AUGUST THE 30TH. UNDER MARES ANNOUNCEMENTS TONIGHT I JUST WANT TO SAY THANK YOU TO OUR CITY, OR PUBLIC SAFETY LEADERSHIP, OUR POLICE, LEADERSHIP, OUR SCHOOL SYSTEM LEADERSHIP, FOR THE PROVISION OF SROS AT ALL OF OUR SCHOOLS.

IT IS NOT COMPLETED YET, BUT THE GOAL IS THERE AND WE ARE GOING TO GET TO THE GOAL AND IT IS A BIG STEP, BUT THE MOST IMPORTANT STEP WE CAN TAKE TO PROTECT OUR FAMILIES AND OUR CHILDREN WHILE THEY ARE AT SCHOOL DURING THE DAY.

PAUL, I HOPE YOU WILL EXTEND OUR THANKS TO ALL OF THE STAFF AND EVERYBODY THAT YOU WORK WITH. WE ARE CERTAINLY GRATEFUL FOR THAT AND LOOK FORWARD TO GETTING ALL OF THIS IN PLACE IN THE VERY NEAR FUTURE. THANK YOU.

ALSO TODAY I WAS ABLE TO SPEAK TO THE LOCAL LIONS CLUB.

I APPRECIATE WHAT AN OUTSTANDING GROUP THEY ARE.

COLLECTING GLASSES TO PROVIDE FOR THOSE IN NEED WHO CAN'T AFFORD EYEWEAR AND APPRECIATE THEIR EFFORTS THIS PAST WEEK I WENT OVER TO GREATER PEACE BAPTIST CHURCH IN OPELIKA TO BE A PART OF A LEADERSHIP SUMMIT WITH 100 BLACK MEN OF EAST ALABAMA. I APPRECIATE CLIFFORD JONES AND HIS CONTINUED LEADERSHIP FOR THIS ORGANIZATION.

WE HAVEN'T HAD A CHANCE TO MEET IN THE LAST COUPLE OF YEARS BECAUSE OF THE PANDEMIC BUT WE LOOK FORWARD TO MEETING QUARTERLY IN THE NEAR FUTURE TRICK I MENTIONED THIS IN OUR LAST MEETING, ONE OF THE MOST WONDERFUL CEREMONIES WE HAVE HERE AT THE CITY THE FIREFIGHTER GRADUATION, THE STUDENT FIREFIGHTER GRADUATION TRICK THAT WAS HELD RECENTLY AND I WAS ABLE TO PARTICIPATE IN READING THE OATH TO OUR NEW FIREFIGHTERS. AND I JUST THINK THESE YOUNG PEOPLE FROM GOING THROUGH THIS PROGRAM.

I THINK THE LEADERS AND THE PEOPLE THAT TRAIN THEM IN OUR FIRE DEPARTMENT WERE CERTAINLY PROUD OF THE TWO INDIVIDUALS WHO WILL BE GOING TO PHOENIX CITY AND SERVING THE COMMUNITY AND THE REST OF THEM THAT WILL BE HERE WITH US.

WE ARE VERY EXCITED ABOUT THAT AND THANKFUL FOR EVERYTHING THEY DO. THE UNITED WAY KICKOFF WAS RECENTLY HELD AND IT WAS WELL COVERED IN OUR LOCAL NEWSPAPERS.

THERE WERE HUNDREDS OF PEOPLE FROM BOTH OF OUR COMMUNITIES THERE. TO PUT TOGETHER MEALS FOR THOSE IN OUR COMMUNITY THAT NEEDED THAT.

IT WAS GREAT, WATERY, PEOPLE FROM AUBURN-OPELIKA HAVING A REALLY GOOD TIME AND IT WAS A LOT OF FUN AND I APPRECIATE THE UNITED WAY AND THE WAY THEY SERVE AUBURN AND OPELIKA TRICK THOSE NONPROFITS IN OUR COMMUNITY THAT NEED THEM AND I APPRECIATE THE FOOD BANK. THEY WERE PROVIDED SOME GREAT FOOD OUT OF THIS BUT THEY GAVE UP SOME OF THEIR SPACE AND ALLOWED A LITTLE CHAOS TO HAPPEN THAT MORNING BUT IT WAS A LOT OF FUN AND I APPRECIATE THAT. IN OUR COMMUNITY THIS WEEK IS THE SOUTHEASTERN DISTRIBUTION AND APPARATUS SCHOOL AND I SPOKE TO THEM YESTERDAY MORNING AND THEY HAVE THE HOTEL AND CONFERENCE CENTER FILLED. MY WIFE AND I WERE DOWN TEN EATING AND THEY WERE FILLING DOWNTOWN UP AND WE APPRECIATE THEM SHARING THEIR TIME WITH US THIS WEEK HERE IN OUR COMMUNITY.

FIND THEY WANT TO REMIND EVERYBODY WE ALLUDED TO EARLIER, NEXT TUESDAY IS MUNICIPAL ELECTION OR IF THERE ARE FIVE ELECTIONS TO STILL BE DECIDED PERIOD THERE ARE PEOPLE IN THIS DAIS THAT ARE RUNNING FOR ELECTION, PEOPLE SITTING IN THIS AUDIENCE RUNNING FOR ELECTION AND I APPRECIATE EVERY SINGLE ONE OF YOU GIVING YOUR TIME, GIVEN YOUR SUMMER, GIVING UP YOUR WEEKENDS AND EVENINGS TO GO AND MEET THOSE PEOPLE THAT LIVE IN YOUR WORD FOR IT THANK YOU FOR DOING THAT.

