COMMITTING OF THE WHOLE THERE WERE NO ACTIONS TAKEN. DURING MAYOR'S ANNOUNCEMENT I WANT TO THANK EVERYONE INVOLVED WITH THE CITY OF AUBURN. OUR COMMUNITY SERVICES DEPARTMENT AND ALL THE OTHER DEPARTMENTS THAT PARTICIPATE WORKING ON THE TUCKER HEIGHTS SUBDIVISION. WE HAD AN OPEN HOUSE YESTERDAY. THERE ARE 7 BEAUTIFUL NEW HOMES THAT WILL SOON HAVE OWNERS AND FAMILIES LIVING IN THOSE HOMES. IT'S A GREAT, GREAT EFFORT TO PROVIDE AFFORDABLE HOUSING THROUGH OUR CDBG PROGRAM. I APPRECIATE EVERYBODY'S COOPERATION AND WORK ON THAT AND WERE VERY EXCITED ABOUT THE 7 FAMILIES THAT WILL HAVE GREAT NEW PLACES TO LIVE IN OUR COMMUNITY. I'M SURE THEY'LL BE OTHER PEOPLE THAT WOULD LIKE TO THAT AS WELL. BEFORE WE CAME HERE TONIGHT THE CITY COUNCIL HAD AN OPPORTUNITY TO VISIT A TOUR OF AUBURN'S NEW SOCCER FACILITIES. THERE ARE NOW 3 ARTIFICIAL TURF FIELDS THAT ARE BETTER SOCCER COMPLEX AND A BEAUTIFUL MULTIPURPOSE INDOOR FACILITY THAT YOU COULD PLAY MULTIPLE SPORTS INSIDE. IT WILL ALSO SERVE IN VARIED WAYS. HE'LL BE A GREAT PLACE FOR WARD 8 TO VOTE IN THE FUTURE MAY BE.

THE GREAT PLACE TO TOAST THE DADDY DAUGHTER DATE NIGHT IN THE FUTURE AS WELL. ONCE AGAIN, A LOT OF WORK AND A LOT OF PLANNING AND THE CITY COUNCIL HAD APPROVED EXPENDITURE TO PROVIDE GREAT OPPORTUNITIES FOR CHILDREN AND OUR ADULTS TO HAVE NEW AND AWESOME PLACES TO PLAY. I'M EXCITED TO SEE THAT OPEN HERE IN THE FUTURE. JUST ONE FINAL ANNOUNCEMENT I LIKE TO SAY TO COUNCILMAN COBLENTZ CUM HAPPY BIRTHDAY. I'M GLAD YOU'RE

SPENDING IT WITH US TONIGHT. ANYONE ELSE? YES SIR? >> YES SIR I HAVE A STATEMENT THAT I'D LIKE TO GET ON VERBATIM AND I PROVIDED LINDSEY WITH A COPY OF IT. AN ONLINE ARTICLE POSTED BY THE OA NEWS ON SEPTEMBER 8, 2023 TITLED, CHEMICAL DEVELOPER ONE STEP CLOSER TO BUILDING 12 HOUSE PROPERTY IN OPERANT ". HAD AN EGREGIOUS ERROR. THE ARTICLE REPORTED OTHER THAN ONE ABSTENTION THE REMAINDER OF THE CITY COUNCIL VOTED IN FAVOR OF THE AGREEMENT. IN FACT THERE WERE 3 VOTES CAST IN OPPOSITION TO THE TENURE NO INTEREST UNSECURED LOAN TO AN AFFLUENT NEIGHBORHOOD AND CONTRIBUTION OF TAXPAYER FUNDS TOWARDS A DEVELOPERS IMPROVEMENTS TO A PRIVATE ROAD. THE OA NEW SCOURGE OF THEIR ERROR BUT I DON'T WANT THERE TO BE ANY DOUBT ABOUT MY VOTE ON THIS. THAT'S FOR THE RECORD.

>> ANYONE ELSE? >> I ALSO WANT TO SAY I BROUGHT, I WENT OUT TO LOOK FOR HOUSES OVER ON TUCKER HEIGHTS. IN TUCKER HEIGHTS IS IN WARD 1. THEY REALLY ENHANCED THE COMMUNITY A GREAT JOB FOR ALL THOSE THAT PLAYED A PART IN IT. I THINK IT'S REALLY APPRECIATED THAT AFFORDABLE HOUSING, TO HAVE AFFORDABLE HOUSING COME INTO THE COMMUNITY. HOPE ONE DAY THERE IS MORE OF THEM. THANK YOU TO THE STAFF THAT WAS INVOLVED.

