[12. CITIZENS’ OPEN FORUM]

>> MAYOR THOSE ALL THE ITEMS OF BUSINESS FOR YOU THIS EVENING.

>> I'D LIKE TO READ A STATEMENT BEFORE WE MOVE FORWARD WITH A CITIZEN'S COMMUNICATIONS PLEASE. IN SUPPORT OF THE RESPECT FOR OPEN AND FAIR AND INFORMED DECISION-MAKING PROCESS, CITY COUNCIL RECOGNIZES THAT SEVERAL AND RESPECTFUL AND COURTEOUS DISCORD AND BEHAVIOR IS CONDUCIVE TOO THE HARMONIOUS ERROR IN CONCERNS AND DECISION MAKING. HOWEVER, IN CIVIL DISCOURSE AND DISCURTIS, HAS A NEGATIVE IMPACT ON THE PRODUCTIVITY OF THE DECISION-MAKING PROCESS.

IN AN EFFORT TO PRESERVE OPEN GOVERNMENT, MAINTAIN POSITIVE CITIZEN INPUT AND COUNCIL MAKING.

AND COUNCIL HAS, SET FORTH THE RULES OF DECORUM AND ABILITY THAT GOVERN THIS PART OF THE COUNCIL MEETINGS.

THESE ARE AVAILABLE FOR EVERY COUNCIL MEETING RIGHT OVER HERE AS YOU ENTER. SPECIFICALLY PARAGRAPH 3 OF THE OPEN FORUM PROCEDURE STATES IN PART, ALL CITIZENS SHOULD USE A PROFESSIONAL AND RESPECTFUL AND CIVIL TONE, SHOULD EXPECT THE SAME IN RETURN. THIS POLICY DOESN'T CONSIDER THE CONTENT OR THE POINT OF SPEAKER BUT IT CRITICAL TO PREVENT DISRUPTION, AND PRESERVE REASONAGE DECORUM AND FACILITATE AN ORDINARY MEETING. LIKEWISE THE FIRST PART OF THE PARAGRAPH 4, STATES CITIZENS OPEN FORUM IS AN OPPORTUNITY FOR CITIZENS TO PRESENT COMMENTS TO COUNCIL IN NONAGENDA ITEMS AND IS NOT A FORUM FOR DEBATE. AS SUCH, CITIZENS SHOULD ADDRESS THE CITY COUNCIL AS A BODY AND NOT ADDRESS THE CITY COUNCIL MEMBER OR CITY STAFF MEMBER. FOR MANY YEARS, THIS COUNCIL HAS INTERPRETED THE FIRST PART OF PARAGRAPH 4 TO MEAN THE OPEN FORUM PORTION OF THE COUNCIL MEETINGS, SHOULD NOT BE USED TO ATTACK, AIR GRIEVANCES AND DISCUSS ANY MANNER COUNCIL MEMBERS OR INDIVIDUAL CITY EMPLOYS.

AS SUCH CASE, SHOULD REFRAIN FROM DISCUSSION, INDIVIDUAL COUNCIL MEMBERS AND INDIVIDUAL CITY EMPLOYEES BY NAME, IN A MANNER OF THE INDIVIDUALS COULD READILY IDENTIFIED.

AGAIN, THIS POLICY DOESN'T CONSIDER THE CONTENT OR VIEWPOINT OF THE SPEAKER BUT IT CRITICAL TO PREVENT DISRUPTION, PRESERVE DECORUM AND FACILITATE AN ORDERLY MEETING.

IT IS NOT EASY FOR ME AS THE MAYOR AND CHAIRER OF THE CITY COUNCIL MEETINGS TO ADMINISTRATOR THE RULES OF THE COUNCIL MEETING AT THE MOMENT. AT TIMES IT'S VERY DIFFICULT.

[00:15:01]

I STAND WILLING TO, CIVILITY AND PRE1RE7B9 ZIS RUPGS AND FACILITATE AND ORDERLY MEETING. IF YOU WANT TO SPEAK TO CITY COUNCIL ABOUT ANYTHING IN YOUR MIND, YOU HAVE THREE MINUTES AND WE ASK THAT YOU GIVE YOUR NAME AND ADDRESS FOR THE RECORD.

>> REGGIE HALL, 830 NORTH DONNA HUGH DRIVE.

AND TO RESPECT MR. ANDERSON'S WISHES, TONIGHT, I WON'T BE

SAYING TOO MUCH. >> I WANT TO HAVE A CONVERSATION WITH THE CITY, BECAUSE IF I HAVE TO USE WHAT SHE SAY AGAINST HER, WE GET OUT THERE AND PROTEST AGAINST THIS THING, I COULD SAY, TALK TO THE CITY MANAGER AND THIS IS WHAT SHE SAID.