WE SHOULD ALL BE GRATEFUL AND APPLAUD YOU FOR TAKING THE TIME TO DO THAT. AND SO I CHALLENGE OUR COMMUNITY , WE HAVE ONE TASK I WOULD LIKE FOR YOU TO TAKE UPON YOURSELF NEXT TUESDAY. TAKE ABOUT 15 OR 20 MINUTES AND DRIVE TO YOUR WARD LOCATION WHERE YOU VOTE AND GO VOTE FOR IT IS VERY IMPORTANT. THIS TOWN HAS CONTINUED TO GROW AND WILL CONTINUE TO HAVE CHALLENGING THINGS WE WILL HAVE TO DECIDE AND WE NEED COMMITTED PEOPLE APPEAR SHARE YOUR VISION FOR AUBURN'S FUTURE TRIP SO DO THE RESEARCH, FIND THOSE PEOPLE THAT REPRESENT WHAT YOU THINK IS IN AUBURN'S BEST INTEREST, AND PLEASE PLEASE GO VOTE NEXT TUESDAY ARE FAR AND THANK EVERYBODY FOR THE TIME THAT YOU SPENT RUNNING FOR ELECTION TRICK ANYBODY ELSE ON THE COUNCIL HAVE ANYTHING THEY WOULD LIKE TO SAY?

>> SPEAKER: I DO. I WANT TO ALSO GIVE PAUL

[00:05:03]

REGISTER AND PUBLIC SAFETY THEIR PROPS.

LAST NIGHT AND ALSO MR. DAVIS FOR ALLOWING US TO CONTINUE TO HAVE OUR SCOUT MEETINGS AT BLINKEN.

LAST NIGHT THE SCOUTS HAD A SESSION ON BULLETIN AND THE PUBLIC SAFETY, TWO OFFICERS, OFFICER LEVITT AND OFFICER LEVY CAME OUT AND THEY DID AN EXCELLENT JOB.

THOSE SCOUTS FROM THE AGES OF FIVE TO 16, WE ONLY HAVE 116-YEAR-OLD. THE REST OF THEM ARE YOUNGER THAN THAT. THEY WERE SO ENGAGED AND THEY REALLY, REALLY ENJOYED THEM. I JUST WANT TO SAY THANK YOU PART. I WOULD LIKE TO CONTINUE THOSE RELATIONSHIPS IN THE NORTHWEST AUBURN WARD, HAVING A RELATIONSHIP BETWEEN OUR YOUNG PEOPLE.

WHEN I SAY YOUNG, THEY ARE YOUNG.

AND ACTUALLY I WAS THE YOUNG ONES ARE MORE ENGAGED THAN THE OLDER ONES PICK THEY ASKED A THOUSAND QUESTIONS AND ONE OF THE KIDS SAID TO ONE OF THE OFFICERS, HE ASKED THE QUESTION, SHE SAID, MY MAMA SAID DIRK AND I THOUGHT HE THOUGHT THAT WAS A DELIGHT BECAUSE NOT ONLY ARE THEY LEARNING FROM US AS LEADERS BUT SOME OF THEM ARE LEARNING AT HOME AS WELL.

TO HAVE THOSE OFFICERS COME AND ENGAGE AND EAT WITH THE CHILDREN WAS ABSOLUTELY A DELIGHT. SO I JUST WANTED TO SAY THANK YOU, THANK YOU AND THANK YOU CITY MANAGER FOR MAKING THAT HAPPEN. AT THIS TIME, TOMMY, I'M GIVING THE PRAISE. (LAUGHTER)

>> SPEAKER: I CAN'T BELIEVE WHAT I JUST HEARD.

>> SPEAKER: THANK YOU AGAIN. >> SPEAKER: WHO WILL BE NEXT?

>> SPEAKER: I WOULD LIKE TO MENTION MR. BROWN, I DON'T KNOW IF MANY OF Y'ALL KNOW WHO HE IS. ANYONE WHO HAS GONE TO AUBURN HIGH SCHOOL SHOULD KNOW HIM. WE LOST A LEGEND THIS WEEK WITH HIM. WHEN I WAS AT AUBURN HIGH HE WAS A VICE PRINCIPAL, HISTORY TEACHER.

>> SPEAKER: MY HISTORY TEACHER. >> SPEAKER: I BELIEVE HE WAS AN EDUCATOR FOR 45 YEARS AND HE WILL BE TRULY MISSED IN THIS

COMMUNITY. >> SPEAKER: HE TRULY WILL BE.

AND HE WAS A GREAT BASKETBALL PA ANNOUNCER.

>> SPEAKER: I DON'T THINK A LOT OF THE STUDENTS -- I'M 61 YEARS OLD SO I DON'T THINK A LOT OF PEOPLE REALIZE THAT HE USED TO BE A HISTORY TEACHER TRICK HE WAS MY HISTORY TEACHER SO MOST OF THEM KNOW HIM AS YOU KNOW HIM NOW, AS ASSISTANT PRINCIPAL.

>> SPEAKER: ASSISTANT PRINCIPAL.

>> SPEAKER: HE WAS A HISTORY TEACHER DURING THAT TIME.

[5. AUBURN UNIVERSITY COMMUNICATIONS]

>> SPEAKER: ANYONE ELSE? WE WILL MOVE FORWARD.

AUBURN UNIVERSITY COMMUNICATIONS WILL COME BACK!

>> SPEAKER: HELLO HELLO. IS GOOD TO SEE YOU THIS WEEK.

AS I AM SURE MANY OF YOU NOTICED, TODAY WAS THE FIRST DAY OF CLASSES. WHICH IS SUPER EXCITING FOR IT WAS A BEAUTIFUL DAY AND IT WAS SO NICE TO SEE LIFE BACK ON CAMPUS AND ON SANFORD. WE DO FEEL LIKE THE STUDENTS ARE OFTENTIMES THE LIFEBLOOD OF THE COMMUNITY AND IT IS AWESOME TO SEE SO MANY SO EXCITED TO BE HERE AGAIN.