>> THANK YOU MS. TAYLOR. GO AHEAD. >> I ALSO WANT TO SAY I DON'T KNOW PEOPLE ARE HERE TODAY FROM THE WESTERN CROSSING COMMUNITY. I KNOW THERE WERE A LOT OF CONCERNS AND A LOT OF HARDSHIP THAT THE PEOPLE OUT THERE WERE GOING THROUGH. THEY POST THOSE CONCERNS AT THE CITY COUNCIL ON THE LAST TO SEE THAT WE MET. MYSELF, THE CITY MAYOR MET WITH THE OWNERS TODAY. WE DID ASSUME CALL. WE DID DO ASSUME CALL. HER NUMBER WORKING ON SOME SOLUTIONS TO SOME OF THE PROBLEMS THAT SOME OF THE TENANTS SAID THEY ARE HAVING

OUT THERE. I WANTED THAT TO GO ON THE RECORD. >> THANK YOU MS. TAYLOR.

ANYONE ELSE HAVE AN ANNOUNCEMENT? YES SIR? >> MUCH LIGHTER NOTE. I WAS

[00:05:01]

DRIVING DOWN EAST UNIVERSITY AND I PULLED IN A PLACE THAT'S ABOUT TO OPEN CALLED TIGER ON THE GREEN. IT'S AN 18-HOLE GOLF COURSE RIGHT THERE BY SHELTON MILL ROAD. I'M EXCITED AND A LITTLE CURIOUS AS TO HOW 18 HOLES GOING ON 3 ACRES. I'M LOOKING FORWARD TO IT. I SPOKE DIRECTLY WITH THE CHEF THERE AND ASKED HIM WHAT KIND OF FEAR THEY'RE GOING TO SHOP IN THE RESTAURANT. HE SAID SURF AND TURF. I SAID WHEN DO YOU THANK YOU WILL BE OPEN? HE SAID

[5. AUBURN UNIVERSITY COMMUNICATIONS.]

EARLY OCTOBER WHICH IS PRETTY AMBITIOUS. THEY'RE COMING RIGHT ALONG AND I'M EXCITED FOR

THEM. >> ANYONE ELSE? OKAY. WE WILL MOVE FORWARD WITH AUBURN UNIVERSITY COMMUNICATIONS. AS WE GOT STARTED LAST SPRING WE TOOK A BREAK IN THE SUMMER AND MR. MOORMAN WE ASK THAT YOU REINTRODUCE YOUR SOME WHAT YOUR YARD AUBURN.

>> MY NAME IS CHUCK SLIDELL I'M A SOPHOMORE POLITICAL SCIENCE MAJOR APPEARED FROM SPANISH FORT ALABAMA BUT MY JOB WAS IN THE COAST GUARD SO I MOVED AROUND A BENT. I WAS BORN IN NEW VERMONT AND LIVED IN NEW JERSEY. MY BROTHER WENT TO AUBURN I FIGURED IT WAS HOSTILE TO COME HERE AS WELL. SO YOUNG. SO, GOOD AFTERNOON ALL Y'ALL. STUDENT BODIES HAPPY WITH THE WAY EVERYTHING WENT WITH HOMECOMING THIS WEEK. IT'S GREAT TO HAVE AUBURN FAMILY BACK IN TOWN, FRIENDS, FAMILY, PARENTS, ALUMNI. THE ONLINE BAND IS A TEARJERKER FOR ME. ELLIE CROCKETT WAS THE AS HOMECOMING. WERE EXCITED TO SEE HOW THAT WILL PLAY OUT THROUGHOUT THE YEAR. WHAT SHALL BRING TO OUR CAMPUS. IN OTHER NEWS, REPORT CAME OUT FROM US NEWS AND WORLD. AUBURN HAS BEEN RANKED WHEN THE TOP 100 NATIONAL INSTITUTIONS IN THE COUNTRY AS WELL AS ONE OF THE TOP 50 PUBLIC INSTITUTIONS OF THE COUNTRY. IF YOU KNOW ANYTHING ABOUT COLLEGE ADMISSIONS, WHEN YOU TYPE IN BEST SCHOOLS THIS IS THE LIST THAT COMES UP. IT'S GREAT TO SEE US NOT ONLY BEING IN A BETTER POSITION THAN LAST YEAR BUT, IT'S A GREAT OPPORTUNITY FOR THE UNIVERSITY AND WERE EXCITED ABOUT THAT. ANOTHER THING I WANTED TO BRING SOME LIGHT ON HIS PROJECT UPLIFT. THEY'RE HAVING THEIR FALL CARNIVAL THIS THURSDAY THE 21ST. IT'S BEEN POSTED BY THE FRATERNITY COUNSEL WILL BE TERRY'S PLACE A FARMHOUSE FRATERNITY. THEY WILL HAVE ITS LABELS, FOOD. WHEN MY BEST FRIENDS CALL BRYANT PARTICIPATES IN THIS PROGRAM A LOT. HE MADE SURE I HAVE TO SHOUT OUT TO THE BOYS KEYSHAWN BLOCK, THOSE OF THE DOCS, I LOVE THOSE GUYS. MAKE SURE YOU GUYS GO OUT TO THAT. IT WILL BE GOOD TIME. FINALLY I WANT TO TOUCH ON ONE LAST THING. WE HAD OUR VOTER REGISTRATION THIS AFTERNOON. IT WENT WELL. READ HUNDRED 10 PEOPLE SIGN UP WITCHES WE HAD LIKE 5 LAST TIME MIND YOU LAST TIME IT RAINED AS WELL. I DON'T WANT TO PUT ANY BAD LIGHT ON THOSE GUYS. HONESTLY, IT'S SOMETHING I FOUND A LOT OF PASSION IN. I THINK LEFT, RIGHT, REGARDLESS OF SOMETHING WE CAN ALL GET BEHIND. ESPECIALLY RIGHT AFTER HOMECOMING WEEK I'M SURE YOU GUYS WENT TO AUBURN UNIVERSITY. SOMETIMES IT'S A LITTLE BIT ANNOYING RIGHT AFTER HOMECOMING IT'S LIKE I'M TRYING TO WALK TO CLASS TO KEEP MY HEAD DOWN.

