVED TO ADJOURN?

>> SPEAKER: SO MOVED. >> SPEAKER: ADJOURNED
