[1. CALL TO ORDER]
[00:00:08]
>> SPEAKER: AUBURN CITY COUNCIL MEETING.
LINDSAY, ROLL CALL. (ROLL CALL)
>> SPEAKER: WOULD YOU PLEASE RISE FOR THE RECITING OF THE PLEDGE OF ALLEGIANCE AND THEN REMAIN STANDING FOR A MOMENT OF SILENCE. (RECITAL OF PLEDGE OF
ALLEGIANCE) >> SPEAKER: I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL. (SILENCE)
>> SPEAKER: THANK YOU. THIS IS THE FIRST MEETING OF THE
[4. MAYOR AND COUNCIL COMMUNICATIONS.]
MONTH AND SO WE WILL START OFF WITH THE EMPLOYEE OF THE MONTH AND SERVICE AWARDS. (MUSIC PLAYING) (VIDEO PLAYING) I AM IN MAYOR RON ANDERS AND I'M PROUD TO INTRODUCE YOU TO THE CITY OF AUBURN'S EMPLOYEE OF THE MONTH FOR THE MONTH OF MARCH AND MANY OTHER OUTSTANDING EMPLOYEES FOR THEIR SERVICE AWARDS. TODAY I AM PROUD TO INTRODUCE YOU TO OUR MARCH EMPLOYEE OF THE MONTH.I HAVE A MEMORANDUM HERE FROM OUR POLICE CHIEF CEDRIC ANDERSON TO OUR CITY MANAGER MEGAN MCGOWEN CROUCH.
MS. CROUCH, I WOULD LIKE TO NOMINATE OFFICER THE VARIOUS BRYANT AS THE CITY OF AUBURN'S EMPLOYEE OF THE MONTH.
OFFICER BRYANT HAS BEEN EMPLOYED BY THE CITY OF AUBURN SINCE APRIL OF 2015 AND HAS BEEN AN EXEMPLARY POLICE OFFICER DURING THAT TIME. HE HAS WORKED IN THE POLAR TROLL SECTION AND CURRENTLY SERVES IN THE POSITION OF SCHOOL RESOURCE OFFICER. WHENEVER HE IS OBSERVED INTERACTING WITH CITIZENS AND STUDENTS HIS ENTHUSIASM FOR HIS JOB IS EVIDENT. HE HAS SPENT COUNTLESS HOURS MENTORING YOUNG PEOPLE DURING THEIR CAMPS AND VOLUNTEERS TO SPEAK TO VARIOUS GROUPS IN OUR COMMUNITY.
I ALSO SHOULD MENTION THAT HE PARTICIPATES IN THE NATIONAL NIGHT OUT. OFFICER BRYANT IS ALWAYS ENGAGING AND. RECEIVED POSITIVE FEEDBACK FROM THE SCHOOL PERSONNEL AND FROM AUBURN CITIZENS.
ON FEBRUARY THE 3RD 2022, AT APPROXIMATELY 7:40, OFFICER BRYANT WAS PERFORMING HIS DUTIES AS A SCHOOL RESOURCE OFFICER AT RICHMOND ROAD SCHOOL. HE WAS MONITORING THE STUDENT DROP OFF LINE AT THE FRONT OF THE SCHOOL WHEN HIS ATTENTION WAS DRAWN TO A SITUATION OCCURRING ON WHICH ONE ROAD.
AS OFFICER BRYANT MOVED TOWARD THE VEHICLES HE OBSERVED STOPPED IN THE ROADWAY, HE HEARD WHAT SOUNDED LIKE A GUNSHOT.
AS HE ARRIVED AT THE STOPPED VEHICLES HE OBSERVED A SUBJECT SUFFERING FROM WHAT APPEARED TO BE A GUNSHOT WOUND.
OFFICER BRYANT QUICKLY TOOK THE PERSON HE BELIEVED TO BE RESPONSIBLE FOR INFLICTING THE INJURY INTO CUSTODY AND THEN BEGAN PROVIDING MEDICAL ASSISTANCE TO THE INJURED PERSON UNTIL OTHER OFFICERS ARRIVED. AT THE SCENE.
OFFICER BRYANT PROVIDED CONTINUOUS SUPPORT THROUGHOUT THE INCIDENT BY ASSISTING MEDICAL PERSONNEL, BRIEFING INVESTIGATORS AND COORDINATING WITH SCHOOL ADMINISTRATORS TO SECURE STUDENTS AND THE SCHOOL. HE DID NOT HESITATE TO APPROACH AND CONTAIN THE INCIDENT SHOWING GREATER CONCERN FOR OTHERS THAN HIMSELF. OFFICER BRYANT'S OUTSTANDING PERFORMANCE REFLECTS HIS ABILITY AS AN OFFICER BUT ALSO SPEAKS TO HIS CHARACTER IS A CARING INDIVIDUAL.
WILLING TO FACE ANY SITUATION TO PRESERVE THE PEACE IN OUR COMMUNITY. IT IS AN HONOR TO NOMINATE LE VARIOUS BRYANT TO BE RECOGNIZED AS A CITY OF AUBURN'S EMPLOYEE OF THE MONTH. FOR THE MONTH OF MARCH.
CONGRATULATIONS. (MUSIC PLAYING) (APPLAUSE) (MUSIC PLAYING)
(MUSIC PLAYING) >> SPEAKER: THANK YOU AGAIN FOR WHAT HE HAS DONE ON A DAILY BASIS FOR OUR CHILDREN AT RICHLAND FOR AND THINK IN PARTICULAR FOR THIS OUTSTANDING JOB HE DID RECENTLY ON MICHELIN WROTE AS WELL.
AND THANK YOU TO ALL OF OUR EMPLOYEES WHO DO A GREAT JOB AND WE ARE PROUD TO RECOGNIZE THEM EVERY MONTH.
UNDER MARES ANNOUNCEMENTS TONIGHT, I DO HAVE A LITTLE BIT OF A LIST OF THINGS I WANTED TO GO OVER.
SPEAKING OF PUBLIC SAFETY, ALL OF THE SHARES FROM THE COUNTIES IN ALABAMA HAVE BEEN IN TOWN OVER THE PAST 72 HOURS HAVING THEIR ANNUAL WINTER CONFERENCE. IT WAS GREAT TO SPEND SOME TIME
[00:05:02]
WITH THEM ON MONDAY MORNING. A COUPLE OF OUR SCHOOLS HAVE HAD SOME PROGRAMS RECENTLY THAT THEY HAVE ASKED ME TO BE A PART OF.OGLETREE SCHOOL HAD WHAT IS THE DAY OF THE MAYOR LIKE FOR THEIR THIRD-GRADERS. I APPRECIATE THE INVITATION TO COME OUT THERE AND SPENT SOME TIME WITH OUR GREAT CHILDREN.
