[4. MAYOR AND COUNCIL COMMUNICATIONS ]
UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.>> PLEASE BE SEATED. EARLY THI EVENING DURING THE COMMUNITY HALL SUSAN KANAAN AND KRISTIN HERRING HAVE BEEN APPOINTED TO THE MENTAL HEALTH BOARD. I WANT TO THINK DONALD FOR HIS SERVICE. THE CITY COUNCIL POINTED DAVID MOORE INTO THE BOARD OF EDUCATION. I APPRECIAT HIS GREAT SERVICE FOR 10 YEARS HE'S FINISHING UP AS THE CHAIRMAN OF THE SCHOOL BOARD.
WHAT GREAT SERVICE AND VOLUNTEE HE HAS BEEN FOR OUR COMMUNITY.
JUST A COUPLE THINGS I WANT TO MENTION REAL QUICK. I HAD AN OPPORTUNITY TO GO TO TWO DIFFERENT EVENTS. IT WAS A GREA VISUAL OF HOW GREAT AND UNIQUE OUR COMMUNITY IS. SATURDAY NIGH I WENT OVER TO SEE THE MUSICAL. TO SEE THE TALENT OF OUR CHILDREN THAT ARE IN HIGH SCHOOL. WHETHER THEY WERE ACTOR OR SINGERS OR THE PEOPLE WHO CONSTRUCTED THE BACKDROP. THEY WERE WORKING THE LIGHTS AND THE SOUND. THEIR LEADERSHIP WITHIN THE FACULTY AND A LOT OF SUPPORT THERE. WHAT A BEAUTIFUL PROGRAM THAT WAS. I'M PROUD OF OUR KIDS. THE PROFESSIONALISM O THE EFFORT AND IT WAS A LOT OF FUN. CONGRATULATIONS TO THEM. I WENT OVER TO THE CHURCH AND WATCH THE GOSPEL CHOIR.
PERFORMED THEIR SPRING SHOW. ANOTHER GROUP OF YOUNG PEOPLE.
THERE WERE COLLEGE STUDENTS PERFORMING GOSPEL TUNES. LED BY DR. WILLIAM POWELL AND HIS WIFE WHO ARE VERY DYNAMIC LEADERS.
IT WAS A GREAT TIME AND IT GIVE YOU HOPE FOR THE FUTURE THAT WE HAVE YOUNG PEOPLE TRYING TO ACHIEVE GREAT THINGS. WORKING TOGETHER AS A TEAM TO PERFORM AND PROVIDE ENTERTAINMENT FOR ALL OF US. THIS WEEKEND WILL BE BUSY. THERE WILL BE A LOT OF BICYCLES IN TOWN. THE FIRST ANNUAL DAY ONE LIFE FOUNDATION RUN WILL BE STARTING AT TOWN CREEK PARK. SATURDAY MORNING VERY EARLY. RELAY FOR LIFE WILL HAPPEN BEFORE WE GET BACK TOGETHER ON APRIL 28TH. IF THA IS SOMETHING YOU WOULD LIKE TO SUPPORT I ENCOURAGE YOU TO PARTICIPATE AND GET A TEAM AND HELP US DEFEAT CANCER. BEFORE W GET BACK TOGETHER CITY FEST WIL BE A WEEK FROM SATURDAY. BECKY AND HER STAFF HAVE WORKED REALL HARD AS WELL AS OTHER DEPARTMENTS HERE IN THE CITY TO PUT ON A GREAT PROGRAM AND A GREAT CITY FEST THAT FITS ALL O OUR COMMUNITY. WE ARE GRATEFUL FOR THAT AND BEING OUT THERE AN HAVING FUN NEXT SATURDAY. ANYTHING ELSE FROM THE COUNCIL? IS ONE ECHO WITH THE MAYOR SAID DURING A MOMENT OF SILENCE. WE NEED TO KEEP THOSE PEOPLE AND FAMILIES IN OUR PRAYER. A LOT OF KIDS LOST THEIR LIVES. A LOT OF INDIVIDUALS LOST THEIR LIVES NOT ONLY DOES IT AFFECT THE FAMILY BUT IT AFFECTS PEOPLE ALL AROUND US. WE NEVER KNOW WHAT WILL HAPPEN. WE SENT OUR KIDS ARE IN GOOD FAITH HOPING H WILL COME HOME. WHEN THEY DO NO IT IS A TRAGIC. IT SHOULD TOUCH EVERYBODY'S LIFE. IT WAS SO CLOSE TO HOME. WE HEAR IT ON TH NEWS ALL THE TIME. IT REALLY HURTS WHEN IT'S CLOSE TO HOME LIKE THAT. WHEN YOU KNOW PEOPLE THAT WERE AFFECTED BY LOSSES IT FEELS MY HEART TO KNOW THINGS LIKE THIS CAN HAPPEN. NO ONLY COULD IT HAVE HAPPENED IN DADEVILLE BUT IT COULD HAPPEN ANYWHERE. IT IS STILL HAPPENING I WANT TO ALSO SAY TO THE POLIC DEPARTMENT JUST KEEP UP THE GOO WORK AND TRY TO PROTECT OUR CHILDREN AND OUR FAMILIES AND
[00:05:02]
EVERYBODY THAT'S ASSOCIATED WIT US FROM SUCH CRIMES AS THIS.>> THANK YOU MISS TAYLOR. ANYON ELSE?
>> IT IS A TRAGEDY AS CONNIE SAID. HE SEND YOUR KIDS OUT TO WHAT YOU THINK WILL BE A SWEET 16 PARTY AND SOMEONE COMES IN AND SHOOTS THE PLACE UP. YOU CA TALK ABOUT GUN LAWS AND THIS AN THAT. THIS WILL NOT CHANGE UNTI HEARTS CHANGE. YOU HAVE TO CHANGE HEARTS. IT HAS TO COME FROM THE FAMILY UNIT AND THE CHURCH AND PEOPLE LIKE THAT. THAT'S HOW YOU REACH THE COMMUNITY. STRONGER GUN LAWS WOULD HELP. IF YOU'RE CAUGHT WITH A GUN AND YOU SHOULDN'T HAVE WHEN YOU SHOULD BE PUT IN JAIL AND HAVE TO STAY THERE A WHILE. YOU SHOULDN'T BE ABLE TO GET OUT OF JAIL. AUBURN IS NOT IMMUNE TO TO THIS TYPE OF DEAL.
WE CAN HAVE A MOMENT OF SILENT ALL WE WANT BUT YOU BETTER HAVE A MOMENT OF PRAYER AND ASK GOD ALMIGHTY FOR HIS BLESSINGS IN THIS COMMUNITY. THAT'S WHAT IT COMES DOWN TO. MARY GOODMAN SPOKE UP AND SPOKE THE TRUTH. YOU BETTER KNOW WHERE YOUR BREASTS BLESSINGS COME FROM. I CAN IMAGINE IF MY CHILD WENT OF ON SENSELESS SHOOTING. WE HAVE TO GET A GRIP ON OUR YOUTH.
IT'S 10:00 OR 11:00 DO YOU KNOW WHERE YOUR CHILD IS? I WAS ASKED ONE TIME WHEN I WAS THE POLICE CHIEF DO YOU SEARCH YOU CHILD'S ROOM TO SEE WHAT SHE IS DOING? I SAID NO, I SEARCH MY ROOM. IF THERE UNDER YOUR ROOF SEARCH THEIR ROOM. IT'S YOUR HOUSE AND THEY ARE PAYING FOR IT. YOU HAVE TO BE A PARENT FIRST AND A FRIEND LATER. YOU CAN TAKE IT FOR WHAT IT'S WORTH THIS IS THE VOICE OF EXPERIENCE TALKING. I HAVE SEEN A LOT OF DEATH IN MY TIME. WE ARE ONE BAD PERSON AWAY FROM THAT HAPPENING. PLEASE KEEP THE FAMILIES IN YOUR PRAYERS. LAW ENFORCEMENT, THEY WILL NEVER BE THE SAME AFTER GOING THROUGH SOMETHING LIKE THAT. THEIR LIVE HAVE CHANGED FOREVER. THEY HAVE A LOT OF PERSONAL FRIENDS UP THERE. JIMMY ABBOTT A GOOD FRIEND OF MINE, I KNOW IT'S ROUGH ON HIM BECAUSE HE TAKES EVERYTHING TO THE HEART. I'M SOMETHING I'M VERY PASSIONATE ABOUT. KEEP ALBANY IN YOUR PRAYERS. ON A LIGHTER NOTE BUCKY HAS BEEN VERY IMPRESSED. SORRY YOU COULD NOT MAKE THE GRAND OPENING AND YOU WERE NOT FEELING WELL. THAT'S SOMETHING TO SEE IF YOU'VE NEVER BEEN IN ONE. I WOULD HIGHLY RECOMMEND HER CITY STAFF RUNS THAT PLACE IT WILL MAKE YOU FEEL WELCOMED.
ON THE BALL, WE ARE NOT. YOU CA ALWAYS LEARN. SOMETHING A COUNTRY BOY REALLY HASN'T SEEN BEFORE. WE WERE IMPRESSED WITH
IT. THANK YOU. >> THANK YOU FOR YOUR WORDS AND
FOR REMINDING US. >> TODAY IS NATIONAL HOLOCAUST REMEMBRANCE DAY. AS WE GET FURTHER AWAY FROM THE TIME OF THE HOLOCAUST WE LOSE THOSE WHO ARE SURVIVORS. PLEASE REMEMBER THOSE WHO WERE PART OF THAT TRAGIC TIME IN OUR HISTORY. TH MAYOR MENTIONED RELAY FOR LIFE NEXT WEEKEND. I'M A MEMBER OF THE PIONEERS IN PURPLE. LED BY THE HONORABLE PATSY JONES WHO WILL WHIP EVERYBODY IN SHAPE. SHE'S GOOD AT RAISING MONEY. IF YOU WANT TO COME OUT AND SUPPOR JUST LOOK FOR SOME OF THE FEMAL LEADERS. FINALLY TODAY I HAD THE HONOR TO ACCOMPANY THE AUBURN HIGH SCHOOL HAVE A CHAPTER TO D . T IN MONTGOMERY.
I WOULD LIKE TO SAY A SPECIAL THANK YOU TO REPRESENTATIVE JO LEVERTON AND SENATOR J HOSEY AN REPRESENTATIVE JEREMY GRAY AND DEBBIE BOYD. WHO TOOK TIME OUT TO MEET WITH OUR YOUNG PEOPLE TODAY. AND SHOW THEM AROUND AND SHOW THEM WHAT GOVERNMENT LOOKS LIKE AT THE STATE LEVEL. ALSO, SPECIAL THANKS TO THE FACULTY ADVISER FOR LEADING THIS TEAM OF OFFICERS TO MONTGOMERY TODAY

I UNDERSTAN IF YOU CANNOT MAKE IT TONIGHT. THE DONATION LINK IS OPEN AND I HAVE RAISED OVER $100,000 FOR HABITAT FOR HUMANITY. IT'S SOMETHING WE ARE EXCITED ABOUT. PRESIDENT ROBERTS WAS OFFICIALL LISTED AND INITIATED LAST THURSDAY IN THE HUGE PERFORMING ARTS CENTER WITH FORMER TIGER GOVERNOR KAY IVEY AND ATTENDANCE. SOMETHING I THOUGHT WAS NOTEWORTHY. [6. CITIZENS’ COMMUNICATIONS ON AGENDA ITEMS ]
SCIENCES AND EDUCATION HERE AT AUBURN. WE ARE EXCITED ABOUT THAT FOR HER. OTHER THAN THAT, THAT'S ALL FOR ME. I LOOK FORWARD TO GETTING TO KNOW YOU GUYS BETTER IN THE FUTURE.>> THIS TIME IS AN OPPORTUNITY FOR CITIZENS TO COMMUNICATE TO THE CITY COUNCIL ON TONIGHT'S AGENDA. IF YOU'D LIKE TO ADDRESS CITY COUNCIL ON HER AGENDA TONIGHT NOW WOULD BE THE TIME. THERE ARE A NUMBER OF ITEMS UNDER RESOLUTIONS IN PARTICULAR THAT HAVE PUBLIC HEARINGS ATTACHED. IF YOU CAN SAVE THE COMMENTS FOR THE PUBLI HEARING WE WOULD APPRECIATE THAT. AT THE END WE HAVE CITIZENS COMMUNICATIONS ABOUT ANYTHING ON YOUR MIND. YOU HAVE FIVE MINUTES. PLEASE GIVE US YOUR NAME AND ADDRESS FOR THE RECORD.
