>> THANK YOU. >> THANK YOU, JUDGE.
[5. ELECTION OF MAYOR PRO TEMPORE]
>> AT THIS TIME, I WOULD LIKE TO NOMINATE FOR MAYOR PRO TEM,
>> I HAVE A MOTION TO SECOND. I'M PROUD TO MAKE THIS NOMINATION OVER THE LAST FOUR YEARS.
MS. WITTEN HAS SERVED AS THE MAYOR PRO TEM.
SHE HAS DONE AN OUTSTANDING JOB. THIS PAST WEEKEND, WHILE I WAS OUT OF TOWN, SHE REPLACED MY PRESENCE AT A NUMBER OF ACTIVITIES. SHE HAS HELPED ME AND ASSISTED ME. DOING THOSE KIND OF THINGS.
THE DEMANDS THAT ARE ASKED OF THE MAYOR.
SHE HAS BEEN VERY SUPPORTIVE. SHE HAS BEEN A GREAT LEADER OF THIS COMMUNITY. JUST BECAUSE SHE IS THE MAYOR PRO TEM, DOESN'T MEAN THAT WE VOTE ALIKE.
I KNOW HER COMMITMENT IS SUBSTANTIAL FOR THE CITY OF AUBURN. I ENCOURAGE THE COUNCIL TO CONSIDER HER AGAIN FOR THE MAYOR PRO TEM.
I WOULD LIKE TO SAY HOW MUCH I HAVE ENJOYED WORKING WITH MS. WITTEN. SHE AND I WILL BE EIGHT YEARS, I GUESS. SHE IS HAS BEEN A PROFESSIONAL.
MAKES AUBURN PROUD. I HADN'T ALWAYS AGREED WITH HER AT ALL... (LAUGHTER) BUT, HOWEVER, I DO THINK SHE REPRESENTS AUBURN WELL.
SHE WILL DO A GREAT JOB. I RESPECT HER.
SHE CARRIES HERSELF IN A VERY HIGH MANNER.
>> I ALSO WOULD LIKE TO SAY SOMETHING.
I ALSO... I KNOW A LOT OF TIMES YOU AND I DON'T AGREE ON ANYTHING. HARDLY EVER ANYTHING.
THAT DOES NOT MEAN THAT WE ARE NOT PARTNERS IN CRIME.
SO I APPRECIATE, YOU KNOW, WHAT YOU HAVE DONE WHEN I HAVE CALLED ON YOU. YOU WAS ALWAYS THERE.
I WANT TO APPRECIATE THAT. I DO FEEL LIKE YOU DO REPRESENT THE MAYOR WELL WHEN YOU HAVE TO REPLACE HIM AND EVERYTHING.
YOU ACTUALLY REPLACED HIM. ME AND HIM BOTH THIS PAST WEEKEND ON ONE OF THE EVENTS. SO THANK YOU AND I WOULD LIKE TO
CONSIDER YOU AS MAYOR PRO TEM. >> THANK YOU.
WE HAVE A MOTION AND SECOND. ALL IN FAVOR OF MS. WITTEN TO SERVE AS MAYOR PRO TEM, PLEASE SAY AYE.
[6. ORDINANCE]
MOTION CARRIES. >> MAYOR, ITEM SIX IS AN ORDINANCE. 6-A, AN ORDINANCE ESTABLISHING THE RULES OF PROCEDURE AND FIXING THE TIME AND PLACE OF
[00:05:02]
MEETINGS FOR THE CITY COUNCIL. UNANIMOUS CONSENT IS NECESSARY.>> I SECOND. >> A MOTION AND SECOND.
ANYONE ON THE COUNCIL HAVE A PROBLEM VOTING ON THIS TODAY? OKAY. ANY QUESTIONS OR COMMENTS? NOTHING HAS SUBSTANTIALLY CHANGED IN THIS.
CORRECT? >> WE CHANGED WHAT WE DISCUSSED
AT YOUR WORK SESSION. >> RIGHT.
>> SO I BELIEVE THERE WAS A $250,000 LIMIT PLACED ON PURCHASES THAT ARE ON THE CONSENT AGENDA.
THAT IS UNDER 1-S. THAT STATEMENT READS THAT CONTRACTS AND AGREEMENTS LESS THAN $250,000 CAN BE ON THE CONSENT. IN ESSENCE, $250,000 AND UP WOULD BE ON A REGULAR RESOLUTION AGENDA ITEM.
THAT IS ALL THAT'S CHANGED. OTHER THAN JUST CHANGING DATES ON THIS ORDINANCE AND THEN CHANGING WHEN THE RULES WERE ADOPTED FOUR YEARS AGO, THE COUNCIL HAD A LATER MEETING TIME. IN MAY, THE COUNCIL ADJUSTED.
THAT THAT REFLECTS THE CURRENT MEETING TIME START AT 6:00 P.M.
A 5:30 START ON AVERAGE FOR COMMITTEE AS A WHOLE.
ANY COMMENTS AND QUESTIONS FROM THE COUNCIL? OKAY. ROLL CALL?
[7. RESOLUTION]
>> ITEM 7-A IS ESTABLISHING PROCEDURES FOR CITIZEN COMMUNICATIONS AND PUBLIC HEARINGS.
>> MOVE FOR APPROVAL. >> SECOND.
>> I HAVE A MOTION TO SECOND. ONE PART OF THIS THAT THE CITY COUNCIL HAS OFFERED TO CHANGE AND WILL BE MOVING FORWARD ON IS THAT DURING OUR PUBLIC HEARINGS, WHICH ARE ATTACHED TO A NUMBER OF OUR DECISIONS WE MAKE, PARTICULARLY WITH ORDINANCES, SOMETIMES WITH THE CONDITIONAL USES AS WELL, THE RESOLUTIONS, BUT THOSE PUBLIC HEARINGS, WE WOULD ALLOW EACH INDIVIDUAL CITIZEN TO SPEAK FOR FIVE MINUTES.
AND IN YEARS PAST, THAT HAS BEEN AN UNLIMITED AMOUNT OF TIME.
WE WERE TRYING TO GIVE EVERYBODY A FAIR SHOT TO COME UP HERE AND TELL US HOW THEY FEEL ABOUT CERTAIN DECISIONS THAT WE ARE MAKING. THE CITY COUNCIL WILL BE ASKING OUR CITIZENS TO TRY TO GET THAT DONE IN FIVE MINUTES.
ANY OTHER DISCUSSIONS? THOUGHTS? OKAY. WE HAVE A MOTION AND SECOND.
ALL IN FAVOR, PLEASE SAY AYE. >> AYE.
>> ANY OPPOSED. THAT MOTION CARRIES FORTH.
[8. MAYOR’S COMMENTS]
>> THAT IS ALL THE ITEMS OF BUSINESS, MAYOR.
>> GOOD. I'M VERY EXCITED AND ENCOURAGED ABOUT THIS COUNCIL. FOUR YEARS AGO, WHEN THE MEETING OCCURRED ACROSS THE ROAD OVER THERE AT THE OLD BUILDING, WE WERE COMING OFF A VERY CHALLENGING ELECTION SEASON.
AND THIS ONE WAS VERY COMPETITIVE, BUT IT WASN'T NEAR AS CHALLENGING AND DIVISIVE. THE DECISIONS WE MAKE ON BEHALF OF THE CITIZENS OF THIS COMMUNITY ARE IMPORTANT.
AND THEY ARE COMING AT US FAST AND FURIOUS.
AND THE BEST WE CAN HOPE FOR IS TO HAVE NINE PEOPLE UP HERE THAT ARE VERY INVESTED, VERY COMMITTED AND VERY RESPECTFUL TO ONE ANOTHER AS WE GO THROUGH TO MAKE THOSE DECISIONS.
THAT IS WHAT I BELIEVE THAT YOU WILL GET FROM THESE NINE INDIVIDUALS. THEY WILL BE COMMITTED AND THEY WILL BE RESPECTFUL. I CERTAINLY LOOK FORWARD TO SERVING WITH EACH ONE OF YOU. AND I LOOK FORWARD TO GETTING STARTED HERE VERY SOON. IS THERE A MOVE TO ADJOURN?
>> SO MOVED. >> WE ARE AJOIRND.
WE ARE
