[4. MAYOR AND COUNCIL COMMUNICATIONS]

PLEASE BE SEATED. IT IS THE FIRST MEETING OF THE MONTH OF JULY.

AT THIS TIME OUR VIDEO WE WILL RECOGNIZE OUTSTANDING EMPLOYEES INCLUDING TIFFANY MOORE, OUR OUT

STANDING EMPLOYEE OF THE MONTH. >> PROUD TO INTEREST -- INTRODUCE YOU TO OUR JULY EMPLOYEE OF THE MONTH AND I HAVE A MEMORANDUM FROM OUR CITY MANAGER.

WHEN TIFFANY MOORE STARTED WORKING AT THE CITY OF AUBURN AS A CUSTOMER SERVICE SPECIALIST WITH DEVELOPMENT SERVICES SHE DEMONSTRATED THE WORK ETHIC AND PERSONALITY OF A TRACK STAR.

WHETHER SPRINTING TO ACCOMPLISH TASKS IN AN EFFICIENT MANNER OR HURDLING OBSTACLES TO SUPPORT THE DEVELOPMENT SERVICES TEAM, SHE HAS DEDICATION AND ENTHUSIASM EACH DAY.

TIFFANY PROVIDES OUTSTANDING SERVICE TO EACH AND EVERY CUSTOMER.

I HAVE RECEIVED NUMEROUS COMMENTS FROM THE PUBLIC REGARDING THE POSITIVE DEMEANOR BY WHICH TIFFANY GREETED AND ASSISTED THEM WHEN VISITING DEVELOPMENT SERVICES.

SHE SHOWED FURTHER INITIATIVE THAT SHE TOOK HOME THE RESPONSIBILITY OF INFORMATION TECHNOLOGY AND EFFORT TO SCAN AND ACHIEVE -- AND ARCHIVE OUR FILING SYSTEM.

TIFFANY WORKED WITH OTHER STAFF TO COLLECTIVELY DEVISE A STRATEGY TO SCAN DOCUMENTS FOR TEMPORARY STORAGE ON OUR SERVER AND EVENTUAL MIGRATION TO OUR NEW DIGITAL ARCHIVING SYSTEM.

BY TIFFANY'S EFFORTS IN THIS PROCESS WE WERE ABLE TO EFFICIENTLY SCAN MANY OF THE DOCUMENTS AND ARE ON PACE TO UTILIZE AVAILABLE RESOURCES TO FINISH SCANNING AND AVOID CONTRACTING OUT THE WORK. SAVING POTENTIALLY $20,000. WHEN AN OPPORTUNITY AROSE TO ASSIST THE PLANNING DEPARTMENT, TIFFANY TOOK THE INITIATIVE TO STEP IN.

SHE TOOK ON ADDITIONAL RESPONSIBILITIES TO SUPPORT THE PLANNING DEPARTMENT WITH ADMINISTRATIVE ASSISTANT DUTIES THAT INCLUDES ASSISTING CUSTOMERS AND PLANNING PACKETS AND ASSISTING WITH CITY COUNCIL SUBMISSIONS AMONG MANY OTHER TASKS.

TIFFANY RECENTLY JOINED THE PLANNING DEPARTMENT PERMANENTLY IN THIS ROLE.

TIFFANY RESPONDS TO EVERY OPPORTUNITY WITH ENTHUSIASM AND COMMITMENT TO PROFESSIONALISM THAT DEMONSTRATES THE CHARACTER OF AN EMPLOYEE OF THE MONTH FOR THE CITY OF AUBURN.

THANK YOU AND CONGRATULATIONS.

>> THANK YOU, GREG. CONGRATULATIONS AGAIN TO TIFFANY AND THANK ALL OF OUR OTHER OUTSTANDING EMPLOYEES AND WE APPLAUD THEIR RECOGNITION. THE CITY COUNCIL APPOINTED ASHLEY AARON AND CHRISTOPHER SMITH. HE GOES AS HUNTER.

[00:05:03]

AND THE CITY COUNCIL MADE THE DECISION TO SUSPEND RULES REGARDING INTERVIEWS FOR THE UPCOMING PLANNING COMMISSION APPOINTMENT THAT WILL BE MADE NEXT WEEK.

UNDER ANNOUNCEMENTS, A FEW THINGS. I JUST WANT TO SAY THANK YOU TO EVERYBODY INVOLVED IN MAKING FIREWORKS ANOTHER OUTSTANDING FOURTH OF JULY IN OUR COMMUNITY AND THERE IS A LOT OF WORK THAT GOES INTO THAT AND MOVING PARTS THAT GOES INTO THAT.

WE APPRECIATE IT. WE GOT A BREAK IN THE WEATHER AND IT WAS A BEAUTIFUL NIGHT FOR FIREWORKS. AND I WANT TO REMIND EVERYBODY, AND I GET A LOT OF INFORMATION AND FROM TIME TO TIME THINGS STRIKE ME. PROJECT UP LIFT IS AN ORGANIZATION THAT WORGS WITH OUD CHILDREN IN OUR COMMUNITIES AND NOT JUST IN THE CITY OF AUBURN, BUT ALL OVER THE AREA AND THEY DO AN OUTSTANDING JOB. THEY ARE STAFFED PRIMARILY FROM A VOLUNTARY STANDPOINT WITH AUBURN UNIVERSITY STUDENTS, BUT THEY HAVE AN OUTSTANDING STAFF WHO ARE INVESTING IN OUR CHILDREN IN THE RIGHT MANNER AND I WANT TO SAY THANK YOU TO PROJECT UP LIFT AND EVERYTHING THEY DO. ANY OTHER COUNCIL MEMBERS HAVE

AN ANNOUNCE -- ANNOUNCEMENT THEY WOULD LIKE TO MAKE? >> YES, SIR, IF I COULD.

THE AUBURN DOWNTOWN MERCHANT ASSOCIATION IS HAVING A WEEK FROM FRIDAY A THING CALLED CHEERS ON THE CORNER. IT IS THE BIGGEST FUNDRAISER OF THE YEAR.