>> YES. I WANT TO CATCH PEOPLE IN THEIR OWN WORDS. YOUR MOMMA, HAS, SHE FORMED A COMPLAINT WITH THE NAACP. AND YOU ARE GOING TO SEE A DIFFERENCE AND -- YOU ARE GOING TO SEE SOMETHING WHAT YOU'RE TRYING TO DO. I WILL PUT IT THAT WAY.

>> I WON'T STAND FOR CORRUPTION OR ANYONE PLAYING WITH ME AND MY FAMILY. THAT'S ALL I HAVE TO SAY TONIGHT. I APPRECIATE WHO IS IN THIS AUDIO QUORUM. SHE RECOGNIZES HOW CORRUPT AND THINGS HAPPENED TO MY BROTHER. EVERYBODY WILL RESPECT HER AND

MY BROTHER. >> AMEN.

>> WHO WILL BE NEXT. >> IT DOESN'T EVEN MATTER.

>> HI, I'M CARRIE HILL FROM 1199 NORTH STAR COURT.

I WANT TO COME TO SAY HOW GRATEFUL I AM FOR A COMMUNITY RESOURCE. I TYPICALLY GO TO A PUBLIC LIBRARY MULTIPLE TIMES A WEEK. I WANT TO EXPRESS HOW GRATEFUL.

WHEN I FIRST MOVED HERE, IT IS A LONG TIME I READ ANYTHING FOR FUN. I READ SO MUCH WITH MY CLASSES, WHEN I GOT HOME I WANTED TO WATCH TV AND TUNE OUT.

AFTER I FINISHED SCHOOL, MY TENDANCY TO COME HOME AND NOT DO ANYTHING. AND IN THE I WENT TO THE LIBRARY. THE CHALLENGE REKINDLED MY LOVE FOR READING TO HELP ME CHANGE MY DAILY HABITS AND INCLUDE TIME READING FOR ENJOYMENT. AND TO PROVIDE MENTAL STIMULATION THAT COULD SLOW THE SPREAD OF ALZHEIMER'S AND DEMENTIA. NOT TO MENTION, I PERSONALLY FOUND IT HELPFUL TO STARE AT A BOOK AND NOT MY PHONE.

I'M GRATEFUL FOR AUBURN PUBLIC LIBRARY FOR HAVING MADE ME MADE THAT CHANGE. I FIND THE LIBRARY GOOD FOR THE CHILDREN. SHE PICKED UP A LOT OF BOOKS TO READ TOGETHER AND WE HAD A GREAT TIME DOING THAT.

SHE GOT TO PLAY WITH OTHER KIDS IN THE COMMUNITY ON A DAY WHERE IT WAS STORMING OUTSIDE AND THEY HAD A SAFE PLACE TO DO THAT, WHICH IS WONDERFUL. SINCE THEN, MY FRIEND'S FAMILY STARTED GOING TO THE LIBRARY REGULARLY AS A FAMILY OUTING.

THEIR DAUGHTER WAS SO EXCITED WHEN I STOPPED BY TO TELL ME ABOUT THE BOOK SHE HAD PICKED OUT AT THE LIBRARY THE DAY BEFORE. IN MY OWN INTERAKS WITH AUBURN PUBLIC LIBRARY THE STAFF HAS BEEN KIND AND THEY CREATE ATMOSPHERE THAT FOSTERS THE LOVE OF READING WITH BOTH ADULTS AND CHILDREN I'M GLAD FOR THE CITY COUNCIL THAT YOU SUPPORT OUR CITY LIBRARY AND OUR LIBRARY TRUST US AS PATRONS, TO HELP US MAKE DECISIONS FOR OURSELVES AND OUR OWN CHILDREN ON WHAT'S APPROPRIATE FOR US TO READ.

THANK YOU. >> THANK YOU.

>> I'M TRYING TO FIGURE OUT HOW TO EDIT WHEN I WAS JUST NOTIFIED A FEW MINUTES AGO. DOES IT MEAN I CAN'T USE THE WORD MAYOR? .

>> THAT'S FINE. >> IF I DO SOMETHING WRONG, LET

[00:20:02]

ME KNOW. >> WE WILL.

>> MAYOR, YOU WERE BORN AND RAISED IN AUBURN.

I ASSUME YOU PLAYED THROUGHOUT THE CITY OF AUBURN.

AS YOUTH LIKE I DID IN THE CITY OF PALMETTO, MY NAME IS, IS ROBERT DENIS. WHEN I STARTED I WANTED TO KNOW WHY YOU WANTED TO BE MAYOR? .

>> WE CAN TALK ABOUT THAT ANOTHER TIME.

THIS IS NOT THE TIME. >>ND A YOU GOT A SHORT TERM RENTAL PASS WITH 4-5 OTHER MEMBERS.

I HOPE, AND I HOPE YOU AND YOUR -- I CAN'T SAY THAT EITHER.

