(RECITAL OF PLEDGE OF ALLEGIANCE)
>> SPEAKER: I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.
(SILENCE) >> SPEAKER: THANK YOU.
PLEASE BE SEATED. THIS IS THE FIRST MEETING OF THE
[4. MAYOR AND COUNCIL COMMUNICATIONS]
MONTH AND SO WE WILL BEGIN THIS TIME BY RECOGNIZING OUR EMPLOYEE OF THE MONTH AS WELL AS A NUMBER OF OUTSTANDING EMPLOYEES.(MUSIC PLAYING) (VIDEO PLAYING)
>> SPEAKER: THIS IS MAYOR RON ANDERS AND WE ARE PROUD TO INTRODUCE YOU TO OUR SEPTEMBER EMPLOYEE OF THE MONTH AS WELL AS MANY OTHER OUTSTANDING CITY OF AUBURN EMPLOYEES.
(MUSIC PLAYING) >> SPEAKER: I'M MAYOR RON ANDERS AND WE ARE PLEASED TO INTRODUCE YOU TO OUR SEPTEMBER EMPLOYEE OF THE MONTH. I HAVE A MEMORANDUM HERE WRITTEN BY JOHN OUR INSPECTION SERVICES DIRECTOR.
I'M PLEASED TO NOMINATE BEAU MAYTON AS THE EMPLOYEE OF THE MONTH. BO BEGAN HIS TENURE WITH THE IMPLICIT INSPECTION SERVICES DEPARTMENT IN 2019 AS A BUILDING INSPECTOR. HE WAS PROMOTED TO FINAL INSPECTOR IN 2021. HE QUICKLY SETTLED INTO HIS ROLE AS AN INSPECTOR AND EXCEPTIONAL TECHNICAL SKILLS RELATING TO THE JOB AND WORKING WELL WITH HIS COWORKERS IN ADDITION TO PROVIDING QUALITY CUSTOMER SERVICE.
HIS DEDICATION TO HIS JOB AND COMMUNITY IS EVIDENT IN HIS RECENT ACQUISITION -- ACTIONS ON ROUTE TO PERFORM INSPECTIONS.
BO CAME ACROSS A STRANDED MOTORIST WITH A FLAT TIRE ON SHUG JORDAN PKWY. UPON SEEING HER IN DISTRESS, BO STOPPED TO ASSIST BROOKE WHEN SHE GOT OUT OF HER CAR TO CHECK THE TIRE, SHE CLOSED THE DOOR WHICH STRUCK HER ON THE BACK OF THE LAY -- LEG CAUSING A CUT THAT NEEDED STITCHES AT EACH ALABAMA. THE OPERANT POLICE OFFICER ARRIVED TO ASSIST. HE PROCEEDED TO CHANGE THE FLAT TIRE SO SHE COULD DRIVE HERSELF TO MEDICAL PROFESSIONALS TO HAVE HER INJURIES TREATED. THE POLICE OFFICER WHO WAS ASSISTANT FELT THAT IF IT WAS NOT FOR BO'S ATTENTIVENESS AND COMPASSION, SHE COULD HAVE QUICKLY BECOME A HEAT CASUALTY IF SHE HAD BEEN STRANDED FOR MUCH LONGER WITH TEMPERATURES SOARING TO 90 PLUS DEGREES. THE HEAT INDEX WAS EVEN HIGHER.
BOAT WENT ABOVE AND BEYOND HIS REGULAR DUTIES TO ASSIST HER IN HIS ACTIONS REFLECT GREAT CREDIT UPON HIMSELF AND THE CITY OF AUBURN. AFTER ASSISTING A STRANDED MOTORIST, BO RETURNED TO HIS DAILY DUTIES.
HE IS AN EXEMPLARY EMPLOYEE AND AN ASSET TO THE CITY OF AUBURN.