RESIDENT ROBERTS AND AUBURN WERE OUT MAKING THEIR PRESENCE KNOWN ALL DAY AND DRIVING STUDENTS TO CLASS AND A GOLF CART TRICK THAT WAS A LOT OF FUN TO WATCH. THOSE FEW LUCKY STUDENTS GOT A RIDE FROM THEM. IN HIS EFFORT TO KEEP CONNECTING WITH STUDENTS IN NEW WAYS THAT ARE FUN FOR THEM, PRESIDENT ROBERTS HAS ALSO STARTED AN INSTAGRAM.

I ENCOURAGE YOU ALL TO FOLLOW HIM.

IT IS AT AUBURN PRESIDENT ROBERTS ON INSTAGRAM SO DEFINITELY I ENCOURAGE YOU TO KEEP UP WITH HIM THERE.

HE HAS POSTED SEVERAL THINGS ALREADY SO WE ARE EXCITED TO SEE WHAT HE DOES WITH THAT. ALSO TODAY THE HEYDAY MARKET FINALLY OPENED. FOR LUNCH IT WAS CROWDED ALL DAY LONG AND THE STUDENTS LOVED IT. ASIDE A LOT OF POSITIVE FEEDBACK ON SOCIAL MEDIA AND I AM EXCITED THAT THEY OFFER -- YOU CAN PURCHASE YOUR MEALS THERE WITH DINING DOLLARS SO I THINK STUDENTS WILL REALLY ENJOY THAT OPTION AND WE ARE EXCITED TO SEE THE COMMUNITY THERE AS WELL. THEY WILL START OPENING FOR DINNER ON THE 23RD AND THEY WILL OPEN SEVEN DAYS A WEEK.

WE ARE REALLY EXCITED ABOUT THAT.

OVER THE WEEKEND THE PANHELLENIC HAD A REALLY SUCCESSFUL GOOD DAY. IS WERE GIVEN OUT TO 1533 WOMEN AND SO WE ARE EXCITED FOR ALL OF THOSE WOMEN AS THEY EMBARK ON THEIR JOURNEYS AND AUBURN CREEK LIFE.

AND ALSO THE COLLEGE OF NURSING SIMULATION PROGRAM RECEIVED FULL ACCREDITATION IN TEACHING AND EDUCATION FROM THE SOCIETY FOR SIMULATION AND HEALTHCARE. THIS IS A PEER-REVIEWED PROCESS THAT EXAMINES THAT PROGRAMS, PROCESSES AND OUTCOMES LOOKING FOR HALLMARKS OF QUALITY HEALTHCARE SIMULATION AND SO WE ARE REALLY EXCITED ABOUT WHAT THIS MEANS FOR THE EDUCATION THAT OUR STUDENTS ARE RECEIVING. THAT'S ALL FOR ME THIS WEEK SO

WAR EAGLE. >> SPEAKER: GLAD TO HAVE OUR

[6. CITIZENS’ COMMUNICATIONS ON AGENDA ITEMS.]

[00:10:01]

STUDENTS BACK WITH US. AT THIS TIME WE WILL OPEN IT UP FOR CITIZENS COMMUNICATIONS ON ITEMS FROM TONIGHT'S AGENDA.

REMEMBER THIS IS JUST FOR ITEMS ON TONIGHT'S AGENDA.

IF YOU WOULD LIKE TO ADDRESS CITY COUNCIL PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD AND YOU WILL HAVE FIVE MINUTES TO ADDRESS THE CITY COUNCIL.

[7. CITY MANAGER’S COMMUNICATIONS.]

SEEING NO ONE WILL MOVE AHEAD WITH CITY MANAGERS

COMMUNICATIONS. >> SPEAKER: AS MAYOR MENTIONED EARLIER, THERE WILL BE A CITY COUNCIL MEETING ON MONDAY AUGUSE ELECTION RESULTS AND IT WILL BE AT NOON IN THE COUNCIL CHAMBERS.

WE ALSO HAVE THE ANNOUNCEMENT OF THREE VACANCIES ON THE INDUSTRIAL DEVELOPMENT BOARD FOR TERMS THAT BEGIN OCTOBER 10, 2022, AND ENDS OCTOBER 9, 2028. APPOINTMENTS WILL BE MADE AT THE

[8. CONSIDERATION OF CONSENT AGENDA.]

SEPTEMBER 20 MEETING. FIRST ITEM OF BUSINESS IS CONSENT AGENDA. DOES ANY COUNCIL MEMBER WISH TO REMOVE AN ITEM FROM THE CONSENT AGENDA AND DEAL WITH THAT ITEM

INDIVIDUALLY? >> SPEAKER: I WOULD LIKE TO

TAKE 8D, SIX AND 8E1. >> SPEAKER: ANYONE ELSE?

>> SPEAKER: 8D2. >> SPEAKER: OKAY.

ANYONE ELSE? WHY DON'T WE START WITH EIGHT D2. AUTHORIZES PAYMENT OF ANNUAL DUES TO THE ALABAMA LEAGUE OF MUNICIPALITIES IN THE AMOUNT OF

$16,446.17. >> SPEAKER: MOVE APPROVAL.

>> SPEAKER: SECOND. >> SPEAKER: MOCHA AND SECOND.

CONNIE COMMENTS OR QUESTIONS? >> SPEAKER: I JUST WANTED TO ASK A QUESTION ABOUT THIS. THIS ALABAMA LEGAL OF MUNICIPALITIES, IS IT OPEN NOW FOR TRAVEL OR IS IT STILL

VIRTUAL? >> SPEAKER: THE MAYOR IS ON THE LEAGUE BOARD'S THAT WE ARE MEETING IN PERSON.

MEETING QUARTERLY. WE ACTUALLY HAD OUR LAST MEETING ABOUT TWO WEEKS AGO IN MONTGOMERY.