>> WHAT I WANT TO TALK TO YOU ABOUT IS THE 10 A1. I WANT TO
TALK ABOUT IT BECAUSE ¿ >> ON LEARNING HOW THINGS OPERATE. I TRIED THIS ONCE ON THIS MEETING. BASICALLY WHAT I WAS GOING TO ADDRESS , WHERE WE LIVE OUR FAMILIES LIVE DOWN THA ROAD FOR 10 OR 12 YEARS. WE DI NOT REALLY HAVE PLANS ON GETTIN IN THE CITY BUT WE WATCHED OUR ROAD GROW AND DEVELOPMENT HAPPE . WITHIN CITY LIMITS. THIS LAN WE LIVE ON NOW, THIS 21.94 ACRE BECAME AVAILABLE TO US FOR FIV YEARS AGO. WE THOUGHT THIS WAS GOOD OPPORTUNITY SEEING HOW THE CITY WAS COMING TO IT. TO PROVIDE AN OPPORTUNITY AND WE HAD JUST STARTED A FAMILY. OUR KIDS MAY HAVE AN OPPORTUNITY TO COME TO THE CITY. WE BUILT OUR HOUSE FOUR YEARS AGO. MICHAEL ALLEN THE DEVELOPMENT FOR FOUR OR FIVE HOMES NEXT TO US AND WE DISCUSSED WITH HIM. HE STATED TO AS HE IS BRINGING THE CITY T US. WE ARE EXCITED ABOUT THAT.
OUR KIDS GOT OLDER AND WE WERE LIKE THIS MAY BE AN OPPORTUNITY OR TIME FOR US TO CONSIDER GETTING IN THE CITY. THAT IS WHEN WE LEARNED ABOUT AN OPTIMA BOUNDARY WHICH WE HAD NEVER HEARD OF BEFORE. WHICH IS KIND OF WHERE WE ARE IN LIMBO AT TODAY. WE HAVE RESEARCHED IT SOME. BASICALLY WHAT WE HAVE LEARNED IS THE CITY FACED , WHAT WE READ ON THE INTERNET IS THE CITY SHOULD CONSIDER ANYTHING THAT DOESN'T TAKE MANY CITY RESOURCES. AS FAR AS I KNO WE WOULD BE GETTING TRASH SERVICE. WE ALREADY HAVE A WELL AND POWER AND INTERNET. WE DON'T NEED SEWAGE WE HAVE A SEPTIC TANK. EVERYBODY ON THE ROAD, THAT IS ALL THAT WE HAVE. WE ARE NOT REQUESTING FOR ADDITIONAL SERVICES. BASICALLY WHAT WE HAVE READ IS THOSE THINGS SHOULD BE IN CONSIDERATION AS A GUIDE TO CONSIDER ANYTHING OUTSIDE OF TH BOUNDARY AS A POSSIBLE ¿ WE HA A GOOD CHANCE. TO BE PART OF THE CITY AND HAVE OUR KIDS GO T
[00:15:20]
SCHOOL THERE. OBVIOUSLY WE LOV AUBURN AND WENT TO COLLEGE HERE I PLANNED ON LIVING THERE FOR THE NEXT 20 YEARS. OUR KIDS AR AT SCHOOL AND WILL BE AT AUBURN I JUST THOUGHT I WOULD SPEAK ON OUR CASE AND WHAT, AND OUR THOUGHT PROCESS AND WHY WE WOULD LOVE TO BE CONSIDERED VOTED IN TO THE CITY.>> YOUR ITEM COMES UP ON THE AGENDA. IF WE HAVE ANY QUESTION WE MAY ASK YOU TO COME BACK FORWARD.
>> WE ARE STILL AT COMMUNICATIONS ON THE ITEMS ON THE AGENDA. ANYONE ELSE? WE WIL MOVE AHEAD.
[8. CONSIDERATION OF CONSENT AGENDA. ]
>> IT'S YOUR LUCKY DAY. I DO NO HAVE COMMUNICATIONS IF YOU'RE
READY FOR THE CONSENT AGENDA. >> WE ARE.
>> DOES ANY COUNCIL MEMBER WISH TO MOVE A CONSENT ITEM FROM THE AGENDA AND DEAL WITH THAT ITEM INDIVIDUALLY?
[9.a. Ad valorem property taxes. Authorization for Lee County Revenue Commissioner to collect. Unanimous consent necessary. ]
>> SEEING NONE, DOES EVERYBODY APPROVE TO CONSENT THE AGENDA.
MOTION AND A SECOND AND ALL IN FAVOR SAY AYE. ORDINANCES?
>> LINE A1 OF RENEWAL OF CIT TAXES AND FIVE MILLS FOR GENERAL PURCHASE PURPOSES FOR THE GENERAL FUND. KNOWN AS THE SPECIAL FIVE MILL TAX. COUNSEL MUST ANNUALLY REMOVE THE PROPERTY TAX FOR THE REVENUE COMMISSIONER TO ASSESS CITY PROPERTY TAXES. THIS IS A RENEWAL OF EXISTING TAXES UNDERLYING AND UNDERSCORED RENEWAL. THESE ARE NOT NEW TAXE AND ARE NOT TAX INCREASES. CONSENT IS NECESSARY.
>> I ASKED FOR UNANIMOUS CONSEN ?
>> ANYONE ON THE COUNCIL HAVE A PROBLEM MOVING FORWARD WITH THE VOTE ON THIS THIS EVENING? ANY COMMENTS OR QUESTIONS?
>> TAXES ARE SCARY. I ASKED FO CLARIFICATION FROM THE STAFF.
THIS IS WHAT I LEARNED. THE TAXES GO BACK TO 1995. IN THE CASE OF THE 11 MILL. EVEN BEFOR THAT. BACK TO 1964 THE FIVE MILL SCHOOL TAX. AND BACK TO 1894 FOR THE FIVE MILL GENERAL FUND TAX. THAT'S THE FIRST THIN I LEARNED. AFTER TOTALING THESE UP IT CAME TO $54 MILLION. THA IS, IT COMES TO $26 MILLION FOR THE CITY. I MADE A TELEPHONE CALL AND GOT MORE HELP FROM THE CITY AND FOUND OUT THERE WAS $2 MILLION FOR THE COUNTY. TOTAL O $54 MILLION FOR PROPERTY TAX. IF YOU HAVE A HOUSE , AS MANY O US THINK WE HAVE A HOUSE THAT'S WORTH HUNDRED THOUSAND DOLLARS AND WE HAVE 5400, I MEAN $54 MILLION IN TAX ASSESSED AGAINS IT, THEN IT SOUNDS LIKE WE WILL BE PAYING $5400 A YEAR ON OUR HOMES. THE GOOD NEWS IS WE DO NOT HAVE $100,000 HOMES. AT LEAST IT IS NOT ASSESSED AT THAT. I DID SOME MATH . I WILL TRY TO RE-CREATE IT IN PUBLIC CARE. $54 MILLION AGAINST AN ASSESSED VALUE AND IT TURNS OU TO BE 10%. 10% ANYTHING BUT PRIMARY RESIDENCE. 10% TIMES THAT $100,000 HOME GIVES YOU $10,000 ASSESSED VALUE TIMES THAT .054 OR $54 MILLION. IT GIVES YOU $540. ON HUNDRED DOLLARS HUNDRED THOUSAND DOLLAR ASSESSED VALUE HOME. AIN'T IT GREAT TO LIVE IN ALABAMA? THAT' THE BOTTOM LINE THERE. THE GOO NEWS IS $540 IS A WHOLE LOT BETTER THAN $5400. LET'S SEE I I LEARNED ANYTHING ELSE. WHAT AM SAYING IS IT SOUNDS HORRIFIC . WHEN YOU DO THE MATH YOU NOTICE NOT ONLY ARE YOU ASSESSED AT A MUCH LOWER RATE FOR TAX , IF IT IS YOUR PRIMARY RESIDENCE BUT ALSO ANY PROPERTY IT HAS A 20% OR DOUBLE THAT . HOW MUCH DOES THE CITY RAISE FROM THIS? $35 MILLION A YEAR. WHICH IS ABOUT , AND REALLY RAW
[00:20:03]
NUMBERS ABOUT 30% OF OUR BUDGET IS THAT FAIR TO SAY?>> ALLISON DO WANT TO CLARIFY >> 35 MILLION IS EVERYTHING.
SPECIAL SCHOOL TAX FUND AND THAT IS ALL OF THOSE SOURCES.
KEEPING IN MIND SOME OF THOSE ARE RESTRICTIVE FOR SPECIFIC
PURPOSES. >> NOT ALL OF IT IS INTO THIS
STRAIGHT CITY FUND. >> 6 1/2 OR SEVEN GO STRAIGHT T THE GENERAL FUND WITH THE REMAINDER BEING RESTRICTED.
>> 6.7 MILLION IS THE SPECIAL TAX ONE BUT NOW DEDICATED TO DEBT SERVICE FOR THE HIGH SCHOOL.
>> THESE ARE TRULY NOT NEW TAXES. THEY ARE VERY OLD TAXES.
THESE ARE ROOKIE COMMENTS. I APPRECIATE THE TIME TO EXPRESS THOSE TO OTHER PEOPLE THAT MAY NOT REALIZE ALL OF THAT. THANK YOU FOR YOUR HARD WORK AND INFORMATION THIS AFTERNOON.
>> I NEGLECTED TO BRING YOU THE ACTUAL MINUTES OF STAFF WALKED INTO MY OFFICE PROBABLY WITH COPY OF THE MINUTES. THAT'S AS FAR BACK AS WE HAD IN OUR RECOR AT THIS TIME. IT IS IN CURSIVE AND HARD TO READ. WE ARE REQUIRED TO DO THIS BY LAW. TO GET TO THE REVENUE COMMISSIONER CERTIFIED BY YOU NO LATER THAN MAY 31ST OR THE REVENUE COMMISSIONER CANNOT COLLECT TAXES THAT ARE DUE TO US WHICH WOULD BE A LOT MORE PROBLEMATIC SOMETHING ELSE ON THE AGENDA. ANY OTHER COMMENTS? WE WILL GO
>> YES. WHITTEN , ANDERS? >> YES.
>> THE RENEWAL OF TAXES FOR SCHOOL TAXES AND 11 MILLS FOR EDUCATIONAL PURPOSES KNOWN AS THE SPECIAL SCHOOLS TAX FUND.
THIS IS A RENEWAL OF EXISTING TAXES. THESE ARE NOT NEW TAXES OR TAX INCREASES. UNANIMOUS CONSENT IS NECESSARY.
>> THE MOTION IS SECONDED. ANYONE HAVE A PROBLEM BEFORE WE MOVE FORWARD? ANY COMMENTS OR QUESTIONS? ALLISON?
>> MOREMAN? >> YES. TAYLOR, WITTEN?
>> YES, YES, YES. >> THE RENEWAL OF SCHOOL TAXES KNOWN AS THE SPECIAL SCHOOL TA FUND. COUNSEL MUST RENEW THE PROPERTY TAXES TO ASSESS CITY PROPERTY TAXES. THIS IS A RENEWAL AND NOT A NEW TAX OR TA INCREASE. UNANIMOUS CONSENT IS
NECESSARY. >> THE MOTION IS SECONDED.
ANYBODY HAVE A PROBLEM? SEEING OR HEARING NONE ANY COMMENTS OR
[9.b. Annexation. Luke J. Greinke. Approximately 21.94 acres. Property located at 484 Lee Road 25 (Hillandale Drive). Applicant: Luke Greinke. Unanimous consent necessary. ]
>> YES. >> A REQUEST FROM LOU GREINKE AND 21.94 ACRES OF PROPERTY LOCATED AT 44 LEE ROAD 25. THE PLANNING COMMISSION DID NOT RECOMMEND APPROVAL UP TO APRIL 13TH MEETING BY A VOTE OF 3-3. THE THAI CAUSE THE MOTION TO FAIL. UNANIMOUS CONSENT IS NECESSARY?
>> ONE OF THE COUNCIL HAS A PROBLEM MOVING FORWARD WITH THI THIS EVENING? HEARING AND SEEIN NONE COMMENTS OR QUESTIONS AND MR. GREINKE IS HERE IF WE WOULD LIKE TO ASK HIM A QUESTION.
>> GOOD EVENING. I JUST WANTED TO CLARIFY A COUPLE THINGS. ON MAIN THING. YOU HAVE ABOUT 22 ACRES. WHEN DID YOU PURCHASE TH
PROPERTY, ABOUT FIVE YEARS AGO? >> RUN 2018.
>> YOU HAVE INTENTION ON FURTHE DEVELOPMENT IN THIS PROPERTY? DO YOU HAVE ANY ATTENTION OF ¿
>> NO. THE NUMBER ONE GOAL FOR US IS WE HAVE A FOUR-YEAR-OLD
[00:25:03]
AND A TWO-YEAR-OLD. NOW WE ARE TAKING SCHOOL INTO CONSIDERATIO NOW. THAT'S BEEN OUR GOAL. WE ENJOY LIVING ON A LOT OF PROPERTY. THAT'S WHAT WE CALL IT. IF WE BUY THE LAND CLOSER TO THE CITY AND WE WATCH HOW OU CITIES AND OUR ROADS GROW THATWILL EVENTUALLY GET TO US. >> YOUR PRIMARY INTEREST IS GETTING KIDS INTO THE SCHOOL SYSTEM?
>> YES, THAT IS IT. >> THAT'S ALL I HAVE.
>> DOES ANYONE HAVE A QUESTION FOR MR. GREINKE WHILE HE IS STANDING THERE? THANK YOU. ANY OTHER COMMENTS FROM THE COUNCIL
>> THE ZONING WOULD BE RURAL. THAT REQUIRES THERE WOULD BE NO PROHIBITION BUT SUBDIVIDING IT. YOU HAVE THREE ACRE LOT
MINIMUMS. >> I AM SAYING I AM IN FAVOR OF THIS TONIGHT. I THINK THE GENTLEMAN , I BELIEVE HIM WHEN HE SAYS HE WANTS TO GET HIS KID THIS GOOD. WE ARE BLESSED. I THINK WE ARE GROWING IN EVERY DIRECTION. WE GO ALL THE WAY T GO WHERE HE WILL. IT'S NOT AS NEAR AS FAR AS IT IS OUT TO THAT. I WOULD BE IN FAVOR OF THAT.
>> WHILE YOU COULD SUBDIVIDE IT JUST TO CLARIFY, IT IS NOT YOU
INTENT TO DO SO. >> NO. WE PUT OUR HOUSE RIGHT IN THE MIDDLE OF IT. THAT WAS NOT OUR INTENTION. IT IS STILL NOT OUR INTENTION. OUR FIRST GOAL WOULD BE THE KIDS AND TAKING ADVANTAGE OF THE CITY GROWTH.
>> OKAY, THANK YOU. >> I THINK THE GOAL IS OBVIOUSLY THE CITY'S GOAL. LIKE SO MANY OTHERS. I CERTAINLY UNDERSTAND THE OPTIMAL BOUNDARY AND OUR NEED FOR THAT. WE ARE IN THE PROCESS OF LOOKING AT THAT IN THE DISCUSSION OF THAT.
IF THAT EXPANDS IN SIX MONTHS MR. GREINKE WILL COME BACK AND FORTH. THROUGHOUT THE SAME PROCESS. I THINK HE HAS GOOD INTENTIONS. THE PROPERTY DIRECTLY TURNS NORTH. IT WAS OUTSIDE THE OPTIMAL BOUNDARY AT THE TIME. WE'VE TAKEN THE PROPERTY LINE AND THE CITY BOUNDARY RIGHT TO THE PROPERTY LINE. THAT IS WHY HE IS HERE AND REQUESTING THIS. I'M IN SUPPORT OF IT AS WELL. I DON'T THINK HE'S ASKING FOR ADDITIONA SERVICES OR ANYTHING LIKE THAT. I'M DEFINITELY IN SUPPORT OF
THAT TONIGHT. >> I HAVE A QUESTION, CAN YOU EXPLAIN WHEN WE ANNEX, I UNDERSTAND THE CITY LINE MOVES.
HOW DOES THE OPTIMAL BOUNDARY OPERATE WHEN WE ANNEX PROPERTY? WAS ONE OF THE FIRST THING HE CAME TO ME WITH. HE SAID, WE WILL HAVE OUR PLANNING DIRECTOR CORRECT ME IF I GET OFF THE RAILS. WE HAVE BEEN MOVING BEHIND THE SCENES, THE OPTIMAL BOUNDARY AS ANNEXATIONS CHANGE THAT'S SOMETHING WE WILL BE TALKING TO YOU ABOUT COMING UP AS WE DO THIS. I'VE HAD A CONVERSATION WITH SEVERAL OF YO ABOUT THIS. IT WOULD BE WE SHOULD NEVER MOVE THE OPTIMAL BOUNDARY ITSELF UNLESS THIS BOD MOVES IT. EVEN IF YOU ANNEX OUTSIDE OF IT AND YOU KNOW WHER THE STARTING POINT WAS I BELIEV OUR INTENT IS TO KEEP THE OPTIMAL BOUNDARY WHERE IT IS. WHEN WE RENEW THAT EVERY FIVE YEARS OR YOU INSTRUCT OTHERWISE IN TWO YEARS YOU WANT IT LOOKED AT AGAIN AND IT NEEDS TO STAY WHERE IT WAS SO I GIVE YOU A GAUGE. IT IS A GUIDE. YOU ARE NOT COMPELLED ONE WAY OR THE OTHER. THERE'S A LOT THAT GOES INTO AND HE SPENT TIME RESEARCHING AND ASKED A LOT OF QUESTIONS. WE LOOK AT THE STRUCTURE AND IMPACTING OF THINGS. WE LOOK AT A GENERAL GROWTH. WE ARE BUMPING TO THE NORTH. COUNCILMAN DAWSON'S POINT. OUT IN HIS WORLD WE ARE AT THE MACON COUNTY LINE. WE AR NOT TO MACON COUNTY IN THIS PAR OF WHICH IS WARD 7 NOW. WE ARE NOT. THOSE ARE CONSIDERATIONS THAT WE MAKE DURING THE PROCESS OF DEALING AND INTERACTING WIT ONE COUNTY GOVERNMENT INSTEAD O THREE. THAT HAS BEEN MANY THING PEOPLE TALK ABOUT IN THE PROCESS. ULTIMATELY, KEVIN ARE YOU SEEING THE OPTIMAL BOUNDARY
[00:30:02]
SHOULD REMAIN WHERE IT IS? >> THAT IS CORRECT.
>> I'M NOT SAYING WHAT THE RECOMMENDATION IS. OPTIMAL BOUNDARY WHERE YOU SAID IT AT THE END OF THE SUMMER WHEN WE GET TO THAT POINT IS WHERE IT WILL STAY EVEN IF YOU ANNEX OUTSIDE OF IT.'S YOU HAVE A GUIDE TO WHERE IT WAS.
>> IT WAS VERY CONFUSING AS I LOOKED AT THIS AS WELL. IT LOOK LIKE IT FELL RIGHT ON HIS PROPERTY LINE.
>> THERE HAS BEEN CONFUSION OVE THAT. I WANT TO CLARIFY ONCE AN FOR ALL. IT WILL STAY THERE. THAT WAY YOU CAN TELL IN A 4 TO 5 YEAR PERIOD WHAT HAS BEEN GOING ON. OUR ONLY GOAL WAS TO PROVIDE INFORMATION TO YOU TO MAKE INFORMED DECISIONS. THAT WAS THE CALL OF THE CITY COUNCIL. THERE IS NO SUCH THING AS PRESIDENT IN ONE DIRECTION O THE OTHER.
>> THANK YOU. >> ANY OTHER COMMENTS OR
QUESTIONS? >> DO WE HAVE PLANS TO LOOK AT
THIS IN THE SUMMER? >> THAT IS WHAT WE ARE LOOKING AT. I CAN'T GUARANTEE WHETHER O NOT THE PROPERTY WILL END UP IN THE OPTIMAL BOUNDARY, EVEN IF YOU ANNEX IT. REMEMBER WE ARE LOOKING AT A LOT OF FACTORS IN THAT STAFF RECOMMENDATION. YOU ALSO HAVE THE RIGHT TO MOVE WHATEVER IT IS WE PROPOSE. IT IS A MASSIVE MATRIX. THE DEPARTMENT HAS IT SITTING AT TH FRONT AND THROUGHOUT THE ROOM. EVERYBODY HAS INPUT ON OUR SERVICES IN RESPONSE TIMES. IF YOU THINK WERE BUILDING PUBLIC WORKS AND ENVIRONMENTAL SERVICE IN THE FAR WESTERN SIDE OF THE CITY. THE FURTHER WE GO IS A LONGER RESPONSE TIME TO STORMS TO DOWNED TREES. YOU HAVE A VERY CLEAR UNDERSTANDING. THE
EDGES ARE THE TOUGHEST PART. >> I'M TRYING TO UNDERSTAND , THIS BODY HAS DISAPPROVED THE ANNEXATION THAT WAS OUTSIDE TH ULTIMA LIMITS. IN THE PAST. WE DO HAVE A PRECEDENT FOR HONORIN THE BOUNDARIES. I HAVE NO DOUB WHATSOEVER EVENTUALLY YOUR PROPERTY WILL BE INSIDE THE OPTIMAL BOUNDARY. CHILDREN AT THAT AGE , WE WILL CONSIDER THI SOON. THOSE THAT HAVE HAD THEIR REQUEST DISAPPROVED WHAT ABSOLUTELY LOOK FAVORABLY UPON THIS BASED ON OUR PRECEDENT IN THE PAST.
>> TO CLARIFY THERE ISN'T A TIMELINE ON A REQUEST FOR ANNEXATION. SHOULD IT BE DENIED OF BRINGING IT BACK ?
>> THIS IS WHAT , OCTOBER? >> YES.
>> I DO NOT WANT YOU TO CONFUSE THIS WITH ZONING ACTIONS AND CONDITIONAL USE APPROVAL THINGS THAT DO HAVE TICKING CLOCKS. WE DID RESEARCH ON THIS AND THERE IS NO SUCH CLOCK ON AND
ANNEXATION. >> YOU CANNOT PUT CONDITIONAL USES ON ANNEXATIONS? MEANING,
>> IT AUTOMATICALLY COMES IN AS RURAL. THAT IS AS FAR AS YOU AR GETTING. ARE YOU SAYING TO CONDITION IN TERMS OF ABILITY T SOMETHING FURTHER? I HAVE NOT SEEN THAT AND I WOULD NEED SOME TIME TO DOUBLE CHECK WITH LEGAL COUNSEL. I DON'T BELIEVE WE CAN BUT WE ARE HAPPY TO LOOK INTO I IF THAT IS YOUR DESIRE.
>> THANK YOU. >> I HAVE ONE QUESTION, WHEN IT WAS BEFORE ALL, NOTHING HAS CHANGED, CORRECT?
>> NO. NOTHING HAS CHANGED OTHE THAN THE CITY COUNCIL HAS
>> MAY I MAKE ONE MORE COMMENT? THE LAST TIME THIS WAS BEFORE U I WAS ON THE COUNCIL. IT IS MY BELIEF THAT WE SHOULD HONOR TH INTEGRITY OF THE OPTIMAL BOUNDARY. A COMMENT WAS MADE BY THE PLANNING COMMISSIONER. THE HAD THREE PLANNING COMMISSIONER MISSING FROM THE MEETING. IT'S HARD TO SAY HOW THAT WOULD'VE TURNED OUT. IF THE FULL BODY HA BEEN PRESENT. A COMMENT WAS MAD BY THE COMMISSIONER THAT REALLY SPOKE TO ME THAT SAID MAYBE WE ARE SLIGHTLY BEHIND. WHEN THE OPTIMAL BOUNDARY WAS DRAWN ORIGINALLY THE ANTICIPATION OF WHERE WE COULD BE TODAY IN 2023 WE HAVE GREATLY OUTGROWN. IT MADE ME REALLY EVALUATE SOME OF THE ASPECTS OF WHAT WE ARE LOOKING AT. IN ADDITION TO THE FACT THERE HAS BEEN NUANCES OF WHETHER THE OPTIMAL BOUNDARY
[00:35:01]
MOVES OR DOES NOT MOVE WITH ANNEXATIONS. FOR THOSE REASONS IT IS CURIOUS TO ME THAT WE AR BACK HERE AGAIN LOOKING AT THIS IT DOES SHINE A LITTLE BIT DIFFERENTLY IN MY LENS FOR THISTIME AROUND. THANK YOU. >> I APPRECIATE WHAT MR. GRISWOLD SAID. WHEN MR. GREINK WAS HERE THE FIRST TIME WE DID NOT GET TO SPEAK. THERE WAS CONFUSION THAT NIGHT. FOR A LOT OF OUR THOUGHT THIS IS 22 ACRE AND YOU BRING IT IN THERE WILL BE A REZONING AND THEY COULD COME IN FAST AND FURIOUS BEHIND IT. IT COULD BE A BIG SUBDIVISION OUT THERE. THAT WAS IMPACTING MY DECISION WHETHER T SUPPORT IT OR NOT. UNDERSTANDIN YOU WANT TO RAISE YOUR FAMILY OUT THERE AND YOU WANT TO HAVE ONE HOUSE ON 22 ACRES AND NOT TAKE A LOT FROM THE CITY BUT TO HAVE YOUR KIDS PART OF OUR SCHOOL SYSTEM. THAT DOES CHANGE THE WAY I VIEW THIS, THIS EVENING. ANY QUESTIONS? OKAY,
[10.a. Conditional use approvals. Planning Commission recommendations. Public hearings required. ]
>> ARE YOU READY FOR RESOLUTIONS? 10 A 1 CONDITIONAL USE APPROVAL FOR TH FOLLOWING COMMERCIAL ENTERTAINMENT USES. GRUBHUB HOLLER TELSTAR PACKAGE STORE AND OR RECREATIONAL USE OF A , SORRY , I REROUTE PACKAGE STORE BUT IS A INTERNAL ARENA. THERE IS ALSO A REQUEST FOR ROAD SERVICES AND USES OF ATM AND CARWASH DETAILING SHOPPING GASOLINE SERVICE STATION. THEY HAVE ANOTHER OF ALREADY APPROVE CONDITIONAL USES IN THE PACKET. THAT'S IN ADDITION TO PROPERTY THAT IS LOCATED AT 2560 AND 260 EAST GLEN AVENUE IN THE COMPREHENSIVE DEVELOPMENT DISTRICT WITH THE PLANNED DEVELOPMENT DISTRICT OVERLAY. THE COMMISSION RECOMMENDED APPROVAL OF THIS REQUEST. AT IT APRIL 13TH MEETING WITH A REMOVAL. THE PUBLIC HEARING IS REQUIRED.
>> DO I HAVE A MOTION? >> A MOVE FOR APPROVAL.
>> I HAVE A MOTION TO SECOND. I YOU WOULD LIKE TO ADDRESS CITY COUNCIL PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD. YOU HAVE FIVE MINUTES.
>> MY WIFE AND I AND THE OWNERS OF DELTA DEVELOPMENT. WE ARE TH MASTER DEVELOPERS OF SPRING LAK APARTMENTS WITH RETAIL. WE APPRECIATE YOUR VOTES FIRST TIM AROUND. THEY HAVE DONE EXTREMEL WELL. 95% RENTED ALREADY. WITH EVEN HIGHER RENTS THAN EXPECTED. WE HAVE DONE WELL. NO WE ARE IN PHASE TWO. WHICH IS TO ACQUIRE RETAIL. WE ARE EXCITED ABOUT IT AND WE HAVE A COUPLE THINGS WE WOULD LIKE TO ADD IN ADDITION TO IT. WHICH IS A HOTEL. THE SITE IS CHALLENGING. BECAUSE THERE IS A GAS LINE EASEMENT THAT RUNS THROUGH THE SITE. IT'S QUITE DIFFICULT TO DEAL WITH. I HAVE NO INTENTION OF MOVING THE LINE THE GRADING HAS BEEN COMPLETE. THE SITE IS READY TO BUILD ON AND NOTHING IS TO BE DONE. ALL THAT WAS PRE-DONE. WE PUT THE RED LIGHT IN. WE HAVE A LOT OF RED LIGHT LATELY. THE RED LIGH IS IN. TURN LANES AND THE WAY YOU SEE THE SIDE RIGHT NOW IS EXACTLY THE WAY WE BUILT ON IT. WE CANNOT ADD ANY MORE. IT IS READY. WE DO HAVE , WE WOULD LIKE THE REQUEST FOR A HOTEL ON THE BACKSIDE OF THAT FOUR ACRES WE KNOW WE WILL END UP WITH SOM TYPE OF RESTRICTION BECAUSE OF THE AIRPORT. PROBABLY BE ABOUT 600 FEET. THAT WILL NOT BE A TALL HOTEL. WE DO REQUEST THAT THOUGH. IT WILL BE A GREAT USE FOR IT. BECAUSE THE GAS LINE WILL BE VERY STRICT. WE CAN ONLY PUT PARKING OVER THE GAS LINE EASEMENT. IT IS NOT JUST A SIMPLE GAS LINE. IT IS TWO MAIN GAS LINES. THEY HAVE BEEN THER FOR A LONG TIME AND THEY CANNOT
[00:40:05]
BE MOVED. WE REQUEST TO HAVE THOSE REMOVED. IT WAS MILLIONS TO MOVE THE GAS LINES. JUST TO THE BORDER OF THE PROPERTY. IT WAS NOT AN OPTION AT ALL. WE DI COME TO AN AGREEMENT WITH THEM THEY AGREED TO LET US BUILD OVE THE GAS LINE. THE ROAD IS GOIN OVER THE TOP OF THE GAS LINE. THE GAS LINE GOES DIAGONAL THROUGH THE PROPERTY. WE ARE ASKING FOR A HOTEL SITE ON THE BACKSIDE OF THAT. WE FEEL LIKE THERE IS NOT THAT MANY THINGS THAT CAN GET THERE. THE PARKING OUT FRONT, WE REQUEST THE HOTEL SITE. WE ARE REQUESTING A REMOTE ATM. IF WE DO NOT PUT A BANK ON THE THREE ACRE SITE. WE DO HAVE INTEREST IN A BANK ON THE THREE ACRE SITE. WE COULD , IT'S NOT QUITE THREE ACRES.2.84. THAT IS A POSSIBILITY. IF WE PUT A BANK IN WE ARE NOT REQUESTING A PORTABLE ATM. WE HOPE TO HAVE A SMALL PIECE OF PROPERTY THAT WILL BE HARD TO FIT ANYTHING ON. WE NEED TO SEL EVERY INCH OF THE PROPERTY WITH THE INVESTMENT THAT WE DO HAVE.
EVERYTHING IS READY TO BE DONE. WE ARE REQUESTING APPROVAL FOR A MINIMART. A FOOD MART WHICH WE THINK WILL WORK WELL WITH TH APARTMENTS. WITH THE BUSINESS MODEL OF THIS GENTLEMAN. WE AR REQUESTING FUEL ON THE SITE. I WILL BE LIMITED. WE ARE LIMITED BY THE COMPANY WHO WE SOLD THE APARTMENT SITE TWO. WE HAVE TO GO BY THERE RESTRICTIONS. EVERYTHING WILL HAVE TO BE FINISHED ON ALL FOUR SIDES. NO UNSIGHTLY REAR BUILDINGS FOR TH NEIGHBORHOODS. OR FOR THE APARTMENTS. THEY HAVE THEIR APPROVAL AND IT WILL BE TOUGH. IF WE DO , WE FEEL LIKE IT WOUL BE A GREAT FIT FOR THE TENANTS OF THE GLEN. THAT IS WHAT THEY HAVE RENAMED IT FROM SPRING LAKE. WE DO REQUEST FUEL AND MINIMART ON THAT SIDE. BUT IS THE ONLY CHANGE.
>> NO INDOOR RECREATIONAL USES?
>> IT IS ON OUR AGENDA. YOU DID MENTION IT.
>> YES, IT IS A POSSIBILITY. >> WAS THE QUESTION I HAD, THE LIST THAT YOU HAVE HERE, DOES THAT MEAN YOU WILL BUILD EVERY ONE OF THOSE OR ARE THESE THING IN CASE SOMEONE COMES ALONG THA
YOU JUST WANT TO BE READY ? >> THESE ARE JUST POSSIBILITIES WE DO NOT WANT TO BE LOCKED INT CERTAIN THINGS. WE ARE GOING T HAVE TO GO OUT THERE AND MARK THIS REALLY HARD TO ATTRACT BUSINESSES TO THIS SITE. THAT'S WHAT WE BROUGHT THE WOODRUFF COMPANY. IT LEADS TO HUNDREDS OF TENANTS IN COLUMBUS. ONE OF THE REASON WE CHOSE THOSE IS TH ACTUALLY LEASE TO THREE STARBUCKS. WE WANT A STARBUCKS ON THIS SITE. WERE GOING AFTER THEM. WE WILL BE AGGRESSIVE AND NOT WAIT FOR PHONE CALLS TO COM IN. WE WILL GO AFTER PEOPLE THA WE WANT. A HILTON AND MARRIOTT IS THE ONLY TWO BRANDS THAT WE WILL ALLOW ON THE SITE. THEY DO THE BEST JOB AND THEY HAVE MORE BRANDS THAN ANYONE. WE WILL NO ALLOW ANY HOTEL GROUP TOGETHER, THAT IS THE ONLY TWO WE WILL
ALLOW TOGETHER. >> THERE ARE SOME USES THAT YO
TOOK OFF THE TABLE. >> WE ARE ADDING THE ATM TO THE
LIST. >> REMOVE THE FOLLOWING USES, ROAD SERVICE USES, ATM AND CARWASH .
>> THAT IS A STAFF, ASKING YOU TO REMOVE THAT. STAFF IS ASKING YOU TO REMOVE IT AND THE PLANNING COMMISSION WENT IN THE MIDDLE AND REMOVE THE CARWASH. FROM THEIR RECOMMENDATION TO YO FOR A FINAL DECISION. ON PAGE 2 ¿
>> IT WAS THE CARWASH DETAILING

TO THE COUNCIL? >> ROBERT WILKINS. THIS TIME I AM RIGHT. 261 DENISON DRIVE . IT'S GOOD TO SEE YOU. I KNOW TH MAYOR WAS LOST WITH YOU GONE. WHAT I DO WANT TO TALK ABOUT WA THE 10 A 1. I DO NOT LIVE OUT THERE. I LIVE ABOUT A MILE FROM HERE. WHAT IS MY BIGGEST CONCERN IS THE THINGS THAT HAPPENED WITH THE SHORT-TERM RENTAL. MR. GRISWOLD AND MR. PARSON FELT SO STRONG ABOUT THE NC AREAS. IN THAT AREA THAT ALL THAT STUFF WILL BE BUILT , THER IS A NC PLACE. YOU GO DOWN THAT ROAD AND WHEN YOU COME IN THERE IS A GATE. A DOUBLE GATE THAT GOES INTO THE APARTMENT. I DELIVER FOR HUBER. I HAVE DELIVERED IT. FOR THOSE DIFFERENT APARTMENTS AND I HAVE DELIVERED IN THAT COMMUNITY. I AM CONCERNED. THERE IS SO MUCH BEING BUILT AROUND THERE IT'S LIKE YOU ARE TOTALLY STIFLING THAT AREA. HE OPEN THE TWO GATE AND THEY HAVE PADLOCKS ON THEIR IF YOU OPEN AND THEY COME THROUGH , THAT COMMUNITY, IT WILL BE A SHAME. BUILDING A HOTEL , WE TALKED ABOUT HOTEL AND WHAT IT LOOKS LIKE. IT HAS SHORT-TERM RENTAL SET UP ALSO.
CANNOT UNDERSTAND THE WHOLE MECHANISM . THE CITY OF AUBURN HAS JUST CONTINUOUSLY GROWN AND GROWN. AND BUILT AND BUILT. TO ME IT DOES NOT SEEM LIKE THERE IS ANY RHYME OR REASON TO IT. I IS JUST BEING DONE. I FEEL SORR FOR THAT COMMUNITY. I AM SURPRISED THEY ARE NOT HERE SAYING SOMETHING. I DO NOT THIN THEY REALIZE HOW MUCH IS GOING ON. WHEN YOU LOOK AT THE APARTMENT COMPLEX YOU SEE ALL O IT. THOSE PEOPLE THAT ARE ALL ALONG THERE THERE IS NO BARRIER THERE IS NOTHING. YOU SEE THE WHOLE COMPLEX. THEY WILL NOT HAVE CLOSE FITNESS OF THE COMMUNITY. I'M CONCERNED HOW IT IS BEING DEVELOPED. I THINK IT IS TIME THIS COUNSEL BEGINS TO LOOK. WHEN YOU BUILD SOMETHING, OF COURSE I KNOW THEY ARE ALREADY ZONING SET UP ALL THE WAY AROUND. YOU ARE NOT GOING INTO THE NC AREA. YOU STILL , NOT ABIDING BY WHAT YOU SAID 10 YEARS AGO, THAT YOU BELIEVE AND THAT THE NC SHOULD HAVE NO NOISE. I BELIEVE A LONG TIME AGO ALL THAT SHOULD NOT HAVE BEEN APPROVED. THAT COMMUNITY DESERVES MORE THAN THAT. I AM JUST CONCERNED AS A CITIZEN. I HAVE NOTHING TO GAIN OR LOSE FROM THE SITUATION. THE GENTLEMAN THAT CAME UP HAS AN AWFUL LOT OF STUFF PLAYING FOR THAT. THEY DID NOT HAVE ENOUGH PROPERTY THERE. ANYWAY, IT JUS
BOTHERED ME. THANK YOU. >> ANYBODY ELSE?

[00:50:23]
HAVE BEEN OUT THERE. WE HAVE HA RESIDENTS IN INDIAN HILLS ASK ABOUT IT. IT'S NOT FOR ACCESS FOR ANYONE ELSE. >> THE PLANNING COMMISSION IS OKAY WITH A GAS STATION?
>> THEY SPOKE TO THAT DURING TH MEETING.
>> THERE WAS DISCUSSION ABOUT THE GAS STATION AND ULTIMATELY THEY DID NOT CHOOSE TO INCLUDE THOSE. IT'S A CONDITION TO REMOVE FROM THE RECOMMENDATION AS WELL. THERE IS DISCUSSION ABOUT LOCATION AND POTENTIAL LOCATION OF THE PUMPS. WHETHER IN FRONT OR BEHIND THE BUILDING ULTIMATELY THEY WERE COMFORTABL WITH INCLUDING THAT AS A USE THAT WOULD BE ALLOWED. AS PART
OF THE APPROVAL. >> CAN YOU SPEAK TO THE STAFF'S RECOMMENDATIONS TO REMOVE THOSE THINGS ? BASICALLY PICKING AND CHOOSING WHAT YOU ALL RECOMMENDED.
>> AS PART OF THIS WE CONSIDER COHESIVE PDD. THE MULTIFAMILY COMPONENT AND YOU HAVE THE COMMERCIAL COMPONENT OUT FRONT.
WE REFERENCED OUR FUTURE LAND USE MAP. LOOKING THROUGH WHAT WAS THE INITIAL CONCEPTUAL MASTER PLAN THAT WAS PRESENTED AS PART OF THIS. SEEING HOW IT FITS IN WITH THE REST OF THE COMMUNITY AND USES UP AND DOWN THE ROAD. WE DID NOT FILL THE USES WERE APPROPRIATE FOR THE LOCATION. WHICH IS WHY WE RECOMMENDED THEY BE REMOVED. W DID NOT TAKE ISSUE WITH ANY OF THE OTHER REQUESTED USES. WE FELT THOSE WERE APPROPRIATE.
>> A LOT OF YOU REMEMBER 2016 AND THERE WAS MUCH DISCUSSION ABOUT THIS BEING A COMMERCIAL CORRIDOR. SO THE COMPROMISE JUST GENERALLY SPEAKING WAS COMMERCIAL WOULD BE TO THE FRON TO KEEP UP WITH THAT. THESE ARE SITE CHALLENGES. A GAS LINE AND OTHER THINGS. DOES THIS NEED TO CONNECT FURTHER BACK TO OTHER DEVELOPMENT? THE GAS LINE IS PROHIBITIVE FOR THAT PIECE. THE NOTION OF THE TIME WAS WE NEEDE ADVOCATE COMMERCIAL USES FOR SOME OF THEM. THAT'S WHY THE ORIGINAL LIST AND MARKET CHANGE OVER TIME IS NOT UNCOMMON TO HAVE APD CHANGE.
>> WE ARE ON THE 2023 SPRING LAKE PLAN.
>> THAT IS NOT BINDING, IS IT? >> NO IT IS NOT.
>> DURING THE PLANNING AND APPEARED IT WAS GOING TO BE ON THE SITE WHERE THE HOTEL SECTION , THAT PORTION.

>> IS THERE ANY REASON FOR MR. SPIDEY TO ANSWER ANY MORE QUESTIONS? OKAY. DO WE NEED TO REDO THE MOTION THERE AND TO SPECIFY WE ARE REMOVING IF THAT'S WHAT WE WANT TO DO? I JUST WANT TO MAKE SURE WE ARE FOLLOWING THE PROTOCOL.
>> MR. SPIDEY MAY NOT AGREE WIT THE RECOMMENDATION BECAUSE HIS REQUEST WAS FOR ALL OF THE ABOV AND THAT YOU CLARIFY THAT. YES YOU HAVE A MOTION AND A SECOND ON THE TABLE. SUZANNE BALL, EAST UNIVERSITY DRIVE. ON OCTOBER 4TH OF LAST YEAR, I CAME BEFORE THIS COUNCI AND INQUIRED AS TO THE NATURE O TRAINING THAT OCCURS FOR OUR COUNCIL MEMBERS. I HAD INTEREST IN THE TRAINING REGARDING THE FEDERAL AND STATE CONSTITUTION SINCE I HAVE SEEN VIOLATIONS OF THE 1ST, 4TH, AND 14TH AMENDMENTS. AFTER BEING GIVEN A VAGUE ANSWER TO MY QUESTION, I SUBMITTED A PUBLIC INFORMATION REQUEST. I WAS ALLOWED TO PURCHASE A COPY OF THE OR YENTATION MANUAL VIA MY RECORDS REQUEST FOR JUST UNDER $50. I ASKED ABOUT GETTING A DIGITAL COPY OF THE MANUAL TO SHARE AND WAS TOLD THAT THE COUNCIL WOULD HAVE TO APPROVE THAT REQUEST SINCE COUNCIL MEMBERS WERE NOT GIVEN A DIGITAL COPY. THEREFORE I'M ASKING YOU TONIGHT TO PLEAS
[01:05:05]
MAKE IT SO THAT, THAT IS INCLUDED ON THE WEBSITE SO THAT EVERYBODY HAS, UM, ACCESS TO THAT. THERE IS A LOT OF USEFUL INFORMATION INCLUDED IN THIS MANUAL, INCLUDING DEPARTMENTAL OVERVIEW, HIGHLIGHTS OF ACCOMPLISHMENTS, AS WELL AS GOALS FOR THE NEXT 4 YEARS. NOW BACK TO MY ORIGINAL CONCERN. ON PAGE 44 WHEN SPEAKING ABOUT OUR COURTS AND JUDICIAL DEPARTMENT, IT STATES THE CITY OF AUBURN PROVIDES A CONSTITUTIONAL AND STATUTORY MEDIUM FOR THE RESOLUTION OF ALL MISDEMEANORS, TRAFFIC OFFENSES, AND CODE VIOLATIONS WITHIN THE AUBURN POLICE JURISDICTION. HOWEVER, WHEN SPEAKING ABOUT CITY GOVERNMENT AUTHORITY, PAGE 7 TRIES TO DUCK THE FEDERAL CONSTITUTION BY CITING THE 10T AMENDMENT AND CLAIM AUTHORITY T SELF-GOVERN. WE SAW IN 2021 THA THIS COUNCIL TOOK PROPERTY RIGHTS GRANTED BY OUR FEDERAL CONSTITUTION. I BELIEVE THIS SHOWS A CLEAR PHILOSOPHY OF OUR CITY GOVERNMENT TO GO ON ANY AN ALL POWER ALLOWED. MANY MORE RECENT EXAMPLE WAS THE BUSINESS LICENSE REVOCATION ORDINANCE PRESENTED TO YOU THAT YOU SO WISELY CORRECTED, AND I APPRECIATE THAT. UM, STATE RIGHTS DO NOT OVERRIDE CONSTITUTIONAL PROPERTY RIGHTS OR OTHER CONSTITUTIONAL RIGHTS. ONLY THE KNOWLEDGE OF OUR FOUNDING DOCUMENTS WILL KEEP THIS OVER REACH AT BAY.EDUCATION IS KEY. WHILE REVIEWING THIS MANUAL, IT WAS MADE CLEAR THAT THIS COUNCIL SETS POLICY AND THAT THE MANAGE EXERCISES OVERSIGHT OF THE DAY-TO-DAY OPERATIONS. BECAUSE OF THIS POSITION IS TEMPORARY AND FINITE FOR MOST OF YOU, I'M ASKING YOU TO MAKE EDITS TO YOUR TRAINING AND TRAINING MANUAL NOW TO INCLUDE THE FOLLOWING ITEMS. TRAINING FOR BOTH NEW AND RETURNING COUNCIL MEMBERS TO INCLUDE A REFRESHER OF OUR FEDERAL CONSTITUTION AND HOW THIS GUIDES YOUR DECISION MAKING. THE OATH OF OFFICE, THE BILL OF RIGHTS OF THE FEDERAL CONSTITUTION, GUIDING STATE DOCUMENTS FOR MUNICIPALITIES, CONSTITUTIONAL REVIEW FOR THE PLANNING COMMISSION, AND LASTLY I WANT TO THANK YOU ALL FOR YOU SERVICE ON THIS COUNCIL AND THE TIME THAT YOU COMMIT TO IT. I KNOW IT DOES REQUIRE A LOT OF TIME. HOW ABOUT THAT? RIGHT ON IT. THANKS, YA'LL.
>> WHO WILL BE NEXT? >> MAYBE A THIRD TIME IS A CHARM. MY NAME IS ROBERT WILKINS, AUBURN, ALABAMA. GOOD EVENING, MAYOR AND COUNCIL. I WANT TO RIGHT A WRONG, OKAY? THIS COUNCIL IN LESS THAN 6 MONTHS HAS BROKEN AWAY FROM THE BEHAVIOR OF PAST AUBURN COUNCILS. PAST COUNCILS WERE CONTROLLED BY THE CITY BUREAUCRATIC SYSTEM, ITS MAYOR, AND INFLUENCERS. THE COUNCIL IN ITS SHORT TENURE IS DOING ITS DUE DILIGENCE WITH EACH ISSUE SUCH AS BUSINESS LICENSE CONTROL, LIBRARY BOOKS ISSUE, AND MORE. TODAY IS TAX DAY. I JUST MAILED MINE A LITTLE BIT AGO. BUT I REALIZED SOMETHING WHEN I DID THE TAXES. YOU FIVE COUNCIL PEOPLE THAT VOTED FOR THE SHORT-TERM RENTAL, LET'S SEE, GRISWOLD, PARSONS, DAWSON, TAYLOR, AND MAYOR, YOU AS A GROUP TOOK AWAY 10S OF THOUSAND OF DOLLARS FROM ME AND MY FAMILY. IT ANGERS ME, TO BE HONEST. DOING MY TAXES REALIZIN I HAD A LOT LESS INCOME THAT I COULD PAY THINGS WITH. THE LAST COUNCIL REFUSED TO CLICK THE SHORT-TERM RENTAL TAXES FROM 15 AUBURN FAMILIES. BY APPROVING ORDINANCE 3288, INSTEAD SENT US TO COURT. THE CITY OF AUBURN HA SPENT MONEY FOR TRUCKS, SOFTWAR TO MONITOR WE THE SHORT-TERM RENTAL FAMILIES PLUS FUNDS SPEN FOR DEFENDING THE SHORT-TERM LAWSUIT THAT IS IN ALABAMA'S SUPREME COURT. THE WORST OF ALL IS COUNCIL MEMBERS DID NOT DO THEIR DUE DILIGENCE ON THIS ISSUE. OVER A 29-MONTH PERIOD, THE TASK FORCE NEVER HAD ANY RECOMMENDATIONS. HOW MANY PEOPL WOULD BE AFFECTED? HOW MANY COMPLAINTS WERE MADE ABOUT SHORT-TERM RENTALS IN THE LAST YEARS? WHY DID YOU NOT GO INTO THE WARD AND GET YOUR CONSTITUENTS OPINIONS? I JUST WANT TO KNOW WHY. ORDINANCE 328 DONE FOR THE PROTECTION OF ALL THE NEW HOTELS THAT HAVE BEEN BUILT OR ARE BEING BUILT? NAH, NO WAY. 80% OF SHORT-TERM RENTA INCOME CAME FROM THE AUBURN FOOTBALL GAMES AND THE AUBURN GRADUATION. THERE WILL NEVER BE ENOUGH HOTELS IN THIS TOWN TO SATISFY THAT NEED. YOU CAN BUIL THEM ALL DAY LONG BECAUSE THEY GOTTA MAKE A LIVING. ORDINANCE 3288 DONE TO PROTECT MISS DEAN'

GROUP AND HOTELS FOR OUR NEIGHBORHOOD? NO. THE QUALITY O NEIGHBORHOOD, THAT HAS NOT CHANGED. STILL QUIET AND WONDERFUL AS IT WAS BEFORE. THE CITY MANAGER AND CITY LAWYERS I BELIEVE HAVE GUIDED YOU IN THE WRONG DIRECTION. SEVEN OF YOU WERE NOT EVEN IN THE LAWSUIT AT ALL. YOU CAN SPEAK TO ME. YOU CAN SAY I'M SAYING THINGS WRONG YOU'RE ALLOWED TO DO THAT.YOU'RE IN CONTROL, NOT THE BUREAUCRATS IN THIS CITY. SO SPEAK UP. I GOTTA STOP? THANK YOU.
>> MR. WILKINS, YOUR COMMENTS O CALLING THEM BUREAUCRATS IS CONDESCENDING AND INAPPROPRIATE THEY'RE STAFF. THEY'RE PEOPLE.
KNOW THAT'S YOUR OPINION, BUT I DISAGREE WITH YOU. I DIDN'T CAL YOU BACK UP. YOU CAN SIT DOWN NOW. YOU CAN SIT DOWN NOW.

>> GOOD TO HAVE YOU BACK. >> OKAY. CAN YOU STOP THE CLOCK OKAY. I'M ELIZABETH MCCRAY, NORTH DONAHUE DRIVE. DUE TO HEALTH ISSUES, I WASN'T ABLE TO COME IN AND THANK YOU, MAYOR ANDERSON, AND THE REST OF YOU ALL FOR YA'LL BEING ABLE TO RESOLVE ONE OF MY ISSUES THAT I HAD LAST YEAR CONCERNING THE CEMETERY ISSUE. I DO HAVE OTHER ISSUES THAT I FEEL NEED TO BE ADDRESSED, ESPECIALLY WITHIN TH CEMETERY GUIDELINES. WE'RE STARTING TO HAVE DEATHS IN THE CEMETERY NOW, SO I FEEL A GREAT NEED FOR SOME CHANGES. YOU KNOW WHEN PEOPLE START STEALING AT THE CEMETERIES, THEN I FEEL LIK WE NEED TO DO SOMETHING. ALSO, WOULD LIKE TO GIVE A SPECIAL THANKS TO MR. RICHARD WHO TOOK THE TIME TO GO OUT TO THE CEMETERY AND REPLACE THE ITEMS. I WOULD LOVE TO GIVE A SPECIAL THANKS TO DR. COOKE AND CATRINA COOKE FOR THE WORK THEY HAVE DONE IN MY COMMUNITY AS FAR AS RESTORING, I'M GOING TO CALL IT THE PASTOR HOUSE OUT ACROSS FRO BAPTIST MISSIONARY CHURCH. THEY ARE MEMBERS AND I AM TOO. AND ALSO I'M IN THE MIDDLE OF THING NOW. WHEN YOU ALL REZONE OR REDID WHATEVER, IT PUT ME IN TH MIDDLE OF THINGS. WELL, I GREW UP ON THIS SIDE, NORTHWEST SIDE OF MY COMMUNITY. AND I STILL SE A LOT THAT NEEDS TO BE DONE TO IMPROVE, YOU KNOW, THE COMMUNIT THERE. I'M ALSO CONCERNED ABOUT A LOT OF HISTORICAL SITES NOT ONLY THERE BUT THE HISTORICAL SITES WITHIN THE CEMETERIES. YO KNOW, WE GOT I'M TRYING TO GO FAST RIGHT HERE ON THE ROAD.
OVER HERE AT PINE HILL. THAT'S HISTORICAL SITE. ANYTHING THAT' HISTORIC, I FEEL THAT WE SHOULD RESERVE IT. DO YA'LL FEEL THAT WAY? I MEAN, YOU KNOW, LET'S KEEP SOME OF THE HISTORY HERE.
REMEMBER, I GOT GREAT MEMBERS HERE. I GREW UP HERE. NOW WHAT WE GONNA DO SINCE I'M IN THE MIDDLE? HOW AM I GOING TO WORK THIS OUT IN TRYING TO, YOU KNOW I'M STILL SEEING THINGS ON THIS SIDE THAT NEEDS TO BE TAKEN CAR OF.
>> ANY OF US WOULD BE HAPPY TO TALK TO YOU AND CERTAINLY YOU CAN COME TALK TO ME. I'M SURE MISS TAYLOR AND MR. GRISWOLD WOULD BE HAPPY TO ENTERTAIN ANY CONCERNS YOU'D HAVE. REGARDING THE THEFT, HAVE YOU CONTACTED ANYBODY FROM OUR POLICE DEPARTMENT REGARDING THE THEFT? THE CONCERNS WITH THEFT?

FROM WARD ONE, GRISWOLD FROM WARD 2, WE'D ALL BE HAPPY TO TALK TO YOU. GOOD TO SEE YOU AGAIN. WHO WOULD BE NEXT?>> MY NAME IS MARCIA. I CURRENTLY SERVE AS THE CHAIR OF THE AUBURN PUBLIC LIBRARY ADVISORY BOARD. I'D LIKE TO LET YOU KNOW THAT APRIL 23-29TH IS NATIONAL LIBRARY WEEK WHERE ALL OVER THE COUNTRY LIBRARY USERS SHOW THEIR APPRECIATION. THIS I THE 65TH ANNIVERSARY OF THE FIRST NATIONAL LIBRARY WEEK CELEBRATED IN 1958. THE THEME O THE WEEK THIS YEAR IS THERE'S MORE TO THE STORY. LET'S HAVE A BIT MORE OF THE STORY ABOUT AUBURN PUBLIC LIBRARY. ONE IMPORTANT PART IS THE INCREDIBL JOB STAFF DOES AT OUTREACH TO THE COMMUNITY. TONIGHT ON THE CONSENT AGENDA, THE COUNCIL APPROVED THE BUDGET FOR A VAN T BE USED TO TAKE THE LIBRARY TO ITS USERS WHERE THEY LIVE IN PARTS OF THE CITY NOT LOCATED CLOSE TO THE THATCH AVENUE LIBRARY LOCATION. I WANT TO THANK THE CITY COUNCIL FOR THAT APPROVAL. THAT VAN IS GOING TO MEAN A LOT TO MANY, MANY AUBURN RESIDENTS. IT WILL BE USED AT MANY COMMUNITY EVENTS WHERE THEY'LL REGISTER FOR LIBRARY CARDS, PROMOTE LIE BRIAR SERVICES AND PROGRAMS, AND CREATE POSITIVE EXPERIENCES FOR THE COMMUNITY. AT SEVERAL OF THESE EVENTS, LIBRARY STAFF WIL GIVE AWAY BOOKS TO ALL AGES AND READING LEVELS. THE SUMMER LEARNING CHALLENGE FINALE AT TH BOYKIN CENTER, SEVERAL BLOCK PARTY, NATIONAL LIBRARY CARD SIGN UP MONTH, WEEKLY SERVICE HOURS AT THE AUBURN SENIOR CENTER WHERE ABOUT 100 PARTICIPANTS GET TECHNOLOGY ASSISTANCE PER MONTH. POP-UP EARLY LITERACY PROGRAMS, THE 2023 SPRING BREAK AT BOYKIN HAD 190 PARTICIPANTS. AUBURN DAY CARE CENTERS AT BOYKIN CENTER, THE BOYS AND GIRLS CLUB, THE VAN, AND THE OUTREACH WORK THAT THE AUBURN PUBLIC LIBRARY DOES WILL BE INVOLVED IN THOSE EVENT AND MANY MORE. THEY'LL ALSO BE INVOLVED AT VARIOUS ASSISTED LIVING FACILITIES AND DAYCARE CENTERS AROUND TOWN AND OTHER NEIGHBORHOOD AND POP UP EVENTS WITH STORY TIME OR LIBRARY CARD AND LEARNING CHALLENGE REGISTRATION OPPORTUNITIES. ALL OF THESE EVENTS REACH HUNDREDS OF AUBURN CITIZENS. THIS IS JUS A SMALL PART OF THE BIGGER STOR OF THE IMPACT THAT IT HAS ON TH COMMUNITY AND HOW MUCH IT MEANS TO SO MANY CITIZENS. ON BEHALF OF THE ADVISORY BOARD, THANK YO FOR THE SUPPORT OF YOUR PUBLIC
LIBRARY. >> THANK YOU. THANK YOU FOR YOU
WORK. ANYONE ELSE? YES, MA'AM? >> WE'RE GOING TO TAG TEAM.
