IN THE NEED UP TO THE JUNE -- JUNETEENTH CELEBRATION THERE WERE A NUMBER OF PARK WORKERS OUT AND HE STEPPED INTO NOT ONLY PREPARE SAM HARRIS PARK FOR THE EVENT BUT ALSO TO MAKE SURE THAT OTHER PARKS WERE READY FOR THE WEEKEND AS WELL.

UNDER MAERSK MEDICATION TONIGHT A COUPLE OF THINGS. LAST FRIDAY I WAS ABLE TO RECOGNIZE TO RECOGNIZE DOWN SYNDROME IN THE CITY OF AUBURN AND PARTICIPATED IN AN EVENT THE EAGLES GROUP OVER AT AUBURN UNIVERSITY. WHAT A SPECIAL ORGANIZATION, SPECIAL GROUP OF EMPLOYEES OVER THERE.
A SPECIAL GROUP OF STUDENTS THAT ARE PARTICIPATING IN OUR EAGLES PROGRAM AT AUBURN UNIVERSITY. IF YOU EVER WANT TO GET IN A GOOD MOOD AND PUT A SMILE ON YOUR FACE I ENCOURAGE YOU TO GO AND SEE THOSE YOUNG PEOPLE AND WHAT THEY DO EACH AND EVERY DAY.
I WAS INVITED TO TAKE A TOUR OF THE NEW OPTICS FACILITY A COUPLE OF WEEKS AGO AND WHAT AN IMPRESSIVE FACILITY THAT IS GOING TO BE. WHAT A GREAT ASSET IS GOING TO BE TO THE CITY OF AUBURN. IT IS VERY INTERESTING AND FASCINATING AND FRANKLY I DON'T TOTALLY UNDERSTAND EVERYTHING THAT THEY ARE CAPABLE OF DOING BUT IT IS GOING TO BE WONDERFUL.
THERE IS A LOT OF WORK GOING ON OUT THERE.
THERE IS A BIG COMMITMENT FROM THE OWNERSHIP OUT THERE TO MAKE THINGS HAPPEN AND WE LOOK FORWARD TO ITS OPENING HERE IN
[00:05:03]
THE NEAR FUTURE. I ALSO WANT TO REMIND EVERYBODY IN OUR COMMUNITY THAT THE STATE OF THE CITY WILL BE HELD ON MONDAY OCTOBER 25 AT THE GOOCH CENTER AT 5:30 AND WE CERTAINLY ENCOURAGE YOU TO COME AND LISTEN TO WHAT IS BEEN GOING ON IN YOUR COMMUNITY HERE OVER THE LAST 12 MONTHS.WE WILL BE RECOGNIZING SIX CITIZENS WITH THE MAYOR'S PLAN PLAYER AWARD AT THE END OF THE MAYOR'S STATE OF THE CITY.
AND FINALLY I WANTED TO MAYBE HAVE THE CITY MANAGER TALK ABOUT SOME OF THE NEW COMMUNICATION THAT SOME OF OUR DEPARTMENTS ARE UTILIZING NOW. WE GOT AN ANNOUNCEMENT THIS AFTERNOON ABOUT PUBLIC SAFETY AND SOME OF THE SOCIAL MEDIA THAT THEY WILL BE USING NOW. IF YOU COULD GO THROUGH THAT AND LET THE COMMUNITY KNOW WHAT IS GOING ON.
>> SPEAKER: REALLY QUICKLY, ONE OF THE GOALS THAT I HAD WHEN I CAME IN TO THE OFFICE OF CITY MANAGER IN FEBRUARY WAS TO INCREASE SOCIAL MEDIA PRESENCE FOR THE CITY.
NOT THAT WE HAVEN'T BEEN DOING IT, BUT THERE WAS MUCH MORE TO COME AND WE HAD A LOT MORE TO SAY AND ARE CITIZENS ARE INTERESTED IN DIFFERENT DEPARTMENTS AND DIFFERENT THINGS THAT THEY DO. THE FIRST INDIVIDUAL DEPARTMENT IS PUBLIC SAFETY THAT WE LAUNCHED TWITTER, FACEBOOK AND INSTAGRAM TODAY. WE HAD A LITTLE GLITCH YESTERDAY. IT WAS SUPPOSED TO BE LAUNCHED DAY AND SOMEHOW FACEBOOK CAUGHT WIND OF IT AND HAD A BIG PROBLEM. (LAUGHTER) THAT THWARTED OUR ATTEMPTS. WE GOT PAUL REGISTER WITH A GREAT VIDEO EXPLAINING WHAT WE ARE TRYING TO DO AND COFFEE WITH COPS IS ONE OF THE FIRST UPCOMING EVENTS.
WE WANT OUR CITIZENS IF THEY WANT THAT LEVEL OF INFORMATION AND CONTENT FROM OUR PUBLIC SAFETY DEPARTMENT, WE ARE GOING TO BE PROVIDING THAT TO THEM. KIND OF PIGGYBACKING ON THEIR SOCIAL MEDIA EFFORTS WILL BE ULTIMATELY LIBRARY AND PARKS AND RECREATION WILL ALSO BE GETTING THEIR OWN SOCIAL MEDIA CHANNELS, AS WELL AS USING THE CITY MAINLINE.