BOAT IS A STRONG DRIVE FOR PROFESSIONAL DEVELOPMENT TO IMPROVE HIS KNOWLEDGE, SKILLS AND ABILITIES TO BENEFIT THE WHOLE TEAM. THE QUALITY AND QUANTITY OF HIS ROUTINE WORK ARE OUTSTANDING AND HE IS PREPARED TO ASSUME THE RESPONSIBILITIES AND PROJECTS. HE CONTINUES THERE WAS HIS CONTINUED DESIRE TO IMPROVE THE SKILLS AND SERVICES HE PROVIDES TO THE CITY AND ITS CITIZENS IS A TESTAMENT TO HIS DEDICATION.
CONGRATULATIONS. (MUSIC PLAYING)

WE CERTAINLY HAVE A NEW BUSINESS THAT HAS OPEN HERE IN OUR COMMUNITY THAT IS FOCUSED ON THAT, BUT APPRECIATE THE EAGLES PROGRAM AND WHAT THEY DO AT AUBURN, PROVIDING THE UNIQUE AUBURN EXPERIENCE TO EVERYBODY. >> SPEAKER: I WOULD LIKE TO EXTEND MY COMPLIMENTS TO THE POLL WORKERS, TO THE CITY STAFF, THE PARKS AND RECREATION DEPARTMENT IN PARTICULAR, FACILITY MANAGERS AND WHAT NOT.
IT SEEMS LIKE THE ELECTION CAME OFF REALLY SMOOTHLY AND NO PROBLEMS OR COMPLAINTS OR WHAT NOT DURING THE DAY.
IT TAKES A LOT TO PUT THAT TOGETHER SO THANK YOU ALL.
>> SPEAKER: THANK YOU. ANYONE ELSE?
>> SPEAKER: I WOULD LIKE TO ASK THE CITY MANAGER.
I HAD A COMPLAINT -- CONCERN FROM A CITIZEN THIS PAST WEEK
[00:10:04]
ABOUT ABUSIVE HANDICAP PARKING PLACKER TRICK I THINK IT WOULD BE A GREAT IDEA TO REEDUCATE THE PUBLIC ON THAT.CERTAIN POINTS YOU HAVE TO MEET TO USE THOSE THINGS.
ONE BEING THE HANDICAPPED PERSON HAS TO BE IN THE VEHICLE AT THE TIME IT IS BEING USED. I THINK IT WOULD BE GREAT -- I DON'T THINK PEOPLE PURPOSELY DO IT BUT IT MIGHT BE TIME FOR A REMINDER THROUGH THE MEDIA AND WHATNOT LETTING THEM KNOW THE BEST WAY TO USE THOSE THINGS AND REGULATIONS THAT GO WITH THOSE.
>> SPEAKER: WE WOULD BE GLAD TO DO SO.
>> SPEAKER: THANK YOU. >> SPEAKER: THOSE SPOTS ARE VERY IMPORTANT TO THE PEOPLE THAT NEED THOSE SPOTS.
SHAME ON THOSE WHO TAKE ADVANTAGE OF THAT SITUATION.

SEPTEMBER AND OCTOBER 10 TO BE OUR DRIEST MONTHS WHICH WILL GIVE US THE BEST OPPORTUNITY TO GET THIS INSTALLED.
WE ARE HOPEFUL TO GET IT FUNCTIONING AS QUICKLY AS POSSIBLE. WE WILL USE FOR LESS IN THE INTERIM. AS LONG AS THE RAIN HOLDS OFF WE SHOULD BE ABLE TO GET IT DONE QUICKLY.
>> SPEAKER: ANY OTHER QUESTIONS OR COMMENTS? ALL IN FAVOR, PLEASE SAY AYE. ANY OPPOSED?
THAT MOTION CARRIES. >> SPEAKER: AUTHORIZES CONTRACT WITH EMPIRE PIPE AND SUPPLY IN THE AMOUNT OF $163,884.60 FOR 5580 LINEAR FEET OF 8-INCH DUCTILE IRON PIPE FOR THE MARTIN LUTHER KING DRIVE STREETSCAPE PROJECT.