THERE ARE OTHER TRAININGS AND THINGS THAT THEY ARE STILL DOING SOME VIRTUALLY, BUT THE LEAGUE ANNUAL MEETING WAS HELD IN TUSCALOOSA IN MAY IN PERSON, SO IT IS MOVING FORWARD.

>> SPEAKER: OKAY. THAT'S IT.

>> SPEAKER: ANY OTHER COMMENTS OR QUESTIONS? ALL IN FAVOR? ANY OPPOSED?

MOTION CARRIES. >> SPEAKER: ITEM AGED 96 AUTHORIZES PURCHASE OF 27 PARKING KIOSKS FROM T2 SYSTEMS

IN THE AMOUNT OF 252,000 DOLLARS >> SPEAKER: MOVE APPROVAL.

>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND.

MR. DIXON? >> SPEAKER: I JUST HAD A FEW QUESTIONS ON THIS ITEM. I AM REALLY JUST CURIOUS WHY WE NEED 27 KIOSKS. I'VE LOOKED THROUGH THE THING AND I JUST I'M NOT REALLY UNDERSTANDING WHY WE NEED THAT MANY. IT IS A LOT OF MONEY TO BE SPENDING AND THE WAY THAT THE WORLD KIND OF WORKS NOW, WE LIVE ON OUR PHONES AND YOU CAN EASILY DOWNLOAD AN APP THAT I BELIEVE HAVE THE APP AS AN OPTION ALREADY.

I DO A BIT OF TRAVELING AT A LOT OF PLACES I GO TO AND I PARKED MY CAR YOU JUST SCAN A QR CODE OR WHATEVER AND YOU PAPERWORK THAT IS REALLY MY QUESTION I'M JUST TRYING TO FIGURE OUT WHAT THE RATIONALE IS FOR 27. I'M NOT AGAINST HAVING SOME.

WE HAVE SOME HERE ALREADY. ARE WE TRYING TO REPLACE SOME OF THOSE? TO SEE WHERE WE ARE ACTS ASKED

AND MAYBE MORE QUESTIONS. >> SPEAKER: GREAT QUESTIONS.

WE ABSOLUTELY DO HAVE THE ABILITY TO PAY BY APP.

AND SO THAT HAS BEEN OUT THERE AND BE ROLLED THAT OUT ABOUT A YEAR AGO. WORK THAT IS GOING FAIRLY WELL.

ONE OF OUR CHALLENGES IS THAT WE HAVE POPULATION FROM YOUNG TO AN AGING BUT YOUNG AT HEART POPULATION WHO TRAVERSE OUR DOWNTOWN AND THE MAINSTAY OF COMPLAINTS AND THE MAYOR AND I HAVE RECEIVED A FEW LATELY COLLECTIVELY IS I GOT A TICKET AND I HAD NO IDEA I HAD TO PAY IT KIOSKS.

I'M CERTAINLY NOT GOING TO USE AND AFTER I DON'T EVEN KNOW HAVE APPS ON MY PHONE AND THAT KIND OF THING.

I GET THE NOTION WITH THE 27 KIOSKS.

WE HAVE A NUMBER OF EXISTING KIOSKS PICK WE ARE HAVING PROBLEMS. ALL OF YOU HAVE BUMPED ME AT ONE POINT IN TIME ABOUT SOMETHING YOU HAVE SEEN ON SOCIAL MEDIA WITH THEM NOT WORKING. BASED ON THEIR AGE, WE ARE HAVING CERTAIN ISSUES WITH THEM THAT WE ARE NOT PLEASED WITH AND WE HAVE NOT BEEN ABLE TO RECTIFY THE NEWEST KIOSKS THAT ARE THIS BRAND, THERE ARE TWO THAT EXIST IN DOWNTOWN RIGHT NOW FOR THAT ONE IS AT AUBURNBANK PROPERTY AND WHAT IS SITTING -- WE DO METERED PARKING AT AUBURN UNIVERSITY AND THAT IS A CITY STREAM AND THAT IS CITY PARKING. WE ARE VERY SHORT MOVING FURTHER UP COLLEGE IN FRONT OF INGRAM HALL AND THAT AREA.

WE HAVE NONE DOWN BY THE WRIGHT STREET PARKING DECK.

WE HAVE A NUMBER OF AREAS WE DON'T HAVE ANY.

WRIGHT STREET IS ONE OF THEM. IF YOU SIT IN MY OFFICE AND WATCH THE PEOPLE MOVE THEIR CARS ALL DAY, WHICH IS WHAT THEY DO

[00:15:03]

TO TAKE UP THE PARKING THERE. THERE IS NO CHARGE, NO CHARGE FURTHER ON NORTH GAY ST. BY THE STANDARD.

THERE IS NO KIOSKS RIGHT NOW IN THE VICINITY OF PAPA JOHN'S PIZZA TRICK SO WE HAVE A A LOT OF HOLES IN DOWNTOWN AND EVEN THOUGH WE HAVE SIGNAGE UP ABOUT THE APP WHERE WE HAVE KIOSKS, WHERE WE HAVEN'T BEEN ABLE TO SUPPLY KIOSKS WE ONLY JUST SAY TO OUR PARKING FOR THIS ISN'T ABOUT MONEY FOR THE CITY.

THIS IS JUST ABOUT TURNING THE PARKING OVER FOR THE MERCHANTS.

AND SO THE 27 IS THE WHOLESALE REPLACE TRICK THE OTHER CHALLENGE TO HAVING SOME OF THESE KIOSKS HAS BEEN A FIBER OPTIC CONNECTIVITY AND WE HAVE FINALLY FOUND SOME KIOSKS THAT WE ARE PLEASED WITH THEIR WIFE I CAPABILITIES.

WE NOW HAVE ADEQUATE ELECTRICITY ON THE STREET TO POWER THESE.