WE HAVE A LOT OF PEOPLE VERY INTERESTED IN ALL OF THOSE DEPARTMENTS. FOR NOW THAT WOULD BE WHERE WE WILL SIT WITH THAT AND KEEP IT THERE.
KIND OF IN TANDEM WITH THAT, PUBLIC SAFETY WILL BE ADDING A POSITION IN THE PUBLIC AFFAIRS, PUBLIC RELATIONS REALM THAT DEALS WITH A LOT OF COMMUNICATION WITH CITIZENS ABOUT OTHER EVENTS AND THINGS THAT WILL FOLLOW ON AND WE WILL BE ADVERTISING THAT SOON. I DON'T BELIEVE IT'S POSTED YET, PAUL? NO.
BUT I APPRECIATE THE WORK OF PUBLIC AFFAIRS TEAM AND MY OFFICE AS WELL AS PUBLIC SAFETY WORK AS WELL.
THIS CAME TOGETHER AS A CULMINATION OF A LOT OF WORK BUT RECENTLY CAME TOGETHER VERY QUICKLY AND I HOPE PEOPLE FOLLOW THOSE PAGES AND ENJOY WHAT THEY HAVE TO SAY.
>> SPEAKER: THANK YOU FOR THAT. YOU MENTIONED COFFEE WITH COPS.
I BELIEVE THAT IS IN THE MORNING THAT CORRECT?
>> SPEAKER: ROSS HOUSE COFFEE ACROSS THE STREET.
>> SPEAKER: ANYBODY FROM THE COMMUNITY -- COMMUNITY IS WELCOME. THAT'S GREAT.
WHAT A GREAT IDEA. ANYONE ON THE COUNCIL HAVE AN ANNOUNCEMENT THEY WOULD LIKE TO MAKE TONIGHT?
>> SPEAKER: I WOULD. I WANT TO THANK PAUL FOR HAVING THE MARTIN LUTHER KING PARK PREPARED ON SATURDAY.
THE YOUTH, OUR SCOUTS, I CALL THEM MY SCOUTS, THEY WENT OUT AND HAD A GOOD TIME IN THE PARK ON SATURDAY.
THEY PLAYED KICKBALL AND I JUST WANT TO ALSO THINK SOME OF THE OFFICERS THAT WAS OFF DUTY CAME OUT AND WATCHED THEM PLAY ON SATURDAY. THEY ACTUALLY GOT IN THE GAME AND PLAYED WITH THEM. THAT WAS REALLY EXCITING FOR THE CHILDREN AND THEY REALLY ENJOYED IT.
THEY WANT TO CHALLENGE THE YOUTH WANT TO CHALLENGE THE ADULT TO KICKBALL GAME. SO I GUESS I WILL TRY TO PLAN THAT. THE OTHER THING IS THAT ON MONDAY, MY SCOUTS WILL BE HAVING A MEETING ON OCTOBER 11, THE MONDAY COMING UP. WE HAVE A GUEST SPEAKER AND THAT WILL BE OUR AUBURN UNIVERSITY ATHLETIC DIRECTOR.
HE WILL BE THERE TO TO SPEAK TO THE CHILDREN ON MONDAY AND INTERACT WITH THEM AND EAT DINNER WITH THEM AND.
ANYONE IS INVITED TO COME OUT IF YOU WANT TO JUST TAKE A PICTURE WITH HIM OR WHATEVER. HE WILL BE THERE MONDAY.
>> SPEAKER: WHERE IS THAT EVENT?
>> SPEAKER: AND BOYKIN. THANK YOU, CONNIE.
>> SPEAKER: ANYONE ELSE? >> SPEAKER: I HAVE BEEN ASKED TO ANNOUNCE AND REPORT ON THE CITY'S COST OF COUNCILMAN DIXON'S LAWSUIT REGARDING THE SHORT TERM RENTALS.
AS PROVIDED BY THE CITY ATTORNEY, IT IS MY UNDERSTANDING THAT $18,932.91 HAS BEEN BILLED IN ATTORNEY FEES AND COSTS IN DEFENSE OF THIS CASE AS OF AUGUST 312021.
>> SPEAKER: ANYONE ELSE? >> SPEAKER: I JUST WOULD LIKE TO MENTION. CONNIE AND I ARE PART OF A RELAY FOR LIFE TEAM THAT PIONEERS IN PURPLE WHICH ARE MADE UP OF A GROUP OF WOMEN WHO ARE ELECTED OFFICIALS FROM THE COUNTY, THE CITY OF OPELIKA, CITY OF AUBURN, AND WITHIN THE COUNTY STATEWIDE.
[00:10:01]
OCTOBER IS A BIG RELAY FOR LIFE MONTH AND SO YOU MIGHT SEE SOME THINGS ABOUT OUR GROUP, THE PIONEERS IN PURPLE.I HAVEN'T BEEN VERY ENGAGED TO DATE, BUT HOPEFULLY WE WILL GET SOME SUPPORT AS YOU MOVE THROUGH OCTOBER.
>> SPEAKER: ME AND BETH MISSED TAKING PICTURES ON SUNDAY.
>> SPEAKER: OKAY. ANYONE ELSE ON THE COUNCIL HAVE
AN ANNOUNCEMENT? >> SPEAKER: YES OR.
WE WILL HAVE A WORD EIGHT MEETING FOR CITIZENS ON OCTOBER 18 OUT AT PEACEFUL PARK. IT STARTS AT 5:30.
