>> PLEASE BE SEATED. WE WILL BEGIN TONIGHT'S ANNOUNCEMENT
[4. MAYOR AND COUNCIL COMMUNICATIONS]
TIME WITH A SPECIAL RECOGNITION OF TEAMWORK AWARD. BASED ON OUR WINTER WEATHER RESPONSE. I WILL TURN THIS OVER TO YOU, THECITY MANAGER. >> PRE-COVID USED TO BRING CITY TEAMS THROUGH HERE BUT WE HAD A QUITE LARGE TEAM THAT WORKED ABOVE AND BEYOND THEIR NORMAL DUTIES DUE TO THE WINTER WEATHER WE HAD AROUND THE CHRISTMAS HOLIDAYS. WE PUT TOGETHER A SHORT VIDEO JUST TO RECOGNIZE ALL WHO WERE INVOLVED IN GIVING YOU SOME DATA ABOUT HOW WE RESPONDED TO MANY MANY THINGS GOING ON IN THE CITY DURING THOSE COLD PIPE BREAKING
DAYS. >> OUR MISSION AT THE CITY OF AUBURN IS SIMPLE. IT IS TO PROVIDE EXCELLENT CUSTOMER SERVICE FOR THE CITIZENS OF AUBURN. WE ARE GUIDED IN THIS BY OUR CORE VALUES OF RELIABILITY, RESPECT, INTEGRITY, FAIRNESS, AND PROFESSIONAL EXCELLENCE. OUR EMPLOYEES WERE ABLE TO SHOWCASE THESE VALUES OVER THE DECEMBER HOLIDAY WEEKEND. DURING THE DATES OF DECEMBER 23RD THROUGH DECEMBER 26TH, LEE COUNTY EXPERIENCED EXTREMELY COLD WEATHER TEMPERATURES WHICH LED TO DANGEROUS CONDITIONS FOR MUCH OF OUR COMMUNITY. IN RESPONSE TO THIS, OUR WATER RESOURCE MANAGEMENT DEPARTMENT WAS CALLED IN TO RESPOND TO TURN OFF WATER METERS TO REPAIR WATER MAIN BREAKS AND LEAKS.
OUR FIRE AND INSPECTION SERVICES DEPARTMENT IN ADDITION TO THE ROUTINE CALLS RESPONDED TO REQUESTS TO CHECK FIRE SUPPRESSION SYSTEMS AND ENSURE SPRINKLER SYSTEMS WERE WORKING AND NOT LEAKING. OUR PUBLIC SAFETY DEPARTMENT RECEIVED A CALL WHERE AN ELDERLY DEMENTIA PATIENT HAD WANDERED OFF IN THE NIGHT. AND THEY SEARCHED FOR OVER AN HOUR IN EXTREMELY COLD TEMPERATURES TO BRING THAT PATIENT HOME. NONE OF THIS WOULD HAVE BEEN POSSIBLE WITHOUT OUR PUBLIC WORKS CREWS RESPONDING TO CALLS TO CLEAR ROADWAYS WERE DAMAGED TREES WERE BLOCKING AND PREVENTING PEOPLE FROM GETTING TO WHERE THEY NEEDED TO GO. OUR ANIMAL CONTROL DIVISION RESPONDED TO CALLS TO RESCUE ANIMALS FROM THE FREEZING COLD TEMPERATURES.
THIS TEAM OF EMPLOYEES JUST DOING THEIR JOB SAVED CITIZENS HUNDREDS OF THOUSANDS OF DOLLARS IN POTENTIAL PROPERTY DAMAGE AS WELL AS SAVING LIVES BOTH HUMAN AND ANIMAL. THIS IS ONE EXAMPLE OF HOW OUR EMPLOYEES GO ABOVE AND BEYOND.
THEY SPEND THEIR HOLIDAY WEEKEND AWAY FROM FAMILY AND FRIENDS SO THEY COULD ENSURE OUR COMMUNITY WAS SAFE. IT IS OUR PRIVILEGE TO HONOR THEM TODAY FOR THEIR SERVICE .
>> THIS MIGHT BE A LIE BECAUSE THEY'RE NOT ALL STANDING UP IN FRONT OF US, BUT IF YOU DON'T MIND I WOULD LIKE FOR EVERYONE TO GIVE THEM A STANDING OVATION. MS. CROUCH, I APPRECIATE THE PRESENTATION. THANK YOU FOR YOUR TEAM THAT PARTICULAR THE VIDEO. THAT WAS A RECOGNIZABLE VOICE NARRATING.
SHE MIGHT HAVE A FUTURE IN NARRATION. SIMPLY PUT, THANK YOU FOR THE HEROES THAT WENT OUT IN THOSE BITTERLY COLD DAYS AND NIGHTS AND PROTECTED OUR COMMUNITY , TOOK CARE OF THE PROPERTIES IN OUR COMMUNITY, AND WERE THERE WHEN WE NEED THEM THE MOST. I AM SURE FOR THEIR FAMILIES AS THEY LOOK TO CELEBRATE THE HOLIDAYS AS MANY OF US DID. IT WAS A VERY UNUSUAL TIME. MY FLOWERBEDS STILL SHOW THE SIGNS OF IT
[00:05:03]
THAT MANY PEOPLE AS A VERY DIFFICULT THINGS GOING ON IN THEIR HOMES AND COMMERCIAL BUILDINGS. I KNOW THAT INSTITUTIONALLY IN OTHER PLACES THERE WERE SOME VERY DIFFICULT THINGS THAT HAPPENED WITH PIPES AND WATER SYSTEMS. THANK YOU, MS. CROUCH. AND ALSO TO PAY TRIBUTE TO MR. HARRIS AND HIS FAMILY. MR. HARRIS WILL BE MISSED. IF YOU DON'T KNOW -- YOU PROBABLY DON'T REMEMBER MR. HARRIS -- I DON'T REMEMBER BEING ON THE COUNCIL. THE COUNCIL? >> YES SIR. MR. MAYOR, YOU CAUGHT US FLAT-FOOTED THERE BUT I DON'T WANT YOU TO THINK THAT WE DON'T APPRECIATE OUR CITY STAFF. I WAS LYING IN BED ON A SUNDAY MORNING AND I HEARD THIS TRUCK OUTSIDE WHICH WAS AN ODD THING TO HEAR THAT EARLY. I'M NOT ASHAMED TO SAY I RAN OUTSIDE TO THANK THE GUYS WHO WERE PICKING UP TRASH ON A SUNDAY. I DON'T KNOW WHY THAT WOULD BE. BUT THANK YOU , MAN FOR DOING THAT. I DON'T KNOW IF IT HAD ANYTHING TO DO WITH THE COLD WEATHER OR NOT WORK AND TRUCKS. BUT SUNDAY MORNING. THAT WAS IMPRESSIVE. THEY LAUGHED AT ME. I WANTED TO MAKE SURE THAT THEY KNOW HOW APPRECIATIVE I WAS. MY OTHER ANNOUNCEMENT IS THAT I ENTHUSIASTICALLY ACCEPT THE CHALLENGE FROM MY FELLOW COUNCILMAN, BOB PARSONS. WHO JUMPED IN THE SANFORD POOL AT ZERO 900 ON THE 20TH OF JANUARY FOR THE POLAR CHALLENGE. I AM SURE MY OTHER
ROOKIE COUNCILMEMBER ORD TWO. >> I'M NOT GOING TO LET YOU
OUTDO ME, SON. >> THE HARD PART IS THE MONEY BUT WE WILL GET TOGETHER WHAT WE CAN.