[6. CITIZENS’ COMMUNICATIONS ON AGENDA ITEMS.]

EVERYONE STOLE ME TO VOTE, VOTE. I FELT NO SHAME WHATSOEVER. MY GUYS, RIGHT

HERE. QR CODE, COME SIGN OUT. THAT'S ALL FOR ME THIS WEEK. >> THANK YOU JACK, WE APPRECIATE IT. THIS TIME IT'S AN OPPORTUNITY FOR THE COMMUNITY CITIZENS TO COMMUNICATE ON THE CITY AGENDA ITEMS. WE HAVE A FEW PUBLIC HEARINGS ATTACHED IF YOU LIKE TO SPEAK ON THOSE ITEMS WE ASK THAT YOU WAIT TO THE PUBLIC HEARINGS TAKE PLACE. IF YOU

[7. CITY MANAGER’S COMMUNICATIONS.]

LIKE TO ADDRESS THE CITY COUNSEL COME FORWARD AND GIVE YOUR NAME AND ADDRESS FOR THE RECORD AND YOU HAVE 5 MINUTES. OKAY, WE WILL MOVE AHEAD WITH CITY MANAGERS TO MEDICATIONS.

>> UNDER CITY MANAGERS COMMIT PATIENT WITH ANNOUNCEMENT OF 3 VACANCIES ON THE BUILDING BOARD OF ADJUSTMENTS. TERMS BEGIN NOVEMBER 3 AND IN NOVEMBER 2 27. NOT TO BE CONFUSED WITH THE SCHOOL BOARD AS PEOPLE KNOW THIS IS A FINANCING CONDUIT. THAT TERM BEGINS FIBER 14TH AND ENDS NOVEMBER 3 I'M SORRY NOVEMBER 13, 2029. 3 VACANCIES ON THE TREE COMMISSION. TERM BEGINS NOVEMBER 8 AND ENDS NOVEMBER 7, 2026. APPOINTMENTS FOR ALL 3 BOARDS WILL BE MADE

OF OCTOBER 17 MEETING. >> MS. CROUCH BEFORE WE MOVE FORWARD JUST A COUPLE OF CLARIFICATIONS. THE BUILDING BOARD OF ADJUSTMENTS THERE ARE SPECIFIC LOCATIONS EXPERIENCES

NEEDS TO HAVE TO SERVE ON THE BOARD. CAN YOU ELABORATE? >> I WOULD NEED OUR INSPECTION SERVICES DIRECTOR TO ELABORATE A LITTLE BIT. I KNOW YOU NEED TO BE AN ENGINEER, AN ARCHITECT

IS A RATHER?? [INAUDIBLE] >> BOTH ARTECH ARCHITECT AND CIVIL ENGINEERS. WE'VE HAD SOME PEOPLE THAT SERVED MULTIPLE TERMS AND DEPENDING ON WHO APPLIES THAT MEETS THOSE QUALIFICATIONS SOME OF THOSE FOLKS MAY BE WILLING TO CONSIDER SERVING AGAIN. THEY

[00:10:04]

TURNED OUT PER YEAR POLICY. RICK'S EDUCATION BUILDING AUTHORITY YOU MENTIONED IT'S A

FINANCING CONDUIT. CAN YOU GIVE. >> IT'S NOT THE BOARD OF EDUCATION. WE GET A LOT OF INQUIRIES ABOUT THAT. WHILE THIS GROUP DOES, THERE IS THROUGH STATE ENABLING LEGISLATION FOR EDUCATIONAL BUILDINGS THAT ARE NOT THE PUBLIC SCHOOL BUILDINGS MANY CAN BE, BONDS CAN BE ISSUED. AND WILL BE A COLLEGE OF AUSTRIA MEDICINE WHEREABOUTS ON RETURN UNIVERSITY ON BUILDING. THAT'S OWNED BY THE SCHOOL OF MEDICINE ITSELF AND FINANCING TAXES AND BONDS WERE ISSUED TO HELP FINANCE THE BUILDING.

BECAUSE IT'S AN EDUCATION BUILDING. THE CITY HAS NO FINANCIAL LIABILITY ON THESE.

SOME OF THE BUILDING SILLY SCOTT, HER FINANCE THIS WAY. AS FOR EDUCATIONAL PURPOSES.