THEY ANTICIPATE SELLING A THOUSAND TICKETS. SO OUR STREETS WILL BE FULL OF PEOPLE. IT IS NOT ABOUT DRINKING. IT IS ALL ABOUT THE CHEER.

THERE WILL BE SAMPLES OF THINGS AVAILABLE, BUT I PLAN TO BE THERE AND WALK AROUND AND NOT DRINK, JUST SO YOU KNOW. THEY ARE EXCITED ABOUT PUTTING THIS ON FOR THE CITY OF AUBURN

AND THAT IS A WEEK FROM FRIDAY AND IT IS 1800 TO 2100. >> THEY DO AN OUTSTANDING JOB EVERY YEAR. I UH -- I APPRECIATE ALL OF THE COORDINATION AND THE STAFF AND A

LOT OF SACRIFICES TO MAKE THAT HAPPEN. >> RAIN OR SHINE.

>> GOT IT. ANYONE ELSE? OKAY.

>> ONE MORE WORD. I WOULD JUST LIKE TO SAY, WE DID THE APPROVAL OF THREE INDIVIDUALS TONIGHT FOR BOARDS AND COMMISSIONS, AND I AM JUST AMAZED AT THE QUALITY OF THE APPLICANTS WE GET. THEY ARE JUST EXCELLENT. I'M JUST SO PROUD THAT CITIZENS

WANT TO REPRESENT AUBURN AND BE INVOLVED AT THAT LEVEL. >> THANK YOU.

I CONCUR. ALL RIGHT. WE'LL GO AHEAD AND MOVE FORWARD.

I DO NOT BELIEVE WE SHR A MEMBER FROM THE SJA HERE TONIGHT. AT THIS TIME THE CITIZENS COMMUNICATIONS ON ITEMS ON TONIGHT AETS AGENDA AND THESE ARE ITEMS ON OUR AGENDA THIS EVENING. IF YOU WOULD LIKE TO ADDRESS THE CITY COUNCIL COME FORWARD AND GIVE YOUR NAME AND ADDRESS FOR THE RECORD AND YOU WILL HAVE FIVE MINUTES TO SPEAK.

SEEING NO ONE WE WILL MOVE FORWARD WITH CITY MANAGER'S COMMUNICATION.

[8. CONSIDERATION OF CONSENT AGENDA]

>> NO CITY MANAGER'S COMMUNICATION SO IF YOU ARE READY FOR THE CONSENT AGENDA.

>> PLEASE. >> DOES ANY MEMBER WISH TO REMOVE AN ITEM FROM THE CONSENT

AGENDA AND DEAL WITH THAT ITEM INDIVIDUALLY? >> OKAY.

IS THERE A MOTION TO APPROVE THE CONSENT AGENDA? >> SO MOVED.

>> SECOND. >> MOTION AND A SECOND TO APPROVE THE CONSENT AGENDA.

ANY QUESTIONS? ALL IN FAVOR PLEASE SAY I. >> I.

[10.a. Tax Abatement Modification. Donghee America, Inc. 2550 Innovation Dr. Auburn Technology Park West.]

>> ANY OPPOSED? CONSENT AGENDA APPROVED. 10A IS A TAX ABATEMENT MODIFICATION FOR DONGHEE AMERICA. IT ANTICIPATES HIRING 100 EMPLOYEES OVER THE NEXT TWO YEARS AND INVESTING AN ADDITIONAL $82 MILLION IN BUILDING EXPANSIONS AND CAPITAL EQUIPMENT. THE MODIFICATION IS DUE TO A PREVIOUS APPROVAL VIA RESOLUTION 23107 ON JUNE 6TH DUE TO A COMPANY NAME CHANGE.

WE ARE CHANGING FROM WHAT WAS DONGHEE ALABAMA LLC TO DONGHEE AMERICA, INCORPORATED.

>> MOTION. >> SECOND. >> ALL IN FAVOR PLEASE SAY I.

>> I. >> ANY OPPOSED? MOTION CARRIES.

[10.b.1. Axon Enterprise, Inc. Purchase ten (10) in‐car cameras, twenty (20) bodyworn cameras and twenty (20) tasers. Police Department. $257,779.10.]

>> ALL RIGHT. AND ITEM 10B1 AUTHORIZES THE PORTION OF 10 IN-CAR CAMERAS AND 20 BODY-WORN CAMERAS AND 20 TASERS FROM AXON ENTERPRISES INCORPORATED FOR THE POLICE

DEPARTMENT IN THE AMOUNT OF $257,779.10. >> MOTION TO APPROVE.

>> SECOND. >> ANY QUESTIONS OR COMMENTS? ALL IN FAVOR PLEASE SAY I.

>> I. >> ANY OPPOSED? MOTION CARRIES.

[10.b.2. D & J Enterprises, Inc. Contract. FY 23 Streets Resurfacing Project. $2,750,000.]

>> I -- ITEM 10B2, D AND J ENTERPRISES INCORPORATED CONTRACT FOR FISCAL YEAR 2023,

STREETS RESURFACING PROJECT FOR $2.75 MILLION. >> MOVE FOR APPROVAL.

>> SECOND. >> A MOTION AND A SECOND. COMMENTS AND QUESTIONS?

>> YES, MR. MAYOR. >> YES, SIR. >> THE DETERMINATION OF WHAT STREETS ARE 10 TIFF -- TENATIVELY TO BE RESURFACED IS BASED ON THE PAVER PROGRAM.

[00:10:07]

CAN YOU TALK ABOUT WHAT THE PAVER PROGRAM IS? >> WE HAVE OUR ENGINEERS HERE TO

EXPLAIN. SCOTT? >> I WILL START WITH THIS AND BRANDY CAN HELP ME OUT IF I CAN'T FILL IN THE GAPS. THE PAVER PROGRAM IS SOMETHING THAT IS RELATIVELY NEW TECHNOLOGY BEING APPLIED TO PAVERS TO THE STREETS.

