IT IS A DOWNTOWN -- CLOSED OFF LATE IN THE AFTERNOON AND WE LOOK FORWARD TO HAVING CHILDREN AND THEIR FAMILIES IN DOWNTOWN AUBURN THAT NIGHT.THIS WEEK IN THE CITY OF AUBURN IS PROUD TO HOST THE BIG TEN MAIRS QUARTERLY MEETING. WE HAVE NEVER HOSTED THAT MEETING BEFORE AND SO THE MAYORS OF THE TEN LARGEST CITIES IN ALABAMA WILL BE IN AUBURN ON SUNDAY AND MONDAY HAVING MEETINGS. WE ARE VERY BLESSED TO GO AND SPEND SOME TIME WITH PRESIDENT OF AUBURN UNIVERSITY AND DINNER AT HIS HOUSE ON SUNDAY NIGHT AND WE LOOK FORWARD TO HAVING ALL OF THESE MAYORS HERE IN OUR COMMUNITY THIS WEEKEND.
ALSO THIS WEEKEND ON SUNDAY THERE ARE TWO DIFFERENT EVENTS.
I WOULD ENCOURAGE YOU TO PARTICIPATE IN IF YOU HAVE TIME.
AND BELIEVE IN THESE ORGANIZATIONS.
THERE WILL BE A WALK FOR ALZHEIMER'S AND A WALK FOR DOWN SYNDROME AND THAT INFORMATION CAN BE FOUND ON THE INTERNET.
TWO GREAT CAUSES AND I ENCOURAGE YOU TO PARTICIPATE.
TODAY WE HAD A VERY SPECIAL OPPORTUNITY TO OPEN UP THE NEW AUBURN UNIVERSITY HEALTHCARE AND EDUCATION CLINIC THAT IS LOCATED AT THE BOYKIN COMMUNITY CENTER CREEK THIS WAS THE CULMINATION OF MANY YEARS OF PLANNING, OF THE VISION THAT CAME FROM THIS CITY COUNCIL AND OUR CITY LEADERSHIP.
MANY YEARS AGO AND THE PARTNERSHIP WITH UNIVERSITY MADN MAKING THIS HAPPEN. THE COLLEGE OF PHARMACY, HARRISON SCHOOL OF PHARMACY HAS REALLY PLAYED A LEAD ROLE BUT YOU HAVE STUDENTS AND DEPARTMENTS THAT ARE PARTICIPATING IN NURSING AND THE COLLEGE OF EDUCATION, COLLEGE OF LIBERAL ARTS, AND AND THE COMP TRICK SO TODAY THIS CLINIC WAS OPENED IN THE BOYKIN COMMUNITY CENTER NOW, BOYKIN COMMUNITY CENTER YOU WILL HAVE CHILDCARE, YOU WILL HAVE AFTERSCHOOL CARE, SENIOR CARE, AND THERE IS ALSO FOOD PANTRY IS LOCATED WITHIN BOYKIN AND NOW THE PHARMACY LED HEALTH CARE CLINIC.
THIS IS GOING TO ALLOW OUR CITIZENS THAT ARE UNDERINSURED OR UNINSURED TO HAVE A LOCATION WHERE THEY CAN GO AND GET SOME BASIC PRIMARY HEALTH CARE. IT WILL BE CRITICAL TO THE NEEDS OF NORTHWEST AUBURN AND I'M VERY THANKFUL TO ALL THE DEPARTMENTS THAT MADE THIS HAPPEN FROM A CITY PERSPECTIVE.
THE CITY SPENT A LOT OF MONEY BUILDING OUT THE OFFICE SPACE IN THEIR, AND IT LOOKS EXCELLENT AND IT WAS A GREAT TIME TODAY TO CELEBRATE SOMETHING THAT WILL BE VERY, VERY POSITIVE FOR OUR COMMUNITY. THE CITY OF AUBURN HAS DONE A NUMBER OF THINGS TO SUPPORT THE NORTHWEST AUBURN NEIGHBORHOOD OVER THE YEARS, AND THIS IS ANOTHER GREAT EXAMPLE OF THAT PARTNERSHIP. I CERTAINLY WANT TO THANK AUBURN UNIVERSITY. WHEN WE TALK ABOUT TOWN AND GOWN THIS WOULD BE ANOTHER BOX AND WE CAN CHECK THAT WE HAVE DONE SOMETHING POSITIVE FOR OUR COMMUNITY.
SO I ENCOURAGE ALL OF YOU IF YOU HAVE A MOMENT AND WILL BE IN THE BOYKIN AREA TO GO BY AND CHECK THAT OUT.
ALSO GOING ON RIGHT NOW IS THE BEAT BAMA FOOD DRIVE AND THIS ENDS ON NOVEMBER 17. SO THERE IS A NUMBER OF GROCERY STORES IN TOWN THAT YOU CAN GO BY AND COLLECT FOODS AND DROP THAT OFF AT THOSE GROCERY STORES.
I BELIEVE THERE ARE SOME OTHER AVENUES FOR YOU TO PARTICIPATE.
I DON'T KNOW HOW WE WILL JOIN THE FOOTBALL GAME ON THANKSGIVING BEGAN, BUT WE CAN DEFEND OUR TITLE WINNING THE BEAT BAMA FOOD DRIVE AND I APPRECIATE ALL OF YOU CONSIDERING PARTICIPATING ON SOME LEVEL.
WE CHANGED THE DATE OF THE STATE OF THE CITY ADDRESS WHICH WAS GOING TO BE NEXT WEEK BUT WE HAD A SCHEDULING CONFLICT WITH A VERY, VERY IMPORTANT EVENT ON CAMPUS AND SO THAT EVENT HAS BEEN MOVED TO NOVEMBER 16. I HOPE ALL OF YOU WILL TAKE AN HOUR OF YOUR TIME THAT DAY AND COME TO THE GOOSE PERFORMING ARTS CENTER HEAR ABOUT THE GREAT THINGS THAT HAVE BEEN DONE IN THE CITY OF AUBURN AND WHAT OUR GOALS AND CHALLENGES ARE AS WE MOVE FORWARD INTO THE FUTURE. ALSO AT THAT TIME I WILL BE RECOGNIZING SIX CITIZENS WITH THE MAYOR'S LAMPLIGHTER AWARD FOR THESE ARE SIX CITIZENS THAT ARE QUIETLY GOING ABOUT DOING A GREAT JOB TAKING AUBURN A SPECIAL AND UNIQUE PLACE AND I HOPE YOU WILL TAKE TIME TO COME BE A PART OF THAT.
[00:05:04]
TONIGHT WE WILL ENDORSE DURING THE CONSENT AGENDA WE WILL HOPEFULLY PROVE A TAX ABATEMENT AND WE ARE VERY EXCITED ABOUT A NEW COMPANY THAT WILL BE COMING TO AUBURN KOREA FUEL TECH AMERICA MAKING A SIZABLE INVESTMENT OF ABOUT $10 MILLION IN HIRING 90 NEW EMPLOYEES AND WE WELCOME THEM TO AUBURN AND ARE VERY PROUD TO HAVE THEM HERE IN OUR COMMUNITY.ALSO TONIGHT HAVE A SPECIAL GUEST, I WILL, MR. TIMO KLUTE WORKS WITH RAAB HERE LOCALLY AND HE IS IN TOWN DOING SOME TRAINING WITH OUR LOCAL CROP PLANTS.
MR. KLUTE IS FROM SELMA, GERMANY AND HE IS ACTUALLY ON THEIR CITY COUNCIL IN SELMA GERMANY WHICH IS I THINK IT IS A PART OF A PARTY WHICH IS CALLED TO THE ACTIVE CITIZENS.
THAT IS CERTAINLY SHOULD RESONATE WITH MANY OF YOU HERE IN AUBURN. IF HE IS HERE RIGHT NOW WOULD YOU RAISE YOUR HAND PART WE ARE GLAD TO HAVE YOU.
THANK YOU FOR BEING HERE IN AUBURN A THANK YOU FOR WHAT TO DO. LOOK FORWARD TO TALKING TO YOU AFTER THIS IS OVER WITH. YESTERDAY THE AUBURN HOUSING AUTHORITY HOSTED OPERATION COMMUNITY WHICH WAS A PARTNERSHIP BETWEEN THE HOUSING AUTHORITY, THE RESIDENTS RESIDENCE OF RIDGECREST AND OUR PUBLIC SAFETY RETICULAR THEY ARE POLICE. IT WAS A GREAT AFTERNOON OF FUN AND GAMES AND MUSIC AND I APPRECIATE EVERYBODY'S EFFORT TO BRING ALL OF THOSE PEOPLE TOGETHER.
LAST WEEK I WAS ALSO INVITED OVER TO THE EAGLES HEADQUARTERS ON CAMPUS WHERE THEY HAD AN EMPLOYEE -- EMPLOYMENT AWARENESS SEMINAR. AGAIN, THIS IS ANOTHER GREAT GROUP. THE EAGLES AS MANY OF YOU KNOW IS PROVIDING EDUCATIONAL OPPORTUNITY FOR STUDENTS WITH SPECIAL NEEDS AT AUBURN UNIVERSITY AVAILING THAT GREAT AUBURN EXPERIENCE TO EVERYONE WHO WOULD LIKE TO BE PART OF THAT. I WAS GRATEFUL TO BE OVER THERE.
ALSO LAST SATURDAY WAS THE HARVEST MARKETS WHICH IS THE FULL VERSION OF OUR FARMERS MARKETS THAT WE HAVE DURING THE SUMMERTIME. THANK YOU COMING -- THANK YOU BECKY. BEAUTIFUL WEATHER ON A BEAUTIFUL FALL SATURDAY TRICK AND FINALLY I JUST WANTED AS A POINT OF INFORMATION PART OF MY RESPONSIBILITY IS TO APPOINT MEMBERS OF THE AUBURN HOUSING AUTHORITY AND TONIGHT -- RECENTLY I HAVE REAPPOINTED MS. DEBRA HAND TO THE AUBURN HOUSING AUTHORITY. SHE REPRESENTS THE RESIDENCE OF THE MOLTEN AND RIDGECREST HOUSING AUTHORITY LOCATIONS.
I WAS PROUD TO REAPPOINT MS. HANCE.
MS. SHARON TALBERT WAS THE PRESIDENT OF THE AUBURN HOUSING AUTHORITY RECOMMENDED THE REAPPOINTMENT OF MS.'S HAND TRICK THAT IS ALL I HAVE FOR MAYORS US OUT -- ANNOUNCEMENT.
IS ANYONE ELSE HAVE ANYTHING TO SAY?
>> SPEAKER: I JUST WANT TO SAY THAT I ALSO WANT TO COMMEND THE PEOPLE THAT TOOK PART IN THE HEALTH CENTER AT BOYKIN.
I WAS ABLE TO BE PART OF THAT RIBBON-CUTTING CEREMONY TODAY AND TOUR THE BUILDING AND IT IS A VERY BEAUTIFUL FACILITY.
I WOULD LIKE FOR EVERYONE, ESPECIALLY THOSE WHO NEED IT, TO TAKE ADVANTAGE OF IT. IT IS THERE AND IT IS FOR PEOPLE WHO, IS LOCAL AND YOU CAN WALK, RESIDENTS WHO CAN WALK TO THE FACILITY. I JUST WANT TO ENCOURAGE EVERYONE TO COME OUT AND TOUR THE BUILDING AND SEE HOW NICE IT IS. THEY HAVE EXAM ROOMS, I WAS SURPRISED TO SEE SOME OF THE THINGS -- I DIDN'T ENVISION IT AT FIRST BUT ONCE I START THEN I THOUGHT, IT HIT ME, WHERE IT NEEDED TO HIT ME AT. I JUST WANT TO THANK THOSE WHO TOOK PART IN IT AND I ALSO WANT TO THANK THINK THOSE PAST COUNCILMEMBERS THAT SIT HERE AND MADE IT ALSO HAPPENED ALONG WITH THE PRESENT COUNCILMEMBERS. JUST COME OUT, LOOK AT IT, TAKE ADVANTAGE OF IT, AND I'M READY FOR IT TO ROLL.
>> SPEAKER: IT IS ROLLING OUT. WE ARE VERY EXCITED.
THANK YOU, CONNIE. >> SPEAKER: WHAT ARE THE HOURS?
>> SPEAKER: I DO NOT KNOW IF THE TOP OF MY HEAD.
I WILL HAVE TO CHECK. THERE IS DEFINITELY -- MAYBE MR. AL DAVIS MAY KNOW. I THINK IT'S IMPORTANT THERE IS A FULL-TIME MEDICAL DOCTOR THERE AND THIS PROJECT WAS UNDERWAY WILL BE FOR COVID AND WAS PRETTY MUCH NEARING COMPLETION OF THE TIME COVID HIT. IT KIND OF SLOW DOWN OPERATIONS THERE IN TERMS OF HOW THINGS WERE GOING WITH THE UNIVERSITY IN ONE OF THE BIG THINGS WAS RECRUITING A FULL-TIME OR AT LEAST A FOUR DAYS A WEEK MEDICAL DOCTOR TO BE AT THE CLINIC.
WE ARE VERY EXCITED AND GRATEFUL TO AUBURN UNIVERSITY FOR THIS WONDERFUL PARTNERSHIP AND THE GOAL IS TO SERVE THE COMMUNITY AND AS THE LAND GRANTS SCHOOL IN THE STATE ITS MAIN MISSION IS OUTREACH AND I'M REALLY EXCITED TO BE ABLE TO TAKE ADVANTAGE OF SOME OF THE OUTREACH FROM OUR LARGEST AND BIGGEST EMPLOYER AND BIGGEST ECONOMIC ENGINE RIGHT HERE IN AUBURN.
[00:10:01]
>> SPEAKER: ANYONE ELSE ON THE COUNCIL HAVE AN ANNOUNCEMENT?
>> SPEAKER: A LITTLE BIT EARLY BUT I WANT TO PUT IT ON EVERYONE'S CALENDAR I WILL BE HOSTING A BOARD THREE STAKEHOLDER MEETING ON NOVEMBER THE 7TH AT THE CARY CREEK CLUBHOUSE. MY GUEST WILL BE DR. KRISTIN HERRING SUPERINTENDENT OF AUBURN CITY SCHOOLS AND SHE WILL BE TALKING ABOUT THE SECOND HIGH SCHOOL THAT IS SLATED TO COME INTO WARD 3 IN 2027. THAT WILL BE AT 5:30 NOVEMBER 7.
>> SPEAKER: ANYONE ELSE? >> SPEAKER: YOU TOUCHED BRIEFLY ON HALLOWEEN SAFETY TIPS. I WOULD ENCOURAGE EACH AND EVERY ONE OF OUR CITIZENS TO GO ON OUR SOCIAL MEDIA PAGES AND LOOKED AT THE TIPS FOR BEING SAFE. PARTICULARLY THIS YEAR PAY PARTICULAR ATTENTION TO WHAT YOUR KIDS ARE BEING GIVEN.
IF IT IS NOT WRAPPED PROPERLY OR NOT SEALED, I WOULD BE VERY CAREFUL AND NOT ALLOW THEM TO PARTAKE IN THAT.
THE PUBLIC SAFETY DEPARTMENT DOES A GREAT JOB EVERY YEAR OF PUTTING OUT THE TIPS. UNFORTUNATELY THE WORLD WE LIVE IN NOW KEEP AN EXTRA EYE OUT ON ART WHAT OUR CHILDREN ARE DOING AND. JUST TO BE SAFE PLEASE KEEP THAT IN MIND AS YOU ENJOY THE TRICK-OR-TREATING.
[5. AUBURN UNIVERSITY COMMUNICATIONS]
>> SPEAKER: THANK YOU, CHIEF. GOOD REMINDER.
WE WILL MOVE FORWARD WITH AUBURN UNIVERSITY COMMUNICATION'S.
>> SPEAKER: HELLO, EVERYONE. PRETTY SHORT REPORT FOR ME THIS WEEK. FIRST THING, HEY, DAY IS TOMORROW FOR THOSE OF YOU THAT DON'T KNOW WHAT HEY DAY IS, THIS IS A SPECIAL AUBURN TRADITION THAT BEGAN IN 1947 WHEN AUBURN SGA WANTED TO WELCOME STUDENT VETERANS OF WORLD WAR II BACK TO CAMPUS WITH NAME TAGS TO MAKE THEM FEEL SEEN AND INCLUDED.
WE ARE STILL CARRYING THIS OUT TODAY.
NOW THIS LOOKS LIKE A LOT OF EVENTS ON CAMPUS ALL DAY LONG AND STILL HANDING OUT THOSE NAMETAGS.
WE DO ENCOURAGE YOU TO COME PARTICIPATE ON CAMPUS IF YOU HAVE TIME. IF NOT WE ENCOURAGE YOU TO HONOR THE SPIRIT OF HEY DAY BY BEING KIND TO STRANGERS AND MAKE EVERYONE FEEL WELCOME IN THE COMMUNITY.
WE ARE EXCITED TO KICK THAT OFF TOMORROW.
NEXT ROWDY GAINS AUBURN ALUM THREE-TIME OLYMPIC GOLD MEDALIST OFTEN REFERRED TO AS A SWIMMING'S GREATEST AMBASSADOR WILL BE HONORED BY THE COLLEGE OF HUMAN SCIENCES AS THEIR INTERNATIONAL QUALITY OF LIFE AWARDS ON DECEMBER 5.
THIS IS GIVEN TO INDIVIDUALS WHO HAVE MADE AN OUTSTANDING AND IMMEASURABLE IMPACT ON BOTH THEIR LOCAL COMMUNITIES AS WELL AS GLOBALLY. WE ARE VERY EXCITED THAT THEY CONSIDERED AN AUBURN ALUM PART OF THE GROUP.
THANKFUL FOR EVERYTHING THAT ROWDY GAINS HAS HAD DONE FOR THE COMMUNITY AS WELL. AND LASTLY THE SEC SGA PRESIDENT ALL CAME TOGETHER RECENTLY TO PLEDGE THEIR OWN PERSONAL MONEY TO HELP FUND HURRICANE RELIEF IN THE AFFECTED AREAS.
OUR OWN PRESIDENT JAY CAYSON WAS PART OF THAT INITIATIVE AND WE ARE VERY PROUD AND THANKFUL THAT THE SEC SCHOOLS WERE ABLE TO COLLABORATE IN SUCH A MEANINGFUL WAY.
THAT IS ALL FOR ME THIS WEEK. WAR EAGLE.
[6. CITIZENS’ COMMUNICATIONS ON AGENDA ITEMS]
>> SPEAKER: THANK YOU. THANK YOU VERY MUCH.
AT THIS TIME OPPORTUNITY FOR U.S. CITIZENS TO COMMENCE ON ITEMS ON TONIGHT'S AGENDA. I WOULD SAY TO YOU THAT THERE ARE A COUPLE OF ITEMS THAT I KNOW A NUMBER OF FOLKS HERE WOULD LIKE TO SPEAK TO US ON. THOSE ITEMS WILL HAVE PUBLIC HEARINGS ATTACHED TO THOSE IF YOU LOOK IN YOUR AGENDA YOU WILL SEE PUBLIC HEARINGS AND WE ASK THAT YOU SAVE YOUR COMMENTS FOR THOSE PUBLIC HEARINGS. BUT IF THERE IS ANYTHING ELSE ON THE CONSENT AGENDA FOR THE FIRST THREE ORDINANCES THAT SHE YOU WOULD LIKE TO SPEAK TO THE CITY COUNCIL REGARDING, NOW WOULD BE
THE TIME FOR YOU TO COME FORWARD >> SPEAKER: ORDINANCE 9A
DOESN'T HAVE A PUBLIC HEARING. >> SPEAKER: IT DOES NOT.
>> SPEAKER: I COULD SEE IT ON THERE? MY NAME IS ROBERT WILKINS 261 DENSON DRIVE AUBURN, ALABAMA.
I DIDN'T WANT TO TALK ABOUT ORDINANCE 9A.
DEALING WITH IS THIS LICENSE AND SO FORTH.
THE REASON I'M CONCERNED A LITTLE BIT ABOUT IT, I HAVE READ IT AND IT SEEMS TO BE PRETTY WIDE OPEN.
IT SEEMS TO BE IT DEALS WITH EVERY LICENSE AND I FEEL LIKE THAT MAYBE SOMEHOW THE REASON THIS WAS BROUGHT UP WAS IT MUST BE A COUPLE OF THINGS THAT ARE NOT BENEFITING THE CITY AND MAYBE THAT SHOULD BE MORE SPECIFIC INSTEAD OF SO BROAD.
I HAVE LEARNED FROM BEING BROUGHT WITH THE ORDINANCE 3288 THAT IF YOU ARE NOT IN A CERTAIN AREA EVERYONE IS CUT OUT.
I DON'T WANT TO HAPPEN WITH THE BUSINESS SECTION FOR THE REASON I'M CONCERNED IS I HAVE BEEN A BUSINESS OWNER SINCE I WAS 11 YEARS OLD, STARTED OFF WITH THREE COWS AND A BOWL THAT MY DAD GAVE ME. I'VE DONE EVERYTHING FROM RECYCLING TIRES TO FINANCIAL MARKET TO INTERNET COMPUTER FILTERS, USED CAR OPERATION, AND I HAVE DEALT WITH THE FEDERAL, THE STATE, THE COUNTY AND THE CITY REGULATIONS BEFORE.
I'VE ALSO DEALT WITH TERRITORY, VIRGIN ISLANDS, WAS PART OF TWO
[00:15:04]
BUSINESSES THAT WE HAD THERE. SO I UNDERSTAND HOW REGULATIONS ARE IMPORTANT BUT ALSO REGULATIONS CAN REALLY HINDER THE GROWTH. IT CAN REALLY STRANGLE THE GROWTH OF THE BUSINESS ESPECIALLY A SMALL ENTREPRENEUR LIKE SITUATION, 548 OR TEN PEOPLE.I FEEL LIKE IT IS VERY IMPORTANT.
I'M NOT SURE WHY IT IS SO IMMEDIATE.
I KNOW YOU WON'T VOTE ON IT TODAY I BELIEVE ARE YOU? JUST PUTTING IT UP, IS THAT CORRECT?
>> SPEAKER: IT IS ON THE AGENDA RIGHT NOW.
>> SPEAKER: BUT THE NEXT MEETING IT WILL BE.
I REALLY BELIEVE THIS SHOULD BE SOMETHING THAT SHOULD BE DONE WHEN THE NEW COUNCIL COMES IN. I DON'T KNOW WHY ANOTHER ALTA MEETING WOULD BE A PROBLEM. BUSINESSES MAIN INCOME FOR THE CITY, THE REVENUE FROM THAT, AND YOU ARE TALKING ABOUT AFFECTING A LOT OF PEOPLE. THANK YOU.
>> SPEAKER: YES OR SIR. WHO WILL BE NEXT?
[7. CITY MANAGER’S COMMUNICATIONS]
WE WILL MOVE FORWARD WITH CITY MANAGER, MEDICATIONS.>> SPEAKER: GOOD EVENING. I WOULD LIKE TO ANNOUNCE ONE VACANCY FOR AN UNEXPIRED TERM ON THE BOARD OF EDUCATION, TERM BEGINS UPON APPOINTMENT AT ENDS MAY 31, 2026.
>> SPEAKER: YES, THANK YOU, CITY MANAGER.
IF YOU DON'T LIKE I WOULD INTERRUPT.
LAST WEEK DR. TERRY JENKINS SUBMITTED HIS RESIGNATION FROM THE SCHOOL BOARD EFFECTIVE AT THE END OF THE YEAR.
DR. JENKINS HAS BEEN A WARRIOR FOR OUR CHILDREN FOR MANY YEARS, HE SERVED AS OUR SCHOOL SUPERINTENDENT AND HAS SERVED ON THE SCHOOL BOARD FOR ONE FULL TERM AND A PARTIAL TERM.