>> SPEAKER: MOVE APPROVAL. >> SPEAKER: SECOND.
>> SPEAKER: MOTION AND SECOND. MS. TAYLOR?
>> SPEAKER: ACTUALLY SHE ANSWER MY QUESTION I JUST WANTED EVERYBODY TO KNOW THAT THIS IS PART OF THE MARTIN LUTHER KING STREET SCAPE. IS THERE A TIME FRAME?
>> SPEAKER: THIS IS BEING PROACTIVE TO ORDER PIPE DUE TO LONG LEAD TIMES ARE WATER RESOURCE MANAGER MENTIONED THIS TO ME SEVERAL MONTHS AGO AND SAID WE REALLY NEED TO GO OUT TO BID SO WE DON'T SLOW THE PROJECT DOWN CITY ENGINEER FRASER, WHAT IS OUR CURRENT TIME FRAME EXPECTED FORBID AND I KNOW WE STILL HAVE ANOTHER PUBLIC MEETING PRIOR TO THAT?

>> SPEAKER: MOVE APPROVAL. >> SPEAKER: SECOND.
>> SPEAKER: MOTION AND SECOND. MR. HOLE BE?
>> SPEAKER: ANOTHER OPPORTUNITY TO TRY TO HIGHLIGHT SOME NICE IMPROVEMENTS TO OUR CITY AND I'M EXCITED TO SEE THIS ONE.
I THINK WILL DEFINITELY BE A SIGNIFICANT AESTHETIC UPDATE -- UPGRADE TO DOWNTOWN SO I APPRECIATE THE EFFORTS THEY ARE.
I DID HAVE ONE QUESTION. I GUESS JUST WEST OF THE NORTHERN SECTION WE ARE TALKING ABOUT HERE TODAY THAT HAS TYPICALLY BEEN A RECYCLING TRAILER THERE FOR A CARDBOARD TRICK IS THAT GOING TO REMAIN THERE?
>> SPEAKER: THAT IS GOING AWAY WITH A CARDBOARD COMPACTOR AS ARE THE EXTRA DUMPSTERS YOU SEE OUT FOR FOOTBALL SEASON NOW TAKING ADDITIONAL PARKING SPACES.
WE HAVE HAD A NUMBER OF ISSUES IN FOOTBALL SEASON JUST WITH A VOLUME OF PEOPLE IN DOWNTOWN AND THEY ARE VERY WELCOME DOWNTOWN AND WE ARE GLAD THEY ARE SPENDING MONEY AND ENJOYING THEMSELVES. BUT IT IS HARD TO GET COMPACTORS EMPTIED AND TAKEN CARE OF AND HAVE A PLACE FOR IT TO GO PICK WE ALSO HAVE OUTDOOR DINING AT THE HOUND AND AT SEVERAL OTHER RESTAURANTS THAT FACE MAGNOLIA AND WE ARE TRYING TO GET THIS AREA AS CLEAN AS POSSIBLE. THE HOUND IS ALSO UNDERGOING A HUGE PATIO RENOVATION COMING UP AND WE WANT PEOPLE TO DINE BACK HERE AND ENJOY THIS AND WE ARE HOPING TO HAVE KATRINA COOK, OUR ENVIRONMENTAL SERVICES DIRECTOR HAVE WORKED VERY HARD TO GET THIS AREA CLEANED UP. IT IS NOT FUN TO DEAL WITH THIS, BUT IT IS PART OF OUR ROLE AS A CITY AND THIS IS THE ONLY PLACE WE CAN PUT IT SPIRIT I THINK THEY HAVE DONE A GREAT JOB OF SUGGESTING RENDERINGS IN YOUR PACKET TICKET WILL LOOK BETTER AND BE BRICKED IN AND LOOK A LOT BETTER TRICK KATRINA HAS WORKED HARD TO MAKE SURE THE CITY WILL CONTROL THE EMPTYING OF THIS.