AND DRAKE MIDDLE SCHOOL RECENTLY HONORED A MEDAL OF HONOR WINNER AWARDEE JAMES LIVINGSTON WHO IS AN AUBURN GRAD AND WAS RECOGNIZED FOR HIS VALOR IN VIETNAM AND IT WAS GREAT TO MEET MR. LIVINGSTON THE OTHER DAY. THEY HAD A GREAT PROGRAM AT DRAKE. SUNDAY NIGHT I WAS INVITED TO BE A PART OF THE SGA INSTALLATION BANQUET AND WOULD ENCOURAGE IN A COUPLE OF HOURS TO SPEND WITH YOUNG PEOPLE WHO ARE TRYING TO FIGURE OUT THEIR WAY OF HOW THEY WANT TO LEAD AND WHERE THEY WANT TO GO. ONE GROUP SAID THEIR GOODBYES AT ANOTHER GROUP WAS INSTALLED AND IT WAS VERY ENCOURAGING TO KNOW THE KIND OF YOUNG MEN AND WOMEN THAT ARE GOING TO SCHOOL HERE AT AUBURN AND THEY WANT TO LEAD OUR STUDENT BODY.
VERY PROUD AND THANKFUL FOR THEM.
THE EAGLE'S PROGRAM ON JUST OPENED UP A NEW OFFICE IN THE UNION BUILDING AND I WAS INVITED TO BE A PART OF THE GRAND OPENING THE OTHER DAY. AGAIN, A SPECIAL PROGRAM FOR STUDENTS WITH SPECIAL NEEDS AND ALLOWING THEM TO HAVE THE AUBURN EXPERIENCE AS WELL. I APPRECIATE THE INVITATION TO COME BE PART OF THAT. ROBOTICS WAS IN TOWN A COUPLE OF SATURDAYS AGO. THERE WERE HUNDREDS AND HUNDREDS AND HUNDREDS OF YOUNG PEOPLE IN TOWN OF ALL AGES AND THEIR PARENTS HERE FOR A NUMBER OF DAYS AND THERE WAS A LOT OF EXCITEMENT IN THE OLD MEMORIAL COLISEUM, WHICH HAS BEEN KIND OF DARK AND OVER THE YEARS BUT THERE WAS A LOT OF EXCITEMENT AND ENTHUSIASM THERE. WE APPRECIATE ALL OF THE EFFORT TO BRING THAT TO AUBURN. THE WAR EAGLE RUN WAS LAST SUNDAY AND I APPRECIATE OUR PUBLIC SAFETY WORKING SO DILIGENTLY WITH THE PEOPLE WHO ORGANIZED THAT RUN.
THERE WERE 2500 RUNNERS THAT RAN THROUGH AUBURN A COUPLE OF SUNDAY MORNINGS AGO AND BASED ON EVERYTHING WE UNDERSTAND AT THIS POINT IN TIME, IT WAS VERY SUCCESSFUL.
WE APPRECIATE THEM SELECTING AUBURN, BUT I DO APPRECIATE ALL OF OUR PUBLIC SAFETY AND EMPLOYEES AND EVERY THING THEY DID TO MAKE THAT HAPPEN. THIS PAST WEEK WE HAD THE EMPLOYEE OF THE MONTH LUNCH WILL BE RECOGNIZED ALL OF OUR EMPLOYEES OF THE MONTH LIKE LE VARIOUS.
YOU WILL BE THERE NEXT YEAR. AGAIN, IT IS GREAT TO BE AROUND OUR GREAT EMPLOYEES TO DO A GREAT JOB ON BEHALF OF OUR CITIZENS EVERY DAY AND I JUST APPRECIATE THAT SPECIAL TIME TO SPEND WITH THEM. LET'S SEE -- I THINK THAT WAS ALL FOR ME. I DID WANT TO SAY GOOD LUCK TO THE AUBURN HIGH SCHOOL GIRLS BASKETBALL TEAM.
THEY ARE PLAYING IN THE FINAL FOUR ON THURSDAY MORNING AGAINST THE STATE OF THE HILLS IN BIRMINGHAM AND WE CERTAINLY WISH THEM THE BEST. THAT WILL COVER IT FOR ME.
ANYONE ON THE COUNCIL HAVE AN ANNOUNCEMENT THEY WOULD LIKE TO
TODAY IS FAT TUESDAY AND I JUST WANTED TO SAY THANK YOU TO ALL OF THE CITY DEPARTMENTS, ESPECIALLY PUBLIC SAFETY, ENVIRONMENT SERVICES, PUBLIC WORKS, THE DOWNTOWN MERCHANT AND OUR CREW FOR A FANTASTIC PARADE THIS PAST SATURDAY IN DOWNTOWN AUBURN. I WOULD ACCOUNT THAT THERE WERE THOUSANDS OF FAMILIES THERE IN ATTENDANCE AND IT WAS A BEAUTIFUL, AS WE CALL IT CHAMBER SATURDAY.
SO I JUST WANT TO SAY THANK YOU TO EVERYBODY FOR A COLLABORATIVE EFFORT MAKING IT A GREAT SUCCESS.
>> SPEAKER: ANYONE ELSE? >> SPEAKER: AT THE LAST COUNCIL MEETING WE HAD AN ACTION WITH THE COUNCIL WE DECIDED TO SUSPEND THE RULES ON THE PLANNING COMMISSION AND BOARD OF EDUCATION APPLICANTS PROCESS. I JUST WANT TO MAKE IT CLEAR I SOME QUESTIONS SINCE THEN. THE ONLY THING WE SUSPENDED WAS THE TIME FRAME. WE DID NOT SUSPEND THE REQUIREMENT TO INTERVIEW, APPLY, ALL THOSE THINGS.
JUST SUGGESTED THE TIME FRAME. WE ARE STILL GOING TO HAVE'S
BACK FOR PLANNING. >> SPEAKER: YES, THAT KEY
POSITION. >> SPEAKER: THANK YOU, KELLEY, FOR CLARIFYING THAT. ANYONE ELSE ON COUNCIL HAVE A
ANNOUNCEMENT? >> SPEAKER: I WANTED TO REPORT ON BEHALF OF THE STUDY GROUP YOU INITIATED CONCERNING MURALS.
MAYOR PRO TEM WITTEN AND I ALONG WITH MEMBERS OF PLANNING STAFF, PLANNING COMMISSION, PARKS AND CITY MANAGEMENT MET LAST NIGHT FOR OUR FIRST MEETING. WHICH WAS ESSENTIALLY FOR PLANNING PURPOSES. WE ESTABLISHED A SCHEDULED OF MEETINGS BETWEEN NOW AND MAY. WE PLAN ON MEETING EVERY OTHER MONDAY AT JAMES BUS AND MEETING ROOM AT 4:30.
THE DATES, THE PUBLIC'S -- THE PUBLIC IS WELCOME TO SIT IN FOR THE CONVERSATION THAT TAKES PLACE AT 4:30, MARCH 14, 28, APRIL 11, APRIL 25, AND POSSIBLY A JOINT MEETING ON MAY 2.
LAST NIGHT WE SPENT MOSTLY PLANNING, INFORMATION GATHERING AND COORDINATION WITH OTHER STAKEHOLDERS.
WE ARE IN THE PROCESS OF COORDINATING MEETINGS WITH REPRESENTATIVES FROM AO TOURISM, CITY OF MONTGOMERY ART COMMISSION, AND THE JULE COLLINS SMITH MUSEUM OF ART.
WE ARE ALSO IN THE PROCESS OF GATHERING DOCUMENTS FOR REVIEW
[00:10:05]
SUCH AS THE 2009 DOWNTOWN FOCUS GROUP PLAN.LAST YEAR'S PLANNING DEPARTMENT DOCUMENT PRESENTATION REGARDING MURALS AND RESEARCHING OTHER CITIES APPROACHES.