WHAT IT IS IS THERE IS A VAN THAT RIDES AROUND THE STREETS OF AUBURN AND BACK UP THE OLD WAY WE USED TO DO THIS IS ACTUALLY RIDING AROUND IN THE TRUCK AND PEOPLE DOING THIS.

THEY WOULD TAKE AT LEAST A YEAR, IS THAT RIGHT, BRANDY, AND WITH THIS PAVER IT TAKES A FEW WEEKS BECAUSE THEY ARE RIDING AT REGULAR SPEED THROUGH THE STREETS.

THE VAN IS EQUIPPED WITH ALL KINDS OF DEVICES. THEY ARE TAKING PHOTOGRAPHS OF THE STREETS. THEY ARE RECORDING THE DATA AND THE VIDEO SO THAT WE CAN HAVE THIS DATA TO LOOK AT AND LOOK AT CRACKS AND DEFECTS IN THE STREET.

THEY ALSO HAVE SENSING DEVICES TO ANALYZE VIBRATIONS IN THE STREET TO RECOGNIZE POTHOLES AND UNLEVELING IN THE ROAD AND THINGS LIKE THAT THAT IT PICKS UP.

ALL THIS DATA IS THEN COLLECTED AND THEY TAKE IT BACK AND ANALYZE THAT DATA.

FROM THAT DATA ANALYSIS THEY PROVIDE DEFECT STORES TO THE STREETS AND THAT IS FURTHER COMPILED IN RISK SCORES THAT RANK THE STREETS AND WE ANALYZE THAT DATA TO PRIORITIZE YEAR AFTER YEAR HOW THOSE STREETS SHOULD BE PLACED AND RESURFACED. IT ALLOWS US TO ACCOMPLISH IN A QUICKER TIME AND GET BETTER PAVEMENT CONDITION INDEX DATA TO BE ABLE TO MAKE RECOMMENDATIONS

LIKE TONIGHT. >> ALSO THINK IT IS IMPORTANT TO NOTE THAT WE HAD QUESTIONS LEADING UP TO THIS. CONDITIONS HAPPENED IN BETWEEN THE TIME WE DO THIS EVALUATION SUCH AS A CONSTRUCTION PROJECT OFF OF OWENS ROAD. AND SO SOMETIMES EITHER THINGS DETERIORATE FURTHER BASED ON HEAVY TRAFFIC THAT WAS NOT ANTICIPATED, AMONG OTHER THINGS, AND SOMETIMES THAT IS ADJUSTED ABOVE AND BEYOND THE PAVER RECOMMENDATION.

SOMETHING COULD HAPPEN IN THE FIELD OR WE COULD HAVE A MAJOR PIECE OF EQUIPMENT FALL AND GOUGE THE ROAD. IT MAY CHANGE A LITTLE OF THE FACE OF THAT.

TYPICALLY WE USE THIS DATA. >> I APPRECIATE THAT AND I UNDERSTAND THAT THIS IS A TENTATIVE LIST PROVIDED WITH OUR PACKETS AND PART OF THE E-PACKETS AND THE PUBLIC HAD AN OPPORTUNITY TO SEE IT AND ASK QUESTIONS. THE DAMAGED PORTIONS OF OWENS ROAD THAT WAS DUE TO THE CONSTRUCTION TRAFFIC, ALTHOUGH IT IS NOT LISTED ON THIS LIST, IT IS GOING TO BE -- IT IS BUDGETED AND WILL BE PRIORITIZED ACCORDINGLY?

>> ABSOLUTELY. THERE HAS BEEN A NUMBER OF QUESTIONS ABOUT THAT AND CONSTITUENTS HAVE REACHED OUT TO BOTH YOU AND MAYOR ANDERS WHO LIVES IN THE VICINITY.

THERE IS SOMETHING WE WILL GET CALLED A FULL DEPTH RECLAMATION THAT MEANS WE MAY HAVE TO DO A LOT MORE WORK IN THE ASPECTS OF OWENS ROAD AND OTHER THINGS THAT NEED TO BE EVALUATED.

ABSOLUTELY, POSITIVELY AS PART OF THE CONTRACT OWENS ROAD WILL BE REPAVED AND PUBLIC WORKS CAN SPEAK TO IT. ANYTHING TO ADD ABOUT THE TEMPORARY PATCHING UNTIL WE GET

THERE? >> SO, WE'VE MET A HANDFUL OF TEMPORARY PATCHES TO OWENS ROAD AND OBVIOUSLY THEY HAVE TAKEN A HIT WITH THE TRAFFIC ON THE ROAD.

AT THE SAME TIME, WE ARE GOING TO STAY ON TOP OF IT AND CONTINUE TO RIDE OWENS AND MAKE

PATCHES WHERE WE CAN AND WHEN THEY ARE NEEDED. >> WE ARE ASKING THE CONTRACTOR TO MOVE THIS UP IN PRIORITY WHEN WE KNOW WHAT WE KNOW. WE KNOW IT IS DIFFICULT FOR CITIZENS AND THERE HAS BEEN QUESTIONS ABOUT DAMAGE BY CONTRACTORS IN THE AREA.

TO THE EXTENT OF WHAT WE ARE ABLE TO DEFEND LEGALLY, WE WILL -- THEY WILL HAVE SKIN IN THE GAME, BUT ALSO WHEN YOU HAVE A PAVER SURVEY SHOWING DETERIORATION IN THE ROAD PRIOR TO THEM RIDING HEAVY TRUCKS ON IT, WE ARE NOT DEFENSIBLE ASKING THEM TO PAY FOR A ROAD THAT WAS LIKELY TO DETERIORATE. YES, THEY WERE RUNNING HEAVIER TRUCKS.