IT IS THE BIGGEST CHANGE OF THIS AND KATRINA WILL SHAKE HER HEAD KNOW IF I'M WRONG TRICK WE WILL BE ABLE TO EMPTINESS OURSELVES NOW AND SO SHE CAN CONTROL OUR ABILITY TO GET IN THERE AND SERVE AS THIS WHICH IS A BIG DEAL.
IT IS ALSO SAVING US MONEY, A GOOD BIT OF MONEY.
KUDOS TO KATRINA. >> SPEAKER: ANY OTHER QUESTIONS OR COMMENTS? ALL IN FAVOR? ANY OF POSTS? THE MOTION CARRIES.
IS THERE A MOTION TO APPROVE THE BALANCE OF THE CONSENT AGENDA?
>> SPEAKER: SO MOVED. >> SPEAKER: SECOND.
>> SPEAKER: MOTION AND SECOND. ALL IN FAVOR, PLEASE SAY AYE.
ANY OPPOSED? THE MOTION CARRIES.
>> SPEAKER: MAY ARE THOSE ALL OF THE ITEMS OF BUSINESS WE HAVE
[12. CITIZENS’ OPEN FORUM]
[00:20:02]

IF YOU WOULD LIKE TO ADDRESS THE CITY COUNCIL THIS IS YOUR TIME TO COME FORWARD BUT REMEMBER YOU FIVE MINUTES AND PLEASE MAKE ALL OF YOUR COMMENTS TO THE CITY COUNCIL AND PLEASE START OFF BY GIVING US YOUR NAME AND ADDRESS
FOR THE RECORD. >> SPEAKER: GOOD AFTERNOON, MAYOR ANDERS AND COMMITTEE. MY NAME IS ELIZABETH TOLBERT MCRAE AND I LIVE AT 830 NORTH DONOHUE DR.
I AM STILL -- I'VE HAD SOME HEALTH ISSUES.
I NOTICED YOU ALL HAVE CHANGED THE TIME BUT I CAN RECITE WHAT I HAVE WRITTEN HERE IN LESS THAN THREE MINUTES.
I DECIDED TO WRITE COPIES. I WOULD LIKE TO LEAVE WITH YOU, MARY ANDERSON, THE COMMITTEE MANAGER, MEGAN, I DON'T SEE
MS. BECKY HERE. >> SPEAKER: MS. MCRAE, IF YOU LEAVE THEM HERE WITH THE CITY MANAGER SHE WILL GET THE
DISTRIBUTIVE EVERYBODY. >> SPEAKER: BECAUSE I THINK THIS IS -- THIS SWEET HAPPENED AFTER FATHER'S DAY AND IT WAS WRONG AND IT WAS MORALLY WRONG. I WANT MY FLOWERS AND VASES REPLACED. I CAN'T SPEAK FOR EVERYBODY IN THE COMMUNITY, BUT WHEN YOU START MISSING WITH MY PROPERTY AND REMOVING STUFF OFF OF HEADSTONES, YOU KNOW PEOPLE'S GRAVESITE, I THINK THAT IS A LITTLE SHAMEFUL ON BEHALF OF THE
CITY OF AUBURN TRICK THANK YOU. >> SPEAKER: YES, MA'AM.
WHO WILL BE NEXT? >> SPEAKER: CONGRATULATIONS, MAYOR AND COUNCIL. NOW WE KNOW WHO IS IN CHARGE AND I LOOK FORWARD TO WORKING WITH EACH ONE OF YOU.
I GUESS I WILL SEE YOU EACH TWICE A MONTH.
I WANTED TO READ SOMETHING, MY NAME IS ROBERT WILKINS 261 DENSON DRIVE AUBURN. I WANTED TO READ SOMETHING THAT EACH ONE OF YOU GOT ABOUT FOUR WEEKS AGO FROM THE NATALIE BROWNE FOR SHE WAS A TEACHER HERE IN AUBURN.
SHE SAID IN THE EARLY 1940S MY GRANDFATHER STOOD AT TOOMER'S CORNER AND HITCHHIKED HIS WAY BACK TO SAND MOUND MANY TIMES.