I WILL KEEP YOU INFORMED ON A REGULAR BASIS OF THE WORK THAT
IS ONGOING. >> SPEAKER: THANK YOU,
MR. PARSONS. >> SPEAKER: I JUST WANTED TO COMMEND OFFICER BRYANT ON HIS RECOGNITION AND SAY I GET TO INTERACT WITH HIM ALMOST DAILY. HE IS AT MY KIDDOS SCHOOL.
BEYOND THE HEROIC ANSWERING THE CALL OF DUTY, JUST SEEING OFFICER BRYANT MAKE ME FEEL GOOD ABOUT THE SAFETY AT THE SCHOOL, BUT ALSO NOT ONLY THE SAFETY ASPECTS SEEING HIM INTERACT WITH MY DAUGHTER AND THE OTHER STUDENTS, JUST REALLY SHINES A LIGHT ON THE WONDERFUL WORK THAT THE AUBURN POLICE DEPARTMENT DOES AND WHAT A GREAT PROGRAM WE HAVE WITH SRO.
SO I COULDN'T IMAGINE A BETTER CHOICE THIS EMPLOYEE OF THE
MONTH. >> SPEAKER: THANK YOU, BRETT.
I AGREE. THEY ALL DO A GREAT JOB.
ANYONE ELSE? >> SPEAKER: I WOULD LIKE TO ASK EACH ONE TO SAY A PRAYER THIS COMING FRIDAY MARCH THE 4TH IS THE ANNIVERSARY -- BACK IN 2008 WE LOST MS. -- ESPECIALLY OUR STUDENTS OUT AND ABOUT BE AWARE OF YOUR SURROUNDINGS.
IT WAS A HORRIBLE NIGHT AND MY THOUGHTS AND PRAYERS ARE ALWAYS WITH HER FAMILY BUT ESPECIALLY THIS WEEK.
I TALKED TO HER DAD ON MARCH 4 AND EVERY MARCH 4 SINCE SHE WAS MURDERED. OUT ON NORTH COLLEGE STREET.
SOMETHING YOU NEVER GET OVER AND I PRAY FOR THE FAMILY THIS WEEK AND I ASK EACH OF YOU TO TAKE TIME TO REMEMBER HER.
I DON'T WANT HER TO EVER BE FORGOTTEN.
IT WAS A HORRIBLE THING. AND ON MARCH THE 5TH 2015, WE LOST CHIEF FRANK DEGRAFF MAY, ONE OF THE FINEST MEN TO WORK IN THIS DEPARTMENT. THAT IS SOMETHING I NEVER WILL FORGET. HE WAS A VERY FINE MAN AND HE MADE THE POLICE DEPARTMENT TO THE MERGER WITH AUBURN AND THAT TOOK A LOT OF LEADERSHIP. I JUST DON'T WANT HIS MEMORY TO BE FORGOTTEN EITHER. THANK YOU.
>> SPEAKER: THANK YOU, CHIEF. ANYONE ELSE?
>> SPEAKER: MAYOR, IF I MAY. DID YOU REPORT ON COMMITTEE OF
THE WHOLE? >> SPEAKER: I DID NOT.
>> SPEAKER: IT WILL BE A BRIEF REPORT BUT NONETHELESS.
(LAUGHTER) >> SPEAKER: WAS THERE ANYTHING
WE DID TALK WE TOOK NO ACTIONS. >> SPEAKER: NO AUCTIONS -- ACTION. MADE SOME CORRECTION OF SOME
DATES ON THE AGENDA. >> SPEAKER: ALL RIGHT.
[5. AUBURN UNIVERSITY COMMUNICATIONS.]
AUBURN UNIVERSITY COMMUNICATIONS.>> SPEAKER: HELLO, HELLO. HAPPY TUESDAY.
I KNOW YOU ALL ARE USED TO SEEING ANNA APPEAR BUT SHE CANNOT MAKE IT TODAY. SO I AM FILLING IN FOR HER THIS WEEK. I PROMISE SHE WILL BE BACK IN A COUPLE WEEKS. MY NAME IS OLIVIA, BY THE WAY.
TO GET US STARTED, A BIG WEEK FOR AUBURN ATHLETICS THIS WEEK STARTING WITH AUBURN WOMEN'S BASKETBALL, WHICH HAS A GAME AGAINST THEM UP TOMORROW IN THE SEC TOURNAMENT AT 1:30.
MEN'S BASKETBALL WHICH HAS A GAME TOMORROW AGAINST MISSISSIPPI STATE, HOPING TO CLINCH THE SEC CHAMPIONSHIP AT .
BASEBALL PLACE TONIGHT AND THEN AGAIN TOMORROW.
GYMNASTICS IS HOPING TO EARN A SHARE OF THE SEC CHAMPIONSHIP ON FRIDAY. SOFTBALL AND MEN'S AND WOMEN'S TENNIS ALL PLAY THIS WE CAN. BIG FOR AUBURN ATHLETICS AT IS THAT FUN TIME OF YEAR WHEN THERE IS LOTS OF OVERLAP WITH THE SPORTS. SO PLEASE DO SUPPORT THAT IF YOU CAN. ALSO AUBURN'S POLITICAL SCIENCE DEPARTMENT HAS ORGANIZED A PANEL OF DEPARTMENT EXPERTS TITLED UNDERSTANDING THE WAR IN UKRAINE TO PROVIDE STUDENTS WITH ANALYSIS AND PERSPECTIVE ON THOSE EVENTS.
WE ARE REALLY PROUD THAT THEY WERE ABLE TO PULL THAT TOGETHER.
A COVID UPDATE, AUBURN UNIVERSITY HAS OFFICIALLY GONE TO OPTIONAL MASKS THIS WEEK AND WE ARE PROCEEDING WITH SPRING BREAK NEXT WEEK AS SCHEDULED. I KNOW LAST YEAR WE DIDN'T HAVE SPRING BREAK SO DO ENJOY THE BREAK FROM US AND NO NOISE AND NO TRAFFIC. AND LASTLY, AS HE SAID, SGA'S NEW EXECUTIVE OFFICERS WERE INSTALLED ON SUNDAY AND WE ARE VERY EXCITED ABOUT THAT. THE PREVIOUS THURSDAY WE HAD A CHANCE TO SIT DOWN IN ANOTHER CITY BREAKFAST AND INTRODUCE THEM TO MAYOR ANDERS AND CITY MANAGER CROUCH.
IT WAS GREAT TO KNOW THAT WE ARE GOING TO BE ABLE TO CONTINUE THAT PARTNERSHIP AND TO DISCUSS THE GOALS THAT WE ALL HAVE FOR THE UPCOMING YEAR. THANK YOU.
>> SPEAKER: THANK YOU, OLIVIA. GREAT JOB.
[6. CITIZENS’ COMMUNICATIONS ON AGENDA ITEMS.]
AT THIS TIME WE WILL OPEN IT UP FOR CITIZENS COMMUNICATIONS TO THE COUNCIL ON ITEMS ON OUR AGENDA.THIS IS SPECIFICALLY ABOUT ITEMS THAT ARE ON THE AGENDA TONIGHT.
