[4. MAYOR AND COUNCIL COMMUNICATIONS. ]
WE WILL BEGIN OUR MAYOR COMMUNICATION.COUNTER COMMUNICATION IS THE FIRST MEETING OF THE MONTH OF MAY SO WE WILL BEGIN WITH OUR RECOGNITION OF OUR EMPLOYEE OF THE MONTH. AND OUR SERVICE AWARDS.
(MUSIC PLAYING) (VIDEO PLAYING)
>> SPEAKER: AND I WE ARE PROUD TO INTRODUCE YOU TO OUR MAY EMPLOYEE OF THE MONTH AS WELL AS OTHER OUTSTANDING EMPLOYEES HERE AT THE CITY OF AUBURN AND THE SERVICE AWARDS.
TODAY WE ARE PROUD TO INTRODUCE YOU TO OUR MAY AUBURN CITY EMPLOYEE OF THE MONTH. I HAVE A MEMORANDUM HERE THAT WAS WRITTEN BY AMY WHITMAN UTILITY BILLING OFFICE MANAGER TO MEGAN MCGOWEN CROUCH THE OPPORTUNITY MANAGER.
I'M PLEASED TO NOMINATE SANDRA ROBINSON AS THE EMPLOYEE OF THE MONTH FOR MAY OF 2022. SANDRA BEGAN WORKING FOR THE CITY OF AUBURN THROUGH AN EMPLOYMENT AGENCY IN 1998.
IN FEBRUARY OF 99, SANDRA WAS HIRED AS A CUSTOMER SERVICE REPRESENTATIVE IN THE UTILITY BILLING OFFICE.
SOON AFTER SHE WAS HIRED AS A CSR, SANDRA WAS PROMOTED TO UTILITY DATA COORDINATOR ASSISTANT.
LATER NAMED UTILITY ACCOUNT SPECIALIST.
HER PRIMARY DUTIES WERE TO SUPPLY COMPLETE LIST OF ADDRESSES AND METER INFORMATION TO METER TECHNICIANS AND THEN ANALYZE THE INFORMATION FOR UNUSUAL WATER USAGE IS PRIOR TO BILLING. SINCE 1999, THE CITY HAS IMPLEMENTED THREE SOFTWARE PROGRAMS AND PERFORMED TWO MAJOR CITYWIDE METER CHANGE OUTS IN WHICH SANDRA HAS WILLINGLY AND EFFECTIVELY PARTICIPATED. ALTHOUGH THE UBL SERVICE AREA HAS GROWN BY MORE THAN 75 PERCENT SINCE SANDRA STARTED, THERE HAVE BEEN ONLY TWO UTILITY ACCOUNT SPECIALIST TO COMPLETE THE DAILY WORK. THIS IS THE RESULT OF IMPROVEMENTS IN TECHNOLOGY AND SANDRA STOOD FAST AND DEPENDABLE WORK ETHIC. MOST RECENTLY WENT OF THE UTILITY ACCOUNT SPECIALISTS WERE ON LEAVE FOR AN EXTENDED PERIOD, SANDRA PERFORMED THE WORK OF BOTH POSITIONS AND WORK DILIGENTLY TO ENSURE THAT THE METER READINGS WERE ACCURATELY RECORDED AND THE USAGE PROPERLY BILLED.
SANDRA KEPT A POSITIVE ATTITUDE AND NEVER ONCE COMPLAINED ABOUT THE ADDITIONAL WORK. IT IS BECAUSE OF SANDRA'S CONTINUED HARD WORK, HER POSITIVE DEMEANOR, HER DEPENDABILITY AND DEDICATION TO SAFEGUARDING THE INTEGRITY AND ACCURACY OF WATER USAGE DATA, THAT I NOMINATE HER AS EMPLOYEE OF THE MONTH. CONGRATULATIONS.
WE ARE PROUD OF YOU. (MUSIC PLAYING)

PLEASE BE PATIENT WITH ME AS I WILL WALK THROUGH THESE.
HAD AN OPPORTUNITY TO SPEAK AT THE KIWANIS CLUB OF AUBURN YESTERDAY I APPRECIATE YOUR INVITATION TO SPEAK TO THEM AND CONTINUE TO BE THANKFUL FOR WHAT THEY DO TO SERVE OUR COMMUNITY.
THIS PAST SUNDAY I ATTENDED THE AUBURN STUDENT MEMORIAL SERVICE.
IT IS THE FIRST TIME I'VE ATTENDED THIS EVENT.
WHAT A VERY SOLEMN SOMBER BUT ENCOURAGING MOMENT AS WE RECOGNIZE THE SEVEN INDIVIDUALS WHO LOST THEIR LIFE AS STUDENTS HERE AT AUBURN UNIVERSITY THIS PAST YEAR.
VERY WELL DONE AND PUT TOGETHER. I WAS VERY PROUD OF MY ALMA MATER IN THE UNIVERSITY THAT OCCUPIES THE SAME COMMUNITY THAT WE DO. THEY DID A GREAT JOB BEING RESPECTFUL TO THESE YOUNG PEOPLE WHO ARE NO LONGER WITH US AND THEIR FAMILIES. IT WAS A WONDERFUL SERVICE.
CITY FAST WAS THIS PAST SATURDAY.
THERE WAS A LOT OF PEOPLE OUT THERE AND WE GOT A BEAUTIFUL DAY OF WEATHER. I WANT TO THANK EVERY CITY DEPARTMENT AND EMPLOYEE THAT PUT TIME INTO MAKING CITY FAST SUCH A SPECIAL EVENT FOR SO MANY PEOPLE, NOT ONLY FROM AUBURN BUT FROM OTHER COMMUNITIES AS WELL. CERTAINLY ALL OF THE VOLUNTEERS THAT GAVE OF THEIR SATURDAY TO COME OUT THERE AND BE A PART OF THAT. ALL OF THE VENDORS WHO SIGNED UP TO COME AND PARTICIPATE. I HOPE THEY ALL MADE SOME MONEY.
I APPRECIATE ALL OF THE ENTERTAINERS THAT CAME AND THE MUSICIANS THAT CAME AND MADE CITY FAST A SPECIAL EVENT FOR OUR COMMUNITY. CERTAINLY VERY THINK OVER THAT.