>> I'M GOING TO TURN IT OVER TO YOU NOW. YOU AND THEN YOU
WANT TO SAY? >> I'M LOOKING FORWARD TO IT.
OKAY. THERE YOU GO. >> I WASN'T EVEN PLANNING ON GOING. BUT I GUESS I AM QUARTER NOW.
>> ANYONE ELSE HAVE AN ANNOUNCEMENT THERE LIKE TO
MAKE? >> FIRST I WOULD LIKE TO WISH
YOU A HAPPY BIRTHDAY. >> THANK YOU VERY MUCH.
>> MY SONS TOO. MY OLDER SON'S BIRTHDAY IS TODAY.
>> HAPPY BIRTHDAY, EVERYBODY. FRIDAY I HAD THE OPPORTUNITY TO TAKE A BUS RIDE TO BIRMINGHAM WITH THE BOYS AND GIRLS CLUB OF EAST ALABAMA TO VISIT THE -- BOYS AND GIRLS CLUB. A GROUP OF COMMUNITY MEMBERS FROM AROUND EAST ALABAMA WENT UP AND VISITED TO SEE WHAT THE POTENTIAL OF A LARGER CLUB MAY LOOK LIKE AND COULD LOOK LIKE FOR OUR AREA SINCE OUR AREA IS GOING. I JUST WANT TO SAY THANK YOU TO THE BOYS AND GIRLS CLUB OF EAST ALABAMA FOR COORDINATING THAT TRIP AND SHOWING US WHAT POTENTIAL FOR THE FUTURE MAY LOOK LIKE.
>> THANK YOU. ANYONE ELSE? >> NO, I WILL NOT BE JUMPING IN ANY POOL. I NEVER HAVE AND NEVER WILL. I WANTED TO SAY TONIGHT HOW MUCH I APPRECIATE -- I KNOW THIS IS THE LAST MEETING . HE HAS DONE A LOT FOR THE COMMUNITY. HE WILL BE GREATLY MISSED. WE PRETTY MUCH CAME UP TOGETHER IN THE POLICE DEPARTMENT. HE STARTED IN '88 AND I STARTED IN THEIR 87. WE HAD A GOOD RIDE TOGETHER. HE TOLD ME, HE SAID YOU KNOW WHAT YOU'RE GETTING INTO WITH HIS JOB. IT IS UNLIKE ANYTHING YOU EVER DONE BEFORE. HE WAS RIGHT. I DIDN'T KNOW WHAT I WAS GETTING INTO. I ENJOYED EVERY MINUTE OF IT. THEN PAUL TOOK OVER AS POLICE CHIEF. FIRST OF ALL, PAUL WAS ASSISTANT CHIEF UNDERNEATH ME. HE IS MUCH SMARTER THAN I AM. WE WENT THROUGH A LOT OF CASES TOGETHER. HAD A LOT OF SLEEPLESS NIGHTS. WHEN YOU ARE POLICE CHIEF, YOU ARE RESPONSIBLE FOR THE ENTIRE SAFETY. IT IS A BIG RESPONSIBILITY. THE JOB IS 24 SEVEN. EVEN WHEN THERE IS NOTHING GOING ON IS QUITE. SOMETIMES WE TAKE OUR POLICE CHIEF ARE GRANTED. HE WENT THROUGH THE BLANCHARD CASE. I WASHED UP ON THE SIDELINE ON THE CASE. HE DID A GREAT JOB.
WE LOST AN OFFICER IN THE LINE OF DUTY. SEVERAL WOUNDED. I DON'T KNOW HOW HE GOT THROUGH THAT ONE. BUT HE DID IT. HE MADE US PROUD. PROUD TO HAVE HIM AS ARCHIE. HE IS A VERY INTELLIGENT GUY. I WISH HIM WELL IN WHATEVER ENDEAVORS HE TAKES FROM HERE ON OUT. I APPRECIATE YOUR BEING THERE FOR ME. TAKING CARE OF MY FAMILY. WE CAN EVER REPAY YOU. BUT WE DO WANT TO TAKE THIS TIME TO APPRECIATE YOU. AND WHAT YOU
HAVE DONE FOR US. >> LIKEWISE.
>> THANK YOU. >> ANY OTHER COUNCIL MEMBERS

NEXT, PRISONER ROBERTS HAS OFFICIALLY FORMED A DIVERSITY EQUITY AND INCLUSION OF INCLUSION ADVISORY COMMITTEE. THEY CONSIST OF 14 MEMBERS AND IT IS GOING TO HELP HIM GUIDE AUBURN INTO BEING A MORE DIVERSE AND EQUITABLE INCLUSIVE INSTITUTION. THAT IS HUGE FOR AUBURN'S REACH AND FOR EVERYTHING THAT WE STAND FOR. WE ARE VERY EXCITED ABOUT EVERYTHING TO COME FOR THAT. LASTLY IS KIND OF A STUDENTS BUT. NONE OF OUR STUDENTS WERE GRANTED THE OPPORTUNITY TO TOUR A NATIONAL RESEARCH LABORATORY LAST WEEK IN NEW MEXICO. WHILE THEY WERE THERE, THEY WERE ABLE TO INTERVIEW FOR SOME INTERDICTION OPPORTUNITIES. THOUGH THE RICH DEAL BECAUSE NATIONAL LABS TEND TO GET MORE FUNDING THAN SMALLER LABS.OPERA MILES AN HOUR'S DISPARATE IS BIDDING IN THESE LABS. IT IS HUGE FOR THEM AND FOR US. BUT I THINK THAT IS ALL FOR ME

>> MOVE FOR APPROVAL. >> I HAVE A MOTION TO SECOND.