MAYOR, YOU MADE SURE YOUR COUNCIL, PROPOSED AN AMENDMENT.

AND I WANTED TO KNOW, WHY YOU WERE TRYING TO DESTROY YOUR OWN BELOVED AUBURN, WITH AUBURN'S OWN STYLE OF SKYSCRAPERS.

PROGRESS THROUGH CHANGE MAKES CHANGES LANDSCAPE BUT YOU SEEM TO CARE A LITTLE BIT ABOUT THE HISTORY.

WHEN YOU DRIVE WITH -- YOU CAN'T DRIVE WITH YOUR EYES CLOSED.

OKAY? AS YOU COULD TELL, I'M TRYING TO EDIT THIS.

EAST STANFORD ROAD, I TURNED ON GRAY STREET.

THERE'S A CONDO COMING UP FIVE STORIES HIGH.

AS I TURN TO GRAY, THERE'S AN ATTACHMENT ON A PARKING DECK.

I CANNOT FIGURE OUT. I KNOW WHO APPROVED.

I ASSUME CITY MANAGER AND HEADS OF CITIES AROUND ME, AND HEAD AND COMMISSION. AND WHAT I UNDERSTAND, HOW IT WAS DONE ON SUCH A SMALL PIECE OF PROPERTY.

I BELIEVE WE HAVE SIX FLAT SCREEN TVS IN HERE.

WHEN WE DO A DEVELOPMENT LIKE THAT, THAT SHOULD BE HERE.

I'M NOT SURE THE COUNCIL, KNEW WHAT THEY WOULD LOOK LIKE.

I HEAR NO ONE SAYING ANYTHING HOW WONDERFUL THAT PLACE IS BECAUSE IT IS CRAMMED WITH THOSE TWO ITEMS. MAN, I CAN'T BELIEVE THIS. I HAVE TO DO THIS NEXT WEEK, I WILL HAVE TO RECHANGE IT. THE NEW DEVELOPMENT, ROBIN AND MORTON, IS LIKE A CONCRETE METAL, COMING OUT LIKE A MUSHROOM IN THE BOOK. AND I ASK YOU TALK TO TWO OR THREE PEOPLE, AND ASK THEM THEIR OPINION.

I BELIEVE ALL OF THEM WOULD BE SHOCKED AT SOME.

THANK YOU. >> WHO WILL BE NEXT?

. >> MARCIA SHACHL, 307 COMMUNITY DRIVE. THE CURE.

THE AUBURN PUBLIC LIBRARY MUST CUT ALL TIES WITH THE ALA.

IT'S A CORRUPT ORGANIZATION. ITS STATED GOAL IN TRAINING IN A 2020 TRAINING VIDEO IS TO WE'RE THE LIBRARY.

THE AUBURN LIBRARY IS THE LAP DOG OF THE IMMORAL ASSOCIATION.

THE ALA HAS AN ORELIAN OFFICE OF INTELLECTUAL FREEDOM TO DEFEND TEENAGE TRIAL AND FORUM. THE TRAINING WAS LED BY THE PRESIDENT OF GLAD, LEADING PRO HOMOSEXUAL GROUP.

ALA IS THE PUPPET MASTER OF OUR LOCAL LIBRARY.

ALA IS A FORUM TO. THEY TRAIN SPINELESS LIBRARIANS OF THE WELT VARIETY. THEY SAY DON'T LET THE PARENTS BULLY YOU. THEIR ONLY GOAL IS TO ACCELERATE THE ACCEPTANCE OF HOMOSEXUAL DEVIANCY AND CHANGE A CHILD'S IDEAS OF SEX AND GENDER. CURE.

AUBURN LIBRARY MUST CULT ALL TIES OF ALA.

MAYOR, COUNCIL, YOU HAVE THE POWER OF THE LIBRARY, THUS YOU HAVE THE POWER TO CUT THEIR MONEY, CUT OFF THEIR MONEY.

NOT ONE MORE, VIA BOOK, SHOULD BE YOU BE A PARTNER IN PURCHASING. THE FILTHY THINGS I READ LAST WEEK. AND PLEASE FORGIVE THE CONTENT.

[00:25:01]

I'M NOT MAKING A MOUND OVER A MOLEHILL.

THERE ARE OBSCENE BOOKS IN THE LIBRARY.

IS IT RIGHT FOR YOU TO SIGN THE CHECKS FOR SUCH HORRORS, AS THOSE TO BE BOUGHT AND PLACED IN FRONT OF YOUR CHILDREN? CHILDREN. THANK YOU.

. >> WHO WILL BE NEXT? OKAY, WE'LL CLOSE CITIZEN'S COMMUNICATION.

>> MAYOR, IF I MAY? >> I COULDN'T LET TONIGHT, I WANT TO SAY HOW MUCH I SUPPORT THE POLICE OFFICERS.