WE ARE JOINED SOME OF OUR STUDENTS AND MEMBERS OF OUR STAFF OVER AT WRIGHTS MILL ROAD THIS WEEK AS WE RECOGNIZE THE OUTSTANDING TREE IN AUBURN. THEY HAVE A BEAUTIFUL JAPANESE MAPLE IN THEIR COURTYARD AND IT WAS A FUN TIME TO BE WITH SOME OF OUR SPECIAL CHILDREN HERE IN THIS COMMUNITY AND APPRECIATE THE WAY THAT THEY LOVE NATURE AND LOVE THAT TREE AND IT WAS A GREAT OPPORTUNITY TO BE OVER AT WRIGHTS MILL ROAD.
THIS MONTH IS SEXUAL ASSAULT AWARENESS MONTH.
I SIGNED A PROCLAMATION WITH A NUMBER OF PEOPLE FROM OUR COMMUNITY CERTAINLY MINDFUL TO ALL OF US THAT THIS GOES ON AND IMPORTANT FOR US TO BE AWARE OF. IT IS IMPORTANT FOR US TO ENCOURAGE THE RIGHT KIND OF CONDUCT AN ACTIVITY THAT MAKES TO HOPEFULLY ELIMINATE THIS IN OUR FUTURE.
I APPRECIATE PRINCIPAL MATT GRUNER FOR INVITING ME OVER TO THE AUBURN EARLY EDUCATION CENTER A COUPLE OF FRIDAYS AGO.
MATT DOES A WONDERFUL JOB. WHAT A GREAT ENTHUSIASTIC INVESTOR HE IS FOR OUR CHILDREN AND OUR SCHOOL SYSTEM HERE AT AUBURN. WHAT A LOT OF FUN THAT THEY HAVE ONCE A MONTH ON FRIDAY MORNINGS AS THEY HAVE THEIR OWN PEP RALLY AND THEY GO THROUGH SOME CIVICS LESSONS AND I GOT TO ANSWER SOME QUESTIONS FOR SOME KINDERGARTNERS THROUGH SECOND GRADE. THAT WAS A LOT OF FUN TOO.
KIDS ARE ALWAYS REALLY RAW AND HONEST WITH YOU BUT I APPRECIATE THE OPPORTUNITY TO BE OVER THERE WITH THEM.
WHAT A GREAT HOPE FOR OUR FUTURE TO SEE THOSE SPECIAL CHILDREN.
THIS PAST FRIDAY OVER AT THE JULE COLLINS SMITH MUSEUM, THERE WAS A GUITAR SHOW AND PROFESSOR RICH BUCKNELL WHO IS BEEN IN AUBURN FOR A LONG LONG TIME IS AN INDUSTRIAL DESIGN TEACHER.
ONE OF HIS CLASS PROJECTS IS THE STUDENT TO BUILD GUITARS.
I JUST CAN'T GET MY HEAD AROUND HOW CREATIVE AND SMART THESE
[00:10:01]
YOUNG PEOPLE ARE. WHEN THEY SIT THERE WITH A PIECE OF WOOD OR SOMETHING AND THEY ARE GOING TO CREATE A MUSICAL INSTRUMENT, IT IS UNBELIEVABLE TO ME WHAT THEY DO.I BELIEVE THAT IS STILL GOING TO BE AT JULE COLLINS SMITH FOR THE TIME BEING. I ENCOURAGE YOU TO GO BY THERE AND TAKE YOUR FAMILY. IF YOU WANT TO BE FASCINATED AND IMPRESSED BY THE KIND OF YOUNG PEOPLE THAT ARE GOING TO COLLEGE HERE, IT IS VERY INTERESTING TO KIND OF THINK ABOUT WHAT WERE THEY THINKING WHEN THEY MADE THIS? HOW DID THEY THINK THIS UP? IT IS REALLY INTERESTING AND COOL. JOIN ONE OF THE DEVELOPERS AND TOWARD THE PUBLIC FACILITY A COUPLE OF WEEKS AGO TO CONTINUE TO BE EXCITED ABOUT HAVING THE GROCERY STORE IN DOWNTOWN AUBURN AND WHAT IT WILL PROVIDE FOR OUR CITIZENS AND OUR EMPLOYEES THAT ARE IN AND AROUND AUBURN. I THINK WILL BE A GREAT ASSET.
I ATTENDED THE GRADUATION FOR THE LEE COUNTY YOUNG LEADERS.
I WANT TO THANK THE CITY AND THE CHAMBER FOR THEIR INVOLVEMENT.
THIS PROGRAM OF SELECTED HIGH SCHOOL SENIORS IN LEE COUNTY AND THEY SPEND ONE DAY A MONTH GOING AROUND TO DIFFERENT INSTITUTIONS WITHIN OUR COUNTY TO LEARN ABOUT HOW THE WORLD WORKS.
I APPRECIATE ALL OF THOSE YOUNG PEOPLE'S WILLINGNESS.
A LOT OF PEOPLE GET SENIORITIS AND THEY DON'T WANT TO DO EXTRA THINGS, BUT THOSE KIDS HAVE DONO LEARN ABOUT THE COMMUNITIES THEY HAVE GROWN UP IN FOR MANY OF THEM AND RESIDE IN THEM AND MAYBE SOME OF THEM CONTINUE TO LIVE LIFE AND GO TO COLLEGE IN.
VERY ENCOURAGED BY THEN. HAD A NICE GRADUATION CEREMONY RECENTLY THAT I WAS ABLE TO ATTEND.
THANKFUL FOR THE INVITATION. SHERIFF JAY JONES SPOKE TO THEM AND DELIVER THEM A GREAT MESSAGE.
ALSO THIS PAST WEEK'S THE TRAVIS RABURN FOUNDATION HAD A GOLF TOURNAMENT. THIS GOLF TOURNAMENT POURS OVER $100,000 INTO NONPROFITS IN OUR COMMUNITY.
TRAVIS RABURN IS SOMEBODY WHO LEFT US TOO SOON AT 41 YEARS OLD HE WAS AN ASPIRING BUSINESSMAN HERE IN THIS TOWN AND A PERSONAL FRIEND OF MINE AND MY FAMILY AND MY BROTHERS.
THIS FOUNDATION THIS GOLF TOURNAMENT IS IN HIS HONOR.
IT WAS ANOTHER GREAT GOLF TOURNAMENT THAT BENEFITS MANY OF THE NONPROFITS THAT SO MANY OF US CARE ABOUT.
RELAY FOR LIFE OF THIS PAST WEEK AND.
WE HAD A MARCH IN OPELIKA. I WAS ABLE TO PARTICIPATE THROUGH SIGNING A PROCLAMATION WITH MANY OTHER LEADERS.
