MOST RECENTLY, HE ASSISTED THE GREEN WASTE DIVISION MANAGER WITH DEVELOPING AN OPERATIONS MANUAL THAT HAS BEEN INSTRUMENTAL IN TRAINING NEW EMPLOYEES. HE IS DEPENDABLE AND THRIVES ON PROPER TRAINING, COMMUNICATION, EFFICIENCY, AND QUALITY CUSTOMER SERVICE. THESE ATTRIBUTES MAKE HIM A GREAT ASSET TO THE ENVIRONMENTAL SERVICES DEPARTMENT. NORMAN IS A LEADER AND OFTEN SERVES AS A GO TO FOR NEW EMPLOYEES BY OFFERING FEEDBACK, GUIDANCE, AND SHARING WAYS TO IMPROVE. OVER THE LAST SEVERAL MONTHS, THE RECYCLE AND GREEN WASTE DIVISION HAD ITS BUSIEST AND HEAVIEST SEASON WITH TRASH AND BULKY YARD DEBRIS. NORMAN REGULARLY VOLUNTEERS TO ASSIST WITH AFTER-HOURS COLLECTIONS AND SERVES AS THE PRIMARY ON-CALL PERSON FOR ROAD HAZARDS. THIS ADDED SEVERAL HOURS TO HIS LONG WORK DAY AND INCLUDED SEVERAL WEEKEND WORKDAYS. FURTHERMORE, NORMAN TAKES PRIDE IN ASSISTING CUSTOMERS WITH ISSUES AND WORKS WITH CREWS TO ENSURE THAT COMMUNICATION AND TEAMWORK ARE PLACED AT THE FOREFRONT. [00:05:05]
FOR BRINGING HOT COFFEE AND TAKING CARE OF US. WHAT A GREAT DAY TO CELEBRATE ALL THE GREAT WORK OF LEE COUNTY SPECIAL OLYMPICS, RAISE THE MONEY, HAVE SOME FUN, THANK YOU TO PARKS AND REC AND ALL OF OUR PUBLIC SAFETY PEOPLE WHO PARTICIPATED IN ORGANIZED THAT. IT WAS A GREAT, GREAT MORGAN. I WANT TO SAY THANK YOU TO DEAN ROAD AND KERRY WOODS FOR LETTING ME COME BY AND READ BOOKS TO THEIR CHILDREN TO THE WORLD READ ALOUD DAY. WHAT A GREAT PROGRAM TO INTRODUCE TOO MANY PEOPLE IN OUR COMMUNITY, TO OUR CHILDREN, TO SPEND TIME TO THOSE READING TO THOSE KIDS. SOME OF YOU MIGHT KNOW THAT THE MISS ALABAMA PAGEANT WAS HELD HERE IN AUBURN A COUPLE OF WEEKS AGO AND A YOKEL LOCAL YOUNG LADY WAS NAMED MISS ALABAMA. THAT WAS A GREAT TAURUS ACTIVITY FOR OUR COMMUNITY, TO HAVE A NUMBER OF THOSE YOUNG LADIES IN TOWN WITH THEIR FAMILIES AND FRIENDS TO BE IN AUBURN FOR A LONG EVENT AND WE APPRECIATE THAT. ALSO, I WANT TO THANK OUR STATE BOARD OF EDUCATION WHO HAD THEIR MEETING HERE, MS. TRACY WEST, ON THE STATE BOARD OF EDUCATION, BROUGHT THAT MEETING TO AUBURN IT WAS GREAT TO HAVE THEM IN TOWN TO SEE ALL THE THINGS THAT WE ARE DOING IN OUR COMMUNITY. THIS MORNING, MYSELF AND MS. COUNCILMAN TAYLOR WERE ABLE TO BE AT THE COMMUNITY CENTER, AN EXCELLENT JOB IS DONE AGAIN. THERE WAS A NUMBER OF LADIES THAT ORGANIZED THIS EVENT, THERE HAS BEEN A SPECIAL PERSON IN SMITTY FOR A LONG, LONG TIME AND SHE HAS BEEN THE HEART AND SOUL OF THAT EVENT FOR MANY YEARS. ALSO, RECENTLY, WE WERE ABLE TO GO AND ATTEND THE MEMORIAL SERVICE FOR OUR ONE: FIRE FIRE, ROBERT BROOKSHIRE, IT WAS HELD AT THE MEMORIAL CEMETERY AND WHAT AN IMPORTANT WAY TO REMEMBER THE LIFE OF MR. BROOKSHIRE, HIS FAMILY SACRIFICE FOR AUBURN.FINALLY, I WANT TO SAY CONGRATULATIONS TO ALL OF THE PEOPLE WHO PARTICIPATED IN MAKING THE TOWN CREEK PLAYGROUND OF REALITY. THE STATE OF ALABAMA'S PARK AND REC ASSOCIATION HAS RECOGNIZE THAT AS THE FACILITY OF THE YEAR.
THAT WAS A DREAM, FROM A NUMBER OF PARENTS, AND MOM IS IN THIS TOWN, IT WAS GIVEN TO OUR STAFF AT THE CITY OF AUBURN'S PARKS AND REC AND ASKED -- THE IDEA WAS SHARED WITH OUR ADVISORY BOARD AND FINALLY DECIDE AND THE CITY COUNCIL WAS ASKED TO PAY FOR THAT AND I THINK WE CAN ALL AGREE, IT HAS BEEN A GREAT ASSET TO OUR COMMUNITY AND WE ARE PROUD TO BE RECOGNIZED.
OKAY. ANYONE ELSE HAVE AN ANNOUNCEMENT TONIGHT? YES,
SIR, MR. GRISWOLD? >> I WOULD JUST LIKE TO ANNOUNCE THAT SATURDAY, FEBRUARY 18, IS THE SIXTH ANNUAL MARDI GRAS PARADE IN DOWNTOWN AUBURN. I ALSO WANT TO ADD MY THANKS TO RON, I ALSO WENT TO KERRY WOODS -- YOU ALL KNOW I DON'T HAVE CHILDREN'S, SO WAS A CHALLENGE FOR ME TO SIT THERE AND TALK TO A BUNCH OF BRISKET IS. I GOT TO GIVE MY CONFIDENCE TO THE SCHOOL, TO THE BOARD OF EDUCATION, THE KIDS WERE EXTREMELY POLITE AND ATTENTIVE AND IT WAS A LOAD OF FUN. I UNDERSTAND THERE ARE SOME EMERGENCY REPAIRS GOING ON TONIGHT ON NORTH COLLEGE BETWEEN BRAGG AND CECIL LANE. THE NOTE WAS THAT THEY WOULD BE COMPLETED BY 4:00 A.M. THAT IS THE CASE, MY COMPLIMENTS OUT TO THE WORK CREW, IT JUST SHOWS THE DEDICATION THAT WE HAVE FOR SERVING THE CITIZENS OF AUBURN. ANYTIME, DAY OR NIGHT,

[5. AUBURN UNIVERSITY COMMUNICATIONS.]
>> THANK YOU, CONNIE. GOOD TO SEE YOU THIS MORNING. ANYONE ELSE? OKAY, WE WILL MOVE FORWARD WITH OUR UNIVERSITY
COMMUNICATIONS. >> ALREADY, GOOD EVENING,
[00:10:04]
Y'ALL. HER VOICE IS A LITTLE BIT OUT OF COMMISSION TONIGHT, SO YOU ARE STUCK WITH ME. FIRSTLY, AUBURN UNIVERSITY WAS RANKED TOP 100 IN THE U.S. RESEARCH -- AS A UNIVERSITY RESEARCH INSTITUTE FOR THE SECOND YEAR STRAIGHT AND , ADDITIONALLY, AUBURN UNIVERSITY'S ON ONLINE PROGRAMS HAD A TOP RANKING AND FINALLY, THE AUBURN BOARD OF TRUSTEES APPROVED NEW ALGAL CULTURAL CONTENTS AND WE EXPECT THAT TO TRANSFORM THE CAMPUS LANDSCAPE. THAT'S ALL WEHAVE TONIGHT FOR Y'ALL. >> THANK YOU.
>> HOW DID ELECTIONS GO? >> GOOD.
[6. CITIZENS’ COMMUNICATIONS ON AGENDA ITEMS.]
>> I LIKE IT. ALL RIGHT, NOW TIME FOR CITIZENS MEDICATIONS ON TONIGHT'S AGENDA ITEMS. I WOULD SAY THAT THERE ARE NO ITEMS ON OUR AGENDA TONIGHT THAT HAVE A PUBLIC HEARING ATTACHED TO THEM, SO IF YOU WOULD LIKE TO SPEAK ABOUT ANYTHING ON THE AGENDA TONIGHT, THAT WOULD BE THE TIME TO COME
FORWARD AND SPEAK. >> I AM OVER 60, SO I CAN
COME? >> YOU CAN COME, COME ON.
>> I NEVER THOUGHT I WOULD GET THAT AGE, BUT I AM GLAD I DID.