THAT IS BEEN A BIG IMPEDIMENT. THIS IS TO PROVIDE EQUAL BILLING FOR KIOSKS EVERYWHERE PICK THE ONE CAVEAT IS THAT THE APT WE HAVE A SWIPE FEE THAT IS CHARGED PER CREDIT CARD TRANSACTION THAT IS MUCH HIGHER THAN IT IS AT A KIOSK TRICK WE HAVE OFTEN THOUGHT ALSO GOTTEN FEEDBACK. ALL THE APPOSITE RIPOFF IS THE CONVENIENCE FOR -- WE ADMITTED CITY CODE TO ALLOW IT BECAUSE THAT IS WHAT WE ARE CHARGED AND YOU DID NOT FEEL STAFF RECOMMENDED THAT THE TAXPAYER SHOULD BE EATING THE 30 PERCENT SWIPE. IS MUCH LOWER SWIPE FEE ON THE KIOSKS EMILY YET TO CHARGE CITIZENS FOR THAT TRICK SOME PEOPLE ARE LIKE IT DOES MATTER ABOUT THE $0.30 TO THEM AND HOW THEY DO THEIR PERSONAL FINANCES SO WE ARE OFFERING BOTH OPTIONS.

I DO NOT DISAGREE IN ANY WAY, SHAPE OR FORM THAT OVER TIME THE KIOSK MAY CONTINUE TO DISAPPEAR. ONE OF THE OTHER THINGS IS YOU WILL HEAR IN THE VICINITY OF THE LOCKER ROOM WE ARE HAVING A LOT OF CHALLENGE, THERE ARE NO KIOSKS DOWN THAT WAY FOR THEY HAVE A LOT OF CUSTOMERS THAT STAY FOR A WHILE AND ARE VERY FRUSTRATED OR THEY HAVE COME FROM FAR AND WIDE TO GO SHOP AT THE LOCKER ROOM, PER SE,. THEY DIDN'T REALIZE I SHOULD HAVE PAID A KIOSK EVEN THOUGH WE HAVE SIGNS ON EVERY POLL.

WE HAVE PEOPLE SOMETIMES MISS IT.

THE PRESENCE OF KIOSKS ALSO SHOWS THEM, HEY, YOU SHOULD PAY

HERE. >> SPEAKER: THE ONES THE CHALLENGE BECAUSE OF OUR AGE OF OUR KIOSKS BACK THE PREVIOUS ONES HAVE ASKED WHY WE COULD REPLACE THEM WE CAN GET PARTS FOR THEM FOR THEY DIDN'T EXIST. THE CURRENT KIOSKS WERE STARTING TO HAVE A LOT OF ISSUES AND I DIDN'T HAVE A CALL HOW OLD THEY

ARE. >> SPEAKER: I DON'T KNOW THE EXACT AGE THERE WERE SOME RECURRING ISSUES WITH SCREENS NOT BEING VISIBLE. THE OTHER ISSUE IS THAT THE SUPPORT STAFF WITH THE CURRENT VENDOR WAS LACKING AS FAR AS TOTAL STAFF COUNT AND SO WE WOULD WAKE MONTHS AT A TIME.

>> SPEAKER: THEY CAN'T BE THAT OLD SPIRIT I REMEMBER WHEN THE KIOSKS WERE INSTALLED. IT COULDN'T BE MORE THAN FIVE OR SIX YEARS AGO. MAYBE A LITTLE BIT LONGER.

>> SPEAKER: I HAVEN'T TAKE A LOOK AT THE AGE.

I CAN ASSURE YOU THIS WAS IN THE BUDGET SO APPROVED AS PART OF THE BUDGET PROCESS. THE REASON WHY IT IS BEFORE YOU NOW IS THE ACTUAL PURCHASE IS IN AND WE WOULDN'T RECOMMEND THIS TRICK I'M NOT A FAN OF SPENDING ANY MORE THAN WE NEED TO ON KIOSKS, BUT THE VOLUME OF COMPLAINTS WHICH ARE HITTING THE CITY MANAGER'S DESK AND A LOT OF THEM COME VIA THE MAYOR IS PRETTY HYPER WE ARE ALSO TRYING TO HAVE PEOPLE AND UNFORTUNATELY CLASSES ARE BACK IN SESSION. ART MERCHANTS ARE PRETTY STAUNCH ABOUT TRYING TO KEEP THOSE FREED UP OR ARE GETTING LONG TERM PARKING ON THE RIGHT DOOR'S WRIGHT STREET DECK AND SHORT TERM ON THE STREET TRICK PEOPLE FIGHT OVER THE SPACES WE ARE NOT CHARGING FOR AND THAT'S AN ENFORCEMENT CHALLENGE.

IT'S UP TO THE COUNCIL HOW THEY WISH TO PROCEED.

>> SPEAKER: ANY OTHER COMMENTS OR QUESTIONS?

>> SPEAKER: I JUST THINK THAT WE NEED TO HAVE A GOOD MARKETING CAMPAIGN AND PUT SOME MORE POSTS UP.

I DON'T THINK WE NEED TO SPEND $250,000 ON 27 PARKING KIOSKS.

SO I WILL BE SAYING NAY ON THIS. >> SPEAKER: I HEAR MORE COMPLAIN ABOUT NOT HAVING CONVENIENT KIOSKS.

IF YOU HAVE TO WALK AROUND THE BLOCK TO PAY FOR YOUR PARKING SPOT, I DON'T MIND PAYING AN ADDITIONAL KIOSK, PEOPLE ARE YOU JUST PULLING UP AT A SPOT AND PUTTING A QUARTER IN A PARKING METER AND GO IN. NOW WE HAVE KIOSKS SPORADICALLY AROUND, BEHIND THE SHOPS, NEAR THE MINUTES WILL DECK.