I THINK WE HAVE ONE ITEM UNDER ORDINANCES THAT HAS A PUBLIC HEARING ATTACHED TO THAT AND IF YOU WOULD LIKE TO SPEAK TO US REGARDING THAT PLEASE WAIT UNTIL THAT TIME.
ANYTHING ELSE ON OUR AGENDA YOU WOULD LIKE TO SPEAK TO PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD.
YOU HAVE FIVE MINUTES. >> SPEAKER: I SHOULD NEED FIVE
[00:15:06]
MINUTES. I WOULD LIKE TO SPEAK ON ITEM 9B OF THE ORDINANCE -- GARY CANTINE PROPOSAL IS TO MOVE TO CITY COUNCIL AND THE COMMITTEE OF THE WHOLE UP BY AN HOUR.I HAVE BEEN AT ENOUGH OF THESE MEETINGS OVER THE LAST TWO OR THREE YEARS AND COMING REGULARLY AND I SEE A LOT OF PEOPLE WHO ARE OBVIOUSLY EITHER GET OFF WORK LATE OR HAVE OUT OF TOWN JOBS COMING IN HERE AT 7 O'CLOCK AND APOLOGIZING FOR BARELY MAKING IT IN. HAVEN'T HAD A CHANCE TO CHANGE OR WHATEVER. I'M AFRAID THAT IF WE MOVE THE TIME UP AN HOUR WE MAY HAVE A LOT OF OUR CITIZENS WHO WORK OUT OF TOWN OR HAVE OTHER ISSUES MAY NOT BE ABLE TO TAKE FULL ADVANTAGE OF ADDRESSING THE COUNCIL.
I WOULD REQUEST EITHER KEEPING THE TIME WHERE IT IS OR ONLY MOVING IT MAYBE HALF AN HOUR INSTEAD OF AN HOUR.
INC. YOU. >> SPEAKER: THANK YOU.
ANYONE ELSE? WE WILL MOVE FORWARD TO CITY
[7. CITY MANAGER’S COMMUNICATIONS]
MANAGERS TO MEDICATIONS. >> SPEAKER: UNDER CITY MANAGER'S COMMUNICATIONS, WE HAVE THE ANNOUNCEMENT OF THE FOLLOWING VACANCIES. ONE VACANCY IN THE DOWNTOWN DESIGN REVIEW COMMITTEE. THE SIX-YEAR TERM BEGINS APRIL 18 AND ENDS APRIL 17, 2028.
THE APPOINTMENT WILL BE MADE AT THE APRIL 5 MEETING.
SARIA, THE MARCH 15 MEETING. TWO VACANCIES ON THE HISTORIC PRESERVATION COMMISSION. THE THREE YEAR TERMS BEGIN APRI.
THE APPOINTMENTS WILL BE MADE AT THE APRIL 5 MEETING.
I WILL GO BACK AND CORRECT MYSELF AGAIN.
IT IS BOTH APPOINTMENTS ALL THREE OF THEM AT THE APRIL 5 MEETING. MY NOTES WERE INCORRECT.
OTHER THAN MY ANNOUNCEMENTS WERE LITTLE ROUGH, OUR FIRST ITEM OF
[8. CONSIDERATION OF CONSENT AGENDA]
BUSINESS IS THE CONSENT AGENDA. IS ANY COUNCIL MEMBER WISH TO REMOVE AN ITEM FROM THE CONSENT AGENDA AND DEAL WITH THAT ITEMINDIVIDUALLY? >> SPEAKER: YES.
>> SPEAKER: ANYONE ELSE? >> SPEAKER: WE WILL START WITH
[8.d.6 TTL, Inc. Construction materials testing and special inspection services. Soccer Complex Project. $32,500.]
-- IT AUTHORIZES A CONTRACT WITH TTL INC. FOR CONSTRUCTION MATERIALS TESTING AND SPECIAL INSPECTION SERVICES FOR THE SOCCER COMPLEX PROJECT. IN THE AMOUNT OF $32,500.>> SPEAKER: MOVE FOR APPROVAL. >> SPEAKER: SECOND.
>> SPEAKER: MOTION AND SECOND. QUESTIONS OR COMMENTS TALK I
WILL TURN THIS OVER TO YOU. >> SPEAKER: THANK YOU, MR. MAYOR. I WAS MORE CURIOUS THAN ANYTHING ELSE. I HAVEN'T SEEN A CONTRACT FOR THIS PARTICULAR SERVICE COME BEFORE US THUS FAR.
DO WE DO A PROFESSIONAL SERVICES AGREEMENT FOR EVERY CONSTRUCTION CONTRACT IN TERMS OF INSPECTION SERVICES? DO WE DO ONE FOR THE FIRE STATION, FOR EXAMPLE? OR FOR THE PUBLIC SAFETY COMPLEX?
>> SPEAKER: THERE ARE VARIOUS TIMES IN CONTRACTS.
I WILL HAVE THE CITY ENGINEER RESPONDED.
GENERALLY SPEAKING IT DEPENDS ON THE PROJECT AND THE LEVEL OF WHAT NEEDS TO BE DONE. IT IS COMMON EVEN DOWN TO THE RIGHT STREET PARKING DECK PROJECT WOULD OF HAD THIS.
THERE ARE SPECIAL INSPECTIONS REQUIRED FOR INTERNATIONAL BUILDING CODE THAT CANNOT BE PERFORMED BY OUR INSPECTION SERVICES TEAM. THEY HAVE TO BE AN INDEPENDENT ARM'S LENGTH PROFESSIONAL THAT DOES THIS.
WE ALSO TEST ALL MATERIALS FROM STEEL TO DENSITY OF SOILS TO OTHER THINGS AND YOU HAVE A THIRD PARTY FIRM DO THAT.
THEY SPENT TIME ON SITE. IN THIS INSTANCE TTL WOULD BE ON SITE. THEY CHECKED THE PARKING LOT AND CHECKING THE STRENGTH OF STEEL, DIFFERENT DENSITIES OF CONCRETE AND OTHER THINGS. THAT IS AS FAR AS MY CITY MANAGER TECHNICAL LANGUAGE CAN TAKE YOU BUT CITY ENGINEER FRASER FRAZIER MAY HAVE A FEW THINGS TO ADD.
>> SPEAKER: CITY MANAGER IS ACTUALLY CORRECT.
THE DIFFERENCE WITH THIS IS THAT AS MEGAN MENTIONED IT DOES INCLUDE THINGS THAT ARE REQUIRED BY THE BUILDING CODE AS WELL AS SOME TECHNICAL TESTING FOR SMALLER PROJECTS YOU DON'T SEE THESE BECAUSE THEY ARE TYPICALLY LESS THAN THE THRESHOLD THAT YOU APPROVE. BUT WE HAVE THEM ON EVERY SINGLE FACILITIES PROJECT. WE HAD -- TTL WAS THE THIRD PARTY INSPECTOR FOR THIS FACILITY.
WE HAVE IT FOR FIRE STATION 6 AND FOR ALL OTHER FACILITY
PROJECTS. >> SPEAKER: THAT MEANS AT TIMES THE CONTRACT THRESHOLD IS $15,000 AND SOMETIMES IT MIGHT BE $5000 WORTH OF WORK THEY DO FOR US AND THAT GOES INTO A GENERAL PROFESSIONAL SERVICES BUDGET LINE ITEM THAT RESIDES IN HER DEPARTMENT AND THAT'S WHY YOU DON'T SEE IT ALL THE TIME.