MY NAME IS ROBERT WILLIAMS, AUBURN, ALABAMA, GOOD EVENING, MAHER. GOOD EVENING, COUNSEL. I WANT TO THANK EACH ONE OF YOU, I KNOW IT IS A DIFFICULT TASK TO BE A COUNCILMAN BECAUSE IT TAKES TIME AWAY FROM YOUR FAMILY, IT IS TIME THAT YOU CAN SPEND DOING OTHER THINGS, MAYBE, EVEN GOING TO THE BEACH OR SOMETHING. MATTER OF FACT, I CALLED ONE TIME AND YOU WERE ON YOUR -- I FORGOT WHAT ANNIVERSARY, BUT YOU WERE KIND ENOUGH TO RESPOND BACK AND SEND ME A TEXT MESSAGE, I APPRECIATED THAT, COUNCILWOMAN WITTEN. WHAT I WANT TO TALK ABOUT IS A DASHED E- ONE EIGHT D1. I AM NOT -- I WISH THAT Y'ALL WOULD BRING UP SHORT-TERM RENTALS, THAT WOULD BE GREAT, INSTEAD OF THIS. BACK IN THE '80S, I LIVED IN MONTGOMERY, AND I HAD TWO BUSINESSES AND VOLUNTEERED ABOUT 50 HOURS A WEEK FOR THREE ORGANIZATIONS AND MAKING THE COMMUNITY BETTER. THAT'S WHY I REALLY UNDERSTAND WHAT YOU WILL HAVE TO GO THROUGH AND WHAT YOU DO, I BELIEVE THAT GREAT INFORMATION PROVIDES GREAT DECISIONS. I THINK YOU ALWAYS HAVE TO GATHER AS MUCH INFORMATION , YOU PROVIDE THAT, PLEASE PROVIDE LOTS OF GOOD INFORMATION AND A VARIETY OF INFORMATION. SO THAT THE COUNCIL WILL BE ABLE TO MAKE THE BEST DECISIONS. AUBURN'S POPULATION IN 2023 IS UP TO 82,971. IT IS NOW THE SEVENTH LARGEST CITY IN ALABAMA. MY COMMUNITY OF PELLE META-IS STILL NOT RANKED. WE HAD 400 PEOPLE, INCLUDING DOGS AND CATS. IS THE 467TH LARGEST CITY IN THE UNITED STATES, CURRENTLY GROWING AT A RATE OF 2.28%. I KNOW YOU ALL KNOW THAT, BUT SOMETIMES IT IS GOOD TO BRING IT UP, THE GROWTH PATTERN AND SO FORTH. YOU WANT TO SPEND $90,000 PLUS EXPENSES, I DON'T KNOW IF YOU HAVE QUESTIONS, HOW MUCH IS THOSE EXPENSES FOR LOBBYING? I CAN TELL YOU INEXPERIENCE OF MY OWN, IN THE 1990S, I HAD A BUSINESS THAT I WAS TRYING TO PASS A BILL THROUGH THE LEGISLATURE HERE IN ALABAMA AND I HAD A LOBBYIST. BACK THEN, I THINK I WAS PAYING HIM $25 -- $2500 A MONTH, IT ENDED UP, HIS EXPENSES AND UP MORE THAN THE 2500 PER MONTH, SO IT WAS DOUBLE WHAT I HAD ANTICIPATED. AND HAD NOT REALLY BUDGETED FOR IT, SO HOPEFULLY, Y'ALL KNOW WHAT ESTIMATE IT WILL BE, BUT THE EXPENSES WILL BE. WHAT IS THE PURPOSE OF A LOBBYIST? IT'S TO WORK WITH STATE REPRESENTATIVES AND STATE SENATORS TO PASS LEGISLATION. WHAT IS WRONG WITH THE CITY WORKING DIRECTLY WITH OUR SENATOR, JAY HOBIE, WHO JUST LEFT HERE, WHAT, THREE MONTHS AGO? I THINK IT IS EASY TO DEAL WITH HIM, HE LOVES AUBURN, HIS WIFE IS A WONDERFUL LADY. I HAVE BEEN REALLY HAPPY TO HAVE TALKED TO HER SON, OFF AND ON, AND ALSO OUR STATE REPRESENTATIVE, JOE LAVON, I PRONOUNCE IT WRONG, BUT ANYWAY. JOE, FORGIVE ME. COUNCILMAN GRISWOLD, YOU HAD ALWAYS SEEMED TO BE CONCERNED ABOUT THE EXPENDITURES AND I HOPE ALL OF YOU ARE CONCERNED ABOUT THE EXPENDITURES. AS THE MAYOR AND THE COUNCIL. I KNOW YOU HAVE BEEN TOLD THAT THE LOBBYING INVESTMENT WILL RETURN MANY TIMES THE INITIAL INVESTMENT TO THE CITY, BUT WITH OUR DIRECT CONTACT WITH OUR STATE REPRESENTATIVES AND OUR STATE SENATOR, AND YOU HAVE TWO ASSOCIATIONS THAT YOU ARE PART
[00:15:02]
OF THAT DOES YOUR LOBBYING. I BELIEVE THAT SHOULD BE ENOUGH, I THINK THERE IS A LIMIT OF HOW MANY PEOPLE SHOULD BE INVOLVED IN LOBBYING. I'M NOT A BIG PROPONENT OF LOBBYING IN GENERAL, TO BE HONEST. I JUST WANTED TO -- THE QUESTION IS, WHY DO WE NEED A LOBBYIST? DO WE NEED ANOTHER ONE? I BE NO WE HAVE ONE, IT IS THE SAME FIRM DEALING WITH THE NATIONAL ISSUES, CAN WE NOT JUST DO IT OURSELVES? I THINK THE CAPABILITY OF THE CITY IS OUTSTANDING AND I THINK THEY CAN HANDLE IT. WE HAVE ALL THE PEOPLE, BECAUSE A LOBBYIST NORMALLY IS GOING TO THE SENATOR AND REPRESENTATIVES, Y'ALL ALREADY KNOW THEM VERY, VERY WELL AND HAVE A LOT OF DIRECTNESS. YOU CAN DIRECT WITH THEM WITH NO PROBLEM, BUT MAKING A PHONE CALL OR WHATEVER. LET'S DON'T SPEND $90,000 PLUS, BECAUSE IT MAY NOT BE A LOT ON THE BUDGET, BUT IT'S A LOT OF MONEY, IN GENERAL. I KNOW YOU SPENT HUNDREDS OF THOUSANDS GOING AFTER AIRBNB, SO LET'S NOT SPEND IT ON A LOBBYIST. I JUST WANT TO SAY THAT.>> THANK YOU. >> ANYONE ELSE? OKAY. CITY
[7. CITY MANAGER’S COMMUNICATIONS.]
MANAGER? >> I AM THE CITY MANAGER, I WOULD LIKE TO ANNOUNCE THREE VACANCIES ON DEVELOPMENT AUTHORITY, THE TERMS BEGIN MARCH 16TH, 2023 AND AND MARCH
[8.b. Alcohol beverage license. Proof of the Pudding by MGR, Inc. d/b/a Proof of the Pudding Football Performance Center at Auburn University. 160 ‐ Special Retail ‐ More Than 30 Days. 702 Biggio Drive.]
15TH, 2027. THE APPOINTMENT WILL BE MADE AT THE MARCH 14TH MEETING, ASSUMING YOU MOVE THE MEETING DATE TO MARCH 14TH. ARE YOU READY FOR THE CONSENT AGENDA? OUR FIRST ITEM OF BUSINESS AND THE CONSENT AGENDA, THEN HE CAN COUNCILMEMBER WISH TO DEAL WITH AND ITEM INDIVIDUALLY?>> I WOULD LIKE TO PULL ITEM EIGHT-THE- ONE.
>> ANYONE ELSE? >> IF I MAY, ITEM EIGHT, BRAVO, EIGHT, DELTA, TWO , EIGHT, DELTA, THREE. ANYONE ELSE? WE'VE GOT A FEW LEFT, IF YOU WANT TO GET THEM.
>> OKAY. WE WILL START WITH HB.
>> IT IS A REQUEST FROM PROOF OF THE PUDDING FOR A SPECIAL RETAIL MORE THAN 30 DAYS, ALCOHOL BEVERAGE LICENSE FOR PROPERTY LOCATED AT 702 BIGGIO DRIVE, ALSO KNOWN AS THE
FOOTBALL PERFORMANCE CENTER. >> MOVED FOR APPROVAL.
>> SECOND. >> SUNNY, I WILL TURN IT OVER
TO YOU. >> SINCE I PROBABLY WILL NEVER SEE THE INSIDE OF THIS FACILITY, I WONDERED IF YOU COULD GIVE ME A FEW DETAILS ON THE OPERATION AND PROOF OF THE PUDDING AND, OF COURSE, WHICH WILL BE OPERATING OUT OF THE AU
FOOTBALL TRAINING FACILITY. >> I CAN'T SPEAK ON BEHALF OF AUBURN UNIVERSITY, THEY ARE, AS FAR AS I KNEW, THEY WERE A VENDOR THAT WAS SELECTED THROUGH A BIDDING PROCESS, SO WITH THAT COMES , DURING SPECIAL EVENTS, ALCOHOL IS SERVED. INCLUDING IN THE STADIUM IN CERTAIN AREAS AND NOT IN OTHERS AND IT ALL RUNS THROUGH THE VENDOR THAT WAS SELECTED THROUGH THIS PROCESS, WHICH AT THIS TIME IS PROOF OF THE PUDDING. PERIODICALLY, THE CITY WILL GET ALCOHOL BEVERAGE REQUEST TO SERVE ALCOHOL ON CAMPUS, THAT OFTEN HAS TO DO WITH THE RED BARN FACILITY, WHICH IS TYPICALLY UNDER THEIR UMBRELLA. MOST OTHER UNIVERSITY FACILITIES, WHEN IT COMES TO ANY ALCOHOL BEING SERVED ON CAMPUS RUNS THROUGH PROOF OF
THE PUDDING. >> THE UNIVERSITY HAS THEIR OWN RFP PROCESS AND BECAUSE THEY ARE WANTING TO SERVE ALCOHOL,
THEY ARE COMING TO US? >> THE UNIVERSITY IS SOMEWHAT SOVEREIGN WITHIN THE CITY LIMITS WHEN IT COMES TO ALCOHOL BEVERAGE LICENSES, THESE DO HAVE TO GO THROUGH THE CITY COUNCIL. WE HAVE NO ZONING AUTHORITY ON CAMPUS, BUT THIS IS ONE OF THE THINGS THAT DOES COME THROUGH THE CITY COUNCIL.
[8.d.1. Bradley Arant Boult Cummings, LLP. State governmental affairs representation services. $7,500 per month.]
QUESTIONS? ALL RIGHT, WE HAVE A MOTION TO SECOND, ALL IN FAVOR, PLEASE SAY AYE. ANY OPPOSED?>> IN THE AMOUNT OF $7500 PER MONTH.
>> MOVE FOR APPROVAL. >> SECOND.
>> I HAVE A MOTION TO SECOND, MR. ADAMS, WILL TURN IT OVER
FOR YOU. >> MEGAN, I HAVE A FEW QUESTIONS I WOULD LIKE TO ASK ABOUT THIS ONE, MR. WILKINS NOTED THAT AUBURN IS THE SEVENTH LARGEST CITY IN THE STATE OF ALBA ALABAMA, RIGHT NOW, CORRECT?
>> CORRECT. >> WHEN WE LOOK AT THE OTHER TOP 10 MOST POPULOUS CITIES IN THE STATE, HOW MANY OF THEM HAVE STATE GOVERNMENT AFFAIRS REPRESENTATION?
>> OUR RESEARCH HAS SHOWN, OVER TIME, NINE OF THE 10,
[00:20:02]
INCLUDING THE CITY OF AUBURN, HAVE HAD SOME KIND OF REPRESENTATION BECAUSE WE HAD TWO MONTHS OF REPRESENTATION LAST YEAR. AT THE PRESENT MOMENT, WE DIDN'T LOOK AT 2023 BECAUSE NOT EVERYBODY HAS SIGNED BACK UP, BUT IN 2022, IT WAS SIX OF THE 10 AND AUBURN WOULD BE THE SEVENTH FOR THE TWO MONTHS THAT WE HAD IT. AND IF YOU WANT TO TAKE IT A STEP FURTHER, THERE ARE 23 CITIES IN ALABAMA THAT HAD REPRESENTATION IN FISCAL 2022 OR CALENDAR 2022 AND FIVE OF THOSE CITIES -- SEVEN TOTAL OF THE BIG TEN, ACTUALLY, IT WOULD BE 24 IF YOU INCLUDE AUBURN, IF AUBURN IS IN THERE, 24 CITIES TOTAL, SEVEN OF WHICH BELONG IN THE BIG TEN, EVERYBODY ELSE FROM GULF SHORES TO ORANGE BEAST BEACH, DETROIT, TO OTHERS, BIG AND SMALL, TINY TOWNS, A VARIETY OF FOLKS HAD REPRESENTATION DURING THAT YEAR. IT COMES AND GO GOES BY CALENDAR YEAR, DEPENDING ON WHO IS DOING WHAT.>> WOULD IT BE FAIR TO SAY THAT THE CITIES THAT DON'T HAVE REPRESENTATION MIGHT BE AT A DISADVANTAGE TO THOSE THAT DO
HAVE REPRESENTATION? >> IT DEPENDS ON EACH CITIES UNIQUE CIRCUMSTANCES, SOME OF THEM ARE FIGHTING TO SPRINT LEGISLATIVE ISSUES, THEY HAVE SPECIAL LEGISLATION THAT THEY NEED TO HAVE. IT DEPENDS ON THE LENS OF THE CITY AND WHAT IS GOING ON FOR THEIR OWN PURPOSES.
>> A COUPLE OF MORE QUESTIONS FOR YOU. WHAT SERVICES WOULD BRADLEY'S REPRESENTATION PROVIDE THAT OUR PUBLIC AFFAIRS DIVISION IS UNABLE TO PROVIDE RIGHT NOW?
>> OUR PUBLIC AFFAIRS DIVISION, AS A MEMO IN YOUR BINDERS COVERS, THEY TRACKED A LOT OF THE LEGISLATION THAT COMES AND GOES THROUGH THE LEGISLATURE. ONE OF OUR BIGGEST CHALLENGES IS, WE DON'T HAVE A PRESENCE IN MONTGOMERY YEAR ROUND AND WE ARE CERTAINLY NOT AT ALL THE ASSOCIATION MEETINGS, DIFFERENT GATHERINGS UP AND DOWN THE STATE. THIS PARTICULAR FIRM AND MANY OTHER LOBBYISTS ARE AND WHAT WE NEED IS OUR OWN LEGISLATURES, AND WE HAVE AN EXCELLENT -- RELATIONSHIP WITH THEM, WE CAN COLLABORATE MUCH CAPITAL WE DON'T ALWAYS ASK THEM TO DO IS LOBBY OTHER LEGISLATORS ON BEHALF OF THE CITY OF AUBURN. THEY DON'T HAVE THE LEGAL EXPERTISE AND THAT IT IS OUR STAFF TO BREAK DOWN BILLS, LIKE THE MEDICAL CANNABIS BILL THAT WE DISCUSSED, ONE OF THE THINGS THAT IS NOT EVIDENT IN THAT BILL IS, YOU HAVE TO OPT IN OR OUT OF THE DISPENSARIES , BUT THERE IS NO OPTING INTO THE OTHER PROCESSING AND SOME OF THAT GOES IN THAT IS ALLOWED BY STATE LAW, PERIOD. THOSE ARE THE TYPE OF SERVICES THAT THEY PROVIDE, THIS ACTUALLY GIVES US MORE POWER ON-THE-FLY, SO BILLS CHANGE ON A DIME. THEY CHANGE WITHIN FOUR HOURS, OUR LEGISLATURES ARE GREAT ABOUT TEXTING US FROM THE FLOOR, BUT THERE ARE OTHER MOVING PARTS, SOMETIMES, IF WE RETAIN LOBBYISTS, WE HAVE AWARENESS OF CHANGES COMING BEFORE OUR LEGISLATORS. PART OF THIS IS INFORMATION, BUT OUR STAFF DOESN'T HAVE ACCESS TO LEGISLATORS OUTSIDE OF OUR DELEGATION, THEY CANNOT GO VISIT THEM IN THEIR OFFICES AND GET IN THE DOOR. AS A MATTER OF FACT, A LOT OF SIGNS ON THE DOOR, MOST LEGISLATORS SAY, IF YOU'RE NOT FROM THEIR DISTRICT, THEY MAY NOT BE EXCEPT BEING ACCEPTING PEOPLE, BUT LOBBYISTS DO HAVE RELATIONSHIPS AND CAN GET IN. I WANT TO MAKE SURE, AS THE SEVENTH LARGEST CITY IN THE STATE, THAT WE HAVE WHAT WE NEED TO PROVIDE THE BEST SERVICES POSSIBLE TO OUR CITIZENS AND WE ARE ALSO VERY MUCH FIGHTING THE FRAGMENTATION OF THE AUTHORITY IN WHICH THE CITY COUNCIL HAS TO DO THE BUSINESS OF THE CITY OF AUBURN IS ERODING OVERTIME. BYLAW CHANGES, AND I WANT TO MAKE SURE WE ARE AS UP TO SPEED AS POSSIBLE, TO KEEP YOU INFORMED, TO KEEP OUR LEGISLATIVE DELEGATION INFORMED ABOUT WHAT IS GOING ON AND HOW IT IMPACTS THE CITY TO MAKE SURE WE ARE DOING THE BEST WE CAN FOR THE
CITY OF AUBURN AT ALL TIMES. >> WOULD IT BE SAFE TO SAY THAT EVEN THE ITEM WE HAVE FURTHER IN OUR AGENDA, 9B, THAT SPEAKS TO THE REGULATION AND JURISDICTIONS THAT COULD HAVE BEEN, MAYBE, -- I DON'T KNOW THE RIGHT WORD. WE COULD HAVE HAD A LOT MORE TO SAY ABOUT THAT IF WE HAD REPRESENTATION OUTSIDE OF OUR LEGISLATORS WHO I WOULD LIKE TO ECHO, DO AN AMAZING JOB REPRESENTING AUBURN AND OUR INTEREST, BUT THAT IS ONE AREA WHERE, YOU KNOW, WE ARE CREATING A LOT OF GRAY
LINES AND CONSERVATION. >> ABSENTLY, WE HAVE HAD MAJOR PROBLEMS IN THE POLICE AND PLANNING JURISDICTIONS, PLAYING JURISDICTION JUST SHRUNK IN JANUARY, IT HAS BEEN A BIG DEAL
[00:25:06]
TO US. WE WERE NOT IN A POSITION TO KNOW ENOUGH ABOUT THIS LEGISLATION, I MEAN, WE WERE TRACKING THE BILL, BUT THE INNER WORKINGS OF THINGS THAT ARE GOING ON, DISCUSSIONS THAT ARE BEING HAD, WE DIDN'T KNOW THIS BILL WAS COMING PRIOR TO THE SESSION. THERE ARE THINGS WERE PART OF DOING THIS, THIS IS A YEAR-ROUND ACTIVITY, YOU NEED TO KNOW WHAT BILLS ARE CIRCULATING, WHAT BILLS MAY DROP, CAN WE INFLUENCE THESE, TO GET THAT ONE SENTENCE IN THAT MAKES A BIG IMPACT FOR THE CITY OF AUBURN, THAT IS IMPORTANT TO ME SO WE CAN CONTINUE TO CONDUCT OUR BUSINESS. I ABSOLUTELY BELIEVE, SOME OF THOSE THINGS, BELIEVE ME, OUR LOCAL LEGISLATORS TRY EVERYTHING TO ASSIST US IN ANY WAY THEY CAN AND ARE EXTREMELY COMMUNICATIVE. THIS IS ABOUT FAR MORE THAN OUR LOCAL LEGISLATORS, THIS IS ABOUT OUTSIDE OF THAT GROUP. IF THIS PERSON CAN BE AN ASSET OR THIS FIRM , TO THEM, IN ANY WAY, SHAPE, OR FORM TO HELP THE DELEGATION GET THINGS DONE BY PROVIDING ELLA MAE INFORMATION. THEY ARE WELCOME AT ANY TIME TO COLLABORATE TOGETHER ON OUR BEHALF. THAT IS IMPORTANT.>> HASN'T THIS FIRM ALREADY BEEN GREAT VALUE TO US AT THE FEDERAL LEVEL BY HELPING US TO SECURE $3 MILLION IN
PREPARATIONS? >> $3 MILLION AND WE JUST GOT ANOTHER MILLION DOLLARS COST OF $4 MILLION IN APPROPRIATIONS AND HAVE MORE TO COME AT THE FEDERAL LEVEL. AT THE STATE LEVEL, YES, WE ARE AWARE OF GRANTS, NOT ALL OF THEM, AND THIS FIRM WOULD BE INVOKED TO HELP US MAKE SURE WE ARE NOT MISSING ANYTHING, THE DIVIDENDS ARE PAID IN MANY WAYS TO US. OUR RETURN ON INVESTMENT COMES FROM THE LEGISLATIVE THINGS THAT THEY DO AND THE BILLS THAT THEY HELP US MODIFY OR UNDERSTAND BETTER OR DO THE THINGS THAT ARE NEEDED TO BE DONE FOR THE CITY OF AUBURN. I WANT TO REMIND YOU, A LOT OF YOU HAD A QUESTION LAST TIME, THE COUNCILMEMBERS THAT WERE DEALING WITH IT IS, WHAT IS GOING ON WITH THE 7500? IT IS A MONTH TO MONTH CONTRACT AND WE CAN'T CANCEL IT, IF THE GOVERNING BODY COMES BACK, IF YOU APPROVE THIS AND SAYS TO ME, CITY MANAGER, WE WANT TO VOTE ON NOT CONTINUING, WE CAN CHOOSE TO NOT CONTINUE, BUT WE CAN'T JUMP IN AND OUT OF THE GAME. WE JUMPED IN FOR TWO MONTHS LAST YEAR, WHAT I MEAN IS, WE EITHER NEED TO SAY SOMEBODY REPRESENTS US OR THEY DON'T, BECAUSE THEY HAVE OTHER PEOPLE THAT THEY CANNOT REPRESENT AND THAT IS NOT -- IT'S A NORMAL THING TO DO THIS, BRADLEY ALSO REPRESENTS THE CITY OF TRUSTFUL. IT IS NORMAL TO DO THIS, TO THE EXPENSES, THERE ARE NO EXPENSES. WE HAVE BEEN CHARGED 04 EXPENSES, WHERE EXPENSES WOULD COME IN AND FEDERAL OR STATE IS WE ASKED THEM TO MAKE A SPECIFIC TRIP TO WASHINGTON, D.C. WITH US AND THEY ARE NOT GOING TO BE THERE OTHERWISE. WE MIGHT PAY FOR TIME ON THAT, NOW, IF THEY ARE CONDUCTING BUSINESS FOR OTHER CITIES AND THINGS THAT GETS FRAGMENTED AT THE STATE LEVEL, WE WERE NOT CHARGING THE TWO MONTHS THAT WE PREVIOUSLY DID A CONTRACT, ONE NICKEL, FOUR EXPENSES. IF I ASKED THEM TO GO TO A MEETING IN FAIRHOPE, ONLY ON BEHALF OF THE CITY, WE MIGHT PAY THOSE EXPENSES, BUT OTHERWISE, THEIR OFFICE IS IS IN BIRMINGHAM AND MONTGOMERY.
EXPENSES HAVE TO BE APPROVED BY ME AND I'M NOT APPROVING ANY EXPENSES THAT ARE NOT NECESSARY, NOR AM I ASKING THEM TO DO UNNECESSARY THINGS. I GET BILLED MONTHLY, THEY WOULD LET ME KNOW AHEAD OF TIME THAT THERE'S GOING TO BE AN EXPENSE. THE LEGAL EXPERTISE IS PARAMOUNT AS A MANAGER, COUNCIL FORM OF GOVERNMENT IN A CLASSIC CITY, IT IS VERY IMPORTANT THAT I CAN TELL OUR ENTIRE TEAM AND WE CAN CLEARLY UNDERSTAND HOW THIS LEGISLATION IMPACTS OUR DAILY OPERATIONS, HOW WE BOW GO ABOUT THINGS, WHAT THE REQUIREMENTS ARE, SO WE DON'T MISS ANYTHING, BUT WE ALSO MAKE SURE WE ARE PROPERLY IN CEMENTING AND CEMENTING. WE HAVE AN INTERNAL LEGAL TEAM, BUT THAT IS NOT THEIR SOLE FOCUS, PROBABLY RECOMMEND BRADLEY REPRESENTS US, AND I WANT TO CONTINUE TO HAVE THOSE POWERS AND I PRAY SEPARATELY FOR THOSE CONSTITUTIONAL
REPARATIONS. >> LASTLY, FROM MY PERSPECTIVE, SPEAK TO THE LEGAL MUNICIPALITIES AND ALABAMA ORGANIZATION THAT WE ARE PART OF AND HOW THEY ARE NOT NECESSARILY LOBBYING ON OUR BEHALF, BUT AS A WHOLE FOR THE
ASSASSINATION ASSOCIATION. >> THAT'S ACCURATE. I WAS THE IMMEDIATE PAST PRESIDENT OF THE ECONOMIC DEVELOPMENT ASSOCIATION OF ALABAMA, THAT IS AN ECONOMIC DEVELOPMENT ASSOCIATION IN THE STATE, THAT GROUP DOES NOT DO ANY LOBBYING ON THE BEHALF OF THE CITY OF AUBURN, PERIOD. THEY DO LOBBYING ON BEHALF OF ECONOMIC DEVELOPMENT INTEREST WITHIN THE STATE, MAINLY FOR LEGISLATIVE ITEMS INVOLVING INCENTIVES THAT
[00:30:01]
IMPACT EVERY CITY AND COUNTY AND ENTITY IN THE STATE THAT IS DOING ECONOMIC DEVELOPMENT. SO THAT IS NOT A -- WE ARE NOT PAYING OUR MEMBERSHIP WE SEE FOR MANY OF THOSE THINGS, IT DOES ADVOCATE FOR THOSE INTERESTS, BUT IT IS NOT SPECIFICALLY ON BEHALF OF THE CITY OF AUBURN. IN FACT, A FEW YEARS AGO, WE GOT WORKING WITH OUR LEGISLATORS, SOMETHING STUCK INTO IN ECONOMIC DEVELOPMENT BILL, HANDLED BY PHILIP DUNLAP IN TEAM TO HELP THE CITY OF AUBURN FOR SPECIFIC INDUSTRIAL NEEDS THAT WE HAVE AND THE ECONOMIC DEVELOPMENT ASSOCIATION DID NOT ADVOCATE FOR AMENDMENT, OUR LEGISLATORS DID AT OUR REQUEST. THEY DO ASSIST ON THINGS, THEY HAVE OVER 400 PLUS MEMBERS, TO SAY THAT WE COULD RELY ON THE -- TO TAKE THE CITY OF AUBURN'S INTEREST AND ADVANCE THAT WHEN THEY HAVE 400 OTHER CITIES TO ANSWER TO, WE CANNOT DO THAT. THEY DO LOBBY ON BEHALF OF BIG PICTURE, GREATER THINGS FOR CITIES, BUT NOT SPECIFICALLYFOR WHAT WE NEED. >> IT'S BEEN SAID TONIGHT THAT THIS IS ABOUT SENATORS AND LEGISLATORS AND A LOT OF IT IS, BUT IT IS ALSO ABOUT THE EXECUTIVE DIVISION OF OUR STATE, THE GOVERNOR'S OFFICE. WORKING WITH HER STAFF, IT IS ALSO ABOUT EVERY OTHER ENTITY IN OUR STATE THAT HAS A LOBBYING GROUP, WHETHER THAT IS TEACHERS, DOCTORS, HOSPITALS, HOMEBUILDERS, ROAD BUILDERS. YOU NAME IT, REALTORS. THEY ALL HAVE LOBBYING GROUPS. THAT ADVOCATE ON THEIR BEHALF. IT IS ALSO ABOUT STATE DEPARTMENTS, NO MATTER WHAT DEPARTMENT IT IS, IN THE STATE, IT'S ABOUT WORKING WITH THEIR LEADERSHIP AND WHAT THEIR PLANS ARE. IT IS ALSO ABOUT -- IT COULD POTENTIALLY BE ABOUT 365 DAYS A YEAR. WHAT WE ARE GOING TO SEE HERE IN THE NEXT 30 DAYS, THEY GET STARTED IN MONTGOMERY , IS A BUILDUP AND THE FINALITY OF WHAT HAS BEEN GOING ON OVER THE LAST EIGHT OR NINE MONTHS AS LEGISLATURES AND LOBBYISTS AND COMMUNITIES HAVE BEEN COMING TOGETHER AND PUTTING THEIR HEADS TOGETHER AND PUTTING THEIR PLANS, WHAT ARE OUR NEEDS? WHAT ARE OUR CONCERNS? WHAT WE WANT TO PUT INTO THE SESSION IN 2023? YOU'RE GOING TO SEE THAT PLAY OUT IN MONTGOMERY OVER THE NEXT COUPLE OF MONTHS, BUT THERE HAS BEEN MEETING AFTER MEETING, WORK AFTER WORK GOING ON OVER THOSE TOPICS OVER THE LAST MONTHS. SO YOU HAVE SOMEBODY THAT IS CONTINUOUSLY LOOKING OUT FOR US THAT IS IN THE MIDDLE OF THOSE MEETINGS, THAT IS LISTENING, STATEWIDE, AND HAS A PERSPECTIVE AND AN ABILITY TO GET IN THE DOOR AND PARTICIPATE IN CONVERSATIONS WITH PEOPLE WERE MAKING DECISIONS THAT COULD EVENTUALLY POTENTIALLY COME INTO OUR WORLD. COULD COME INTO CONFLICT FOR US OR BE AN ASSET TO US. YOU JUST NEVER KNOW, BUT THESE PEOPLE ARE DOING THE HARD WORK OUT THERE, LISTENING WELL ON OUR BEHALF. WE ARE THE SEVENTH BIGGEST CITY AND GROWING, IT HAS BEEN STATED, THE OPPORTUNITIES FOR US ARE IMMENSE, BUT I THINK IT IS ALSO IMPORTANT FOR US TO KNOW THAT WE HAVE GOT TO BE PROTECTIVE AND, SOMETIMES, WE HAVE TO PLAY DEFENSE. IT IS IMPORTANT FOR US TO HAVE ALL OF THE TOOLS THAT WE CAN POSSIBLY HAVE IN OUR TOOLBOX. YES, SIR ? AND THE QUESTIONS OF COUNCILMAN ADAMS AND WITTEN AND THE MAYOR. I THINK MOST OF MY QUESTIONS WERE ANSWERS, WITH POSSIBLE EXCEPTION OF, HOW DIFFICULT IT IS TO DRAFT LEGISLATION WITHOUT THE HELP OF A FIRM SUCH AS THIS?
>> EXTREMELY DIFFICULT. THE CITY DOES NOT DRAFT LEGISLATION, WE NEED A LEGAL TEAM TO DO THAT. I LEGISLATORS ALSO HAVE ASSISTANCE THROUGH THEIR OWN RESOURCES, AS GRANTED THAT THE STATE, THAT THEY HAVE PEOPLE THAT DRAFT LEGISLATION FOR THEM, MEANING THAT THAT IS PART OF WHAT COMES OF THEIR ROLE. WE DON'T DRAFT LEGISLATION OURSELVES, WE CAN TELL SOMEBODY WHAT IDEA WE HAD, WE HAVE TO HAVE A LEGAL TEAM
>> I JUST WANT TO EMPHASIZE THE YEAR-ROUND IMPORTANCE, THIS IS A MONTH TO MONTH CONFERENCE , BUT IT IS YEAR-ROUND, AS RON SAID. THERE ARE MEETINGS HAPPENING ALL THE TIME, I'M FROM MONTGOMERY, I WORKED IN A VERY REGULATED INDUSTRY IN THINKING. I CAN'T IMAGINE WHAT IT WILL BE LIKE IF WE DID NOT HAVE SOME LOBBYISTS HELPING US IN A LEGISLATIVE FIELD TO GET RID OF SOME OF THOSE REGULATIONS. IT HELPS TO HAVE THAT, THOSE MEETINGS ARE HAPPENING ALL THE TIME AND
[00:35:05]
LIKE RON SAID, WHAT IS ABOUT TO HAPPEN IS A CULMINATION OF EVERYTHING THAT HAS BEEN GOING ON SINCE THE SESSION ENDED LAST. SO I THINK IT IS VERY IMPORTANT TO LOOK AT THE YEAR-ROUND ASPECT AND, AS WE GET TO THIS CONTRACT AGAIN LAST YEAR, WE CAN LOOK AND SEE THE RETURNS THAT WE'VE HAD ON THE MONEY THAT WE SPENT, NOT JUST ON THE DOLLARS AND CENTS STANDPOINT, BUT FROM A LEGISLATIVE STANDPOINT AND WHAT WE CAN SEE ON PAPER AND REALIZE WHAT WE'VE DONE.THAT'S GOING TO BE VERY, VERY IMPORTANT FOR US, SO I THINK IT IS A VERY IMPORTANT THING FOR US TO, YOU KNOW, WE DON'T HAVE TO LOVE HOW THE GAME IS PLAYED IN MONTGOMERY, BUT THIS IS THE PART OF THE WAY IT'S PLAYED AND FOR US TO CROSS ARMS BECAUSE THEY DON'T LIKE IT, I THINK WE ARE MISSING OUT ON THIS GREAT OPPORTUNITY. FOR OUR SITTER REASONS CITIZENS HERE IN
AUBURN. >> I FORGOT TO MENTION, I HAVE TOTAL CONFIDENCE IN THE PEOPLE WHO ARE ELECTED TO SERVICE IN MONTGOMERY. JOE HAS DONE A GREAT JOB, HE'S BEEN GIVEN IN A GREAT COMMITTEE ASSIGNMENT AND HE DOES A FANTASTIC JOB AND I AM EXCITED TO WATCH HIM SERVE US. I'M THANKFUL THAT HE CHOSE TO MAKE THIS A PART OF HIS LIFE. I AM ALSO TRANQUIL FOR PEOPLE LIKE PEBLEY MORIN AND RANDY PRICE, WHO REPRESENT PIECES OF US AND DO A GREAT JOB AND THEY ARE VERY CONFIDENT ABOUT WHAT IS IN AUBURN'S BEST INTEREST AND I'M TRANQUIL FOR
THEM AS WELL. >> THIS CAME UP LAST TIME I OPPOSED IT, BECAUSE I DON'T BELIEVE THAT LOBBYISTS ARE THE DIRECTION THAT WE NEED TO TAKE. YOUR ABILITY TO DO A MONTH-TO-MONTH CONTRACT, WHAT IS YOUR ABILITY?
>> 40 $1400 . >> YOU HAVE THE ABILITY TO
CONTRACT IT UNDER THAT LIMIT? >> I DID THAT IN THE SPRING OF
2022. >> YOU CAN PROCEED WITH THIS NO MATTER WHAT WE DO, IF YOU NEED SOMETHING IN THE NEAR TERM, WE TALK ABOUT THE NEXT THREE MONTHS.
>> I CAN ONLY DO TWO MONTHS, AT THE END OF THE DAY, THE CHALLENGE I HAVE WITH THAT, AND I AGREE WITH YOU AND WHAT YOU'RE SAYING IS, WE CAN JUMP IN AND OUT OF THE GAME TWO MONTHS AT A TIME BECAUSE OF THE NATURE AND SESSIONS LAST DIFFERENT TIME FRAMES AND SOMEONE. SO IF WE ARE GOING TO DO THIS, I NEED TO STICK WITH IT, ONE WAY OR THE OTHER, BUT WHAT I AM SAYING IS, TO COUNCIL HIM PERSON COPELAND'S POINT, IF YOU GUYS ARE SAYING, WHAT ARE THE RESULTS OF THIS AND I PROVIDE THE RESULTS AND THAT IS NOT SOMETHING THAT IS SATISFACTORY TO YOU, WE HAVE THE ABILITY. THEY HAVE THE ABILITY AS WE DO, AND BOTH ARE FEDERAL AND THIS PROPOSED STATE CONTRACT TO EXIT AT ANY TIME. IT GIVES YOU THE ABILITY WHERE YOU ARE NOT COMMITTED TO $90,000, YOU ARE ACTUALLY
COMMITTED TO $7500 A MONTH. >> IS THERE A MECHANISM THAT WE COULD PUT INTO PLACE TO, YOU KNOW, MAKE SURE THAT A REVIEW PROCESS OCCURS 12 MONTHS FROM NOW. SHOULD THIS PASS? THAT WE DON'T TEST JUST KEEP ON GOING WITH THE BUSINESS OF GOVERNMENT AND FORGET THAT A REVIEW MAY BE NECESSARY? IS THERE SOME WAY THAT WE CAN LOCK IN, SAY, YOU KNOW, SHOULD IT BE VOTED THROUGH THE -- THAT WE DO ACTUALLY SET THAT TIME TO
REVIEW? >> I THINK IT IS A BEST PRACTICE, I HEAR WHAT YOU ARE SAYING AND IF THE COUNCIL IS COLLECTIVELY ASKING THE CITY MANAGER ON BOTH OF THESE, WE WANT AN ANNUAL UPDATE, I THINK WE'VE GOT TO GIVE YOU AN ANNUAL REPORT ON IT AND WE ARE HAPPY TO THAT. I DON'T SEE THAT YOU HAVE TO TAKE A FORMAL ACTION, IF YOU WANT TO REPORT ON WHAT WE ARE GOING ON, WE WILL BE HAPPY TO PROVIDE THAT.
>> I WAS JUST THINKING, BOB, WHEN IS THE MOST IMPACTFUL TIME TO DO THAT, YOU HAVE A SESSION IN MARCH THAT WILL LAST THROUGH
MAY-ISH . >> WE CAN GET TO THE END OF SESSION, SO IT MAY NOT BE AT THE ONE-YEAR MARK, BUT LET'S PICK A GOOD TIME, AND OF SESSION AS WE CLOSE FEDERAL THINGS, I WILL WORK WITH OUR TEAM AND WE CAN ALSO, AT A GIVEN TIME, BRING THEM BEFORE YOU. THEY'RE HAPPY TO COME, NOT TO CONFUSE THINGS, BECAUSE IT SAYS J DAVIS STEWART, WE HAVE DAVE STEWART, THAT IS WHAT HE IS CALLED AT THE STATE LEVEL AND DAVID STEWART, AT THE FEDERAL LEVEL, BOTH WORKING FOR THE SAME FIRM, SO IT GETS A LITTLE CONFUSING. THEY'RE BOTH HAPPY TO COME AND TALK SO THAT WE CAN ALSO DO THAT , GLADLY.