PEOPLE THAT SERVE AS PART OF TENDENCY TO BE FOLKS THAT HAVE DEEP FINANCIAL UNDERSTANDING.

OF BOND ISSUES. >> THE TREE COMMISSION, CORRECT ME IF I'M WRONG BUT, ALL 3

MEMBERS WHOSE TERMS ARE UP HAVE JUST SERVED ONE TERM. >> I BELIEVE SO.

>> OKAY DO YOU KNOW IF THEY LIKED IT SERVE A SECOND TERM? >> I DON'T KNOW IF WE KNOW THAT LIT YET. THAT'S SOMETHING AFTER THIS ANNOUNCEMENT IS MADE.

>> TRADITIONALLY IS A CITY, NOT ALWAYS BUT TRADITIONALLY, IF SOMEONE SERVED ONE FULL TERM THEY DONE A GOOD JOB AND THEY BEEN INVESTED THINK OF THE MEETINGS. TRADITIONALLY THE CITY COUNCIL IS CERTAINLY APPOINTED THEM TO SECOND FULL TERM. I JUST WANT TO MAKE SURE WE'VE GOT CLARIFICATION FOR OUR COMMUNITY. WE APPRECIATE EVERYONE'S ENTHUSIASM AND WILLINGNESS TO WORK WITH THE CITY AND SERVE YOUR CITY. I WANT EVERYONE TO UNDERSTAND

THESE OPENINGS WE HAVE HERE TONIGHT. >> RON, I WILL ASK A QUESTION

ON THE 3 DIFFERENT BOARDS. HOW OFTEN DO THEY MEAT? >> THE BUILDING BOARD OF ADJUSTMENTS ONLY MEAT WHEN THEY HAVE A RARE EXCEPTION WHEN SOMEBODY IS APPEALING THE INTERPRETATION OF THE INSPECTION SERVICES DIRECTOR. DELETE MEAT WHEN AN APPEAL HAPPENS AND IT'S PRETTY RARE. ONCE EVERY 3 TO 5 YEARS. HE RARE APPEARED EDUCATIONAL BUILDING AUTHORITY IS VERY SIMILAR UNLESS THEY HAVE A DEAL THAT'S BEING FINANCED OR NEEDS TO BE REFINANCED. THEY DON'T MEAT AT ALL. THE ONLY MEAT WHEN THEY HAVE A PROJECT GOING

THE TREE COMMISSION DOES MEAT MONTHLY. >> I JUST WANTED YOU TO CLARIFY THAT. I KNEW THAT BECAUSE I ASKED THAT BEFORE. I JUST WANT PEOPLE TO KNOW THAT. PEOPLE FEEL LIKE IF THEY GO DO SOMETHING MONTHLY THAT'S A REASON WHY LOW PEOPLE DON'T

APPLY. >> ON OUR WEBSITE, AUBURN ALABAMA /BOARDS THERE'S A DESCRIPTION OF EACH BOARDS AND THEY TALK ABOUT IF THE MEAT IS NEEDED OR IF THEY HAVE A REGULAR MEETING AND IT'S VERY CLEAR ON THE WEBSITE. IF YOU'RE STICKING WITH THESE POSITIONS THAT WILL HELP INFORM YOU AS TO WHETHER OR NOT YOU WANT TO PURSUE IT.

>> THANK YOU. THANK YOU EVERYBODY FOR TAKING TIME TO GO THROUGH THAT. ALL RIGHT THE

CONSENT AGENDA. >> WERE READY FOR THE CONSENT AGENDA. DOES ANY COUNCILMEMBER

WANT TO REMOVE AN ITEM FROM THE CONSENT AGENDA? >> 8 CHARLIE 3 PLEASE.

>> ANYONE ELSE? WE WILL START WITH 8 C 3. AUTHORIZE THE PURCHASE OF CLEAN EQUIPMENT FOR THE NEW ENVIRONMENTAL SERVICE OF PUBLIC WORKS FACILITY FROM IMPERIAL DATE AND THE AMOUNT OF

$88,450. >> MOVE FOR APPROVAL. >> SECOND.

>> I HAVE A MOTION AND A SECOND. >> WHAT IS AN OMNI PARTNERS

CONTRACT? IF YOU CAN HELP ME OUT WITHOUT. >> MR. BALLARD?

>> IT'S A PURCHASING COOPERATIVE SIMILAR TO STATE CONTRACT PURCHASES. THIS IS JUST ONE OF THE COOPERATIVE AGREEMENTS THAT WE CAN PURCHASE.

>> BIDS HAVE ALREADY BEEN HANDLED THROUGH A STATE ENTITY OR IS PROPERLY QUOTED. YES APPEARED WERE ALLOWED TO PURCHASE FROM PURCHASING COOPERATIVES WITHOUT BIDDING BECAUSE THE FACT IT'S BEEN BID AT SOME POINT IN TIME AND MADE STATE BID CODE REGULATIONS.