AND EVEN ON THE STREETS. YOU HAVE TO WALK IF YOU'RE JUST PARKING IN FRONT OF YOUR STORE YOU HAVE TO WALK A BLOCK OF THE STREET JUST TO KEY IN THE KIOSK TRICK I'M ALL ABOUT MAKING IT A

BIT MORE CONVENIENT. >> SPEAKER: ANYONE ELSE? WITH EMOTION AND SECOND ALL IN FAVOR, PLEASE SAY AYE.

ANY OPPOSED? >> SPEAKER: DEBATE E1 UTILITY EASEMENTS FOR SPYGLASS PHASE TWO IN THE YARBROUGH FARMS

[00:20:04]

SUBDIVISION. >> SPEAKER: MOVE FOR APPROVAL.

>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND.

>> SPEAKER: I WILL ABSTAIN FROM THE VOTE.

>> SPEAKER: ANY OTHER COMMENTS OR QUESTIONS? ALL IN FAVOR, PLEASE SAY AYE. ANY OPPOSED?

>> SPEAKER: ABSTAIN. >> SPEAKER: ONE ABSTENTION.

MOTION PASSES. MOTION TO APPROVE THE BALANCE OF

THE CONSENT AGENDA? >> SPEAKER: SO MOVED.

>> SPEAKER: MOTION AND SECOND. TO APPROVE THE BALANCE OF THE CONSENT AGENDA. CHAT EIGHT ANY OPPOSED?

[9. ORDINANCES.]

>> SPEAKER: I THINK IT IS A GREAT POTENTIAL ADDITION TO THE DOWNTOWN. I LOOK FORWARD TO VISITING ONCE

>> SPEAKER: ITEM 10B IS THE VACATION OF A PORTION OF MIRACLE WORD -- MIRACLE ROAD AND IT AUTHORIZES THE MAYOR AND CITY COUNCIL TO EXECUTE QUITCLAIM DEEDS RELINQUISHING THE PROPERTY EACH RESPECTIVE PROPERTY OWNER IS PHASES FIVE, SIX AND SEVEN OF THE WOODWARD OAKS DEVELOPMENT ARE DEDICATED AND CONSTRUCTED.

A PUBLIC HEARING IS REQUIRED. >> SPEAKER: MOVE APPROVAL.

>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND IT WILL OVER THE PUBLIC HEARING FOR IT IF YOU WOULD LIKE TO ADDRESS THE COUNCIL PLEASE COME FORWARD AND GIVE YOUR NAME AND ADDRESS FOR THE RECORD FOR SEEING NO ONE WILL CLOSE THE PUBLIC HEARING FOR KENNY, TOOK QUESTIONS FROM THE COUNCIL?

>> SPEAKER: YES MR. MAYOR HAVE A QUESTION FOR THE CITY MANAGER PICKED A MAP SHOWING THE ROUTE THAT IS GOING TO BE, IT LOOKS LIKE A IT CUTS THROUGH A LOT OF PROPERTIES AND MAY DIVIDE VISUAL LOTS BECAUSE THAT WOULD TO BE AN ISSUE?

>> SPEAKER: IS NOT THE CASE AT THIS TIME TO ONE OF THE CHALLENGING THINGS ABOUT THIS IN THE CITY ENGINEER WILL SPEAK TO THIS LITTLE FURTHER ESPECIALLY IF I DON'T GET IT RIGHT.

AS KNOWN IN THE WOODWARD OAKS MASTER DEVELOPMENT PLAN WE WERE GOING TO DO THIS. WHAT HAPPENS AS THERE ARE A NUMBER OF ACTIONS TO ABANDON RIGHT RIGHT-OF-WAY BECAUSE IT IS KIND RELOCATED. IF I CAN WALK YOU THROUGH THE DRAWING IN YOUR PACKET IT IS ABOUT THE THIRD PAGE OR SO.

THE COLOR DRAWING. IT IS EASIEST TO FOLLOW ITS FROM THE BOTTOM FROM THE SOUTHERN PART OF THE SHEET ON DONAHUE AND WORK YOUR WAY UP. ALL STREETS ARE IN SILVER OR SILVER COLOR EXIST TODAY. WHERE THE STREETS TO START TURNING THOSE WILL BE BUILT. IF YOU FOLLOW MIRACLE ROAD FROM WHERE IT IS TODAY AND YOU SEE THIS RED LINE WHERE IT TURNS RED THAT IS THE PIECE TO BE ABANDONED PRINT THAT WILL BE ABANDONED AS PHASES COME IN, THE PIECES OF IT RIGHT NOW FURTHER UP ARE GOING TO OTHER DEVELOPMENTS.

AS THAT OTHER PROPERTY OWNERS AS YOU GET CLOSER TO FIRE STATION NUMBER SIX. THIS ISN'T CUTTING ANYBODY'S LOT AT THIS TIME. EACH PHASE THAT NEEDS THE ROAD ABANDON YOU ARE PROVING AND ONE ACTION A PHASE OF THE TIME FOR WE WILL NOT EXECUTE ANY DOCUMENTS UNTIL IT IS RIPE FOR DEVELOPMENT AND THEY ARE READY TO MOVE FORWARD.

ALSO IF YOU SEE ON THE FAR RIGHT OF YOUR PAGE, LEE ROAD 677 THAT

[00:25:03]

KIND OF TIES IN AND THROUGH AND EVERYBODY WAS SO HAVE ACCESS THROUGH THE SUBDIVISION AS THEY DO THE DAY AND IT WILL CUT DOWN TREMENDOUSLY ON ANYBODY THAT ACCESSES THE CURRENT MIRACLE ROAD THEN NEEDS TO ACCESS IT FROM BEING BOTHERED WITH SUBDIVISION TRAFFIC. EVERYBODY CAN STILL GET THROUGH TO FARMVILLE ROAD AND WE WILL MAINTAIN ACCESS TO FARMVILLE ROAD THE ENTIRE TIME. IT IS DIRT TODAY, MIRACLE ROAD

IS COME IN THAT SECTION. >> SPEAKER: THANK YOU.