CANCER STILL TAKES TOO MANY OF US AWAY.
INCLUDING TRAVIS RABURN. AND SO IT IS STILL WORTH FIGHTING AGAINST AND I APPRECIATE THE EFFORTS FOR RELAY FOR LIFE. MS. JONES WHO IS A WONDERFUL, WONDERFUL CIVIC LEADER HAS BEEN A GREAT MEMBER OF LEE COUNTY AND SERVED ON THE CITY COUNCIL IN THE CITY OF OPELIKA FOR A LONG LONG TIME. SHE HAS REALLY PUT A LOT OF ENERGY INTO THAT. BOW BIKES THERE WERE THOUSANDS OF PEOPLE RIDING BIKES. I WAS BLESSED TO BE A PART OF AN EXERCISE WITH A OLD FRIEND, GARY GOTTFRIED HE USED PLAY BASKETBALL WHAT I WAS THAT AUBURN AND HE SUFFERING FROM LOU GEHRIG'S DISEASE. IF YOU WANT TO THINK ABOUT THE YOUNG SMART PEOPLE GO TO COLLEGE AT AUBURN THEY BUILT A BICYCLE FOR GARY AND MYSELF AND COACH ARSON AND OUR FUTURE PRESIDENT OF AUBURN UNIVERSITY WERE ABLE TO GIVE GARY A SHORT RIDE THROUGH CAMPUS TO ALLOW HIM THE SAME EXPERIENCE IN HIS STAGE WITH HIS DISEASE. I JUST APPRECIATE BEING INVOLVED AND THANK THE COLLEGE OF ENGINEERING FOR ALLOWING THEIR STUDENTS TO MAKE THIS BIKE. IT IS REALLY INCREDIBLE.
ALPHA DELTA KAPPA IS A GROUP OF RETIRED TEACHERS AND THEY HAD THEIR STATEWIDE CONFERENCE IN AUBURN COUPLE WEEKS AGO.
THEY INVITED ME TO COME GIVE THEM A WELCOME.
WHAT A SPECIAL GROUP OF PEOPLE WHO HAVE DEDICATED THEIR LIVES TO OUR CHILDREN. AND NOW THEY STILL FIND WAY TO FIND -- GET TOGETHER AND SUPPORT EDUCATION AROUND THE STATE OF ALABAMA AND CERTAINLY APPRECIATE THEM SPENDING A COUPLE OF DAYS WITH US IN AUBURN. MERCY MEDICAL HAVE THEIR ANNUAL EVENT RECENTLY AND MY FRIEND DAVID HOUSEL GAVE A POIGNANT MESSAGE TO BE MINDFUL ABOUT THOSE PEOPLE WHO STILL NEED A LITTLE EXTRA HELP TO GET THEIR MEDICAL EXPENSES COVERED.
MERCY MEDICAL HAS BEEN A GREAT NONPROFIT IN OUR COMMUNITY FOR A LONG TIME. I WANT TO THANK ANNA AND THE CHAMBER OF HOSTING THE INDUSTRY APPRECIATION EVENT RECENTLY.
A GREAT NIGHT OVER AT THE ALPHA PAVILION ON CAMPUS WITH GOOD MUSIC AND GOOD FUN. AS WE SAID THANK YOU TO THOSE COMPANIES THAT EMPLOY THOUSANDS OF PEOPLE HERE IN OUR COMMUNITY AND ARE INVESTING BACK INTO OUR COMMUNITY AND INTO OUR YOUTH AND OUR COLLEGE KIDS TO SHOW THEM A PATHWAY FORWARD FOR THEM AND THEIR FUTURE. THANK YOU, AND I.
IT WAS A GREAT PARTY THAT NIGHT. THE DISTRICT ATTORNEY JESSICA HAD A CRIME VICTIMS VIGIL LAST WEEK AND PROUD TO BE A PART OF THAT WITH SO MANY MEMBERS OF OUR POLICE FORCE IN OPELIKA FIRST BAPTIST CHURCH AND THANKFUL WE CAN DO WHAT WE ALWAYS NEED TO REMEMBER THOSE WHO HAVE SUFFERED A VIOLENT DEATH IN OUR COMMUNITY. ALSO THIS WEEK IS TEACHER APPRECIATION WEEK SO GETTING BACK TO TEACHERS.
I HOPE ALL OF US AS WE HAVE CHILDREN IN THE SCHOOL SYSTEM OR WE KNOW TEACHERS WHO LIVE AROUND THE BLOCK FROM US WILL TELL THEM THANK YOU. NEXT WEEK IS NURSES APPRECIATION WEEK AND I WILL BE GOING TO SAY CEREMONY AT EAST ALABAMA ON TUESDAY MORNING AND BEING A PART OF AN ENCOURAGEMENT FOR THOSE
[00:15:04]
TEACHERS. ALSO TODAY IS A NATIONAL DAY OF PRAYER AND I WILL PARTICIPATE IN AN ACTIVITY WITH MAYOR GARY FULLER OVER THE COUNTY COURTHOUSE LOOKING FORWARD TO DOING THAT. THURSDAY AFTERNOON IS ONE OF OUR GREAT INDUSTRIES HERE IN TOWN AND CELEBRATES THEIR TEN YEAR BIRTHDAY AND WE LOOK FORWARD TO BEING A PART OF THEIR CELEBRATION. STORYBOOK FARMS DERBY'S THIS WEEKEND. ANOTHER GREAT NONPROFIT THAT PROVIDES AN UNUSUAL BENEFIT TO FAMILIES THAT HAVE YOUNG PEOPLE WITH SPECIAL NEEDS. WHAT A GREAT EVENT AND THAT IS TO BE A PART OF THE DIRTY. AND THEN THE BATTLE OF THE BADGES. LAST YEAR THE FIRE TEAM GOT THE BEST OF THE POLICE TEAM BUT THAT IS COMING UP NEXT WEEK AT LEE SCOTT TO BENEFIT AUTISM SPEAKS AND CAMP CONQUEST WHICH IS FOR PEDIATRIC BURN VICTIMS. SO PAUL, I APPRECIATE YOUR STAFF AND THEIR WILLINGNESS TO HAVE A LITTLE FUN AND TO RAISE MONEY FOR GOOD CAUSE. AND TO BE A BIT COMPETITIVE WITH ONE ANOTHER. I'M SURE THAT IS NOT HARD FOR THOSE PEOPLE TO BE COMPETITIVE, BUT IT IS A FREE EVENT THAT I ENCOURAGE PEOPLE TO GO OUT THERE AND PARTICIPATE AND WATCH OUR FINEST WHO TAKE CARE OF US HAVE A LITTLE FUN AND COMPETE FOR A GOOD CAUSE. I KNOW THAT IS A LOT AND I APPRECIATE EVERYBODY'S DILIGENCE AND WILLINGNESS TO LISTEN TO ME.>> SPEAKER: FORGOT SOMETHING. (LAUGHTER)
>> SPEAKER: YOU HAVE A BREAKFAST COMING UP.
