THIS SHOULD HAVE A BIKE PATH GOING THROUGH IT.
I THINK ORIGINALLY THE IDEA WAS TO TIDY SHELL TOOMER BIKE PATH WITH TOWN CREEK AND GO ACROSS THE INTERSTATE.

THERE IS A WETLANDS THAT GO THROUGH THAT AREA, THERE IS ALL SORTS OF WILDLIFE THERE. AND WE ARE PROPOSING -- ONCE YOU GET RID OF IT YOU CAN'T GET BACK.
ONCE YOU TURN THAT INTO A SUBDIVISION AND YOU DEVELOP IT, YOU LOSE THAT NATURAL RESOURCE AND YOU LOSE I WOULD SAY SOME OF THE THINGS THAT GIVE AUBURN ITS CHARACTER AND MAKE AUBURN WHAT IT IS I WILL ADMIT, I'VE GOT A STRONG VESTED INTEREST IN THAT BECAUSE I LIVE IN THE HOW'S THAT MY DAD BUILT.

BUT BEHIND THE SCENES I ALSO WORKED ON THIS.
IN RESEARCH AS THE PERSON WHO WAS SUBMITTING THING TO CITY COUNCIL AGENDA THERE WERE TWO DIFFERENT AGREEMENTS PAST.
THERE WAS A 2008 AGREEMENT THAT WAS NEVER IMPLEMENTED AND THEN THE AGREEMENT THAT WAS IMPLANTED WAS ADOPTED IN 2009.
THE DIFFERENCE BETWEEN THE 2009 AGREEMENT AND THE 2008 AGREEMENT HAD EVERYTHING TO DO WITH THIS PARCEL IN QUESTION BUT THERE WERE OTHER MAJOR NUANCES BUT NOT GERMANE TO THE DISCUSSION TODAY.
THIS PARCEL IN QUESTION INITIALLY WAS PART OF THE ENTIRE WEST PACE DEVELOPMENT IN THE 2008 AGREEMENT AND THERE WAS TO BE A BUFFER AND SO ON. IN THE 2009 AGREEMENT, THE THEN OWNER OF THE PROPERTY TOOK THIS ACREAGE AND SAID I DON'T WANT TO INCLUDE THIS IN THE DEVELOPMENT AGREEMENT PERIOD.

THE AGREEMENT CALLS OUT A PIECE OF IT AND THEN THE DRAWINGS I WILL SHOW ON THE WEST PACE PROPERTY I HAVE THIS TO OUR LEGAL COUNCIL WHO HAS INTERPRETED THAT THE BUFFER BELONGS ON THE EXISTING WEST PACE PROPERTY. HOWEVER, SOMETHING HAS COME TO MY ATTENTION SINCE THE LAST COUNCIL MEETING. THERE IS ANOTHER SITUATION THAT I WAS INVOLVED IN LAST SUNDAY. BECAUSE OF THAT I WOULD LIKE TO OFFER SOMETHING FROM THE FRONT AND TONIGHT.
I WOULD SUGGEST SOMETHING, SOME PRIORITY DURING 2023 IN REFERENCE TO MENTAL HEALTH SINCE THE GENTLEMAN THAT WAS THE VICTIM OF THE TASER RING EVENT APPARENTLY HAD MENTAL HEALTH ISSUES. IF YOU COULD WORK WITH SAY AUBURN UNIVERSITY OR EAST ALABAMA MEDICAL CENTER AND LEE COUNCIL OF GOVERNMENTS AND THE CITY OF OPELIKA, LEE COUNTY COMMISSION, TO COME UP WITH SOME MENTAL HEALTH FACILITY OR MENTAL HEALTH UNITS. MAYBE YOU COULD ADD IT TO THE PUBLIC TRAINING CENTER ANNEXATION THAT YOU APPROVED TONIGHT. AND MAYBE MAKE IT AN AMENDMENT TO THE CITY BUDGET OR ADJUSTED SOMEHOW TO LET THIS BE SO.
ANOTHER SUGGESTION TO ADD TO IT, IF YOU COULD WORK OR IF YOU COULD CONVINCE THE LEE COUNTY DELEGATION OF THE ALABAMA LEGISLATURE, PARTICULARLY THE NEW SENATOR THAT'S Y'ALL KNOW HIM, JAY HOVEY, TO SORT OF MAKE THIS A PRIORITY, TRIED TO GET FUNDING FROM THE STATE WITHOUT, THAT WOULD I THINK HELP RESOLVE THE ISSUE ON THE FRONT END.