>> I FEEL CONFIDENT YOU WOULD SHARE WITH US IF WE HAD SOME SUCCESSES THAT COME OUT OF THIS?
>> ABSOLUTELY. THERE'S A LOT GOING ON IN THIS SESSION ALREADY AND A LOT THAT WAS PRE-CIRCULATING AND WE WILL, AND AS WE HAVE SHARED AND YOU HAVE ANOTHER AGENDA ITEM TONIGHT, IT IS THE CULMINATION OF OUR FEDERAL SIDE, WHICH IS
[00:40:02]
DIFFERENT , BUT EVEN DOWN TO THE FEDERAL APPROPRIATIONS AREN'T STOPPING AT THIS TIME. I WILL VEHEMENTLY PURSUE EVERY NICKEL I CAN ON BEHALF OF THE CITY OF AUBURN, PARTICULARLY AS BRADLEY ENGAGES TO DO THE THINGS THAT WE WANT TO DO.>> I JUST WANT TO EMPHASIZE THE IMPORTANCE OF THE RELATIONSHIP OF IT, JUMPING IN AND OUT OF IT DOES NOT DO AS FAVORS IN THE LONG-TERM, AS OPPOSED TO BEING IN FOR AN EXTENDED PERIOD, WHERE THEY ARE WORKING FOR US YEAR-ROUND. WHETHER WE KEEP GOING AFTER A YEAR OR NOT, IT IS LIKE HAVING A -- GUY, I WAS TEXTING MY GUY ON CHRISTMAS EVE AND HE WAS WILLING TO HELP ME WITH THE NEXT GUY THAT DOESN'T HAVE A RELATIONSHIP WITH ME. HE MAY NOT BE WILLING TO JUMP OFF OFF THE COUCH AND HELP ME. WE NEED TO LOOK AT THIS YEAR AND MAKE SURE IT IS STILL WORKING FOR US PROPERLY.
>> I AGREE AND UNDERSTAND, I JUST WANT TO MAKE SURE THAT YOU ARE KEENLY AWARE THAT YOU ARE NOT COMMITTING YOURSELF TO ANYTHING BUT A MOTLEY MONTHLY CONTRACT IF YOU ADOPT THIS.
>> IS THERE ANYTHING YOU CAN SAY ABOUT THAT EXTRA $1 MILLION
THAT I HEARD? FROM THE FEDERAL? >> THAT'S CONGRESSMAN ROGERS, AGAIN, THAT IS NOT ON YOUR AGENDA TONIGHT, THAT IS AN EXTRA MILLION DOLLARS THAT IS GOING BACK TO SOME INTERSTATE SAFETY ISSUES. SO WE ARE WORKING THROUGH THE SPECIFIC PROJECTS FOR THAT AND WE WILL CONTINUE TO PURSUE THINGS LIKE THE OUTER LOOP, FUNDING FOR THAT, ANYTHING THAT FEDERAL DOLLARS FOR QUALIFY FOR, THEY MUST HAVE A REGIONAL IMPACT.
THE ITEM ON THE AGENDA LATER HAS A REGIONAL IMPACT IN THE THINGS THAT WE ARE DOING AT THE AUBURN CENTER. IT'S A REGIONAL THING, WHEN YOU DEAL WITH FEDERAL DOLLARS, MANY TIMES, IT MUST HAVE A REGIONAL IMPACT.

THIS PROPERTY? THE CITY PURCHASED IT WITH TAX DOLLARS AND WE DON'T KNOW IF WE -- WHAT WE PAID OR WHEN WE PAID, BUT WE HAVE NOT BEEN REIMBURSED FOR ANYTHING THAT WE HAVE SPENT ON THIS PROPERTY? SO WE ARE GOING TO GIVE UP A PIECE OF

THE PROPERTY WAS FORECLOSED ON. BECAUSE OF SOME WORK THAT THE CITY DID FOR WATERLINE WORK, SO APPARENTLY WAS SHE WAS UNABLE TO PAY AND THE CITY HAD TO FORECLOSE TO GET THOSE DAUGHTERS. IS THAT WHAT YOU ARE TALKING ABOUT? DID WE GET THOSE DOLLARS? APPARENTLY NOT BECAUSE IT WAS A FORECLOSURE AND SHE HAD A ONE-YEAR RIGHT OF REDEMPTION, WHICH MEANS THAT SHE HAD TO TAKE IT TO COURT WITHIN A YEAR.
>> HAD TO PAY EVERYTHING. >> AND IN ORDER TO GET HER PROPERTY BACK, SHE HAD TO HAVE PAID EVERYTHING THAT WAS DUE AT THAT TIME, THAT IS WHAT THE RIGHT OF REDEMPTION IS ALL ABOUT. SO SHE EXERCISED HER RIGHT, AND GOT A DEED, BUT SHE

>> IN THE BANKING INDUSTRY, AT THIS TITLE WORKS, IF A DEED DID NOT GET RECORDED, SOMETHING DIDN'T GET CLEARED COST OF THIS IS, BASICALLY, ALLOWING THEM A CLEAR TITLE TO THE PROPERTY, OBVIOUSLY, EVERYTHING HAS BEEN RUDE REDEEMED, JUST A MISHAP THAT HAS HAPPENED IN THAT CHAIN OF THE TITLE. IT IS SOMETHING THAT IS ACCIDENTAL, THEY DIDN'T DO WHAT THEY WERE SUPPOSED TO DO, AN ATTORNEY DIDN'T DO WHAT THEY WERE SUPPOSED TO DO AT SOME POINT, IT'S OBVIOUSLY JUST A CLEARING OF TITLE, SO I WOULD IMAGINE, ON A CITY LEVEL, YOU KNOW, IT'S JUST A MATTER OF CLEARING TITLE. SO THAT WE CAN ALLOW THEM TO PURCHASE OR DO
WHATEVER THEY NEED TO DO. >> I UNDERSTAND THAT, HOW THAT REDEMPTION WORKS, INSTANTLY SAYS, THE CITY PURCHASED THE PROPERTY AT A FORECLOSURE SALE. I DON'T KNOW IF THE REDEMPTION INCLUDED REPAYMENT TO THE CITY FOR WHATEVER WE PAID OR NOT. I AM ASSUMING, FROM WHAT YOU ARE SAYING, THAT IS NORMALLY THE

FROM DAVID DORTON, WHAT WE ARE DOING IS CLEANING UP OUR REGULATIONS IN CITY CODE TO MATCH WITH THE NOW PAST STATE LAW SAYS NOW THAT WE ARE DONE WITH RETRACTIONS, I THINK, TO EXPLAIN TO EVERYBODY, OUR POLICE JURISDICTION IS NOW FROZEN AT THREE MILES FROM THE CITY LIMITS AS THEY WERE IN JANUARY OF 2021. WHEN WE ANNEX PROPERTY, OR POLICE JURISDICTION NO LONGER GROWS THE BOUNDARY DOESN'T GO ANY FURTHER, BUT IT DOES ENCOMPASS THAT PROPERTY. AT SOME POINT, THE CITY LIMITS WILL CATCH UP TO THE POLICE JURISDICTION AND WHAT THAT WOULD LEAVE ARE TWO THINGS, COUNTY ISLANDS, WHICH WE WOULD STILL CONTROL, BECAUSE THEY WOULD BE WITHIN OUR ORIGINAL BOUNDARIES, AND WE CAN MAKE AGREEMENTS WITH THE LEE COUNTY SHERIFF'S OFFICE TO PATROL OTHER AREAS, MATTHEW IS CORRECT, YES. THAT'S THING ONE, ARE PLANNING JURISDICTION HAS STRUNK AS OF JANUARY 2023, ALL THE WAY DOWN TO 1.1 MILES.
THAT WILL GROW AS -- THAT ONE .5 MILES, EVERY TIME HE MOVED THE CITY LIMITS LINE, IT IS ONE .5 MILES FROM THE CURRENT CITY
LIMITS. >> BUT THE POLICE JURISDICTION
DOES NOT? >> NO, NOT ACCORDING TO THE SPILL. SOME OF THIS, BEFORE THE LEGISLATURE, WAS ABOUT TAXATION AND THAT WAS ONE OF OUR BIG STICKING POINTS.
OTHER THAN CIGARETTES AND GASOLINE, WE DO NOT TAX ANYONE FOR ANY REASON IN THE POLICE JURISDICTION, SO THAT IS ONE OF THOSE BILLS THAT WE GOT RUNG UP IN AN HOUR POLICE HAVE LONG BELIEVED THAT THEY WANTED TO PATROL A LARGER POLICE JURISDICTION AND, WILL, DO YOU WANT TO TOUCH ON THAT AS TO THE
WHY A LITTLE BIT? >> THE MAIN REASON WE HAVE A POLICE JURISDICTION IS TO COVER THOSE ADJACENT AREAS BECAUSE OF THE WAY THAT THE CITY ANNEXES, WE HAVE A LOT OF POCKETS OF IN AND OUT OF INCORPORATED AREAS. IT MAKES SENSE FOR OUR POLICE OFFICERS TO CONTINUE TO PATROL THOSE AREAS AND HAVE ENFORCEABLE POWERS IN THOSE AREAS. BECAUSE IT MAY BE RIGHT ACROSS THE STREET FROM AN ANNEX PROPERTY, YOU WILL HAVE AN UN-ANNEXED PROPERTY. IT'S JUST EFFICIENT.
>> WE WANT TO MAKE SURE THAT WE HAVE BEEN WAITING FOR SOME TIME TO CLEAN UP CITY CODE TO MATCH THIS AND WE ARE WAITING TO PAST THE JANUARY DEADLINE, WHERE THE PLANE PLANNING JURISDICTION

>> ABSOLUTELY, THERE WOULD BE.
>> I MEAN, EXISTING ONES? >> YES BECAUSE THE JURISDICTIONS HAVE SHRUNK, CORRECT. BECAUSE WE HAVE LOST DISTANCE, YES, THIS BILL HAS CAUSED US -- IT'S NOT
SIGNIFICANT REVENUE. >> WE WENT FROM 145 DOWN TO
THREE? >> YES, BUT IT'S NOT A SIGNIFICANT AMOUNT OF REVENUE. ABSOLUTELY, WE ARE ALSO NOT ABLE TO, UNLESS WE HAVE OTHER ARRANGEMENTS, PATROL IN THOSE
AREAS ANYMORE EITHER. >> I WAS SURPRISED WHEN ASKED A QUESTION ABOUT THE TAXES EARLIER THIS WEEK, 400,000 OR
SOMETHING, RIGHT? >> THE POLICE JURISDICTION PLUS THE CITY LIMITS, YEAH, THAT'S ALL OF IT.

UNFORTUNATELY, THE ECONOMIC DEVELOPMENT DEPARTMENT HAD BEEN PURSUING FUNDING SOURCES FOR A WHILE, BUT AT THE END OF THE DAY, WHEN YOU GET FEDERAL PREPARATIONS TO THIS PARTICULAR ACT, THE CONDUIT AGENCY AT THE FEDERAL LEVEL IS THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. WHILE THAT AGENCY ALSO HELPS WITH OUR BLOCK GRANT AND MANY OTHER GRANTS, THESE ARE COMPLETELY UNRELATED AND THIS PARTICULAR GRANT IS ONLY ALLOCATED FOR THIS SPECIFIC PURPOSE AS PUT IN OUR GRANT APPLICATION FOR AN EXPANSION AT THE AUBURN CENTER FOR DEVELOPING INDUSTRIES. THAT IS THE REASON HEAD IS THERE, THEY ARE THE CONDUIT FOR GRANT PAPERWORK.