>> SPEAKER: I WAS GOING TO SAY THAT FOR THE NEXT ONE.
THANK YOU FOR REMINDING ME. THE MAYOR'S MEMORIAL DAY BREAKFAST IS BACK. WE ARE GLAD IT IS BACK.
IT HAS BEEN ON ICE FOR THE LAST COUPLE OF YEARS FOR OBVIOUS REASONS. THAT IS A MEMORIAL DAY AND WHAT A BEAUTIFUL WAY TO REMEMBER THOSE WHO HAVE GIVEN THEIR ULTIMATE IN WAY OF PROTECTING US AND PROVIDING US FREEDOM AND WE WILL HAVE A SPEAKER THIS YEAR, DR. JAN WHITTY.
IT IS A WELL-DONE BREAKFAST AND I'VE ALWAYS ENJOYED BEING THERE.
YOU WILL BE MEMORIAL DAY MORNING IF YOU'RE INTERESTED IN BUYING
TICKETS, MACON, YOU NEED TO. >> SPEAKER: JUST CALL CITY HALL
>> SPEAKER: CALL CITY HALL AND WE WILL GET THAT.
I KNOW RON ON THE LAWN AND THEY WILL SAY SOMETHING.
>> SPEAKER: WRONG ON THE LAWN? >> SPEAKER: THE EVENT WAS FUN AND WE HAD A GREAT TIME ON THE CONCOURSE.
Y'ALL DID A GREAT JOB AND IT WAS VERY WORTHWHILE TO BE ABLE TO SPEND TIME WITH OUR STUDENTS. ALL OF Y'ALL.
I'M THROUGH NOW. ANYBODY ELSE HAVE ANYTHING THEY WOULD LIKE TO SAY? AUBURN IS AN ACTIVE PLACE.
>> SPEAKER: I WOULD LIKE TO WAS SPEAKING OF GRADUATIONS, I JUST WANTED TO ANNOUNCE THAT FOR THE LAST YEAR I HAVE A PROGRAM OF YOUNG MALES AND FEMALES AND THEIR SCOUTS AND THE FEMALES ARE CALLED YOUNG FEMALE SCOUTS. ARE MAILS ARE CALLED MATCH AND THAT MEANS MAILS AIMING TO CHANGE HISTORY.
AND THIS PAST SUNDAY THEY HAD THEIR GRADUATION.
IT WAS HELD AT THE BOYKIN COMMUNITY CENTER AND IT WAS AN AWESOME EVENT. I JUST WANTED TO THANK EVERYBODY THAT PARTICIPATED OR CONTRIBUTED TO THE EVENT.
AND THEY WANT TO THANK THE STAFF AGAIN AT BOYKIN FOR HELPING US OUT AND ALLOWING US TO HAVE THE EVENT THERE.
THOSE KIDS FROM THE AGES OF FIVE TO THE OLDEST ONE WE HAVE IS 15, 115-YEAR-OLD. WE GAVE THEM COMPLETION AWARD, THEY COMPLETED LEVEL ONE, AND SO NOW THEY ARE IN THE LEVEL TWO STAGE. BUT DURING -- I WANTED TO SAY THIS BECAUSE DURING OUR AWARDS THAT WE GAVE OUT, THE COMPLETION AWARDS, AND WE PUT THEM ALL IN DIFFERENT CATEGORIES AS WE HAD THESE KITS FOR THE LAST YEAR. ONE OF THE CATEGORIES, AND I THINK A LOT OF THE PARENTS WERE TICKLED TO DEATH BECAUSE SOME OF THE KIDS WE COULDN'T THINK OF ANYTHING SO WE GAVE THEM AWARDS FOR BEING BUSY BODIES. SO WE GAVE AWAY FIVE AWARDS TO OUR MOST BUSY BODIES. AND THAT WAS MOST OF THE YOUNGER KIDS. SO I JUST WANTED TO THANK YOU AGAIN, ASHLEY, AND THANK YOU FOR OPENING UP THE BOYKIN FOR THAT
EVENT. >> SPEAKER: THANK YOU, CONNIE.
[5. AUBURN UNIVERSITY COMMUNICATIONS.]
ANYBODY ELSE? OKAY WE WILL MOVE AHEAD.SPEAKING OF AUBURN UNIVERSITY MEDICATIONS.
>> SPEAKER: HELLO HELLO, HAPPY TUESDAY.
OBVIOUSLY THE FIRST THING I WILL TALK ABOUT IS RON ON THE LAWN.
HE WAS VERY SUCCESSFUL EVENT. I THINK WE GAVE OUT LEMONADE TO THE STUDENTS ON THE CONCOURSE. WE DID HAVE A LITTLE STRIP OF TURF SO THERE WAS A LAWN ON THE CON.
WE DID MAKE THAT HAPPEN. WE THINK WE RAN OUT OF CUPS THREE OR FOUR TIMES BUT WE HAVE PEOPLE THERE THE ENTIRE DURATION OF THE EVENTS. WE JUST WANT TO THANK YOU MAYOR ANDERS FOR COMING OUT AND SPENDING YOUR TIME WITH STUDENTS AND GIVING THEM THE OPPORTUNITY TO TALK ABOUT THINGS THAT MATTER TO THEM. WE DO APPRECIATE THAT.
THE BIGGEST THING HAPPENING ON AUBURN THIS WEEK IS FINALS.