BUT IT IS VERY COMMON ON LARGER PROJECTS THESE WILL ALWAYS
CONTINUE. >> SPEAKER: THEN SENT TO THE QUESTION. THANK YOU.
>> SPEAKER: ANY OTHER OF THE QUESTIONS OR COMMENTS FOR THE COUNCIL? WITH EMOTION AND SECOND.
ALL IN FAVOR? AND ANY OF OPPOSED?
[8.d.7 Indian Pines Recreation Authority. Auburn University Regional Airport Runway Extension Project. $1,151,000 contribution.]
THE MOTION CARRIES. >> SPEAKER: ITEM 8D7 ITEMIZES $1.5 MILLION OVER A FIVE-YEAR PERIOD TO THE INDIAN PINES RECREATION AUTHORITY. IN PARTNERSHIP WITH THE CITY OF OPELIKA, AUBURN UNIVERSITY REGIONAL AIRPORT, AUBURN UNIVERSITY, LEE COUNTY COMMISSION AND THE
[00:20:02]
AUBURN-OPELIKA TOURISM BUREAU TO FUND THE NECESSARY RELOCATION OF SIX GOLF COURSE HOLES TO FACILITATE THE EXPANSION OF THE RUNWAY SAFETY AREA FOR THE AUBURN UNIVERSITY REGIONAL AIRPORT. THE CITIES OF AUBURN AND OPELIKA JOINTLY OWNED THIS PUBLIC GOLF COURSE.THE TOTAL COST OF ALL PROPOSED GOLF COURSE IMPROVEMENTS IS
$6,799,000. >> SPEAKER: MOVE FOR APPROVAL.
>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND.
MR. PARSONS, I WILL TURN IT OVER TO YOU.
>> SPEAKER: I WANTED TO BRING IT OFF OF THE CONSENT AGENDA SO THAT THE PUBLIC ARE AWARE OF THIS EXPENDITURE AND IF YOU COULD JUST EXPAND UPON THE NEED FOR WHAT WE ARE DOING.
THERE WOULD BE GREAT. AND THEY ALSO HAVE ONE QUESTION ABOUT CONDUCTIVITY AFTER YOU HAVE GIVEN AN OVERVIEW.
>> SPEAKER: MAYOR ANDERS, WOULD YOU LIKE ME TO PROCEED OR WOULD YOU LIKE TO GIVE PARKS THAT YOU WILL START.
HOW ABOUT THAT? >> SPEAKER: FOR SOME MORE DETAILED INFORMATION, THERE IS AT THE REGIONAL AIRPORT THAT WE SHARE, IT BENEFITS ALL OF LEE COUNTY, BENEFITS ECONOMIC OF ELEMENT, AUBURN UNIVERSITY HAS MANY PROGRAMS THERE.
THE FEDERAL AVIATION ADMINISTRATION IS REQUIRING AN EXTENDED RUNWAY AND BASICALLY FOR EMERGENCY REASONS.
REQUIRING THAT EXTENDED RUNWAY, THE ONLY PLACE FOR THAT ONE WAY TO GO IS THROUGH COUNTRY CLUB ROAD WHICH IS SHARED BY AUBURN AND OPELIKA BY THE MAJORITY OF IT SITS IN OPELIKA.
AND INTO THE CURRENT INDIAN PINES PUBLIC GOLF COURSE.
INDIAN PINES WAS PURCHASED IN THE '70S BY THE CITY OF AUBURN AND OPA LOCKA FOR THE SAUGAHATCHEE COUNTRY CLUB TO HAVE A VERY MUCH NEEDED PUBLIC GOLF COURSE SHARED BY THE TWO CITIES. SO THIS PROJECT HAS BEEN WORKED ON FOR SOME TIME. THERE IS A BREAKDOWN IN YOUR PACKETS THAT THE FEDERAL AVIATION ADMINISTRATION IS GRANTING SOME FUNDS TOWARD THIS, THERE IS A BIG BREAK TEN IN THE PACKETS. BUT ULTIMATELY IT GOES TO PEOPLE ARE SHARING THE EXPENSE, LEE COUNTY IS COMMITTED HALF A MILLION DOLLARS TO DATE, AO TOURISM HAS COMMITTED $250,000.
WE ARE SEEING SLIGHTLY UNDER HALF A MILLION DOLLARS FROM AUBURN UNIVERSITY ITSELF ON TOP OF WHAT THE AIRPORT HAS GARNERED FROM THE FEDERAL AVIATION ADMINISTRATION.
AND THEN CITIES OF AUBURN AND OPELIKA ARE SPLITTING THE REMAINING DIFFERENCE. WE HAVE PROPOSED TO YOU TO DO THIS OVER A FIVE YEAR TIME PERIOD SO THAT ANNUAL PAYMENTS COMING OUT OF THE BUDGET WOULD BE A LITTLE LESS THAN 1.1 MAIN DOLLARS HIT. SO THAT IS WHERE IT LANDS.
WE HAVE BEEN WORKING -- ARE INDIAN PINES A BOARD THERE ARE TWO MEMBERS FROM AUBURN AND FOR ONE FROM OPELIKA AND A MEMBER AT LARGE PRINT THEY DO GREAT WORK ALL THE TIME AND THEY MAINTAIN A GREAT COURSE. IT HAS BEEN OPEN FOR EVERYONE TO PICK A -- PLAY FOR MANY YEARS. THIS JUNCTION DOES THEY HAVE ALSO COMMITTED HALF A MILLION DOLLARS.
THIS IS BEYOND THEIR BANDWIDTH FINANCIALLY AND TO KEEP THE RUNWAY OPEN WITH THE SIZE AIRPLANES THAT COME IN TODAY, THIS ISN'T FOR NEW PLANES. I DON'T WANT ANY MISNOMER THAT SOME 737 JET CANAL LAND IN AUBURN.
IT PROBABLY COULD LAND BUT IT COULDN'T GET OUT.
THIS NOTION IS FOR THE RUNWAY THAT WE HAVE AT THEIR LENGTH THAT WE HAVE TODAY. WE WOULD ACTUALLY HAVE TO PROBABLY RESTRICT ITS LENGTH MOVING FORWARD.
IT IS IMPORTANT FOR OUR AREA. THAT IS WHY WE ARE BEFORE YOU AND MAYER, YOU MAY HAVE A FEW THINGS TO ADD.
>> SPEAKER: I REALLY BELIEVE THIS IS AN IMPORTANT AMENITY TO OUR COMMUNITY. THIS GOLF COURSE -- I HAVE TWO OF OUR AUBURN MEMBERS HERE OF THE INDIAN PINES ADVISORY BOARD WITH US TONIGHT. THIS GOLF COURSE REALLY MEETS THE NEED OF A LOT OF PEOPLE IN OUR COMMUNITY WHO PROBABLY DON'T BELONG TO A PRIVATE CLUB AND COULD ONLY AFFORD MAYBE TO GO TO ROBERT TRENT JONES A FINITE NUMBER OF TIMES THROUGHOUT THE YEAR. THEY CAN GO TO INDIAN PINES.