>> THAT'S FINE. >> MY NAME IS BONNIE. I'M HERE TONIGHT AS THE VICE CHAIR OF GURE LIBRARY ADVISORY COMMITTEE AND I WANT TO TELL YOU A LITTLE MORE OF THE STORY ABOUT OUR GREAT LIBRARY. BUT I'LL START OUT BY THANKING YOU FOR YOUR SUPPORT FOR THE NEW BUILDING ON THE BOYKIN-DONAHUE CAMPUS. IN MANY WAYS, YOUR LIBRARY STAFF I ALREADY COLLABORATING WITH THE BOYKIN STAFF TO PROVIDE SERVICE NOW AND LEARN HOW BEST TO USE NEW SPACE ONCE IT'S COMPLETED. LET'S START WITH THE COLLECTIONS. THE STAFF IS ROTATING 350 VOLUMES FROM THATC TO A MINI LIBRARY AVAILABLE TO VISITORS AT BOYKIN. IN ADDITION USERS CAN REQUEST BOOKS FOR PIC UP AT THE MINI LIBRARY. THEIR SELECTIONS ARE BEING TRACKED TO INFORM WHICH BOOKS ARE PURCHASE FOR THE SHELVES IN THE FUTURE. IN ADDITION, THE COLLECTION FOR BOYKIN IS ALREADY BEING BUILT WITH A $15,000 GRANT FROM A MAJOR LIBRARY GRANTING AGENCY. IN A SIMILAR FASHION, THE LIBRARY STAFF AT THATCH GATHERS INFORMATION ABOUT THE SERVICES NEEDS AT BOYKIN BY PROVIDING ON-SITE LIBRARY SERVICES. RIGHT NOW, IT'S 6 HOURS A WEEK, BUT IT'S GRADUALLY INCREASING. AS STORY TIME IS OFFERED OFTEN DURING THE SATURDAY ON-SITE HOURS. SORRY, I'M LOSING MY VOICE. AND A WEEKLY FAMILY STOR TIME WILL BE OFFERED THIS SUMMER. IN ADDITION, THERE HAVE BEEN SPECIAL SESSIONS TO ASSIST WITH TECHNOLOGY. AS A BOARD MEMBER, I CAN CONSIDER IT A PAR OF MY JOB TO ATTEND THE WONDERFUL EVENTS PLANNED BY THE LIBRARY TO FAMILIARIZE THE COMMUNITY WITH THE SERVICES OF THE LIBRARY. THESE EVENTS HELP CITIZENS SIGN UP FOR LIBRARY CARDS AND MAKE SURE EVERYONE HA FUN WHILE THEY ARE THERE. THE LIBRARY IS ORGANIZED MANY EVENT
[01:20:02]
AT BOYKIN, INCLUDING LIBRARY CARD SIGN-UP MONTH EVENTS, EARL LITERACY PROGRAMS, AND AUTHOR EVENTS INCLUDING A PRESENTATION BY LISA MCNEIL THAT ATTRACTED OVER 100 ATTENDEES. OVER SPRING BREAK, THE LIBRARY HOSTED AN EVENT THAT INCLUDED A PUPPET CRAFT ACTIVITY, KONA ICE, GAMES AND A PUPPET SHOW. 190 PEOPLE ATTENDED THE EVENT, AND 148 OF THOSE REGISTERED FOR THE SPRING LEARNING CHALLENGE. I CAN'T WAI TO WALK INTO THE BEAUTIFUL NEW FACILITY WHEN IT IS A BUILDING BUZZING WITH ENERGY AS CHILDREN ATTEND STORY TIME, ASPIRING ENTREPRENEURS USE THE RESOURCES AND THE LIBRARIANS EXPERTISE TO FIND THE INFORMATION THEY NEED TO PREPARE THEIR BUSINESS PLANS AS SENIOR CITIZENS FIND READING MATERIALS AND TECHNOLOGICAL ASSISTANCE AND ALL OF US HAVE A SECOND LIBRARY LOCATION TO ADD TO WHAT MAKES AUBURN A TRULY WONDERFUL PLACE TO LIVE AND LEARN. IN THE MEANTIME, THERE ARE SOME WONDERFUL LIBRARY SERVICES ALREADY AVAILABLE ATTHIS LOCATION. >> THANK YOU. THANK YOU FOR YOU SERVICE. ANYONE ELSE? MOVE TO ADJOURN?
>> SO MOVED. >> SHE RAISED HER HAND.

HE HAD ON A NAVY BLUE T-SHIRT. HE LOOKED VERY HAPPY AND IT HAD HIS NAME ON IT IT SAID MORRIS, CLEAN AND SOBER SINCE MAY 2017. HE WAS VITALIZE AND DOING VERY GOOD WORK IN THE SUNSHINE, AND HE WAS PROUD OF HIMSELF. WHY CAN'T THE LIBRARY GET CLEAN AND SOBER AND NOT HIG ON THE DRUG OF DESECRATING THE MORAL VALUES OF OUR COMMUNITY? THE TRADITIONAL FAMILY. WHY CAN'T THE LIBRARY GET ETHICALLY SOBER AND CLEAN UP THEIR ACT?
STOP SEXUALIZING CHILDREN. >> POINT OF ORDER, MR. MAYOR.
THAT'S AN ACCUSATION. THAT'S INAPPROPRIATE.
>> YOU'VE SEEN THE BOOKS WITH YOUR OWN TWO EYES, SIR.
>> I ONLY BRING THE ARGUMENT THAT YOU'RE NOT HAPPY WITH THE CONTENT OF THE LIBRARY. THAT IS WITHIN YOUR RIGHT. BUT WHEN YOU START DESCENDING INTO ABSURD ACCUSATIONS ABOUT PEOPLE, IT'S JUST, IT'S JUST TOO MUCH, AND SHOULDN'T BE TOLERATED.
>> MAY I HAVE A MINUTE BACK? A MINUTE BACK?
>> YES, MA'AM. PLEASE GO FORWARD.
>> THANK YOU. >> WE KNOW YOUR ARGUMENT ALREADY. YOU REPEATED IT, AND WE'VE TOLD YOU MULTIPLE TIMES THAT THIS BODY HAS NO PURVIEW OVER THE LIBRARY, BUT YOU SEEM TO INSIST THAT WHAT WE'RE TELLING YOU DOESN'T WORK OR SOMETHING. I'M NOT QUITE SURE O YOUR LOGIC.
>> MAYOR, YA'LL CAN DO WHAT YOU WANT TO DO, BUT YOU'RE NOT BEIN FAIR TO THE LADY. SHE HASN'T NAMED ANYBODY PERSONALLY. SHE SAID THE LIBRARY. SHE HAS A RIGHT TO HER 3 MINUTES. I STRONGLY OBJECT TO NOT GIVING THE LADY HER TIME. SHE'S A CITIZEN. SHE'S PAYING FOR THAT MICROPHONE. SHE HAS A RIGHT TO
SPEAK HER 3 MINUTES! >> RESET THE CLOCK TO 2 MINUTES

>> WHEN SHE DESCENDS INTO REMARKS THAT ARE AN ABSURDITY ABOUT WHAT OUR STAFF IS DOING I THIS LIBRARY, IT'S A LITTLE MUC TO TOLERATE. BUT BY ALL MEANS, HAVE YOUR 2 MINUTES IF YOU CAN KEEP TO THE ARGUMENT, WHICH I THINK YOUR ARGUMENT IS YOU DON' LIKE THE CONTENT OF THE LIBRARY IS THAT YOUR ARGUMENT?
>> SHE HAS A RIGHT TO SPEAK 3 MINUTES WITHOUT BEING
INTERRUPTED. >> PLEASE. GO AHEAD.
>> WHY CAN'T THEIR BOOKS INCOURAGE VIRTUE, PURITY, RESPECT FOR THE CHILDREN'S BODIES, WHICH ARE THE TEMPLE OF THE HOLY SPIRIT? NOT A SEX TOY TO BE PASSED AROUND LIKE A PACK OF CIGARETTES. AIDS IS STILL INCURABLE. UNWED PARENTS HAVE A HARD ROAD. PROMISCUITY ENDS IN DISEASE, SORROW, AND ABORTION.
WHY IS THE LIBRARY DRUNK ON LIE AND HAPPY TO DEMORALIZE THE CHILDREN OF THIS TOWN WITH THEI FATAL MEDIA? IS THIS GOD'S WILL
[01:25:12]
CLOSEST TO HIM SAY HOLY, HOLY, HOLY, LORD GODDAL MIGHTY WHO WA AND IS TO COME. HOLY, HOLY, HOLY. GOD CALLS PEOPLE TO HOLINESS. YOU HAVE THE AUTHORITY TO REMOVE THESE TOXIC ITEMS. YES, YOU DO. PLEAS MAKE YOUR MOVE AND DO SO. HELP THE CHILDREN. CLEAN UP THE LIBRARY. A GRATEFUL NATION WIL BE FOREVER IN YOUR DEBT. THANK YOU.>> DO YOU NEED ANY MORE TIME? >> NO, THANK YOU.
>> ANYONE ELSE? >> I WOULD RESPOND, IF I MAY.
>> YES, SIR. COULD YOU WAIT JUS A SECOND?