>> THERE IS A BID PROCESS AND THAT HAS HAPPENED AND WE ARE THE BENEFICIARIES OF THE

PROCESS THAT IS ALREADY OCCURRED? >> YES, THAT IS CORRECT THERE

HAS TO BE A STATE APPROVED COOPERATIVE. >> THIS MEANS OFFENDERS HAVE THE OPPORTUNITY AT SOME POINT IN TIME TO PURSUE THIS. IF THEY WIN AND CERTAIN THINGS THEY GET ON A STATE CONTRACT OR PURCHASING COOPERATIVE WHERE WE ARE THEN ALLOWED TO USE THEM TO

GO DIRECTLY TO THOSE FOLKS TO GET QUOTES AND MOVE FORWARD. >> CAN LOCAL VENDORS BID

SOMEHOW? >> YES IF THE STATE DOES THE BID COME ABSOLUTELY. ANYBODY

[00:15:03]

CAN BID ON ANYTHING THAT THEY PUT OUT. JUST LIKE THEY WOULD WITH US. THEN THERE ESTABLISHED AS PART OF THE STATE CONTRACT AND THE COOPERATIVE ONCE THAT HAPPENS.

>> AS FAR AS WE KNOW FOR GETTING A GOOD DEAL ON THESE? >> ABOUT SOCCER IT. OUR STAFF AND TAXPAYER DOLLARS ARE WHAT MAKE US GO APPEARED WERE ALSO GREAT STEWARDS OF THEM AND WERE LOOKING FOR THE LOWEST POSSIBLE PRICE ON THE EQUIPMENT NEEDED TO DO WHAT WE DO TO SERVE THE CITIZENS. THEREFORE, IF OUR STAFF THAT SOMEHOW THIS WASN'T THE BEST PRICE WE WOULD HAVE HANDLED THIS DIFFERENTLY. OFTEN WE DO A LOT OF RESEARCH BEFORE WE GO THROUGH PURCHASING COOPERATIVE. THEY PUT OUT AHEAD OF TIME ALL THE STANDARD SPECS AND DETAILS OF THE EQUIPMENT THEY'RE OFFERING AND USUALLY THIS MEANS THEY COULD DELIVER THINGS MORE QUICKLY AS

WELL TO MEET OUR NEEDS. DAN, DID YOU HAVE SOMETHING TO ADD? >> NO, THAT'S ALL. YOU ARE

CORRECT. WE BELIEVE THESE PRICES ARE GOOD FAIR PRICES. >> SUNNY, I CAN THIS AS WELL AND TO SOME POINT. OMNI PARTNERS WITH SOMEONE THAT MANY OTHER GOVERNMENTAL ENTITIES USE ALL ACROSS THE COUNTRY AND THE POINT OF THESE COOPERATIVES IS THAT YOU GET MANY LARGE PUBLIC INSTITUTIONS WHETHER THEY BE UNIVERSITIES OR CITIES OR COUNTIES COME TOGETHER THEY LEVERAGE THEIR BUYING POWER TO GIVE BETTER PRICES THAN LET'S SAY JUST ONE ENTITY GOING IN AND REQUESTING PRICING FOR. THAT'S ONE OF THE BENEFITS OF USING A COOPERATIVE LIKE OMNI.

>> I GUESS THERE WOULD BE SOME THAT WOULD HAVE A QUESTION OF WHY DON'T WE GET A MOP BUCKET

AND A SQUEEGEE. WHY DO WE NEED THIS? >> HAD THAT SAME QUESTION MYSELF. STAFF WILL SMILE AT YOU BECAUSE I WAS CONCERNED ABOUT WHAT YOU GUYS MIGHT SAY ABOUT THIS. THIS IS WHAT WE DO IN THE WEEKS LEADING UP TO THE AGENDA. AS INDICATED WE HEAR FROM ME FREQUENTLY. OUR NEW PUBLIC WORKS OF OUR MENTAL FACILITY ARE MASSIVE. FOR NOT ONLY MASSIVE BUT WE HAVE A PARTICULARLY IN THE BAYS WHICH WE MAINTAIN OUR FLEET. YOU GET A LOT OF DIFFERENT FLUIDS, OILS, WHATEVER, DIFFERENT THINGS AND VEHICLES NEED TO BE CLEANED DAILY FOR SAFETY REASONS. SOME OF THESE MACHINES EVERYONE'S GOT TO USE A CLEAN THEIR OWN PAY AFTER MECHANICS DO WORK. THE OTHER IS WE HIRE PEOPLE TO CLEAN FACILITIES. THE $88,000 FOR SPENDING ON THIS VERSUS HIRING 10 MORE PEOPLE WE WOULD NEED TO MAINTAIN THE FACILITY, IT'S PROBABLY 10. I'M USING THAT AS AN EXAMPLE. THIS IS A FAR LOWER EXPENSE. AFTER PEOPLE RUN THE EQUIPMENT BUT THEY CAN MOVE FASTER. THE OTHER CHALLENGE IS FOR ENVIRONMENTAL SERVICES A PUBLIC WORKS BUT THEY DO BY THE NATURE OF WHAT OUR CREWS DO. NOT THE CLEANEST OF THINGS THERE OUT IN TRENCHES ALL DAY AND PICKING UP GARBAGE, RECYCLING, YARD WASTE, WHAT HAVE YOU. IF PEOPLE COMING IN AND OUT OF THE BUILDINGS THAT WE NEED TO CLEAN INCLUDE HER LOCKER FACILITIES AND A DAILY BASIS AND THIS IS THE MOST SUPERFICIAL WAY TO DO THIS FINANCIALLY AND FROM A PERSONAL STANDPOINT.