THE CITY COUNCIL WILL BE LOOKING TO REPLACE DR. JENKINS TO FILL HIS PARTIAL TERM, WHICH I BELIEVE MS. CROUCH IS TWO YEARS
OR THREE YEARS? >> SPEAKER: THE TERM WOULD END
IN 2026. >> SPEAKER: SO HE WOULD HAVE TO ALMOST THREE YEARS BASICALLY BY THE TIME WE GET TO JANUARY.
AND POSSIBLY WHOEVER IS APPOINTED COULD CERTAINLY MOVE FORWARD TO A FULL TERM AT THAT POINT IN TIME.
JUST TO GIVE SOME BASICS AND WE WILL FIRM THIS UP HERE IN THE NEXT HOPEFULLY BY THE END OF THE WEEK, APPLICATIONS WILL GO LIVE SOMETIME THIS WEEK. WE WILL CLOSE THOSE APPLICATIONS ON NOVEMBER THE 21ST AND THEN WE WILL HOLD INTERVIEWS FOR THE FINALIST FOR THAT SOMETIME BETWEEN LATE NOVEMBER AND ABOUT MID-DECEMBER. THE APPOINTMENT DATE WILL BE THE SECOND MEETING IN DECEMBER WHICH IS DECEMBER THE 19TH.
SO IF YOU OR IF YOU KNOW ANYBODY THAT WOULD BE INTERESTED IN THE SCHOOL BOARD, IT IS NOT AN EASY JOB, IT IS VERY TIME-CONSUMING.
YOU HAVE TO MAKE SOMETIMES SOME VERY CHALLENGING DECISIONS, BUT IT IS SO WORTHWHILE FOR THESE ARE THE FIVE LEADERS THAT HELP OUR SUPERINTENDENT RUN OUR CITY SCHOOLS.
CERTAINLY GO ON TO THE CITY'S WEBSITE AND THERE IS AN APPLICATION THEIR FEET TO TO FILL OUT AND WE WILL CONSIDER YOU. WANT TO THANK DR. JENKINS FOR
EVERYTHING HE HAS DONE. >> SPEAKER: MAYOR, I APOLOGIZE.
I GAVE THE WRONG DATE OF DECEMBER 19, DECEMBER 20.
>> SPEAKER: OKAY. THANK YOU. OUR MEETING ON
DECEMBER 20. >> SPEAKER: MAYOR, I WOULD LIKE TO COMMEND DR. JENKINS. MY PREVIOUS CAREER IN LAW ENFORCEMENT HE WAS ALWAYS A GOOD FRIEND OF LAW ENFORCEMENT AND SOMETHING VERY RARE IN ACADEMIA, A LOT OF COMMON SENSE AND THAT MADE HIM EXTRA SPECIAL TO OUR COMMUNITY AND THE WORK HE DID
[8. CONSIDERATION OF CONSENT AGENDA]
FOR US. >> SPEAKER: THANK YOU, CHIEF.
SKYPE FIRST ITEM OF BUSINESS' CONSENT AGENDA FOR JUST ANY COUNCILMEMBER WAS TO REMOVE AN ITEM FROM THE CONSENT AGENDA AND DEAL WITH THAT ITEM INDIVIDUALLY?
>> SPEAKER: YES, MA'AM,. 8D1, 8D2, 8D4, 8D7, 8D8.
[8.d.1 Alabama Power Company. Removal of above‐ground utilities and installation of underground utilities in Downtown Auburn. $146,119.37.]
>> SPEAKER: ANYONE ELSE? WE WILL START WITH 8D1.
>> SPEAKER: >> SPEAKER: ITEM 8D1 AUTHORIZES CONTRACT ALABAMA POWER COMPANY FOR REMOVAL OF ABOVEGROUND UTILITIES AND INSTALLATION OF UNDERGROUND UTILITIES IN DOWNTOWN AUBURN JUST BEHIND THE HOUND AND THE CITY'S LOADING DOCK FOR THE CONTRACT AMOUNT IS $146,119.37.
>> SPEAKER: MOVE APPROVAL. >> SPEAKER: SECOND.
>> SPEAKER: MOTION AND SECOND. CHIEF?
>> SPEAKER: JUST A LARGE AMOUNT OF MONEY AT LEAST TO ME ANYWAY AND I WOULD JUST LIKE TO YOU TO TOUCH ON EXACTLY WHAT IT IS FOR.
>> SPEAKER: IT IS PROBABLY OVER THE LAST 15 YEARS WE HAVE MADE AN ATTEMPT TO GIVE THE VAST MAJORITY OF UTILITIES IN THIS AREA UNDERGROUND AND THIS IS SOME OF THE LAST REMAINING ABOVEGROUND UTILITIES. WE ACTUALLY HAD A SEMITRUCK RECENTLY SNAPPED ONE OF THE LINES THAT BELONG TO CHARTER COMMUNICATIONS ON FOOTBALL FRIDAY.
NOT THAT WE DIDN'T JUST HAVE A LOT OF FOOTBALL FRIDAY IS BUT ONE OF THE FIVE. AND THERE IS SOME LOW HANGING LINES IN THE VICINITY OF WHY THE PUBLIC WAS NOT IN DANGER WE HAD TO SHUT THAT WHOLE AREA DOWN UNTIL HE GOT THE LINE OFF THE TRUCK AND DID SOME OTHER THINGS. AND SO WE ARE TRYING TO GET THE OVERHEAD LINES OUT OF THE WAY TO ALSO IMPROVE AESTHETICS IN THE
[00:20:04]
AREA AND RELIABILITY ON POWER FOR THE BUSINESSES IN THIS AREA CREEK THIS IS A PROJECT WE HAVE KICKED DOWN THE ROAD FOR THE LAST 15 YEARS AND WE ARE USING SOME OF OUR COMMERCIAL DEVELOPMENT FUNDS TO DO THIS SO IT IS NOT IMPACTING THE GENERAL FUND DIRECTLY AS MUCH AS OUR COMMERCIAL DEVELOPERS FUNDS THAT ARE ALLOCATED AS PART OF THE GENERAL FUND.>> SPEAKER: THAT'S GREAT. THANK YOU.
>> SPEAKER: ANY OF THE QUESTIONS FROM COUNCIL? WITH EMOTION AND SECOND. ALL IN FAVOR?
[8.d.2 Communications International, Inc. Purchase P‐25 simulcast radio tower equipment. $728,485.08.]
ANY OPPOSED? >> SPEAKER: ITEM 8192 AUTHORIZES PURCHASE OF PEAT 25 SIMULCAST RADIO TOWER EQUIPMENT FROM COMMUNICATIONS INTERNATIONAL INC. IN THE AMOUNT
OF $728,485.08. >> SPEAKER: MOVE APPROVAL.
>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND.
I WILL TURNER TO YOU, CHIEF. >> SPEAKER: JUST THREE QUARTERS OF A MILLION DOLLARS HERE AND I WOULD LIKE TO TOUCH ON EXACTLY
WHAT THIS IS GOING TO DO FOR US. >> SPEAKER: EXCELLENT PRACTICES DEFINITELY BUDGETED FUNDS AS PART OF OUR CAPITOL IMPROVEMENT PROGRAM. THIS IS ADDING A TOWER FOR COMMUNICATIONS IN THE SOUTHERN PART OF THE CITY OFF OF CORPORATE PARKWAY. I HAVE A DEPUTY PUBLIC SAFETY DIRECTOR WILL MATTHEWS HERE AND HE COULD PROVIDE A LITTLE MORE INFORMATION ABOUT WHAT IT IS DOING.
>> SPEAKER: THANK YOU. THIS IS A SECOND TOWER, THE FIRST TOWER SITS IN THE BACK PARKING LOT, THE ORIGINAL TOWER.
THE ORIGINAL PLAN CALLED FOR OPTIMAL COVERAGE OF THE CITY TO HAVE THREE TOWERS. THIS IS THE NEXT STEP, PHASE TWO , GIVE US BETTER COVERAGE AROUND THE INDUSTRIAL PARKS ANTITECHNOLOGY PARKS ON THE SOUTH END OF TIME -- TOWN AND
INTERSTATE GOING THAT DIRECTION. >> SPEAKER: SO I KNEW WE HAD A DESPOT DOWN THERE FOR LAW ENFORCEMENT.
WE HAD A DEAL WITH A LOT OF THAT WHERE WE CAN'T GET OUT.
>> SPEAKER: >> SPEAKER: IT SHOULD COVER THAT ENTIRE SOUTH AND, WHICH WE HAVE GOOD COVERAGE NOW, BUT IN SOME OF THE INDUSTRIAL BUILDINGS THAT HAVE LARGE INFRASTRUCTURE AND EQUIPMENT IN IT, WE HAVE SOME PROBLEMS WITH BUILDING PENETRATION THERE AND SO THIS SHOULD REMEDY THAT PROBLEM.
THAT IS REALLY WHAT WE ARE TRYING TO TACKLE.
>> SPEAKER: THANK YOU. IS VERY IMPORTANT FOR OFFICER SAFETY AND I APPRECIATE YOU STUDYING THAT AND GETTING IT
BEFORE THE COUNCIL. >> SPEAKER: ANY OTHER COMMENTS OR QUESTIONS FROM COUNCIL? ALL IN FAVORITE?
[8.d.4 Cutting Edge Lawn Service, LLC. Landscape maintenance on I‐85 Interchange Exit 50 (Cox Road). $93,860.]
ANY OPPOSED? MOTION CARRIES.>> SPEAKER: ITEM 8D4 AUTHORIZES CONTRACT WITH CUTTING EDGE LAWN SERVICE LLC FOR LANDSCAPE MAINTENANCE ON I 85 INTERCHANGE EXIT 50 IN THE AMOUNT OF $93,860.
>> SPEAKER: MOVE APPROVAL. >> SPEAKER: SECOND.
>> SPEAKER: MOTION AND SECOND. CHIEF?
>> SPEAKER: I WOULD LIKE FOR MEGAN TO TOUCH ON THAT.
I NOTICED THE IMPROVEMENT SUCH A DARK AREA AND DRAFT LOOKING DRIVING INTO AUBURN THE FIRST EXIT OUT, FROM THE SOUTH IN AUBURN AND IF WE COULD TOUCH ON WHAT WE ARE DOING FOR THAT AREA.
>> SPEAKER: IN THAT AREA WE HAVE PARTNERED WITH ALABAMA POWER TO LIGHT UP COX ROAD FROM SOUTH COLLEGE ST. ALL THE WAY PAST THE BUC EE'S SITE TO TIE IN TRIP YOU HAVE ALSO INVESTED WITH THE STATE OF ALABAMA IN LIGHTING FOR THE INTERCHANGE AS CHIEF DAWSON IS MENTIONED, THAT AREA HAD NO LIGHTING AND I DON'T THINK PEOPLE REALIZED THAT WHEN INTERCHANGE WAS CONSTRUCTED THAT LIGHTING IN THAT PART OF THAT AND IT IS OUR SEND -- CITY ENGINEER HAS TRIED TO PUT IT IN THE BUDGET WE HAVE WORKED DILIGENTLY WITH ALABAMA THE TRANSPORTATION TO NOT ONLY GET THIS INTERCHANGE LIT BUT WE FINALLY HAVE SOME LANDSCAPING WHERE THIS IS A MAJOR GATEWAY INTO AUBURN AND WE ARE EXCITED TO FINALLY HAVE IT LOOK AS SUCH AND NOW THIS IS A FOLLOW-ON MAINTENANCE CONTRACT IF WE DO NOT HAVE THE STAFF CAPACITY TO MAINTAIN THIS INTERCHANGE AT THE LEVEL OF WHICH NEEDS TO BE MAINTAINED. WITHOUT HIRING IT DOWN BUT WE ALSO HIRE A LOT OF OUR MEDIANS AND OTHER KEY AREAS OF THE CITY DONE BY THE PRIVATE SECTOR TO BALANCE THAT.
>> SPEAKER: WON'T THAT BE RED LIGHT EVENTUALLY DOWN THERE?
>> SPEAKER: YES, BECAUSE OF BUC EE'S THERE WILL BE TWO.
THE NORTHBOUND RAMPS, NORTHBOUND HEADED TOWARDS ATLANTA WILL HAVE A TRAFFIC SIGNAL THERE AND YOU WILL HAVE A TRAFFIC SIGNAL AT BUC EE'S BOULEVARD. WHERE IT MEETS WITH CORPORATE PARKWAY AND COX ROAD THERE WILL BE ONE OF THOSE AREAS WE HAVE HAD A LOT OF QUESTIONS ABOUT WHETHER OR NOT BUC EE'S WAS HANDLING HIS FAIR SHARE OF INFRASTRUCTURE AND ABSOLUTELY
THEY ARE FUNDING ALL OF THAT. >> SPEAKER: THANK YOU.
>> SPEAKER: ANY OTHER QUESTIONS FROM COUNCIL? ALL IN FAVOR? AND IMPOSE?
[8.d.7 East Alabama Healthcare Authority d/b/a East Alabama EMS, LLC. Emergency response, rescue and ambulance services annual contract. $376,518.]
MOTION CARRIES. >> SPEAKER: NOW I BELIEVE WE ARE ON 8D7. AUTHORIZES EXECUTION OF AN ANNUAL CONTRACT FOR THE EAST ALABAMA HEALTHCARE AUTHORITY DOING BUSINESS AS EAST ALABAMA EMS LLC FOR EMERGENCY RESPONSE, RESCUE AND AMBULANCE SERVICES IN THE AMOUNT OF $376,518.
>> SPEAKER: MOVE APPROVAL. >> SPEAKER: SECOND.
>> SPEAKER: MOTION AND SECOND. CHIEF?
>> SPEAKER: IF YOU COULD TOUCH ON WHAT THE MONEY $307,000.
>> SPEAKER: THIS IS AN ANNUAL CONTRACT BASICALLY FOR AMBULANCE
[00:25:04]
SERVICES IN THE CITY. I CAN HAVE DEPUTY DIRECTOR MATTHEWS GO INTO A BIT MORE DETAIL, BUT I THINK A LOT OF PEOPLE DON'T UNDERSTAND THAT LEE COUNTY AND OPELIKA ALSO PARTNER WITH EAST ALABAMA HEALTH FOR THE SERVICE AND THIS IS OUR ANNUAL CONTRACT. DEPUTY DIRECTOR MATTHEWS?>> SPEAKER: YES, SIR, THIS IS THE ANNUAL AMBULANCE SERVICE CONTRACT THAT IS SHARED BY ALL THREE GOVERNMENT ENTITIES THE SAME AMOUNT. IT ADJUSTS FROM YEAR TO YEAR.
WE HAD THE WEST WE GET QUARTERLY REPORTS FROM THE HEALTHCARE AUTHORITY ON THEIR STAFFING AND OTHER STATISTICS PERFORMANCE.
THIS COVERS THEIR SERVICE FOR EMERGENCY RESPONSE WITH
AMBULANCE. >> SPEAKER: THANK YOU.
I KNOW WE PURCHASED TRUCKS TO DO SOME OF THE STUFF OURSELVES.
HOW IS THAT GOING? DO WE HAVE ANY SERVICE YET?
>> SPEAKER: IT IS NOT IN SERVICE YET.
I THINK ACHIEVE IS HERE SO CHIEF LANKFORD, IF YOU COULD COME UP TO THE PODIUM AND RESPOND TO THAT SO WE CAN HEAR YOU ON THE
MICROPHONE, THAT WOULD BE GREAT. >> SPEAKER: GOOD EVENING.
HOW ARE YOU? SO WE HAVE PURCHASED EQUIPMENT, PERSONNEL TRAINING, GETTING READY TO PROVIDE THE SERVICE, BUT IT WILL BE SEVERAL MORE MONTHS BEFORE WE ARE ASSISTING THE HOSPITAL WITH EMERGENCY TYPE MEDICAL HELP.
>> SPEAKER: WE ARE EXCITED ABOUT THAT AND I WANT TO TELL YOU PERSONALLY WHAT A GREAT JOB YOU GUYS DO AND YOUR LADIES AS WELL. I HAVE HAD TO USE THEM A COUPLE OF TIMES WHEN MY PARENTS NEEDED MEDICAL ATTENTION AND I COULDN'T ASK FOR ANYTHING BETTER. IT MAKES YOU PROUD TO BE A CITIZEN OF AUBURN KNOWING WE HAVE THAT TYPE OF HELP COMING
WHEN WE NEED IT. >> SPEAKER: THANK YOU.
>> SPEAKER: THANKS, CHIEF. >> SPEAKER: PIGGYBACKING ON THE RESCUE TRUCK, I WANT TO BE VERY CLEAR AS THE CHIEF WAS, WE ARE NOT IN THE ENDLESS BUSINESS BUT IN THE EVENT OPELIKA HAS THREE SETS RESCUE TRUCKS AND SOMETIMES INCIDENTS HAPPEN IN THIS COUNTY IS GROWING AND IS BUSY, THERE ARE TIMES THAT WE MIGHT HAVE A DIRE NEED TO TRANSPORT SOMEONE ON OUR OWN AND THIS GIVES US THE ABILITY TO DO THAT AND THAT IS OUR GOAL TRIP WE ARE ALSO IMPROVING SOME OF OUR HEART MONITOR EQUIPMENT AND UPGRADING SOME OF OUR TRAINING TO PROVIDE A MORE SERVICES TO PEOPLE.
>> SPEAKER: ANY OTHER QUESTIONS? ALL IN FAVOR? ANY OPPOSED PART MOTION CARRIES.
[8.d.8 Emergency Equipment Professionals, Inc. Purchase one (1) Pierce Tiller Truck. Fire Department. $1,596,052.]
>> SPEAKER: ITEM 898 AUTHORIZES PURCHASE OF ONE PIERCED CHILLER TRUCK TO BE USED BY THE FIRE DEPARTMENT AND THE AMOUNT OF $1,596,052. A FEW QUICK CAVEATS.
A TILLER TRUCK IS A LADDER TRUCK WITH A DRIVER ON THE BACK WITH A STEERING WHEEL. A COUPLE OTHER THINGS, I WANT YOU TO BE AWARE THIS IS A PREPAYMENT.
WE ARE SAVING $38,000 BY PREPAYING THIS, BUT IT IS NOT BUDGETED UNTIL FISCAL 24 AND TO MAKE THINGS MORE INTERESTING, IN THIS CURRENT ERA, WE WILL NOT SEE THIS TRUCK FOR 32 MONTHS IT IS REPLACING A 20-YEAR-OLD TRUCK SPLASH MOVE APPROVAL.
>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND.
CHIEF? >> SPEAKER: IT WAS JUST THE AMOUNT I WANTED TO KNOW WHAT WE ARE GETTING AND THIS IS KIND OF HARD FOR EIGHT OLD POLICE OFFICER TO SEE THE SOMETHING COST SO MUCH MONEY. (LAUGHTER) LOOKING AT WHAT THIS THING WILL DO.
>> SPEAKER: DO YOU NEED TO KNOW A BIT MORE? CHIEF LANKFORD, PLEASE APPROACH THE MICROPHONE FOR THE ALMOST
$6 MILLION. >> SPEAKER: YES, THE PRICE TAG IS A BIT SHOCKING. I WILL ADMIT.
IT DOESN'T SLOW DOWN. WE PRICED IT MAYBE EARLY IN THE SPRING AND IT WAS ABOUT ONE POINT FOR AND FIVE MONTHS LATER IT'S 1.6. IT IS JUST -- AS FAR AS THE PRICE GOES, I SEE IT AS KIND OF THE AUTOMOBILE MARKET.
YOU BASICALLY ARE PAYING STICKER PRICE FOR EVERYTHING THESE DAYS.
UNFORTUNATELY, THAT IS THE CHEAPER OF THE MODELS THAT WE LOOKED AT. THIS LADDER TRUCK WILL BE 107 FEET LONG, IT WILL PROVIDE -- IT IS A ARTICULATING LETTER SO MANEUVERABILITY WILL BE MUCH INCREASED.
WE CAN GET AROUND DOWNTOWN MUCH EASIER AND IT SHOULD LAST 20 YEARS SO THAT'S ITS LIFESPAN. ALLOCATED OVER ALL OF THOSE YEARS MAYBE IT'S NOT TOO PAINFUL FOR YOU TO STOMACH.
>> SPEAKER: RUMOR HAS IT THE LAST TIME WE HAD ONE ULTIMATE HOBIE WAS A STUDENT FIREFIGHTER AND HE DROVE THE TILLER.
IS THAT CORRECT? >> SPEAKER: THAT'S TRUE.
>> SPEAKER: CHIEF LANKFORD, WE WILL BE RETIRING THE TRUCK THAT
WE HAVE CURRENTLY? >> SPEAKER: WE WILL.
2002 -- 75-FOOT. >> SPEAKER: OKAY.
[00:30:04]
>> SPEAKER: THANK YOU, CHIEF. >> SPEAKER: I KNOW -- I WANT TO THANK THE CITIZENS OF AUBURN, IT IS THEIR MONEY WE ARE SPENDING.
I KNOW THEY WILL GET GOOD USE OUT OF IT AND WE HAVE SUCH A FINE PUBLIC SAFETY DEPARTMENT AND I GUESS I WILL SAY I HAVE BEEN VERY IMPRESSED WITH FIRE ON THE OTHER END OF THIS SPECTRUM BUT AGAIN I HAD TO SAY SOMETHING ABOUT IT BEING AN OLD POLICEMAN.
>> SPEAKER: NO PROBLEM. ANY OF THE COMMENTS ON THAT? ALL IN FAVORITE? ANY OPPOSED? THAT CARRIES. MOTION TO APPROVE THE REST OF
THE CONSENT AGENDA? >> SPEAKER: SO MOVED.
>> SPEAKER: SECOND. >> SPEAKER: ALL IN FAVOR SAY AYE? ANY OPPOSED?
[9. ORDINANCES]
CONSENT AGENDA PROVED. ORDINANCES.>> SPEAKER: AND ORDINANCES THIS EVENING ITEM 9A AMEND CHAPTER 12 THE CITY CODE TO ADD A PROVISION AND ESTABLISHES A PROCESS FOR REVOCATION OF A BUSINESS LICENSE AND SETS FORTH THE CIRCUMSTANCES UNDER WHICH A BUSINESS LICENSE MAYBE REVOKED.
UNANIMOUS CONSENT NECESSARY. >> SPEAKER: I WOULD LIKE TO
DENY UNANIMOUS CONSENT. >> SPEAKER: I THINK WE NEED
INTRODUCED. >> SPEAKER: I WILL INTRODUCE THE ORDINANCE AND ASK FOR UNANIMOUS CONSENT.
>> SPEAKER: SECOND. >> SPEAKER: I WOULD LIKE TO
DENY UNANIMOUS CONSENT. >> SPEAKER: MS. CROUCH, BEFORE WE MOVE ON, JUST FOR US TO UNDERSTAND AND AUDIENCE UNDERSTAND, THESE TYPES OF RULES AND PROCEDURES THAT WE ARE POTENTIALLY LOOKING AT IN TWO WEEKS NOW, THERE ARE OTHER COMMUNITIES, OTHER CITIES PARTICULARLY IN OUR STATE AND EVEN NEARBY THAT HAVE SOMETHING THAT IS VERY, VERY SIMILAR.
CORRECT? >> SPEAKER: ABSOLUTELY.
THIS CAME ABOUT PRE-COVID WE WERE DOWN A PATH WITH THIS AND THE REASON WE ARE IS THERE IS NEVER A GOAL TO REVOKE ANYONE'S BUSINESS LICENSE. AS YOU HEARD EARLIER, BUSINESSES ARE VERY IMPORTANT. WE ALSO HAVE A LOT OF LAW-ABIDING BUSINESSES THAT ARE REMITTING OUR TAXES IN A TIMELY MANNER OR EVEN PAYING PENALTIES TO DO SO AND WE HAVE SOME BUSINESSES THAT ARE NOT, NOT A LEVEL PLAYING FIELD.
AND THERE IS A WHOLE PROCESS WHICH HAS TO BE FOLLOWED IF WE DON'T HAVE THIS IN PLACE IN WHICH WE MUST FOLLOW TO ACTUALLY GET MONEY THAT WAS COLLECTED TAX MONEY THAT WAS COLLECTED THAT IS DUE TO THE CITY. SO THAT IS PART -- THIS TWO-PRONGED PROCESS. THERE IS ALSO CRIMINAL NATURE, THERE COULD BE THINGS GOING ON THAT ARE GOING ON THROUGH THE BUSINESS, NOT OUTSIDE OF THE BUSINESS.
THAT HAVE TO BE ADDRESSED. PREVIOUS COUNCILS HAVE ASKED FOR SUCH INFORMATION TO. AS A MATTER FACT, JUST THE CITIES IN ALABAMA THAT SUBSCRIBE TO MUNI CODE WHICH SOMETHING THAT PUBLISHES CITY CODES, THERE ARE 92 IN THE STATE OF ALABAMA THAT HAVE THIS EXACT PROVISION WRITTEN, INCLUDING OPELIKA, ALEXANDRIA CITY, PHOENIX CITY AND NINE OF THE TEN CITIES IN THE BIG TEN, BIRMINGHAM, MOBILE, TUSCALOOSA, ETC.
AUBURN IS THE ONLY CITY IN THE BIG TEN THAT DOES NOT HAVE THIS EXACT PROVISION IN HIS BUSINESS TAX ORDINANCE.
CITIES AS SMALL AS UNION SPRINGS AND OP HABITS, GASTON, ANNISTON, OXFORD. WE ARE THE EXCEPTION NOT THE RULE AND OUR NEIGHBOR OPELIKA HAS HAD THIS IN EFFECT SINCE AT
LEAST 2007. >> SPEAKER: SO UNANIMOUS CONSENT HAS BEEN DENIED BECAUSE WILL AUTOMATICALLY APPEAR AT OUR NEXT AGENDA ON NOVEMBER THE 1ST AND THIS IS AN OPPORTUNITY FOR OUR COMMUNITY TO CONTINUE TO SPEAK TO THE CITY COUNCIL.
I THOUGHT IT WAS IMPORTANT FOR EVERYBODY IN AUBURN TO UNDERSTAND WHERE THIS CAME FROM AND WHO ELSE HAS PROVISIONS LIKE THIS. WE WILL CONSIDER THIS INTO EXPECT ABSOLUTELY. WHAT OTHER THING I WOULD LIKE TO SAY IS ANY TIME ANY OF THIS IS GOING ON THERE IS A LENGTHY DUE PROCESS THAT GOES ON BEFORE ANY OF THIS EVER HAPPENS.
I REALLY -- THE REASON WE ARE PURSUING THIS IS TO HAVE ANOTHER TOOL IN THE TOOLBOX THAT CERTAINLY INTO A WHO WILL TALK ABOUT IT AGAIN AND WE ARE HAPPY TO ANSWER QUESTIONS IN THE
INTERIM. >> SPEAKER: CAN WE PUT SOMETHING OUT ON SOCIAL MEDIA WOULD BE COULD ENCOURAGE CITIZENS TO CONTRACT YOUR OFFENSE AND THAT MIGHT HAVE QUESTIONS ABOUT THIS BEFORE WE DO IT TO HEAD OFF?
>> SPEAKER: WE DON'T NORMALLY PUT THAT ON SOCIAL MEDIA.
WE ARE HAPPY TO SAY WITH AGENDA ITEMS IN GENERAL.
WE ARE HAPPY TO DO THAT AND POST COUNCIL AGENDA.
WE ARE HAPPY TO DO THOSE THINGS. WE DON'T USUALLY GET SPECIFIC TO AN ITEM, BUT AGAIN, SEVERAL PEOPLE HAVE ENGAGED US ALREADY IN CONVERSATION. THERE IS SOME MISUNDERSTANDING ABOUT THIS AS TO WHETHER OR NOT IT SAYS THAT A BUSINESS LICENSE CAN BE REVOKED OVER THINGS THAT EMPLOYEES DO.
UNDER THE COLOR OF THE LICENSE AND THAT HAS CONFUSED SOME PEOPLE TO THINK THAT THAT MEANS IF THEIR EMPLOYEES ARE ACTING OR BREAKING THE LAW OUTSIDE OF THE BUSINESS THAT THEY COULD BE HELD LIABLE AND THAT'S NOT THE CASE. I ALSO WANT TO CAUTION YOU OR YOU CAN GOOGLE IT IS IN THE LOCAL AREA I DON'T KNOW HOW OFTEN OPELIKA HAS INVOKED THIS BUT I DON'T RECALL A TIME THAT I READ AN ARTICLE IN THE NEWSPAPER ABOUT IT.
I THINK IT IS AN EXTREMELY RARE CIRCUMSTANCE THAT ANY CITY INVOKES THIS CIRCUIT IS JUST A TOOL IN THE TOOLBOX IF AND WHEN
NECESSARY. >> SPEAKER: I WANTED TO GET TO
[00:35:03]
THE PODIUM BECAUSE IS NOT SOMETHING DONE ON A WHIM ITTAKES A LOT OF. >> SPEAKER: NO, THAT WOULD NOT BE THE ATTENTION AND WE ARE HAPPY AND WILL LOOK AT WHAT WE COULD DO TO TALK ABOUT THAT AND WE ARE ALWAYS GLAD TO HAVE DIALOGUE ON NO MATTER WHAT SIDE OF AN ISSUE PEOPLE ARE ON.
THIS IS A PUBLIC PROCESS AND YOU ARE THE GOVERNING BODY AND YOU MAKE THIS DECISION AND NOT THE STAFF.
>> SPEAKER: THANK YOU. >> SPEAKER: ITEM NINE MAYBE ESTABLISHES NO PARKING ZONE AT 118 SOUTH GAY ST.
UNANIMOUS CONSENT NECESSARY. >> SPEAKER: I WILL INTRODUCE THE ORDINANCE AND ASKED FOR UNANIMOUS CONSENT.
>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND TRICK ANYONE ON THE COUNCIL HAVE A PROBLEM MOVING FORWARD WITH THE VOTE ON THIS THIS EVENING? HEARING ON ANY COMMENT OR
QUESTION FROM THE COUNCIL? >> SPEAKER: I HAVE A QUESTION.
I KNOW THIS IS A SMALL AREA OF SPACES JUST SOUTH OF HAMILTON ON SOUTH GAY ST. RIGHT BEFORE YOU GET TO THE NEW PUBLIX PARKING LOT. IS THERE ANY CONSIDERATION FOR THE PARKING SPACES THAT ARE FURTHER NORTH ON SOUTHGATE THAT ARE IN LINE WITH HAMILTONS? JUST TO DISCOURAGE ANY PARKING
IN THAT AREA? >> SPEAKER: THAT WOULD ACTUALLY BE THE PREFERENCE OF THE STAFF. I DID NOT ALLOW THAT TO PROCEED OUT OF CONCERNS IT MIGHT BE RAISED BY THE BUSINESSES.
I THOUGHT -- WHAT THE ISSUE IS WITH PARKING SPACES SO CLOSE TO THE INTERSECTION OR DRIVEWAY VISIT SITES -- BLOCKS A SIGHT DISTANCE AS IF YOU HAVE BEEN AT THE MAGNOLIA AGAIN INTERSECTION WITH CARS TRYING TO PARK THEIR PEOPLE IN THE LEFT-HAND TURN LANE, YOU HAVE TO SLOW WAY DOWN IT IS A LOT NARROWER PART OF THE STAFF WOULD BE HAPPY AT THE PLEASURE OF THE COUNCIL TO BRING THAT FORWARD. THESE TWO SPACES, THE REASON THESE ARE COMING FORWARD IS IT IS A SITE DISTANCE FROM THE DRIVEWAY ISSUE AND WAS PART OF THE TRAFFIC STUDY AT THE TIME PUBLIX WAS MOVING FORWARD EVEN THOUGH THERE ARE NO STRIPED PARKING SPACES THEY ARE NOW, PEOPLE CONTINUE TO THINK THAT THEY CAN PARK THERE. AND SO WE CANNOT ENFORCE NO PARKING THERE UNTIL YOU ACTUALLY SAY SO AND IT IS ODD THAT WE HAVE BORDEN'S 149928 TIMES A YEAR TO DEAL WITH THIS BUT WE ARE COMING FORWARD WITH MORE PURPOSE OF THE FIRST OF MANY TO REINFORCE SOME AREAS THAT PEOPLE SEEM TO NOT BE VERY CLEAR WHETHER OR NOT THEY ARE NO PARKING AND IT COMES BACK TO THE COUNCIL TO MAKE IT CLEAR. WE ARE HAPPY TO BRING THAT
FORWARD. >> SPEAKER: THIS IS ALL BEING
DONE WITH SAFETY IN MIND. >> SPEAKER: THIS IS SO PEOPLE CAN SEE TO GET OUT OF THE DRIVEWAY'S SO WE DON'T HAVE ACCIDENTS. WE ALSO MIND YOU HAVE A LOT MORE PEDESTRIANS ON THE SIDEWALK THEN WE ONCE DID.
THE MORE SITE DISTANCE YOU HAVE AND VEHICLE THE LESS CONFLICTS WE WILL HAVE SO IT IS PURELY A SAFETY ISSUE.
>> SPEAKER: ANY OTHER COMMENTS OR QUESTIONS? LINDSAY, ROLL CALL. (ROLL CALL VOTE)
>> SPEAKER: ITEM 9C1A REQUEST FROM GREINKE TO ANNEX APPROXIMATELY 21.94 ACRES OF PROPERTY LOCATED AT 484 LEE ROAD 25 ALSO KNOWN AS HILLANDALE. THE PLANNING COMMISSION RECOMMENDED DENIAL OF THIS PROPOSAL -- REQUEST BY A VOTE OF FIVE TO TWO IT IS OCTOBER 13 MEETING.
UNANIMOUS CONSENT NECESSARY. >> SPEAKER: I WILL INTRODUCE THE ORDINANCE AND ASKED FOR UNANIMOUS CONSENT.
>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND TRICK DOES ANYONE ON THE COUNCIL HAVE A PROBLEM MOVING FORWARD WITH A VOTE ON THIS THIS EVENING?
ANY COMMENTS OR QUESTIONS? >> SPEAKER: I HAVE A QUESTION.
MS. CROUSE, WITH THIS THE RULE RESIDENTIAL, IN?
>> SPEAKER: IT WOULD BE ZONE TO RULE BUT OUTSIDE THE OPTIMAL BOUNDARY. IT IS ONE PARCEL BELOW THE
CITY'S OPTIMAL BOUNDARY. >> SPEAKER: EXPLAINED TO THE PUBLIC WITH THIS -- WHAT EXACTLY THAT MEANS.
>> SPEAKER: ONE OF THE GOOD THINGS I WILL EXPLAIN WHAT IT MEANS. WE ARE GOING TO HAVE A WORKSHOP IN JANUARY AS WE GET THE NEW COUNCIL SEATED AND THEIR FEET ON THE GROUND ABOUT GROWTH BOUNDARY AND OTHER THINGS IN OUR OPTIMAL BOUNDARY. WE ESTABLISHED MANY YEARS AGO AND OPTIMAL BOUNDARY SAYING THIS IS WHERE WE CAN PROVIDE SERVICES , THIS IS WHERE POLICE, FIRE, WATER, SEWER, ALL OF THESE THINGS. THIS IS WEAR ANYWHERE INSIDE THIS AREA WE WOULD RECOMMEND ANNEXING PROPERTY PARK OUTSIDE OF IT WOULD BE ONLY UNDER CAREFUL CONSIDERATION OF THE COUNCIL. WE DO A LOT OF INFRASTRUCTURE AND GROWTH PLANNING, MUCH MORE -- WE ARE ALWAYS HAPPY TO TALK ABOUT A TRIP AND SO THAT IS WHY STAFF RECOMMENDED DENIAL OF THIS. IT IS JUST ONE PARCEL BELOW AND ONE OF THE QUESTIONS THE COUNCILMEMBER IS ALWAYS HAVE FOR ME IS, IF WE TAKE THIS PARCEL DOESN'T MOVE THE BOUNDARY AND TECHNICALLY WE HAVE MOVED THE BOUNDARY EVERY TIME WE ANNEX UP ALSO OUTSIDE THE GROWTH BOUNDARY AND IT SHIFTS THINGS FURTHER SOUTH OR WEST OR WHAT HAVE YOU PICK ONE OF THE THINGS WE WILL BE DISCUSSING WITH COUNCIL IN JANUARY IS HERE IS WHERE THIS IS AN HERE IS WHERE OUR POLICY HAS BEEN.
TO GIVE YOU A BETTER LENS TO WHAT WE ARE DOING MOVING FORWARD. BUT CERTAINLY THIS WOULD BE ZONE RULE IF IT IS BROUGHT AND THE APPLICANT IS NOT REQUESTING ANYTHING BUT RULE ZONING AT THIS TIME THERE HAS BEEN NO REQUEST OTHERWISE. PLANNING DIRECTOR STEVE FOOTE,
[00:40:06]
>> SPEAKER: THIS IS RIGHT AT 2O APPROVE THIS THE OWNER WOULD HAVE TO COME BACK BEFORE THIS BODY TO GET IT APPROVED IF HE
WANTED TO SUBDIVIDE OR ANYTHING? >> SPEAKER: YES, THEY WOULD PUT ONE ON EACH OF HIS DAUGHTER MY THE COUNCIL OF IS AN ORDINANCE IS A PERMANENT OPERATION WHICH REQUIRES A MAJORITY OF THE ELECTED BODY SO THERE ARE ONLY SIX OF YOU HERE TRICK IT TAKES FIVE AFFIRMATIVE VOTES TO PASS ANY ORDINANCE, PERIOD. PROGRESS
RESOLUTIONS A SIMPLE MAJORITY. >> SPEAKER: AS IT STANDS, THERE IS A LOT OF GROWTH OUT THERE IN THE PARTICULAR AREA.
IF IT IS NOT ANNEXED ANYTHING COULD GO IN THERE.
>> SPEAKER: THAT'S CORRECT. AS WE WERE DEALING WITH NOT SAYING THE APPLICANT HAS NOTHING TO DO WITH IT, BUT THEY COULD BUT BILLBOARDS THERE, YOU COULD PUT A JUNKYARD.
THEY HAVE NEVER STATED ANY INTENT, I'M JUST SAYING WHEN THERE IS NO ZONING AUTHORITY, ANYTHING CAN BE DONE.
>> SPEAKER: THANK YOU. >> SPEAKER: MS. CROUSE, WHAT IS THE STANDARD POLICY ON THE EVALUATION OF THE OPTIMAL BOUNDARY? HOW OFTEN TO BE DUE THAT AT IS THAT SOMETHING WE WILL BE LOOKING AT IN THE NEAR FUTURE?
>> SPEAKER: MR. FOOT? >> SPEAKER: IN 2023 WE ARE GOING TO INITIATE THE CONKLIN UPDATE AND I WOULD CERTAINLY THINK THAT THAT WOULD BE SOMETHING WE CAN LOOK AT THE
SAME TIME. >> SPEAKER: THAT IS NORMALLY WHAT WE DO WHEN WE DO COMPANY HAS A PLAN UPDATE AND THIS ALL COINCIDES WITH GIVING THE COUNCIL A REVIEW OF ALL THAT WE ARE DOING FOR ALL OF THIS AND WHAT GOES INTO IT AS WE EMBARK
ON THAT PROCESS. >> SPEAKER: WOULD LIKE TO SAY AND MAKE SURE I GOT IT RIGHT. THIS IS JUST IS A RULE -- RURAL AREA AND FOR ANYTHING ELSE HAS TO BE APPROVED ONCE AGAIN BY
CITY COUNCIL? >> SPEAKER: IT WOULD HAVE TO B- THE RULE ZONING ALLOWS FARMING OPERATIONS, 3-ACRE LOTS, IT ALLOWS A LOT OF THINGS. BUT ANY ZONING CHANGE HAS TO COME BACK TO THIS BODY THROUGH THE PLANNING COMMISSION TO YOU.
>> SPEAKER: THANK YOU, MA'AM,. >> SPEAKER: ANY OTHER COMMENTS OR QUESTIONS? OKAY.
LINDSAY, ROLL CALL. (ROLL CALL VOTE)
>> SPEAKER: SO THE ANNEXATION WAS NOT APPROVED ITEM 9C TO A REQUEST FROM GONZALEZ-STRENGTH & ASSOCIATES INC. >> SPEAKER: DO YOU WANT TO TALK ABOUT THE MURALS?
RIGHT NOW WE ARE ON. >> SPEAKER: I'M SORRY.
>> SPEAKER: WE ARE ON 9D WE CLOSE THAT.
>> SPEAKER: YOU CAN SPEAK AT THE END.
>> SPEAKER: IF YOU WOULD LIKE TO WAIT UNTIL THE END OF THE MEETING. WHAT ANYONE LIKE TO SPEAK ABOUT THIS ITEM? WE WILL CLOSE THE PUBLIC HEARING AGAIN. ANY COMMENTS OR QUESTIONS FROM
COUNCIL? >> SPEAKER: I WOULD LIKE TO SAY THAT I THINK OVER THE COURSE OF THE LAST SIX TO EIGHT MONTHS THAT THE STUDY GROUP MET SEVERAL TIMES AND I AM PROUD OF THE RECOMMENDATION AND THE PRODUCT THAT IS IN FRONT OF US IN THE ORDINANCE IN THAT THE PLANNING COMMISSION DID UNANIMOUSLY RECOMMEND APPROVAL TO THE COUNCIL.
I JUST THINK THIS IS A GREAT STEP IN CREATING ADDITIONAL
[00:45:03]
COMMUNITY AND PROVIDING AN AVENUE FOR ART IN OUR AREA.>> SPEAKER: THANK YOU, MS. WITTEN.
ANYONE ELSE? I APPRECIATE EVERYBODY'S WORK ON THIS AND I APPRECIATE MR. PARSONS AND MS. WITTEN, THEIR LEADERSHIP AND THE MEMBERS OF OUR PLANNING COMMISSION.
I PLAN TO SUPPORT THIS BUT I WILL TELL YOU THAT I HOPE OUR COMMUNITY DOES THE RIGHT THING. THIS IS NOT A TIME TO BE POLITICAL, THIS IS A TIME TO -- I HOPE THAT YOUR VISION FOR WHAT YOU WOULD WANT TO HAVE ON THE SIDE OF YOUR BUILDING IS SOMETHING THAT ELEVATES OUR COMMUNITY AS A WHOLE.
THAT WE WILL ALL BE PROUD OF AND THAT PEOPLE WILL NOT FIND OFFENSIVE. I HOPE THE RIGHT TO WISH MAKE THE RIGHT DECISIONS FOR THE RIGHT REASONS AND DO THINGS THAT WE ARE PROUD OF AND THAT FOLKS WILL BE GETTING CAN'T WAIT TO HAVE THEIR PHOTOS NEXT TO AS THEY VISIT AND COME TO OUR COMMUNITY. I CHALLENGE OUR COMMUNITY TO PLEAD TO THE RIGHT THING. I AM VERY EXCITED ABOUT SOME OF THE COOL THINGS THAT WE COULD RECEIVE THROUGH THIS.

ITEM 10A1 REQUEST FROM BRETT BASQUIN OF THE FORESITE GROUP FOR CONDITIONAL USE APPROVAL OF AN INSTITUTIONAL USE A CHURCH OR PROPERTY LOCATED IN A 1200 BLOCK OF NORTH COLLEGE STREET IN AND DEVELOP A DIFFERENT HOUSING AND COMPREHENSIVE DEVELOPMENT DISTRICT ZONES. THIS PROJECT IS KNOWN AS THE NORTH COLLEGE STREET CHURCH PICNIC PLANNING COMMISSION UNANIMOUSLY RECOMMENDED APPROVAL AT ITS OCTOBER 13 MEETING.A PUBLIC HEARING IS REQUIRED. >> SPEAKER: ROOF APPROVAL.
>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND TRICK AT THIS TIME I WILL OPEN THE PUBLIC HEARING IF YOU WOULD LIKE TO ADDRESS PLEASE COME FORWARD AND STATE YOUR NAME AND ADDRESS FOR THE RECORD. SEEING NO ONE WILL CLOSE THE PUBLIC HEARING. ANY COMMENTS OR QUESTIONS FROM
THE COUNCIL? >> SPEAKER: I DO HAVE -- I KNOW THIS IS A CONDITIONAL USE REQUEST, BUT AS WE MOVE FORWARD IF THIS IS APPROVED, WILL THERE BE THE ACCELERATION LANES THAT GO INTO THE PROPERTY AND HOW WILL TRAFFIC BE MAINTAINED AT PEAK HOURS OF THE CHURCH OPERATION HOURS? HOW WILL THEY MAINTAIN THE TRAFFIC COMING IN TO NORTH
COLLEGE? >> SPEAKER: GENERALLY SPEAKING, CHURCHES HAVE A DIFFERENT PEAK HOUR THAN A GOOD BIT OF THE REST OF THE CITY AND WE HAVE BEEN WORKING HANDILY WITH EVERYONE TO ADDRESS THAT. ONE OF THE THINGS THAT IS IN OUR CURRENT ENGINEERING STANDARDS, WE HAVE OUR ENGINEERING DIVISION MANAGER BRIAN WHAT IS HERE TONIGHT TO ASSIST ME IF I GET OFF THE RAILS WITH THIS ONE. TURN LANES, LEFT AND RIGHT TURN LANES IN PLAIN ENGLISH ARE REQUIRED ON ARTERIAL ROADS FOR PROJECTS SUCH AS THIS. WE USED TO HAVE A CRITERIA WHERE THEY HAD A WARRANT AND NOW THEY ARE ABSOLUTELY REQUIRED UNLESS THEY ARE WAIVED. EITHER THE CITY ENGINEER OR THE PLANNING COMMISSION. THAT IS THE CASE HERE.
I BELIEVE THEY HAVE A LITTLE LESS THAN A THOUSAND PARISHIONERS COULD ATTEND AT ONCE AT THIS FACILITY AND LIKE EVERYONE, WE WORKED TOGETHER TO TRY TO DO THIS, THE CATHOLIC CHURCH ENTERS AND ENTERS FOR DIFFERENT MASSES AT TIMES.
WE DO WORK WITH EVERYONE TO TRY TO KEEP PEOPLE SAFE ON THE BUT WE ALSO ARE MINDFUL OF THE PUBLIC THAT, THIS IS A MAJOR ARTERIAL AND SOME PEOPLE MAY NOT BE ATTENDING SERVICES AT EITHER CHURCH IN THIS LOCATION AND BE NEEDING TO GET THROUGH THE AREA SO THEY END UP WORKING WITH OUR PUBLIC SAFETY TEAM AND OUR CITY ENGINEERING GROUP ABOUT WHAT THEY CAN AND CAN'T DO THE PUBLIC
RIGHT-OF-WAY TO MANAGE THAT. >> SPEAKER: SO A CENTER LANE FOR LEFT AND RIGHT TURNS OR WILL THERE BE ACTUAL THE ACCELERATION
>> SPEAKER: THEY WOULD HAVE A RIGHT TURN DECELERATION LANE INTO IT. I DON'T KNOW THAT AN ACCELERATION LANE OUT OF IT WOULD BE REQUIRED.