MR. MOORE? >> THIS IS A FASTENING PROGRAM AND I DIDN'T WANTED TO JUST BLOW BY WITHOUT A LITTLE MORE EXPLANATION. IT IS IN THE PACKET BUT I WANT TO POINT OUT THAT THIS ALLOWS US TO MATCH BALLISTICS AND IT IS GRANT MONEY. WHICH MEANS IT IS COMPLETELY UNDERWRITTEN. IT IS A JOINT PROJECT WITH ATF WHICH WILL ENCOURAGE THE SHARING OF INTELLIGENCE BETWEEN THESE TWO AGENCIES. IT IS JUST A WONDERFUL FASTENING PROGRAM. I WANTED TO POINT OUT THAT IT IS
A WIN-WIN . >> ANYONE ELSE? OKAY. ALL IN FAVOR PLEASE SAY AYE. ANY OPPOSE? AND THE MOTION CUES.

[9.a. Traffic control signs and devices. Establish one (1) stop sign on Havens Court at Denali Lane. The Haven at Plainsman Lake. Unanimous consent necessary. ]
ALL IN FAVOR PLEASE SAY AYE. ANY OPPOSED. AND THE CONSENTAGENDA IS APPROVED. ORDINANCES. >> UNDER ORDINANCES THIS EVENING, ITEM 9A ESTABLISHES ONE STOP SIGN AT AVON'S COURT.

[9.b. Amend City Code. Chapter 12. Procedure for revocation of business license. Postponed from December 6, 2022. Public hearing recommended.]
FORTH UNDER WHICH A BUSINESS MAY BE REVOKED. POSTPONE FROM -- ARE GOING TO HANG COPIES OF THIS AMENDMENT. MEGAN, IF YOU WOULD, PLEASE PUT A REDLINE COPY ON THE SCREEN.>> JUST AS HUMANS WHERE THE REDLINE IS ON THE FIRST PAGE. I
WILL GO OVER. THANK YOU. >> THE PURPOSE OF THESE REDLINES WAS -- WHAT I WANTED TO DO I WANTED TO PAIR THIS DOWN SO THAT THE REVOCATION ONLY ADDRESSED THE NINE PAYMENT
[00:25:03]
OF TAXES OR LICENSOR FEES. THE WAY WE DID THAT WAS WE ADDED SOME LANGUAGE TO ON SECTION A. FOR VIOLATION OF THE LICENSEE OR EMPLOYEE OF ANY PROVISION OF THE ORDINANCE. OF THE CITY CODE OR ANY STATUTE RELATING TO THE PAYMENT OF TAXES BY THE BUSINESS. WE THEN REMOVED A ONE THROUGH FOUR.I THINK SOME OF THAT LANGUAGE WAS A LITTLE BIT PROBLEMATIC TO MEMBERS OF COMMUNITY. AS WELL AS MEMBERS ON THIS COUNSEL. KEEP ON SCROLLING DOWN, MEGAN. DOWN HERE IN SECTION C WE ADDED SOME LANGUAGE THAT THAT WOULD ENSURE THAT ANY SUCH REVOCATION HEARING WHEN IT TAKE PLACE UNTIL AT LEAST 60 DAYS AFTER THE DATE OF INITIAL NOTICE. IN THE INTENT OF THAT IS BASICALLY TO SHOW THE CITY AS A PROCESS BY WHICH THEY INFORM OTHER DELINQUENT IN THEIR TAXES OR PAYMENT OF FEES AND THEY WALKED TO THAT .
BOTTOM LINE IS WHAT WE TRY TO DO IS WE TRY TO GET PEOPLE TO RESOLVE THE ISSUE BEFORE IT COMES TO US. THIS HERE IS BASICALLY TO ENSURE SOME SORT OF -- THAT. AND THEN AT THE VERY END WE ADDED SOME LANGUAGE THAT A REVOCATION OF A LICENSE OR PRIVILEGE THIS IS REALLY JUST A STATEMENT OF LAW THAT THE TAXPAYER MAY SEEK JUDICIAL REVIEW IN ACCORDANCE WITH
STATE LAW IF THEY SO CHOOSE. >> ANYBODY HAVE ANY QUESTIONS? A SECOND AND THEN WE WILL COME. WE HAVE A SECOND. SO ANY FROM THE COUNCIL LEVEL, ARE THERE ANY QUESTIONS OR COMMENTS?
>> IF I MAY I WANT TO SAY WHAT A GREAT JOB BY THE STUFF AND COUNCILPERSON ADAMS DID WITH THIS AMENDMENT. VERY IMPRESSIVE. YOU KEEP ON AS GOOD AS I AM TOO. I WILL WORK
ON IT. >> I LIKE THOSE COMMENTS. THE STAFF AND PRESENTATION THAT WAS DONE A FEW WEEKS AGO ON THIS I THOUGHT THEY DID A WONDERFUL JOB. ASK YOU FOR YOUR TIME AND EFFORTS ON THAT. I KNOW ALMOST THREE MONTHS OF THE DAY SINCE THIS ORDINANCE WAS INTRODUCED. KIND OF GOT CAUGHT IN THE MIDDLE OF COUNCILS. I KNOW IT FELT LIKE WE KEPT POSTPONING THE THING. I WOULD LIKE TO GET THE OPPORTUNITY FOR OUR BUSINESS COMMUNITY TO BE HEARD. THIS IS SOMETHING THAT AFFECTS THEM GREATLY AND I FEEL LIKE THERE IS A LOT OF MEETINGS THAT TOOK PLACE. TO ENSURE THAT WE ARE PROTECTING OUR BUSINESS COMMUNITY. I'M VERY GRATEFUL FOR THAT. TAKE YOU TO THE CITY STAFF AND EVERYONE THAT'S A PART IN DOING THIS AND COUNCILMAN ADAMS FOR YOUR WORK AS WELL.
>> A LOS? OKAY. AT THIS TIME, WE WILL OPEN THE PUBLIC HEARING. IF YOU LIKE TO ADDRESS THE CITY COUNCIL PLEASE COME FORWARD AND GIVE YOUR NAME AND ADDRESS FOR THE RECORD. YOU HAVE FIVE MINUTES TO ADDRESS THE CITY COUNCIL.
>> OKAY. I WANT TO SAY CONGRATULATIONS ALSO. I THOUGHT IT WAS GREAT. I GOT IN EARLIER. I READ IT. I THOUGHT HE WAS AN EXCELLENT DUMB. WHAT I WANT TO TALK ABOUT ON THE REVOCATION IS THAT WHOLE.ORG DIRECTORY LAWS AND INCREMENTAL PART OF SOCIETY. LEGAL RULES AND REGULATIONS KEEP OUR SOCIETY INTACT AND OPERATIONAL. LAWS THAT ARE CREATED IN ESSENTIALLY TO KEEP THE STORY OF THE COUNTRY OUT OF HARMS WAY.
HENCE A CRITICAL FUNCTION IN THE PURPOSE OF THE LAW TO KEEP THE CITIZENS SAFE AND SOUND. THIS IS ACCOMPLISHED BY MAINTAINING ORDER IN SOCIETY. I WANT TO THANK COUNCILMAN WHITTEN FOR OUTPUTTING THE CONSENT AGENDA TO GO FURTHER.