BUT WE HAVE LIMITS IN WHICH WE CAN ASK PEOPLE TO PAY FOR CERTAIN THINGS WHERE WE CAN LEGALLY DEFEND THAT. WE'LL PUSH THE ENVELOPE AS FAR AS WE CAN MAKE THEM RESPONSIBLE, BUT WE ALSO HAVE A RESPONSIBILITY BECAUSE OF THE AGE AND CONDITION OF THE ROAD.

>> THE PORTION OF THE ROAD HAS BEEN SEVERELY DAMAGED BY THE HEAVY CONSTRUCTION TRAFFIC AND

WAS NOT IDENTIFIED AS A PROBLEM UNDER THE PAVER PROGRAM. >> LET'S CLARIFY THAT.

IT WAS IDENTIFIED, BUT FURTHER OUT. THE CONSTRUCTION TRAFFIC ACTUALLY EXASPERATED THE CONDITIONS TO WORSEN AT A MUCH FASTER RATE.

WE MOVED QUICKLY UP THE SCALE TO BECOME A HIGHER PRIORITY. SO ONE THAT WOULD NOT HAVE BEEN

[00:15:03]

ANTICIPATED IT WASN'T AS PATED FURTHER OUT. >> THANK YOU.

THAT HELPS. AND WHAT IS THE POTENTIAL SCHEDULE FORGETTING STARTED ON

THIS, NOT ANY PARTICULAR ROAD, BUT THE PROGRAM AS A WHOLE? >> WE HAVE CONTRACT EXECUTION AND IT TAKES AT LEAST 30 DAYS. THAT'S NORMAL BECAUSE OF BONDING AND ALL KINDS OF THINGS WE DO.

AFTER THAT THEY GET GOING ON A SCHEDULE BASIS. BRANDY, DO YOU HAVE ANY IDEA

FROM A CONTRACTOR HOW THE SCHEDULING ACTUALLY WORKS? >> YEAH.

I THINK THEY ARE PREPARED TO MOVE FORWARD VERY QUICKLY ONCE WE GET THE CONTRACT DOCUMENTS EXECUTED. YOU ARE RIGHT ON TARGET WITH THE 30 DAYS AND A LITTLE

MOBILIZATION TIME. >> AND WE ARE PUSHING AND WE'LL CONTINUE TO PUSH AS HARD AS WE CAN TO GET THE AREA FIXED AS QUICKLY AS POSSIBLE. ONE OF THE CHALLENGES IS WE NEED THE RESIDENTS REGULARLY CONTACT US SAYING HEAVY TRUCKS ARE OFF THE ROAD, BUT WE WANT TO MAKE SURE THEY ARE OFF. WE NEED TO BE SURE WE MAKE SPECIFIC REPAIRS AND APPRECIATE THE PATIENCE OF THE RESIDENTS. WHEN WE FIX IT, WE WANT TO FIX IT ONCE.

>> A COUPLE MORE QUESTIONS HERE. THERE IS SOME AREA THAT THE CONTRACTOR WILL BEHELD

RESPONSIBLE FOR -- BE HELD RESPONSIBLE FOR CORRECT? >> ABSOLUTELY.

>> SPECIFICALLY IT IS THE AREA CLOSEST TO WHERE THE STREET ENDS AND THEIR DEVELOPMENT STARTS.

THAT WAS THE AREA WE HAVE NOT IDENTIFIED AS DETERIORATED AND WOULD NOT HAVE BEEN ON THE LIST

AS BEING REPAIRED, BUT THEY WILL REPAIR THAT. >> WE ARE NOT VOTING TONIGHT ON THIS LIST. WE ARE VOTING ON EXECUTION OF A CONTRACT.

>> RIGHT THIS. IS THE ANTICIPATED LIST. >> IT IS IMPORTANT FOR THE PUBLIC TO UNDERSTAND THAT THIS LIST WAS A TENTATIVE LIST AND NOT A DEFINITIVE LIST OF WHAT WILL BE WORKED ON AND PRIORITIZED. I WANT TO MAKE THAT POINT FOR THOSE WHO ARE WATCHING AND CONCERNED ABOUT THE VARIOUS ROADS.

ONE FURTHER QUESTION, I WAS ASKED HOW DOES THE PUBLIC -- HOW IS PUBLIC ABLE TO RECOMMEND A

ROAD FOR RESURFACING? >> THEY ARE CERTAINLY WELCOME TO EMAIL AT ANY TIME, AND THAT'S FINE. THE THING IS, THE PUBLIC'S PERCEPTION, ONE OF THE CHALLENGES WE SEE IS CRACKS IN ROADS AND WE SEE WHAT LOOKS LIKE TAR IN THEM, FOR LACK OF A BETTER TERM. THAT'S CRACK SEALING AND THAT IS MAINTAINING THE ROAD FOR LONG-TERM. WE HAVE A LOT OF PEOPLE COMPLAIN AND SAY THE ROAD IS IN BAD CONDITION, BUT IT IS IN GOOD CONDITION. PERCEPTION IS REALITY, AND I UNDERSTAND THAT, BUT SOMETIMES THEY MAY BE SEEING THINGS EITHER THAT WE ARE NOT SEEING OR MINOR THINGS THAT WE CAN FIX AND CAN MAKE IT BETTER. WE HEAVILY RELY ON THE PAVER CONDITIONS AND OUR STAFF'S EXPERTISE. SOMETIMES THINGS DO TEE TEAR YES, SIR -- DO DETERIORATE. REACH OUT BECAUSE SOMETIMES WE DON'T KNOW WHAT THEY ARE EXPERIENCING ON THEIR STREET. BUT IT DOESN'T ALWAYS MEAN IT WILL BUMP UP IN PRIORITY EITHER.

>> SO AS YOU REACH OUT TO COUNCIL MEMBERS AS WELL AS ENGINEER -- ENGINEERING.

>> IT IS PREFERABLE TO REACH OUT TO STAFF. >> THAT IS THE QUICKEST ROUTE.

>> TO ENGINEER STPH-G. >> YEAH ENGINEERING OR PUBLIC WORKS.