I WOULD LIKE FOR ALL OF OUR RETICENT -- RESIDENCE IN WARD EIGHT TO COME OUT TO THE MEETING WE WILL HAVE INDIVIDUAL DEVELOPMENT OF THE PROPERTY AT COX AND WIRE ROAD AND THEY WANTED TO GET THE PUBLIC'S INPUT AND MY CONSTITUENT'S INPUT TO SEE HOW THEY FEEL ABOUT THE DEVELOPMENT THAT WILL BE -- WE WILL DISCUSS WHATEVER HE WANTED DISCUSS ABOUT WARD EIGHT THAT NIGHT BY THE PRIMARY REASON FOR HAVING THE BOARD MEETING IS TO TALK TO THE PEOPLE THAT WANT TO DEVELOP THE PROPERTY.
>> SPEAKER: THANK YOU, TOMMY. ANYONE ELSE?
>> SPEAKER: I HAD AN AWARD MEETING LAST NIGHT AND A RESIDENT HAD MADE A REQUEST TO ME REGARDING A NO OUTLET SIGN ON HIS ROAD. IT WAS AROUND A CUL-DE-SAC.
HE HAD ASKED ME I THINK LAST WEEK AND I E-MAILED MEGAN AND THAT SIGN WAS UP WITHIN TWO HOURS, MAYBE.
NOT THAT QUICK BUT. >> SPEAKER: WITHIN THE FEW
DAYS. >> SPEAKER: THE CITIZEN WAS VERY HAPPY. HE SAID THAT -- I FEEL LIKE THAT IS UNUSUAL FOR GOVERNMENT TO BE SO QUICK.
SO THAT IS HOW WE DO IT IN AUBURN.
ESPECIALLY WITH NO OUTLET SIGNS. THAT IS OUR THING.
BUT I JUST WANT TO THANK MEGAN AND ANYBODY THAT WAS INVOLVED IN THAT. THAT WAS EXTREMELY RESPONSIVE AND THE CITIZEN I'M SURE AND EVERYONE ELSE ON THAT ROAD IS VERY HAPPY TO BE ABLE TO PRODUCE RESULTS THAT QUICK.
SO THANK YOU VERY MUCH. >> SPEAKER: ARE ENTERING SERVICES STAFF MOVED ON THAT IN THE TRAFFIC DIVISION VERY QUICKLY. ONCE THE REQUEST CAME THROUGH.
SO INTO THIS AND SEALED THINGS LIKE THAT IF THEY WOULD LET US KNOW, WE WOULD BE HAPPY TO LET TAKE CARE OF THEM WHEN WE CAN.
WE WON'T GET INTO THE SEMANTICS ABOUT NO OUTLET VERSE A DEAD END BECAUSE THAT IS ENGINEER SPEAK, BUT BEYOND THAT I THINK IT IS ACTUALLY DEAD ENDS. BUT WE WILL TALK ABOUT THAT
ANOTHER LIGHT -- NIGHT. >> SPEAKER: WHATEVER THE SIGN SAYS, IT WENT UP QUICK. WAS A GOOD SIGN.
[5. AUBURN UNIVERSITY COMMUNICATIONS.]
ANYONE ELSE? WE WILL MOVE AHEAD FOR AUBURNUNIVERSITY COMMUNICATIONS. >> SPEAKER: HOPE YOU'RE ALL DOING WELL. I ALSO HOPE ALL AUBURN STUDENTS OR MOST OPPORTUNITIES ARE DOING WELL AFTER THAT WHEN THIS WE CAN. THAT WAS SOMETHING ELSE.
I DON'T EVEN KNOW FOOTBALL AND I KNOW THAT WAS SOMETHING ELSE.
(LAUGHTER) THAT WAS VERY EXCITED.
MORALE IS OUT OF THIS WORLD THIS WEEK ON CAMPUS ALREADY.
SOME THINGS HAPPENING AT UNIVERSITY.
EXTERNAL AFFAIRS IS A BRANCH IN SGA AND I'M A PART OF IT.
TODAY WE PUT ON A VOTER REGISTRATION DRIVE IN THE STUDENT CENTER AND WE GOT A LOT OF STUDENTS REGISTERED TO VOTE.
I THINK A LOT OF STUDENTS ESPECIALLY OUT OF STATE WHEN DON'T REALIZE THAT THEY CAN VOTE IN LOCAL ELECTIONS AND STUFF.
WE WERE REALLY EXCITED TO GET THAT DONE TODAY.
AND THEN ALSO IN SGA THE HEYDAY TEAM, HEYDAY IS NEXT WEEK, OCTOBER 13, WHEN ONE WEEK FROM TOMORROW.
IF YOU GO OUT IN AUBURN AND SAY, HEY, PEOPLE RESPOND BETTER THAN NORMAL DAY. BECAUSE IT IS HEYDAY.
SO WE ARE EXCITED ABOUT THAT. AND THIS WEEK IS A PRETTY BIG WEEK, THURSDAY AT SEVEN WE ARE SO EXCITED.
WE DIDN'T HAVE THAT LAST YEAR AND I MISSED WHEN THE YEAR BEFORE THAT. I'M EXCITED ABOUT THAT.