THAT HELPS ALL THE COUNCIL GO AND FIGURE OUT WHAT WAS HAPPENING AND TALKING TO THE PEOPLE IN THE COMMUNITY. I JUST THOUGHT IT WAS WELL DONE. I AM REALLY EXCITED. LIKE I SAID, LAST WEEK I'M EXCITED ABOUT THIS COUNSEL'S FUTURE. I THINK EACH ONE OF YOU HAVE ONE.. IT TAKES FIVE OR MAJORITY FOR ANYTHING TO PASS. SO REMEMBER YOU ARE ONE BUT BECAUSE IT
[00:30:05]
REPRESENTS WERE ORDINANCE. AND IT REPRESENTS AS A WHOLE THE WHOLE CITY. I JUST REALLY APPRECIATE THAT. I APPRECIATE -- SORRY. WE HAVE LAWS THAT ARE MADE BY CONGRESS IN OUR STATE LEGISLATURE IN OUR CITY GOVERNMENT. WE HAVE TO BE CAREFUL NOT TO HAVE TOO MANY LAWS WERE TOO MANY HEAVILY RESTRICTED LAWS. UNFORTUNATELY, ANYTIME A LAW IS PASSED, A LITTLE BIT OF FREEDOM IS TAKEN AWAY. BE CAREFUL WITH HOW MUCH FREEDOM YOU TAKE AWAY. I WANT TO SAY WHEN ALLISON AUBURN IN 1978, I AM STILL AROUND. STILL ALIVE. LAWS REMIND ME OF LIKE AN EGG. LIKE AROUND AN EGG IS A MEMBER IN. EVEN IN THE SPACE OF THE MEMBER IN OUR POINTS OF COLUMNS OF CALCITE WHICH FORM CALCIUM CARBONATE IS FORMED. THESE COLUMNS STACK TOGETHER SIDE-BY-SIDE TO FORM THE SHOW. IT REMINDS ME A LOT OF LAWS PREPARE STACK AND STACK AND STOCK. WE HAVE TO BE CAREFUL NOT TO COMPACT. WHAT HAPPENS IS THE LAWS CAN BE STACKED TOO MUCH IN SO WE HAVE LOST TOO MUCH OF OUR CONSTITUTIONAL RIGHTS. THIS CONGRESS -- THIS CONGRESS. WOW. THIS COUNSEL I BELIEVE IS CHANGING THAT. I REALLY DO. I AM PROUD OF YOU.YOU'RE KIND OF LIKE AN EGG TOOTH. I KNOW THAT SOUNDS STRANGE. WHAT YOU MEAN AN EGG TOOTH? WELL, THE CHICK THAT IS COMING OUT OF THE EGG HAS A LITTLE ON THAT YEAR. THAT ALLOWS THE CHICKEN TO CRACK THE EGG. I THINK YOU'LL HAVE CRACKED THAT. HOPEFULLY YOU ARE NOT TOO INSULTED BY THE EGG TOOTH. AN ARTIST WON THE STATE EXCELLENT , EXCELLENT JOB.
>> COULD YOU STATE YOUR NAME AND ADDRESS FOR THE RECORD?
>> YES. I SAID IT EARLIER AND I FORGOT AT THIS TIME. ROBERT WILKINS. 261 -- DRIVE, AUBURN ALABAMA.
>> THANK YOU. ANYONE ELSE? OKAY. WE WILL CLOSE THE PUBLIC HEARING. ANY FURTHER DISCUSSION FROM THE COUNCIL? ANY THOUGHTS ? IT HAS BEEN SAID BEFORE. I WANT TO THANK YOUR STAFF FOR THE HARTFORD. I APPRECIATE THIS COUNSEL'S WILLINGNESS TO DIG IN AND LISTEN TO OUR CITIZENS AND REACH THIS DECISION. THANK YOU, TYLER, FOR YOUR LEADERSHIP AND PUTTING THIS TOGETHER TONIGHT. THANK YOU FOR THAT. ALL RIGHT. AT THIS TIME, WILL HAVE A ROLL CALL. ON THE MMN ONLY.
>> JUST THE MMA. NOT THE MAIN MOTION. YOU HAVE GOT TO VOTE FIRST AND IF THAT IS ADOPTED, THEN IF THERE IS NO FURTHER DISCUSSION WE NEED TO VOTE ON IT AS THE EYE MOVEMENT.
>> WILL HAVE A ROLL CALL VOTE BASED ON THE AMENDED ORDINANCE.
A CLEAN COPY THAT IS IN FRONT OF YOU?
>> YET. >> WILL WE NEED A MOTION AND
SECOND FOR THAT? >> NO. WE HAD A MOTION SEVERAL
MONTHS AGO. >> EVERYBODY READY?
[9.c.(1) Links Crossing, Phase 5 Rezoning. Rezoning of approximately 4.19 acres from Rural (R) to Development District Housing (DDH). Unanimous consent necessary. Public hearing required. ]
>> ALL RIGHT. ITEM 9 C 1. TO REZONE 4.9 ACRES FROM DISTRICT HEALTHY FOR PROPERTY LOCATED SOUTH AT L.Y.N.X. CROSSING. AT THE CURRENT TERMINUS OF IRON SHEET. THE CAMP COMMISSION RECOMMENDED APPROVAL FOR THIS REQUEST THAT IS DECEMBER 8TH MEETING. UNANIMOUS CONSENT IS NECESSARY AND A PUBLIC HEARING
>> WE HAVE A MOTION TO SECOND. SEE IF THE COUNCIL WILL HAVE A PROBLEM TO MOVE FORWARD ON THIS THIS EVENING. I AM SEEING AND HEARING ON. AT THIS TIME WILL OPEN THE PUBLIC HEARING.
IF YOU LIKE TO ADDRESS THE CITY COUNCIL THESE GIVE US YOUR NAME ADDRESS FOR THE RECORD. YOU HAVE FIVE MINUTES. I SEE NO ONE. WE WILL CLOSE THE PUBLIC HEARING. ANY DISCUSSIONS OR
COMMENTS FROM THE COUNCIL? >> MR. MAYOR, I HAVE A QUESTION. JUST CURIOUS. WE ARE RETURNING AN AREA PART OF WHICH IS ALREADY BEEN REZONED IN THE PAST. HOW DID THE PREVIOUS REZONING ALREADY HAPPENED ? IS THERE ANY IMPACT OF OVERLAP BASED ON WHAT WE DO TONIGHT?
>> I BELIEVE THE PROPERTY OWNER HAS BEEN METHODICALLY REZONING THIS AREA OF OVERTIME TO THIS VERY ZONING IN FROM OUR DEVELOPMENT TEAM. I DON'T SEE ANYTHING UNUSUAL ABOUT THIS .
[00:35:02]
IT HAS BEEN PRETTY METHODICAL IN EXPECTED PHASE BY PHASE.>> IT IS JUST UNUSUAL FOR US TO SEE AN AREA UNDER CONSIDERATION ALREADY OVERLAPPING ANOTHER ZONE. THAT IS ALL I WAS CURIOUS ABOUT. I AM LOOKING AT THE MAP. BASED ON THE REZONING
FLYER I GUESS IT IS. >> TO MY KNOWLEDGE THE MAP IS CORRECT. EVEN IF IT WASN'T, THE TDH WOULD JUST REMAIN TDH.
THERE WOULD BE NO ILL EFFECT FROM THIS.
>> THANK YOU. >> ANY OTHER QUESTIONS? OKAY.
[9.c.(2) Thomas Rezoning. 3022 Cox Road. Rezoning of approximately 5.69 acres from Limited Development District (LDD) to Comprehensive Development District (CDD). Postponed from December 20, 2022 City Council meeting.]
>> ITEM 9C 2. TO REZONE APPROXIMATELY 5.69 ACRES OF PROPERTY LOCATED AT 3022 COX ROAD FROM LIMITED DEVELOPING DISTRICT TO COMPREHENSIVE DEVELOPING DISTRICT. THE PLANNING COMMISSION UNANIMOUSLY RECOMMENDED APPROVAL FOR THIS REQUEST AT ITS OCTOBER 13TH MEETING. THIS ITEM WAS POST POSTPONED THE DISARRAY TWIN CITY COUNCIL MEETING. IN THAT TIME AS YOU HEARD EARLIER THERE IS A NEW TABLE THAT WAS ADDED AS PART OF YOUR CONSIDERATION . IN EXPLAINING THE NEW TABLE IT IS SHOWING YOU THE USES THAT THE PROPERTY OWNER AND APPLICANT HAVE AGREED TO THAT CAN BE HELD ON THIS PROPERTY.
THAT BEING SAID, THAT TRACKS ONLY WITH THE CDD ZONE. THE COUNSEL IN AND OF ITSELF DOES NOT HAVE THE ABILITY TO PLACE SUCH A RESTRICTION WITHOUT THE EXPLICIT PERMISSION OF THE PROPERTY OWNER. AND THE APPLICANTS. THIS IS A VERY UNUSUAL CIRCUMSTANCE. BUT ONLY IN A PLANNED DEVELOPMENT DISTRICT WOULD YOU NORMALLY HAVE THE ABILITY TO PLACE CONDITIONS. BUT YOU HEARD EARLIER WHERE THE APPLICANT AND THE PROPERTY OWNER STAND. WE ARE HAPPY TO WALK YOU THROUGH ANY QUESTIONS YOU MAY HAVE.
>> ALL RIGHT. >> MOVE FOR APPROVAL.
>> IT ACTUALLY HAS ALREADY BEEN MOVED IN SECOND. SO THE QUESTION IS I DO THINK WHY DON'T YOU -- IT MIGHT BE WISE BECAUSE EXHIBIT A IS THERE TO ACKNOWLEDGE IT AND JUST GO AHEAD AND ACKNOWLEDGE IT IS AMENDED. GO AHEAD AND AMENDED INSTEAD JUST MOVED TO AMEND AND ADD EXHIBIT A.
>> I WOULD LIKE TO MOVE TO AMEND ITEM NINE C2 TO ADD
>> WE HAVE A MOTION AND A SECOND TO AMEND THIS. WITH ITEM 9C 2. WITH EXHIBIT A. ANY COMMENTS OR QUESTIONS ON THE COUNSEL REGARDING THIS? ANYTHING?
>> MAYOR, IF I MAY, ON TO SAY THAT I APPRECIATE WORKING IN APPRECIATE LISTENING TO US. I THINK THIS IS A GOOD EXAMPLE OF HOW LOCAL GOVERNMENTS ARE SUPPOSED TO WORK. YOU CAME IN WITH THE PROJECT WANT TO DO. WE WILL LISTEN TO. AND YOU LISTEN TO US. WE GOT TOGETHER AND WORK IT OUT. I THINK THIS IS A WAY TO DO BUSINESS LIKE THIS. FOR THE CITY OF AUBURN. I DO WANT TO SAY WHERE YOU NEED TO LOOK OUT FOR THIS. IT WILL NOT BE ABLE TO HANDLE THAI TRAFFIC THAT WILL BE OVER HERE. FOR THE NEW BUSINESSES. SOMETHING TO KEEP IN MIND. I KNOW A LOT OF THAT IS IN THE COUNTY. I'M SURE IT WILL BE SOON. I WOULD
IMAGINE. >> YES SIR. WE WILL NOTE THAT SI PLANS COME IN. I THINK HE HAS HEARD FROM SOME CONSTITUENTS THAT WE PASTE CLOSE ATTENTION TO THIS.