>> THERE ARE COUNTLESS FAMILIES HERE, RESPONSIBLE FAMILIES WHO USE OUR LIBRARY AS IT'S INTENDED. IF THEY HAVE QUESTION FROM THEIR CHILDREN ABOUT ANY MATTER, THEY USE OUR LIBRARY AS A RESOURCE TO HELP GAIN, EDUCAT THEIR CHILDREN, ENTERTAIN THEIR CHILDREN, AND I BELIEVE IT'S TH PARENTS, EACH INDIVIDUAL PARENT IN OUR COMMUNITY IS DIFFERENT, AND HAS DIFFERENT CHILDREN WHO MAY ASK DIFFERENT QUESTIONS, AN I'M VERY THANKFUL THAT OUR LIBRARY HAS THE CONTENT, AGE-APPROPRIATE CONTENT FOR RESPONSIBLE PARENTS, FOR ANY PARENT OF THAT MATTER, TO USE A A RESOURCE IN THEIR CHILD'S DEVELOPMENT. AND TO DEMONIZE A LIBRARY IN ITS TOTALITY BASED O ONE SMALL SECTION OF THE LIBRAR THAT I BELIEVE THE STAFF HAS DONE GREAT WORK ADDRESSING CONCERNS ABOUT CONTENT AND YET THE COMPLAINANT RETURNS AND RETURNS WITHOUT ACKNOWLEDGING THE EFFORTS AND ACKNOWLEDGING THE WIDE ARRAY OF VALUABLE MATERIAL IN THE LIBRARY. IT'S A LITTLE HARD TO LISTEN TO PEOPLE ACCUSE OUR STAFF, MANY OF WHOM KNOW PERSONALLY, OF THESE OUTRAGEOUS CLAIMS OF CRIMINAL BEHAVIOR. SO CHIEF DAWSON, I DO TEND TO JUMP A LITTLE QUICKLY, BUT I WOULD INSIST THAT SHE HAS HER 3 MINUTES AS WELL, BUT IT SEEMS A LITTLE TOUGH TO ALLOW SOMEBODY TO VENT THEIR SPLEEN I A WAY THAT'S DIRECTED AT OUR CITY STAFF WITHOUT A LITTLE BIT
>> HEY, THANK YOU. GOOD EVENING MY NAME IS JEFF WALKER. I LIVE AT 2078 AUTUMN RIDGE WAY. I WAS INVITED TO COME TO SOME OF THE CITY COUNCIL MEETINGS BEGINNING OF THE YEAR. I WANTED TO TELL ALL OF YOU I'VE REALLY APPRECIATED IT AND IT HAS BEEN EYE OPENING TO LEARN ALL OF THE LITTLE THINGS GOING ON IN OUR CITY EVERY 2 WEEKS. IN THE LAST CITY COUNCIL MEETING, I THINK I WAS EXTREMELY INSIGHTFUL THE SPEAKER THAT CAME IN AND TALKED ABOUT THE PROCESS IN OUR CITY LIBRARY BEING ABLE TO REVIEW BOOKS, WHAT THE PROCESS THE CITIZENS HAVE IF THEY DON'T BELIEVE SOMETHING'S APPROPRIATE AND I THINK ONE OF THE MOST INTERESTING PIECES WAS WHEN HE SAID THAT WE LOOKED AT THE PROCESS, WE ACTUALLY REVIEWED SOME OF THE BOOKS IN QUESTION, AND RELOCATED CERTAIN ITEMS THA WERE MISCLASSIFIED. IF YOU GO INTO THE LIBRARY, THERE'S A LOT OF BOOKS IN THERE. OH, WELL. YO KNOW, SOMETIMES THINGS ARE GOIN TO GET MISCLASSIFIED. AND HAVIN THIS PROCESS THAT ALLOWS THE CITIZENS TO SAY I'M NOT SURE THIS IS IN THE RIGHT PLACE, HAV SOMEONE REVIEW IT, AND HAVE EXAMPLES WHERE THINGS WERE RECLASSIFIED, I BELIEVE SHOWS A WORKING PROCESS INSIDE OF OUR LIBRARY, AND I APPRECIATE THE LIBRARY STAFF AND ALL THE HARD WORK THEY DO FOR IT. AND I JUST ALSO WANTED TO SAY HOW MUCH I APPRECIATED COMING TO THESE MEETINGS. IT'S WEIRD. I FEEL LIKE I MUST BE GETTING OLD BECAUSE I ENJOY COMING TO CITY COUNCIL MEETINGS. BUT THANKS AL

OF YOU AND APPRECIATE IT, AND PLEASE KEEP UP THE GOOD WORK.>> THANK YOU, MR. WALKER. WHO WILL BE NEXT?
>> MAYOR, IF I MAY. >> I APOLOGIZE. MAYOR, YOU NEED TO CLOSE CITIZENS COMMUNICATIONS.
>> CLOSE CITIZENS COMMUNICATIONS.
>> LET ME MAKE IT VERY CLEAR WHERE I'M COMING FROM. I'M NOT SAYING I AGREE WITH THIS LADY. I'M NOT SAYING I AGREE WITH ANYBODY ELSE IN HERE. UNLESS YO GET UP HERE AND PERSONALLY NAME SOMEONE, YOU GOT A RIGHT TO CONTINUE TO HAVE YOUR 3 MINUTES TO SAY WHAT YOU WANT TO SAY. WHETHER I AGREE WITH IT OR NOT, THIS IS THE UNITED STATES OF AMERICA, AND I WILL FIGHT UNTIL I DIE. AS LONG AS I CAN TALK AN SPEAK, I WILL FIGHT FOR ANYBODY'S RIGHT TO SPEAK ON WHATEVER THEY WANT TO SPEAK ON AS LONG AS IT'S DECENT CONVERSATION. IT WAS NOT VULGAR CONVERSATION, IT WAS NOT HATE SPEECH. YOU SIMPLY GET HER OPINION ON THE LIBRARY OR THE LIBRARY BOARD OR WHATEVER. SHE HAS A RIGHT TO DO THAT. THIS IS A CITY RUN BY CITIZENS. IT BELONGS TO THEM. IT DOESN'T BELONG TO US. I VERY MUCH RESEN WHEN SOMEONE CAN'T HAVE 3 MINUTES TO SPEAK. BOB, I LIKE YOU AS A PERSON, BUT I THINK YOU'RE DEAD WRONG ON THIS ONE.
LIKE I SAID AGAIN, MY FOREFATHERS DIED FOR OUR RIGHTS IN THIS COUNTRY, AND I'LL DO TH SAME IF NEED BE. I DON'T CARE I I AGREE WITH YOU OR NOT, WHATEVER YOU GOT TO SAY, I WILL BACK YOU FOR YOUR 3 MINUTES. THAT'S AMERICA. IF WE'VE GOTTEN TO THE POINT WHERE WE CAN'T SAY SOMETHING WE DON'T AGREE WITH, WE'RE IN BAD SHAPE IN THIS COUNTRY. YOU HAVE TO GIVE THE RIGHT TO SPEAK YOUR MIND ABOUT WHATEVER. I DON'T AGREE WITH A LOT OF THINGS PEOPLE GET UP HER AND SAY, BUT I'M NOT GOING TO INTERRUPT THEM UNLESS THEY SAY SOMETHING VULGAR OR ATTACK SOMEONE'S CHARACTER. IF IT WAS PERSONAL, I'D HAVE SOMETHING TO SAY ABOUT IT. BUT AS LONG AS THEY TALK ABOUT THINGS THEY BELIEVE ARE GOING ON OR NOT GOING ON IN THE LIBRARY, I THIN IT'S A CRYING SHAME WHEN YOU CAN'T HAVE YOUR 3 MINUTES TO SPEAK. IF YOU DON'T WANT IT, TAKE IT ALL OUT. IF YOU HAVE IT
YOU'VE GOT A RIGHT TO SAY IT. >> ANYONE ELSE?
>> I WOULD JUST LIKE TO END BY SAYING THANK YOU FOR YOUR LEADERSHIP AND THANK YOU FOR TH FACT THAT WE HAVE A VERY STRONG LIBRARY STAFF THAT HAS WEATHERE THE LAST SEVERAL MONTHS OF CRITICISM AND CRITIQUE. AND SOM OF IT HAS BEEN VERY POSITIVE AN HAS CREATED OPPORTUNITIES FOR U TO IMPROVE. I APPRECIATE YOUR LEADERSHIP AND DIRECTION FOR THAT. PLEASE CONVEY TO THE LIBRARY STAFF AND THE LIBRARY BOARD THAT AS I SIT AS A COUNCI MEMBER THAT I APPRECIATE THE WORK THEY'VE DONE.
>> CERTAINLY WILL. THANK YOU. >> IF ANY OF YOU EVER NEED ANY KIND OF SUPPORT FROM ME, I GIVE IT WITHOUT QUESTION. IT'S A SAD DAY WHEN SUCH A COMMUNITY, SUCH A GENEROUS COMPONENT OF OUR CIT SMEARED IN SUCH A THOUGHTLESS WAY.
>> ANYONE ELSE? CHIEF, I APPRECIATE YOUR PASSION, AND I APPRECIATE YOU HOLDING US ACCOUNTABLE ABOUT ALLOWING PEOPLE THE TIME THAT THEY DESERVE. AND YOU'RE EXACTLY RIGHT. I DO THINK AS THE MAYOR THERE'S A LINE THAT SOMETIMES I CROSSED. AND WHEN PEOPLE'S CHARACTER IS SOLLIED, I BELIEVE I HAVE TO SPEAK UP TO THAT. AND SAYING THAT WE'RE SEXUALIZING KIDS, I'M NOT SMART ENOUGH TO PROVE IF THAT'S RIGHT OR WRONG, BUT I KNOW THAT'S A NASTY ACCUSATION TO MAKE TOWARD SOMEBODY. AND I BELIEVE IT'S INAPPROPRIATE. WE ARE NOT PERFECT. THERE'S NOT A DEPARTMENT OR AN EMPLOYEE THAT WORKS FOR THE CITY OR AN ELECTE OFFICIAL THAT'S PERFECT. AND WE'RE ALL TO BE HELD ACCOUNTABL BY THE CITIZENS OF THIS COMMUNITY, EVERY ONE OF US. BUT WHAT I DO KNOW IS THAT CALLING PEOPLE NAMES AND MAKING ACCUSATIONS THAT CALL INTO ACCOUNT IMMORALITY IS NOT THE WAY FOR US TO GET BETTER. THIS HAS BEEN AN INTERESTING SITUATION. I HAVE LEARNED A LOT ABOUT HOW OUR LIBRARY WORKS. AN SHAME ON ME FOR NOT UNDERSTANDING IT ALL. BUT WE HAVE A SYSTEM IN PLACE THAT WE HAVE EVALUATED AND TALKED ABOUT AND THOUGHT ABOUT A LOT OVER TH
[01:35:04]
LAST COUPLE MONTHS. AND I'M CONFIDENT THAT WE ARE DOING THE RIGHT THING TO EVALUATE WHAT IS GOING ON AS WE MOVE INTO THE FUTURE. AND EVERYBODY KNOWS HOW IMPORTANT THIS IS, AND I BELIEV THAT WE'RE MOVING FORWARD NOW. THAT DOESN'T MEAN EVERYBODY IS GOING TO AGREE WITH EVERY SINGL THING IN THAT LIBRARY. THERE MIGHT BE A TIME AS A PARENT YOU MIGHT SAY I'M NOT GOING TO GO T THAT SECTION. THAT'S YOUR CHOIC AS A PARENT. YOU DON'T HAVE TO DO ANYTHING. PARENTS NEED TO BE PARENTS. BUT WHAT I DO KNOW, CALLING PEOPLE NAMES AND DEFAMING THEIR CHARACTER IS NOT GOING TO MAKE AUBURN BETTER. IT'S NOT. BUT I APPRECIATE EVERYBODY UP HERE. EVERYBODY UP HERE HAS GOT A GREAT OPINION.EVERYBODY UP HERE HAS BEEN INVESTED IN TALKING ABOUT THIS AND WANTING TO MAKE OUR CITY BETTER, AND I'M GRATEFUL FOR THAT. I SURE AM. DO WE HAVE A