SO BE THINKING OF US BECAUSE WE ARE GOING THROUGH A LOT RIGHT NOW. SGA IS CONTINUING WITH ITS UP
[00:20:04]
ALL NIGHT EVENT THAT WE DO FOR FINALS WEEK EVERY SEMESTER WHERE WE GO TO THE LIBRARY AND DISTRIBUTE DOUGHNUTS AND ORANGE JUICE TO STUDENTS STUDYING AT THE LIBRARY AT MIDNIGHT EVERY NIGHT. SO JUST IN THAT SPIRIT IF YOU KNOW A COLLEGE STUDENT SEND THEM A TEXT AND WISH THEM LUCK.MAYBE BRING THEM SOME ORANGE JUICE AND DONUTS DURING THE DAY AND NOT JUST AT MIDNIGHT. FOLLOWING FINALS WEEK, WE HAVE COMMENCEMENT CEREMONIES HAPPENING THIS WEEKEND, MAY 6 THROUGH NINTH WITH A KEYNOTE ADDRESS BY DAVE CLARK.
HE IS AN AUBURN ALUMNUS AND CEO OF WORLDWIDE CONSUMER AMAZON.
SO I JUST SAY THAT TO SAY EXPECT AUBURN TO BE VERY CROWDED THIS WEEKEND. ON THURSDAY MAY 12 THERE WOULD BE A RECEPTION HONORING JAY AND SUSIE GOOCH AT 4 PM IN THE HOTEL AT AUBURN UNIVERSITY AND DIXON CONFERENCE CENTER.
IT IS JUST HONORING THEIR CONTRIBUTIONS TO AUBURN AND LEGACY OF LEADERSHIP THAT THEY HAVE LEFT SO FAR.
SO WE ENCOURAGE THE WHOLE AUBURN FAMILY TO COME OUT AND CELEBRATE THAT. AND THEN YOU STOLE MY LAST ANNOUNCEMENT I WAS GOING TO TALK ABOUT GARY GOTTFRIED AND HOW MONUMENTAL THAT WAS FOR HIM TO PARTICIPATE IN BOTH BIKES AND BAMA AND HOW MUCH THAT SPEAKS TO OUR ENGINEERING STUDENTS AND THE THINGS THAT THEY ARE ACCOMPLISHING.
ONE OF THE FEATURES OF THE BIKE HAD WAS IT MONITORED HIS VITAL SIGNS AS IT WAS GOING. WE ARE JUST SO PROUD OF THE THINGS THAT THEY HAVE BEEN ABLE TO ACCOMPLISH AND SO EXCITED ABOUT WHAT THOSE STUDENTS ARE GOING TO CONTINUE TO DO IN THEIR FUTURE. THAT IS ALL FOR ME.
THANK YOU. >> SPEAKER: THANK YOU.
AT THIS TIME CITIZENS COMMUNICATIONS FOR ITEMS ON TONIGHT'S AGENDA. IF YOU WOULD LIKE TO SPEAK TO THE COUNCIL ABOUT ANYTHING THAT IS ON OUR AGENDA TONIGHT, WE ASK OF YOU PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD. WE WILL MOVE FORWARD BY CITY
MANAGERS TO MEDICATIONS. >> SPEAKER: I DON'T HAVE ANY OTHER COMMUNICATIONS TO OUR FIRST ITEM OF BUSINESS IS THE CONSENT AGENDA. ANY COUNCIL MEMBER WHICH REMOVE AN ITEM FROM THE CONSENT AGENDA AND DEAL WITH THAT ITEM
INDIVIDUALLY? >> SPEAKER: YES, MA'AM, I DO.
[8.e.5. D & J Enterprises, Inc. Professional services agreement. New connector road (Will Buechner Parkway) project. $6,693,036.45.]
>> SPEAKER: ITEM EIGHT MCKEY FIVE AUTHORIZES A CONTRACT FOR DEED INTO ENTERPRISE FOR A CONSTRUCTION ON WILL BE AT YOUR PARKWAY. IN THE AMOUNT OF $6,693,036.45.
>> SPEAKER: MOVE FOR APPROVAL. >> SPEAKER: SECOND.
>> SPEAKER: MOTION AND SECOND. CHIEF DAWSON?
>> SPEAKER: MACON, HOW MANY RED LIGHTS WILL BE ON THE STREET?
>> SPEAKER: SEVERAL MONTHS AGO, YOU APPROVED SOME AGREEMENTS WITH ALDOT THAT INVOLVED WE ARE GOING TO HAVE TO ALONG HIGHWAY 14 MARTIN LUTHER KING DRIVE. ONE WILL BE ACTUALLY ACT WILL BE HERE PARKWAY AND MARTIN OF THE KING DRIVE AND THE OTHER WILL BE AT WEBSTER AND MARTIN LUTHER KING DRIVE BECAUSE THESE TWO INTERSECTIONS WILL HAVE TO WORK TOGETHER.
WE COULD NOT ALIGN THEM DUE TO SOME PROPERTY ACQUISITION CHALLENGES. SO YOU WILL HAVE TWO SIGNALS WORKING IN TANDEM TOGETHER THAT WILL NOT ONLY IMPROVE EVERYBODY'S ACCESS TO HIGHWAY 14, BUT WE'VE HAD A LOT OF ISSUES AT WEBSTER AND HIGHWAY 14/MARTIN OF THE KING DRIVE.
WE LOOK FORWARD TO HAVING THAT SIGNAL AS WELL.
>> SPEAKER: THAT SHOULD HELP TRAFFIC ON WILLOW CREEK AS WELL.
>> SPEAKER: ABSOLUTELY. YOU WILL PROVIDE SOME BREAKS IN TRAFFIC THAT SHOULD HELP THEIR ABILITY TO GET OUT.
ONCE WILL BUECHNER PARKWAY IS IMPROVED THERE ARE OTHER WAYS TO GET THROUGH ADJACENT NEIGHBORHOODS AND OUT TO WILL BE HERE PARKWAY AS WELL THAT WILL PROVIDE THEM TRAFFIC SIGNAL
DIRECT ACCESS. >> SPEAKER: THANK YOU.
>> SPEAKER: YOU ARE WELCOME. ONE OTHER THING OF NOTE IS IT IS A MIRACLE BUT THIS CAME IN IN THE BID UNDER BUDGET.
IN THIS CLIMATE, VERY PROUD TO SAY WE GOT EXCELLENT BIDS ON THIS AND THIS THE FIRST TIME I'VE BEEN ABLE TO SAY IN MY TEN
YEARS. >> SPEAKER: MACON, DO YOU HAVE A POSSIBLY START TIME AND FINISH TIME?
>> SPEAKER: YOU SHOULD ASK. I ASKED THE CITY ENGINEER THAT SAME AFTERNOON DOOR SAME QUESTION THIS AFTERNOON.