PUBLIC WORKS IS A GREAT PLACE TO START. PUBLIC WORKS IS THE ONE WHO WOULD MAKE ANY REPAIRS. IF YOU SEE A POTHOLE OR UNUSUAL CRACKING OR YOU SEE SOMETHING WEIRD ABOUT THE GUTTERS OR WHATEVER, THE BEST THING TO DO, CALL 501-3000.

THAT'S PUBLIC WORKS. OR UTILIZE THE FIX IT APP AND THAT ALLOWS US TO GET ON IT AS

QUICKLY AS POSSIBLE AND GET SERVICE TAKEN CARE OF. >> THANK YOU VERY MUCH.

>> I HAVE A QUESTION TOO. >> YES, MA'AM. >> OKAY.

SO THIS LIST HERE, AND I UNDERSTAND YOU SAY TENTATIVE LIST, BUT ARE THESE GOING TO BE THE ROADS THAT WOULD -- WOULD THESE ROADS COME BACK TO THE COUNCIL AND THERE WOULD BE A A TIME FRAME ON WHEN THEY WOULD RESURFACE? WHEN WILL WE SEE IT AGAIN?

>> YOU WON'T SEE IT AGAIN. MEANING, YOU CAN ASK ME FOR AN UPDATE IF ANYTHING HAS CHANGED AND I AM HAPPY TO PROVIDE THAT, BUT THIS IS GENERALLY -- FOR THIS DOLLAR AMOUNT THIS IS WHAT

WE THINK WE CAN PAVE. >> THERE IS NO TIME PERIOD ON EACH --

>> THERE IS A TIME PERIOD IN THE CONTRACT. THESE CONTRACTS USUALLY TAKE 12 MONTHS OR SO AND I DON'T KNOW HOW MANY A DAY CONTRACT THIS IS AND BRANDY YOU MAY NOT KNOW OFF

THE TOP OF YOUR HEAD. >> THIS IS A ONE-YEAR CONTRACT, BUT IT IS EXECUTABLE AND WE CAN

EXTEND IT TWO MORE YEARS AFTER THIS. >> FOR NOW YOU HAVE ANOTHER THREE MILLION OR SO BUDGETED THE NEXT FISCAL YEAR. ACTUALLY WE HAVE INCREASED RESURFACING BUDGETS TREMENDOUSLY TRYING TO GET FURTHER AND FURTHER AHEAD.

I MAY BUMP IT EVEN FURTHER IF WE NEED TO GET CAUGHT UP ON SOME THINGS.

COVID DIDN'T HELP, AND THE SUPPLY CHAIN DOESN'T HELP WITH THINGS.

ASPHALT PLANS BREAK DOWN AND WE HAVE ONE IN THE VICINITY THAT WE DON'T HAVE ASPHALT.

WE ARE WORKING HANDILY TO GET CAUGHT UP AS WE CAN. IT IS IMPORTANT THAT THE PUBLIC

[00:20:04]

UNDERSTAND THAT THE CITY DOESN'T HAVE THE EXPERTISE TO REPAIR ROADS.

WE CAN REPAIR THEM, BUT YOU NEED AN ASPHALT PLANT AND A MILLING MACHINE AND YOU NEED A NUMBER OF THINGS. THERE -- A LOT OF YOU TEASE ME ABOUT A STRIPING CONTRACTOR WHICH HAS BEEN A PROBLEM. WE'RE WORKING THROUGH THAT. THAT'S THE LIST FOR FISCAL 23.

WE ARE AT THE END OF FISCAL 23. SO REMEMBER, HOT ON ITS HEELS, AND I DON'T KNOW IF WE CAN WORK WITH SOMEBODY SIMULTANEOUSLY AND INVOKE THAT FURTHER, BUT I HAVE A DESIRE TO GET US CAUGHT UP AS QUICKLY AS I CAN. AND BLOCK GRANT, OCONEE IS PAYING FOR SOME OF THESE.

>> ARE YOU GOOD? >> I'M GOOD. >> ANYBODY ELSE?

>> YES. SO THIS LIST REPRESENTS THE WORST ROADS IN AUBURN, AND THIS

IS OUR TOP PRIORITY -- >> THIS IS THE STAFF'S FULL RECOMMENDATION IS THESE HAVE THE HIGHEST NEED PLUS WHAT COUNCILMAN GRISWOLD MENTIONED THAT IS BEING DEALT WITH, YES.

>> AND THERE IS A PRIORITY LIST AND WE ARE NOT POINTING -- VOTING ON THAT AS HE POINTED OUT. IT IS SOMEWHERE AND IN RANK ORDER AND PROBABLY HAS OWEN ROAD

ON TOP OF IT. >> SO WHAT WE DO WHEN WE -- YES. OWENS ROAD WILL BE ADDED.

WHAT WE DO ON AN ANNUAL BASIS, WE CAN SEE WHAT WE THINK WE WILL DO IN 24, BUT THERE IS A CAVEAT AND IT COULD BUMP SOMETHING OUT OF PRIORITY BECAUSE IT IS A BIGGER PRIORITY.

>> THANKS. >> AND WE TALKED ABOUT MULTI-USE PATHS AND BICYCLE LANES WHERE IT IS APPROPRIATE TO PUT THOSE AND WHERE WE WERE ABLE TO PUT THOSE, WE WERE GIVEN CONSCIOUS EFFORT TO DESIGNATING THAT SPACE. I DON'T KNOW WE WILL GET ANY NEW ONES, BUT IT WILL BE LOOKED AT

AND ANALYZED. >> YEAH. EACH AND EVERY YEAR PRIOR TO ISSUING THIS LIST, ANYTHING THAT IS ON A PRIORITY LIST, IF IT IS SLATED FOR BIKE LANES AND WE ARE ABLE TO MAKE THAT HAPPEN, WE DO. SOME OF IT IS REFUR SUCCESSING THE -- RESURFACING THE BIKE LANES. ARE THERE ANY OTHER ADDITIONS YOU ARE AWARE OF ON THIS LIST?

>> NOT ON THIS LIST. >> I HAVE A PERSONAL REQUEST. I USED TO RIDE A BICYCLE WHEN I WAS YOUNGER. THE LEVEL, WHEN YOU PAVE A STREET -- I DON'T THINK WE WILL RUN INTO THAT HERE, BUT WHEN YOU PAVE A STREET YOU MAY WIND UP WITH ASPHALT HERE AND CONCRETE HERE WHERE THE GUTTER IS AND THAT'S DANGEROUS FOR A BICYCLE. I ASKED -- I ASK THEM TO BE CAREFUL WHEN THEY PUT THE PAVEMENT DOWN NEXT THE GUTTER THAT THEY DON'T LEAVE A TWO-INCHED RAISED SURFACE AREA. IN THIS CASE WE WILL BE SCRUBBING THE ASPHALT OFF AND

STARTING OVER, SO I DON'T THINK THAT WILL BE AN ISSUE. >> WE'LL HAVE -- BRANDY IS A CYCLINGEN ENTHUSIAST HERSELF -- A CYCLINGEN ENTHUSIAST SO SHE IS THE BEST PERSON FOR THIS.

>> YES. I DO BIKE. THAT IS CAUSED WHEN THERE IS JUST A RESURFACING AND NO MILLING IS DONE. AND THAT WAS A PRACTICE THAT WE DID SEVERAL YEARS AGO, BUT IT IS NO LONGER OUR PRACTICE. YOU SHOULDN'T SEE -- OTHER THAN A REASONABLE AMOUNT, YOU WOULDN'T SEE THE BIG DIFFERENCE THAT YOU DO NOW.

>> AND WE IMPROVED TREMENDOUSLY ON THAT. YOU CAN SEE IN THE OLDER SECTIONS OF TOWN IS WHERE YOU SEE SOME OF THE BIGGEST AND IT FEELS LIKE FOUR INCHES AT TIMES.

THAT'S AS WE GO THROUGH AND RESURFACE. GATE STREET HAS SOME AREAS AND SOME IS CORRECTED ON COLLEGE STREET WITH CURRENT PROJECTS AND SANFORD IS CORRECTED EVERY TIME

WE RESURFACE. >> I DON'T KNOW IF YOU CAN FOLD THIS IN, BUT SOME OF THE BICYCLE LANES, THE STRIPING IS GONE, LIKE THE THATCH. GATE TO ARMSTRONG, IT IS GONE.

I DON'T KNOW IF THERE IS ROOM IN THE BUDGET, BUT I THROW THAT OUT.

>> WE CAN LOOK AT THAT WITH OUR RESTRIPING CONTRACT THIS YEAR. I'M NOT SURE IF THAT'S ON THERE

OR NOT, BUT I'LL CHECK AND SEE. >> THAT'S ONE OF THE CHALLENGES. IT IS CALLED THERMOPLAST SUNNY AND IT IS THE REFLECTIVE STRIPING AND A NUMBER OF COUNCIL MEMBERS HAD QUESTIONS ABOUT THAT AND WE HAD LIMITED CONTRACTORS WHO DO THAT. SOMETIMES THE TEMPORARY FADES UNTIL WE GET THE SPARKLING KIND AND THE REFLECTIVE KIND BACK IN. A LOT OF YOU SEND ME REQUESTS.

YOU WILL SEE CROSSWALKS OR THINGS IN YOUR WARDS AND WE CAN DOUBLE CHECK THAT AGAINST OUR

LIST. >> THANK YOU MUCH. >> ANYONE ELSE?

>> WE HAVE A MOTION AND A SECOND. ALL IN FAVOR PLEASE SAY I.

>> I. >> ANY OPPOSED? THE MOTION CARRIES.

[10.b.3. W. W. Compton Contractor, LLC. Public Safety Training Facility – Phase 2 Classroom Building Project. $3,929,000.]

>> ITEM 10B3 AUTHORIZES A CONSTRUCTION CONTRACT WITH WW COMPTON CONTRACTOR, LLC PUBLIC SAFETY TRAINING FACILITY, PHASE 2, CLASSROOM BUILDING PROJECT FOR 3.929 MILLION.

>> MOTION AND A SECOND. >> COMMENTS OR QUESTIONS? >> I WOULD JUST LIKE TO POINT OUT ONE THING ON THIS. I THINK THE COST ACTUALLY WENT DOWN.

[00:25:07]

I WANT TO TAKE A MOMENT TO MAKE THAT POINT AND GET SOME CLARIFICATION ON HOW IT WENT DOWN. I THINK THE TERM IS "VALUEN -- VALUE ENGINEERING." WHAT WE WOUND UP BIDDING WAS 4.4 MILLION TO 3.9 MILLION AND THAT IS A HALF MILLION DOLLARS.

>> IT IS, BUT OUR BUDGET AMOUNT IS LOWER. THAT WAS A CONSULTANT GENERATED AMOUNT SAYING, OKAY, YOUR BUDGET IS 3 MILLION. I THINK IT IS GOING TO COST 4.4 MILLION AND WE ENDED UP AT 3.9 MILLION. THE SAVINGS CAME AND TO UNDERSTAND, I HAVE HAD COUNCIL MEMBERS ASK DID WE REDUCE SCOPE? WE DID NOT REDUCE SCOPE TO WHAT YOU ARE SPEAKING TO. WE DID ENGINEER SOME THINGS TO KEEP IT DOWN.

RIGHT NOW WE GO OFF OF ESTIMATES AT THE TIME WE BUDGET FROM OUR CONSULTING TEAMS AND THINGS INCREASE. I'LL TELL YOU A FEW KEY THINGS ABOUT THIS BUILDING THAT ARE IMPORTANT. IT IS NOT RESPONSIBLE FOR STAFF TO COME TO YOU AND SAY ONE-YEAR LATER WE WILL EXPAND FOR A SECOND FIRE TRUCK. WE HAVE TO RE-MOBILIZE THE CONTRACTOR. WE HAVE DONE THINGS HERE WHERE WE HAVE A DOUBLE BAY.

WE HAVE THE HEIGHT WE NEED AND OTHER THINGS TO HOLD US IN THE BUILDING FOR THE FORESEEABLE

FUTURE. WILL, DID I MISS ANYTHING? >> I THINK ONE OF THE OTHER AREAS THAT WE REALLY TRIED TO LOOK FOR WAS IN THE LARGE TRAINING SPACE.

WE HAVE A RETRACTIBLE WALL THAT WILL BE REALLY USEFUL IN USING THAT VENUE FOR LARGE TRAINING

AND OTHER MEETING EVENTS. >> AND AS WE SAID, I INDICATED TO SOME OF YOU WE INTEND TO OFFER THIS AS A POLLING LOCATION TO LEE COUNTY AND IT IS BIG ENOUGH IN SIZE.

OUR HOPE IS TO ALLOW COMMUNITY MEETING THERE'S. IT WOULDN'T SURPRISE ME IF THE COUNCIL MET THERE FOR WORK SESSIONS AND OTHER THINGS. WE ARE NOT STAFFING THE FACILITY

AT THIS TIME TO MAKE IT A REGULAR COMMUNITY MEETING SPACE. >> ANY OTHER COMMENTS OR

QUESTIONS? >> WE ARE EXCITED ABOUT IT. >> IT IS GOING TO BE GREAT.

>> ALL IN FAVOR, PLEASE SAY I. >> I. >> ANY OPPOSED?

MOTION CARRIES. >> MAYOR, THOSE ARE ALL OF THE ITEMS OF BUSINESS WE HAVE FOR

[12. CITIZENS’ OPEN FORUM]

YOU THIS EVENING. >> AT THIS TIME IT IS AN OPPORTUNITY FOR THE CITIZENS TO ADDRESS THE CITY COUNCIL ABOUT ANYTHING THAT MIGHT BE ON YOUR MIND.

YOU HAVE THREE MINUTES. WE ASK THAT YOU COME TO THE PODIUM AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD. I WANT TO REMIND THE CITIZENS TO PLEASE BE PROFESSIONAL AND RESPECTFUL. THIS IS NOT A TIME TO IDENTIFY MEMBERS OF THE STAFF AND MAKE POIGNANT COMMENTS REGARDING THEM SPECIFICALLY. YES.

>> GOOD EVENING, MAYOR AND COUNCIL. MY NAME IS ROBERT WILL -- WILKINS. THE CITY UNOFFICIAL NICK -- NICKNAME IS THE "LOVE LESS VILLAGE ON THE PLAINS." THIS DESSERT -- THIS DESERTED VILLAGE BY OLIVER GOLDSMITH POSTED IN 1770. IT IS A WORK OF SOCIAL COMMENTARY AND DE POPULATION IN PURSUIT OF EXCESSIVE WEALTH. THE POEM OPENS WITH A DESCRIPTION OF A VILLAGE NAMED AUBURN, WRITTEN IN THE PAST TENSE. THE FIRST FOUR LINES SAYS "SWEET AUBURN, LOVELIEST VILLAGE OF THE PLAIN. WHERE HEALTH AND PLENTY SHARED THE LABORING SWING. WHERE SMILING SPRING IT IS EASIEST VISIT PAID.

PARTING SUMMERS LINGERING BLOOMS DELAYED. IN WIKIPEDIA, THE CITY OF AUBURN STATES THE CITY OF AUBURN IN 1980 HAD A BACKLASH AGAINST WHAT WE HAVE SEEN AS AN INEFFICIENT -- EXCUSE ME, FICTIONAL CITY, COUNCIL, THAT LEAD TO THE ELECTION OF JANUARY DIPSEY IN 1980. THE REMOVAL OF THE PREVIOUS GOVERNMENT SYSTEM IN FAVOR OF RECEIVING A MANAGER SYSTEM. OVER THE NEXT 20 YEARS AUBURN PURSUED INDUSTRIES LEADING TO A NEARLY 1200% INCREASE IN THE NUMBER OF INDUSTRIAL JOBS OVER THE NEXT 20 YEARS.

LATER AUBURN BEGAN TO HAVE RAPID RESIDENTIAL GROWTH. NOW THE CITY BUREAUCRACY ARE TAKING CONTROL OF AUBURN WITHOUT THE CITIZENS' APPROVAL. THE COUNCIL HAS FED INFORMATION BY THE BUREAUCRATS FOR EXAMPLE WITH SHORT-TERM RENTALS AND WE ARE GIVEN NO INFORMATION OR DATA IN MAKING A PROPER DECISION. I FEEL THE ADDICTION -- THE ADDITION OF THE THREE NEW COUNCIL MEMBERS HAVE WOKE UP SOME OF THE OTHER COUNCILMEMBERS TO BEGIN TO QUESTION WHERE THAT INFORMATION IS COMING FROM AND THE LACK OF INFORMATION TO MAKE PROPER DECISIONS.

THIS PAST NOVEMBER, MAYOR ANDERS GOT A 288% INCREASE IN HIS SALARY FOR A PART-TIME MAYOR AND THE CITY MANAGER HAD $35,000- DOLLAR RAISE PER YEAR THIS PAST MARCH.

NEITHER SEEMED CONCERNED ABOUT THE CITY COUNCIL'S SALARY. I HAVE SPOKEN TO THE CITIZENS AND A LARGE MAJORITY FEEL THIS COUNCIL SHOULD GET A HEALTHY RAISE FROM THE $600 A MONTH TO

[00:30:04]

$1500. HERE ARE SOME MONTHLY SALARIES IN THE STATE OF ALABAMA.

HUNTSVILLE, 2760 PER MONTH. TUSCALOOSA, 2320, GULF SHORES 1220, DAPHNE, ALABAMA, 1083.