IF YOU GO TO INDIAN PINES YOU WILL SEE ALL AGES AND STAGES AND CAREERS AND RACES AND INTEREST. THEY HAVE HAD AN INCREDIBLE NUMBER OF ROUNDS THAT HAVE BEEN PLAYED IN RECENT YEARS AND I BELIEVE IT IS A GREAT, GREAT RECREATIONAL AMENITY TO BOTH OF OUR COMMUNITIES. THE AIRPORT HAS NO CHOICE BUT TO BUILD THIS SAFETY RUNWAY. THE FAA IS MANDATING THIS TO HAPPEN. THERE IS ONLY ONE PATH IT CAN TAKE AND IT IS A CROSS COUNTRY CLUB ROAD AND INTO INDIAN PINES.
SO THIS HAS BEEN WORKED ON FOR A LONG TIME AND WE ARE HERE NOW AT THE FINAL TIME WHAT WE HAVE TO MAKE SOME DECISIONS AND MAKE THIS HAPPEN FOR THE FAA'S MANDATE, AS WELL AS TO GET THE GULF COURSE CONTRACT WITH A BUILDER AND AN ARCHITECT MOVING AHEAD. CLIFF AND BOB ARE HERE.
BOB IS A FORMAL COUNCIL MEMBER HERE AND HE IS WILLING TO SERVE ON THIS. CLIFF CLIFF HAS BEEN ON THE INDIAN PINES OR FOR A NUMBER OF. GUYS, I WOULD LOVE, WITH THE BLESSING OF THE -- BLESSING OF THE COUNCIL, WOULD ONE OF Y'ALL LIKE TO COME UP IS THERE ANYTHING WE HAVE MISSED THAT YOU
WOULD LIKE TO ADD? >> SPEAKER: MUCH LIKE THE OLD COUNCIL CHAMBERS AND POLICE DEPARTMENT, IT HAS REACHED THE END OF ITS USEFUL LIFE. THIS IS MAGNIFICENT.
[00:25:06]
INDIAN PINES GOLF COURSE -- THIS IS A BLESSING IN DISGUISE.THE IRRIGATION SYSTEM IS WAY OUT OF DATE.
YOU CAN'T EVEN GET PARTS FOR IT ANYMORE.
GOLF IS BOOMING, EVEN DURING COVID.
I HAVE THE NUMBERS TODAY FROM THE PRO, AND FISCAL YEAR 18 AND 19 THEY HAD 38,400 ROUNDS. NINETEEN AND 20 THEY HAD 44,500 ROUNDS. AND LAST YEAR THEY HAD 52,600.
SO EVEN DURING COVID PEOPLE ARE PLAYING GOLF.
THIS IS A PUBLIC FACILITY THAT IS AVAILABLE TO EVERYBODY IN THE COMMUNITY AT A FAIR PRICE, AT A REASONABLE PRICE.
IT IS A GREAT AMENITY FOR CITIES OF AUBURN AND OPELIKA.
IT WOULD BE A SHAME TO LET IT DIE ON THE VINE.
THAT IS WHAT IT IS DOING NOW. THE FAA REQUIRING THIS PROPERTY, IS REALLY A BLESSING FOR THE AMENITY BECAUSE IT HAS CAUSED US TO GET EVERYBODY -- EVERYBODY IS PARTICIPATING.
BOTH CITIES, THE COUNTY, THE UNIVERSITY, THE AIRPORT, AND THE FACILITY ITSELF IS IN GOOD FINANCIAL SHAPE.
SO WE WILL BE ABLE TO PULL OUR OWN WEIGHT SO WE APPRECIATE IF
WE APPROVE THIS. >> SPEAKER: THANK YOU, BOB.
I'M SURE TOMMY WOULD LET YOU COME UP AND SIT IN YOUR OLD CHAIR. (LAUGHTER)
TO BE COVER WHAT YOU WANTED? >> SPEAKER: I'M VERY SUPPORTIVE OF THE PROJECT. ONE THING THAT IS HAPPENING IN MY ROLE AS A COUNCILMEMBER AND MY SOMEWHAT PATCHY ROLE AS A MEMBER OF THE CYCLING COMMUNITY OF THIS TOWN, IS THE COUNTRY CLUB ROAD ITSELF IS GOING TO BE MADE -- IT WILL BE CLOSED AND THERE IS A CONCERN AMONG THE CYCLING COMMUNITY THAT THAT PARTICULAR CONNECTING ROAD SERVES HUNDREDS OF CYCLISTS IN OPELIKA AND AUBURN. THEY ARE HOPING THAT THERE MAYBE SOME WAY TO GET IN A CONVERSATION WITH THE RIGHT FOLK ABOUT MAKING SOME TYPE OF CONDUCTIVITY STILL AVAILABLE EITHER WITH PEDESTRIANS OR CYCLISTS SO THAT THEY ARE NOT FORCED WITH THE OPTION OF HAVING TO NEGOTIATE PEPPERMILL PARKWAY OR FREDERICK ROAD TO TRAVEL BETWEEN THE CITIES.
IF ANYBODY HAS EVER TRIED TO DO THAT ON A BICYCLE, IT WILL MAKE YOU A LITTLE ANXIOUS. IN SOME SECTIONS OF THE COMMUNITY. I HOPE THAT I MIGHT BE ABLE TO SEEK SOME GUIDANCE ABOUT MAKING A CONVERSATION AS THIS PROJECT DEVELOPS, THAT THERE IS SOME CONSIDERATION EITHER FROM THE CITY OR FROM THE BOARD OR THE AIRPORT AUTHORITY, THAT WE CONSIDER MAINTAINING SOME TYPE OF SAFE CONNECTION BETWEEN THE
CITIES FOR OUR CYCLIC COMMUNITY. >> SPEAKER: THANK YOU.
ANYONE ELSE ON THE COUNCIL HAVE A COMMENT OR QUESTION? WITH EMOTION AND SECOND. ALL IN FAVORITE? ANY OPPOSED? THE MOTION CARRIES.
TO HAVE A MOTION TO APPROVE THE CONSENT AGENDA?
>> SPEAKER: SO MOVED. >> SPEAKER: SECOND.
>> SPEAKER: MOTION AND SECOND TO PROVE THE BALANCE OF THE CONSENT AGENDA. ALL IN FAVOR ARC ANY OPPOSED?
[9. ORDINANCES]
CONSENT AGENDA HAS BEEN APPROVED.>> SPEAKER: UNDER ORDINANCES THIS EVENING ITEM I A NEW COMMERCIAL DEVELOPMENT AGREEMENT WITH OUR ECS FLINT'S CROSSING LLC FOR FLINT'S CROSSING SHOPPING CENTER TO BE REBRANDED AS THE PLANES. THE AGREEMENT INCLUDES VARIOUS SHOPPING CENTER IMPROVEMENTS AND A 22,000 SQUARE-FOOT RETAIL ANCHOR TENANT SPACE THAT WILL INCLUDE A NEW TO MARKET TENANT.
UNANIMOUS CONSENT IS NECESSARY AT A PUBLIC HEARING IS REQUIRED.
>> SPEAKER: I WILL INTRODUCE THE ORDINANCE AND ASK UNANIMOUS
>> SPEAKER: MOTION AND SECOND. DOES ANYONE ON THE COUNCIL HAVE A PROBLEM MOVING FORWARD WITH A VOTE ON THIS THIS EVENING? SEEING AND HEARING NONE WE WILL OPEN THE PUBLIC HEARING.