MS. FRAZIER? >> SPEAKER: WE CURRENTLY DON'T HAVE AN ESTIMATED START TIME. IT TYPICALLY TAKES ABOUT A MONTH AFTER CITY COUNCIL ACTION TO GET CONTRACTS SIGNED, PRECONCEPTION MEETINGS SCHEDULED. WE HOPE WORK STARTS WITHIN ABOUT
GOOD. >> SPEAKER: I ALSO THINK IT'S IMPORTANT TO NOTE THAT UNLIKE A LOT OF PROJECTS THAT WE ARE DOING, AND IT'S NOT LIKE OPELIKA RD., THIS IS A BRAND-NEW ROAD THROUGH PROPERTY THAT IS NOT BEING UTILIZED FOR ANYTHING ELSE. SO THE ABILITY OF THE CONTRACTOR TO NOT DISTURB THE PUBLIC IS TRAVERSING THE AREA AND GET THE ROAD BUILT ITS TREMENDOUS. THE LAST TIME WE DID SOMETHING LIKE THIS WAS NORTH DEAN ROAD, WE DID SAMFORD AVE., WE ARE IS ALSO DONE VETERANS BOULEVARD. WE CAN BUILD ROADS A LOT FASTER WHEN WE ARE NOT HAVING TO CONTROL TRAFFIC WHILE WE BUILD
THEM. >> SPEAKER: HOW LONG YOU
EXPECTED TO TAKE? >> SPEAKER: ASKED THE CITY ENGINEER THAT QUESTION AS WELL. ALLISON?
>> SPEAKER: IT'S A 270 CALENDAR DAY PROJECT WHICH IS ABOUT NINE MONTHS. SO IF YOU DON'T HAVE ANY
[00:25:02]
MATERIAL ISSUES, HOPEFULLY SHOULD FINISH IN NINE MONTHS ORLESS. >> SPEAKER: I THINK THAT IS ENGINEER SPEAKS OF THE CITY MANAGER SAYS 12 MONTHS.
THE REASON IS THE RAIN DAYS IN ENGLISH MEANS AS WE DISCUSSED WITH OPELIKA RD. THEY DO GET ADDITIONAL RAIN DAYS AND YOU NEVER KNOW WHAT MOTHER NATURE IS GOING TO DO.
BUT I DO KNOW THE CONTRACTOR IS VERY COMMITTED TO DELIVERING THIS PROJECT AS SOON AS POSSIBLE.
WE HAVE AN ADJACENT DEVELOPER THAT IS UNDERWAY ALSO AND THIS WILL MEAN MUCH TO THE FOLKS OUT ON RICHLAND THE AREA.
WE ARE LOOKING FORWARD TO FINISHING THIS PROJECT.
>> SPEAKER: ANY OTHER, YOUR QUESTIONS?
>> SPEAKER: MACON, WHAT IS THE PAST PERFORMANCE RECORD FOR THE NJ? HAVE THEY BEEN ON TRACK, ON
CONTRACT, ON TIME AND ON BUDGET? >> SPEAKER: I WOULD SAY THAT THE NJ HAS LONG DONE WORK FOR THE CITY AND ALL CONTRACTORS THAT ARE DOING WORK WHETHER IT IS BUILDING CONSTRUCTION, ROAD CONSTRUCTION OR OTHERWISE, ESPECIALLY WITH LABOR SHORTAGES RIGHT NOW AND MATERIAL SHORTAGES, IT CAN BE CHALLENGING. BUT WHAT I DO KNOW IS THERE ALWAYS COMMITTED TO DELIVERING AN EXCELLENT PROJECT AND THEY
DO. >> SPEAKER: AND IS PAST PERFORMANCE ONE OF YOUR CRITERIA IN EVALUATING THE BID?
>> SPEAKER: WE FOLLOW STATE LAW DIRECTLY AND THERE ARE MANY CRITERIA. I THINK WE HAD TALKED ABOUT THIS A COUPLE OF MEETINGS AGO THAT WE ARE HAPPY TO SIT DOWN AND MEET WITH THE COUNCIL AND EDUCATE YOU ON WHAT BID LAW MEANS, BUT THERE IS A LOT OF THINGS. YOU CAN'T ELIMINATE A CONTRACTOR WHO HAS BID AND MEET THE CRITERIA BECAUSE YOU ARE UNHAPPY WITH PREVIOUS WORK. THERE IS A LOT OF VERY SPECIFIC LEGAL STIPULATIONS. SO WE WOULD BE HAPPY TO MEET WITH YOU INDIVIDUALLY OR AS A GROUP ANOTHER TIME AND GO OVER
ALL OF THOSE PARAMETERS. >> SPEAKER: THANK YOU.
ANY OF THE COMETS WITH QUESTIONS? ALL IN FAVORITE? AND ANY OF POSTS?
[8. CONSIDERATION OF CONSENT AGENDA.]
THAT CARRIES. DO I HAVE A MOVE TO APPROVE THEBALANCE OF THE CONSENT AGENDA? >> SPEAKER: SO MOVE.
>> SPEAKER: MOTION AND SECOND. COMMENTS OR QUESTIONS REGARDING THAT? ALL IN FAVOR?
[9. ORDINANCES.]
ANY OPPOSED? THE CONSENT AGENDA IS APPROVED.ORDINANCES. >> SPEAKER: ORDINANCES ITEM 9A EXTENDS AND COMBINES THE CURRENT SCHOOL ZONES ALONG NORTH COLLEGE STREET IN THE, ST. MICHAEL CATHOLIC SCHOOL WHICH IS NEW AND CARY WOODS ELEMENTARY SCHOOL IN ESSENCE THIS WILL MAKE A SCHOOL ZONE DURING CERTAIN HOURS OF THE DAY FROM NEARLY DO YOU SHOULD
DRAGON PARKWAY TO DRAKE. >> SPEAKER: I WILL INTRODUCE THE ORDINANCE AND ASK UNANIMOUS CONSENT.
>> SPEAKER: MOTION AND SECOND. DOES ANYONE ON THE COUNCIL HAVE A PROBLEM MOVING FORWARD WITH A VOTE ON THIS THIS EVENING? SEEING NO HEARING NONE COMMENTS OR QUESTIONS FROM THE COUNCIL? OKAY. LINDSAY, ROLL CALL.
(ROLL CALL VOTE) >> SPEAKER: THAT IS ALL THE
[10. RESOLUTIONS.]