>> THIS LIEN USED TO BE A DIRT ROAD AND THEY PUT A LITTLE ASPHALT ON IT. THAT IS ABOUT IT. SO IT'S GOING TO NEED A LOT OF IMPROVEMENT. JUST WANT TO MAKE THAT -- LET THE CITIZENS KNOW THAT WE WILL KEEP THAT IN MIND AS WE MOVE FORWARD AND
OPEN THE AREA. >> YES SIR. ALSO MAYOR IF I MAY, AT SOME POINT IN TIME WE WILL STILL PROCEED WITH THE INTERSTATE COMMERCIAL ZONING. WE WANT TO DISCUSS IN ESSENCE THAT WOULD REPLACE THIS. THE APPLICANT IS STILL LEFT WITH HOTELS AND SOME OTHER THINGS THAT ARE CONDITIONAL USE THAT WOULD NOT BE A CONDITIONAL USE IN A DIFFERENT ZONE. >> OUR JUST LIKE IN THE C MAJOR COULD -- A DIFFERENCE IN THIS ITEM VERSUS WHAT WE JUST VOTED ON WITH OUR BUSINESS
AMENDMENT. >> ABSOLUTELY. ONE OF THE KEY THINGS AND WE TALKED ABOUT THIS WITH THE BUSINESS LICENSE ORDINANCE AMENDMENT WAS WE WERE DEALING WITH POTENTIAL RELOCATION OF A BUSINESS LICENSE IF YOU HAD ONE TO BEGIN WITH. IN THIS INSTANCE, OUR FIRST CONTACT WITH MISIEWICZ WAS BACK IN JUNE. ABOUT THE REQUIREMENTS FOR A BUSINESS LICENSE AND WE HAVE SOME CONTACT AGAIN IN OCTOBER TO PRESENT. THEY ARE NOT ONLY OPERATING WITHOUT A BUSINESS LICENSE THEY'RE NOT ABLE TO GET ONE BECAUSE THERE IS SOME CODE VIOLATIONS RELATED TO ELECTRICAL AND PROPERTY MAINTENANCE ET CETERA. AND SO THE DIFFERENCE WAS THIS IS THE ORDINANCE WE ADOPTED DEALS WITH SOMEBODY WHO AND HE DOESN'T HAVE A BUSINESS LICENSE. THIS IS HIGHLY UNUSUAL AND IN THE STATE OF ALABAMA I AM CHARGED LAW UNLESS MR. CLARK OUR ATTORNEY CORRECTLY ON THIS ONE THAT I HAVE TO ENFORCE ALL THE ORDINANCES AND I HAVE TO USE ANY AND ALL MEANS NECESSARY. THIS INSTANCE WAS LIKE THAT I COULD HAVE DONE THIS WITHOUT BRINGING THE CITY COUNCIL. I FEEL STRONGLY AS THE POLICYMAKERS AND GOVERNING BODY. YOU SHOULD HAVE AWARENESS THAT WE ARE PURSUING FURTHER ACTION ON A BUSINESS. IT WAS NOT MY DESIRE TO EVER HAVE TO DO SO. WE HAVE HAD NUMEROUS COMPLAINTS FROM CITIZENS WHO HAVE DONE BUSINESS WITH THIS BUSINESS. WHETHER THAT IS NOT THE PURVIEW OF THE CITY COUNCIL. THEY ALSO COMPLAINING TO STOP THAT THEY ARE OPERATING WITHOUT A LICENSE AMONG OTHER THINGS. WE HAVE BEEN IN CONTACT WITH THE PROPERTY. IN THE PROPERTY OWNER. THE PROPERTY OWNER HAS CORRECTED SOMETHING THEY WERE SUPPOSED TO DO. I HAVE NO CHOICE BUT TO BRING THIS FORWARD. BECAUSE EVERYBODY ELSE THAT IS OPERATING A BUSINESS THAT WE ARE AWARE OF IS DOING SO WITH A LICENSE. AND SO WE NEED TO MOVE FORWARD AND TAKE ANY AND ALL ACTIONS NECESSARY INCLUDING UP TO AN INJUNCTION THAT I WOULD BE ASKING THE CITY ATTORNEY TO PREPARE AND FILE IF NECESSARY.
OR COMMENTS? >> I THINK MS. MEGAN TO THE RIGHT ING. I KNOW SHE COULD HAVE POSSIBLY TAKEN ACTION BUT I APPRECIATE OUR WISDOM IN THAT MATTER. AND WHAT YOU'RE DOING HERE. YOU HAVE GOT TO OBEY THE RULES. THANK YOU.
>> ANYTHING ELSE FOR THE COUNSEL? OKAY. WE HAVE A MOTION TO SECOND. ALL IN FAVOR PLEASE SAY AYE. ANY OPPOSED?
AND THE MOTION CARRIES. >> MAYOR, THOSE ARE ALL THE
[11. OTHER BUSINESS]
ITEMS OF BUSINESS WE HAVE FOR YOU THIS EVENING.>> I HAVE A QUESTION ON SOMETHING. SOMETIME AGO, WE TALKED ABOUT THE DEVELOPMENT. IN THE COUNSEL EXPRESSED SOME INTEREST IN HAVING SOME KIND OF MASTER PLAN FOR THAT WAS AUBURN AREA BETWEEN HIGHWAY 14 NY ROAD. WE KIND OF START FINDING WHAT WE NEED TO LOOK AT IN THE LONG-TERM. JUST CURIOUS ABOUT THE STATUS OF THAT.
>> WE HAD DISCUSSED IS WHEN THEY GET TOGETHER FOR THE NEW COUNCILS HE DID AND FEE ON THE GROUND THAT WE WILL GO OVER. WE NEED TO TALK ABOUT SME RECEIVED EMAILS A DAY . SO WE TALKED ABOUT AND ALSO BOUNDARY REQUEST THAT WE WANT TO GET INTO WHAT ARE ALL OF OUR LONG-RANGE PLANS. WHERE DOES INFORMATION COME FROM ? IN AN EMAIL TODAY THAT HE RECEIVED IT SAYS THAT IS AN ARBITRARY OPTIMAL BOUNDARY LINE. I BEG TO DIFFER.
IT WAS WITH GREAT PURPOSE AND TECHNICAL DATA AND HEAVILY VETTED IN MANY WAYS HOW WE ESTABLISH THE OPTIMAL BOUNDARY WHERE OUR GROWTH AND AND FOR STRUCTURE PLANS ARE. THEY HAVE ALL BEEN DONE WITH INTENTION AND PURPOSE. WITH THE COUNCILPERSON GRISWOLD POINT ARMED WITH THAT INFORMATION , IF YOU'RE INTERESTED IN CHANGES IN WEST AUBURN AND WHAT THINGS DONE DIFFERENTLY IN THAT TIME, YOU WILL ADVISE US ACCORDINGLY. YOU AND THE PLANNING COMMISSION. I WANT TO SIT DOWN. WE WERE LOOKING AT THE FEBRUARY MARCH TIME WHEN OF SPRING BREAK OF COURSE TO SIT DOWN WITH BOTH BODIES AND GO BACK OVER THE INFORMATION SO THAT ALL OF YOU HAVE THE SAME INFORMATION AT THE SAME TIME SO THAT YOU CAN TELL US HOW YOU WOULD LIKE TO PROCEED OR CHANGE OR NOT CHANGE OR WHICHEVER YOU
WOULD LIKE TO DO. >> AND GETTING THE SAME INFORMATION TO EVERYBODY ALL AT ONCE IS REASONABLE. I JUST KNOW THAT WE ARE ALL IN AGREEMENT. THERE WAS INSUFFICIENT INFRASTRUCTURE TO OUTLINE A FUTURE GROWTH PLAN.
AND WE WERE STILL HAVING SOME INTEREST IN DEVELOPING AND BUILDING OUT THAT DIRECTION. THAT IS WHERE WE STOOD ON.
THANK YOU. >> ABSOLUTELY. AND AGAIN GETTING PUSHED TO OTHER PARTS OF THE CITY. I THINK IT IS
[00:50:01]
ABSOLUTELY APPROPRIATE AND TIMELY EARLY IN THIS COUNCIL TERM FOR US TO HAVE THIS DISCUSSION SO YOU CAN BETTER DIRECT ME TO WHERE YOU WOULD LIKE TO SEE THIS GO AND ADVISE PLANNING COMMISSION IF YOU WANT THEM TO STUDY THINGS FURTHER.IT WOULD BE HELPFUL. >> ALL RIGHT. SPIRIT
>> ALSO ON THE 11. IF I JUST WANT TO -- AT THE PACKET ON LAST WEEK I ASKED A QUESTION ABOUT THE LOGS NEAR THE RAILROAD TRACK AND I HAVE HAD SEVERAL CITIZENS TO CALL AND THEY WANT TO KNOW WHEN WERE THE LOGS GOING TO BE REMOVED? YOU GAVE AN ANSWER TO THE COUNSEL BUT BY THE THE PUBLIC TO UNDERSTAND AND MAYBE YOU CAN PUT IT OUT THERE SO IT WOULD BE ON RECORD. IF A LOT OF PEOPLE CALL ME ASKING ME WHEN WOULD THEY BE REMOVING THE LOGS AND I THINK THAT IS SOMETHING THE CITY CAN DO. IF THAT CAN BE EXPLAINED.
>> YES-MAN. COUNCILPERSON TAYLOR IS REFERRING TO THE FACT THAT CSX RAILROAD CAME THROUGH AND REFURBISHED NOT WANT TO PUT NEW RAILROAD TIES DOWN, THEY PUT NEW STONE, THEY PUT DOWN A NUMBER OF NEW RAILS, ALL KINDS OF THINGS. ALONG THE WAY THEY HAD AN INCREDIBLY LARGE STACK OF RAILROAD TIES PARTICULARLY IT IS IN MORE THAN ONE PLACE IN AUBURN BUT SECURELY ALONG RAILROAD AVENUE BLOCKING SOME CITIZENS VIEWS WHERE THEY FEEL IT IS NOT THAT THEY NEED A VIEW RAILROAD TRACKS AND ACROSS THE HIGHWAY 14. THEY HAVE INDICATED TO ME THAT THEY ARE VERY CONCERNED ABOUT SAFETY. THEY FEEL THAT PEOPLE CAN HIDE AROUND IT. WE WILL CONTINUE TO WORK WITH CSX TO GET THAT MOVE. THERE IS ALSO A PILE OF STONE RIGHT AT NORTH COLLEGE IN THE RAILROAD TRACKS. THERE IS ALSO UP IN THE GOLD HILL AREA RAILROAD TIES ARE STACKED. THAT IS THE RAILROAD'S PROPERTY. THEY CAN PLACE WHATEVER THEY WANTED.
WHAT ARE THEY WANT. BUT WE WILL CONTINUE STAFF CHANNELS TO ASK THEM AND ASKED THEM REPEATEDLY TO RELOCATE THOSE THINGS THAT ARE AT LEAST DOWN STACK THEM SO THERE NOT SO TALL AND BLOCKING PEOPLE'S VIEWS. WILL CERTAINLY BE HAPPY TO TRY TO ASSIST OUR CITIZENS. AND WE ALSO AGREE THEY ARE VERY UNSIGHTLY.
>> IT IS VERY UNFORTUNATE AND I WOULD SAY EVEN INCONSIDERATE.
OKAY. >> MAYOR, IF I MAY, I WOULD LIKE TO APPROVE COUNSELING GRISWOLD. I THINK IF WE GO BY THE LAST CITIZEN SERVING WE REALLY NEED TO WORK ON INFRASTRUCTURE. I THINK THAT IS SOMETHING THAT ALL THIS COUNSEL PUSHES FOR IT TO GET SOMETHING DONE. WE HAVE GROWN A LOT BEFORE WE CONTINUE TO GROW TOO MUCH, WE NEED TO GO SCHMIDT I FEEL LIKE IF WE CAN GET WASHINGTON, D.C. -- MAYBE WE CAN GET SOME OURSELVES. I WOULD LIKE FOR OUR STAFF TO BE WORKING ON THAT. I'M SURE THE COUNSEL WOULD AGREE WITH YOU ON THAT. WE NEED TO MAKE SOME PROGRESS ON OUR INFRASTRUCTURE.
[12. CITIZENS’ OPEN FORUM]
GOING TO MOVE FORWARD NOW WITH CITIZENS OPEN FORM. IF YOU WOULD LIKE TO ADDRESS THE CITY COUNCIL ABOUT ANYTHING PLEASE GIVE YOUR NAME AND ADDRESS FOR THE RECORD AND REMEMBER YOU HAVE THREE MINUTES TO ADDRESS THE COUNSEL. THANK YOU FORBEING PATIENT. >> THANK YOU, MR. MAYOR.
LADIES AND GENTLEMEN OF THE COUNSEL, I WILL RESTATE MY NAME FOR THE RECORD. APARTMENT 111. AS I STATED BEFORE, MY CONCERNS THAT I RAISED ON DECEMBER 20TH AND I WOULD LIKE TO SAY I APPRECIATE THE RESPONSE BY THE CITY MANAGER ON THE MANNER THAT I SPOKE OF. IT NOW REMINDS ME OF THE PUBLIC SAFETY ACADEMY THAT WAS ANNOUNCED EARLIER THIS EVENING.
THE QUESTION IS IS PART OF THAT CONCERNING HOW CITIZENS CAN RECOGNIZE PEOPLE WHO HAVE MENTAL HEALTH ISSUES? BECAUSE ACCORDING TO THE REPORTS A CALL WAS MADE BY A CITIZEN CONCERNING THE GENTLEMAN THAT WAS TASERED . I THINK I DON'T THINK WE SHOULD PUT IT ALL ON LAW ENFORCEMENT. WE SHOULD ALSO PUT ALSO ON OUR FELLOW CITIZENS IN HELPING ADDRESS THIS ISSUE.
IT WOULD BENEFIT US AS WELL AS LAW ENFORCEMENT IN APPROVING THOSE RELATIONS. WHERE I LIVE BY THE WAY IS NEXT TELL RAILROAD TRACKS. I APPRECIATE MS. TAYLOR'S REMARKS ON THAT.
I WILL BE ON THE LOOKOUT TOO CONCERNING THE RAILROAD TRACKS WHERE WE LIVE AND ONE MORE ITEM THAT JUST CAME TO MY MIND.