IF YOU WOULD LIKE TO ADDRESS THE CITY COUNCIL, PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD.
SEEING NO ONE WILL CLOSE THE PUBLIC HEARING.
ANY COUNCIL MEMBER'S HAVE ANY QUESTIONS OR COMMENTS.
I JUST WANT TO SAY THANK YOU TO THE CITY MANAGERS, THINKING TO KEVIN HOWARD. WE ARE VERY EXCITED AT THE BUSINESS THAT WILL BE GOING IN THERE IS HOME GOODS AND IT IS A RETAILER THAT AUBURN HAS BEEN TALKING TO FOR AWHILE AND WE BELIEVE IT IS A GREAT FIT FOR OUR COMMUNITY AND WILL BE SOMETHING THAT OUR CITIZENS WILL BE VERY EXCITED ABOUT HER SO THANK YOU FOR YOUR HARD WORK ON THIS.
>> SPEAKER: MAYOR, IF I MAY ADD, THIS IS OUR SECOND ATTEMPT AT THIS BUSINESS. IT WAS A COVID VICTIM AND A SLIGHTLY DIFFERENT LOCATION. WE WERE NEAR THE FINISH LINE AND WE ARE VERY APPRECIATIVE OF HOME GOODS AND THIS DEVELOPER FOR CONTINUING TO PURSUE THEM. AUBURN IS A GOOD MARKET AND WE
[00:30:02]
ARE EXCITED TO HAVE BEEN HERE. >> SPEAKER: THANK YOU FOR CLARIFYING THAT. ANY COMMENTS OR QUESTIONS REGARDING THIS? OKAY.
LINDSAY, ROLL CALL. (ROLL CALL VOTE)
>> SPEAKER: ITEM NINE MAKE THE IMMENSITY CODE CHAPTER 2 RULES OF PROCEDURE FOR CITY COUNCIL MEETINGS CHANGE THE TIME STARTING CITY COUNCIL MEETINGS FROM 7 PM TO 6 PM BEGINNING WITH THE MAY 3, 2022, CITY COUNCIL MEETING.
UNANIMOUS CONSENT IS NECESSARY. >> SPEAKER: I WILL INTRODUCE THE ORDINANCE AND ASK UNANIMOUS CONSENT.
>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND.
DOES ANYONE ON THE COUNCIL HAVE A PROBLEM MOVING FORWARD WITH A VOTE ON THIS THIS EVENING? SEEING OR HEARING NONE ANY
DISCUSSION OR QUESTIONS? >> SPEAKER: I DO WANT TO ADDRESS WE HAD A CITIZEN BRING THIS UP.
I THINK THE IMPORTANT THING TO RECOGNIZE IS FROM MY PERSPECTIVE, IT IS NICE TO MOVE IT UP IN OUR, BEING A PARENT OF TWO TEENAGERS AT HOME, IT IS SOMETIMES HARD TO GET HOME AT NINE A CLOCK AT NIGHT AND THEY ARE ALREADY TUCKED INTO BED.
WHEN YOU AND YOUR DAY NOT SEEING YOUR KIDS A KIND OF HARD.
I APPRECIATE THE EXTRA HOUR. I KNOW MOST PEOPLE DO AND THEIR DAYS AT 5:45:30, AND THE BEAUTY OF OUR MEETINGS IS THAT THEY CAN NOW BE STREAMED OR ARE STREAMED ONLINE, SOCIAL MEDIA, AND WHATNOT. HOPEFULLY THAT STILL LEAVES AN OPTION FOR PEOPLE TO STAY ENGAGED.
>> SPEAKER: I WOULD ALSO LIKE TO ADD, IF I MAY, THAT SPEAKING TO GARY, JUST FOR YOUR INFORMATION, AS A COUNCILMEMBER, I HAVE NOT RECEIVED ANY NEGATIVE RESPONSE VIA E-MAIL.
I CAN'T SPEAK WITH EVERY COUNCILMEMBER BUT GENERALLY WE ARE GROUPED TOGETHER AND PEOPLE DO CORRESPOND TO US AS A WHOLE.
I HAVEN'T RECEIVED ANY NEGATIVE RESPONSE FROM THE PUBLIC.
>> SPEAKER: MAYOR, IF I MAY, IF YOU CHOOSE TO MAKE THIS CHANGE THIS EVENING THIS RUNS THROUGH THIS COUNCIL TERM AND IT WILL BE UP IN NOVEMBER OF THIS YEAR IN 2022 WHEN THE NEXT CITY COUNCIL IS SITTING. IT WILL BE UP TO THEM AS TO WHAT TIME THEY'RE MEETINGS START. SO THIS IS A CHANGE THAT WOULD ONLY LAST FROM MAY THROUGH, YOU ARE THE LUCKY WINNERS YOU HAVE THE FIRST MEETING IN NOVEMBER STILL IS CITY COUNCIL BECAUSE OF THE WAY THE DATES FALL. IT WOULD BE THE SECOND MEETING IN NOVEMBER BEFORE ANYTHING COULD BE CONSIDERED FOR A CHANGE. EXPECT THESE CHANGES WILL TAKE
PLACE THE FIRST MEETING IN MAY? >> SPEAKER: THAT IS CORRECT.
THE REASON IS WE HAVE PLANNING COMMISSION ADVERTISING DEADLINES FOR A NUMBER OF PUBLIC HEARINGS THAT RUN THROUGH THE CITY COUNCIL'S PURVIEW AND TO MAKE SURE WE COULD CATCH ALL OF THOSE DEADLINES, THERE IS A TWO-MONTH LAG IN THAT TO PICK IT IS ALSO GIVING US PLENTY OF TIME TO NOTICE THE PUBLIC, RADIO STATIONS, THOSE WHO DO TRANSCRIPTION FOR OUR MEETINGS, ALL OF THOSE FOLKS TO GET EVERYBODY RESCHEDULED AND
REORGANIZED. >> SPEAKER: ECHOING BOB, THE SAME THING I HAVE HEARD. FOLKS ARE IN FAVOR OF MOVING IT UP SO THEY HAVE TIME TO ATTEND AND THEN COULD GET HOME FOR DINNER OR FOR FOLKS THAT HAVE TO BE HERE THEY DON'T HAVE TO BE HERE UNTIL MIDNIGHT OR LATER. I HAVEN'T HEARD ANYTHING
NEGATIVE. >> SPEAKER: I ALSO WANT TO SAY THAT I APPRECIATE THE TIME CHANGE MYSELF BECAUSE I HAVE A MENTALLY ILL SISTER THAT I -- IT IS HARD TO LEAVE HER THERE ESPECIALLY WHEN WE HAVE THESE LATE-NIGHT MEETINGS.
WE HAVE LONG COUNCIL MEETINGS AND WE HAVE GOTTEN OUT NINE, 10 O'CLOCK. TO HAVE HER THERE BY HERSELF THAT LONG, IT HAS BOTHERED ME OVER THE YEARS.
I APPRECIATE WHOEVER CAME UP WITH THIS IDEA OF CHANGING THE TIME, BECAUSE IT NOT ONLY HELPS PEOPLE WITH CHILDREN, BUT IT ALSO HELPS PEOPLE WHO HAVE OTHER ISSUES GOING ON IN THEIR HOUSEHOLD. AND TO ADD TO THAT, I HAVE COME HOME AT 10 O'CLOCK AT NIGHT AND MY SISTER HAS WANDERED OFF.