HE AND MY OTHER GRANDFATHER RECALLED EGG BOYS PRETTY GRADUATED IN 1941 AND MY GRANDFATHER IN 1943.
THEY JOINED THE ARMY, SERVED EVEN THOUGH THEY DIDN'T HAVE TO, AND FOUGHT FOR OUR FREEDOM. THEY BOTH INSTILLED IN THEIR FAMILIES A LOVE FOR AUBURN AND HAVE SEEN MANY OF US KIDS, GRANDKIDS AND NOW EVEN GREAT GRANDKIDS CARRYING ON THIS LEGACY OF GRADUATING FROM AUBURN AND EVEN LIVING IN THE PLANES.
SOME OF THOSE FREEDOMS THEY FOUGHT ARE NOW BEING CHIPPED AWAY BY LAWS AND ORDINANCES PUTTING IN PLACE TO HURT CONSTITUENTS FAR MORE THAN THEY HELP THE COMMUNITY.
I BECAME SUDDENLY SINGLE AGAIN AND NEEDED EXTRA INCOME, BUT DID NOT USE -- BUT I COULD NOT USE THE VERY PROPERTY I PAID FOR TO DO JUST THAT. YOUR ORDER AND THIS HAS NOT ACCOUNT PEOPLE WHO JUGGLE THERE WAS WHO MAY STRUGGLE, WHO IN DESPERATE TIMES NEED TO TAKE SOMETHING THEY ALREADY OWN AND USE IT FOR THEMSELVES. BECAUSE I AM UNABLE TO BRING IN THE EXTRA INCOME, I HAVE UNFORTUNATELY DECIDED TO LEAVE THE AREA SO THAT I CAN LIVE MORE CHEAPLY AND ABIDE IN A COMMUNITY WHERE LOCAL GOVERNMENTS DO NOT OVERSTEP IN SUCH A WAY WHERE IT IS CONSTITUENTS ARE NOT FREE TO DO WITH THEIR PRIVATE PROPERTY AS THEY WISH. THIS HURTS MY HEART AS I BELIEVE IN ORANGE AND BLUEPRINT I AM ASKING YOU TO MEND YOUR PREVIOUS DECISION AND RIGHT A WRONG TRICK YOU CAN DO IT.
I BELIEVE IN AUBURN IN LOVE BUT THE AUBURN CITY GOVERNMENT HAS DISAPPOINTED ME. I CALLED NATALIE ON FRIDAY JUST TO SEE IF ANY OF YOU HAD CONTACTED HER.
NONE OF YOU HAD. I THOUGHT YOU WOULD THROUGH E-MAIL AND AT LEAST SAY SOMETHING TO SOMEONE WHO HAD SUCH A HEARTFELT SITUATION. I FELT LIKE IT WAS IMPORTANT, BUT I'M NOT SURE WHAT HAS HAPPENED TO THE COUNCIL.
DEALING WITH THE SHORT TERM RENTAL.
IT SEEMS LIKE YOU HAVE LOST THINGS IN YOUR HEART AND YOU FEEL LIKE IT IS SOMETHING TO CONTINUE TO GO ON AND ROBERT IS THE FLAGGER OF THAT. I AM DISAPPOINTED.
I THINK THAT JUST BECAUSE THE CITY MANAGER ANDY CITY LAWYER SAYS DON'T CONTACT ANYBODY OR TALK ABOUT IT, ONLY TWO OF YOU IN THE LAWSUIT. THE MAYOR AND MAYOR PRO TEM WITTEN. THE REASON YOU ARE IS BECAUSE YOU HAVE TITLES, NOT BECAUSE OF WHO YOU ARE.
THE REST OF YOU CAN TALK. YOU CAN TALK TO US AND SAY THINGS. TO ALWAYS BE CAREFUL.
>> SPEAKER: THANK YOU, MR. WILKINS.
[00:25:02]
WHO WILL BE NEXT? >> SPEAKER: MOVED TO ADJOURN.
>> SPEAKER:
