UNDER MAYOR'S ANNOUNCEMENTS TONIGHT, I JUST HAVE A NUMBER OF THINGS I WOULD LIKE TO GO THROUGH A COUPLE OF WEEKS AGO WHAT A WONDERFUL EVENING IT WAS OVER AT THE GOGUE PERFORMING ARTS CENTER AS BILL AND CAROL HAMM RECOGNIZED IN THEIR NAME WAS PUT ON THE CITY OF AUBURN LAWN AND PORCH AS THE NOW CAROL AND BILL AMPHITHEATER.

I WANT TO THANK PRESIDENT ROBERTS, FORMER PRESIDENT GOOCH, PRESIDENT PRO TEM OF THE BOARD BOB DUMAS FOR THEIR TIME THAT NIGHT IN RECOGNIZING BILL AND CAROL FOR ALL OF THE THINGS THAT THEY HAVE DONE FOR THIS COMMUNITY.

IT WAS A VERY SPECIAL NIGHT FOR OUR COMMUNITY AND WE ARE VERY PROUD, I'M VERY PROUD TO SEE THEIR NAME ASSOCIATED WITH THE CITY OF AUBURN'S NAME ON THE AMPHITHEATER.

IT WILL BE VERY WONDERFUL TO GO TO GOGUE PERFORMING ARTS CENTER AND GO TO THE WALTERS THEATER AND THEN GO TO THE CAMP AND CITY OF AUBURN AMPHITHEATER IT WILL BE A GREAT SCENE THEIR TRICK THE STATE OF THE CITY TOMORROW NIGHT AT I ENCOURAGE YOU IF YOU HAVE TIME AT 5:30 TO COME BY THE WHO'S PERFORMING ARTS CENTER AND WE WILL TALK ABOUT WHAT IS GOING ON IN THE CITY AND WHAT WILL BE GOING ON IN THE CITY AND I LOOK FORWARD TO AT RECOGNIZING THE SIX OUTSTANDING INDIVIDUALS WHO HAVE DONE SOME AWESOME THINGS FOR OUR COMMUNITY AND TELLING A LITTLE BIT OF THEIR STORY.

THIS PAST WEEK WE HAD A RAINY VETERANS DAY BUT WE MADE IT HAPPEN INSIDE AND I WANT TO THANK OUR STAFF AND ALL OF THE PEOPLE WHO PARTICIPATED FOR ADJUSTING AND COMING IN TO OUR MUNICIPAL COURT ROOM. THOSE THAT YOU COULD FIX AND SOME OF YOU STAYED OUT IN THE HALLWAY.

BUT WE MADE THE BEST OF IT AND HAD A NICE CEREMONY WITH A POWERFUL SPEAKER. I JUST THINK -- THANK EVERYBODY FOR ADJUSTING AND THANK YOU FOR THE ORGANIZATION THAT WENT INTO PLANNING VETERANS DAY. A WONDERFUL TRADITION THAT WE HAVE AS A COMMUNITY TO RECOGNIZE AND HONOR OUR VETERANS.

I ALSO HAD A CHANCE THE DAY BEFORE TO GO OUT TO VISALIA PLACE AND RECOGNIZE THOSE VETERANS OUT THERE THAT LIVE AT AZALEA PLACE AND I APPRECIATE THEIR INVITATION.

THIS HAS BEEN A LITTLE WHILE AND IT WAS IN OUR CITY MANAGER'S WEEKLY NEWS AND I WANT TO SPEAK TO THIS.

A COUPLE OF WEEKS AGO WE HAD HOUSEHOLD HAZARDOUS WASTE COLLECTION DAY AND I PERSONALLY PARTICIPATED AND I JUST THINK THE ENTHUSIASM AND ORGANIZATION OF OUR STAFF AS THEY RECEIVED THOSE LINES OF CITIZENS REALLY GETTING RID AND DUMPING OFF ALL OF THEIR HOUSEHOLD HAZARDOUS CHEMICALS AND DIFFERENT MATERIALS, THEY HAD A PLAN, THEY EXECUTED THE PLAN, THEY WERE HAPPY FOR US TO BE THERE, THEY WERE VERY, VERY HELPFUL.

SOUTH MEGAN, KATRINA, TO ALL YOUR STAFF, CONGRATULATIONS.

IT WAS GREAT, WELL DONE. THE STATISTICS SAY THERE WERE A LOT OF FOLKS CAME BY SO WE APPRECIATE THAT.

THIS IS A BIG FOOTBALL WEEK IN OUR COMMUNITY.