SO THIS WOULD REALLY HELP ME AS FAR AS THE TIME CHANGE GOES.
I DO APPRECIATE IT. >> SPEAKER: THIS COUNCIL MADE A DECISION WHEN WE WERE FIRST SWORN IN TO AVAIL OUR PUBLIC A NUMBER OF OPPORTUNITY TO SPEAK TO US.
THAT IS VERY POSITIVE. BUT IT HAS EXTENDED THE LENGTH OF OUR MEETINGS. THERE IS NO QUESTION ABOUT IT.
IT IS MY BELIEF THAT JUST THE PRACTICAL SIDE OF THIS, WE ARE BETTER COUNCIL PEOPLE WHEN WE ARE NOT AS TIRED AND WHEN YOU ARE HERE AT NINE AND 10 O'CLOCK AT NIGHT, SOMETIMES IT TAKES A LITTLE MORE DILIGENT TO CONCENTRATE AND STAY WITH ALL OF THE CONVERSATIONS THAT ARE GOING ON.
I BELIEVE THIS IS WORTH TRYING AND SEE IF WE CAN EVEN BE A BIT MORE EFFICIENT BECAUSE WE ARE MORE AWAKE AND NOT QUITE AS FATIGUED AS SOME OF THE DEEPER DECISIONS OCCURRED LATE IN OUR MEETING SOMETIMES. THERE IS SOME SERIOUS CONVERSATIONS THAT GO ON AND THE COMMUNITY WANT TO SPEAK TO US.
I'M A BIG BELIEVER IN THE LEASE GIVING THIS A SHOT.
ANYONE ELSE? LINDSAY, ROLL CALL.
[00:35:01]
(ROLL CALL VOTE) >> SPEAKER: MAYOR, WE HAVE NO RESOLUTIONS THIS EVENING SO THOSE ARE ALL OF THE ITEMS OF
BUSINESS WE HAVE FOR YOU. >> SPEAKER: NOW IS AN
[12. CITIZENS’ OPEN FORUM.]
OPPORTUNITY FOR THE CITIZENS OPEN FORM.THIS IS YOUR OPPORTUNITY TO SPEAK TO THE CITY COUNCIL ABOUT ANYTHING THAT IS ON YOUR MIND. WE ASKED THAT YOU COME FORWARD AND GIVE YOUR NAME AND ADDRESS FOR THE RECORD AND REMEMBER THAT YOU HAVE THREE MINUTES.
>> SPEAKER: GOOD TO SEE YOU ALL.
MY NAME IS ROBERT WILKINS, 261 DENSON DRIVE AUBURN, ALABAMA.
AS YOU CAN GUESS I WANT TO TALK ABOUT THE ORDINANCE 3288.
I THINK IT IS AN END OF AN ERA OF THE AUBURN CONSERVATIVE GUESTHOUSES. FIVE OF YOU VOTED TO GO FOR THE ORDINANCE. I HAVE NO PROBLEM WITH THE ORDINANCE, I HAVE A PROBLEM WITH THE SPECIFICATION OF ONE HALF OF THE CITY NOT BEING ALLOWED TO OPERATE AN AIRBNB OR VR BE OH.
THE ORDINANCE ITSELF THERE SHOULD BE SOME RULES.
TO GIVE AN EXAMPLE OF THE KIND OF PEOPLE WHO HAVE DONE IT BEFORE BUT I WANTED TO GO AGAIN IS THIS PERSON SAYS MY NAME IS ANGELA AND MY HUSBAND COME OUT TO KIDS WERE BOTH AT AUBURN UNIVERSITY, MY YOUNGEST SISTER, HER HUSBAND WITH TWO -- 2-YEAR-OLD TWIN BOYS, WANT TO DO A RESERVATION FOR GRADUATION WE CAN. OUR PARENTS LIVE ABOUT TWO BLOCKS FROM YOUR HOME. WE WILL BE INTO DIFFERENT SUVS.
WE WOULD LIKE TO STAY AT YOUR LOVELY HOME.
AND THEN WE RESPONDED BACK TO THEM SAYING THAT WE WOULD BE HAPPY TO BABY PROOF THE HOUSE SINCE WE HAVE AN UPSTAIRS AT THE DOWNSTAIRS. AND THEN WHEN THEY COME WE ACTUALLY GIVE THEM A TOUR OF THE HOUSE.
WE SHOWED THEM THE REFRIGERATORS FULL OF BREAKFAST ITEMS THAT THEY CAN COOK, PLACES DO WHAT YOU HAVE A PIANO AND A GUITAR SO THEY CAN PLAY. WE TRY TO MAKE IT AS HOMEY AS POSSIBLE. AUBURN DOES NOT PROVIDE THAT ANYMORE. IN THE CONSERVATIVE AREAS PERIOD. SO YOU ARE TAKING SOMETHING AWAY THAT REPRESENTS AUBURN. THIS DOES REPRESENT AUBURN.
THE PEOPLE WHO VOTED AGAINST IT, IT WAS YOU, MAYOR, RON ANDERS, COUNCILWOMAN CONNIE TAYLOR, COUNCILMAN KELLEY GRISWOLD, COUNCILMAN BOB PARSONS, COUNCILMAN TOMMY DAWSON, VOTED TO END THIS KIND OF ATMOSPHERE. WHAT DID YOU DESTROY? HE DESTROYED A FAMILY ATMOSPHERE IN THE AUBURN COMMUNITY THAT WOULD SHARE WITH THE OUTSIDE WORLD.
LOSS OF INCOME TO THE CITY, COUNTY, STATE AND TOURISTS.
I PAID THREE TIMES MORE IN TAXES THAN I DID IN MY PROPERTY TAX.
151 MEMBERS -- FAMILIES LOST THEIR INCOME.
Y'ALL SPENT THREE YEARS ON THIS ORDINANCE.
THERE WAS ACTUALLY THE SAME ORDINANCE AS THE 1999.
I KNOW YOU WERE PRAISING EACH OTHER SAYING WE HAVE ACCOMPLISHED A LOT. I AM NOT SURE WHAT YOU ACCOMPLISHED EXCEPT YOU TOOK AWAY 151 FAMILIES.
THE FIVE COUNCILMEMBERS WHO VOTED BASED IT ON NO DATA.
WE HAD NO DATA WHEN YOU MADE THAT DECISION.
I DON'T KNOW OF ANYTHING THAT HAPPENED.
DID YOU HAVE A LOT OF COMPLAINTS? IT TO HAVE A LOT OF THINGS? I NEVER HEARD OF THAT.
ANY KIND OF DATA. THE MAYOR'S TASK FORCE, I CONSIDER AS WEAK AS THE WEAKEST SOUTHERN TEA I HAVE EVER DRANK.
NO RECOMMENDATIONS NONE OF THE 150 MEMBERS.
>> SPEAKER: PLEASE WRAP IT UP. >> SPEAKER: ANYWAY, I WOULD LIKE TO GET Y'ALL TO RECONSIDER, JUST TAKE AWAY THE PORTION ABOUT US. INC. YOU.
>> SPEAKER: WHO WILL BE NEXT?