>> SPEAKER: ANY OF THE QUESTIONS? MOTION AND SECOND. ALL IN FAVOR, PLEASE SAY AYE.

[11. OTHER BUSINESS.]

ANY OPPOSED? THE MOTION CARRIES.

>> SPEAKER: MAYOR DOES ALL OF THE ITEMS OF BUSINESS WE HAVE

[12. CITIZENS' OPEN FORUM.]

FOR YOU. >> SPEAKER: THANK YOU.

WE WILL OPEN THE FLOOR FOR CITIZENS OPEN FORUM.

THIS IS THE TIME FOR YOU TO TALK TO THE COUNCIL ABOUT ANYTHING THAT MIGHT BE ON YOUR MIND. PLEASE GIVE YOUR NAME AND ADDRESS FOR THE RECORD AND REMEMBER THAT YOU HAVE THREE MINUTES AND ADDRESS YOUR COMMENTS TO THE COUNCIL.

>> SPEAKER: ROBERT WILKINS 261 DENSON DRIVE.

GOOD EVENING, MAYOR AND COUNCIL. I WANT TO TELL YOU A LITTLE STORY MY AC ON THE SUV DIDN'T WORK SO I HAD TO GO AND GET MY CONVERTIBLE TO MAKE IT WORK BECAUSE I HAD COLD AIR.

WHEN I WOULD STOP IT WOULD WORK BECAUSE THE BATTERY WOULD DIE OUT. SO I HAD TO LEAVE IT RUNNING.

I REMEMBER A GENTLEMAN A FRIEND OF MINE SAID, WHAT DID YOU DO, YOU ARE DELIVERING FOOD FOR EACH.

I SAID WHEN I DO IS I AM LETTING IT RUN FOR IT AND HE SAYS HOW LONG ARE YOU STAYING THERE, FIVE OR TEN MINUTES? TO GET THAT? HE SAID AREN'T YOU WORRIED ABOUT SOMEBODY STEALING IT? I SAID I'M IN THE LOVELIEST VILLAGE ON THE PLAINS PLANES I'M IN AUBURN, ALABAMA.

AND I SAID BESIDE IT'S JUST KENNY AND HE STUFFED IT WITH THE CITY DOES IS THEY STEAL YOUR CONSTITUTIONAL RIGHTS BUT THEY STILL YOUR PROPERTY RIGHTS AND THEY STEAL YOUR CIVIL LIBERTIES.

AND I FIGURED OUT WHAT I CONSIDER THE AUBURN COUNCIL NOW.

IT IS A BRICK AND MORTAR COUNCIL.

IT IS NOT A COUNCIL FOR THE PEOPLE.

THE COUNCIL IS LED BY BUREAUCRATS INSTEAD OF BEING LE.

I WENT TO THE WARD FIVE COUNCILMEMBER DORIS MEETING AT THE CHAMBER AND THE CANDIDATES WERE THERE.

TO REPLACE COUNCILMAN DIXON TOOK A KNOW IT IS HARD TO REPLACE COUNCILMAN DIXON. ALSO TO STAND UP FOR OUR RIGHTS.

THANK YOU, COUNCILMAN DIXON. THEIR VIEW WAS TO SAY THE NEIGHBORHOOD FOR KIDS TO WHICH THIS WAS ON 3288.

SARAH ALSO SAID THAT WE HAVE NEIGHBORS WHO CAN BORROW FLOUR AND SUGAR AND WHATEVER ELSE, CERIONE -- SARAH NEEDS TO DO HER DILIGENCE. THE DECISION WAS BASED ON NEIGHBORHOOD PROBLEM WITH A SHORT-TERM RENTAL A FRIEND OF HIS NEIGHBOR. AND I SAID, YOU CAN MAKE A CITY COUNCIL AND THEN ONE STRIKE AND YOU'RE OUT.

HE SAID ALSO HE WANTED TO MAKE SURE THAT ORDINANCE 3288 IS IN FORCE. SO YOU ARE GOING TO JOIN THE CITY ATTORNEY REVENUE DEPARTMENT LADY AND SETTING UP FAKE NAMES TO ENTRAP HONEST AUBURN CITIZENS.

MAYBE GO OUT FOR A READ LIKE WE DID OUR FORMER PRESIDENT.

BUILDING WAS THE ONLY ONE WHO WANTED TO SEE AN AMENDMENT MAKE A DECISION. SOMEBODY WHO LOOKS AT THE SITUATION IS A COUNCIL. THIS COUNCIL COUNCIL HAS LIED TO THE AUBURN CITIZENS. I HAVE IN FRONT OF ME YOU WERE SENT THE LAST TIME WE HAD A MEETING YOU WERE SENT 816 PEOPLE SAID NO, THEY DO NOT WANT THIS ORDINANCE, THEY WANT IT AMENDED PICKED Y'ALL DIDN'T EVEN ACKNOWLEDGE THAT YOU HAD 860 PEOPLE BECAUSE THEY DON'T MATTER.

SOMEHOW THEY DON'T MATTER BUT I CAN'T UNDERSTAND THAT.

THE TWO BIGGEST OPPONENTS AS BOB PARSONS, COUNCILMAN PARSONS AND COUNCIL IN GRISWOLD TRICK BOB SAID THERE WERE ONLY TWO PEOPLE OF ME AND. MR. GRISWOLD SAID LOOK AT THESE.