INFORMATION. >> SURE. FOR THE LAST -- FOR GOOD? FOR THE LAST 2 1/2 YEARS, WE HAVE BEEN INVOLVED IN THE SCHOOL OF ENGINEERING TO THE DEPARTMENT OF DEFENSE AND ADVANCED MANUFACTURING TRAINING, PARTICULARLY CNC MACHINING. I DON'T KNOW IF ANY OF YOU HAVE HAD AN OPPORTUNITY TO SEE THAT, BUT IT IS PRODUCT PROJECT M AND G, CHRIS ROBERTS AND HIS STAFF, KIND OF, PUT TOGETHER A TEAM APPROACH. THIS IS A MAJOR PARTNERSHIP, PROBABLY DOESN'T HAVE AS MUCH PRESS AS PEOPLE WOULD LIKE US TO DO, BUT WHAT WE ARE DOING IS VERY UNIQUE. IT IS PROBABLY THE MOST SOPHISTICATED MACHINING CENTER OUTSIDE OF NASA IN THE WHOLE STATE AND WE'VE GOT EVERY KIND OF MACHINE YOU COULD IMAGINE FROM THE MG, HAAS, SO WE ARE DOING A LOT OF INDIVIDUAL TRAINING FOR COMPANIES, AS WELL AS UNIVERSITY STUDENTS. SO WE DO UPGRADE TRAINING, WE ARE NOT A JUNIOR COLLEGE , A JUNIOR COLLEGE DOES THAT, BASIC MACHINING, BUT WE DO UPGRADE, WE TAKE SOMEONE THAT UNDERSTANDS PRODUCTION MACHINING, WE CAN THEN PUT THEM ON A FIVE AXIS MACHINE, IF YOU UNDERSTAND WHAT I AM TALKING ABOUT, TO DO VERY SOPHISTICATED ADVANCED MANUFACTURING TECHNIQUES. WE ALSO HOUSE IN THE CENTER, THE UNIVERSITY HAS THIS MACHINE, ONE OF ONLY TWO OF THREE WATER JET CUTTERS IN THE ENTIRE STATE, VERY ADVANCED TECHNOLOGICAL EQUIPMENT TO DOING PRECISION CUTTING. WHAT WE HAD A NEED FOR IS A CENTERPIECE WHERE WE COULD DO CONFERENCES AND MORE CLASSROOM TYPE INSTRUCTION. WE STARTED WORKING ON A CONCEPT OF DIVINING DESIGNING A CENTER, A BUSINESS CENTER, WOULD SIT IN THE MIDDLE OF THAT PARKING AREA. IF YOU ARE FAMILIAR WITH ACDI , THESE ARE SPECIFICALLY TARGETED CONFERENCES DEALING WITH SOPHISTICATED ADVANCED MANUFACTURING, ADDITIVE MANUFACTURING, OTHER TECHNIQUES, SO OUR GOAL IS TO CREATE A TRAINING CENTER THAT WILL ENHANCE OUR WORKFORCE DEVELOPMENT TO MAKE AS A TECHNOLOGY CENTER. THE VISION FOR US IS NOT JUST TO BE A WIDGET ASSEMBLER OPERATION.
[01:00:07]
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

WHAT A PHENOMENAL AMOUNT OF INFORMATION PROVIDED TO THE CITIZENS AND IT'S OBVIOUS YOU HAVE A GREAT COMMAND OF KNOWLEDGE IN THAT AREA, I APPRECIATE THE QUESTIONS FROM THE COUNCIL. AND THE ANSWERS THAT WERE PRESENTED. I WANTED TO CIRCLE BACK TO YOUR LAST MEETING, WHERE Y'ALL PASSED THE BUSINESS LICENSE REVOCATION ORDINANCE, AMENDED, AND I WANTED TO TELL YOU THAT I APPRECIATE YOU DOING THAT. I KNOW, A LOT OF TIMES, Y'ALL ARE SPENDING A GREAT AMOUNT OF EFFORT, TIME, FIELDING A LOT OF QUESTIONS FROM YOUR CITIZENS, AND IT TAKES UP A LOT OF TIME. I JUST WANTED TO TAKE THE TIME TO THANK YOU ALL FOR DOING THAT, I KNOW IT IS NOT ALWAYS EASY, I JUST WANTED TO SAY THANK YOU.

>> HI, I'M STAN REEVES, I LIVE AT 2137 CONSERVATION DRIVE AND I APPRECIATE THE MAYOR AND CITY COUNCIL FOR YOUR SERVICE. I AM HERE TO EXPRESS CONCERN OVER REGULAR ENTRENCHED ABUSES THAT I SEE HAPPENING ON THE PART OF STUDENT RENTAL REAL ESTATE COMPANIES IN THE CITY OF AUBURN. THERE IS A POWER IMBALANCE ON THE SIDE OF RENTERS -- ON THE SIDE OF THE REAL ESTATE AGENTS OVER STUDENTS THAT IS HARD TO JUSTIFY. AND HARD TO IGNORE. MOST STUDENTS ARE NOT RESIDENTS OF AUBURN, THEIR PARENTS DON'T LIVE IN TOWN, THEY CAN'T EASILY WALK INTO AN OFFICE AND CONFRONT SOMEONE WHO IS BEING UNREASONABLE. MANY OF OUR STUDENTS ARE INTERNATIONALS WHO ARE NOT FAMILIAR WITH OUR SYSTEM AND HOW IT WORKS. I HAVE SEEN THIS SITUATION FOR MANY YEARS AS AN ACADEMIC SUPERVISOR OF INTERNATIONAL GRADUATE STUDENTS, AND I HAVE SEEN IT UP CLOSE AND PERSONAL WITH FOUR CHILDREN TOO FAR, HAVING ATTENDED AUBURN AND HAVING BEEN SUBJECTED TO UNREASONABLE POLICIES, FRAUDULENT MOVEOUT, INSPECTION CLAIMS AND UNRESPONSIVENESS TO MAINTENANCE REQUESTS. AS LONG AS WE ALLOW THESE COMPANIES TO IMPOSE UNFAIR PRACTICES ON STUDENTS, WE MAKE FOR A NEGATIVE EXPERIENCE FOR ALL OF OUR STUDENTS RESIDENCE AND WE MAKE OUR CITY LOOK BAD. MOST, IF NOT ALL OF THE PENALTY RENTAL COMPANIES, STUDENTS ARE REQUIRED TO PLAY TO PAY A FULL 12 MONTH READ, YOU WOULD THINK THAT MEANS THEY GET TO STAY THERE FOR 12 MONTHS, BUT THAT IS NOT TRUE. THEY CLAIMED THAT THEY NEED THE FIRST WEEK OR TWO OF AUGUST TO MAINTAIN THE APARTMENTS BEFORE STUDENTS CAN MOVE IN, AND THAT MIGHT BE UNDERSTANDABLE IF THE STUDENTS WERE PAYING NOT FOR THAT TIME, BUT THEY PAY FOR THE FULL
[01:05:04]
MONTH OF AUGUST AND GET TO LIVE THERE FOR TWO OR THREE WEEKS.STUDENTS, ESPECIALLY INTERNATIONAL STUDENTS WHO CANNOT GO HOME AT THE END OF THE SUMMER, ARE OFTEN LEFT CRASHING ON THE FLOOR TO OTHER STUDENTS WHO ARE NOT MOVING AND SOMEHOW, DEALING WITH ALL THEIR STUFF IN THAT IN BETWEEN TIME.
MY SON, WILSON, JUST MOVED INTO HUGO NORTH IN THE FALL. HE WAS NOT ALLOWED TO MOVE IN UNTIL THE DAY BEFORE CLASSES STARTED, AUGUST 15TH, IT IS A TERRIBLE WAY TO GET HIS SEMESTER ROLLING, WHEN THERE IS NO TIME TO MOVE IN AND GET SETTLED IN.
OF COURSE, WE PAID FOR AN ENTIRE MONTH OF RENT DURING THAT MONTH. RENTAL COMPANIES AND KNOW EXACTLY WHEN THE TRANSITION IS AND THEY KNOW WELL IN ADVANCE HOW EXACTLY HOW MANY UNITS ARE TURNING OVER. IT SHOULD BE ON THEM TO STAGGER, TO HIRE TEMPORARY MAINTENANCE TO DEAL WITH THE TRANSITION, IT SHOULDN'T LEAVE STUDENTS TEMPORARILY HOMELESS WHILE PLAYING FOR THE INSULT . I'M ASKING THEM TO LOOK INTO THE CITY ORDINANCE THAT WOULD NOT LEAVE OUR STUDENTS TEMPORARY HOMELESS AND PAYING FOR THE PRIVILEGE. I COULD GO ON WITH SEVERAL OTHER ANECDOTES AND PERSONAL OBSERVATIONS IN TERMS OF NOT TAKING CARE OF MAINTENANCE AND BEING FORCED OUT OF AN APARTMENT THAT WAS -- DID NOT REIMBURSE US FOR AN ENTIRE MONTH -- I COULD NAME NAMES AND 44 SO FORTH, BUT I'M JUST ASKING THAT YOU WILL CONSIDER SOMETHING LIKE THAT
THAT ALLOWS -- >> THANK YOU, MR. REEVES.
THANK YOU. >> WHO WILL BE NEXT?
>> GOOD EVENING, EVERYBODY. YESTERDAY, OPENED THE REGISTRATION FOR CAMP KALEIDOSCOPE, WHICH IS ONE OF THE MAYBE THE ONLY SUMMER CAMP OFFERED BY THE SAME FOR THE RESIDENTS OF AUBURN, I AM SO HAPPY THAT SO MANY TIMES YOU GUYS AND THE PEOPLE IN THE CHAMBERS SPOKE ABOUT HOW WE ARE THE SEVENTH LARGEST IN ALABAMA. AND HOW WE HAVE BEEN GROWING FROM 53,000 PEOPLE IN 2010 TO 82,000, SOMEBODY MENTIONED.
YES, CAMP KALEIDOSCOPE HAS ONLY 35 SPOTS. WE GOT EMAILS FROM THE COORDINATOR'S THAT SAID THAT THEY HAVE VERY LIMITED SPACE. NOW, I UNDERSTAND THAT THE CITY OF AUBURN IS VERY BUSY WITH, OBVIOUSLY, IT'S VERY BUSY WITH -- LOOK AT THE AGENDA, WITH EVERYTHING YOU GUYS HAVE TO DECIDE, BUT THE PARENTS WHO STAY IN WORK DURING THE SUMMER HAVE TO DEAL WITH THE KIDS AND THEIR ACTIVITIES . LET ME START WITH SOMETHING, CAMP KALEIDOSCOPE IS FANTASTIC. I HAVE NOTHING BUT POSITIVE THINGS TO SAY ABOUT THAT PROGRAM. MY WIFE AND I HAVE BEEN ENJOYING IT FOR EIGHT YEARS, ALL THREE OF MY CHILDREN LEARNED HOW TO SWIM THERE. THEY LEARNED HOW TO MAKE COOKIES, THEY LEARNED HOW TO MAKE BRACELETS, KNIT, DURING COVID, WHEN THE CAMP WAS CANCELED, I ACTUALLY TAUGHT THEM HOW TO RUN THE DISHWASHER AND WASHING MACHINE. IT IS NOT LIKE I DELEGATE ALL THE DUTIES TO THE CAMP, BUT THE PROBLEM IS, THE REGISTRATION WAS OPEN AT 8:00 A.M. AND AT 8:00 8:01, NO SPOTS LEFT. I SENT AN EMAIL YESTERDAY, I'M NOT SURE IF YOU GOT IT OR NOT, BUT THIS WAS FASTER THAN A BEYONCE CONCERT, RIGHT? WHICH, BY THE WAY, SPEAKS VOLUMES FOR THE PROGRAM THEY HAVE FOR THE CAMP FOR THE SUMMER, BUT THE THING IS, I WOULD LIKE TO ADDRESS THE ISSUE AND ASKED THE CITY TO LOOK INTO THIS BECAUSE IT IS REALLY, REALLY A VERY BIG VOID THAT YOU GUYS CAN EXPLORE. AND GAIN SOME INCOME, IF WE EXPAND THE PROGRAM, I SPOKE WITH A COUPLE OF PEOPLE FROM THE PUBLIC SCHOOL SYSTEM, IT SEEMS LIKE THE SCHOOLS, IN THE SUMMER, ARE UNOCCUPIED. I UNDERSTAND THAT SOME OF THEM HAVE TO BE RENOVATED, HOWEVER, AUBURN HAS BEEN BUILDING COPPER VERY GOOD REASON, MORE AND MORE SCHOOLS, THE SECOND HIGH SCHOOL IS BEING BUILT, RIGHT? THAT MEANS MORE CHILDREN ARE COMING, SO FOR EXAMPLE, RIGHT NEXT TO THE PLAYGROUND THAT WE JUST DISCUSSED EARLIER IN THIS MEETING , IN WALKING DISTANCE FROM THE SWIMMING POOL, A GREAT NEW PLAYGROUND IN THE BACKYARD. I'M SORRY, I'M NOT FAMILIAR WITH THE SOCCER FIELD RIGHT NEXT TO IT, BUT IT'S A FABULOUS SILLY THAT WE CAN UTILIZE. I JUST WANT TO ENCOURAGE THE CITY TO LOOK INTO THIS AND THE DIRECTOR OF THE PROGRAM SAID THAT SHE WILL ACCEPT ALL THAT ARE WAITLISTED IF THEY FIND A SPOT AND A PLACE TO EXPAND THE PROGRAM. THANK YOU.