ONE THING I FAILED TO MENTION, THIS CASE HAS BEEN FOR THE A GRAND JURY. MADE UP OF OUR PEERS.

AND THEY LOOK AT THE CASE EXTENSIVELY.

THEY CHOSE TO NO BILL THE CASE. THE OFFICERS HASN'T KILLED ANYBODY. IT HAS NOT BEEN ALLEGED.

YOU KNOW, I HAVE A UNIQUE PERSPECTIVE ON WHAT GOES ON A POLICE OFFICER'S LIFE BECAUSE I SERVED MYSELF FOR MANY, MANY YEARS. I STILL TRYING TO GIVE WHAT I GIVE TO POLICE. FOR YOU TO WEAR A BADGE AND WALK IN THE SHOES THAT PROTECT THE COMMUNITY, YOU CANNOT COMMENT ON WHAT YOU THINK COULD HAPPEN. THIS PARTICULAR CASE WAS INVESTIGATED BY THE STATE BUREAU OF INVESTIGATIONS.

TOOK A THOROUGH LOOK. ALL OF YOU HAVE SEEN THE VIDEO.

AND THE GRAND JURY LOOKED AT IT AS YOU SAID EARLIER.

OFFICERS ARE DOING THEY CAN DO TO MAKE THE SITUATION RIGHT.

I WATCHED THE VIDEO AND HAVE A GOOD EXPERIENCE IN THE FIELD.

IT COULD BE A TRAINING SITUATION, WHERE THE OFFICERS CONDUCTED THEMSELVES. I WAS PROUD, THOSE OFFICERS WORK FOR AUBURN. SHOWS GOOD LEADERSHIP IN THE DEPARTMENT AND SHOWS THE OFFICERS, WHERE THEY ARE TRYING TO SERVE THE COMMUNITY. AND THAT'S WHAT THEY WERE DOING THAT DAY. THE OFFICERS, I THINK IT'S SAD.

I'LL SUPPORT THEM TO THE DAY I DIE, WHETHER IT BE TODAY OR 10 YEARS. I'LL SUPPORT THEM.

I GET OFFENDED, WHEN I TALK ABOUT MY BROTHERS AND SISTERS IN BLUE. I GET VERY OWE FENDED.

I KNOW WE COULDN'T WALK THE STREETSES IF IT WEREN'T FOR MY MEN AND WOMEN IN BLUE. I THINK YOU OUGHT TO BE THANKFUL FOR THEM. THANK YOU YOU GOT THEM.

THAT'S ALL I HAVE TO SAY. >> THANK YOU, JAY.

>> ANYONE ELSE? >> I WANT TO SAY SOMETHING, TOO.

I WANT TO COMMENT ON SOMETHING THAT WAS READ OUT OF ONE OF THE BOOKS IN THE CITY COUNCIL MEMBER.

I HAVE A GRANDDAUGHTER THAT I'VE BEEN BRINGING TO THE CITY COUNCIL MEMBER. I HAVE NOT ASKED HER TO COME.

EVERY COUNCIL MEMBER, I WOULD LIKE TO BRING HER.

THE LANGUAGE SHE HEARD LAST WEEK IS INAPPROPRIATE.

IT WAS OKAY. I HAVE NO PROBLEM WITH MAYBE SHOWING THE BOOK BUT THE THINGS THAT WAS READ OUT OF THE BOOK, YOU HAVE TO BE MINDFUL OF YOUR AUDIENCE WHEN YOU READING STUFF, SAYING THINGS.

YOU HAVE TO KNOW WHO IS IN THE AUDIENCE.

AND I FEEL THAT SHE SHOULD NOT HAVE BEEN EXPOSED TO SOME OF THE LANGUAGE THAT WAS HEARD LAST WEEK AND THAT IS MY TAKE ON THAT. AND MAYBE WE NEED TO DO THINGS IN A DIFFERENT MANNER, COME BEFORE THE COUNCIL AND MAKE ANY TYPE OF STATEMENTS AND EVERYTHING.

JUST BE MINDFUL THAT THE PEOPLE YOU MAY HAVE IN THE AUDIENCE OR VIDEO, THAT'S LISTENING IN SOME OF THE COMMENTS AND STUFF.

I FEEL BAD FOR MY GRANDDAUGHTER WHO IS 13-YEAR-OLD.

SHE MAY NOT LOOK LIKE SHE'S 13 TO MOST BUT SHE'S 13.

SHE JUST TURNED 13. I DON'T LIKE THE FACT THAT SHE HAD TO LISTEN TO SOME OF THE LANGUAGE LAST WEEK THAT CAME

FROM ONE OF THE BOOKS. >> ANYONE ELSE?

. >> OKAY. MOVE TO