FOR AT THIS TIME AS WE SPEAK, THE AUBURN GIRLS FLAG FOOTBALL TEAM IS PARTICIPATING IN THE FINAL FOUR, THE LAST SCORE I HAD WAS OFFERED WAS WINNING OVER HOOVER 7-0 BUT IS STILL EARLY. IF THEY WERE TO WIN THAT GAME THEY WOULD PLAY AT 2 O'CLOCK AT JORDAN-HARE STADIUM ON NOVEMBER 30 AND BE THE FIRST GAME DURING SUPER SEVEN.

[00:05:03]

GAMES IN JORDAN-HARE STADIUM. THERE IS A LOT OF WORK THAT IS DONE ON BEHALF OF THE STUDENT ATHLETES BY OUR STUDENT -- ATHLETIC DEPARTMENTS AND PARTICULARLY I WANT TO THANK OUR PUBLIC SAFETY WHO WILL EXTEND THEMSELVES OVER THREE DAYS TO BE A PART OF THAT TOURNAMENTS. GAMES WILL BE PLAYED AT 11 AND THREE AND 7 O'CLOCK AT NIGHT AND IT SHOULD BE A LOT OF FUN.

AMOUNT OF $18,085.04. >> SPEAKER: MOVE FOR APPROVAL.

>> SPEAKER: SECOND. MOTION AND SECOND PART I WILL TURN THIS OVER TO YOU MR. MORE THAN FOR YOUR COMMENTS.

>> SPEAKER: I JUST WANTED TO MAKE A QUICK COMMENTS.

WHEN I READ THE TERM CCTV, MY IMMEDIATE THOUGHT WAS THAT IT WAS ON A POLE DOWNTOWN LOOKING AT CITIZENS.

SO FOR THE CITIZENS AT LARGE, I JUST WANTED TO MAKE THE POINT THAT THIS IS TO INSPECT SEWER LINES AND NOT WHICH WHAT YOU

WOULD THINK OF WITH A CCTV. >> SPEAKER: CORRECT.

TO INSPECT SEWER LINES AND FOR CITIZENS LISTENING, THERE IS USUALLY A MEMO IN THE PACKET THE DETAILS WHAT IS GOING ON AND PEOPLE ARE DEFINITELY ALWAYS WELCOME TO CONTACT US AND WE WOULD BE HAPPY TO ANSWER QUESTIONS.

>> SPEAKER: ANY OTHER COMMENTS OR QUESTIONS? ALL IN FAVOR SAY AYE? ANY OPPOSED?

[8.b.5. Toter, LLC. Purchase 624 ninety‐six gallon roll‐out carts for garbage collection. $39,451.52. ]

THE MOTION CARRIES. >> SPEAKER: ITEM 8B5 AUTHORIZES PURCHASE OF 624, 96-GALLON ROLLOUT CARD FOR GARBAGE COLLECTION FROM THE ENVIRONMENTAL SERVICES DEPARTMENTS FROM TOTER, LLC IN THE AMOUNT OF $39,451.52.

>> SPEAKER: MOVE FOR APPROVAL. >> SPEAKER: SECOND.

>> SPEAKER: MOTION AND SECOND PICK TRICK MR. GRISWOLD?

>> SPEAKER: THESE, AS APPLIED TO BOTH THE SAME, TO BOTH OF THESE ITEMS SO FIVE AND SIX. IT SAYS THAT THESE ARE BOTH REPLACEMENTS AND FOUR NEW RESIDENTS AS.

I AM CURIOUS ABOUT HOW MANY ACTUALLY WE GO THROUGH IN A YEAR IN TERMS OF DAMAGE AND WHAT NOT AND WE DO IN TERMS OF DAMAGE BUT I KNOW THE ONES THAT WE ARE PROPOSING TO BUY ALL HAVE PRETTY NICE WARRANTIES ON THEM, 12 YEARS COMBINED AND TEN FOR THE OTHER THINGS. THE ONES THAT WE ARE CURRENTLY USING, I KNOW THIS IS A DIFFERENT VENDOR PRETTY ONES WE CURRENTLY HAVE, DO THEY HAVE A WARRANTY OF ANY SORT?

>> SPEAKER: I WILL HAVE ENVIRONMENT TO OF SERVICES

DIRECTOR CATRINA COOK ANSWER. >> SPEAKER: THANK YOU.

>> SPEAKER: YES, THEY HAVE A SHORT WARRANTY.