>> THANK YOU VERY MUCH. >> ANY OTHER QUESTIONS OR COMMENTS? ANSWER?

>> THANK YOU MR. MAYOR. LOCAL FOLKS TO HAVE AN OPPORTUNITY TO BID? DO THEY BID BASED ON THE EQUIPMENT WE NEED OR DO THEY BID TO BE A PART OF THIS COLLECTIVE?

>> BID TO BE PART OF THE COLLECTIVE OF WHAT WERE REFERRING TO. WE DO NOT PUT THIS ONTO BID BECAUSE IT'S ALWAYS BEEN BID PER STATE LAW BY THE STATE CONTRACTS AND PURCHASING COOPERATIVE. GO STRAIGHT TO THEM. WE THOUGHT WE WOULD GAIN A BETTER PRICE.

OTHERWISE WE WOULD PRODUCE ARE ALSO BIG SUPPLIERS OF SAID EQUIPMENT.

>> OKAY. ITEMS LIKE THESE BIG MACHINES SAYS WERE PAYING SHIPPING AS WELL. IS THAT A NORMAL EXPENDITURE? I THOUGHT LARGE PURCHASE ITEMS WOULD BASICALLY BE SHIPPED.

>> WE STILL PAY FREIGHT WITH LARGE EQUIPMENT LIKE THIS. THAT'S NOT UNCOMMON.

>> OKAY. WE KNOW YET WHERE OMNIA PARTNERS IS GOING TO SEEK OR I GUESS THAT'S ALREADY IN

HERE. WHO HAVE THEY SELECTED TO PROVIDE THE EQUIPMENT? >> IMPERIAL DATE IS THE VENDOR.

>> OKAY THEY ARE THE VENDOR AND THEY ARE IN ALABAMA. OKAY, THANK YOU.

>> WE HAVE A MOTION AND A SECOND ALL IN FAVOR SAY I APPEAREDD ANY OPPOSED? THE

[8. CONSIDERATION OF CONSENT AGENDA.]

MOTION CARRIES. IF A MOTION TO APPROVE THEBALANCE OF THE CONSENT AGENDA.

[9.a. Annexations. Planning Commission recommendations. Unanimous consent necessary. ]

>> SO MOVED. >> :FAVORPLEASE SAY I APPEARED ANY OPPOSED? THE CONSENT

AGENDA IS APPROVED. >> ITEM 981 IS REQUESTED FROM JACOB THOMAS ANNEX PARSLEY 1.03

[00:20:08]

ACRES OF PROPERTY ALSO KNOWN AS WIRE ROAD. THE PLANNING COMMISSION RECOMMEND APPROVAL BY VOTE OF 5-TO APPEARED OF THE SUPER 14TH MEETING. UNANIMOUS CONSENT IS NECESSARY.

>> OF A MOTION AND SECOND ANYONE HAVE A PROBLEM MOVING FORWARD ON THE BOAT ON THIS

THIS EVENING? >> I DO NOT. IVA, IF I MAY MAKE IT.

>> RUN THE UNANIMOUS CONSENT. ONCE YOU GET PAST THAT THERE'S TIME FOR DISCUSSION.

>> SEEING AND HEARING NONE. OKAY. DISCUSSIONS, COMMENTS OR QUESTIONS.

>>GO AHEAD. >> I LIKE TO CLARIFY THE COUNCILS USE OF THE TERM UNANIMOUS CONSENT. IT TO LINK WITH THE ORDINANCES. WHEN UNANIMOUS CONSENT IS ASKED FOR WHAT WE MEAN IS UNANIMOUS CONSENT IS REQUIRED TO BRING THE ITEM TO THE FLOOR TO BE CONSIDERED. D. THE ITEM IS SUBSEQUENTLY VOTED ONON IN A SEPARATE OTION THAT ITEM OF CONSENT IS NOT REQUIRED BY THE CITY COUNCIL TO PASS ORDINANCE AT THE SAME MEETING AT WHICH IT IS INTRODUCED. AT LEAST THAT'S MY UNDERSTANDING. IS THAT APPROPRIATE?

>> WE HAD EMAIL TRAFFIC ABOUT THIS. I'M NOT QUITE FOLLOWING YOU. WHAT I AM SAYING, EVERYTHING YOU'RE DOING PROCEDURALLY IS ACCURATE PER STATE LAW. WHAT YOU JUST DID.