YOU, THE COUNCIL, SPEND LOTS OF TIME SPENDING HOURS TO TALK TO CITIZENS LIKE ME AND GOING TO FUNCTIONS, GOING TO COUNCIL MEETINGS AND BEING ON COMMITTEES, ET CETERA.

WE BELIEVE THE AUBURN CITY COUNCIL NEEDS TO GET BACK THE CONTROL OF OUR CITY.

THANK YOU. >> WHO WILL BE NEXT? >> REGGIE HALL.

ALL RIGHT, SO I'M HERE TODAY BECAUSE IT'S A REAL CONCERN IN LEE COUNTY FOR PUBLIC SAFETY.

THE POLICE OFFICERS WHO MURDERED RICARDO GARY LIED TO THE STATE INVESTIGATORS.

I HAVE A COPY THAT I WILL GIVE EACH AND EVERY ONE OF YOU. I'M A WITNESS TO ACTUALLY SEEING THE VIDEO FOOTAGE JUST LAST MONTH. THIS REPORT, THE STATE BUREAU INVESTIGATION REPORT, THIS IS OFFICER -- FIRST RESPONDER OFFICER JONES WRIGHT AND HE SAYS SERGEANT OHARA CAME TO RICARDO WITH HIS HANDS UP. AS HE WAS APPROACHING RICARDO, RICARDO REACHED DOWN TO PICK UP THE STICK. AND THEN HE WENT -- HE TURNED AND HE HIT HIM IN THE HEAD WITH THE STICK, AND NO ONE'S REPORT DID THEY MENTION RICARDO ASSAULTED A POLICE OFFICER WHICH IS A BIG DEAL. WILL THEY NEVER MENTIONED THAT.

SO I AM A WITNESS TO WATCHING THE VIDEO AND I'M GONNA DEMONSTRATE EXACTLY WHAT I SEEN.

I'M TALKING LOUDER. THIS IS RICARDO. >> YOU NEED TO FACE --

>> I CAN DO THIS. >> JUST FACE US. >> ALL RIGHT.

I WANTED EVERYONE TO SEE IT. OKAY. SO HE IS TALKING TO GAITHER AND HE SEES THE GUY THAT WAS FOLLOWING HIM FOR 10 TO 15 MINUTES, APPROXIMATELY.

AND SO HE SEES THEM, AND HE TURNS AND THE STICK WAS ON THE GROUND AND HE PICKS UP THE STICK AND TRIES TO WALK AWAY. OHARA SAYS DON'T YOU LET HIM DO THAT.

DON'T YOU LET HIM DO THAT. PUT THE STICK DOWN. RICARDO IS WALKING AWAY AND HE COMES UP AND YANKS THE STICK FROM THE BACK OF HIS -- FROM THE BACK OF RICARDO AND CAUSES HIM TO SAY GET BACK. AND THEN HIT THE GROUND. THAT'S EXACTLY HOW IT HAPPENED AND THEY JUMPED ON HIM AND TASED HIM AND SAT THERE UNTIL THEY SUFFOCATED HIM OR WHATEVER THE CAUSE DETERMINED. Y'ALL SAID IT IS UNDETERMINED, BUT I WANT THE CITY TO RELEASE THE VIDEO. I HAVE BEEN PUSHING FOR THIS THE WHOLE TIME.

I HAVE BEEN FOLLOWING Y'ALL AND ON EACH AND EVERY LAST ONE IN THE CITY OF AUBURN.

I HAVE SO MUCH EVIDENCE. THIS IS A FEDERAL THING THAT'S GOING ON HERE IN AUBURN, ALABAMA. IT IS A PUBLIC SAFETY ISSUE BECAUSE THE OFFICERS ARE STILL OUT THERE PATROLLING AND Y'ALL ARE -- Y'ALL ARE PROMOTING THIS BEHAVIOR THAT IS ABSURD AND ABSOLUTELY DISTURBING. IF ANYBODY ELSE WAS TO SEE THAT VIDEO, IF ANYBODY ELSE, IF THE CITY WANTS TO SAY THAT THIS MAN IS CRAZY AND ALL THAT, LET'S SEE IT THEN.

HE WAS IN HIS RIGHT MIND AND PUT OUT A VIDEO ON NOVEMBER 27TH OR 28TH, RIGHT AFTER THAT HAPPENED. HE WAS WITH HIS FRIEND'S HOUSE ON THE PORCH HAVING A CORDIAL CONVERSATION. NOT A CRAZY MAN. LET'S TRADE SOME EVIDENCE HERE.

Y'ALL HAVEN'T SAID ANYTHING AND EVERYBODY IS SWEEPING IT UNDER THE RUG.

THIS IS A BIG THING THAT IS GOING ON HERE AND IT WON'T STAND BECAUSE I WON'T REST UNTIL IT IS

OVER. >> WHO WILL BE NEXT? >> MARTHA SHALE, 307, CAMELIA DRIVE. TODAY I DROVE OVER TO THE OPA-LOCKA SPORTSPLEX TO SEE THE RENOVATIONS. THEY BULLDOZED DOWN THE OUTDOOR SPLASH PAD FOR CHILDREN.

GONE ARE THE RED AND PURPLE MUSHROOMS THAT SPRAYED WATER ON KIDS IN SWIMSUITS.

BUCKETS TIPPED WATER OVER THEIR HEADS. THEY RAN THROUGH A TUNNEL OF MIST. THEY YELLED AND LAUGHED. IT WAS A CHILDREN'S PARADISE.

THE MOMS LOVED IT TOO. THE KIDS SLEPT BETTER FOR THE EXERCISE AND HAD SWEET DREAMS OF A BEAUTIFUL WORLD. WHAT WOULD YOU THINK OF THOSE WHO BULL -- BULLDOZED DOWN A SPLASH PAD AND REPLACED IT WITH ITEMS FROM A CITY DUMP AND ADULTS WHO ENCOURAGED KIDS TO

[00:35:06]