>> THANK YOU FOR YOUR COMMENT. I MEAN, WE ARE IN THE PROCESS OF BUILDING A NEW COMMUNITY CENTER, THIS WAS CERTAINLY ONE OF THE REASONS WE FELT THE NEED TO DO IT, FOR THIS PARTICULAR PROGRAM. WE HAVE GOT MORE THAT WE NEED TO BUILD, FROM A CITY PERSPECTIVE, BUT I APPRECIATE WHAT YOU ARE SAYING AND I WOULD
[01:10:02]
SAY TO YOU THAT WE ARE WORKING ON IT.>> WE ARE RECEIVING THE EMAILS, MEMBERS HAVE SHARED IT WITH ME AND WE WILL BE RESPONDING DIRECTLY.

THE DOG ALSO DID IT TWO TIMES DURING MEMORIAL WEEKEND LAST YEAR AND I HAD TO CALL ANIMAL CONTROL TO LOOK INTO THAT AND I THINK, THIS TIME, THEY FINALLY -- I GUESS THEY FINALLY RETRIEVED HIM. SO LET ANIMAL CONTROL KNOW THAT I APPRECIATE WHAT THEY DID. ON THE SECOND ITEM TONIGHT, IN REFERENCE TO THE CITIZENS ACADEMY AND THE PUBLIC SAFETY ACADEMY, I HAD A QUESTION OR CONCERN ABOUT THAT AS TO WHETHER THEY WILL -- LET'S SEE, THERE WILL BE ROOM FOR ANY DISCUSSION OR DIALOGUE AS TO HOW A CITIZEN WOULD HANDLE A SITUATION LIKE WHAT HAPPENED LATE NOVEMBER ON MARTIN LUTHER KING DRIVE.
ACCORDING TO THE INFORMATION, POLICE WERE RESPONDING TO THE PHONE CALL THAT WAS TO A CONCERN THAT WAS MADE BY A CITIZEN AND I AM JUST WONDERING IF THAT IS GOING TO BE TAKEN INTO CONSIDERATION, YOU KNOW, SO THAT WE CITIZENS CAN DO OUR PART. SO THAT, HOPEFULLY, WE CAN AVOID, YOU KNOW, THE CAVITY TRAGEDY THAT HAPPENED WITH MR. GARY. I THANK YOU VERY MUCH FOR THAT. I APPRECIATE IT.
>> WHO WOULD BE NEXT? >> GOOD EVENING. MY NAME IS LETICIA SMITH AND I RESIDE AT 2262 -- LANE HERE IN AUBURN AND I HAVE NOT BEEN HERE FOR A FEW YEARS, SO I HAVE FELT COMPELLED TO SAY HAPPY NEW YEAR. SINCE IT IS FEBRUARY, I ALSO WANTED TO SAY HAPPY BLACK HISTORY MONTH. I DON'T HAVE ANY ISSUES TODAY, THE REASON I'M HERE TODAY IS BECAUSE I WANTED TO FORMALLY INTRODUCE MYSELF TO SOME OF YOU. YOU MAY BE SEEING AND HEARING A LOT MORE FROM ME BECAUSE I WAS LUCKY ENOUGH TO BE NAMED A NEW PRESIDENT OF BRANCH 5038 OF THE NC NAACP , SO PRAY FOR ME. I AM ALSO A MEMBER OF DELTA SIGMA DATA SORORITY, YOU SEE MY SORORITY SISTERS WITH MY KNEE. I ASKED MY FELLOW SORORITY SISTERS AND OTHER MEMBERS OF THE DIVINE NINE TO STAND WITH ME IN SOLIDARITY AT THIS AUBURN CITY COUNCIL MEETING TODAY. JUST BECAUSE IT IS BLACK HISTORY MONTH, I FIGURED I WOULD GET A LITTLE HISTORY, SO DIVINE NINE ORGANIZATIONS, SOME OF US, WHICH ARE OVER 100 YEARS OLD, HAD A LONG-STANDING HISTORY WITH THE NAACP. IN FACT, THE GREEK LETTER ORGANIZATIONS WERE BORN OUT OF ALL OF THE TRIALS AND TRIBULATIONS THAT WE HAD ON THE COLLEGES AND UNIVERSITIES IN THE EARLY 1900S. AS YOU CAN IMAGINE, IT WAS A CHALLENGE, IT WAS A STRUGGLE, SO WE HAD TO DO WHAT WE HAD TO DO TOO, KIND OF, FIND OUR OWN FOOTING AND CREATE OUR OWN ORGANIZATIONS. THAT'S HOW THE DIVINE NINE WAS BORN. GIVEN THE RICH LEGACY AND HISTORICAL HISTORY THAT THE DIVINE NINE HAS WITH THE NAACP, I HAVE ASKED THEM TO SPEND THE NEXT YEAR WITH ME, STANDING IN SUPPORT OF OUR COMMUNITY AND DOING WHATEVER WE NEED TO DO TO COLLECTIVELY SERVE THE UNDERSERVED AND MARGINALIZED COMMUNITIES IN THE AUBURN COMMUNITY. I JUST WANTED TO SAY THAT TO YOU, WE ARE HERE TO HELP, WE DON'T WANT YOU TO ALWAYS SEE US WHEN THERE IS AN ISSUE, WE ARE STANDING BEFORE YOU TODAY BECAUSE WE WANT TO COLLABORATE AND WORK WITH YOU TO MAKE SURE THAT WE ENSURE THAT ALL OF OUR CITIZENS ARE SERVED. WITH THAT SAID, IF YOU HAVE ANY DIVINE NINE MEMBERS IN THE ORGANIZATION , MY SORORITY SISTERS COULD RAISE THEIR HAND, I WANT THEM TO BE RECOGNIZED. MICHAEL HERE TODAY WAS FOR YOU TO SEE US, SEE WHAT OTHER MEMBERS AND THE COMMUNITY LOOK LIKE AND KNOW THAT WE ARE HERE TO WORK TOGETHER AND TO COLLABORATE. UNDER MY LEADERSHIP, AS THE END NEW NAACP PRESIDENT. ALL I WANTED

TO SHARE TODAY. >> THANK YOU. CONGRATULATIONS.
BE NEXT? >> GOOD EVENING FOR THE SECOND TIME, MAYOR AND COUNCIL, MY NAME IS ROBERT WILSON'S, 261 DENSON DRIVE, AUBURN, ALABAMA. I WANT THE COUNCIL TO RIGHT A WRONG AND I WANT TO GET BACK TO SHORT-TERM RENTALS, 4238, PASSED IN MARCH OF 2021. THIS ORDINANCE TOOK AWAY OUR PROPERTY RIGHTS AND OUR CONSTITUTIONAL RIGHTS. HOW DID AIRBNB DEVELOP? FIRST OF ALL, IT IS A PART OF THE SHARED ECONOMY. THE SHARING ECONOMY IS AN ECONOMIC MODEL DEFINED AS A PEER TO PEER-BASED ACTIVITY REQUIRING PAIR WRITERS PROVIDERS SHARE ACCESS THAT IS USUALLY PROVIDED BY A COMMUNITY-BASED ONLINE PLATFORM. RIDE-SHARING, RENTAL CAR, RENT YOUR HOUSE, RENT YOUR TOOLS, RENT YOUR BIKE, EVEN LAWNMOWERS OR PICNIC BASKETS, ALL ON A DEMAND BASIS.
WILL THEY CANCEL WILL THE COUNCIL GO AFTER ALL OF THESE, ALSO. THE SHARE ECONOMY ALLOWS US TO UTILIZE OUR RESOURCES WITH MORE EFFICIENCY AND EFFECTIVENESS. AIRBNB IS NOT A HOTEL, MOTEL, IT IS A HOME WHERE A HOMEOWNER IS WILLING TO SHARE WITH ANOTHER GUEST, FAMILY OR FRIENDS. TWO FORMER SCHOOLMATES MOVED TO SAN FRANCISCO IN OCTOBER OF 2007.
CAME UP WITH AN IDEA, PUTTING AN AIR MATTRESS IN THEIR LIVING ROOM, TURNING IT INTO A BED AND BREAKFAST. THEY NEEDED MONEY FOR THEIR RENT. THE AIRBNB FOUNDERS HAD THEIR FIRST CUSTOMER IN THE SUMMER OF 2008, DURING A CONFERENCE WHERE TRAVELERS HAD A HARD TIME FINDING LODGING IN THE CITY. IT REMINDS ME, KIND OF, OF THE AUBURN FOOTBALL GAMES, NOT ENOUGH PLACES, SO AIRBNB SHOULD BE UTILIZED. THIS IS HOW AMERICA WAS BUILT, BY ADVENTUROUS PEOPLE, SOMETIMES OUT OF NEED FOR SURVIVAL, BUT MANY TIMES, FROM TALENTED AND CREATIVE IDEAS. WHY IS AIRBNB BETTER THAN A HOTEL OR MOTEL? EACH AIRBNB HAS ITS UNIQUE LOOK, OUTSIDE AND INSIDE. IT ALSO ALLOWS YOU OR YOUR FAMILY OR FRIENDS TO BE TOGETHER AS A GROUP, NOT IN A SEPARATE ROOM. YOU ALSO WILL GET TO SHARE LOCAL LIFE WITH POST. WHAT IS IN AIRBNB -- I MEAN, SORRY, WHAT IS AUBURN'S LONG-TERM RENTALS? 31 DAYS OR MORE, IF WE HAD TO USE THAT METHOD, WE WOULD HAVE 11 GROUPS A YEAR AS AN AIRBNB. IF WE DID 30 MONDAY CONTRACTS, SO HOW MUCH OF THAT DOESN'T REALLY HAVE? I THOUGHT ABOUT DOING THAT DURING FOOTBALL SEASON. I MAY DO THAT NEXT YEAR. THIS ORDINANCE, 3288, CHANGED THE LIVES OF 154 -- 151 FAMILIES WITH OVER 450 CITIZENS, SEVEN OR MORE FAMILIES HAVE LEFT AUBURN, THE
CITIES THAT THEY LOVED -- >> THANK YOU, MR. WILKINS. WHO WILL BE NEXT? ANYONE? YES, SIR.