THERE'S A LOT MORE THE TWO EXPECT THANK YOU, MS. WILKINS

WHO WILL BE NEXT? >> SPEAKER: GOOD EVENING, COUNCIL. MY NAME IS BILLIE AUBURN NORTH DEBARDELEBEN STREET. APARTMENT FIVE PER I AM HERE TO SPEAK ABOUT THE STUDENT RESOURCE OFFICERS, SROS AND THE RECENT APPROVAL TO EXPAND THE NUMBER OF POSITIONS GIVING ONE AT EACH SCHOOL MINIMUM AND TWO HAD A COUPLE OF OUR SCHOOLS.

THIS IS A MAJOR COLLABORATION BY THE POLICE DEPARTMENT, CITY SCHOOLS, BOARD OF EDUCATION AND THE CITY OF AUBURN FOR IT I APPRECIATE THE EFFORTS THAT IT TAKES TO HAVE SOME AGENCIES WORK TOGETHER AND CREATE AN OUTCOME. THIS WAS COVERED ON WS FA AND A NOW PAPERPORT -- OA NOW PAPER. TRICK I SAW ASSISTANT CHIEF OF POLICE CLARENCE STEWART QUOTED SAYING WHAT EVERYONE WOULD LIKE

[00:30:02]

TO SEE IS A SAFE SCHOOL, A SAFE LEARNING ENVIRONMENTS AND THAT IS ABSOLUTELY THE CASE. I OF COURSE BACK THAT AS WELL.

WHAT I AM UP HERE TO BRING TO EVERYONE'S ATTENTION IS THE POSSIBLE UNINTENDED NEGATIVE CONSEQUENCES THAT HAVING SROS IN SCHOOLS COULD HAVE AND BRING TO OUR CITY AS A MORE LIKELY TO BE A DOWN THE ROAD THING AS A RIGHT OF -- RIGHT AWAY THANK.

THERE WAS A PIECE PUBLISHED BY THE AMERICAN CIVIL LIBERTIES UNION AND THE 2019 JOURNAL OF ADOLESCENT ADOLESCENT HEALTH ENTITLED A DESCRIPTIVE ANALYSIS OF SCHOOL AND SCHOOL SHOOTER CHARACTERISTICS AND SEVERITY OF SCHOOL SHOOTINGS IN THE UNITED STATES. AND LOOKED AT 1999 TO 2018 AND THEY FOUND NO CORRELATION BETWEEN HAVING AN SRO AT A SCHOOL AND HAVING AN IMPROVED OUTCOME DURING A SHOOTING EVENT.

ANOTHER ARTICLE TITLED 2019 COPS AND NO COUNSELORS SPOKE MORE ABOUT DISADVANTAGED SCHOOL COMMUNITIES WHICH IS NOT AUBURN'S CASE. IS BOOK ABOUT HOW MANY SCHOOLS WOULD HAVE A COP BUT NO COUNSELOR.

AND IMPACT IN THOSE SCHOOLS IS THAT STUDENTS WITH DISABILITIES WERE ARRESTED AND -- AFTER NEARLY TRIPLED RATE COMPARED TO THEIR PEERS WITHOUT DISABILITIES.

ANOTHER PIECE OVERVIEW AND EXCLUSIONARY DISCIPLINARY PRACTICES IN PUBLIC SCHOOLS FOR THE 2017 TO 18 SCHOOL YEAR PUBLISHED BY THE U.S. DEPARTMENT OF EDUCATION OFFICE OF CIVIL RIGHTS FOUND THAT BLACK STUDENTS ACCOUNT FOR NEARLY ONE THIRD OF ALL STUDENT ARRESTS AND SCHOOLS, WHICH IS TWICE THEIR SHARE OF ENROLLMENTS. 50 PERCENT BLACK STUDENTS GOT ARRESTED 30 PERCENT OF THE TIME. NOW WE DID HAVE AN INCIDENT HERE IN AUBURN, OFFICER LB, THE VARIOUS BRYANT WHO WAS ABLE TO INTERVENE AND PREVENT VIOLENCE. WE DO HAVE A REAL TANGIBLE REASON THAT WE ARE DOING THIS AND THAT WE ARE DOING THIS TO PREVENT -- PROTECT OUR STUDENTS AND TEACHERS AND EVERYONE.

I JUST WANT TO MAKE SURE THAT AS WE GO FORWARD WE ARE AWARE OF THE NEGATIVE THINGS WE MIGHT RUN INTO AND WE HAVE A PROACTIVE PLAN TO PREVENT THAT. THANK YOU.

>> SPEAKER: THANK YOU. >> SPEAKER: MAYOR, IF I MAY, I APPRECIATE HIS COMMENTS BUT AS A VETERAN POLICE OFFICER RETIRED, THE MORE IMPORTANT A DAD OF A STUDENT WHO WENT THROUGH THE AUBURN SCHOOL SYSTEM, I APPRECIATE THE COUNSELORS DID A WONDERFUL JOB BUT I WANT MY CHILD PROTECTED BY AN OFFICER OR ENTITY OF THE WEEK AND NOT AN SRO.

YOU CAN FIND A NEGATIVE ARTICLE ON ANYTHING YOU WANT.

OUT OFFICERS DO NOT DO IT DO AN OUTSTANDING JOB VETERANS COMING BACK TO GUARD OUR SCHOOLS, I HATE TO USE THAT TERM AT THAT WHAT BECOME. IT IS EASY, DO YOU WALK THE WALK? I TRY NOT TO DISCOURAGE TO PUT A BAD LIGHT ON WHAT THEY ARE TRYING TO DO.

I HAVE 35 YEARS SERVING THE CITY AND I HAVE YET TO SEE A NEGATIVE SCHOOL RESOURCE OFFICER IN OUR SCHOOLS.

THANK YOU. >> SPEAKER: WHO WILL BE NEXT? ANYONE? MOVED TO ADJOURN?

>> SPEAKER:
