ROBERTS SAID AT THE -- WE HAD A POWERFUL PRESS CONFERENCE WITH THE BLANCHARD FAMILY AS WE SPOKE TO -- I WANT TO THANK OUR STAFF AND ALL THE PEOPLE THAT HELP TO MAKE THAT BIG TEN MAYOR'S MEETING EXCELLENT AND IT WAS EXCELLENT. NEXT TUESDAY IS A STATEWIDE ELECTION AND THERE ARE A NUMBER OF THINGS ON THE BALLOT THAT ARE OF INTEREST AND PEOPLE THAT ARE RUNNING FOR AQUIFERS HERE LOCALLY AND STATEWIDE. AMENDMENT ONE IS A -- AND I LAW BUT THIS IS A YOUNG LADY WHO CAME TO AUBURN AND SHE WAS AT SOUTHERN UNION AND HER DREAM WAS A COMES AUBURN UNIVERSITY AND THAT WAS TAKEN AWAY FROM HER BY SOMEBODY WHO SHOULD NOT OF BEEN OUT OF JAIL. BY PASSING ANAÏS' LOVE TO GIVE JUDGES IN THE STATE THE ABILITY TO KEEP THOSE VIOLENT OFFENDERS LOCKED UP AND BEHIND BARS AND NOT ON THE STREETS IF THEY WERE ABLE TO BAIL OUT. AND SO I ENCOURAGE EVERYONE TO THINK SERIOUSLY ABOUT THIS, DO YOUR OWN RESEARCH AND PLEASE VOTE OR ANAÏS' LOT NEXT TO USE AS YOU GO CAST YOUR VOTES FOR THE OTHER RACES THAT YOU ARE INTERESTED IN. THAT'S ALL I HAVE ON MY LIST TONIGHT OR ANY OTHER COUNCIL MEMBERS HAVE ANYTHING THEY WOULD LIKE TO MENTION? >> SPEAKER: I HAVE SEVERAL SO BEAR WITH ME. I FEEL LIKE I HAVE RON'S LIST IN FRONT OF ME. THIS PAST WEEK I HAD THE HONOR TO TAKE NINE YOUNG LEADERS FROM FUTURE FARMERS OF AMERICA, THEIR TEAM FROM THE AUBURN HIGH SCHOOL TO THE INDIANAPOLIS INDIANA CONVENTION, 95TH NATIONAL CONVENTION. IT WAS PRETTY AMAZING AND THE VETERINARY SCIENCE TEAM TOOK HOME BRONZE AND SILVER RECOGNITION AND WE HAD ONE YOUNG LADY WHO TOOK HOME TENS PLACE IN ANOTHER FIELD. SO PRETTY PROUD OF OUR FUTURE FARMERS OF AMERICA MEMBERS. WE OFTEN GIVE ACCOLADES TO OUR ATHLETES SO I THINK SOMETIMES IT IS NICE TO GIVE TO THOSE WHO DO OTHER THINGS. THANK YOU FOR TAKING MY PLACE THIS WEEKEND. I APPRECIATE THAT. ANY OTHER COMMENTS OR ANNOUNCEMENTS FROM THE COUNCIL? OKAY AT THIS TIME IF I COULD HAVE MS. STEVENS AND MR. DIXON AND MR. HOLE BE JOINING. >> SPEAKER: MAYOR, IT IS EMPLOYEE RECOGNITION. >> SPEAKER: LET'S STOP AND DO THAT THAN. (VIDEO PLAYING) USING MAC. (MUSIC PLAYING) >> SPEAKER: MAYOR RON ANDERS I'M PROUD TO INTRODUCE YOU TO THE CITY OF AUBURN EMPLOYEE OF THE MONTH FOR THE MONTH OF NOVEMBER THAT I HAVE A MEMORANDUM HERE FROM DAN BALLARD THE DIRECTOR OF PUBLIC WORKS. I WOULD LIKE TO NOMINATE KEVIN HELMS AS THE CITY OF AUBURN'S NOVEMBER 2022 EMPLOYEE OF THE MONTH. FOR THESE REASONS I NOMINATE KEVIN HELMS FOR THE CITY'S EMPLOYEE OF THE MONTH FOR NOVEMBER 2022. CONGRATULATIONS. (MUSIC PLAYING) >> SPEAKER: AGAIN THANK YOU TO ALL OF OUR EMPLOYEES AND WE ARE PROUD TO RECOGNIZE KEVIN AS OUR EMPLOYEE OF THE MONTH. CONGRATULATIONS TO JEFF AND WITR EMPLOYEES FOR WHAT THEY DO. LET'S GO DOWN FRONT TO STEPHEN NJ. AND JAY. >> SPEAKER: TONIGHT IS THE FINAL MEETING OF THIS CURRENT COUNCIL'S WARNING NOVEMBER 2018. WHAT UNUSUAL FOUR YEARS IT IS BEEN. CERTAINLY WE WERE ALL SWORN IN NOVEMBER OF 18 AND DEALT WITH THE PANDEMIC. FORCED US INSIDE AND FORCED US TO MEET VIRTUALLY. AMONG OTHER CHALLENGES THAT WE HAVE MET AS A CITY AS WE FACE THE LOSS OF A POLICE OFFICER FOR THE FIRST TIME. BUT WE HAVE GOTTEN THROUGH IT AND THE REASON WE GOT THROUGH IT IS BECAUSE WE OUTSTANDING LEADERSHIP AND SERVICE. AND SO TONIGHT WE WANT TO RECOGNIZE THESE THREE CONDUCTING [INAUDIBLE] AS WE GET READY TO BRING IN THE NEW COUNCIL MEMBERS NEXT WEEK. WE MADE TWO APPOINTMENTS TO THE BUILDING BOARD OF ADJUSTMENT SAID APPEALS THAT WE WILL CONFIRM LATER IN THE. BRAD HARRISON AND MICHAEL SCHUMACHER WOULD SERVE ONE FULL WORK REAPPOINTED FOR A SECOND FULL-TERM. AT THIS TIME WE WILL MOVE [5. AUBURN UNIVERSITY COMMUNICATIONS] FORWARD WITH AUBURN UNIVERSITY COMMUNICATIONS. >> SPEAKER: HI EVERYONE, HAPPY NOVEMBER. PRETTY SHORT REPORT FOR ME TODAY. TO START US OFF WE WOULD LIKE TO THANK THE MAYOR AND THE CITY MANAGER AND OTHER CITY STAFF FOR ANOTHER VERY SUCCESSFUL CITY BREAKFAST AS ALWAYS WE WERE VERY THANKFUL FOR THE LISTENING EAR THAT THEY PROVIDE FOR STUDENT VOICES AND ONE OF THE THINGS THAT WE TALKED ABOUT WAS PROMOTING THE NEW ONES HAPPEN IN A CITY INITIATIVE ON THE SGA INSTAGRAMS OF THE PEOPLE CAN BE MORE INFORMED ABOUT THINGS THAT HAPPENED IN THESE COUNCIL MEETINGS WITH THE DOWNTOWN MERCHANTS ASSOCIATION AND OTHER EVENTS GOING ON AROUND CAMPUS. AS ALWAYS IF ANY OF YOU HAVE ANYTHING THAT IS GOING ON THAT YOU WOULD LIKE MORE STUDENT REPRESENTATION ACT, MORE STUDENT VOICE IN PLEASE REACH OUT TO ME LET ME KNOW SO I CAN HELP OR PUT YOU IN CONTACT WITH SOMEONE ELSE I CAN HELP. WE ARE REALLY HOPING THAT THAT INITIATIVE IS GOING TO HELP GET STUDENTS OUT INTO THE COMMUNITY MORE. NEXT OUR BIG NEWS THIS WEEK [00:15:03] AUBURN HAS A NEW ATHLETIC DIRECTOR. JOHN COHEN COMING IN FROM THE MISSISSIPPI STATE HAS YEARS AND YEARS OF EXPERIENCE AS AN SEC ATHLETIC DIRECTOR AND WE ARE VERY EXCITED FOR EVERYTHING THAT HE BRINGS TO THE TABLE AND THANKFUL FOR THE DILIGENCE OF PRESIDENT ROBERTS IN MAKING A HIRING DECISION. IF YOU OR ANYONE THAT YOU KNOW IS A SPECIALLY QUALIFIED AS A HEAD FOOTBALL COACH NOW WOULD BE A GOOD TIME TO SEND YOUR RESUME IN. BUT ALSO WITH ATHLETICS MEN'S BASKETBALL HAS AN EXHIBITION GAME AGAINST YOU AH TOMORROW SO WE ARE ENTERING INTO WHAT I THINK IS THE BEST TIME OF YEAR. VERY EXCITED AND REALLY HOPING FOR THE SAME LEVEL OF SUPPORT THAT WE HAVE EXPERIENCE IN PREVIOUS YEARS SO PLEASE I KNOW THE TICKETS ARE KIND OF INSANE RIGHT NOW BUT IF YOU ARE ABLE TO MAKE INTO A GAME PLEASE DO BECAUSE THAT IS A HOT TICKET AND SO MUCH FUN. THAT IS ALL FOR ME THIS WEEK. IF YOU HAVE ANY QUESTIONS OR ANYTHING PLEASE REACH OUT TO ME AS USUAL. WAR EAGLE. >> SPEAKER: THANK YOU. WE WILL MOVE FORWARD WITH CITIZENS, AND OCCASIONS ON ITEMS ON TONIGHT'S AGENDA. REMEMBER THIS IS JUST ITEMS THAT ARE ON TONIGHT'S AGENDA. IF YOU WOULD LIKE TO SPEAK TO THE CITY COUNCIL PLEASE COME FORWARD AND GIVE YOUR NAME AND ADDRESS FOR THE RECORD AND YOU WILL HAVE FIVE MINUTES TO SPEAK. [7. CITY MANAGER’S COMMUNICATIONS] NOT SEEING ANYONE WILL MOVE FORWARD TO CITY MANAGERS COMMUNICATIONS. >> SPEAKER: GOOD EVENING UNDER CITY MANAGERS COMMUNICATIONS WE HAVE THE ANNOUNCEMENT OF ONE VACANCY TO THE PUBLIC PARK AND RECREATION BOARD AND AGAIN THAT IS THE PUBLIC PARK AND RECREATION BOARD NOT THE PARKS AND RECREATION ADVISORY BOARD. TWO VERY DIFFERENT BOARDS PRETTY SIX-YEAR TERM BEGINS DECEMBER 19, 2022, AND ENDS DECEMBER 18, 2026, -- 2028. THE PACKET SHOWS THIS IS A FOUR YEAR APPOINTMENT BUT IT'S SIX YEAR APPOINTMENT. [8. CONSIDERATION OF CONSENT AGENDA] I HAVE NO OTHER ANNOUNCEMENTS IF YOU ARE READY FOR THE CONSENT AGENDA. >> SPEAKER: PLEASE SPECK ANY ACCOUNTS WHICH REMOVE AN ITEM FROM THE CONSENT AGENDA AND DEAL WITH THAT ITEM INDIVIDUALLY? >> SPEAKER: OKAY IF NOT MOVE TO APPROVE THE CONSENT AGENDA? >> SPEAKER: SO MOVED. >> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND. ANY COMMENTS OR QUESTIONS? ALL IN FAVOR, PLEASE SAY AYE. [9. ORDINANCES] ANY OPPOSED? CONSENT AGENDA PASSES. >> SPEAKER: AND ORDINANCES THIS EVENING ITEM NINE CAPITAL AMN CHAPTER 12 TO ADD A PROVISION THAT ESTABLISHES A PROCESS FOR REVOCATION OF A BUSINESS LICENSE AND SETS FORTH CIRCUMSTANCES UNDER WHICH A BUSINESS LICENSE MAYBE REVOKED. THIS IS THE SECOND READING OF THIS ITEM. >> SPEAKER: CERTAINLY I MENTIONED THIS AT OUR WORK SESSION ON THURSDAY. MS. CRAFT I WANT TO MAKE SURE I FOLLOW THE RIGHT PROTOCOL PRODUCED ONLY TO HAVE A MOTION? >> SPEAKER: IF YOU ARE WANTING TO POSTPONE. >> SPEAKER: YES I'M WANTING TO POSTPONE SO WE DO NEED A MOTION AND SECOND. >> SPEAKER: YES. >> SPEAKER: TO HAVE A MOTION? >> SPEAKER: REMEMBER, EMOTION IS ONLY A MOTION TO PUT THE BUSINESS ON THE TABLE. IT DOES NOT MEAN THAT YOU ARE VOTING FOR ANYTHING OTHER THAN TO PUT THE BUSINESS ON THE TABLE >> SPEAKER: MOVE FOR APPROVAL. >> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND. AT THIS TIME I WOULD LIKE TO ASK THE CITY COUNCIL TO CONSIDER AND MAKE A MOTION TO POSTPONE UNTIL THE FIRST MEETING IN DECEMBER WHICH IS DECEMBER THE 6TH. >> SPEAKER: SECOND THAT. >> SPEAKER: A MOTION AND SECOND. I KNOW THERE MIGHT BE SOME OTHER DISCUSSION. MY POINT IS THIS. I JUST BELIEVE THERE IS MORE CONVERSATION THAT NEEDS TO BE HELD IN OUR COMMUNITY, MORE QUESTIONS TO BE ASKED. THERE IS MORE MEETINGS TO BE HAD I BELIEVE THE NEXT MONTH WE CAN SQUARE ALL OF THAT UP AND WE CAN DISCUSS THE THINGS THAT WE UNDERSTAND AND TALK ABOUT THE THINGS WE DON'T UNDERSTAND AND COME TOGETHER IN A MONTH AND DISCUSS THIS AGAIN. I DO BELIEVE FUNDAMENTALLY THAT THIS IS A TOOL THAT THE CITY NEEDS TO HELP IT CREATE A LEVEL PLAYING FIELD WITH OUR BUSINESSES IN OUR COMMUNITY. THAT IS A PHILOSOPHICAL STATEMENT. OBVIOUSLY DETAILS ARE IMPORTANT AND MECHANISMS ARE IMPORTANT AND THIS GIVES US A CHANCE TO DISCUSS THAT AND DISCUSS ALL THINGS, BUT THAT IS CERTAINLY MY INTENSE INTENT WITH ASKING US TO POSTPONE. ANY OTHER COMMENTS OR QUESTIONS FROM ANYONE? >> SPEAKER: I APPRECIATE THAT, RON. I PHILOSOPHICALLY AGREE THAT AN ISSUING BODY DESERVES THE RIGHT FOR REVOCATION BUT I THINK THAT SOMETHING AS IMPORTANT AS THE REVOCATION OF A BUSINESS LICENSE DESERVES SOME SPECIFICITY AND FINE-TUNING. I APPRECIATE THE MOTION AND THE WE CAN DEFINE WHAT PARAMETERS WOULD DICTATE SUCH A MOVE. I APPRECIATE THE WILLINGNESS TO DO SO. >> SPEAKER: GOOD WORD. ANY OTHER COMMENTS? SO WE HAVE A MOTION AND SECOND TO POSTPONE THE DECEMBER 6. DO I NEED TO TAKE A ROLL CALL OR SET OF VOICE. OKAY ALL IN FAVOR, PLEASE SAY AYE. ANY OPPOSED? [10. RESOLUTIONS] CARRY THAT FORTH IN DECEMBER. >> SPEAKER: UNDER RESOLUTIONS ITEM 10M81 FROM MO'BAY BEIGNET FOR TRANSFER PROPERTY LOCATED AT 155 NORTH COLLEGE STREET IN THE URBAN CORE AND COLLEGE EDGE [00:20:01] OVERLAY DISTRICT A PUBLIC HEARING IS REQUIRED. >> SPEAKER: MOVE APPROVAL. >> SPEAKER: SECOND. >> SPEAKER: MOTION AND SECOND. AT THIS TIME I WILL OPEN THE PUBLIC HEARING IF YOU WOULD LIKE TO ADDRESS THE COUNCIL PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD. SAY NO ONE WILL CLOSE THE PUBLIC HEARING. MS. CROUCH, YOU EXPLAINED TO US ON THURSDAY THE PURPOSE OF THIS IS AND I WILL LET YOU REPEAT THAT FOR AUDIENCE TONIGHT. >> SPEAKER: TO AN OUTDOOR CAFÉ PERMIT IS REQUIRED IN CITY CODE THAT IS THE USE OF CITY SIDEWALK FOR PURPOSES OF A BUSINESS AND WE MOVED TO ALLOW THIS SOMETIME AGO. MO'BAY BEIGNET COMPANY JUST HAD THIS APPROVED IN FEBRUARY BUT HAS HAD A CHANGE OF OWNERSHIP AND CITY CODE SAID WHEN THERE IS A CHANGE OF OWNERSHIP WE HAVE TO GO BACK TO THE PROCESS. IT IS IMPORTANT FOLKS TO DO THIS WERE VERY AMENABLE TO IT AT THE STAFF LEVEL BUT THEY ALSO IDENTIFY THE CITY AND THEY PAY A DOLLAR A SQUARE FOOT A YEAR BECAUSE STATE LAW SAYS WE HAVE TO CHARGE SOMETHING. BIG BUCKS. NOT REALLY. >> SPEAKER: ANY COMMENTS OR QUESTIONS FROM THE CITY MANAGER? ALL IN FAVOR SAY AYE ARE ANY OPPOSED? THAT MOTION CARRIES. [12. CITIZENS’ OPEN FORUM] >> SPEAKER: THOSE ARE ALL OF THE ITEMS OF BUSINESS WE HAVE FOR YOU THIS EVENING. >> SPEAKER: AT THIS TIME WILL OPEN THE CITIZENS OPEN FOR THEM. IF YOU WOULD LIKE TO ADDRESS CITY COUNCIL WE ASK THAT YOU PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD. YOU HAVE THREE MINUTES TO SPEAK AND PLEASE ADDRESS ALL OF YOUR COMMENTS TO THE CITY COUNCIL. >> SPEAKER: COSGROVE 1927 WATERCRESS DRIVE AND I WANTED TO PERSONALLY ATTEST THAT THE TRICK-OR-TREATERS WERE OUT LAST NIGHT IN THE ASHETON PARK AREA AND I HAD MY 17TH YEAR -- 800 PIECES OF TOOTSIE ROLL POPS AND CANDY AND SO FORTH WE LIVE ON A CORNER RIGHT THERE SO A LOT OF ACTION. A LOT OF FUN OUT THERE TO WADDLE. I WANTED TO EXPRESS APPRECIATION TO JAY, STEPHEN, JENNIFER FOR YOUR TIME I WILL BE ABLE TO SEE YOU APPEAR BUT WHATEVER YOUR PATH LEADS IN LIFE REALLY WISH YOU WELL. AND GOOD LUCK WITH EVERYTHING. I DO HAVE -- I SHARED WITH BETH A COUPLE TIMES THAT THE TRAFFIC IN AND AROUND NATIONAL PARK AND SO FORTH IF AND WHEN THERE IS EVER THE OPENING OF WATERCRESS, THE SOUTH END OF WATERCRESS DRIVE WHICH IS ON THE HILL COMING DOWN, I REALLY IMPLORE YOU TO STRONGLY CONSIDER A TRAFFIC CIRCLE THERE. THE VEHICLES TRAVEL WAY TOO FAST , TOO MANY KIDS THERE. I GET UP EVERY MORNING AT 5:15 DURING THE SCHOOL DAYS AND I DID THIS LAST YEAR AND PUT OUT THREE ORANGE CONES THERE TO SLOW THE TRAFFIC DOWN BECAUSE THE SCHOOL BUSES STOP RIGHT THERE AT OUR CORNER AND IS ABOUT A 16 TO 18 KIDS AND MOMS AND DADS AND SO FORTH AND BY THE WAY THEY TAKE INITIATIVE TO PUT THE CONES BACK. IT GETS THE ATTENTION PARTICULARLY FOR THE CUT THROUGH TYPE TRAFFIC FROM 280 COMING DOWN FLYING RIGHT DOWN WATERCRESS AND TURNING ON ASHETON LN. INTO COLLEGE ST. AND SOUTH. I WOULD STRONGLY WELCOME ANOTHER SPEED HUMP OR BUMP OR WHATEVER IT'S CALLED RIGHT THERE BY OUR DRIVEWAY. I WOULD WELCOME THAT TOO. THE INGRESS TRAFFIC OFF NORTH COLLEGE STREET COMING INTO ASHETON PARK HAS BEEN VASTLY IMPROVED. WE ARE IN OUR 17TH YEAR THERE AND HAVING THAT TURN LANE COMING INTO THERE HAS BEEN VASTLY IMPROVED. HOWEVER, THERE IS STILL THE HASHED YELLOW MARK THAT GIVES THE ILLUSION THAT IS ONE TENTH OF A MILE UP FROM THAT INGRESS/ EGRESS AND TO GIVE THE ILLUSION THAT YOU CAN HIGHBALL AND IF THERE IS A LARGE VEHICLE THERE, A BUS, SCHOOL BUS OR ANYTHING, THE VEHICLES CANNOT SEE WHO IS COMING OUT AND SO FORTH. SO SOME OBFUSCATION THERE. ALSO, ANY TRAFFIC ON SOUTH COLLEGE GOING DOWN TO EACH UNIVERSITY DRIVE, IF YOU ARE IN THE LEFT-HAND LANE, YOU ARE ALMOST -- IT'S ALMOST IMPOSSIBLE FOR AN 18 WHEELER TO TURN THERE. I HAVE SEEN FIVE OR SIX VEHICLES STACKED UP THERE AND IT BECOMES ALMOST IMPOSSIBLE. IF THAT STOP LINE COULD BE MOVED BACK 12 TO 15 FEET THAT WOULD REALLY MAKE A DIFFERENCE. THANK YOU SO VERY MUCH. >> SPEAKER: MS. CROUCH, WHAT STEPS WOULD BE NEED TO TAKE TO FIGURE OUT IF A TRAFFIC CIRCLE, WHICH I PERSONALLY THINK WE DO NEED SOMETHING AT THAT INTERSECTION YEARS AGO I ASKED FOR A THREE WAY STOP. BECAUSE I DO KNOW THAT THE SOUTH END OF WATERCRESS WILL EVENTUALLY OPEN AND THAT WILL TURN INTO A BLIND HILL. SO WHAT WOULD BE NEED TO DO FOR THE CITY'S PERSPECTIVE TO FIGURE OUT IF THE TRAFFIC CIRCLE OR [00:25:02] SOME OTHER COMMON DEVICE COULD GO THERE? >> SPEAKER: THOSE ARE TWO DIFFERENT THINGS. TRAFFIC CIRCLE IS MEANT TO FACILITATE THE MOVEMENT THROUGH AN INTERSECTION AND VOLUMES WOULD HAVE TO JUSTIFY THE CONSTRUCTION OF SUCH. OF THE CHALLENGES WITH THIS INTERSECTION IS A TRAFFIC CIRCLE WOULD LIKELY REQUIRE ACQUIRING PROPERTY FROM EVERYBODY AROUND THAT VICINITY. AND IS HIGHLY UNUSUAL. A LARGER ONE THAT WAS CERTAINLY AN INTERSECTION LIKE THAT IN THE MIDDLE OF AN INTERSECTION -- NEIGHBORHOOD. YES THERE IS TRAFFIC CALMING ON ONE WAY BUT THAT'S A DIFFERENT STYLE BUT IT'S FOR WAYS AND THE VOLUMES ARE DIFFERENT AND IT IS NOT A T INTERSECTION. THIS IS SOMETHING AS WATERCRESS IF AND WHEN IT OPENS WHICH IS MR. PICK, WE HAVE NO PROBLEMS -- LANDS BEFORE US. SHOWING IT OPENING ANYTIME SOON. SOMETHING THAT WILL BE EVALUATED AT THAT TIME. IN TERMS OF ADDITIONAL TRAFFIC COATING, I RECEIVED NOT ONLY FROM MAYOR PRO TEM WITTEN BUT OTHER COMPLAINTS FROM PEOPLE IN ASHETON LAKES PARK THAT THERE ARE SPEED HUMPS ARE VERY, VERY HARD TO SEE AND ALSO VERY CHALLENGING TO GET THEIR CARS OVER. AND SO WE HAVE SOME MORE WORK TO DO ON THE ACTIVITY OF THEM BUT TO INSTALL ADDITIONAL DEVICES WOULD BE AT THE WILL OF THE NEIGHBORHOOD AND ALSO IF THEY ARE INTERESTED IN IT THAN IT CERTAINLY CAN BE STUDIED. I DON'T KNOW WHY AT THE TIME CITY ENGINEER FRAZIER MAY RECALL WHY ONE WASN'T INSTALLED THERE. OR IN THE VICINITY OF WATERCRESS AND ASHETON LANE. YOU DON'T RECALL? WE ARE HAPPY TO LOOK INTO IT IF PEOPLE WANTED TO MAKE A PETITION AND STUDY IT. BUT I WOULDN'T SAY A T INTERSECTION LIKE THAT ISN'T UNUSUAL. WE CAN ALSO STUDY -- I DON'T KNOW WHAT KIND OF VOLUME IS CUTTING THROUGH FROM 280 BECAUSE IT CERTAINLY IS NOT FASTER TO CUT THROUGH. >> SPEAKER: SO MAYBE OFF-LINE WE CAN FIGURE OUT A PLAN. BECAUSE IT DOES NEED SOMETHING. PEOPLE DON'T PAY ATTENTION IF SOMEONE IS TURNING OR GOING STRAIGHT AND THEN SOMEONE IS WAITING TO MAKE A LEFT-HAND TURN ONTO WATERCRESS AND IT CAN BE CONFUSING AND THERE ARE QUITE A FEW YOUNG PEOPLE AND WALKERS IN THAT AREA. ADDITIONALLY, IT'S MY UNDERSTANDING THAT WHEN THE LAST TRAFFIC STUDY THAT WE DID WE HAVE SLATED AT SOME POINT IN TIME IN FUTURE A TRAFFIC LIGHT AT THE INTERSECTION OF 147 AND NORTH COLLEGE AND ASHETON LANE? >> SPEAKER: YES, THE COMPREHENSIVE TRAFFIC STUDY CONDUCTED BY SKIPPER CONSULTING DID WARRANT A SIGNAL. I DON'T REMEMBER THE YEAR BUT IT IS DEFINITELY SOMETHING THAT IS IN THAT MAJOR TRANSPORTATION PLANTS BACK IT WAS PROJECTING VOLUMES OVER TIME SO IT JUST DEPENDS ON WHEN THAT WARRANTS. >> SPEAKER: EVEN WHEN IT WARNS WE HAVE TO MEET DIFFERENT BECAUSE ALDOT CONTROLS WHETHER OR NOT WE CAN BUILD IT. >> SPEAKER: ALL THAT TO SAY, MR. COSGROVE, WE WILL BE WORKING AND AT IT IS ON MY RADAR. >> SPEAKER: I ALSO WANT TO REMIND EVERYONE, IF WATERCRESS DOES CONNECT, THAT ALSO GIVES THE RESIDENTS THEY ARE OTHER OPTIONS GET OUT ALL THE WAY SO WHAT YOU THINK VOLUMES ARE COMING IN, THE VOLUMES WILL BE PROBABLY MORE PEOPLE FROM ASHETON LAKES IN THE PARK WILL BE GOING OUT THROUGH THE CARY CREEK DEVELOPMENT. SO THAT IS ALL TAKEN INTO ACCOUNT BUT WE WILL BE HAPPY TO LOOK AT SINGLE THING -- SIGNALING IF WARRANTED. >> SPEAKER: WHO WILL BE NEXT? >> SPEAKER: I'M ROBERT WILKINS, 261 DENSON DRIVE AUBURN, ALABAMA. I WANTED TO SAY SOMETHING TO THE THREE THAT ARE LEAVING. COUNCILWOMAN STEVENS, YOU KIND OF ENDED UP BEING A PINCH-HITTER FOR MR. SMITH. DIDN'T GO TO WASHINGTON HE WENT TO ORLANDO. GREAT TO SEE YOU FOR A WHILE AND ALSO COUNCILMAN TOBY. I ASSUME YOU WILL HAVE A GOOD CHANCE OF BEING OUR NEXT SENATOR FOR THE AREA. IF YOU ARE, PLEASE CONSIDER LIKE THEY DO IN THE STATE OF GEORGIA THEY HAVE A STATEWIDE SHORT-TERM RENTALS. AND THEN STEPHEN, I FELT LIKE -- COUNCILMAN DIXON, I APPRECIATE YOU ARE PRESENTING OUR WARD, WARD FIVE. IT HAS BEEN A PLEASURE. I KNOW HAS BEEN DIFFICULT FOR YOU TO HAVE EVEN SOME OF YOUR COUNCIL PEOPLE NOT FEEL AS STRONG ABOUT YOU AS THEY WENT ALONG BECAUSE OF THE LAWSUIT. AND I ALSO KNOW THAT YOU HAD SOME REALLY STRONG SUPPORTERS WHEN YOU FIRST RAN AND ENDED UP BEING AGAINST YOU. THAT IS TOUGH. YOU SHOWED PERSEVERANCE AND YOU SHOWED STRENGTH AND I APPRECIATE THAT. [00:30:05] REPRESENTING WARD FIVE. I LOOK FORWARD TO SOMEDAY REPRESENTING US BUT WE WON'T FORGET YOU AND I APPRECIATE IT A BUNCH AND I WISH ALL OF YOU -- I WILL SEE ALL OF YOU NEXT WEEK. YOU'LL TAKE CARE. THANKS. >> SPEAKER: THANK YOU. ANYONE ELSE? >> SPEAKER: MAYOR ANDERS, LADIES AND GENTLEMEN, 412 OPELIKA RD. APARTMENT 111. I WOULD FIRST LIKE TO THANK ALL OF THE COUNCIL FOR SERVING FOR THE LAST FOUR YEARS. I KNOW IT HAS BEEN DIFFICULT IN A LOT OF WAYS THAT WE APPRECIATE YOUR SERVICE AND PUTTING YOURSELVES ON THE LINE, EVEN OVER ISSUES THAT THE CITIZENS DON'T AGREE WITH OR EVEN YOURSELVES DON'T ALWAYS AGREE WITH. WE THANK YOU THAT YOU ARE WILLING TO SERVE THE CITY OF AUBURN AND GIVE OF YOUR TIME AND YOUR PATIENCE AND YOUR RESOURCES , ESPECIALLY TO MS. STEVENS AND MR. HOLE BE AND MR. DIXON AND EVEN MR. MS. OR PARSONS IN HIS ABSENCE. I DID HAVE A RUSSIAN ABOUT THE PARKING AT FELTON LITTLE PARK. IT DAWNED ON ME AS I WAS WALKING HOME LAST NIGHT FROM THE DOWNTOWN TRICK-OR-TREAT, I'M NOT SURE THAT -- NOT ACROSS THE STREET AT THE PARK. I'M NOT SURE IF THAT IS PUBLIC PARKING OR IF YOU PARK THERE DURING WEEKENDS. ARE YOU SUPPOSED TO PAY FOR? I KNOW A LOT OF PEOPLE PARK THEIR FOR A LOT OF REASONS. IF YOU COULD LOOK INTO THAT OR IF YOU HAVE AN ANSWER TO THAT, IF YOU WOULD ADDRESS US ON THAT I WOULD APPRECIATE IT. SOMEONE MAY ASK AND I MIGHT BE AROUND AND I DON'T WANT TO TELL THEM THE WRONG INFORMATION. THANK YOU. >> SPEAKER: THANK YOU. MS. CROUCH, FELT A LITTLE IS OPEN TO THE PUBLIC DURING THE WEEK? >> SPEAKER: IT'S OPEN TO THE PUBLIC IN GENERAL DURING THAT TIME AND THAT NEEDS TO BE A COFFEE AT. WE ARE HAVING A NUMBER OF ISSUES WITH PARKING NOT BEING AVAILABLE IN THIS COMPLEX AND ACROSS THE STREET BECAUSE WE HAVE ADJACENT MULTIFAMILY RESIDENTIAL THAT IS NOW USING IT AS THEIR FULL-TIME PARKING. AND SO I IMAGINE THE NEXT 22, 26 CITY COUNCIL MAY NEED TO ENTERTAIN SOME IDEAS FROM STAFF ABOUT HOW WE MANAGE THAT. WE HAVE LONG ENCOURAGED AND WE HAVE A LOT OF DOWNTOWN EMPLOYEES THAT PARK THIS WAY THAT -- OUR INTENT WAS FOR IT TO BE TEMPORARY PARKING AS IN DAILY PARKING FOR PEOPLE NOT MONTHLY OR YEARLY PARKING FOR PEOPLE. I DON'T MEAN THAT CAR DON'T CIRCULATE, BUT A LOT OF PEOPLE ARE USING IT AS THEIR PARKING SOLUTION INSTEAD OF PAYING SOME OF THE ADJACENT COMPLEXES. WE ARE RUNNING OUT OF PARKING FOR THINGS THAT WE NEED AROUND HERE INCLUDING BALL GAMES AT FELT A LITTLE BECAUSE OF IT. WE ARE PROBABLY GOING TO HAVE TO MAKE A MOVE COMING UP TO ADDRESS IT. I DON'T KNOW WHAT THAT IS YET. BUT IT IS CORRECT IT IS PUBLIC PARKING 24/7, 365 UNLESS OTHERWISE POSTED. >> SPEAKER: ANYONE ELSE? >> SPEAKER: GOOD EVENING CITY COUNCIL. TYPE TORBERT 900 WES GLENN AVENUE. ON THE TOPIC OF TRAFFIC ISSUES AND ROAD PROBLEMS, I CURRENTLY MOVED IN, I'M A COLLEGE STUDENT HERE AT AUBURN LIVING IN THE UNION AND THE INTERSECTION ON WEST GLENN AVENUE AND HEMLOCK DRIVE HAS A LITTLE BIT OF A BLIND SPOT AS YOU ARE LEAVING THE PARKING DECK OF THE UNION ON HEMLOCK. I THINK IT MIGHT COULD BE USEFUL TO ENTERTAIN LOOKING AT MAYBE ADDING A FOUR-WAY STOP THERE. OBVIOUSLY DECISION IS UP TO Y'ALL IN THE END BUT HOPING PEOPLE THAT LIVE IN THE SAME COMPLEX AND WE DO FEEL LIKE IT'S ONLY A MATTER OF TIME BEFORE MAJOR WRECK DOES HAPPEN THERE. ANYWAY, ON THE SAME TOPIC, SOME CARS ARE ALREADY TRYING TO TREAT IT LIKE A FOUR-WAY STOP AS IT IS , WHICH REALLY MAKES ME MAD BECAUSE WHY ARE YOU STOPPING WHEN YOU HAVE THE RIGHT-OF-WAY? BUT THAT'S ON THAT TOPIC. AND ADDITIONALLY, ON TUMOR STREET IN BETWEEN 320 WEST MAG AND THE LAMBS AT CHI ALPHA FRATERNITY HOUSE, THE ROAD IS PRETTY BUMPY AND I THINK IT MIGHT COULD BENEFIT A LITTLE BIT OF REPAVING THERE. AND ONE LAST TOPIC, THE LIGHT AT NORTH DONOHUE DR. AND WEST GLENN AVENUE, I THINK THE TIMING OF THAT LIGHT MIGHT COULD BE READDRESSED. WHEN YOU ARE ON WEST GLENN SOMETIMES YOU ARE -- YOUR WEIGHT WAY TO GET LENGTHY WHEN THE TRAFFIC IS BACKED UP. THAT'S ALL. THANK YOU. >> SPEAKER: THANK YOU. ANYONE ELSE? OKAY. MOVED TO * This transcript was compiled from uncorrected Closed Captioning.