>> HI, FOLKS, I AM STEVE COSGROVE, 1927, WATERCRESS DRIVE. I WAS BLESSED WITH THE BEST PARENTS, MY MOM AND DAD, THEY WERE REALLY HARD WORKERS, REAL SMART, ONE OF FIVE KIDS, UP IN ILLINOIS, JUST REALLY, REALLY BLESSED. ONE OF THE THINGS THAT WE LEARNED WITH ALL OF THOSE KIDS WAS THE IMPORTANCE OF EXPRESSING APPRECIATION, EXPRESSING THANKS. TWO PEOPLE THAT WE GET TO KNOW AND WORK WITH, SO ONE OF THE THINGS, I THINK THIS IS -- YOU KNOW THAT OF ME, I WANT TO EXPRESS APPRECIATION TO OUR FORMAL GOVERNMENT. OUR ELECTED MAYOR, OUR ELECTED COUNCILMEMBERS, THE CITY MANAGER. BECKY RICHARDSON, WHO, FOR FOUR DECADES AT LEAST, HAS HINDERED HANDLED AUBURN PARKS AND REC AND GRATIAN. WHEN I WALK INTO YOUR CITY HALL, I TURNED TO MY RIGHT AND THERE IS MISS LINDSAY, RIGHT THERE. THE FIRST LINE OF DEFENSE. AND I LOOKED TO MY LEFT AND THERE IS MISS COURTNEY AND MS. CARRIE, AND EVERYBODY IS VERY HELPFUL AND VERY CONSTRUCTIVE AND IT'S REALLY NEAT TO BE A PART OF THIS. MY WIFE AND I, WE CHOSE TO MOVE BACK HERE 35 YEARS AGO. MATTER OF FACT, I WANTED TO SAY THIS, I WAS HOPING THAT I REGISTER WAS GOING TO BE HERE, I WANT TO EXPRESS APPRECIATION TO HIM FOR HIS 35 YEARS OF SERVICE. WE MOVE BACK HERE 35 YEARS AGO, I MET HIM IN HIS
[01:20:01]
FIRST YEAR AS A POLICE OFFICER. PAUL REGISTER, CONGRATULATIONS ON THAT ROLE AND GOOD LUCK. YOU KNOW WHERE WE LIVE AND STOP ON IN ANY TIME. AGAIN, I JUST REALLY WANTED TO EXPRESS APPRECIATION, TAKE TIME, BECAUSE MOM AND DAD ALWAYS SAID, YOU'RE NOT GOING TO ALWAYS BE ABLE TO EXPRESS APPRECIATION. SHE OR HE MAY NOT BE THERE. HE MAY NOT BE THERE, BUT ONE OF THE THINGS THAT I HAVE IMPARTED TO ALL THE KIDS THAT I'VE COACHED OVER THE YEARS AND OUR CARS KIDS AND SO FORTH, TAKE TIME TO EXPRESS APPRECIATION TO THE PEOPLE IN YOUR LIFE THAT MAKE A DIFFERENCE. YOU ARE DIFFERENCE MAKERS, I SENT OUT AN EMAIL THIS MORNING AND , FORGIVE ME, MEGAN, I FORGOT, YOU ARE NOT ON THAT EMAIL, THAT WAS NOT INTENTIONAL. IT WAS JUST A BRIEF UPDATE ON THE PARK THING, WE FINALLY GOT THE BRONZE PLAQUE ON THE STONE AND I WANTED TO CHECK WITH BECKY, NUMBER ONE, AND RON, AND EVERYBODY ELSE, THAT WE KNOW EXACTLY WHERE YOU WANT IT PLACED AND SO FORTH. WE WOULDN'T WANT TO BRING A 4208 POUND STONE AND PUT IT IN PLACE THAT IS A WRONG PLACE OR A PLACE THAT YOU HAD SECOND THOUGHTS ABOUT. THAT'S WHY I REALLY APPRECIATE YOU GETTING BACK TO ME ON THAT AND CONFIRMING THAT THAT IS WHERE WE ARE GOING TO PUT A. AGAIN, ALL SYSTEMS ARE GO, AND THAT IS A GOOD REPORT, AGAIN, MAINLY, THANK YOU FOLKS FOR EVERYTHING YOU DO, REALLY, REALLY APPRECIATE THE COMMUNITY THAT YOU MAKE YOUR. IN THE CITY>> THANK YOU. >> WHO WILL BE NEXT? OKAY. IS
[11. OTHER BUSINESS.]
THERE A MOVE TO ADJOURN? >> WELL, ACTUALLY, BEFORE WE ADJOURN, I WANTED TO MAKE A COUPLE OF COMMENTS. I WAS SITTING HERE AND I WAS, BASICALLY, LISTENING TONIGHT, WHICH I ALWAYS DO, BUT, FIRST OF ALL, I WANT TO THANK ANIMAL CONTROL ALSO, BECAUSE IT MADE ME THINK ABOUT WHAT DR.
DENMARK SAID. I HAD A CAT TRAPPED UNDER MY HOUSE, THEY DIDN'T GET THE CAT OUT, BUT THEY FOUND OUT THE CAT HAS UNTRACKED ITSELF AND THE CAT HAS BEEN THERE FOR TWO OR THREE DAYS, SO I WANT TO THANK ANIMAL CONTROL FOR THEIR QUICK RESPONSE AND THANK YOU, KATRINA, I WILL LET YOUR PEOPLE KNOW THAT. THE OTHER THING IS, I JUST WANTED TO NOTE, I HEARD THE GENTLEMAN IN THE BACK BACK THERE, HE WAS TALKING ABOUT THE INCIDENT ABOUT THE CONCERNS WITH RENT AND THAT TYPE OF STUFF AND ALSO THIS AND THAT, DR. DENMARK TALKING ABOUT THE TASER INCIDENT AND ALSO, MAYBE, THE SHORT-TERM RENTALS AND STUFF LIKE THAT. I JUST WANT TO NOTE AND, MAYBE, FOR THE RECORD, WHEN PEOPLE COME UP AND THEY, YOU KNOW, ASK QUESTIONS OR, WHATEVER, YOU KNOW, I JUST WANT TO SEE, HOW CAN THE CITY ADDRESS -- IS IT SOMETHING THAT WE DO ADDRESS WE ARE TALKING ABOUT PEOPLE'S RENT? DO HEATING TO PRAYERFULLY PERSONALLY COME TO YOU , A LOT OF TIME, THEY WANT TO PUT STUFF ON THE RECORD, I GOT THAT. I JUST FEEL, SORT OF, KIND OF I GUESS, WE'LL MAKE ANY TYPE OF COMMENT AS TO WHICH ROUTE THEY NEED TO GO, WE JUST SIT HERE AND, MAYBE, SOME PEOPLE WE RESPOND TO AND SOME WE DON'T. IF THERE IS AN ANSWER, I WOULD LIKE TO HEAR THE MAYOR OR SOMEBODY SAY SOMETHING LIKE , JUST ADDRESS IT. SOME TYPE OF WAY. TO ME, LIKE THE GENTLEMAN SAID ABOUT BEING BROUGHT UP, HOW YOU BROUGHT UP AND HOW YOU WERE RAISED AND SOME LIKE THAT, SO IT'S LIKE WALKING INTO THE ROOM AND PEOPLE DON'T SPEAK ON THAT TYPE OF STUFF. SOME THINGS THAT ARE MY PET PEEVE. I DON'T KNOW HOW THIS INCIDENT IS GOING TO BE ADDRESSED, I WOULD LIKE TO KNOW, BECAUSE I HEAR THOSE TYPE OF THINGS, BUT IF IT'S SOMETHING WE DON'T NEED TO DISCUSS ON THE COUNCIL, MAYBE, WE NEED TO SAY THAT OR FIND A WAY TO ADDRESS OR SAY SOMETHING
PERSONALLY. >> LET ME JUST SPEAK TO MR. REEVES, CERTAINLY, AFTER THIS MEETING, I WAS GOING TO ENCOURAGE HIM TO SET A MEETING WITH STAFF AND SHARE SOME OF THOSE CONCERNS THAT ARE MORE ELABORATE IN A CASUAL TIME. WE CERTAINLY WANT TO HEAR THOSE, I AM NOT SURE WHAT OPPORTUNITIES THE CITY HAS TO HAVE ANY INFLUENCE IN THAT OR NOT, BUT CERTAINLY, THAT CAN BE LOOKED INTO THREW A MEETING. WHAT DR.
DENMARK SPOKE TO, FROM MY PERSPECTIVE, THAT IS A PUBLIC SAFETY CONCERN, I DON'T KNOW IF THERE IS AN INVESTIGATION OR NOT, BUT WE HAVE ALWAYS BEEN COACH THAT WE DON'T PARTICIPATE IN SPEAKING ABOUT THOSE KIND OF THINGS FOR I WOULD ENCOURAGE
[01:25:03]
THE COUNCIL NOT TO SPEAK ABOUT THOSE THINGS.>> ONE OF THE THINGS THAT PEOPLE NEED TO UNDERSTAND, THERE IS AN ACTIVE CASE, BEFORE GRAND JURY OR OTHER THINGS, WE ARE NOT ABLE TO DISCUSS IT. DIRECTOR MATHEWS COUNTY YOU
HAVE ANYTHING TO ADD TO THAT? >> YES, WE DON'T SHARE THAT INFORMATION TO TAINT ANY POTENTIAL CASE THAT COULD OR MIGHT NOT BE MADE. WE LEAVE IT TO THE GRAND JURY TO DECIDE IF THERE IS A FORMAL PROCEEDING OR NOT.
>> THE ONLY REASON I SAY THAT IS BECAUSE, YOU KNOW, I DON'T WANT YOU TO THINK I AM TAKING IT ON ANOTHER LEVEL, BUT CAN WE JUST LET HIM KNOW THAT BECAUSE, EVERY MEETING FOR THE LAST THREE OR FOUR MEETINGS, HE HAS BEEN BRINGING UP THAT. IT SOMETHING THAT WE CANNOT SPEAK ON, MAYBE, HE NEEDS TO KNOW
THAT. >> ACTUALLY, DR. DENMARK AND I HAD BREAKFAST , KIND OF, THIS MORNING AT BEHRENS AND TALKED ABOUT THE FACT THAT THAT WAS UNDER INVESTIGATION AND WE COULD NOT SPEAK FROM THE DAIS ABOUT IT. HE IS AWARE, BUT HE DID ASK A DIFFERENT QUESTION THIS EVENING AND THAT WAS, DURING THE PUBLIC SAFETY TRAINING ACADEMY, WHAT TYPE OF INTERACTION OR TRAINING IS AVAILABLE AND THAT WOULD BE A
VERY DIFFERENT QUESTION. >> THAT'S CORRECT AND WE ARE ALWAYS HAPPY , CITIZENS ARE WELCOME TO COME TO COUNCIL MEETINGS AT ANY TIME, THE BEST WAY TO GET ANSWERS WITH THE BEST VAST MAJORITY OF QUESTIONS IS TO CONTACT STAFF DIRECTLY. FIVE DAYS A WEEK, MINUS HOLIDAYS, WE ARE PRESENT.
OBVIOUSLY, IF YOU WANT THE GOVERNING BODY TO KNOW SOMETHING, THAT IS GREAT AND HAVE NO ISSUES, BUT FOR US TO BEST ASSIST EVERYONE, IF THEY WILL REACH OUT DIRECTLY TO THE CITIZENRY CITY MANAGER'S OFFICE, WE WILL GLADLY, IF YOU HAVE QUESTIONS ABOUT CITIZENS ACADEMY, THINGS LIKE THAT, REACH OUT DIRECTLY AND WE WILL GET THOSE ANSWERED ANYTIME. WE DO TRY TO GET AROUND THE ROOM, BECAUSE WE DON'T GET MORE THAN THE ADDRESS AT TIMES AND GET PEOPLE CONTACT INFORMATION, I DO HAVE STAFF MEMBER THAT WILL APPROACH PEOPLE POST MEETING, WE DO TRY TO BE RESPONSIVE TO THOSE QUESTIONS. WHEN ASKED DURING A COUNCIL MEETING, WE TRY TO BE AS PREPARED AS POSSIBLE, BUT WE ARE NOT ALWAYS PREPARED TO ANSWER A VERY SPECIFIC QUESTION. TO THE RENTAL REQUEST, BUT IS LARGELY A PRIVATE-SECTOR MATTER BECAUSE THOSE ARE PRIVATE LEASES THAT ARE EXECUTED BY PEOPLE , THEY ARE AGREEING BY CONTRACTOR I VERY MUCH HEARD WHAT WAS HAD SAID, WE ARE HAPPY TO ASK OUR CITY ATTORNEYS WHAT CAN BE DONE, IF ANYTHING, WE ARE FULLY HAPPY TO THAT THAT AND WILL GLADLY TRACK THAT DOWN.
THAT'S WHAT WE DO EVERYDAY AND I LOVE THAT IS WHAT WE ARE HERE
FOR. >>