WERE THEY BE A CENTER TURN LANE, BRIAN OR JUST A DEDICATED LEFT
CAR DO WE KNOW YET? >> SPEAKER: [INAUDIBLE]
>> SPEAKER: THEY WOULD BE RESPONSIBLE?
>> SPEAKER: ABSOLUTELY. WHICH MEANS DEPENDING ON THE PAVEMENT ITSELF IT HAS TO WIDEN OUT TO FIT THOSE IN AND THAT IS ON THEM ON THEIR DIME. THE ONLY TIME WE GET INVOLVED IS IF WE NEED TO EXTEND IT FURTHER TO HELP A NEIGHBORHOOD OR SOMEBODY ELSE ALSO GET A TURN LANE SOMETIMES THEN THE CITY
FUNDS THE EXTRA THAT WE ASK FOR. >> SPEAKER: ANY OTHER COMMENTS OR QUESTIONS? ALL IN FAVOR? ANY OPPOSED? MOTION CARRIES.
>> SPEAKER: ITEM 10A TO REQUEST THEM CITY OF AUBURN FOR CONDITIONAL APPROVAL OF PUBLIC SERVICE -- COVERED SWIMMING POOL ATHLETIC FIELDS AND A PUBLIC PARK TRICK FOR PROPERTY LOCATED AT NORTH OF 737 OGLETREE RD. IN DISTRICT FOR THE PROJECT IS KNOWN AS LAKE WILMORE COMMUNITY CENTER GROUP OCTOBER 13 MEETING
[00:50:07]
A PUBLIC HEARING IS REQUIRED. >> SPEAKER: MOVE APPROVAL.
>> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND.
BEFORE WE OPEN THE PUBLIC HEARING, I WOULD LIKE TO ASK THE CITY MANAGER, MS. CROUCH, THERE WERE A NUMBER OF IMAGES THAT YOU AND YOUR STAFF PUT TOGETHER TO SHARE WITH THE COUNCIL AND SHARE WITH THE AUDIENCE AND OBVIOUSLY THOSE THAT ARE WATCHING WITH US HERE TONIGHT. CAN YOU PULL THOSE UP AND LOOK THROUGH THOSE DARK THIS WAS -- I WATCHED THE PLANNING COMMISSION MEETING LAST WEEK AND THERE WERE A LOT OF QUESTIONS.
WHAT WE WOULD LIKE TO DO NOW IS TO CLEAR UP SOME OF THOSE QUESTIONS BEFORE WE GET STARTED, WITH THE PUBLIC HEARING.
>> SPEAKER: A COUPLE OF THINGS, THIS IS THE MASTER PLAN FOR THE LAKE WILMORE PROPERTY. SORRY, MY POINTER WON'T WORK FOR EVERYBODY, THE SOUTHERN END IS OGLETREE RD. AND YOU CAN SEE IN THE FAR RIGHT OF THE DRAWING ON THE SOUTHERN SIDE, OGLETREE ELEMENTARY SCHOOL THAT EXISTS AND OUR FIRE STATION IS OUTLINED THERE. THIS IS THE OVERALL MASTER PLAN DONE AS PART OF THE PARKS & RECREATION CULTURAL MASTER PLANNING PROCESS THEY COMPLETED IN 2018.
AT THAT TIME, PARKS & RECREATION ADVISORY BOARD IN CONCERT WITH THE CITY COUNCIL DECIDED ON A FIRST PHASE OF PROJECTS AND ONE OF THE PROJECTS RECOMMENDED AS AN OUTCOME OF THAT STUDY TO BE DONE IN THE FIRST PHASE WAS THE LAKE WILMORE COMMUNITY CENTER.
THIS PROPERTY WAS ACQUIRED FROM THE WATER WORKS BOARD IN THE CITY OF AUBURN IN 2004. AT THE BOTTOM OF YOUR DRAWING YOU SEE 208 ACRES AND THAT IS A MASSIVE PIECE OF PROPERTY THAT INCLUDES SOME ACREAGE TO THE FAR NORTH AND SO ON.
THE MAINSTAY OF THE PARTIAL WE ARE TALKING ABOUT IS IN THE 180-ACRE RANGE AND SO IT WAS DECIDED, THE CITY HAD NO FACILITIES ON THIS SIDE OF THE INTERSTATE AND WE HAD A SOFTBALL COMPLEX AND WE HAD NO PARK FACILITIES.
ONE OF OUR HIGHEST DEMANDS AT THE TIME WAS NOT ONLY BASKETBALL AND A COMMUNITY CENTER IN GENERAL, IT WAS FOR OUTDOOR SWIMMING POOL BECAUSE WE HAVE LOST OUR POOL AT DRAKE SCHOOL AND WE ONLY HAD A SAMFORD POOL. IT WAS OPTED THAT WE WOULD PROCEED MAINLY WITH A COMMUNITY CENTER THAT HAD AN INDOOR WALKING TRACK, A -- TWO FULL COURTS.
SOME PARKING AND POSSIBLY PICKLEBALL AND SOME OTHER THINGS WE HAD CAPITOL PLANNING TO DO THIS AND IT IS THE PROJECT AREA WE ARE LOOKING AT YOU CAN'T SEE NUMBERS VERY WELL IN THE UPPER-RIGHT CORNER AND IT WAS NUMBERS FOUR AND FIVE AND PARKING LOT ASSOCIATED WITH 15. AND SIX A SWIMMING POOL.
WHAT HAPPENS MOVING FORWARD WE WENT THROUGH AND DESIGNED THIS AND THEN COVID HITS. WE WERE GETTING READY TO GO OUT TO THE BID IN SPRING OF 20 AND THIS CONDITIONAL USE WAS ALREADY APPROVED IN FEBRUARY OF 2020. NOT ONLY TO BE PUT THIS PROJECT ON HOLD FOR FINANCIAL REASONS, WE COMPLETELY PULLED IT OUT OF CAPITOL IMPROVEMENT PLAN. WE ONLY DID THAT TO BALANCE THE BUDGET, NOT BECAUSE WE DIDN'T INTEND TO BUILD THIS.
IT WAS A NECESSARY THING TO BALANCE THE BUDGET.
SO THIS NEXT DRAWING I AM SHOWING YOU IS OUTLINING IN PURPLE WHAT WE ARE PROPOSING TO DO RIGHT NOW.
IS THE ONLY PIECE OVERLAID OVER THE ORIGINAL MASTER PLAN.
THE THING THAT WE ADDED IN THE SUMMER OF 2022 IS FOUR MULTIPURPOSE FIELD OR MULTISPORT FIELDS.
THEY PARK AND REC ADVISORY BOARD CAME BACK WITH STRONG RECOMMENDATIONS TO COMPLETE THE LAKE WILMORE PROJECT OR WON BECAUSE OF THE GREAT NEED FOR BASKETBALL.
WE HAVE PLENTY OF STATISTICS ABOUT THE NUMBER OF TEAMS THAT ARE PLAYING AND IT IS AN OVERWHELMING NUMBER OF TEAMS A LOT OF WHICH ARE NOT ONLY UNDERSERVED BY OUR FACILITIES BUT HAVING TO TRIM THEIR PRACTICE TIMES TO 45 MINUTES FROM AN HOUR BECAUSE OF LACK OF FACILITIES.
WE HAVE HIGH SCHOOL KIDS PLAYING BASKETBALL AT 930 AT NIGHT BUT THAT IS WHEN THE GAMES START ON SCHOOL NIGHTS.
WE HAVE A LOT OF CHALLENGES BECAUSE WE ARE UNDERSERVED IN A GROWING COMMUNITY. WE WERE SOLVING SOME OF THOSE NEEDS AND AT THE SAME TIME WE HAVE FOOTBALL, LACROSSE AND EVEN THOUGH WE ARE ADDING TO THE SOCCER COMPLEX, THAT IS A MUCH NEEDED OUTDOOR SPORTS AND FIELD SPACE FOR ITS AND WE ALSO HAVE BASEBALL AND SOFTBALL TEAMS WHO NEED SOMEWHERE TO PRACTICE.
SO THE DECISION WAS I HAD ASKED THE STAFF OF ALL OF THE CITY PROPERTY THAT WE HAVE WHICH IS MAINLY RICHLAND PARK SPACE THAT IS YET TO BE DEVELOPED ADJACENT TO THE ARE BROKE TO SPEND -- TENNIS CENTER, WE HAVE THIS SPACE AT LAKE WILMORE PARK THAT WAS ALREADY SLATED AND HE COULD SEE ON THE MASTER PLAN FOR BASEBALL FIELDS AND MULTIPURPOSE FIELDS AND REMOVED THEM UP WE ALSO HAD WHAT WE KNOW AS SOCIETY HILL PARK WHICH IS DOWN BY THE LAZY BE THAT WE HAVE NO INFRASTRUCTURE AT THE CITY ENGINEER EVALUATED ALL THE SITES AND SAID NONE OF THEM ARE EXCELLENT PROPERTIES FROM A COST PERSPECTIVE FOR THEY ALL HAVE TOPOGRAPHY, MANY THINGS THAT ARE CHALLENGING.
BUT AT THE END OF THE DAY, IF THE PROPERTY WE OWN AND HAVE INVENTORY WHERE WE CAN DELIVER FEELS THE FASTEST, AND MOST COST EFFECTIVE, IS THE LAKE WILMORE PROPERTY.
[00:55:02]
THE COMMUNITY CENTER ITSELF IS A $22 MILLION PROJECT.WE ADDED A $16 MILLION TURF FIELD PROJECT TO ITS AND THE COUNCIL REVIEWED THAT OVER THE SUMMER TIME AS PART OF THE BUDGETING PROCESS AND IT WAS PUT IN THE BIENNIAL BUDGET.
TO GIVE YOU A BETTER LOOK OF SIDE BY SIDE AND EXCUSE MY BAD IN DESIGN SKILLS MESHING THESE TOGETHER.
THE TOP IS WHAT WAS PROPOSED, THE BOTTOM IS WHAT WE ARE PROPOSING NOW AND PURPLE JUST A BIT OF THE TOP BOTTOM COMPARISON THERE. TO GIVE YOU A GOOD LOOK AT THE LAKE WILMORE PROPERTY, THERE HAS BEEN SOME ENVIRONMENTAL CONCERNS. AS YOU CAN SEE WHAT LOOKS LIKE A GIGANTIC CREEK PIC IS NOT A GIGANTIC CREEK CREEK BUT THAT IS FLOODPLAIN OUTLINED IN BLUE AND YOU ARE TALKING ABOUT TOTAL DISTURBANCE OF THIS OR THE GRAY AREAS AROUND THE MULTIPURPOSE FIELDS AND COMMUNITY CENTER TRICKED YOU ARE TALKING ABOUT 3R 200-ACRE SITE. THERE IS A LINE GOING DOWN THE MIDDLE OF THE PROPERTY AND YOU SEE RED LINES, SQUIGGLY LINES BELOW THAT PICK THOSE ARE SOME BIKE TRAILS THAT WILL HAVE SOME LIGHT DISTURBANCE BECAUSE OF THIS PROJECT BUT WE CAN RESTORE ACCESS TO. IF YOU ARE LOOKING ON THE LEFT SIDE, OF THAT PROPERTY, THOSE FIELDS ARE TAKING UP MINIMAL ACREAGE BUT WE BELIEVE 121 ACRES JUST WEST OF THE NATURAL GAS PIPELINE. WE BELIEVE THAT UNDISTURBED.
WE HAVE HAD SOME CONCERNS FROM CITIZENS ABOUT, YOU ARE TAKING FREE SPACE AWAY. YOU ARE TAKING WALKING TRAILS AWAY. 121 ACRES TO ME IS A LOT OF PROPERTY TO STILL PROVIDE PLENTY OF RECREATIONAL OPPORTUNITIES FOR A VARIETY OF PEOPLE. I CAN TELL YOU, WHEN I ASSUMED THIS ROLE A LITTLE OVER TWO YEARS AGO, TWO AND A HALF YEARS AGO, ONE AND A HALF YEARS AGO. WHEN I ASSUMED THIS ROLE, ONE OF THE BIGGEST CHALLENGES PUT BEFORE ME WAS THE PARKS AND RECREATION CULTURAL MASTER PLAN. OR A GROWING COMMUNITY, WE GOT BEHIND AND COVID TO LATEST TRIP WE HAD A GOOD PLAN AND COVID DELAYED US. I WOULD LOVE NOTHING MORE THAN TO ACQUIRE A LOT OF PROPERTY ALL OVER THE CITY TO DO THIS BUT THERE IS NOWHERE TO DO THIS. IT IS RICHLAND PARK OR IT IS HERE. WE HAVE INFRASTRUCTURE HERE, WE HAVE EXISTING ROAD NETWORK, WE HAVE AN AREA OF TOWN THAT DOESN'T HAVE A LOT OF FACILITIES , AND THIS IS THE PLACE THAT WE CAN DO THIS. I CAN GIVE YOU OVERWHELMING STATISTICS ABOUT OUR YOUTH PARTICIPATION FROM VOLLEYBALL TO THE CROSS AND OTHER SPORTS. THE REASON FOR HERE IS THIS IS PROPERTY WE OWN AND CONTROLLED SINCE 2004 THAT WE HAVE ALWAYS PLANNED TO PUT FACILITIES ON. JUST A FEW OTHER THINGS, TO GIVE YOU. THESE ARE PLANNING COMMISSION DRAWINGS. I WOULD DO THE ZOOM IN AND A BETTER LOOK AT THESE FIELDS AGAIN.
THESE CAN PLAY TACKLE FOOTBALL, THEY CAN PLAY FLAG FOOTBALL.
SOCCER, LACROSSE AND BASEBALL AND SOFTBALL CAN GET THEIR PRACTICE ON ALL THEY WANT FOR THESE ARE NOT COMPETITION FIELDS FOR BASEBALL AND SOFTBALL. THEY WILL BE LIT.
WE ARE USING SPECIALIZED LIGHTING THAT POINTS DOWN AND WE ARE VERY COGNIZANT. WE HAVE SOME RESIDENCE WITHIN A SIX OR 700 FEET OF THIS AREA KIND OF DUE SOUTH AND A LOT OF THEM ARE CLOSER TO 1000 FEET. WE ARE USING SPECIALIZED LIGHTING TO MAKE SURE WE DO NOT IMPACT THEM FROM A DIRECT LIGHTING STANDPOINTS. BUT, YES, YOU WILL SEE AMBIENT LIGHT IN THE AREA AS YOU LOOK AT THE DISTANCE.
WE ARE NOT CONNECTING KENT WOOD DRIVE INTO THE ONE-WAY ROAD OR GROVE HILL SUBDIVISION AREA AT THIS TIME.
WE ARE GRADING THE LAND FOR IT BUT WE HAVE NO INTENTION OF CONNECTING IT'S IN THIS INITIAL PHASE AS WE TOLD THE ADJOINING PROPERTY OWNERS WE WOULD NOT EXPECT THIS DOES MEAN THAT EVERYBODY WHO WANTS ACCESS TO THE SPARKLE HAVE TO GO TO OGLETREE RD. AND THEN TO THE PARK AND ENTER THAT WAY.
IN THEIR VEHICLE. IF THEY ARE ON FOOT OR ON A BICYCLE, THEY CAN ENTER FROM KENT WOOD DRIVE.
THIS IS THE GENERAL LAYOUT. I BELIEVE AND BECKY OR BRIAN, CORRECT ME, WE COULD HAVE A MAXIMUM OF ABOUT 700 CARS PARKED OUT HERE IN THE SPACES WE PLAN TO PROVIDE WORK WE HAVE DONE A TRAFFIC STUDY. THE ONLY TIME OUR TRAFFIC GETS REALLY EGREGIOUS FROM HERE IS WE SHOULDN'T BE ENTERING AND EXITING AT THE SAME TIME THE SCHOOLS ARE IS IF ALL 700 CARS IF WE HAD FOOTBALL GOING ON ON ALL FIELDS ALL THOSE GAMES ENDED AT ONCE AND ALL OF THOSE TWO OR FOUR BASKETBALL GAMES AND AT ONCE OR THE SWIMMING IN THE SWIMMING POOL WERE PLAYING PICKLEBALL AND RUNNING THE DOGS AROUND AND ALL 700 PEOPLE WANTED TO LEAVE IT ONCE WE WOULD HAVE A PROBLEM THEN.
BUT NORMAL FLOW WILL BE NORMAL FLOW.
YES, SIR, BRIAN? >> SPEAKER: [INAUDIBLE]
>> SPEAKER: IS THE TURNOVER THAT IS CAUSING THE 700.
THANK YOU. I APPRECIATE THAT'S.
CITY ENGINEER TOLD ME 700 THAT'S MY CITY MANAGER.
THANK YOU. >> SPEAKER: MEGAN, THE FIRST SLIDE YOU SHOWED WAS THE ORIGINAL PLAN THAT CAME FROM THE CULTURAL PLAN. FOUR YEARS AGO.
TALK ABOUT WHAT OUR PLANS VERSUS REALITIES IN DEVELOPING A PARK
LIKE THIS AND USAGE. >> SPEAKER: ONE OF THE
[01:00:01]
IMPORTANT THINGS IN THIS ENTIRE DOCUMENT IS THIS IS A MASTER PLAN, THIS IS OUR BEST GUESS AS WHAT WE COULD PUT HERE.IN REALITY WHEN WE GO TOPOGRAPH, THINGS LIKE THE FLOODPLAIN GROWTH, THE FLOODPLAIN IS GROWN ON THIS PROPERTY IN THE LATEST STUDIES WHICH MAY LIMIT SOME THINGS THAT YOU CAN DO.
WE ALSO HAVE -- IF YOU LOOK OFF OF OAK KNOLL CIRCLE DOWN TO THE LOWER LEFT THERE IS A NUMBER I THINK IT IS -- I DON'T HAVE MY GLASSES ON -- 18 I THINK 13. THIRTEEN WAS MULTIPURPOSE FIELDS THAT WE HAVE MOVED UP. WE HAVE NO INTENTION OF BUILDING THE BASEBALL FIELDS HERE THAT ARE SHOWN ON THE ORIGINAL MASTER PLAN FOR THE MULTIPURPOSE FIELDS HAVE BEEN MOVED NORTH AND FURTHER AWAY OF EXISTING HOMES. THERE IS ALSO SOME PARKING LOTS LABELED AS NUMBER 15 AND 16. WE ARE CURRENTLY NOT PLANNING TO HAVE ANYTHING TO DO WITH THAT. I DO THINK NUMBER TWO THAT IS SHOWN IS DISC GOLF WHICH IS BETWEEN THE CREEK LOOKING BLUE AREAS IN THE MIDDLE OF THE DRAWING.
AT SOME POINT WE COULD DO DISC GOLF THE PEOPLE DO WHAT WE WILL HAVE TO BUILD A FOOTBRIDGE OR SOMETHING FROM AN EXISTING PARKING AREA TO GET TO IT. IT IS VERY NORMAL FOR PLANS TO CHANGE. PRACTICE IS WHAT COULD BE, NOT FULL REALITY AND THE ONLY THING WE ARE ASKING FOR APPROVAL FOR TONIGHT FROM A PLANNING PERSPECTIVE ARE THE FOUR MULTIPURPOSE FIELDS AND THE COMMUNITY CENTER CREEK AND AGAIN THE COMMUNITY CENTER WAS
APPROVED PREVIOUSLY IN 2020. >> SPEAKER: WHAT HAS HAPPENED SINCE 2020 IS THE PARKS & RECREATION ADVISORY BOARD HAS COME BACK TO THE CITY AND SAID IN THEIR ESTIMATION WHAT THEY BELIEVE IS WE NEED THESE MULTIPURPOSE FIELDS.
WE ARE LOOKING AT REIMPOSING THE COMMUNITY CENTER AS WE DID IN 2020 BUT NOW WE ARE ADDING POTENTIALLY ADDING THESE FOUR
MULTIPURPOSE FIELDS. >> SPEAKER: TO GIVE A FLAVOR FOR BASKETBALL, OUR CURRENT YOUTH LEAGUE REGISTRATION FOR 2022 IS 794 PLAYERS AND 80 TEAMS AND FOR HIGH SCHOOL -- 2014 IS DEALING WITH THE EXISTING GYMNASIUMS WE HAVE.
THAT IS WHY PRACTICE TIME HAS BEEN CUT AND THAT IS WHY WE HAVE GOT TO MOVE FORWARD AND GET A CENTER ON THE GROUND.
IN THE OUTDOOR SPORTS, YOU HAVE A LOT MORE GOING ON AND I GUESS I ALSO NEGLECTED -- LET ME JUMP TO THE POOL REAL QUICK.
BECAUSE OF LOSS OF HEALTH PLUS FITNESS AND THE DRAKE POOL, THIS COUNCIL HAS HEARD A LOT FROM PEOPLE IN OUR SWIMMING COMMUNITY THAT WANTS A CITY-OWNED FACILITY WHERE THEY ARE NOT COMMITTING ELSEWHERE TO SWIM. WE HAVE CHANGED THIS POOL FROM JUST AN OUTDOOR POOL TO A COVERED POOL IS HEATED THAT WILL ALLOW YEAR-ROUND USE. I CAN'T SAY WHEN IT IS 22 DEGREES OUTSIDE EVERYONE WILL BUCK WANT TO IN THE INDOOR POOL IT STILL MIGHT BE COLD BUT IT WILL BE HEATED.
ON OUR MULTIPURPOSE FIELDS, JUST TO GIVE YOU A QUICK IDEA, IN SPRING 202299 TEAMS USED FIELDS BUT THAT IS A MIX OF SOCCER AND LACROSSE PLUS 27 BASEBALL AND SOFTBALL TEAMS NEEDED SPACE.
IN THE FALL 2020 TO 137 TEAMS ARE USING FIELD, SOCCER, LACROSSE, PLUS 49 AND BASEBALL AND SOFTBALL TEAMS NEED ACCESS TO FIELDS THROUGHOUT THE CITY FOR PLAY.
>> SPEAKER: SO THE INTENT HERE IS JUST TO INFORM EVERYBODY AND LET THEM KNOW WHERE THESE IDEAS CAME FROM, HOW WE GOT TO THIS POINT, WHAT WAS THE THOUGHT PROCESS.
THAT LED US HERE THIS EVENING. AT THIS TIME I'M GOING TO OPEN THE PUBLIC HEARING FOR IF YOU WOULD LIKE TO ADDRESS THE CITY COUNCIL PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS
FOR THE RECORD. >> SPEAKER: BRIAN O'NEILL, 1509 DARTMOUTH DRIVE. AS A LONGTIME RESIDENT OF AUBURN, HAVING GROWN UP HERE PLAYING BASEBALL AT FELTON LITTLE PARK AND BASKETBALL AT FRANK BROWN AND THEN AS AN ADULT HAVING THE OPPORTUNITY AND THE AMAZING HONOR OF COACHING BASKETBALL, SOCCER, FOOTBALL AND BASEBALL, THIS IS NEAR AND DEAR TO MY HEART AND THAT WAS ONE OF THE REASONS WHY NEARLY TWO YEARS AGO OLD I SOUGHT APPOINTMENT TO THE PARKS & RECREATION ADVISORY BOARD. BECAUSE TOO OFTEN THEY WERE CONVERSATIONS AT THE BALL FIELD, BASKETBALL COURTS, THAT IN MY OPINION AS A RESIDENT WAS EMBARRASSING THAT WE WERE WOEFULLY BEHIND IN THE FACILITY DEVELOPMENT FOR OUR YOUNG ADULTS. KNOWING THAT ATHLETICS IS NOT ALWAYS THE DESTINATION BUT AN AVENUE FOR LEADERSHIP DEVELOPMENT FOR PERSONAL GROWTH AND FOR PHYSICAL FITNESS.