>> I WOULD LIKE TO SAY THIS IS MY OPINION OF THIS. WHEN WE HAVE UNANIMOUS CONSENT I THINK THAT IS CONFUSING TERM. TO PEOPLE AT LARGE. AND WHAT WE ARE GETTING OUT IS THERE ASKING FOR UNANIMOUS CONSENT TO BRING IT UP TO CONSIDER IT. AND THEN WHEN WE FINALLY VOTE ON IT THAT

VOTE DOES NOT HAVE TO BE UNANIMOUS. >> THAT'S CORRECT.

>> I WANT TO MAKE THAT CLEAR. >> I THINK COUNCILMAN IF I MAY, STATE LAW REQUIRES IN LAYMAN'S TERMS IS FOR AN ORDINANCE TO BE PAST THE FIRST NIGHT IT'S INTRODUCED AT FIRST READING.

THERE HAS TO BE UNANIMOUS CONSENT OF THE GOVERNING BODY ALL NIGHT IF YOU OR WHOMEVER IS PRESENT HAVE TO AGREE TO THAT. WHEN IT COMES TO THE VOTE IF YOU'RE ALLOWING IT TO BE VOTED ON ON THE FIRST NIGHT IT'S INTRODUCED THAT DOES NOT HAVE TO BE UNANIMOUS. DOES HAVE TO

MEAT ORDINANCE VOTING REQUIREMENTS. >> THANK YOU. I JUST WANT TO CLEAR THAT UP FOR THOSE THAT WERE UNSURE ABOUT WHAT WE WERE DOING IN THAT REGARD.

>> ANY COMMENTS OR QUESTIONS REGARDING THIS? OKAY LINDSEY, THE ROLL CALL?

>> EXCUSE ME, DO WE HAVE SOME DISCUSSION ON THIS? >> THAT'S WHEN I SAID COMMENTS

AND QUESTIONS. >> IS IT TOO LATE? >> GO AHEAD.

>> THE RECOMMENDATION FROM THE STAFF TO THE PLANNING COMMISSION SAID THAT ONE OF FOR THE CITY COUNCIL THE RECOGNITION FOR DENIAL. THE PETITION MEETS ELIGIBILITY CRITERIA FOR ANNEXATION DOES NOT MEAT ONE OF THE GUIDELINES. CAN YOU TELL HE WENT GUIDELINES

THERE REFERRING TO? >> THE GUIDELINES OF THE STAFF MEMO. IT WAS DETAILED IN THERE

AND I WILL HAVE MR. HOWARD EXPLAIN FURTHER. >> THE CITY SOME TIME AGO AT LEAST A DECADE AGO ADOPTED IN ANNEXATION POLICY AND PART OF THAT POLICY WAS THAT THE PROPERTY SHOULD NOT BE LESS THAN 3 ACRES OR PORTION OF A PARCEL LESS THAN 3 ACRES TO NOT BE ANNEXED INTO THE CITY LESS ENTIRE PARCEL ITSELF IS ANNEXED INTO THE CITY. IN THIS CASE IT'S A ONE ACRE OR SO PORTION OF AN OVERALL LARGER PARCEL IN THIS CASE THERE'S ESSENTIALLY ANNEXING TICKET CONTIGUITY WITH AN ADJACENT PROPERTY. IF FOR INSTANCE THE ANNEXATION REQUEST IN THIS CASE WAS FOR 3 ACRES. WE WOULD NOT HAVE SUCH CONCERNS OR OBJECTIONS TO THAT. I WANT TO POINT OUT AND I BELIEVE AS IT'S MENTIONED IN THE STOCK REPORT AS WELL. IF THIS WAS TO MOVE FORWARD AND THAT ONE ACRE PORTION WAS IN THE CITY THEY WOULD NOT BE ABLE TO SUBDIVIDE THAT BECAUSE THE MINIMUM LOT SIZE FOR IT IN THE RURAL DISTRICT WOULD BE 3 ACRES.

>> AND THERE'S NO REQUIREMENT FOR US TO ANNEXED ON A PARK TIRE PARCEL. THERE'S NO REQUIREMENT FOR THE OWNER TO SUBDIVIDE PRIOR TO ANNEXATION. IS THAT CORRECT?

>> THAT IS CORRECT. >> OKAY THANK YOU. >> ANYONE ELSE. OKAY, LINDSEY WITH THE VOTE. TRYING TO. >.

[00:25:08]

>>. >> A MOTION AND A SECOND, ANYONE IN THE COUNCIL HAVE A

PROBLEM MOVING FORWARD ON THIS THIS EVENING? >> SEEING OR HEARING NONE, ANY COMMENTS OR QUESTION OR DISCUSSION? OKAY SEEING AND HEARING NONE. LINDSEY?

[9.b. Zoning. Planning Commission recommendations. Unanimous consent necessary. Public hearings required. ]

[VOTING] >> ITEM 9 FEET ONE IS A REQUEST FROM CLEVELAND CLEVELAND 11.0 ACRES OF PROPERTY AT 1287 OGLETREE ROAD FROM ROTE TO DEVELOP MEANT DISTRICT HOUSING.