ORDINANCES. UNDER RESOLUTIONS ITEM 10A1 IS A REQUEST -- 10A. ITEM 10A'S REQUEST FROM SELBY ENTERPRISES LLC TO VACATE AN UNNEEDED DRAINAGE AND UTILITY EASEMENT LOCATED AT 1410 REYNOLDS DRIVE.THIS ITEM WAS POSTPONED FROM THE APRIL 19 MEETING AND A PUBLIC
HEARING IS REQUIRED. >> SPEAKER: MOVE FOR APPROVAL.
>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND.
AT THIS TIME IT WILL OPEN THE PUBLIC HEARING.
IF YOU WOULD LIKE TO ADDRESS CITY COUNCIL, PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD.
SEE NO ONE WILL CLOSE THE PUBLIC HEARING.
ANY COMMENTS OR QUESTIONS FROM THE COUNCIL? OKAY. ALL IN FAVOR PLEASE ANY OPPOSED?
MOTION CARRIES. >> SPEAKER: FOLLOW ME ON THIS ONE BECAUSE THIS WE ARE GOING INTO A RESOLUTION OF PERMANENT OPERATION SO ACT LIKE AN ORDINANCE BUT IT IS A RESOLUTION. ITEM TEN MAKE THE AUTHORIZE THE COMMERCIAL DEVELOPMENT AGREEMENT WITH 129 NORTH COLLEGE FUND LLC FOR THE RETAIL PORTION ALSO KNOWN AS TARGET AT THE 129 NORTH COLLEGE FUND PROJECT. UNANIMOUS CONSENT IS NECESSARY
AND A PUBLIC HEARING IS REQUIRED >> SPEAKER: BUT WE STILL NEED A
MOTION AND SECOND? >> SPEAKER: YOU INTRODUCE A RESOLUTION AND ASK UNANIMOUS CONSENT.
>> SPEAKER: I WILL INTRODUCE THE RESOLUTION ASK FOR UNANIMOUS
>> SPEAKER: MOTION AND SECOND. NOW IS THE TIME TO OPEN PUBLIC HEARING. AT THIS TIME TO OPEN THE PUBLIC HEARING. IF YOU WOULD LIKE TO ADDRESS THE CITY COUNCIL PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD. SEE NO ONE WILL CLOSE THE PUBLIC HEARING. ANY QUESTIONS FROM THE COUNCIL?
>> SPEAKER: I JUST HAVE A QUESTION.
YOU SAID THIS IS GOING TO BE A PUBLIC'S.
>> SPEAKER: NO, IT'S GOING TO BE A TARGET.
>> SPEAKER: I DON'T KNOW I HAD PUBLIC ON MY MIND.
A TARGET. WHERE IS THIS? NORTH COLLEGE STREET THIS IS IN THE SPOT IT IS JUST TO THE SOUTH OF THE WRIGHT STREET PARKING DECK.
IT IS WHERE IT WAS ONCE QUIXOTE'S AND THE UNIVERSITY IN
[00:30:03]
HOTEL AND THEY HAVE BEEN TORN DOWN SINCE THE CONSTRUCTION OF OUR PARKING DECK. CONSTRUCTION WAS STAGED THERE.IT ABUTS WHAT IS KNOWN AS THE GAP/5 GUYS BUILDING ON THE OTHER
I KNOW. RUMOR HAD IT WAS GOING TO BE SOMETHING ELSE. THAT IS WHY I WAS A BIT
CONFUSED. >> SPEAKER: ANY OTHER, THE
QUESTIONS? >> SPEAKER: IS THIS GOING TO BE 32 HOUSING UNITS AS PART OF THE PUMP -- COMPLEX?
HOW MANY UNITS? >> SPEAKER: THEY ARE APARTMENT STYLE UNIT BUT THEY HAVE TO BE MARKET RATE HOUSING.
>> SPEAKER: AND I NOTE THE INVESTORS ARE HERE AS THEY ALWAYS ARE AND I ALSO LIKE TO KNOW THAT THERE ARE A LOT OF RENDERINGS IN THE PACKET AND THEY WORK HANDLING THE DOWNTOWN DESIGN COMMITTEE AND THIS BUILDING IS NOT AS TALL AS IT COULD BE. IT'S A 55-FOOT RANGE.
AND IT STEPS BACK AND THEY PUT MUCH ARCHITECTURE ON ITS WORKING WITH THE DOWNTOWN REVIEW COMMITTEE AND IT WILL COMPLIMENT THE PARKING DECK NICELY. THE OTHER THING I WOULD LIKE TO STATE IS WELL ANYBODY IN THE ADJACENT PROJECT IS WELCOME TO USE THE WRIGHT STREET PARKING DECK, THERE IS NO AGREEMENT OTHERWISE. ALL DOWNTOWN MERCHANTS HAVE THE ABILITY TO VALIDATE PARKING IN THEIR OWN WAYS THEY DO OR WORK FOR THE CITY TO DO THAT. THE SAME OPPORTUNITY WILL BE AFFORDED TO THIS RETAILER. BUT IT'S NO DIFFERENT THAN
ANYTHING ELSE DOWNTOWN. >> SPEAKER: I'M JUST EXCITED THAT WE ARE GOING TO HAVE A TARGET AND WE CAN NOW SHOP IN AUBURN IF WE WANT TO SHOP AT TARGET.
AND I COMMEND THE DEVELOPERS FOR YOUR DILIGENCE AND YOUR STEADFASTNESS IN MAKING SURE THAT THAT PARCEL IS DEVELOPED IN A MANNER THAT IS IN KEEPING WITH THE GROWTH OF OUR COMMUNITY AND BRINGING SOMETHING THAT IS NEEDED TO THE DOWNTOWN AREA
PERSONAL THANK YOU FOR THAT. >> SPEAKER: EARLIER TONIGHT WE APPROVED AN EASEMENT THAT IS GOING TO PROVIDE A LIGHTED SIDEWALK THAT WILL LEAD FROM THE REAR OF THAT.
>> SPEAKER: THE DEVELOPERS ARE FUNDING THAT.
GOES BETWEEN THE RIGHT STREET PARKING DECK AND THIS PROJECT.
AND MEET ADA REQUIREMENTS. THE REASON WE DID NOT DO THAT AT THE TIME OF THE WRIGHT STREET PROJECT IS BECAUSE THIS PROPERTY WASN'T DEVELOPED IN THE DEVELOPMENT PLANS WERE NOT FINALIZED. SO THEY ARE DOING THAT AND WE ARE ALSO GETTING A BIGGER KIND OF PUBLIC BECAUSE THE AREA BETWEEN THE TWO BUILDINGS. THOSE WERE EASEMENTS TO ALLOW WINDOWS ON THE NORTH SIDE OF THE WORLD IN WHICH IS A BIG DEAL AT THE GROUND LEVEL SO YOU DON'T HAVE BLANK WALLS.