MANY OF YOU LOVELY KNOW THIS. IF YOU HAVE BEEN AROUND CORNER BETWEEN FIVE AND SIX AND 7:00 ON PART OF THE GROUP. WE HAVE BEEN SITTING ON EITHER SIDE OF TOOMER'S CORNER FOR 961 DAYS
[00:55:05]
AS OF TODAY. ONE OF THE THINGS THAT I NOTICED IS THAT A NUMBER OF VEHICLES ALONG COLLEGE STREET , SOMETIMES THEY HAVE THE HOT ROD THING. THEY ARE SORT OF HALFWAY SPEEDING. SOME OF THOSE CARS ARE NOT EVEN HOT RODS. THEY ARE SORT OF LIKE TRUCKS. THERE IS EVEN A COUPLE TRUCKS MAKING NOISE AND SPEEDING ALONG WHERE TOOMER'S CORNER IS. I'M JUST WONDERING IF WE COULD GET LAW ENFORCEMENT TO LOOK INTO THAT A LITTLE BIT MORE BECAUSE NOT ONLY THAT WE ALMOST HAVE SEEN A COUPLE OF ACCIDENTS . WE ACTUALLY SAW ONE WHERE A CAR VEHICLE ACTUALLY HIT A POST WHEN WE WERE SITTING AT TOOMER'S CORNER ON AUBURN SIDE AND DROVE OFF. AND ANOTHER INCIDENT LAST WEEK WHERE A CAR ACTUALLY RODE INTO A LANE THAT HE WASN'T SUPPOSED TO. THE TWO LANES ON ONE SIDE AND THERE IS THAT ONE LINE ON THE OTHER SIDE. HE TURNED IN THE TURN LANE ON THE OPPOSITE SIDE WHERE CARS ARE COMING ON THE OPPOSITE SIDE OF THE STREET. IF YOU ALL CAN LOOK INTO THAT A LITTLE BIT MORE , WE WOULD APPRECIATE IT BECAUSE WE HAVE SEEN A LOT OF ACCIDENTS. AND I'M SORRY BUT I THANK YOU VERYMUCH. >> THANK YOU. WHO WOULD BE
NEXT? >> SOMETHING THAT I HAVE NOTICED WITH THE COUNSEL SEVERAL MONTHS AGO WHEN THEY TALKED ABOUT THE YOUTH FACILITIES OR REALLY THE RECREATIONAL FACILITIES, I DON'T KNOW WHAT IS GOING ON ABOUT TRYING TO DO SOMETHING BECAUSE I KNOW YOU MENTIONED IT HAS BEEN 50 SOMETHING YEARS AND THE LAST TIME THAT THE SOCCER FIELDS WERE ALWAYS DIFFERENT RACIAL FACILITIES. I BELIEVE IN THE YOUTH. IT IS VERY IMPORTANT. A GOOD FRIEND OF MINE WAS AN ACTOR WE WERE TALKING ONE DAY AND HE HAD DEALT WITH DR. -- IN AFRICA. HE HAD SPENT 10 DAYS WITH DR.
SWEITZER. WHEN HE LEFT, HE ASKED DR. SWEITZER WHAT WAS THE MOST IMPORTANT THING THAT HE COULD DO WITH HIS FAME AND SO FORTH. HE SAID THE FUTURE IS THE YOUTH. I THINK THAT IT SHOULD NOT BE PUT ON HOLD. I THINK THAT WE HAVE ENOUGH WITNESSES , CORPORATIONS, BIG MANUFACTURING THAT WE COULD ALIGN WITH WHERE MAYBE THE CITY COULD BORROW MONEY AND BEGIN TO DEVELOP A LOT OF DIFFERENT FACILITIES. I USED TO RAISE A LOT OF MONEY WITH FOUNDATIONS LIKE FORD, ROCKEFELLER, AND SO FORTH. AND I BELIEVE THAT IT IS URGENT THAT I HAVE GONE BY THESE RECREATIONAL FACILITIES. I'VE SEEN THESE TEAMS STACK UP AND EVERYTHING AND I THINK IT IS A SHAME. I THINK THAT IF WE DON'T HAVE THE MONEY -- WE HAVE THE MONEY TO DO A LOT OF OTHER THINGS TO GET BUSINESSES IN, BUT THE USE IS WHAT WE NEED TO PROTECT. AND WE NEED TO DO IT.
I WOULD BE HAPPY TO HELP ANY OF YOU . I WOULD BE HAPPY TO DO WITH MY COUNCILMAN BUT ALSO WITH ANY OF YOU WILL AND MAKING A PLAN, PUTTING SOMETHING TOGETHER THAT WOULD BE BENEFICIAL BECAUSE IT IS TIME. I THINK THERE SHOULD BE A SHORT PLAN. ONE EACH YEAR. IF FACILITY. ANOTHER COST AN AWFUL LOT. BUT THERE IS A LOT OF MONEY. THERE IS A LOT OF MONEY IN AUBURN. I DRIVE AROUND IN I DELIVER FOOD TO PLACES THAT THE GPS WON'T EVEN SHOW THEM UP. BUT THE BUILDINGS, THE HOUSES AND EVERY THING ELSE MAYBE A HALF PERCENT TAX THAT GOES FOR FIVE YEARS AND IT IS OFF. WHATEVER IT IS , A COMBINATION, THE CITY RAISES A DOLLAR. THE COMMITTEE RATED THE DOLLAR AND THE MANY FACTORS RATED DOLLARS. ALL KINDS OF COMBINATIONS OF THINGS. BEING CREATIVE IS THE MOST WONDERFUL THING YOU CAN DO AS A GROUP. THERE IS AN AWFUL LOT OF PEOPLE HERE THAT HAVE AN AWFUL LOT OF TALENT. AND I THINK WE SHOULD INVOLVE THE UNIVERSITY TO COME IN AND ASK HOW THEY MAY GET INVOLVED AND HAVE NOT JUST THE YOUTH OF AUBURN UNIVERSITY BUT THE KIDS. FIVE AND SIX-YEAR-OLDS, SEVEN-YEAR-OLDS, I THINK YOU MENTIONED THAT STUFF. IT SHOULD BE DONE. IT SHOULD BE DONE IMMEDIATELY. PLEASE FIGURE OUT HOW TO DO IT AND INVOLVE ME. WHAT LITTLE I CAN DO I WOULD BE HAPPY TO
HELP. >> MR. WILKINS, YOUR NAME AND
ADDRESS AGAIN. >> I'M GETTING BETTER. ROBERT WILKINS, 261 -- DRIVE, AUBURN ALABAMA.
[01:00:01]
>> YOU MAY HAVE MISSED IT BUT WE APPROVED NEARLY A $20 MILLION BIT TONIGHT WHICH WILL BE USED TO BUILD FILLED FIELDS IN A COMICS. IN A COMPLEX.
>> I KNOW THAT BUT IS NOT ENOUGH. I THINK THEY TALKED ABOUT IT STILL. TO CATCH UP. YES. I KNOW. I THINK IT IS WONDERFUL. BUT I THINK IT SHOULD CONTINUE ON. I THINK IT SHOULDN'T BE FOR A SHORT PERIOD. THAT IS A LOT OF MONEY. I KNOW IT IS. THANK YOU.
>> I WASN'T TRYING TO BE UGLY TO YOU ALL. SOMETIMES I'M VERY CRITICAL BUT THAT WASN'T BEING CRITICAL. I'M JUST SAYING LET'S GET THE BALL ROLLING . YOU STARTED BIG TIME. LET'S ROLL THE BALL MORE. PLEASE INVOLVE ME. THANK YOU.
>> THANK YOU FOR NOT BEING CRITICAL. ANYONE ELSE?