WE HAVE BEEN USING AUTO FOR THE LAST 20 YEARS AND MANY OF THOSE CARTS ARE EXTENDED PAST THAT WARRANTY.

THE WARRANTY DOES NOT INCLUDE ANY NEGLECT FROM HOUSEHOLDS OR SOMEONE PLACING FIRE COALS OR SOMETHING IN THERE THAT DAMAGES THE CART OR THAT? BEING HIT BY A CAR.

THESE ARE BASIC WARRANTIES AND WE PURCHASE AND WE GET CREDITS FOR ITEMS THAT WE RETURN TRICK THAT ARE DAMAGED.

JUST BECAUSE THEY ARE DAMAGED AND TO GET CREDITS AND WE ARE ABLE TO PURCHASE NEW LIDS, NEW WHEELS, NEW AXLES AND WHICH WE REPLACE ON THOSE CARTS THAT ARE CURBSIDE.

SPECS OF THOSE REPLACEMENT PARTS WILL COME FROM THE ORIGINAL

VENDOR AUTO? >> SPEAKER: THAT'S CORRECT.

>> SPEAKER: THIS NEW VENTURE TOTER, IS THAT SOMETHING THAT

WAS HOW IS THAT SELECTIVE? >> SPEAKER: THAT WAS SELECTED BECAUSE OF THE NUMBER OF COMPLAINTS THAT WE WERE GETTING REGARDING THE CURRENT CARTS THAT WE HAD WITH THIS DISTRIBUTOR TRICK SO TOTER, WE CHECKED AROUND WITH OTHER CITIES, WE HAVE ACTUALLY USED THEM BEFORE. THEY SEEM TO HAVE A BETTER PRODUCT. SO THERE IS LESS COMPLAINTS REGARDING THE DURABILITY OF THEM SO THAT IS WHAT WE ARE WORKING

[00:15:01]

WITH TRICK BECAUSE WE ARE GOING BY AND SERVICING EACH HOME 52 TIMES A YEAR AND MAKING ALL OF THOSE STOPS SO WE WANT TO MAKE SURE THAT WE GET A QUALITY PRODUCT.

>> SPEAKER: GREAT SPIRIT I APPRECIATE THAT INFORMATION FOR THE ONE THAT I HAD DELIVERED FOR RECYCLING BROKE WITHIN THE WEEK.

I JUST FIXED IT MYSELF. I WAS CURIOUS ABOUT HOW WE GO ABOUT MANAGING THE WEAR AND TEAR AND DAMAGE AND REPLACEMENT TRICK

THANK YOU VERY MUCH. >> SPEAKER: YOU ARE WELCOME.

>> SPEAKER: ANY OTHER COMMENTS OR QUESTIONS? I KNOW PART OF THE RECYCLE, I KNOW THIS IS A SECOND ITEM, IS JUST THE TREMENDOUS GROWTH WE HAVE HAD WITH PARTICIPANTS.

>> SPEAKER: THAT'S CORRECT. >> SPEAKER: WE WILL DEAL WITH ITEM FIVE HERE ALL IN FAVOR? ANY OF POSTS?

>> SPEAKER: MOVE APPROVAL. >> SPEAKER: SECOND.

>> SPEAKER: MOTION AND SECOND. STUDY?

>> SPEAKER: I JUST WANTED TO POINT OUT ON THIS ONE THE WHOLE CONTRACT FOR $533,980, AND THE COST OF THAT IS SPLIT BETWEEN OPELIKA, AUBURN, LEE COUNTY AND AUBURN UNIVERSITY.

IT IS AWARDED AND PAID BY GEOGRAPHIC SIZE OR ASSESSED I GUESS BY GEOGRAPHIC SIZE. I ASSUME THAT THAT MEANS THAT AUBURN HAS 34.5 PERCENT OF THE GEOGRAPHICAL SIZE OR POPULATION.

MAYBE I DON'T KNOW. I DON'T KNOW HOW THAT REALLY IS

BROKEN UP. >> SPEAKER: MR. CHRIS-CRAFT, HE IS DORSET DO YOU WANT TO RESPOND? CHRIS GRAFF HE IS OUR DEPUTY IT DIRECTOR AND CHIEF INFORMATION OFFICER AND HE CAN RESPOND TO THIS.

>> SPEAKER: IT IS GEOGRAPHIC. BUT IT IS NOT STRICTLY OUR INC.

AREA. WE LOOK TO EXPAND A LITTLE BIT LARGER TO MAKE SURE WE COMPLETE WATERSHEDS FOR THE AREA THAT WE WANT TO BE RESPONSIBLE FOR. AND THEN WE TALKED ABOUT IT AS A COOPERATIVE WITH ALL OF THE ORGANIZATIONS THAT ARE PARTICIPATING TRICK EACH MEMBER OF THE COOPERATIVE THAT HAS SLIGHTLY DIFFERENT PRODUCTS WITHIN THE DELIVERABLES, AND SO IF WE ARE LOOKING FOR A SPECIFIC PRODUCT THAT THE OTHERS AREN'T, WE ARE GOING TO PAY FOR THE FULL AMOUNT SO IT IS NOT 100 PERCENT STRICTLY JUST LOOKING AT CITY LIMITS AND COMPARING COST RATIOS

BY THAT. >> SPEAKER: THANK YOU VERY MUCH

>> SPEAKER: ANY OF THE QUESTIONS? ALL IN FAVOR? ANY OPPOSED? THAT MOTION CARRIES. TO HAVE A MOTION TO APPROVE THE

>> SPEAKER: I WILL INTRODUCE THE ORDINANCE AND ASK FOR

UNANIMOUS CONSENT. >> SPEAKER: SECOND.

>> SPEAKER: MOTION AND SECOND. DOES ANYONE ON THE COUNCIL HAVE A PROBLEM MOVING FORWARD WITH A VOTE ON THIS THIS EVENING? SEEING AND HEARING NONE, BEFORE I OPEN THE PUBLIC HEARING, THIS WOULD BE A GOOD TIME TO REMIND OUR COMMUNITY THAT THIS COUNCIL DID MAKE A DECISION TO CHANGE ALSO THE RULES OF PUBLIC HEARINGS. SO IF YOU WOULD LIKE TO SPEAK INTO THE CITY COUNCIL ON THIS, PLEASE COME FORWARD AND GIVES HER NAME AND ADDRESS FOR THE RECORD AND YOU WILL HAVE FIVE MINUTES AND I WILL OPEN THE PUBLIC HEARING.

SEE NO ONE I WILL CLOSE THE PUBLIC HEARING.

AND ANY COMMAS OR QUESTIONS FROM THE COUNCIL?

>> SPEAKER: MEGAN, IF WE APPROVE THIS CHANGE IN ZONING,

[00:20:07]

WE APPROVE IT FOR STORAGE UNITS. >> SPEAKER: NO, SIR, YOU ARE PROVING IN CHANGE IN ZONING FOR ANY USE ALLOWED IN THE CONFIDENCE OF DEVELOPMENT DISTRICT.

>> SPEAKER: NOTHING WILL HOLD THESE FOLKS?

>> SPEAKER: NO, THE APPLICANT IS THE B&B THAT IS A SELF STORAGE PLACE, BUT WHEN I LAST CHECKED AND I WILL HAVE MISSED HER FOOT CORRECT ME, I CHECKED LATE LAST WEEK ON FRIDAY WE HAD NO APPLICATION FOR A DEVELOP A PLAN FOR THE SITE AT THIS TIME.

>> SPEAKER: THAT'S CORRECT. IF WE HAD A DEADLINE TODAY, BUT I DID NOT HEAR OF ANY APPLICATIONS TRICK IT WOULD BE A CONDITIONAL CONDITIONAL YOU SUSPECT YOU ARE CORRECT, COUNCILPERSON DAWSON, THAT THE APPLICANT IS AUTHORIZED TO ACT AS SUCH BY THE PROPERTY OWNERS, BUT IF YOU APPROVE THIS, ANY USE ALLOWED IN THE COMPANY TO DEVELOP A DISTRICT CONDITIONAL OR PERMITTED OBVIOUSLY WOULD GO FORWARD WITHOUT COUNCIL APPROVAL. ADDITIONAL YOU WOULD SEE.

>> SPEAKER: AT THIS TIME I WOULD MOVE TO TABLE IT AND DENY UNANIMOUS CONSENT. TABLE INTO THE FIRST MEETING.

WHICH WOULD BE BEST? SECOND MEETING IN DECEMBER OR

THE FIRST MEETING IN JANUARY? >> SPEAKER: THAT IS UP TO YOU

IF YOU ARE GOING TO POSTPONE IT. >> SPEAKER: I NEED TO LEARN

MORE ABOUT THIS. >> SPEAKER: SURE, IT'S EITHER DECEMBER 20 OR I WILL LOOK AT THE JANUARY DATE TRICK THAT IS CERTAINLY UP TO YOU, WHATEVER YOU PREFER.

>> SPEAKER: I WOULD ASK COUNCIL TO POSTPONE TO THE FIRST WEEK OF JANUARY TO GIVE ALL OF US SUFFICIENT TIME TO LOOK INTO IT FOR TO SEE WHAT WE ARE GOING TO PUT OUT THERE.

THE FIRST OBSERVATION [INAUDIBLE] I THINK I OWED TO DILIGENCE TO MY CONSTITUENTS TO SPEAK TO WHAT IS ACTUALLY BEING

PUT OUT THERE. >> SPEAKER: THE PUBLIC HEARING

IS CLOSE? >> SPEAKER: YES PUBLIC HEARING IS CLOSED. THE PUBLIC HEARING IS CLOSE

RIGHT NOW. >> SPEAKER: HE COULD WAIT AFTER

THE MEETING FOR THREE MINUTES. >> SPEAKER: JANUARY 3 AND THE ONLY THING I NEED TO CAUTION THE COUNCIL IS YOU HAVE NOT DISCUSSED IF YOU NEED TO MOVE THAT DATES FOR ANY REASON.

I HAVE NOT TOLD YOU SO I'M I RECOMMEND YOU POSTPONE TO THE SECOND MEETING IN DECEMBER. YOU MIGHT HAVE MORE INFORMATION BY THEN, BUT IN CASE YOU GUYS CHOOSE TO MOVE THE MEETING DATE, THE DATE CERTAIN, WE HAVEN'T HAD A DISCUSSION YET SO IT WOULD BE

DECEMBER 20. >> SPEAKER: I MOVE WERE TABLED

TABLE TILL DECEMBER 20. >> SPEAKER: SECOND.

>> SPEAKER: SO WE HAVE A MOTION AND SECONDS TO MOVE THE DECISION

ON THIS TO DECEMBER THE 20TH. >> SPEAKER: YOU WOULD BE POSTPONING IT TO A DATE CERTAIN DECEMBER 20.

>> SPEAKER: DECEMBER THE 20TH. OKAY.

ANY DISCUSSION ON THAT? QUESTIONS? IS THAT A VOICE VOTE A ROLL CALL?

>> SPEAKER: VOICE VOTE IS FINE. >> SPEAKER:

(ROLL CALL VOTE) >> SPEAKER:

>> SPEAKER: I WOULD ENCOURAGE AFTER THE MEETING IF YOU WOULD

LIKE TO SPEAK TO COUNCIL MEMBERS >> SPEAKER: IF I MAY, DURING

THE THREE MINUTES AT THE END. >> SPEAKER: AT THE END YOU CAN SPEAK TO US THREE MINUTES ABOUT ANYTHING ON THE AGENDA.

[10. RESOLUTIONS]

>> SPEAKER: MOVE APPROVAL. >> SPEAKER: SECOND.

>> SPEAKER: MOTION AND SECOND. ANY COMMENTS OR QUESTIONS?

>> SPEAKER: I JUST WANTED TO KNOW, IS THERE A TIME OR A DEADLINE OR STARTING DATE ON THIS?

>> SPEAKER: FRASER? >> SPEAKER: RIGHT NOW WE DON'T HAVE A START DATE TRICK WE ARE ANTICIPATING A SIX MONTH MATERIAL TIME, BUT ONCE WE EXECUTE CONTRACTS WE WILL GET A BETTER SCHEDULE FROM THE CONTRACTOR.

BOYKIN CERTAINLY APPRECIATES. >> SPEAKER: NO QUESTION FOR ANY

OF THE COMMENTER QUESTIONS? >> SPEAKER: WE DID PART OF THE TENTATIVE FORM AT DEAN ROAD AND MANY OF US SWEATED BUCKETS AND SO I THINK THAT THE DEAN ROAD SYSTEM WILL BE DESIGNED AT A LATER DATE AND ADDRESSED AT A LATER DATE AND IT LOOKS LIKE

THERE IS MONEY LEFT IN THE POT. >> SPEAKER: THAT'S CORRECT PRICKLY BUDGET FOR ALL THREE AND WHAT HAPPENED WAS INITIALLY WE WERE LOOKING AT A PLAN TO MOVE FORWARD WITH JUST BEFORE WE WERE LEARNED WE WERE ABLE TO USE AMERICAN RESCUE PLAN MONEY FOR THIS. AND SO THE INITIAL TWO WERE DESIGNED AND THE DESIGN WAS UNDERWAY BEFORE WE ADDED DEAN

[00:25:01]

ROAD'S PRESENT IS A SEPARATE DESIGN THAT WE WILL PROCEED WITH AND HAVE THAT ITEM SEPARATELY. ONE OF OUR CHALLENGES IS BECAUSE WE HAVE TO BID THE FULL INSTALLATION IT WOULD BE NICE TO BE ABLE TO ORDER THE MATERIALS I HAD OF TIME AND IT HAS TO BE DESIGNED IN ORDER TO ORDER MATERIALS.

SO DEAN ROAD IS GOING TO FOLLOW ON AS QUICKLY AS WE CAN MAKE

THAT HAPPEN. >> SPEAKER: ANY OTHER COMMAS OR QUESTIONS? MOTION AND SECOND.

ALL IN FAVOR, PLEASE SAY AYE. ANY OPPOSED?

THE MOTION CARRIES. >> SPEAKER: ITEM 10A TO AUTHORIZE A DISTRIBUTION OF $3.3 MILLION OF AMERICAN RESCUE STATE AND FISCAL RECOVERY FANS ASSIST WITH OFFSETTING A LARGE AMOUNT OF UNREIMBURSED CONTRACT STAFFING EXPENSES INCURRED IN RESPONSE TO THE COVID-19 PANDEMIC.

ON THIS PROJECT? >> SPEAKER: CITY ENGINEER

FRASER? >> SPEAKER: NOT CURRENTLY.

ONCE WE EXECUTE THE CONTRACTS, THE CONTRACTOR IS SITTING IN THE ROOM SO WE WILL HAVE A SCHEDULE FOR YOU SHORTLY.

>> SPEAKER: THANK YOU. >> SPEAKER: I THINK IS IMPORTANT FOR OUR COMMUNITY TO UNDERSTAND IS IT IS NOT JUST WHAT IS GOING TO HAPPEN AT DEMPSEY BUT NOW WHAT WILL HAPPEN AT DEAN ROAD AND THIS WILL MAKE OUR DEAN ROAD FACILITY DOOR SHALL HAVE MORE CAPACITY FOR OUR THERAPEUTICS PROGRAMS HERE AND OUR COMMUNITY AND IF YOU KNOW A CERTAIN SEGMENT OF OUR POPULATION CONTINUES TO GROW AND OUR CITIZENS HAVE SPECIAL NEEDS AND UNIQUE CIRCUMSTANCES AND THIS WILL ALLOW US TO DO EVEN MORE PROGRAMMING FOR THEM OVER ASKED DEAN ROAD TO THIS IS A GREAT OPPORTUNITY FOR US TO KIND OF REIMAGINE WHAT DEANE

FUNCTIONS AS SO. >> SPEAKER: I MADE THIS IS ALSO ROUNDING OUT WITH LAKE WILMORE YOU GAVE A CONDITIONAL USE APPROVAL TO THIS AND THIS WOULD BE ROUNDING OUT OUR FIRST PHASE FINALLY OF PARKS & RECREATION AND CULTURAL MASTER PLAN PROJECTS FOR THIS WILL BE ROUNDING THAT OUT.

>> SPEAKER: SEMI SAMMY LYONS I'M HERE ON BEHALF OF OF B&B SELF STORAGE. SORRY I MISSED MY OPPORTUNITY

EARLIER. >> SPEAKER: THAT'S FIVE.

>> SPEAKER: I JUST WANTED TO GIVE YOU A LITTLE BIT MORE INFORMATION WE ARE STILL WORKING ON DETAILS BUT IT IS PLANS TO HAVE STORAGE CENTERS AS WELL AS A CARWASH.

WE UNDERSTAND THAT WE WILL BE REQUIRED TO HAVE CONDITIONAL USE WHILE WE ARE WORKING ON THAT AS WELL.

BUT WE CURRENTLY DO NOT HAVE ANY DESIGN AT THIS TIME.

I WOULD BE HAPPY TO ANSWER ANY QUESTIONS NOW OR AFTER THE

MEETING. >> SPEAKER: SHORT FOR ANY QUESTIONS FROM THE COUNCIL RIGHT OF THE SECOND? THANK YOU. WHO WILL BE NEXT?

>> SPEAKER: I'M STEVE COSGROVE 1927 WATERCRESS DRIVE.

I WANTED TO COMMEND THE INITIAL CITY COUNCIL CONSOLATION AND WISH ALL YOU AS A NEW GROUP WILL NEW MEMBERS FACTS AND SUNNY AND TYLER, GOOD LUCK HERE. REALLY APPRECIATE YOUR

[00:30:06]

WILLINGNESS TO BE A PART OF THIS REALLY, REALLY NEAT ORGANIZATION PRINT I HAVE THE DEEPEST RESPECT FOR WHAT YOU ALL DO AND HOW YOU EMBRACE THE COMMUNITY AND LOOK OUT FOR THE WELL-BEING OF OUR COMMUNITY. VETERANS DAY, IT TOUCHES MY HEART. AND ALSO MEMORIAL DAY.

AND I KNOW THERE'S AT LEAST THREE FOLKS HERE THAT ARE VETERANS. I KNOW KELLEY AND SUNNY.

>> SPEAKER: WE HAVE A NEW ONE RIGHT BRAVO GUYS.

>> SPEAKER: YEAH. BUT SPECIFICALLY I REALLY APPRECIATE YOUR SERVICE. I REALLY DO.

WHAT I HAVE HERE IS A LITTLE FLYER THAT HANDED OUT AT THE AUBURN EARLY EDUCATION CENTER. THAT LITTLE SCHOOL HAS SPECIAL MEMORIES ARE FAMILY. OUR JENNA WAS THE FIRST STUDENT ENROLLED IN THAT IN 1992. SO IT IS 31ST YEAR FOR IT WHEN I WALKED IN THERE AND WALKED BACK INTO THE GYMNASIUM AREA AND SO FORTH I REMEMBERED SOME OF THE THINGS.

THE BUILDING IS IMMACULATE. I'M SO PROUD OF THAT.

THE BUILDING IS IMMACULATE AND I SAID TO SHERI, MY WIFE SHERI, AND SAID THIS COULD HAVE BEEN OPENED THIS FALL.

THAT IS A REAL TRIBUTE TO THE MANAGEMENT AND THE STUDENTS AND EVERYONE. WHAT WAS REALLY, REALLY NEAT ABOUT HOW THEY DID THIS, THEY HAD ALL OF THE CLASSES COME IN AND SIT ON THE FLOOR THE CLASS, HAD THE BROTHERS, THE FATHER'S, THE MOTHERS, THE UNCLES, AUNTS, GRANDPA'S, GRANDMAS THAT HAD BEEN IN THE MILITARY ALL SITTING IN THE FRONT OF THESE KIDS AND THEY ALL MENTIONED WHO THEY WERE , WHAT SERVICE THEY WERE IN AND ANY OTHER LITTLE IDIOSYNCRATIC THING THEY WANTED TO SHARE. IT WAS REALLY, REALLY TOUCHING.

AND ALL OF THE KIDS, THEY SANG A COUPLE OF SPECIAL THINGS AND IT WAS REALLY A NEAT TRIBUTE TO EVERYBODY THAT HAD SERVED, BUT EVERYBODY THAT WAS IN THERE. THERE WERE SO MANY PEOPLE IN THERE WE COULD JUST ALL SIT DOWN THAT IS JUST ONE EXAMPLE OF ONE THAT JUST ONE OF THE SCHOOLS THERE THAT YOU CAN BE REALLY, REALLY PROUD OF. WE CAN'T EXPRESS APPRECIATION TO OUR VETERANS AND THOSE THAT SERVED OUR COUNTRY NEARLY ENOUGH. THANK YOU.

>> SPEAKER: STEVE, I APPRECIATE YOU BRINGING THAT FORWARD.

I WAS ABLE TO GO OVER TO JF DRAKE TO THEIR VETERANS DAY CEREMONY AND AGAIN, VERY SPECIAL, VERY ORGANIZED, VERY PROUD PICK THE KIDS WERE VERY INVOLVED.

I BELIEVE THAT HAPPENED IN ALL OF OUR SCHOOL SITES.

REALLY PROUD OF OUR STUDENTS AND OUR PARENTS AND THEIR FAMILIES FOR CELEBRATING OUR VETERANS. ANYONE ELSE LIKE TO SPEAK TO THE

COUNCIL? >> SPEAKER: GOOD EVENING, MAYER AND ALL NINE COUNCILMAN PACK IS BEEN A WHILE SINCE WE'VE SEEN ALL OF YOU IN YOUR POSITIONS. ALSO MY NAME IS ROBERT WILKINS, 261 DENSON DRIVE SIX IF YOU HAVE BEEN ON THE COUNCIL FOR AT LEAST FOUR YEARS AND THREE OF YOU ARE ENTERING THE FIRST TIME ON THE COUNCIL. CONGRATULATIONS.

I HAVE TO BE SPECIFIC TO SUNNY BECAUSE HE REPRESENTS MY WARD.

I APPRECIATE YOU DOING THAT TRICK I NOTICED YOU GOT PRETTY ACTIVE IN THE ACTIVITY ALREADY SO THAT'S GREAT.

PLEASE CONTINUE THAT. I WANTED TO GIVE A LITTLE WORD OF WISDOM. WHEN YOU MAKE DECISIONS, MAKE NOT JUST BASED ON DATA, BUT MAKE IT FROM THE HEART.

I THINK IT'S IMPORTANT BECAUSE WE ALL ARE PEOPLE AND WE REPRESENT PEOPLE AND WE SHOULD TRY THAT.

PROGRESS IS NOT JUST BETTER ROADS, NEW COMMERCIAL DEVELOPMENTS OR INCREASE REVENUE.

BUT IT IS ALSO PROTECTING ALBERT CITIZEN RIGHTS.

ORDINANCE 3288 SHORT-TERM RENTALS FOR THE PAST COUNCIL VOTED FIVE TO THREE WITH ONE ABSTENTION AND SPENT 29 MONTHS GOING THROUGH THE MOTIONS AND HAVING A USELESS TASK FORCE TO PROVIDE NO DATA TO SUPPORT THIS ORDINANCE.

THE PROPER WAY TO BE A GOOD COUNCIL MEMBER IS TO NOT JUST LISTEN TO CITY EXPERTS, BUT TO GATHER YOUR OWN INFORMATION AND GOING DIRECTLY AND TALKING TO YOUR CONSTITUENTS.

I DON'T KNOW IF ANY OF YOU WENT OUT AND ACTUALLY TALKED TO CONSTITUENTS OR THEY MAY HAVE COME TO YOU.

PEOPLE LIKE ME THAT ARE VOICING MY OPINION OR MRS. DEAN THAT HAD HER GROUP VOICING THEIR OPINION. MAYBE GO OUT AND SEE PEOPLE THAT YOU NORMALLY WOULDN'T TALK TO AND IT WOULD BE A GOOD THING FOR

[00:35:02]

YOU TO DO FOR YOUR NEXT ELECTION BECAUSE HE WOULD BEGIN TO BUILD A RELATIONSHIP AND ASK THEM THEIR OPINION AND THEIR KNOWLEDGE. THIS COUNCIL NEEDS TO REVISIT THE ORDINANCE 3288 SHORT-TERM RENTAL.

AS WE ARE ALL AWARE, THE CONSTITUTIONALITY OF THIS ORDINANCE IS BEFORE THE ALABAMA SUPREME COURT LIKELY, THE CITY OF AUBURN WILL LOSE THE CASE. WHY NOT GO AHEAD AND EITHER AMEND THIS ORDINANCE INCLUDING EVERYONE, OR DISSOLVE ORDINANCE 3288 SHORT-TERM RENTALS. NOW BEFORE YOU AS AN ORDINANCE BEFORE NEXT MONTH TO TAKE AWAY BUSINESS LICENSE FROM THE ENTREPRENEURS. TRIED TO DO IT IN 18 DAYS INSTEAD OF 29 MONTHS. SECOND TO THE LAST MEETING.

IT WAS FOUND ON PAGE 148. ONE FIFTH OF ARE 258 PAGES.

I DON'T KNOW WHY THAT HAPPENED BUT THAT'S THE WAY THINGS ARE PRETTY THIS IS AN OPEN END ORDINANCE WITH NO BOUNDARIES.

NO BOUNDARIES. IS JUST OPEN-ENDED.

EVEN OUR SITTING MANAGER STATED THAT OUR NEXT-DOOR NEIGHBOR OPELIKA IN 2007 PASSED SUCH AN ORDINANCE SINCE 2007 HAS NOT BEEN USED FOR SO WHY HAVE THIS ORDINANCE? THIS ORDINANCE WILL BE ANOTHER TOOL IN THE TOOLBOX.

JUST ANOTHER TOOL IN THE TOOLBOX.

MAYBE IT'S TIME TO GET RID OF SOME OF THE TOOLS IN THAT TOOLBOX. THANK YOU.

>> SPEAKER: WHO WILL BE NEXT? AGAIN WELCOME TO OUR NEW MEMBER TONIGHT'S. WE GOT TO TO GO TO A BROKEN END WE WILL LOOK FORWARD TO WORKING