>> SPEAKER: THANK YOU, MEGAN FOR JUMPING ON THAT.
AND AS BETH SAID, I APPRECIATE THE INVESTMENT IN AUBURN.
THANK YOU TO THE DEVELOPERS. ANY OTHER COMMENTS OR QUESTIONS? ALL RIGHT MEGAN, IS AS A VOICE VOTE OR ROLL CALL?
>> SPEAKER: TO ROLL CALL. AS LONG AS YOU HAVE NO
OBJECTIONS YOUR GOOD. >> SPEAKER: OKAY.
[12. CITIZENS’ OPEN FORUM]
>> SPEAKER: MAYOR, THOSE ARE ALL THE ITEMS OF BUSINESS WE
HAVE. >> SPEAKER: AT THIS TIME OPPORTUNITY FOR THE CITIZENS TO ADDRESS THE CITY COUNCIL.
WE ASKED THEM TO COME FORWARD AND GIVES YOUR NAME AND ADDRESS FOR THE RECORD. YOU HAVE THREE MINUTES TO SPEAK TO THE COUNCIL. PLEASE MAKE YOUR COMMENTS FOR THE COUNCILS AND NOT TOWARD ANY INDIVIDUAL.
THANK YOU. >> SPEAKER: GOOD EVENING.
A BEAUTIFUL DAY TODAY. GLAD TO SEE THE COUNCIL AND THE MAYOR. MY NAME IS ROBERT WILKINS TO 61 DENTON DRIVE, AUBURN, ALABAMA. I WANTED TO TALK ABOUT ENTRAPMENT. ENTRAPMENT BY CITY OF 150 AUBURN FAMILIES. ORDINANCE 3288 SHORT-TERM RENTALS. MY MAIN CONCERN WAS THAT THE FIRST MEETING OF THE SHORT SHORT-TERM RENTAL BACK IN 2018 THE WHOLE THING THAT WAS REALLY DISCUSSED WAS PROPER TAX REVENUE FOR THE SHORT-TERM. AND I KIND OF QUIT GOING TO THOSE MEETINGS. BUT AFTER THAT THERE WAS A PUPPET TASK FORCE THAT WAS DEVELOPED.
THREE CITY EMPLOYEES, TO COUNCIL MEMBERS, THE MAYOR, TO DEVELOPERS AND A PROFESSOR. NOT A SINGLE PERSON WOULD BE AFFECTED BY THE ORDINANCE WAS ON THE TASK FORCE.
I HAVE NO IDEA WHY Y'ALL DID THAT.
THE TASK FORCE SHOULD HAVE BEEN ADDED MAYBE FIVE OR SEVEN CITIZENS THAT WERE AFFECTED SO YOU WOULD HAVE SOME REAL INPUT.
I LISTENED TO THE TASK FORCE ONLINE.
THERE WAS NO SUBSTANCE TO IT BECAUSE YOU DIDN'T REALLY DISCUSS ANYTHING BECAUSE YOU DIDN'T HAVE ANYONE THERE THAT WAS BEING AFFECTED. BOTH TASK FORCE MEETING HAD NO SUBSTANCE. UNDERSTANDABLY THAT'S WHY THERE WAS NO RECOMMENDATIONS. THEY SHOULD HAVE BEEN SOME RECOMMENDATIONS. I'VE NEVER HEARD OF A TASK FORCE NOT HAVING RECOMMENDATIONS. CITY PURCHASE OF SOFTWARE TO
[00:35:04]
MONITOR AND ENTRAP 151 FAMILIES. HOW WAS ENTRAPMENT ACCOMPLISHED? BY MAKING BOGUS RESERVATIONS. COPYING THE RESERVATIONS FROM MUNICIPAL JOB. ENTRAPMENT IS NOT ILLEGAL BUT I FEEL IT IS UNETHICAL AND A TERRIBLE WAY TO GO AFTER HARD-WORKING TAXPAYING AND ABIDING CITIZENS.THIS SOFTWARE WAS BOUGHT BEFORE THE ORDINANCE 3288 WAS PASSED.
CAN KENNETH CITY SPY ON THE CITIZENS? I FELT LIKE IT WAS. FEBRUARY OF LAST YEAR THE ORDINANCE 3288 SHORT-TERM RENTAL WAS AMENDED BY THE COUNCILMAN WITTEN TO LET EVERYONE BE ABLE TO DO SHORT-TERM RENTALS.
BUT WAS STRUCTURED AND RULES. IT PAST BUT HAD TO BE READVERTISED BECAUSE OF THE CHANGE.
AND ROEE VOTED ON IN MARCH. BETWEEN FEBRUARY AND MARCH MEETING, YOU THE MAYOR DECIDED TO MAKE A SECOND AMENDMENT TO CHANGE IT BACK TO THE ORIGINAL ORDINANCE.
WHERE 151 FAMILIES WOULD BE DISCRIMINATED AGAINST AND DISCRIMINATION IS DEFINED AS THE UNEQUAL TREATMENT OF AN INDIVIDUAL OR GROUP ON THE BASIS OF THEIR STATUS.
WAS THE MARCH CHANGES TO ORDINANCE 3288 WAS MADE FOR FINANCIAL OR POLITICAL OR JUST PRESSURE FROM A FEW CITIZENS OR SOMETHING ELSE? I JUST DON'T KNOW WHY.
I FEEL IN THE HEART THAT EACH ONE OF YOU JOINED THE COUNCIL TO HELP THE CITY. I REALLY BELIEVE YOU DID.
BUT I JUST WANT TO SAY I ASKED YOU TO GO BACK AND CHECK YOUR HEART TO SEE IF YOU STILL FEEL THAT WAY.
IF YOU THINK THE PRACTICE OF ENTRAPMENT, DISCRIMINATION TAKING AWAY CITIZENS CONSTITUTIONAL RIGHT MAKES YOU FEEL GOOD AT NIGHT. IF IT DOESN'T, YOU ALL NEED TO
BE ON THIS COUNCIL. >> SPEAKER: YES OR, THANK YOU.
THANK YOU MR. WILKINS. I APPRECIATE YOU COMING UP HERE
EVERY SINGLE MEETING. >> SPEAKER: WHO WILL BE NEXT?