THE CONVERSATIONS GOT TO MY HEART TO THE POINT WHERE I WAS HONORED TO BE ASKED AND STEPPED INTO THAT ROLE AND WAS PART OF THIS PLANNING PROCESS. THE CITY MANAGER DID A GREAT JOB OF EXPLAINING THE PROCESS AND THE CONVERSATIONS.
THERE ARE A LOT OF PEOPLE HERE TODAY THAT HAVE BEEN ADVOCATES FOR THESE FACILITIES AND WE KNOW THAT NINE YEARS AGO FUNDS WERE REALLOCATED TOWARDS THE SCHOOL SYSTEMS AWAY FROM PARKS AND
[01:05:01]
RECREATION AND WE ARE TRYING TO MITIGATE THAT AND THEN GROW INTO WHERE WE HAVE SEEN 45 PLUS PERCENT POPULATION GROWTH.WE ARE WOEFULLY BEHIND IN MEETING THE NEEDS OF OUR CHILDREN. I TOTALLY UNDERSTAND AND HAVE WATCHED THE COMMISSION MEETING FROM LAST WEEK, THE DESIRE AS AN EAGLE SCOUT I UNDERSTAND CONSERVATION AND THE DESIRE TO HAVE GREEN SPACE AND NATURAL WOODED AREA, BUT WITH GROWTH COMES GIVE AND TAKE. AS WE HAD CONVERSATIONS WITH THE DIFFERENT SPORTS AND THEIR ADVOCACY GROUPS, WE TALKED ABOUT WHO NEEDS WHAT AND BE MADE SOME HARD DECISIONS.
BUT THE PLAN THAT YOU SEE BEFORE YOU MEET THE NEEDS OF MULTIPLE SPORTS IN THESE MULTISPORT FIELDS.
AND MEETS VOLLEYBALL AND BASKETBALL AND SENIOR WALKING IN THE INDOOR FACILITY AND SO I HOPE THAT THIS COUNCIL TAKES TO HEART THE FACT THAT WHEN WE SAY THERE IS FOUR BASKETBALL TEAMS PRACTICING ON MIDDLE SCHOOL BASKETBALL COURT, THAT IS 40 KIDS ON ROUGHLY 500 SQUARE FEET, THAT IS NOT ACCEPTABLE IN AUBURN, ALABAMA. WHEN WE HAVE KIDS PLAYING BASEBALL IN A PARKING LOT OF OUR HIGH SCHOOL FOOTBALL STADIUM AND TAKING BOTH FLYING ALL OVER THE PLACE, WE ARE BETTER THAN THAT.
AND SO I WANT TO TODAY, FOR YOU AND THAT YOU KNOW THAT THIS PROCESS WE RELIED ON THE 2030 CAMPAIGN AND RELIED ON THE PARKS AND RECREATION MASTER PLAN. WE LOOK AT ALL THE OPTIONS AND THIS IS THE BEST OPTION TO TAKE THAT NEXT STEP.
AS YOU CONSIDER THIS, NOT ONLY AM I RECOMMENDING APPROVAL FOR THE LAKE WILMORE PROJECT AS PRESENTED TODAY, BUT I ASK EACH OF YOU THAT SIT IN THESE CHAIRS THAT WE NEED YOU TO CONTINUE TO ADVOCATE AND FIND THE MONEY FOR FUTURE FACILITIES, FOR FUTURE LAND, BECAUSE OUR CHILDREN DESERVE BETTER THAN WHAT I HAVE TODAY. THANK YOU.
>> SPEAKER: THANK YOU. WHO WILL BE NEXT?
YES, SIR? >> SPEAKER: THANK YOU, SIR.
CHAD KEITHI 1006 SERENITY CIRCLE AUBURN OUT.
I MOVED HERE EIGHT YEARS AGO WITH MY WIFE AND MY FAMILY AND I AM PRETTY MUCH GOING TO ECHO RYAN'S SENTIMENTS.
I SERVED ON THE PARKS AND BOARD ON THE FOOTBALL ASPECT OF THE REASON I WAS ASKED TO PARTICIPATE IS I PLAYED HIGHER LEVEL FOOTBALL IN THE SOUTHEASTERN CONFERENCE, ALONG WITH ONE OF MY FRIENDS ROB PAID PLAYED HERE AT AUBURN UNIVERSITY , ALSO SERVES ON THE BOARD AND UNFORTUNATELY COULDN'T BE HERE TONIGHT BUT HE IS DOING A CONTINUING EDUCATION CLASS.
IT IS PRETTY MUCH -- I FEEL LIKE I JUST, I WAS ASKED PROBABLY TO SPEAK TWO OR THREE YEARS AGO, FOUR YEARS AGO.
AND FINALLY I'M DOING A FAVOR FOR A COUPLE OF FRIENDS IN THAT I WAS TOLD LAST WEEK THAT THERE WAS A LOT OF PUSHBACK ON SOMETHING OF THIS NATURE. IT WAS LIKE -- I BASICALLY WANTED TO SPEAK ON BEHALF OF OF I WOULD SAY THE AVERAGE PARENT THAT IS TRYING TO RAISE THEIR CHILDREN HERE IN AUBURN THE SAME REASON THAT WE MOVED HERE EIGHT YEARS AGO.
BECAUSE WE WANTED TO RAISE OUR CHILDREN IN AUBURN.
BUT, TO THAT POINT, UP UNTIL ACTUALLY LAST NIGHT AFTER I HAD ALREADY DECIDED YES I'M GOING TO COME SPEAK, PUBLICLY ON A TUESDAY NIGHT, WHEN I'M COACHING MY 9 YEARS OLD SON WHICH IS MY LAST SON TO COME TO THE HOUSE AND WE ARE PLAYING THE GAMES ON THE OLD LANDFILL AT THE SHOWED AND IN HIS 9-YEAR-OLD MIND BEFORE THE GAME HE LOOKS OUT AND SAYS, DADDY, HAVE YOU EVER NOTICED HOW MANY HILLS ARE ON THIS FOOTBALL FIELD? IT'S LAUGHABLE TO ME. IT IS NO SECRET WE ARE IN A TIGHT SPOT WE ARE GRAYING -- GROWING WAY FAST WE DON'T HAVE FACILITIES. WE CAN SIT HERE ALL NIGHT AND TRY TO FIGURE OUT HOW TO FIX THIS PROBLEM, WE ARE NOT GOING TO DO THAT. AS I WAS SITTING IN MY OFFICE TODAY, I WANTED TO JUST BRING ONE.
IT IS NOT MY JOB TO RUN A CITY. I DID STAY IN A HOLIDAY INN EXPRESS LAST NIGHT BUT. (LAUGHTER) HERE IS ONE THAT I WANT TO DO, GUYS.
THIS IS THE WORLD I LIVE IN. I HAVE BEEN RAISING MY KIDS.
WE ARE ATHLETES, MY WIFE IS AN ATHLETE.
WE ARE FOOTBALL, WE ARE BASEBALL, WE ARE ALL OVER THE PLACE. THE REASON YOU DON'T SEE A LOT OF PARENTS HERE ON TUESDAY NIGHTS IS BECAUSE WE ARE AT PRACTICE WITH OUR KIDS. WE ARE AT GAMES WITH OUR KIDS.
WE FEEL LIKE WE ARE NOT BEING HEARD IT IS TO THE POINT, LADIES AND GENTLEMEN, THAT PROBABLY WHEN CAMP GETS THROUGH IN TWO OR THREE YEARS I'M GOING TO ROLL OFF THE BOARD BECAUSE I AM TIRED
[01:10:03]
OF GOING TO PRACTICES AND GAMES AND HAVING TO SPEAK ON BEHALF OF OF THE PARKS AND WRECK BOARD WHEN I MOVED HERE EIGHT YEARS AGO I HEARD A LOT OF POSITIVITY. BUT THE LAST FOUR TO FIVE YEARS, IT IS JUST NEGATIVE. IT IS COMPLAINING.THESE PARENTS ARE COMPLAINING. IT IS NOT A GOOD PLACE, NOT WHAT I THOUGHT AND SO I DON'T LIKE NEGATIVITY.
I DON'T WANT TO BE AROUND IT. BUT HERE IS THE ONE THING I DO WANT TO END UP ON AND SHARE WITH YOU.
WITH MY CHILDREN, TRAVEL SPORTS IS HUGE.
WE DIDN'T WANT TO JUMP INTO THIS, BUT I WILL LIGHTLY TOUCH ON THIS. THE DAYS OF PARKS & RECREATION BALL ARE GOOD, THEY ARE STILL HERE, BUT LADIES AND GENTLEMEN, TRYING TO FIGURE OUT HOW WE ARE GOING TO FIT ONE PROJECT HERE TO ACCOMMODATE AS YOU MENTIONED A CERTAIN AMOUNT OF BASKETBALL TEAMS AND A CERTAIN AMOUNT OF HERE AT A CERTAIN OUT HERE, TO BE HONEST WITH YOU, WE NEED ABOUT THREE OR FOUR OF THESE PLACES. I KNOW THAT IS EASIER SAID THAN DONE, BUT WE HAVE TO FIGURE OUT HOW TO DO IT.
THE ONLY THING THAT FROM MY PERSPECTIVE AND FOR CONVERSATIONS THAT I'VE HAD WITH PEOPLE WITHIN THE PARK AND REC DEPARTMENT IS I WANT TO SHARE SOME STATISTICS WITH YOU REALLY FAST. ACCORDING TO THE NATIONAL SPORTS EVENTS AND TOURISM ASSOCIATION, $39.7 BILLION ON THE DIRECT SPENDING IMPACT OF AMATEUR AND YOUTH SPORTS TOURISM IN 2021 GENERATED A TOTAL ECONOMIC IMPACT OF $91.8 BILLION, WHICH RESULTED IN A GENERATION OF 635,000 JOBS AND A TOTAL TAX REVENUE OF $12.9 BILLION FOR THE LOCAL ECONOMIES.
KNOW THE REASON I SHARED THESE STATISTICS WITH YOU IS BECAUSE AS I HAVE TRAVELED AROUND ON THE WEEKENDS AROUND THE STATE OF ALABAMA AND IN GEORGIA AND IN TENNESSEE, AND FEEDING MY MONEY TO OTHER HOTEL ROOMS AND GAS STATIONS AND RESTAURANTS, IS THAT THROUGH MY SPORTS CONNECTIONS IS THAT PEOPLE LOOK AT ME AND SAY CHAD, WHY IN THE WORLD IN AUBURN, ALABAMA, WHEN IT IS BOOMING, WHEN IT IS STRIVING, IT IS A HOT BED, GOLDMINE FOR TRAVEL SPORTS? THIS IS SOMETHING THAT NOT EVERYBODY IS FAMILIAR WITH. THIS IS THE WORLD THAT I LIVE IN. EVERY WEEKEND WE SPEND MONEY IN OTHER PLACES WHEN WE ARE SITTING HERE TRYING TO FIGURE OUT WHERE WE GOING TO GET MONEY. BUILD THE FACILITY LIKE ALBERTVILLE, ALABAMA. CLOSE TO BOAZ.
GOOGLE EARTH AND SEE WHAT THEY BUILT AND THEY ARE HOSTING TOURNAMENTS OF EVERYTHING. FOOTBALL, BASEBALL, SWIMMING, BASKETBALL, LACROSSE. YOU NAME IT.
MOMMIES AND DADDIES ARE GOING TO PAY THE MONEY SO THAT THEIR LITTLE KIDS CAN BE ON A TRAVEL TEAM NOT NECESSARILY A RECREATION TEAM. AND THAT IS GOING TO BRING INCOME AND REVENUE. THAT IS THE LAST THING I WILL SAY. EXCUSE MAKER BECAUSE AUBURN -- EXCUSE ME. ALL UNIVERSITY TOWNS, IT IS ECONOMIC NUMBERS BECAUSE USUALLY DRIVES ON ATHLETIC PROGRAMS OR WHAT NOT. LOOK FOR OTHER STREAMS OF REVENUE AND INCOME OTHER THAN JUST AUBURN UNIVERSITY AS YOU MENTIONED, FIVE WEEKENDS OUT OF THE YEAR.
I KNOW A LITTLE LONG-WINDED, PASSIONATE, FIRED UP YOU SEE THE ATHLETE IN A. IT IS WHAT IT IS.
I HOPE I'M NOT FALLING ON DEAF EARS.
LIKE I SAID, FOR TWO OR THREE YEARS PEOPLE WANT ME TO COME TO SPEAK OF HALF OF PARENTS FRUSTRATED.
LAST THING I WILL SAY, WHERE WE PRACTICE? WHERE TO GO? CHAINS ARE ON THE FENCE IS ON THE WEEKENDS. WE CAN'T GET ON FIELDS.
AND THEN THROUGH THE WEEK THEY ARE PACKED OUT.
WE DON'T HAVE ANYWHERE TO PLAY, PRACTICE.
IT IS WHAT IT IS. IT'S FRUSTRATING.
SO PLEASE, PLEASE, PLEASE, DIG DOWN AND FIND A WAY, GENERATE SOME REVENUE, SOME BUDGETING, WHATEVER IT IS.
THIS SOUNDS GREAT AND WONDERFUL, BUT THIS SHOULD HAVE HAPPENED FOR FIVE YEARS AGO. SIX YEARS AGO.
LIKE I SAID, WE NEED ABOUT THREE OR FOUR OF THESE LAKE WILMORES.
IS A GOING TO HAPPEN? I DON'T KNOW.
MOST PARENTS HAVE JUST SAID, MY PARENTS ARE ALREADY GROWN AND LET'S HOPE THE NEXT ONE HAND ELECTRIC.
[01:15:02]
THAT'S THE FACT OF THE MATTER. SORRY.DON'T WANT TO BE THE BEARER OF BAD TIDINGS BUT THAT IS THE WAY MOST OF YOUR PARENTS THAT WANT TO HAVE ATHLETIC CHILDREN GROWING UP ARE LOOKING AT THE CITY OF AUBURN AND THE PARKS & RECREATION DEPARTMENTS. ANYWAY.
THANK YOU. >> SPEAKER: YES, SIR.
THANK YOU. (APPLAUSE) WHO WILL BE NEXT? YES, MA'AM,.
>> SPEAKER: STACY SHARP GILES I LIVE AT 1770 HILLSTONE LANE.
I SERVE ON THE PARK AND WRECKED ADVISORY BOARD AND THEY FEEL WEIRD WITH MY BACK TO THE CROWD. I DIDN'T PREPARE THE BACK I JUST DID THE FRONT. SORRY.
I HAVE SERVED ON THE PARKS & RECREATION BOARD FOR ABOUT FOUR YEARS NOW. IT HAS BEEN A LABOR OF LOVE.
I WAS ONE OF THOSE PARENTS THAT WAS DRIVING AT THE PRACTICE FIELD, RIGHT THINK WHAT WE WERE PRACTICING IN THE PARKING LOT, GRIPING WHEN WE WERE PRACTICING IN A IS QUITO PITTSBURGH I WAS ONE OF THE BIG COMPLAINERS AND SO I WAS EAGER TO BE ON HIS BOARD. I HAVE LEARNED THAT OH MY GOSH THIS IS A HARD JOB. I THINK BECKY RICHARDSON DOES A GREAT JOB. HER JOB IS BASICALLY HERDING CATS. SHE HAS SO MANY THINGS GOING AND WHAT I THOUGHT WOULD BE A SIMPLE SOLUTION IS NOT A SIMPLE SOLUTION. I THINK THIS IS A STEP IN THE RIGHT DIRECTION. GROWTH IS PAINFUL, WE ALL KNOW THAT. CHANGE IS HARD THAT IS JUST WHAT WE ARE FACING IN AUBURN. MY JOB ON THE PARKS & RECREATION BOARD IS IT BE AN ADVOCATE FOR OUR COMMUNITY AND ALSO FOR OUR PARKS & RECREATION BOARD TO SAY THAT WE ARE DOING THE BEST PART WE ARE DOING WHAT WE CAN DO, WHAT WE CAN AFFORD TO DO.
WE ARE HOPING THAT THE FUNDING WILL COME IN, THAT WE CAN EXPAND THAT. WE WANT TO BE A GOOD STEWARD OF THE MONEY. THAT WE HAVE BROUGHT IN.
MY BIG THING I LIKE TO SAY IS WE GET MORE BANG FOR OUR BUCK.
I WOULD LIKE TO SEE THAT MORE KIDS ARE TOUCHED, MORE LIVES ARE TOUCHED, MORE PEOPLE HAVE BENEFITS FROM WHAT WE BUILD.
I FEEL LIKE SO MANY MORE PEOPLE ARE GOING TO BENEFIT FROM THIS FACILITY THAN ANY OTHER THING WE COULD DO AT THIS POINT IN TIME.
I WAS SO -- I HAD A LOT OF THINGS TO SAY, BUT MEGAN CROUCH HAD A LOT OF MY POINTS. SHE MUST HAVE READ MY NOTES.
I KNOW I WROTE TO BIG SO SHE READ MY NOTES.
SO DID BRIAN, SO DID CHAD. I WAS GOING TO SPOUT SOME NUMBERS BUT THEY HAVE ALREADY SAID IT.
WE HAVE OVER A THOUSAND KIDS TRYING TO PLAY BASKETBALL THIS WINTER. THAT IS 104 TEAMS. 104 TEAMS. THAT IS INSANE WHEN WE ARE DEALING WITH TWO, MAYBE FOUR PLACES FOR THAT TO HAPPEN.
MY KIDS HAVE PLAYED SOCCER, BASKETBALL, FOOTBALL, BASEBALL.
THEY PLAYED ALL. THE NEED HERE IS UNBELIEVABLE TO COVER BASKETBALL, TO COVER INDOOR SPORTS SUCH AS VOLLEYBALL WE REALLY HAVE TO ADDRESS THAT. I THINK THIS IS PROBABLY THE BEST THING. I LOVE HOW THE PLAN HAS BEEN REDESIGNED, IT IS MUCH FARTHER AWAY FROM OPEN NO CIRCLE WHICH IF I LIVED ON OAK KNOLL I WOULDN'T WANT THAT PARKING LOT IN MY BACKYARD THE WAY IT WAS ORIGINALLY DRAWN I WOULDN'T HAVE WANTED THAT BUT THIS IS MUCH NICER, WE HAVE A GOOD BREAK BETWEEN OGLETREE ELEMENTARY SCHOOL.
YOU SEE WE HAD THAT LITTLE FIELD BACK YEAR THAT THEY CALL A BASEBALL FIELD. IS REALLY BAD TO PLAY BASEBALL.
THERE IS THAT LITTLE BITTY FIELD AND THEN WE HAVE A LARGE AREA OF WOODED AREA THAT GIVES US A BUFFER.
IT IS GOING TO BE DOABLE AND IT IS NOT GOING TO BE THE IMPACT ON THE NEIGHBORS AND ON THE SCHOOL THAT A LOT OF PEOPLE ARE THINKING. SO I JUST WANTED TO SAY THAT I ENCOURAGE EVERYONE TO SUPPORT THIS EFFORT AND THANKS TO EVERYBODY ON THE BOARD FOR ALL OF THE TIME AND EFFORT AND ALL OF THE CARE AND CONCERN TRICK BECAUSE IT IS REALLY THERE.
YOU MAY NOT SEE THAT WE ARE DOING IT BUT THERE IS A LOT OF CARE AND CONCERN. YOU FOR THE TIME.
>> SPEAKER: THANK YOU, STACY FOR THANK YOU FOR YOUR SERVICE.
>> SPEAKER: MY NAME IS JOHN GUEST AND I LIVE 731 OAK KNOLL.
I WROTE EACH OF YOU A LETTER OUTLINING CORE CONCERNS.
ONE OF THE FIRST THINGS I WANTED TO MAKE CLEAR TONIGHT WAS THAT THE CONCERNS WERE REALLY QUESTIONS AND WE ARE LOOKING FOR
[01:20:02]
MORE INFORMATION. THANKS TO THE PRESENTATION THAT YOU DID, I AM DOWN TO ONE CONCERN.THANK YOU VERY MUCH FOR THAT AND I APPRECIATE THAT.
IT LOOKS LIKE YOU ARE DOING A GOOD JOB OF DUE DILIGENCE.
THE REMAINING ITEM I'M CONCERNED ABOUT IS THE WATER FLOW, THE OUTFLOW FROM THE STORMWATER. WHAT WOULD BE -- WHAT I WOULD BE INTERESTED IN IS A DESIGN REVIEW TO THAT POINT TO SEE HOW IT IS BEING MANAGED AND HOW IT IS BEING HANDLED.
THE FLOODPLAIN HAS ALREADY INCREASED SOME WHAT, JUST A LITTLE, AND IT COULD BE AFFECTED VERY EASILY BECAUSE A LOT OF THE
GROUND IS FAIRLY FLAT. >> SPEAKER: WE HAVE YOUR QUESTION AND WE WILL LOOK INTO IT AND GET BACK IN TOUCH WITH YOU. HOW ABOUT THAT?
>> SPEAKER: THAT WOULD BE FAIR. >> SPEAKER: INC. YOU.
WHO WILL BE NEXT? WE HAVE TO PEOPLE.
>> SPEAKER: MY NAME IS MARV IS TO DRIVE.
STUART HARRIS. MAYOR ANDERS, CITY COUNCIL PEOPLE I APPRECIATE YOU ALLOWING US TO SPEAK.
FIRST I WANT TO COMMEND PARKS AND REX STAFF.
IF YOU HAVE ANY INCLINATION OF WHAT THEY HAVE HAD TO DO TO DEAL WITH OVER THE PAST COUPLE OF YEARS NOT EASILY -- NOT EVEN ON THE ATHLETIC SIDE. WE ARE MISSING A COMPONENT OF THIS WILL BE TALK ABOUT CAMPS, THE ABILITY TO HOST EVENTS, A LOT OF STUFF THAT WILL IMPACT BY HAVING THIS FACILITY.
I SIT ON THE PARKS & RECREATION ADVISORY BOARD.
WE HELD A LOT OF MEETINGS AND HAD A LOT OF PEOPLE COME IN.
WE HEARD FROM STAFF, FROM THE ATHLETICS PROGRAM STAFF.
THIS BUILDING, THIS FACILITY IS A STEP IN THE RIGHT DIRECTION THAT HELPS SOLVE A LOT OF THE ISSUES TO BE ABLE TO SERVE MORE PEOPLE. A LOT OF THE STUFF WE ARE DOING WE ARE HAVING TO CUT OFF AND TURN PEOPLE AWAY.
THIS WILL GIVE US THE ABILITY TO SERVE MORE RESIDENTS AS A COMMUNITY AS WE GROW THAT IS ONE THAT WE NEED.
FOR ME I WEAR A LOT OF DIFFERENT HATS.
I COACH TRAVEL BASKETBALL AND BE TRIED TO BE AN EXTENSION OF WHAT THE PARKS & RECREATION LEAD IS PRETTY AS YOU HEARD THERE IS NOT A LOT OF TRAVEL OPPORTUNITIES WHEN YOU DO THE PARKS & RECREATION DUE TO SHEER NUMBERS. WE STRUGGLE WITH FACILITIES.
MS. BECKY AND THEIR STAFF WORKS WITH US TO ALLOW US TO PRACTICE BUT HAVE AN OPPORTUNITY FOR US TO EVEN GET IN AND WORK WITH KIDS AND THE DEAL WE ARE HUNGRY FOR MORE SPORTS.
ANY EDDIE SPORTS YOU PLAY NOW IS ALMOST A YEAR WRONG THING, FOOTBALL, BASKETBALL OR BASEBALL.
TO BE ABLE TO EVEN DO THAT. I KNOW A COUPLE OF MONTHS AGO EVEN A DAY I WANT TO GO -- A DAD WANTS TO GO BASKETBALL WITH THE SUN DIDN'T HAVE AN OPPORTUNITY TO GO INSIDE BECAUSE THEY FACILITIES ARE LOCKED UP WITH DIFFERENT SPORTS THROUGHOUT THE DAY. I THINK AS WE LOOK IS THIS PLAN, ALL OF THE CITY STAFF IS IN A GREAT JOB PLANNING THIS OUT.
I JUST DON'T THINK YOU WILL GET A BETTER OPTION THAN WHAT WE HAVE HERE. LIKE I SAID WE ARE NOT QUICK TO SOLVE ALL OF THESE PROBLEMS WE HAVE OVERNIGHT BUT I THINK THIS IS A STEP SHOWING THE CITY IS DEDICATED TO OUR YOUTH, TO OUR CITY. IF WE KEEP KISSING ON YOUTH BUT THIS WILL IMPACT PEOPLE OF ALL AGES.
I THINK WE THAT IT TAKES A BITE OF THE PUZZLE AND WE WILL DEAL WITH THAT AS THE YEARS COME. THANK YOU AND YOU ARE DOING A
GREAT JOB. >> SPEAKER: APPRECIATE YOUR SERVICE ON THE PARKS & RECREATION BOARD.
YES, SIR? >> SPEAKER: MY NAME IS ANDREW MCCABE 2520 TEMP COURT TOOK MY WIFE AND I MOVED BACK 12 YEARS AGO TO AUBURN IMMEDIATELY GOT INVOLVED IN PARKS & RECREATION VOLUNTEERING AND TRYING TO HELP OUT LITERALLY JUST CAME FROM FOOTBALL PRACTICE. YOU HAVE TO EXCUSE I LEFT MY SON AT FOOTBALL PRACTICE TO COME. HAVE A 9-YEAR-OLD, 7-YEAR-OLD AND A 4-YEAR-OLDS. WE PLAY FOOTBALL, BASEBALL, SOCCER. I HAVE COACHED FOOTBALL, FLAG FOOTBALL, BASEBALL, SOFTBALL, T-BALL, BASKETBALL, WHAT ELSE IS THERE? BESIDES A SOCCER I FEEL LIKE I'VE DONE A PRETTY GOOD JOB. THERE IS A LOT OF YOU GUYS WHOSE KIDS I HAVE COACHED OVER THE YEARS BEFORE I HAD KIDS OF MY OWN I WAS COACHING IN THIS TOWN. I HAVE HAD THE UNIQUE OPPORTUNITY AND A BLESSING TO BE THE ALL STAR BASEBALL COACH FIVE TIMES REPRESENTING THE CITY THAT WAY AS WELL AS SIT ON THE FOOTBALL BOARD AND THE BASEBALL BOARD.
SERVING AS THE PRESIDENT OF BOTH OF THOSE OVER THE LAST TWO YEARS. I HAVE A UNIQUE PERSPECTIVE I FEEL LIKE OF ANYBODY IN THIS ROOM WHO KNOWS WHAT HAPPENS IN PARKS & RECREATION FROM A BOARD MEMBER STANDPOINTS AND PARITY STANDPOINT AND ALSO A COACHING STANDPOINT OF WHAT WE ARE DEALING WITH. GUYS, A LOT OF STUFF IS ALREADY BEEN SAID. I THINK MS. MAKIN MEGAN DID A WONDERFUL JOB OUTLINING THE NUMBERS AND STUFF LIKE THAT.
I WILL TALK ABOUT NUMBERS BUT I WILL TALK ABOUT THE KIDS.
WE -- WE PLAYED FOOTBALL ON A LANDFILL.
WE CHOKE AS COACHES AS TO WHAT PLAYS WE WILL CALL DEPENDING ON WHICH SIDE OF THE HILL WE ARE RUNNING UP.
[01:25:03]
IT IS WHAT IT IS PART IT IS TERRIBLE.I KNOW WE ARE DOING WHAT WE CAN DO, BUT THIS SOLVES THAT PROBLEM. LACROSSE HAS NOWHERE TO GO TRICK I KNOW NOTHING ABOUT LACROSSE AT ALL, BUT I KNOW YOU HAVE NOWHERE TO GO. THEY HAVE NOWHERE TO PRACTICE.
BASKETBALL, 9:30:10 A CLOCK AT NIGHT FOR KIDS ON A SCHOOL NIGHT, TERRIBLE. BASEBALL WE HAVE T-BALL KIDS AND 12-YEAR-OLDS THAT PLAY IN THE SAME FIELD.
YOU TAKE A 12-YEAR-OLD GROUP THAT PLAYS ON A SIZE FIELD THAT'S TOO SMALL, TAKE THEM TO STATE TOURNAMENTS, TO COMPETE, ALL OF A SUDDEN THE FENCE IS 50 FEET FURTHER AND THEY ARE GOING, WE DON'T KNOW WHAT TO DO. THE BALL GOES A WHOLE LOT FURTHER. BECAUSE WE HAVE T-BALL KIDS AT SIX AND SEVEN PLAYING ON THE SAME FIELD.
WE TAKE GROUND BALLS LIKE BRIAN SAID ON THE PARKING LOT FIELD.
BUSTED LIPS, BUSTED NOSES. IN THE 12 YEARS THAT WE HAVE BEEN BACK, THERE HAS NOT BEEN A SINGLE NEW FACILITY BUILT, NOT ONE FOR PARKS AND RECREATION. 2005 WAS THE LAST TIME WE BUILT A NEW FACILITY FOR THE WORLD SERIES.
SEVENTEEN YEARS. I WAS IN COLLEGE STILL.
I'M OLD NOW. BACK THEN I REMEMBER WHEN IT WAS BEING BUILT. WAS GREAT WE MOVED BACK AND NOTHING HAS HAPPENED. I WOULD JUST SAY, FROM MY PERSPECTIVE, AS A PARENT WHO IS NOT HEADING TO PUT HIS 4-YEAR-OLDS TO BED TONIGHT BECAUSE I'M HERE TO TALK TO YOU, THIS IS WHAT WE NEED. IT DOESN'T SOLVE ALL OF OUR PROBLEMS, BUT IT'S ALSO A WHOLE LOT OF THEM AT ONE TIME.
SO I WOULD STRONGLY URGE YOU TO LOOK AT IT FOR WHAT IT IS AND TAKE A GOOD FIRST STEP. THANK YOU.
>> SPEAKER: THANK YOU. WHO WILL BE NEXT?
YES, SIR? >> SPEAKER: HOW YOU DOING? WILLIAM ALSTON WARD THREE 5088 JENSEN PLACE.
I'M GOING TO ADD A DIFFERENT PERSPECTIVE.
I HAVE BEEN IN AUBURN ABOUT 13 YEARS MYSELF.
I MOVED HERE FROM BIRMINGHAM. MY KIDS HAVE GREW UP IN AUBURN SPORTS. I HAVE BEEN FORTUNATE TO COACH TRAVEL BASKETBALL HERE, RECREATION BALL, BASKETBALL, FOOTBALL WITH DANNY AND SOME OTHER GUYS.
THE PERSPECTIVE I WILL ADD IS I KNOW WE ARE GETTING A NEW FACILITY I'M HOPING AND IT WILL INCLUDE A SWIMMING POOL.
PEOPLE DON'T THINK ABOUT THAT BUT MY KIDS ACTUALLY COMPETITIVELY BEFORE WE MOVED HERE.
WHEN I FIRST MOVED HERE I HAD ENDED UP GOING TO OPELIKA AND USE THEIR SPORTS PLACE BECAUSE THEY HAVE A SWIM TEAM.
THIS IS A SPORT MY KIDS PLAY AND.
LUCKILY I MOVED TO AUBURN AND I COMMUTED BACK AND FORTH BUT AT THAT TIME I FELT LIKE I MIGHT MOVE TO OPELIKA BECAUSE THEY HAVE THE THINGS THAT I'M LOOKING FOR.
AND MY KIDS WERE ABLE TO EXCEL AND ONE PLACE COLLEGE BASKETBALL AND THE OTHER PLAYED COLLEGE FOOTBALL HERE AT AUBURN, PLACE COLLEGE FOOTBALL AT STANFORD. BECAUSE OF THE AUBURN PARKS & RECREATION ATHLETICS HERE. ONE OF MY BIGGEST THINGS IS TO ONE DAY HAVE A SWIMMING POOL BECAUSE I FIGURE OUT THE WORLD IS 80 PERCENT WATER. IT IS THE ONLY SPORT YOU CAN LEARN TO SAVE YOUR LIFE. A LOT OF PEOPLE DON'T GET THE OPPORTUNITY BECAUSE THEY DON'T HAVE THE FACILITIES TO LEARN SOME BASIC SKILL AS TO BEING ABLE TO SWIM.
NOT BY THE BITE, NOT THROW A FOOTBALL, HIT A BASEBALL, THIS IS SOMETHING THEY CAN LEARN OR THEY COULD SAVE -- SAVE THEIR LIFE OR SOMEBODY ELSE. IF YOU DON'T GET FIVE KIDS THAT LEARN TO SWIM I FEEL LIKE IT'S WORTH IT.
I AM NOT GOING TO SPEAK ABOUT BASKETBALL AND FOOTBALL AND ALL THOSE THINGS, BUT TAKE CONSIDERATION OF THE FACILITIES THAT WE WILL HAVE THAT PEOPLE WILL LEARN LIFE LESSONS IN, THAT THIS WOULD GO FORWARD TO HELP THEM OUT.
THANK YOUR FOR YOUR TIME. >> SPEAKER: THANK YOU.
WHO WILL BE NEXT? >> SPEAKER: MY NAME IS ROBERT KRIEBEL I LIVE AT 764 OPELIKA -- OGLE PARK ROAD.
THE AREA WHERE THE PARK WILL BE BUILT AS A RESIDENTIAL AREA AND ANY PROPOSED CONDITIONAL USE SHOULD BE REQUIRED TO DO WHAT THEY CAN TO MINIMIZE THE DAMAGE AND IMPACT ON THE EXISTING NEIGHBORHOOD. IN THIS CASE I COULD REASONABLY SEE OR REASONABLY ARGUE THAT A WELL-RUN COMMUNITY CENTER, SWIMMING POOL AND PARK COULD EASILY BE ACCOMMODATED WITHOUT DESTROYING THE NEIGHBORHOOD. BUT WHEN YOU START TALKING ABOUT FIELDS AND FIELDS ARE DESCRIBED VERY GENERALLY, MULTIPLE USE,
[01:30:03]
DIFFERENT KINDS OF FIELDS AND DIFFERENT LIGHTS REQUIRED YOU CAN HAVE TENNIS COURTS, PICKLEBALL COURTS WITH RELATIVELY LOW LIGHTS. WHEN YOU START TALKING ABOUT SOCCER AND FOOTBALL YOU ARE TALKING ABOUT WHAT IS ON WIRE ROAD AND IF YOU LOOK AT WIRE ROAD AT NIGHT, THEY HAVE 70-FOOT TOWERS OF LIGHTS OVER THERE. THAT IS NOT APPROPRIATE FOR RESIDENTIAL AREA TRICK NONE OF YOU WOULD WANT THOSE IN YOUR BACKYARD. I RECOMMEND THAT WE DO THIS PART THE RIGHT WAY. PUT THE ITEMS THAT ARE APPROPRIATE FOR THE AREA THERE. AS I SAID I THINK THIS COMMUNITY CENTER WORKS. I THINK THE SWIMMING POOL WORKS.FRISBEE GOLF WOULD WORK, TENNIS COURTS WOULD WORK.
PROBABLY PICKLEBALL WORKS. WHEN WE START TALKING ABOUT FOOTBALL AND SOCCER, THAT DOESN'T WORK THAT'S NOT THE RIGHT PLACE. AND I HAVE HEARD AT LEAST TWO OTHER LOCATIONS MENTIONED THAT THE CITY OWNS.
MAYBE THEY ARE THE APPROPRIATE PLACE FOR BIG FIELDS.
WE HAVE THESE BIG FIELDS YOU HAVE TRAFFIC PROBLEMS, YOU HAVE NOISE PROBLEMS AMONG LIGHT PROBLEMS. THEY ALL AFFECT THE RESIDENTIAL COMMUNITY.
MY COMMUNITY NOW. WE HAVE ZONING RESTRICTIONS AND I THINK YOU OUGHT TO FOLLOW AT LEAST STICK WITH THE INTENT OF THE ZONES. WHEN DEVELOPERS BUILD THINGS THAT THEY HAVE PROJECTS THAT ARE COMPATIBLE WITH THE AREA, I THINK THE CITY WILL DO THE SAME THING.
THAT'S ALL I HAVE TO SAY. >> SPEAKER: YES, SIR, THANK YOU. WHO WILL BE NEXT?
>> SPEAKER: GOOD EVENING. GAVE GROWTH 1173 GLENDALE CIRCLE I JUST WANTED MAYBE THE ONLY PERSON TO COME UP IN SUPPORT OF THIS THAT HAS SERVED ON THE COMMITTEE.
>> SPEAKER: I THINK YOUR CREDENTIALS ARE UNDERSTANDABLE,
GABE. >> SPEAKER: BUT I HAVE COACHED PARTS AND DIRECT FOR A LONG LONG TIME.
I THINK IN MY LIST OF COACHING DUTIES WOULD BE VERY SIMILAR FROM SOCCER, T-BALL, BASEBALL, SOFTBALL, FLAG FOOTBALL, BASKETBALL, WHICH I AM ABOUT TO START COACHING AGAIN.
I COULDN'T AGREE MORE WITH A COUPLE OF DIFFERENT POINTS WERE BROUGHT UP. ONE, THE LACK OF FACILITIES IS ENORMOUS RIGHT NOW. I DON'T HAVE A DOG IN THE FIGHT ABOUT WHERE ALL THE STUFF IS GOING A WHERE IT MIGHT NEED TO GO BUT IT IS NEEDED. IT IS NEEDED IN A WAY THAT I DON'T EVEN HAVE THE WORDS TO REALLY DESCRIBE.
AS FAR AS GOING BACK AND COACHING AND COACHING THESE YOUNG KIDS, I'M NOT EVEN -- HIGH SCHOOL KIDS PRACTICING LATE BUT I KNOW LAST YEAR WE WERE PRACTICING ABOUT 8:30 AT NIGHT, TEN AND 11-YEAR-OLDS IN BASKETBALL.
AND BASEBALL, WE HAVING TO GO RIGHT NOW I COACH TRAVEL BASEBALL AND WE HAVE TO GO TO BEAUREGARD TO GET INTO A PRACTICE FIELD FACILITY INSTEAD OF IN AUBURN.
I HOLD AUBURN IN AN EXTREMELY HIGH REGARD AND THAT HURTS MY HEART. IT HURTS MY HEART WHEN I LOOK AROUND AND WE HAVE GONE TO TRAVEL BALL TOURNAMENTS AND I FELT LIKE OPELIKA HAS BETTER FACILITIES AND VALLEY AND LAGRANGE HAVE BETTER FACILITIES AND EVERYWHERE WE GO HAS BETTER AND MORE FACILITIES THAN AUBURN DOES.
LIKE I SAID, I HOLD AUBURN 20 EXTREMELY HIGH STANDARD IN MY EYES BECAUSE IT IS A VERY SPECIAL TO LIVE.
IT'S AWESOME. I WOULD SAY TOO THAT THIS IS BADLY NEEDED AS IT IS, I WOULD VERY MUCH ENCOURAGE EVERYONE OF YOU TO REVIEW THIS AS A FIRST STEP.
YOU ARE CLIMBING A VERY HIGH HILL AND THIS IS JUST ONE STEP IN ITS BECAUSE WE ARE VERY FAR BEHIND AND I THINK BEYOND SAYING THAT I AGREE WITH MULTIPLE PEOPLE IN EVERYTHING THAT WAS SAID, IF I COULD LEAVE YOU WITH THAT, NOT ONLY IS THIS NEEDED, BUT IT IS JUST A VERY SMALL STEP IN WHAT IS REALLY NEEDED TO GET ALBERT TO A LEVEL WHERE IT IS SERVICING THE YOUNG MAN AND YOUNG WOMEN FROM AN ATHLETIC POINT.
>> SPEAKER: THANK YOU. WHO WILL BE NEXT?
>> SPEAKER: DEREK MAY DE 2163 ACTUALLY COURTS.
I WAS CALLED TO COME TO THIS 30 MINUTES BEFORE SO I DIDN'T PREPARE ANYTHING. I HAVE COACHED ATHLETICS IN AUBURN, I GREW UP IN AUBURN. I AGREE WITH EVERYBODY BEHIND HE SAID PICK ONE THING I WANTED TO SPEAK FOR THE PEOPLE WHO AREN'T HERE AND THAT'S THE KIDS. I WAS ONE OF THOSE KIDS THAT GREW UP IN THE CITY AND LOVES TO PLAY BASKETBALL.
WHEN I WAS 10 YEARS OLD I STARTED PLAYING RECREATION
[01:35:02]
BASKETBALL. I USED TO GO TO FRANK BROWN, I USED A BOY CAN. THOSE WERE THE TWO PLACES WE HAD TO GO PLAY BASKETBALL. MY DAUGHTER IS 11 YEARS OLD.SHE WANTS TO START PLAYING BASKETBALL.
THE TWO PLACES SHE HAD TO GO TO PLAY FRANK BROWN AND BOY CAN.
THE SAME PLACES THAT WERE THERE 25 YEARS AGO.
FOR THIS CITY, THAT IS UNACCEPTABLE.
TO ME. THIS IS NOT ABOUT US TRYING TO CREATE PROFESSIONAL ATHLETES. THIS IS ABOUT US TRYING TO CREATE YOUNG MEN AND YOUNG WOMEN THAT CAN BE LEADERS IN OUR COMMUNITY. I OWN A BUSINESS IN OPELIKA AND IF IT WASN'T FOR THE LESSONS I LEARNED ON THE BASKETBALL COURTS I WOULDN'T BE STANDING BEFORE YOU ALL TODAY.
I CAN'T TELL YOU HOW MANY KIDS THAT I COACHED THAT, UP TO BE STILL AND SAY, BASKETBALL CHANGED MY LIFE.
SOME OF THEM, BASKETBALL SAVED THEIR LIFE.
MY GRANNY TO TELL ME ALL THE TIME, AN IDLE MIND IS THE DEVIL'S PLAYGROUND. IF YOU DON'T GIVE THESE KIDS SOMETHING TO DO THEY WILL FIND SOMETHING TO DO.
I DON'T CARE IF IT'S BASKETBALL, SOCCER, BASEBALL WHATEVER IT IS.
THEY NEED THINGS TO DO. I GO ALL OVER THE STATE WITH MY SON PLAYS SOCCER, MY DAUGHTER WHO DOES CHEER, ALL OF THESE KIDS THAT PLAY BASKETBALL WITH THE RAPTORS.
I SEE ALL OF THESE FACILITIES THAT EVERYBODY ELSE HAS THAT WE DON'T HAVE IN AUBURN. TO ME THAT IS THE GREATEST CITY IN UNITED STATES OF AMERICA. I LOVE THIS PLACE.
IT IS UNACCEPTABLE, EMBARRASSING WHEN WE HAVE HOOVER COME DOWN HERE FOR SOCCER TOURNAMENTS AND THEY SAY WE WON'T PLAY ON YOUR FIELD WE WILL GO BACK TO HOOVER IF YOU HAVE TO PLAY IN THIS FIELD TOMORROW. IT IS INCREDIBLE THAT WE EVEN HAVE THE TYPE OF BASKETBALL TEAMS AND SOCCER TEAMS AND FOOTBALL TEAMS THAT WE HAVE WITH THESE KINDS OF FACILITIES FOR THESE KIDS TO PLAY ON GOING UP TRICK THAT IS A TESTAMENT EVERYBODY SITTING HERE THE COACHES THESE KIDS.
IMAGINE WHAT WE COULD HAVE IF WE GOT OUR FACILITIES UP TO PAR OR BETTER THAN WHAT EVERYBODY ELSE HAS.
SO TO ME THIS IS NOT SOMETHING THAT WE WANT, THIS IS SOMETHING THAT WE NEED IN THE CITY OF AUBURN.
I WILL LEAVE YOU ALL WITH THAT. I HOPE YOU ALL DO THE RIGHT THING AND THANK YOU, MAYOR ANDERS.
YOU KNOW ABOUT ME ON THAT ASK OF A COURT AND COACHING.
I WILL HOLD THAT OVER YOUR HEAD ALL THE TIME.
BUT TRULY, THIS IS SOMETHING WE ALL NEED AND I HOPE THAT YOU TO TO DO THE RIGHT THING. THANK YOU.
>> SPEAKER: THANK YOU. HE'S REFERRING TO WHEN MY SON WAS IN FIFTH GRADE HIS TEAM BIESK IN THE CITY CHAMPIONSHIP.
>> SPEAKER: HELLO. MY NAME IS PAM HANEY I MET 906 BOONE AVENUE. LIKE A FEW OTHERS, I AM HERE IN SUPPORT OF THE KIDS AND I REPRESENT AUBURN LACROSSE.
WE ARE KIND OF THE ORPHAN IN THIS IN A SENSE OF WE ARE NOT A PARKS & RECREATION SPORT AND WE ARE A CLUB.
WE HAVE COMING THIS SPRING OVER PROBABLY 250 KIDS THAT WILL BE IN OUR ORGANIZATION FROM KINDERGARTEN THROUGH 12TH GRADE.
OUR KIDS PLAYED MANY DIFFERENT SPORTS, NOT JUST LACROSSE.
WE HAVE MANY ATHLETES THAT GO ON TO PURSUE DIFFERENT CAREERS IN HIGHER LEVEL WITH ALTERNATIVE SPORTS BESIDES LACROSSE.
BUT LACROSSE PROVIDES A FOUNDATION FOR THEM.
WHEN WE TALK ABOUT COACHING AND STUFF -- I'VE BEEN COACHING IN PARKS AND RECREATION FOR EIGHT YEARS.
AND THEN MY DAUGHTER DECIDED TO SHIFT FROM SOFTBALL AND PURSUE THE CROSS SO I SHIFTED ALSO. AS OF NOW, I AM THE GIRLS VARSITY HEAD COACH. I WANT TO SHARE WITH YOU KIND OF OUR PURPOSE. OUR PURPOSE IS TO EMPOWER YOUNG FEMALE ATHLETES TO HAVE CONFIDENCE IN SPORTS THROUGH LIFE BY PROVIDING A STRUCTURED ENVIRONMENT THAT CULTIVATES INDEPENDENT THINKING, SELF-DISCIPLINE, A WILLINGNESS TO TRY, DETERMINATION, TEAMWORK, A COMMUNITY, AND A LOVE FOR THE GAME OF LACROSSE. WE ARE TRYING TO DEVELOP THESE ATHLETES INTEGRATE CITIZENS, ONES THAT ARE RESPECTED IN THE SCHOOLS, IN THE COMMUNITY. AS OF RIGHT NOW WE CHASE A FIELD TO PLAY ON. WITH MY VARSITY GIRLS, WE HAVE YOU 14 THAT ALSO PRACTICES WITH US AND WE PRACTICE IN THREE DIFFERENT CITIES DURING THE WEEK.
ON MONDAY NIGHTS WE GET TO BE IN AUBURN.
ON TUESDAY NIGHTS AND SOMETIMES MONDAY NIGHT BECAUSE OPELIKA BECAUSE IT IS THE ONLY FIELD WE CAN GET WITH LIGHTS.
ON TUESDAY NIGHTS WE SOMETIMES ARE IN AUBURN SOMETIMES WE CHASE OUTSIDE. THERE TONIGHT WE ARE IN BEAUREGARD AND VERY GRATEFUL FOR THE TRAVEL TEAM THAT IS USING THE FIELD WITH LIFE BECAUSE THEY LET US TO COME TO THE OUTFIELD.
WE GO OUT INTO A TINY OUTFIELD TO BE ABLE TO PRACTICE BECAUSE WE DON'T HAVE THE FACILITIES NECESSARY HERE.
WE ARE JUST TWO OF THE PROGRAMS -- TWO OF THE TEAMS IN OUR PROGRAM WHERE WE HAVE A WHOLE BOYS VOICE INSIDE THAT PRACTICES MULTIPLE NIGHTS A WEEK AND OTHER YOUTH GIRLS THE NEED TO PRACTICE. ONE OF THE THINGS THAT IS ALSO DIFFICULT TO KIND OF WRAPAROUND, I HAVE HEARD YOU GUYS TALK ABOUT
[01:40:02]
SAFETY TONIGHT. I DON'T KNOW IF YOU COULD CAN SEE MY EYE REALLY BAD LOOKING. LAST NIGHT I TOOK A BALL FACE.I WAS STRUCK BY A BALLPARK IT WAS AN ACCIDENT.
I WAS STANDING BESIDE -- I DON'T LOOK AT IS AN INJURY I LOOK AT IT AS PROGRESS BECAUSE I HAVE A GIRL THAT CAME OUT THAT COULD NOT MAKE THE SHOT. WORKED AND WORKED.
ROLLING AROUND THE GOAL TO SCORE THE GOAL.
SHE FINALLY MASTERED IT WITH HER RIGHT HAND FOR THIS CHILD HAS DEVELOPMENTAL ISSUES WHERE SHE NEEDS ADDITIONAL HELP.
SHE NEEDS ADDITIONAL COACHING AND FACILITATING OF HAVING A SAFE ENVIRONMENT TO PLAY IN. LAST NIGHT SHE WAS I WANT TO DO WITH MY LEFT HAND. DO IT WITH YOUR LEFT TEMPER SHE CAME OUT OF IT ECSTATIC AND SO PROUD THAT SHE COULD DO IT.
SO IT IS ABOUT PROGRESS, ABOUT CREATING A SPACE FOR THESE KIDS AND ABOUT SAFETY. LOOKING AT THIS, MOST OF THE TIME WE ARE ON PICK. PICK HE HAS NO LIGHTS BUT RIGHT NOW WE ARE CHASING DAYLIGHTS. WE HAVE TO PULL KIDS EXTRA EARLY SIMPLY BECAUSE YOU CAN'T SEE AND IF YOU CAN'T SEE THE BALL INEVITABLY YOU ARE GOING TO POSSIBLY GET INJURED.
IT IS NOT A SAFE SPACE WITH THE CURRENT FACILITIES THAT WE HAVE FOR OUR KIDS. WE NEED TO BE ABLE TO PROVIDE FIELDS FOR NOW, IN THE FALL AND IN THE SPRING AND IN THE SUMMER.
FOR THESE KIDS TO BE ABLE TO PRACTICE ON.
IT IS INTERESTING. TODAY I ACTUALLY SAW A POST FROM CARY WOODS. ON THEIR PARENT GROUP MY KIDS WENT THROUGH CARY WOODS AND NOW THEY ARE AT THE JUNIOR HIGH.
CARY WOODS HAS A HASHTAG IT SAYS WHATEVER IT TAKES.
HASHTAG WHATEVER IT TAKES. THOSE TEACHERS WILL SIT IN A ROOM THAT ADMINISTRATIVE STAFF, ALL OF THOSE THAT ARE WORKING IN THAT SCHOOL, WHATEVER IT TAKES FOR THE KIDS FOR THEM TO DEVELOP. SO I ASK YOU TO PLEASE APPROVE THIS BECAUSE WHEN WE TALK ABOUT WHATEVER IT TAKES, THIS IS THE NEXT STEP OF WHAT IT DOES TAKE TO PROVIDE THE SAFE ENVIRONMENT NECESSARY FOR ALL OF OUR KIDS TO CONTINUE TO DEVELOP HERE IN YOUTH SPORTS. THANK YOU.
>> SPEAKER: THANK YOU. >> SPEAKER: GOOD EVENING MY NAME IS TRICIA CAMPBELL I LIVE AT 308 KIMBERLY DRIVE.
I WANT TO THANK ALL OF YOU ALL FOR TAKING THE TIME TO LISTEN TO OUR CITIZENS TONIGHT. I WANTED TO COME TONIGHT PARTICULARLY BECAUSE I DON'T HAVE ANY CHILDREN IN THE PARKS AND REX SYSTEM. MY CHILDREN ARE ALL GROWN AND SO I WANTED YOU ALL TO HEAR FROM SOMEBODY THAT DOESN'T HAVE AN INTEREST IN MAKING SOMETHING BETTER FOR THEIR CHILD RIGHT NOW. I FEEL SO STRONGLY THAT THIS IS WHAT OUR COMMUNITY NEEDS. MY GIRLS ALL GREW UP IN THE RECREATION SYSTEM AND THEY ARE NOT ATHLETES.
I THINK HE CLOSE WHEN MY DAUGHTERS AND SOFTBALL.
WE ARE THE ONES AT THE PARKS AND RECREATION AT 9:30 AT NIGHT WHEN MY DAUGHTERS PLAYED LACROSSE. CITY IS NOT TRYING TO BUILD ATHLETES THROUGH THEIR PARKS AND RECREATION.
THEY ARE TRYING TO BUILD PEOPLE. THEY ARE TRYING TO BUILD QUALITY PEOPLE THAT KNOW HOW TO WORK ON A TEAM, THAT KNOW HOW TO RESPECT RULES, THAT AND TO RESPECT OTHERS.
THE COMMUNITY, WE JUST NEED TO POUR INTO THAT CONCEPTS.
NOT ONLY FOR OUR CHILDREN BUT FOR EVERYBODY IN OUR COMMUNITY.
AND I WANT TO LEAVE YOU WITH THIS.
I ALSO GREW UP IN AUBURN, MOVED AWAY, MOVED BACK.
WE HAVE THE SAME NUMBER OF BASKETBALL FACILITIES NOW AS WE DID WHEN I WAS A CHILD. WHEN I WAS A CHILD WE HAD THREE ELEMENTARY SCHOOLS. BY MY COUNT I THINK WE HAVE NINE WE ARE SO UNDERSERVED OUR CITY. AND SO I JUST ASK YOU TO TAKE CONSIDERATION, FOR THIS IS A GREAT FIRST STEP.
BUT THEN LET'S TAKE THIS AND BUILD AND MAKE IT EVEN BETTER FOR ALL OF US. THANK YOU.
YES, MA'AM? >> SPEAKER: I'M SHERI CHAPPELL 701 OH CLOSE ORACLE PARK I JUST WANTED TO SPEAK FOR JUST THE SECOND FOR THE SURROUNDING NEIGHBORS AROUND THE PARK.
WE TOTALLY SUPPORT THE NEED FOR MORE FACILITIES FROM THE REC DEPARTMENT. WE UNDERSTAND THAT COMPLETELY.
THERE IS NO DENYING THE NEED FOR IT.
OUR CHALLENGES WERE NOT UNDERSTANDING THE CHANGES, THE CHANGE THAT WENT FROM THE ORIGINAL CONCEPT MAP TO WHAT WE ARE DOING NOW ARE AWESOME. I THINK THERE WAS SOME MISUNDERSTANDING ABOUT WHERE WE WERE GOING AND WHERE WE ARE ARE AT SO I JUST WANTED TO SAY THAT I APPRECIATE THE COMPROMISE.
AND LEAVING SOME OF THE NATURAL AREAS AROUND THAT WE WERE
[01:45:04]
CONCERNED ABOUT. YOU ARE TAKING JUST HALF OF WHAT WE WERE CONCERNED ABOUT FOR THE REC CENTER AND THE BALL FIELDS THAT ARE THEY ARE, BUT YOU ARE LEAVING WHAT DID YOU SAY ABOUT>> SPEAKER: THAT WE WERE CONCERNED ABOUT.
THE TOPOGRAPHY OF THAT AREA, THE OLD GROWTH TREES, WE LOVE HAVING THE WALKING PATH AND THE BIKE TRAILS.
SO I JUST WANTED TO SAY THAT I APPRECIATE YOU WORKING WITH THE SURROUNDING NEIGHBORHOOD. WE STILL HAVE SOME CONCERNS WITH THE BALLFIELDS AND THE LIGHTING, BUT I JUST FELT LIKE WE FELT GOOD ABOUT THE CITY OF AUBURN TEAM THAT WAS TRYING TO MAKE IT WORK FOR ALL OF US. WE SUPPORT THE FACILITIES, WE KNOW THE NEED, BUT WE ALSO WANTED TO KEEP THAT AREA THAT WAS MORE NATURAL. WE APPRECIATE THAT.
>> SPEAKER: THANK YOU. THANK YOU FOR YOUR E-MAIL.
WHO WILL BE NEXT? >> SPEAKER: GOOD AFTERNOON.
THE NAME IS DANNY ALBAN 425 STANFIELD DRIVE.
I'M HERE AS A PARENT, COACH, AND JUST WANTED TO SHARE AS A COACH JUST AROUND BASKETBALL MAINLY BECAUSE THAT IS KIND OF WHAT GOT ME OUT OF, I GREW OUT WITH A SINGLE MOTHER HOUSEHOLDS, BASKETBALL WAS MY OUT PRACTICING ALL THE TIME HELP THE LOTS.
BASICALLY BACK IN 2005 I STARTED COACHING EVERY SPORT.
MY SON NOW IS 22 HE IS AT PARKS AND RICK, 15-YEAR-OLD HE IS OUT OF PARKS AND RECREATION CHAD, BRIAN, BASICALLY WHAT THEY ARE SAYING IS THE SAME THING I WENT THROUGH.
ESPECIALLY ON THE FOOTBALL FIELD.
DIFFERENT THINGS LIKE THAT. I WANTED TO PUT IN PERSPECTIVE KIND OF AS A COACH, YOU GUYS CAN UNDERSTAND BECKY AND THAT TEAM HAS DONE AN AMAZING JOB. EVERY SINGLE YEAR I COMPLAINED AND GRIPE ALL THE TIME ABOUT PRACTICE SPACE.
I AM A COACH THAT LIKE TO TEACH THE GAME, NOT JUST COACHES, IF YOU KNOW WHAT I MEAN. I LIKE TO TAKE PLAYERS AND GET THEM BETTER THE SPORT AND WHEN YOU HAVE 45 MINUTES ONCE A WEEK IN BASKETBALL TO TRY TO DO SOMETHING WITH IT, GETS A LITTLE FRUSTRATING AND I AM REAL PASSIONATE ABOUT TEACHING KIDS AND IN 2008 ME AND A GROUP OF GUYS WE STARTED AN ORGANIZATION CALLED THE AUBURN RAPTORS TRAVEL BASKETBALL PIT THAT WAS ONE OF THE REASONS WE DID THAT WAS BECAUSE COMING THROUGH PARKS AND BASKETBALL, WE HAVE FUNDED IT WAS AWESOME BUT YOU DIDN'T HAVE MANY GAMES AND YOU DEFINITELY DIDN'T HAVE MANY PRACTICES JUST DUE TO THE FACILITIES AND NOWHERE TO GO.
WE STARTED THE RAPTORS BUMPED INTO THE SAME PROBLEM.
NOWHERE TO PRACTICE. SO HERE WE ARE AGAIN AND THAT WAS BACK IN 2008 WORK AS A COACH PRACTICING ONCE A WEEK FOR 45 MINUTES, YOU ARE NOT GETTING MUCH DONE.
SOMETIMES WITH THE YOUNGER GENERATION YOU ARE HERDING CATS FOR 20 MINUTES AND A LITTLE BIT OF YOUR TIME TRYING TO TEACH THE GAME. IS REALLY TOUGH AND AS A KID GROWING UP, LEARNING THAT SPORTS WAS MY OUT WITH A SINGLE MOTHER, MY MOM IF YOU DON'T ACT RIGHTS AND YOUR GRADES WILL GET BETTER YOU ARE NOT PLAYING NEXT WEEK. ALL OF THAT KIND OF THING.
I WANT TO GOT TO THINK ABOUT THE KIDS THAT HAVE TO BE PUT ON THE WAITING LIST BECAUSE THERE IS NOT ENOUGH TEAMS AND I AM THAT COACH THAT I WANT THE KIDS THAT DON'T HAVE FATHERS IN THEIR LIFE TRICK THAT THE KIND OF COACH I WANT.
I WANT TO HAVE THOSE KIDS SO I CAN BE THAT MENTOR.
BUT THERE IS JUST SO MANY KIDS THAT THEY DON'T REGISTER IN TIME BECAUSE THEY DON'T HAVE INTERNET , THEY DON'T HAVE THE FUNDS, THEY DON'T KNOW THE DEADLINES, THEY DON'T HAVE ANY OF THAT INFORMATION. HAVING KIDS NOT BE ABLE TO PLAY SPORTS THAT THEY ARE TRYING TO DO BECAUSE THERE IS NOT ENOUGH TEAMS BECAUSE WE CAN'T HAVE ENOUGH TEAMS BECAUSE WE DON'T HAVE IN THE FACILITIES TO MANAGE GAMES AND THE PRACTICE, THAT'S PRETTY TOUGH. SO THOSE NUMBERS WOULD BE A LOT BIGGER AND A LOT MORE IF WE HAD TO FACILITIES.
I PROMISE YOU. SO I DEAL WITH A LOT OF PARENTS THAT TRY TO COME TO RAPTORS BECAUSE IT IS OUT THERE, ON SOCIAL MEDIA. EVERYBODY TALKING ABOUT IT AND THEY WANT TO PLAY BASKETBALL AND WE ARE IN THE SAME SITUATION.
I KNOW FOOTBALL AND ALL OF THAT IS IMPORTANT AND I COMPLETELY UNDERSTAND EVERYBODY WHO LIVES IN THE COMMUNITY, I AM WITH YOU.
I LIVE AROUND THE CORNER. AT THE END OF THE DAY, IT IS CALLED CHANGE AND NONE OF US LIKE CHANGE, BUT IT IS THE FUTURE OF AUBURN. WE ARE GROWING AND WE ARE NOT TRYING TO GROW IS JUST HAPPENING.
WE HAVE TO HAVE SOMETHING QUICK AND THANK YOU FOR SHARING THE SLIDES AND THE INFORMATION BECAUSE I DIDN'T KNOW THAT THERE WERE OTHER OPPORTUNITIES AND THIS WAS THE MAIN OPPORTUNITY, THE LOCATION. I DEFINITELY CAN HEAR EVERYBODY'S ESPECIALLY THE ONES THAT LIVE LOCALLY AND THE LIGHTS AND STUFF, BUT IT IS WHAT IT IS. SADLY TO SAY, WE NEED IT.
IF A KID DOESN'T HAVE ANYTHING TO DO, SOMETIMES CERTAIN KIDS PICKED THE WRONG THING TO DO. I KNOW SPORTS HAS ALWAYS BEEN AN
[01:50:02]
OUTCOME IT WAS AN OUT FOR ME AND THAT'S ONE OF THE THINGS WITH THE RAPTORS IS WE TALK, WE ARE ALL ABOUT THE STUDENT ATHLETES, ALL ABOUT EDUCATION, ALL ABOUT DOING THE RIGHT THING.ALL OF MY COACHES IN MY PROGRAM THEY TALK ABOUT LIFE, THEY DO LIFE LESSONS, THEY ARE IN THE KIDS LIVE FROM HERE ON OUT.
I STILL STAY IN CONTACT WITH 24-YEAR-OLD KIDS THAT I COACHED IN RAPTORS THAT HAVE FAMILIES NOW.
IT IS LONG TERM BUT YOU'VE GOT TO HAVE FACILITIES TO DEVELOP THAT RELATIONSHIP AND YOU JUST HAVE TO HAVE THAT TO KEEP THINGS GOING AND AUBURN WAS KEEP GROWING IF THEY CONTINUE TO BUILD THINGS LIKE THAT. THANK YOU GUYS.
>> SPEAKER: THANK YOU WHO WILL BE NEXT.
YES, SIR? >> SPEAKER: MY NAME IS ROBERT MCKAY I LIVE AT 740 KENT WOOD DRIVE.
IN AUBURN. I STAND WANTING TO PUT MY OBJECTION TO THE RECORD ON THE WAY THAT THIS WAS HANDLED PRIMARILY. NOBODY WANTS TO STAND UP HERE AND BE AGAINST 9-YEAR-OLD KIDS PLAYING BALL.
I HAD FOUR BOYS ALL GO NOW AND BALLFIELDS ARE PARTICULARLY IMPORTANT. I ALSO UNDERSTAND THAT WE ALL DON'T HAVE THE SAME PERSPECTIVE AND I WAS IN LAW ENFORCEMENT FOR 25 YEARS, I AM A RETIRED POLICE OFFICER.
MOST DISPUTES ARE A MATTER OF PERSPECTIVE.
I WANT TO GIVE YOU MY PERSPECTIVE HERE.
MOVING HERE TWO YEARS AGO, THE FIRST OFFICIAL CITY NOTICE THAT I GOT OF THIS PROJECT WAS LAST TUESDAY.
INVITING ME TO A PLANNING MEETING ON THURSDAY NIGHT.
I APPRECIATE THAT YOU ALL WENT THROUGH A VERY BIG PROCESS IN 2018, BUT ALL OF THOSE PERMITS ARE EXPIRED AND THERE IS A REASON WHY THERE IS AN EXPIRATION DATE ON PERMITS IS BECAUSE THINGS CHANGE. PEOPLE MOVE INTO THE NEIGHBORHOOD, FLOODPLAINS CHANGE , AND PART OF THE PROCESS THAT WE HAVE HERE IN CITY GOVERNMENT IS CALLED DUE PROCESS. IT IS NOTICE AND THE OPPORTUNITY TO BE HEARD IN A MEANINGFUL WAY. AND I BELIEVE THAT I HAVE NOT HAD AN OPPORTUNITY TO BE HEARD IN THIS PROCESS.
THE FIRST TIME I AM SEEING THE PLANS ARE ON THURSDAY NIGHT.
I LIVE ON KENT WOOD DRIVE, ONE OF THE PRIMARY CONCERNS OF MEAT PURCHASING THE PROPERTY WAS THE PEACEFULNESS OF THE NEIGHBORHOOD. AND NOW THE PLANS AS THEY HAVE BEEN CHANGED SEEM VERY REASONABLE, BUT I HAD NO VOICE IN ANY OF THIS PROCESS AND BASICALLY I WOULD ASK THAT THE CITY COUNCIL ACTUALLY GO THROUGH THE SAME PROCESS THAT YOU WENT IN 2018 AND ACTUALLY HAVE SOME MEETINGS.
PLANS HAVE CHANGED SINCE THEN. I THINK THE PLANS ARE PROBABLY BETTER, I THINK THERE ARE DIFFERENT THINGS THAT WE COULD WORK ON TOGETHER TO ADDRESS THE CONCERNS OF THE COMMUNITY.
I AM CONCERNED THAT PEOPLE ARE GOING TO BE EVENTUALLY COMING THROUGH KENT WOOD DRIVE, LATE LATER PRACTICE AND GOING TO BE DRIVING 55 MILES AN HOUR DOWN MY RESIDENTIAL STREET.
I THINK THERE ARE WAYS THAT WE COULD ADDRESS THAT PERHAPS THROUGH THE PROCESS WITH SPEED BUMPS, NO PARKING SIGNS, DIFFERENT THINGS LIKE THAT. BUT BECAUSE WE JUMPED THE GUN AND THERE IS THIS EXIGENCY THAT DOESN'T NECESSARILY EXIST, WE ARE JUST GOING TO APPROVE THE PLAN AS IT WAS IN 2018 WITHOUT MY INPUT AND OTHERS' INPUT. SO I APPRECIATE WHERE EVERYBODY EVERYBODY'S COMING FROM, I UNDERSTAND NOBODY WANTS TO BE AGAINST BALLFIELDS. BUT I WANT TO BE FOR A REASONABLE PROCESS WHERE EVERYBODY'S VOICE IS HEARD AND THAT WE CAN WORK THROUGH SOME OF THESE CONCERNS THAT WERE AIRED LAST THURSDAY NIGHT AT THE PLANNING COMMISSION.
THANK YOU SO MUCH FOR YOUR TIME. >> SPEAKER: MEGAN, THIS PROJECT GOING TO CONNECT ALL THE WAY TO THIS PROJECT, CORRECT?
>> SPEAKER: IN THE FIRST PHASE. I DON'T WANT TO SIT HERE AND SAY HE WOULD NEVER CONNECT. IT IS ULTIMATELY GOING TO BE UP TO THE CITY COUNCIL BUT THERE IS RIGHT-OF-WAY THAT GOES THROUGH HERE TO GROVE HILL RODE. WE HAD MET WITH THE NEIGHBORS, YOU CAN SEE KENT WOOD ON THIS THING GOING TO WIN WAY.
TO SAY IT WOULD NEVER CONNECT IS NOT ACCURATE, BUT THAT WOULD BE ULTIMATELY UP TO THE CITY COUNCIL.
WE DID SAY IN 2018 IN THE MEETING WITH NEIGHBORS ON KENT WOOD AND A MEETING DIRECTLY ON KENT WOOD DRIVE WAS THAT WE WOULDN'T DO IT IN THE INITIAL PHASE.
AND SO THERE IS GOING TO BE VARYING OPINIONS OF THE PEOPLE THAT LIVE IN THAT AREA AND THE USERS OF THE PARK AND THERE WILL BE ULTIMATE UP TO THE COUNCIL. BUT AT THIS TIME ALSO THERE IS SIMILAR CONCERNS FROM PEOPLE IN GROVE HILL ABOUT VFW AND ABOUT GROVE HILL RODE AND ALL MASTER PLANS DO SHOW EVENTUAL CONNECTIONS. AGAIN, THAT IS A MASTER PLAN BUT THAT WILL BE UP TO THE CITY COUNCIL.
BUT PEDESTRIAN AND BICYCLE ACCESS IN THIS AREA FROM KENT WOOD IS HAPPENING NOW AND WILL CONTINUE TO HAPPEN.
IF THE RESIDENTS IN THAT AREA WANT ON STREET PARKING REMOVED
[01:55:01]
AND THEY COME BEFORE YOU AND SAY, HEY, WE WEIGH TO LOOK AT THAT AND WE WANT ALL PARKING ON THE STREET TO BE REMOVED AND WE ARE GOOD WITH THAT, A LOT OF TIMES COUNCIL IS THAT.I THINK I DO SOMETHING AS THE PARK GETS USED AND THINGS GET
OPEN THAT WE WILL DETERMINE. >> SPEAKER: WILL BE NEXT?
>> SPEAKER: I AM LISA CHAMPA SAMPSON 984 FAIRVIEW DRIVE.
ANOTHER BASKETBALL COACH. MY DAD WAS WOMEN'S BASKETBALL COACH AT AUBURN, WE MOVED HERE IN 79 I CAN TELL YOU THE FACILITIES THAT I PLAYED IN PARKS & RECREATION ARE THE SAME THAT MY KIDS THAT ARE NOW GROWN AND OUT OF HIGH SCHOOL, ST. JAMES. VERY EXCITED ABOUT THIS PROJECT, I KNOW WITH ANY NEW PROJECT THERE ARE MANY THINGS JUST TO AGREE ON AND WORK THROUGH BUT VERY EXCITED.
WHAT BASKETBALL, WHAT RAPTORS GIVE TO THESE KIDS IS MUCH MORE THAN BASKETBALL. WE WANT TO BE ABLE TO SERVE AS MANY KIDS AS POSSIBLE. JUST LIKE CHAD SAID, THE TRAVEL BASKETBALL, THE OPPORTUNITIES THAT WE WOULD HAVE WITH THE NEW FACILITY, SEVERAL NEW FACILITIES, TO BRING TOURNAMENTS HERE IS GREAT SPORT EVERYBODY WANTS TO COME TO AUBURN.
WE DEAL WITH YOUTH BASKETBALL OF AMERICA, WE USED TO HAVE TOURNAMENTS HERE AND THE FACILITIES JUST ARE NOT THE SAME AS IN OTHER CITIES. SO I KNOW THAT WE CAN PUT TOURNAMENTS, BASKETBALL TOURNAMENTS HERE EVERY WEEKEND.
THANK YOU. >> SPEAKER: THANK YOU.
WHO WILL BE NEXT? WE WILL CLOSE THE PUBLIC HEARING. ANY COMMENTS OR QUESTIONS FROM
THE COUNCIL? >> SPEAKER: I DO.
I HAVE SEVERAL. AS I SIT HERE AND I HAVE LISTENED TO EVERYBODY TALK AND SPEAK ON THIS NEW FACILITIES OUT ON LAKE WILMORE PARK, I THINK ABOUT WHEN MY KIDS WERE COMING UP. MY $0.03 WERE COMING UP AND THEY PLAYED -- MY THREE SONS WERE COMING UP AND THEY PLAYED SPORTS IN AUBURN AND MINIMAL PLACES THEY COULD PLAY.
I WAS FORTUNATE ENOUGH EVERY YEAR THAT THEY GOT ON THE BASKETBALL LIST BUT OTHER KIDS THAT WERE ON THE WAITING LIST.
I HAVE PERSONALLY TONIGHT WILL SUPPORT THIS BUT I WANT TO SPEAK ON ONE OF THE THINGS THAT THE COACH SAID ABOUT IT BEING MUCH NEEDED. THESE FACILITIES BEING MUCH NEEDED THROUGHOUT AUBURN. I THINK LAKE WILMORE IS GOING TO BE A GREAT START, BUT THEY ARE NEEDED THROUGHOUT THE CITY OF AUBURN. AS BIG AS AUBURN IS AND HAS GROWN AND EVERYTHING, I THINK THEY NEED TO BE HERE AND HERE AND THERE WERE EVER WE COULD CAN PUT THEM AND HOPEFULLY ONE DAY THE CITY CAN AFFORD TO PUT THOSE WHERE THEY ARE NEEDED FOR EVERYBODY TO BE ABLE TO HAVE ACCESS TO THOSE PLACES.
IT SEEMS LIKE THIS AREA IS A LONG WAYS OFF, BUT SOMETIMES WE HAVE TO DO WHAT WE HAVE TO DO TO GET OUR CHILDREN WHERE THEY NEED TO BE. I DO SUPPORT LOOKING INTO MORE FACILITIES ON DOWN THE LINE WHEN WE TALK ABOUT -- THERE WAS A GENTLEMAN TALKED ABOUT THE SWIMMING POOLS.
RIGHT NOW I THINK MEGAN SAID AT THIS TIME THERE IS ONLY SAMFORD POOL AND I THINK IN THE PAST THERE WAS TALK ABOUT A SWIMMING POOL COMING OVER IN THE SECOND PHASE AT BOYKIN AND I THINK THEY CHANGED SIMPLY BECAUSE OF THE HEATED POOL THAT EVERYBODY CAME BEFORE THE CITY COUNCIL AND TALKED ABOUT.
I THINK NOW IS THE BEST LOCATION FOR THAT HEATED POOL, BUT I HOPE IN THE FUTURE THAT WE CAN STILL MAYBE ONE DAY GET A BIG POOL OVER IN THAT AREA ALSO. THE OTHER THING THAT I WANTED TO TALK ABOUT, I HEAR EVERYBODY TALKING ABOUT SPORTS AND LIKE I SAID MY SONS WERE GROANING AND IN SPORTS.
INTO BASKETBALL, FOOTBALL, BASEBALL, ALL OF THOSE RECREATIONAL SPORTS. AND EVEN WENT ON TO HIGH SCHOOL AND JUNIOR HIGH IN THOSE SAME SPORTS.
BUT I HAVE TWO SCOUT TROOPS AND SOME OF THOSE KIDS ARE NOT IN
[02:00:03]
SPORTS. WE ALSO HAVE TO THINK ABOUT THESE KIDS THAT MAY NOT HAVE THE OPPORTUNITY OR EVEN WANT TO PLAY SPORTS. THERE MAYBE SOME OTHER THINGS THEY WANT TO DO IN THEIR LIFE. I LOOK AT THIS DRAWING AND I THINK I SAW SOMETHING ON HERE ABOUT A COMMUNITY CENTER, WHICH IS MUCH NEEDED BECAUSE THERE NEEDS TO BE ALSO PLACES WHERE WE CAN HAVE PLACES IN THIS COMMUNITY WERE KIDS WHO ARE NOT IN SPORTS -- SPORTS IS A GOOD THING, EVERYBODY GETS ESPECIALLY FOOTBALL IS THE THING, BASKETBALL, THOSE SPORTS.BUT WE ALSO HAVE TO THINK ABOUT THE NEEDS OF THOSE WHO ARE NOT ENDORSED THOSE KIDS WHO ARE NOT PLAYING SPORTS.
WE HAVE SCOUTS. I HAVE TWO SCOUTS, WE CALL THEM SCOUTS. THEY HAVE A DIFFERENT NAME.
SOMETIMES JUST TRYING TO FIND IN OUR, MY TROOPS ARE EXPANDING.
WE STARTED OFF WITH SEVEN KIDS, WE ARE NOW UP TO 37 KIDS.
I WAS ACTUALLY TALKING WITH SOMEONE FROM THE BOYS AND GIRLS SCHOOL TODAY AND WAS TALKING ABOUT WHEN YOU TALK ABOUT A WAITING LIST, YOU TALK ABOUT A LOT OF THESE COMMUNITY SERVICES THEY ARE ON WAITING LISTS. THE TWO TROOPS THAT I HAVE, THERE IS NOT A WAITING LIST FOR BUT THERE IS NOT FACILITIES WHERE WE CAN ACTUALLY HOUSE THESE KIDS AND HAVE SOME OF THE THINGS THAT THEY ALSO NEED FOR LIFE LONG SKILLS.
I SAY THAT BECAUSE I AM VERY PASSIONATE NOT JUST ABOUT KIDS PLAYING SPORTS, BUT KIDS JUST BEING A PART OF SOMETHING.
ARTS AND CRAFTS WAS A GOOD THING THAT KID DID THIS PAST SUNDAY AND THEY ENJOYED DOING ARTS AND CRAFTS.
THEY ENJOY DOING SOME OF THE THINGS THAT US GROWN PEOPLE LIKE TO DO SUCH AS BINGO. WE HAD A DIFFERENT TYPE OF BINGO THAT WE PLAYED WITH THE KIDS. NOT THE NUMBER BINGO BUT LEARNING BINGO. AND SO THERE ARE A LOT OF OTHER OPPORTUNITIES OUT THERE FOR GETTING READY TO TAKE THESE KIDS CAMPING. I WOULD LIKE MAYBE SOMEDAY WE COULD HAVE SOME TYPE OF CAMPGROUND, WE COULD ALSO OFFER THOSE TYPES OF ACTIVITIES FOR OUR KIDS ALSO AND FOR KIDS TO COME INTO THE AREA AND TO THE SAME THING.
I'M JUST GOING TO SUM THIS UP. I'M SITTING HERE AND LISTENING AND VERY PASSIONATE WITH EVERYBODY WHO GOT UP TONIGHT AND THEY SPOKE ON BRINGING THIS LAKE WILMORE INTO EXISTENCE.
I DO SUPPORT IT SO I AM ONE OF THE COUNCILMEMBERS BEFORE WE EVEN VOTE TO LET YOU KNOW I DO SUPPORT THIS.
>> SPEAKER: THANK YOU, MS. TAYLOR.
ANYONE ELSE? >> SPEAKER: SINCE I HAVE COME TO COUNCIL AND DISCOVERED THE CITY'S CULTURAL MASTER PLAN AND THE VISION THAT THE PARKS & RECREATION DEPARTMENT HAS HERE, IT IS REALLY BEEN ONE OF THE MOST EXCITING ELEMENTS OF BEING ON THIS COUNCIL. WE NOW IN 6 ENJOY A MAGNIFICENT FACILITY IN OUR INCLUSIVE PLAYGROUND AND I HAVE WATCHED WITH GREAT ENTHUSIASM AS WE HAVE REGRESSED AS A CITY TO OFFER THESE TYPES OF SERVICES AND QUALITY OF LIFE ISSUES FOR OUR CITIZENS. I WAS A LITTLE SURPRISED WATCHING THE PLANNING COMMISSION MEETING ONLINE THE OTHER NIGHT, GIVEN THAT WE PASSED THIS SOME YEARS AGO WITH VERY LITTLE -- WITH NEXT TO NO OPPOSITION FROM THE PUBLIC AS I REMEMBER IT AND A LOT OF ENTHUSIASM. I'M CERTAINLY GOING TO BE SUPPORTING THIS PROPOSAL. I HAVE THREE BOYS AT MY HOUSE WHO ALL LIKE TO SWIM AND THAT CERTAINLY WOULD BE AN OPPORTUNITY THAT WE WILL TAKE ADVANTAGE OF.
I AM VERY APPRECIATIVE OF THE WORK THAT YOU HAVE DONE.
I REALLY DO HOPE THAT THERE IS AN ONGOING CONVERSATION TO ADDRESS SOME OF THESE RESIDENTIAL CONCERNS, PARTICULARLY THE LIGHTING. I'M REALLY CONFIDENT AT THIS POINT IN TIME THERE ARE SOME COMPROMISES OR SOME TECHNOLOGY THAT WE MAY BE ABLE TO FIND THAT WOULD MINIMIZE LIGHT POLLUTION OF AN EVENING. I AM THANKFUL TO BE ABLE TO VOTE
[02:05:07]
ON THIS TONIGHT. >> SPEAKER: ANYONE ELSE? I APPRECIATE EVERYONE THAT CAME TO SPEAK TONIGHT.
THANK YOU FOR BEING PASSIONATE BUT BEING RESPECTFUL.
I'M VERY GRATEFUL FOR THAT ON WHATEVER SIDE.
I RECEIVED SOME E-MAILS THIS WEEK AND SOME WERE CONCERNING, THERE WERE THREE OF THEM BUT THEY WERE RESPECTFUL.
AND I'M GRATEFUL FOR THAT AND THAT IS AUBURN AT ITS BEST.
WHEN YOU CARRY YOUR ARGUMENTS IN A VERY RESPECTFUL MANNER.
I APPRECIATE THAT. TONIGHT YOU HEARD WORDS SUCH AS LANDFILL, PARKING LOT AND 9:30 ON A SCHOOL NIGHT.
CAPACITY LIMITS. THIS IS WHY I AM PASSIONATE ABOUT THIS. THIS COMMUNITY IS GROWING.
IF YOU COME TO THE MAYOR'S STATE OF THE CITY YOU WOULD HEAR THAT WE ARE GROWING BY 6.6 PEOPLE A DAY IN OUR COMMUNITY.
I DON'T NEW WHO ALL THOSE 6.6 PEOPLE THEY ARE OR WHAT AGES OR STAGES OF LIFE THEY ARE IN BUT I GUARANTEE A LOT OF THEM ARE CHILDREN. THEY ARE COMING.
I WAS 11 YEARS OLD WHEN FRANK BROWN WAS OPEN.
THERE HASN'T BEEN ANYTHING BUILT SINCE THEN AND I'M SAD TO TELL YOU THAT HAS ALMOST BEEN 50 YEARS AGO.
IT IS TIME FOR US TO PLAY SOME KETCHUP.
WE HAVE GOT A WONDERFUL INCLUSIVE PLAYGROUND THAT WE SHOULD ALL BE PROUD OF WHAT WE ARE DOING FOR THOSE FAMILIES AND THOSE INDIVIDUALS WHO NEED THAT EQUIPMENTS.
WE HAVE HAD A KIND FAMILY, THE DINIUS FAMILY GAVE US A SPECIAL JUUL ON GLENN AVENUE. I DON'T KNOW IF ALL OF YOU HAVE BEEN THERE. WE HAVE TOWN CREEK THAT IS SO MUCH ACTIVITY, POSITIVITY GOING ON THERE WITH A BEAUTIFUL CEMETERY THAT MANY OF US SAY GOODBYE TO OUR LOVED ONES IN GEISEL PARK CONTINUE TO DELIVER. WE HAVE NOT KEPT UP WITH OUR REC FACILITIES FOR OUR CHILDREN. WE HAVE JUST NOT DONE A TRICK THERE IS A NUMBER OF REASONS WHY THAT HAS HAPPENED AND NO REASON TO GET BACK INTO THAT TONIGHT, BUT WE HAVE GOT TO START CHIPPING AWAY AT THIS. AND I AGREE WITH THOSE WHO CAME UP HERE TONIGHT AND RECOGNIZE THAT THERE IS NO FINALITY IN WHAT WE ARE POTENTIALLY DOING HERE TONIGHT FOR THIS IS JUST THE BEGINNING. BECAUSE OUR COMMUNITY IS CONTINUING TO GROW AND WE ARE GOING TO NEED MORE.
AND JUST A FEW WEEKS THE SUPER SEVEN WILL BE COMING TO AUBURN.
THERE WILL BE SEVEN HIGH SCHOOL FOOTBALL CHAMPIONSHIPS GAMES CONDUCTED ON WEDNESDAY THROUGH FRIDAY.
BUT WHAT YOU MIGHT NOT KNOW IS THAT THE FIRST GAME OF THAT WEEK IS A GIRLS FLAG TAG STATE CHECK EACH OF GAME.
AND I FIRMLY BELIEVE THAT THE TIME WILL COME REALLY SOON THAT THE PARENTS AND THE GIRLS IN OUR COMMUNITY WILL ASK OUR PARKS AND DIRECT TO DELIVER A PROGRAM FOR GIRLS FLAG TAG AND WE ARE NOT EVEN CONSIDERING THAT AS WE SIT HERE TONIGHT.
THE LACROSSE PARENTS HAVE DONE AN UNFAIR BELIEVABLE JOB, WHAT A PASSIONATE GROUP OF PEOPLE TO BIRTH THAT SUPPORT IN OUR COMMUNITY AND THEY HAVE HUNDREDS OF PEOPLE, BOYS AND GIRLS THAT ARE PLAYING AT HAVE NOWHERE TO GO.
I WALK BY THE FIELD ALL THE TIME AND THEY ARE WEARING AMOUNTS.
WEARING IT OUT. GIRLS VOLLEYBALL, THERE IS A SPORT THAT -- NEEDS PLACES TO GO.
AND YOU HAVE HEARD THE THOUSANDS OF CHILDREN THAT WANT TO PLAY THAT SOON WILL BE WANTING TO PLAY BASKETBALL IN OUR CITY.
THIS IS VERY IMPORTANT AND I ENCOURAGE THE COUNCIL TONIGHT TO TAKE THE STEP TO APPROVE THIS PROJECT.
THIS PROPERTY WAS IDENTIFIED IN 2002 TO BE PARKS AND DIRECT PROPERTY FOR THE AUBURN FUTURE. IN 2018 WE PUT A PLAN TOGETHER, IT WAS A VISION. IN 2020 BE VOTED ON THIS AND COULDN'T GET IT DONE BECAUSE OF COVID.
WE ARE BACK HERE TONIGHT WITH ADVICE AND A DESIRE AND THEN ASK FROM OUR PARKS AND WRECKED ADVISORY BOARD TO ADD THESE FOUR FIELDS TO PROVIDE A PLACE FOR FOOTBALL AND LACROSSE ARE GOING TO FALL AND WE CAN PUT BACKSTOPS UP AND LET KIDS LEARN HOW TO PLAY BASEBALL AND SOFTBALL IN THE SPRING.
IS NOT PERFECT BUT IT IS SO MUCH BETTER THAN A LANDFILL OR SO MUCH BETTER THAN THREE FOOTBALL TEAMS TRYING TO PRACTICE ON THE OUTFIELD AND DUCK SAMFORD PARK. WE ARE A COMMUNITY THAT IS KNOWN FOR OUR CHILDREN. OUR EDUCATION, OUR COLLEGE, BUT WE ARE KNOWN FOR OUR CHILDREN AND ALL OF THESE PEOPLE HAVE LIVED HERE THAT WANT TO PUT THEIR CHILDREN IN OUR SYSTEMS, THEY ARE LOOKING FOR PLACES FOR THEIR CHILDREN TO GO.
I REALLY ENCOURAGE THE CITY COUNCIL TO SUPPORT THIS THIS EVENING. MOTION AND SECOND.
ALL IN FAVOR SAY AYE? ANY OPPOSED?

PLEASE COME FORWARD AND STATE YOUR NAME AND ADDRESS FOR THE RECORD. PLEASE ADDRESS ALL OF YOUR COMMENTS TO THE CITY COUNCIL AND REMEMBER YOU HAVE THREE MINUTES.
YES, SIR? >> SPEAKER: I'M STEVE COSGROVE AND I LIVE AT 1927 WATERCRESS DRIVE IN ASHETON PARK AT NORTHLAKE'S ONE OF THE MANY FINE COMMITTEES HERE IN THE VILLAGE OF AUBURN. A COUPLE OF THINGS.
I REALLY APPLAUD OUR CITY COUNCIL, CITY MANAGEMENT, BECKY IN PARKS AND RECREATION AND ALL OF THE DEPARTMENTS.
AND ALSO APPLAUD THE CONSTITUENTS WHO SHARED THEIR HEARTFELT THOUGHTS AND SUGGESTIONS.
I REALLY, REALLY DO. I BROUGHT SOMETHING HERE MY OWN PAPERBACK IN OUR FAMILIES 1951. I GOT IT OUT TODAY AND I PUT TOGETHER SOME LITTLE COLLECTORS ITEMS AND THE ARTICLES THAT WERE PUT TOGETHER ON FELTON LITTLE PARK.
THERE ARE TWO OF THEM IN HERE. I WILL GIVE THESE TWO MAKING.
I COULD THROW YOU THE PAPERS I'M PRETTY GOOD AT THAT.
>> SPEAKER: MR. PARSONS CAN'T CATCH.
>> SPEAKER: I HEAR YOU. THERE WILL BE ONE FOR EVERYONE.
FOR BECKY AND YOU AND CHIEF REGISTER TOO.
THE FELTON LITTLE PARK IS A GEM IN THE CITY OF AUBURN.
SOME THINGS REALLY ARE WORTH RESERVING.
LIKE THIS OLD PAPER BAG RIGHT HERE.
MY OLD BALL GLOVE TRICK FRIENDSHIPS.
I JUST REALLY, REALLY APPRECIATE ALL OF THE EFFORTS THAT HAS GONE INTO THAT PARTICULAR LITTLE PLACE, FELTON LITTLE PARK, AND WHAT IT MEANS TO THE HISTORY AND THE PEOPLE OF AUBURN.
I HAVE A LOT OF PASSION AND A LOT OF LOVE FOR THE CITY OF AUBURN AND FOR THE TIME AND EFFORT AND HEART THAT YOU ALL DEDICATE TO THE WELL-BEING OF AUBURN.
AND I REALLY, REALLY WANT YOU TO HEAR THAT.
I AM NOT GOING TO HAVE A CHANCE TO SAY GOODBYE I DON'T THINK TO SOME OF THE FOLKS THAT ARE TIER. IS THE NEXT NOVEMBER.
>> SPEAKER: NOVEMBER 1 WILL BE THE LAST MEETING FOR THE THREE
[02:15:03]
MEMBERS. >> SPEAKER: AND THEN THEY GET
INSTALLED ON NOVEMBER 7? >> SPEAKER: THAT'S RIGHT.
>> SPEAKER: I WOULD LIKE TO EXPRESS THANKS PERSONALLY TO EACH OF THEM IN EACH OF YOU HERE RIGHT NOW THANK YOU SO VERY
WE APPRECIATE IT. WHO WILL BE NEXT?
>> SPEAKER: MY NAME IS ROBERT WILKINS 261 DENSON DRIVE AUBURN, ALABAMA. I HAD A SPEECH MADE UP TO REPRIMAND THE MAYOR AND DAWSON BUT I'M NOT GOING TO DO THAT.
AFTER LISTENING TO ALL OF THIS IT REMINDED ME A LOT OF MY CHILDHOOD AND I THINK IT IS SAID THAT THE FACILITIES ARE TIER.
I'M GLAD TO SEE THAT A LOT OF YOU ARE GOING TO TRY TO DO SOMETHING ABOUT IT. I LIVE IN SELMA ALABAMA THE FIRST IN MY LIFE I HAD A PLACE THAT I COULD ACTUALLY GO AND WE HAD SO MANY FACILITIES. I WAS THINKING ABOUT WHAT THIS WHOLE CITY HAS AND IT DOESN'T HAVE A FACILITY.
WE HAD A SWIMMING POOL AND WE HAD BASEBALL FIELD, WE HAD FOOTBALL AREA. WE HAD TENNIS COURTS.
WE HAD BASKETBALL COURTS. I WAS JUST THINKING, THAT WAS BY DONATIONS OF METHODIST CHURCHES THROUGHOUT THE COUNTRY.
THROUGHOUT ALABAMA AND SOUTH -- NORTH FLORIDA.
I REALLY HATE THAT YOU ALL HAVE SPENT THE MONEY ON GOING AFTER US FOR SHORT-TERM RENTAL WHEN THAT 100,000 PLUS FOR THE LEGAL PORTION ALREADY COULD HAVE GONE TO THE MONEY LOST THAT YOU GOT FROM THE REVENUE COULD HAVE GONE TO HELPING THAT EACH YEAR.
AND THE MONEY SPENT ON VEHICLE AND THE DIFFERENT PEOPLE.
I JUST HATE THAT WAS DONE AND WE COULDN'T HAVE WORKED OUT SOMETHING THAT WOULD HAVE BEEN WHERE ALL THAT MONEY COULD STAY AND GONE FOR THESE KIDS. BECAUSE TO ME THAT IS MONEY THAT COULD HAVE BEEN THERE AND I HATE IT I HATE THAT I HAVE TO COME HERE EVERY COUNCIL MEETING TO REMIND Y'ALL ABOUT THE LOSSES FOR A LOT OF PEOPLE, 151 FAMILIES.
MAINLY THE KIDS, THE KIDS ARE THE MOST IMPORTANT TRICK I'VE DONE ALL MY LIFE DEALT WITH KIDS , USE FOUNDATION, BECAUSE I BELIEVE IN GIVING BACK. I FELT LIKE I WAS GIVEN SO MUCH BEING ADOPTED TWICE, BEING IN A CHILDREN'S HOME, AND BEING ABLE TO UNDERSTAND THE BEST BETWEEN RIGHT AND WRONG.
SO I JUST WANTED TO THANK YOU, COUNCIL FOR REALLY WANTING TO MAKE A DIFFERENCE AND PLEASE HURRY THIS PROCESS.
I KNEW NOTHING OF THIS AND I'M GETTING THIS FEEDBACK FOR THE FIRST TIME AND I LOVE IT. I HOPE THAT Y'ALL SHOULD REMIND EACH NIGHT BEFORE YOU AND YOU SHOULD SAY HOW YOU CAN GET ON THEIR AND GET THIS STUFF AND THEN YOU PUT THE STUFF UP HERE FOR THE LAKE. KEEP DOING MORE OF THAT BECAUSE HAVING STUFFED VISUALLY LIKE I MENTIONED BEFORE IS SO IMPORTANT. AND ANY ANYTIME YOU ARE DOING ANY PROJECT THAT IS GOING TO LOOK BEFORE AND AFTER, PUT IT UP HERE. IT WILL BE BEAUTIFUL.
THANK YOU VERY MUCH. >> SPEAKER: THANK YOU.
WHO WILL BE NEXT? MOVED TO ADJOURN?
