CITY COUNCIL SHOULD HAVE THE MINUTES FROM THE OCTOBER 4 COMMITTEE OF THE WHOLE. WERE THERE ANY ADDITIONS OR CORRECTIONS IF NOT A MOVE TO APPROVE?

MOTION CARRIES. QUESTIONS FOR THE CITY MANAGER RELATED TO TONIGHT'S AGENDA? ANY QUESTIONS FROM THE COUNCIL?

OKAY. >> SPEAKER: IF I MAY ASK THE CITY MANAGER A COUPLE OF QUESTIONS IN RESPONSE TO SOME CONSISTS WHAT OF E-MAILS THAT I RECEIVED THIS WEEK REGARDING THE CONSTRUCTION OF SOME BILLBOARDS ON NORTH DONOHUE.

I KNOW THAT THE CITY IS NOT ABLE TO STOP THINGS THAT HAPPEN IN THE COUNTY, BUT COULD YOU GIVE A LITTLE BIT OF OVERVIEW OF THAT SO THAT THE STAKEHOLDERS AND CONSTITUENTS UNDERSTAND KIND OF THE POSITION THAT THE CITY IS IN AND KNOW THAT WE ARE -- I PERSONALLY AM FRUSTRATED WITH OUR LACK OF ABILITY TO DO THINGS AND THAT WE ARE TRYING TO FIND SOME CREATIVE WAYS TO GET AROUND

>> SPEAKER: ABSOLUTELY. THIS HAS BEEN AN ONGOING ISSUE ON NORTH DONOHUE AND OTHER PLACES IN THE CITY.

OUR ZONING ORDINANCE IN GENERAL DOESN'T ALLOW SIGNS OF A CERTAIN SIZE. BUT WHEN A PARCEL IS NOT IN THE CITY LIMITS, AND PEOPLE -- WE DON'T HAVE A WELCOME TO AUBURN SIGN YOU ARE ENTERING OR LEAVING OR WE WOULD HAVE 25 OF THEM ON DONAHUE NOT REALLY -- PROBABLY ABOUT TEN OR 15 AND WE DON'T DO THAT ON THE EDGES OF OUR CITY LIMITS.

BUT THAT HAPPENS SO ANYWHERE PROPERTY IS OWNED THAT IS IN THE COUNTY AND NOT YET IN THE CITY LIMITS, THE CITY HAS NO LEGAL AUTHORITY TO FORCIBLY NX PROPERTY.

THIS IS A PROPERTY RIGHT A STATE PARK THE ONLY WAY THAT CAN BE DONE IS BY LEGISLATION WITH THE LEGISLATURE WE HAVE NOT REQUESTED ANY SUCH THING. ON NORTH DONOHUE.

BUT WE HAVE NO ABILITY TO REGULATE THOSE THINGS EVEN IF THEY ARE COUNTY ISLANDS BETWEEN TWO PARCELS IN THE CITY LIMITS.

COUNTY ITSELF HAS VERY LIMITED ZONING AND THEY ONLY HAVE IT IN AN AREA IN WHICH A PARTICULAR VOTED IN AND IS A VERY SPECIFIC CASE. IN THIS AREA AND THIS BEAT OF THE COUNTY WOULD BE DIFFICULT BECAUSE THERE IS A LOT OF CITY LIMITS AROUND IT. I'M NOT SAYING THAT IS NOT SOMETHING THE COUNCIL MIGHT NOT WANT TO PURSUE, BUT I RESPECT THE FRUSTRATION OF THE CITIZENS THAT LIVE IN THAT AREA PER THEY FEEL LIKE THEY HAVE INVESTED MUCH IN THEIR HOMES AND THEY WERE EXPECTING EXTREMELY LARGE SIGNS TO BUY THE MAJOR ARTERIAL IN THE CITY LIMITS. AND THEY ARE VERY FRUSTRATED ON BOTH SIDES OF THE ROAD. THE WESTERN SIDE IS GAINING MORE AS WE SPEAK. WE WILL CONTINUE LOOK AT WAYS WE CAN WORK WITH PROPERTY OWNERS OR OTHERS TO NOT DO THAT BUT THERE IS ALSO ONE ON NORTH COLOR JUST BEFORE YOU GET TO SHUG JORDAN PKWY. THAT WAS CONTROVERSIAL AND IS A TIDIES WASHED TINY SLIVER.

SO I RESPECT THE FRUSTRATION AND I KNOW PEOPLE WOULD LIKE FOR US TO DO SOMETHING ABOUT IT. BUT LEGISLATIVELY WE ARE LIMITED IN ANY AUTHORITY OF THE CITY TO ACT ACCORDINGLY BECAUSE THE PROPERTY IS NOT UNDER OUR JURISDICTION.

I JUST WOULD LIKE OUR COULD -- MY CONSTITUENTS ESPECIALLY ON NORTH DONOHUE IN 3 THAT IT IS VERY DISHEARTENING TO KNOW THAT WE HAVE PROPERTY OWNERS WHO DON'T UNDERSTAND AND REALLY TAKE TO HEART WHAT IT MEANS TO DO THE RIGHT THING IN AUBURN AND SO WE WILL BE HAVING SOME PRETTY HARD CONVERSATIONS WITH THOSE PROPERTY OWNERS TO ENCOURAGE THEM TO DO BETTER BY AUBURN AND TO DO BETTER ON NORTH DONOHUE.

LOOK FOR MORE OF THAT IN THE FUTURE.