I DON'T THINK A LOT OF STUDENTS WILL BE LEAVING CONSIDERING THE GEORGIA GAME IS THIS WEEKEND. BUT IT IS FALL BREAK THURSDAY AND FRIDAY SO STUDENTS -- I HAVE A MIDTERM.
BECAUSE OF EVENTS LIKE THIS AND THE GEORGIA GAME AND EVENTS IN OCTOBER I LEARNED THAT OFFICIALS CAME AND MET WITH THE CITY OF AUBURN AND AUBURN UNIVERSITY TO LOOK AT HOW WE CARRY OUT EVENTS HERE. IT'S GREAT TO SEE AUBURN LEAD BY EXAMPLE IN THE STATE. I CAN'T REALLY SPEAK -- I'M PROUD ABOUT HOW THE CITY OF AUBURN AND THE UNIVERSITY PUTS EVENTS ON. SGA TEAMS HAVE BEEN WORKING HARD ON MAKING GAMES IS MORE EFFICIENT.
WE HAVE OUR NEW MOBILE TIGER PASS TO GET INTO THE STADIUM.
THAT IS GREAT. I HOPE THIS WEEKEND GOES WELL.
AND A FUN FACT ABOUT CAMPUS, THE NEW MULTIMILLION DOLLAR DINING HALL, THE EDGE, SERVED OVER 60,000 MEALS THE FIRST MONTH IT WAS OPEN. IT IS REALLY DELICIOUS AND WE ARE EXCITED TO HOST YOU, MAYOR ANDERS, LATER THIS MONTH FOR CITY BREAKFAST AND. AND RON ON THE LAWN WILL BE HAPPY NEXT SEMESTER SO DON'T WORRY YOU WILL GET THAT.
THAT'S ALL I HAVE. >> SPEAKER: THANK YOU.
[00:15:03]
COUNCIL REALLY DIDN'T HAVE TO COME TO THAT.IF YOU RUN OUT OF SPACE OR ANYTHING,.
>> SPEAKER: WE WOULD LOVE T-SHIRTS, THOUGH.
>> SPEAKER: THANK YOU FOR THAT REPORT.
AT THIS TIME WE WILL MOVE INTO CITIZENS COMMUNICATIONS ON ITEMS ON TONIGHT'S AGENDA. REMEMBER THIS IS JUST AN OPPORTUNITY FOR YOU TO SPEAK TO WHAT IS ON THE AGENDA TONIGHT.
THERE IS ONE ITEM ON ORDINANCES THAT DOES HAVE A PUBLIC HEARING INVOLVED AND THAT WILL BE THE APPROPRIATE TIME FOR YOU TO SPEAK ON THE ITEM. IF THERE'S ANYTHING ON THE AGENDA YOU WANT TO SPEAK TO JEANETTE -- NOW IS THE TIME IT.
PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD SEEING NO ONE WE WILL MOVE AHEAD.
CITY MANAGERS CAN MEDICATIONS. >> SPEAKER: SINCE WE ALREADY
[8. CONSIDERATION OF CONSENT AGENDA.]
COVERED OUR NEW SOCIAL MEDIA LAUNCH I'M READY TO ROLL INTOTHE CONSENT AGENDA. >> SPEAKER: PLEASE.
>> SPEAKER: ANY COUNCIL MEMBER WAS TO REMOVE AN ITEM FROM THE CONSENT AGENDA AND DEAL WITH THAT ITEM INDIVIDUALLY?
>> SPEAKER: YES, I WOULD LIKE TO REMOVE ITEM 8B1.
>> SPEAKER: I WOULD LIKE TO REMOVE 8B4, PLEASE.
>> SPEAKER: I WOULD LIKE TO REMOVE 8B2, PLEASE.
>> SPEAKER: 8B1, TWO, FOUR. >> SPEAKER: ANYONE ELSE?
WE WILL START WITH 8B1. >> SPEAKER: IT AUTHORIZES A CONTRACT WITH THE FORESITE GROUP TO DESIGN THE PICKLEBALL COURSE AT YARBROUGH TENNIS CENTER IN THE AMOUNT OF $24,100.
>> SPEAKER: MOVE FOR APPROVAL. >> SPEAKER: SECOND.
>> SPEAKER: MOTION AND SECOND. I WILL BEGIN THE DISCUSSION.
MEGAN, HAVE WE LOOKED AT WHAT I'M EXCITED ABOUT PICKLEBALL COURSE. WE CERTAINLY UNDERSTAND THE PHENOMENON THAT IS PICKLEBALL IN OUR COMMUNITY.
REALLY GROWING GOING IN OUR AREA AND PROUD THAT WE ARE GETTING MORE CORDS AND MORE INVENTORY. HAVE EVALUATED WHETHER THOSE
COURTS CAN BE COVERED OR NOT? >> SPEAKER: IT IS SOMETHING WE PLAN TO LOOK AT IN THE DESIGN AND HAD A DISCUSSION WITH OUR PARKS AND RECREATION DEPARTMENT, BECKY RICHARDSON.
WE HAVE A NEWLY FORMED PICKLEBALL CLUB IN AUBURN AS IT KIND OF FEELS LIKE A GROUP, AND IT SPLIT.
WE HAVE MIXED FEEDBACK FROM THAT GROUP ABOUT THEIR INTEREST IN IT BEING COVERED. IT IS SOMETHING WE ARE GOING TO VENT THROUGH THE DESIGN PROCESS AND LOOK AT ALL OPTIONS AT THIS TIME. WE WILL TALK WITH THE CONSULTANT ABOUT IT AND LEAVE IT OUT THERE AS AN ALTERNATIVE, BUT WE NEED TO SEE WHAT ARE PICKLEBALL FOLKS REALLY ULTIMATELY WANT AND WHAT THE COST EFFECTIVENESS OF THAT WOULD BE.
>> SPEAKER: THANK YOU. ANY OTHER QUESTIONS OR COMMENTS? MOTION AND SECOND. ALL IN FAVOR PLEASE SAY.
(VOICE VOTE). >> SPEAKER: ITEM 8B2 LEE COUNTY HUMANE SOCIETY FOR ANIMAL SHELTERING SERVICES.
THE FISCAL YEAR 2022 AMOUNT IS $170,585.
THE FISCAL YEAR 2023 AMOUNT WILL BE NEGOTIATED BASED ON THE CITY'S PRO RATA SHARE OF ANIMALS SUBMITTED TO THE LEE COUNTY HUMANE SOCIETY FROM AUBURN RESIDENCE AND THE CITY'S ANIMAL
CONTROL DIVISION. >> SPEAKER: MOVE FOR APPROVAL.
>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND.
MS. CHRIS WALL I WILL TURN IT OVER TO YOU.
>> SPEAKER: I HAVE NO PROBLEM AT ALL VOTING TO APPROVE THIS EXISTING CONTRACT. BUT I WOULD ASK FOR THE NEXT TIME THE COUNCIL GET TOGETHER WITH STAFF TO DISCUSS OUTSIDE AGENCY FUNDING, I WOULD LIKE US TO CONSIDER INCREASING OUR PER ANIMAL FUNDING CONTRIBUTION TOWARDS THE CONTRACT.
>> SPEAKER: ENVIRONMENT WILL SERVE AS A DIRECTOR KATRINA COOK HANDLES ALL OF OUR COMMUNICATIONS WITH LEE COUNTY HUMANE SOCIETY AND WE WILL BE PREPARED WHEN WE WORK ON OUTSIDE AGENCY FUNDING GOING INTO THE BIENNIAL BUDGET AND WE WILL DO THAT IN THE SPRING. TO HAVE SOME IDEAS THERE IF THAT IS SOMETHING THE COUNCIL CHOOSES TO CONSIDER.
>> SPEAKER: THANK YOU. >> SPEAKER: WITH THIS AMOUNT DO
WE KNOW FOR THE LAST FISCAL YEAR >> SPEAKER: CAN YOU HOPE FOR? THE PLEXIGLAS WILL BE GONE BEFORE THE NEXT MEETING.
>> SPEAKER: THE LAST FISCAL YEAR WAS $209,000.
THIS YEAR IS CONSIDERABLY LESS AND THAT IS BECAUSE OF DONATIONS. ARE GOVERNMENT CONTRACTS ARE ALSO BASED ON DONATIONS AND THE CONTRACTS THEY HAVE FOR THE CITY OF AUBURN AND THE CITY OF OPELIKA.
SO GOVERNMENT CONTRACTS TAKES UP ABOUT 45 PERCENT OF THEIR BUDGET AND 55 PERCENT OF THEIR BUDGET IS FUNDED BY WAY OF DONATIONS AND SUPPORT THAT THEY RECEIVE AS A NONPROFIT AGENCY.
>> SPEAKER: TO WE KNOW IF THEIR INTAKE HAS INCREASED OR NOT?
>> SPEAKER: WELL, YES, INTAKE -- INTAKES HAVE INCREASED IF YOU JUST WANT TO LOOK AT OUR AUGUST NUMBERS.
OUR DIFFERENCE IS SEVEN FROM LAST YEAR TO THIS YEAR FOR OUR AUGUST NUMBERS. WE GET OUR NUMBERS FROM THE MONTH BEFORE. THE NEXT MONTHS, TWO WEEKS AFTER. SO WE WILL GET SEPTEMBER NUMBERS
NEXT WEEK. >> SPEAKER: THANK YOU.
>> SPEAKER: ANY OF THE, THE QUESTIONS? THIS GROUP DOES A WONDERFUL JOB THAT THEY DO.
TO TAKE IN ALL OF THESE ANIMALS AND TRY TO FIND HOMES FOR THEM.
CERTAINLY IF IT WASN'T BEFORE THE LEE COUNTY HUMANE SOCIETY THIS WOULD BE THE BUSINESS OF THE CITY WOULD BE IN.
SO THEY PROVIDE A GREAT SERVICE. I APPRECIATE YOUR STAFF'S
[00:20:03]
RELATIONSHIP WITH THEM, KATRINA, TO WORK ALONGSIDE WITH THEM AND SUPPORT RESIDENTS OF AUBURN. MOTION AND SECOND.(ROLL CALL VOTE) >> SPEAKER: AUTHORIZES AN AGREEMENT WITH AUBURNBANK FOR INSTALLATION OF ELECTRICAL RECEPTACLES IN TREE WELLS ALONG GAY STREET AND MAGNOLIA AVENUE
IN THE AMOUNT OF $20,400. >> SPEAKER: MOVE FOR APPROVAL.
>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND.
MS. KOVAL TURNED OVER TO YOU. >> SPEAKER: I JUST NEEDED TO
PULL IT OFF SO I COULD. >> SPEAKER: ONE ABSTENTION.
ANY OF THE COMMENTS? ALL IN FAVOR SAY AYE.
(VOICE VOTE) >> SPEAKER: MOTION CARRIES DO I HAVE A MOTION TO APPROVE THE BALANCE OF THE CONSENT AGENDA?
>> SPEAKER: SO MOVE. >> SPEAKER: MOTION AND SECOND.
[9. ORDINANCES.]
(VOICE VOTE) CONSENT AGENDA IS APPROVED.>> SPEAKER: AND ORDINANCES THIS EVENING ITEM 9A AND MEN CHAPTER 12 ARTICLE EIGHT SECTION 12-277 TOWING FEES OF THE CITY CODE. THE PROPOSED CHANGES WILL AUTHORIZE A MAXIMUM FEE OF $150 FOR NONCONSENSUAL TOWING FROM PRIVATE PROPERTY AND A MAXIMUM FEE OF $75 FOR WHEEL LOCKING.
UNANIMOUS CONSENT IS NECESSARY. >> SPEAKER: I AND IT IS THE ORDINANCE AND ASKED FOR UNANIMOUS CONSENT.
>> SPEAKER: SECOND. >> SPEAKER: MOTION A SECOND.
ANYONE ON THE COUNCIL OF A PROBLEM MOVING FORWARD WITH A
VOTE ON THIS THIS EVENING? >> SPEAKER: I WOULD LIKE TO HEAR MORE FROM THE CITIZENS OF AUBURN ON THIS BEFORE WE UP AND
PASS THIS TONIGHT. >> SPEAKER: OKAY.
SO UNANIMOUS CONSENT HAS BEEN DENIED AND THIS WILL APPEAR ON
OUR NEXT MEETING IN OCTOBER. >> SPEAKER: TO DATE I DON'T KNOW IF ANY OF THE COUNCIL HAVE, WE HAVE NOT RECEIVED ANY QUESTIONS AT CITY COUNCIL -- CITY HALL ABOUT IT.
OUR STAFF HAS BEEN IN CONTACT WITH TOWING COMPANIES.
THIS IS AT THE REQUEST OF ONE TOWING COMPANY ABOUT FEES.
I WANT TO DIFFERENTIATE FREELY NONCONSENSUAL TOWING IS TOWING FROM PRIVATE PROPERTY FOR REALTY COMPANIES AND OTHERS THAT MAY HAVE SIGNS UP. ANY PRIVATE PROPERTY.
THE TOWING THAT THE CITY WOULD DO IF YOU WERE ILLEGALLY PARKED ON THE SIDEWALK OR WHAT HAVE YOU IS IN A DIFFERENT CATEGORY AND THAT FALLS IN A DIFFERENT FEE STRUCTURE.
IT WOULD BE A LOWER FEE. >> SPEAKER: SO THIS CERTAINLY GIVES OUR COMMUNITY A COUPLE OF WEEKS TO ASK MORE QUESTIONS IF THEY NEED TO GET MORE INFORMATION.
>> SPEAKER: ITEM NINE MIGHT BE AUTHORIZES THE INSTALLATION OF ONE STOP SIGN AT CAMDEN SOUTH PHASE ONE.
UNANIMOUS CONSENT IS NECESSARY. >> SPEAKER: I WILL INTRODUCE THE ORDINANCE AND ASKED UNANIMOUS CONSENT.
>> SPEAKER: MOTION AND SECOND FOR ANYONE ON THE COUNCIL HAVE A PROBLEM MOVING FORWARD WITH A VOTE ON THIS THIS EVENING? SEEING AND HEARING NONE ANY DISCUSSION? ROLL CALL, LINDSAY? (ROLL CALL VOTE)
>> SPEAKER: ITEM 9C IS A REQUEST OF DAVID SLOCUM ON BEHALF OF CURTIS AND PAULINE JOLLEY TO REZONE APPROXIMATELY 20 POINTS 78 ACRES LOCATED AT THE TERMINUS OF SOUTHVIEW DRIVE FROM RURAL TO DEVELOP A DISTRICT HOUSING.
THE PLANNING COMMISSION UNANIMOUSLY RECOMMENDED APPROVAL OF THIS REQUEST AT ITS AUGUST 12, 2021, MEETING.
THIS IS THE SECOND READING OF THIS ORDINANCE.
A PUBLIC HEARING IS REQUIRED. >> SPEAKER: MOVE FOR APPROVAL.
>> SPEAKER: SECOND. >> SPEAKER: I HAVE A MOTION AND THE SECOND. AT THIS TIME WE WILL OPEN THE PUBLIC HEARING. IF YOU WOULD LIKE TO ADDRESS THE CITY COUNCIL PLEASE COME FORWARD AND GIVE YOUR NAME AND ADDRESS
FOR THE RECORD. >> SPEAKER: GOOD EVENING I'M DAVID SLOCUM REPRESENTING THE PROPERTY OWNER.
I JUST WANTED TO GIVE YOU A LITTLE BACKGROUND ON THIS.
WHEN THIS REQUEST WAS FIRST MADE THERE WAS A LOCAL DEVELOPER WHO WAS INTERESTED IN BUYING THE PROPERTY AND WE WERE HIRED TO DEVELOP A PLAN FOR TOWNHOMES. A CONDITIONAL USE REQUEST ACCOMPANIED THIS REQUEST. SINCE THEN THE DEVELOPER HAS DECIDED NOT TO PURSUE DEVELOPMENT AND PURCHASE OF THE PROPERTY. SO WE REMOVED THAT CONDITIONAL USE REQUEST FROM YOUR AGENDA AT THE LAST MEETING.
SO THIS IS SIMPLY A REZONING REQUEST DIRECTLY FROM THE
PROPERTY OWNER. >> SPEAKER: ANY QUESTIONS FOR
MR. SLOCUM? >> SPEAKER: I WOULD BE GLAD TO ANSWER QUESTIONS THE KEEP IN MIND THERE IS NO PARTICULAR PLAN THAT IS IN PLACE. IT IS SIMPLY REZONING.
>> SPEAKER: THANK YOU. ANYONE ELSE LIKE TO ADDRESS THE COUNCIL OF THE PUBLIC HEARING? THIS IS ON THIS AGENDA ITEM.
YES, SIR? ANYONE ELSE? WE WILL CLOSE THE PUBLIC HEARING.
ANY DISCUSSION FROM THE COUNCIL? QUESTIONS?
[00:25:02]
SEEING AND HEARING NON CALL. (ROLL CALL VOTE)>> SPEAKER: MAYOR, THOSE ARE ALL THE ITEMS OF BUSINESS WE
[12. CITIZENS’ OPEN FORUM.]
HAVE YOU THIS EVENING. >> SPEAKER: AT THIS TIME WE WILL OPEN UP THE CITY'S AND'S OPEN COURT FORM.
THIS IS FOR AN OPPORTUNITY AS A CITIZEN TO ADDRESS THE CITY COUNCIL ABOUT ANYTHING THAT MIGHT BE ON YOUR MIND.
YOU HAVE THREE MINUTES TO SPEAK TO THE CITY COUNCIL.
PLEASE GIVE US YOUR NAME AND ADDRESS FOR THE RECORD AND REMEMBER THAT YOUR COMMENTS SHOULD BE DIRECTED TOWARDS THE COUNCIL. IF YOU WOULD LIKE TO COME
FORWARD. >> SPEAKER: MY NAME IS JIMMY GLENN AND MY ADDRESS IS 501 BIRD STREET, AUBURN.
FOR THE PAST COUPLE DAYS, PAST COUPLE OF WEEKS, I HAVE A VEHICLE PARKED ON THE STREET AND I HAVE BEEN RECEIVING SOME REQUESTS BY THE BUILDING CODE TO MOVE IT.
I HAVE BEEN DOWN AND TALKS TO -- TALKED TO THE POLICE DEPARTMENT AND REQUESTED TO SPEAK TO THE CAPTAIN.
I SPOKE TO A MR. WEBSTER, OFFICER WEBSTER.
I EXPLAINED TO HIM THAT I WAS UNABLE TO MOVE THE VEHICLE AT THIS TIME DUE TO SOME ISSUES WITH MY PROPERTY.
I KNOW THIS IS A NEW ADMINISTRATION AND MAYBE SOME THINGS WILL CHANGE AS A RESULT OF THAT.
BUT SINCE 2016, I HAVE BEEN EXPERIENCING -- I HAVE TO TAKE THIS MASK OFF. I HAVE BEEN EXPERIENCING SOME ISSUES WITH FLOODING ON MY PROPERTY AS A RESULT OF THE INSTALLATION OF SOME DRAINPIPES PUT THERE BY THE CITY JOINTLY WITH THE WATER DEPARTMENT. IT IS CURRENTLY UNDER LITIGATION TO HAVE THOSE PIPES RESITUATED. BECAUSE THERE ARE SOME HOLES -- SINKHOLES ON THE PROPERTY AND THERE IS DAMAGE TO THE PROPERTY.
I AM CURRENTLY DISCUSSING -- I'M CURRENTLY DEALING WITH THE ISSUE THROUGH THE COURTS. I AM NOT HAVING ANY SUCCESS WITH YOUR ATTORNEY, RANDALL MORGAN. I'M NOT HAVING -- I DIDN'T HAVE SUCCESS WITH THE ATTORNEY DAVIDSON.
FIRST, I MAY GO A LITTLE OVER THREE MINUTES.
BUT LET ME KNOW. I'M FROM AUBURN.
I WAS BORN AND RAISED IN AUBURN. I HAVEN'T BEEN OUT OF UNITED STATES BUT I HAVE BEEN ALL OVER THE UNITED STATES.
WHEN SOMEBODY ASKED ME WHERE I'M FROM, I AM NOT ASHAMED TO TELL THEM. I AM SORT OF DISAPPOINTED IN THE WAY YOUR LEGAL REPRESENTATIVES HAVE MISLED AND MISDIRECTED ME INTO TRYING TO ADDRESS THE PROBLEMS I'M HAVING AT MY RESIDENCE. I AM SAYING THIS TO SAY THAT THAT IS NOT THE TYPE OF IMAGE I WOULD WANT MY CITY TO PROJECT.
NOW, I AM NOT GOING TO GO INTO DETAIL WITH IT, BUT YOU CAN FIND THAT OUT, THE COURT DOCUMENTS ARE PUBLIC RECORD.
I AM HERE PERSONALLY TONIGHT TO ASK YOU TO JUST DELAY ANY ACTIONS ON REMOVING THAT TRUCK AND INSTEAD OF ORDERING ITS REMOVAL, WHY DON'T SOMEBODY COME AND WORK WITH ME TO TRY TO INCORPORATE OR REINSTITUTE A DRY IN MY AREA AND A GRAVEL DRIVEWAY
>> SPEAKER: HAVE TO WRAP IT UP, VICTOR GLENN.
>> SPEAKER: SO SOME VEHICLES COULD ACCESS THAT AREA THAT NEEDS TO BE REPAIRED. THAT'S ALL I HAVE.
>> SPEAKER: HOW LONG IS YOUR CARPET ON THE STREET,?
>> SPEAKER: IT'S BEEN ON THE STREET SINCE OVER A YEAR.
>> SPEAKER: OKAY. >> SPEAKER: MAY I ASK A QUESTION? BASED UPON THE INFORMATION I RECEIVED FROM THE BUILDING CODE INSPECTOR, JOHN COR, HE SAID THERE WAS SOMEBODY MAKING A COMPLAINT ABOUT IT.
WAS IT A CITY OFFICIAL? I WOULD LIKE TO KNOW WHO THAT PERSON IS? THAT MADE THE COMPLAINT ABOUT IT BECAUSE I DON'T THINK -- THEY UNDERSTAND THE SITUATION.
[00:30:05]
AND MR. OR DIDN'T UNDERSTAND. >> SPEAKER: MS. CROUCH, IS NOT SOMETHING WE NEED TO LOOK INTO TO GET BACK WITH HIM LATER?
>> SPEAKER: MR. GLENN HAS BEEN TOLD SEVERAL TIMES TO SUBMIT A PUBLIC RECORDS REQUEST FOR THAT INFORMATION.
>> SPEAKER: OKAY. MR. GLENN, DO YOU KNOW HOW TO DO THAT? TO UNDERSTAND WHAT TO DO?
>> SPEAKER: OUT OF THE GUY HAVE TO DO THAT.
>> SPEAKER: YOU DO HAVE TO SUBMIT A PUBLIC RECORDS REQUEST
TO RECEIVE THAT INFORMATION. >> SPEAKER: THANK YOU.
>> SPEAKER: WHAT IS HE SUBMITTING A REQUEST FOR?
WHAT INFORMATION? >> SPEAKER: HE IS REQUESTING
WHO COMPLAINED? >> SPEAKER: LEGALLY YOU HAVE.
>> SPEAKER: MAYOR, THE CASES UNDER LITIGATION SO WE SHOULD BE
COMING TO GET. >> SPEAKER: THIS DRIVEWAY IS COUNCILPERSON DAWSON IS CORRECT. ANYTHING INVOLVING LITIGATION WE CANNOT DISCUSS HERE. WE CAN IN EXECUTIVE SESSION WITH COUNCIL. THIS IS A SEPARATE AND APART ISSUE FROM LITIGATION AND WITH ANYTHING WE DO HAVE CITIZENS SAY ITS UNRELATED OCCUPANCY THEY WILL WANT TO KNOW, WHO COMPLAINED? AND WHY IS THE CITY LOOKING INTO THIS. SO WE REQUIRE A PUBLIC RECORDS REQUEST ABOUT THAT. AND THEN WE HAD TO GO THROUGH A LEGAL PROCESS AND WE WILL FOLLOW THAT PROCESS.
>> SPEAKER: WHO WILL BE NEXT? >> SPEAKER: I HAVE A QUESTION.
>> SPEAKER: OKAY. >> SPEAKER: REGARDING THE VEHICLE PARKED ON THE STREET IS THAT HAVE ANYTHING TO DO WITH
THE LITIGATION? >> SPEAKER: NO, IT DOES NOT.
>> SPEAKER: YOU YOUR OUT OF ORDER, VICTOR GLENN.
>> SPEAKER: YOU WILL HAVE YOUR STAFF OR WHATEVER LOOK INTO THE
SEPARATE ISSUE. >> SPEAKER: THAT HAS NOTHING TO DO WITH THIS AND THAT IS WHY WE HAVE BEEN PURSUING A COMPLAINT WAS RECEIVED. WE FOLLOWED UP.
>> SPEAKER: MR. GLENN, YOU ARE OUT OF ORDER.
I WILL ASK YOU TO PLEASE NOT SPEAK OUT AGAIN.
>> SPEAKER: WE FOLLOW OUR PROCEDURES WHEN WE RECEIVE A COMPLAINT AND THE COMPLAINT WAS IT HAS BEEN OVER ONE YEAR AND WE FOLLOWED UP AND FOLLOWED DUE PROCESS AND THE VEHICLE IS SCHEDULED TO BE TOWED LATE THIS WEEK IF IT IS NOT MOVED.
LIKE EVERYBODY ELSE IN THE CITY HAS TO FOLLOW THE SAME LAW.
>> SPEAKER: ANY OTHER COMMENTS REGARDING THIS FROM THE COUNCIL? ANYONE ELSE LIKE TO SPEAK TO THE COUNCIL? OKAY. MOVED TO ADJOURN?
>> SPEAKER: SO MOVED. >> SPEAKER: WE ARE ADJOURNED