THE PLANNING COMMISSION RECOMMENDED APPROVAL OF THIS BUSINESS AT SEPTEMBER 10 I'M SORRY IT WOULD'VE BEEN AUGUST 10 MEETING. VENOMOUS CONSENT IS NECESSARY IN A PUBLIC HEARING IS REQUIRED. BUCKS I WILL INTRODUCE THE ORDINANCE AND ASK IT TO READ NEWS TO A

DATE CERTAIN OF OCTOBER 17. >> SECOND. >> I HAVE A MOTION AND A

SECOND. ANY FURTHER DISCUSSION? >> I'M CLARIFYING WHAT WE WOULD LIKE TO MOVE THIS TO THE 17TH FOR THE REASON BEING THE TRAFFIC STUDY HAS NOT BEEN COMPLETE ON THIS PARTICULAR DEVELOPMENT. I FEEL LIKE IT'S IMPORTANT FOR US THROUGH RESIDENT CONCERNS THAT WE HAD IN THE AREA. THEY LIKE TO SEE THE TRAFFIC STUDY COMPLETE. I FEEL I COULD SUPPORT FOR US TO HAVE THAT BACK PRIOR TO MAKING A DECISION ON THIS. THUS THE REASON FOR REQUESTING TO MOVE. I WANT TO TELL YOU THE PUBLIC HEARING IS ATTACHED TO THIS WILL BE MOVED TO OCTOBER 17 MEETING AS WELL. THERE WILL BE A PUBLIC HEARING ON THIS AGENDA ITEM THAT WILL BE ON THE 17TH OPPOSED TO TONIGHT. I JUST WANT TO MAKE THAT CLEAR.

>> ANY COMMENTS OR QUESTIONS? OKAY, MS. CROUCH WE NEED A ROLL CALL VOTE ON THIS WEEK.

>> ABSOLUTELY. >> LINDSEY? [VOTING]. >> THAT ITEM IS POSTPONED TO OCTOBER 17. IT WILL BE NOT ADVERTISE BECAUSE IT'S JUST BEEN POSTPONED. IT WILL NOT BE ADVERTISED FURTHER OTHER THAN WHEN THE AGENDA COMES OUT. I DO WANT TO CLARIFY ALSO THE CITY ENGINEER, THIS IS ALSO A CONCERNED EFFORT WITH MEETINGS WITH THE DATE. IS THIS A REALISTIC DATE AND THE ANSWER WAS WITHOUT A LOT OF MEETINGS THE DEVELOPER AND REPRESENTATIVE AND THAT'S A REALISTIC DATE TO NOT ONLY RECEIVE THE TRAFFIC STUDY BUT EVALUATED PRIOR TO THAT MEETING. ITEM 9B2 IS A REQUEST FROM 3 TO 48 MORSE MILTON TO FILM IT AT A PROXIMALLY 2.01 ACRES IN LIMITED DEVELOPMENT WAS ONLY DISTRICT LOCATED AT 1719 OGLETREE LOAD KNOWN AS AREA A AND APPROXIMATELY 11.20 ACRES OF DEVELOPMENT HAS A ZONING DISTRICT FOR THE PREVIOUS ITEM HAD BEEN ACTED UPON. LOCATED AT 1287 OGLETREE ROAD. KNOWN AS AREA L. IT'S 361 ACRES. ON A COMMISSION RECOMMENDED APPROVAL OF THIS REQUEST BY VOTE OF 6-3 AND ITS AUGUST 10 MEETING. UNANIMOUS CONSENT IS NECESSARY.

>> I WILL INTRODUCE THE ORDINANCE AND IT BE MOVED TO THE OCTOBER 17 MEETING.

>> ANY COMMENTS, OR DISCRETION? >> IT'S RELATED TO THE PREVIOUS ITEM, THE PROPERTY REZONING. SAME CONCERN, THE TRAFFIC STUDY NEEDS TO BE COMPLETE WITH THIS.

BEFORE MOVE FORWARD. >> ANY FOLLOW-UP QUESTIONS OR COMMENTS?

>> I WILL CLARIFY THE REASON FOR POSTPONEMENT OF THIS IS INVOLVED IN AN LDT ZONE PIECE FOR THE PLAN DEVELOP MEANT DISTRICT. THAT'S WHEN YOU NEED TO GO AHEAD AND POSTPONE BOTH ITEMS. A PIECE OF THIS IS NOT RUNG UP IN THE PREVIOUS REZONING. SO THAT'S WHY.

>> LINDSEY? [VOTING]. >> RESOLUTIONS. >> ITEM ATTEND AVON'S REQUEST

[10.a. Conditional use approvals. Planning Commission recommendations. ]

FOR CONDITIONAL USE UPPER FORMAL RESIDENTIAL RESIDENTIAL DEPONENT LOCATED AT 326 NORTH COLLEGE STREET THE READ DEVELOP MEANT DISTRICT. AT SEPTEMBER 14 MEETING A PUBLIC HEARING IS

REQUIRED. >> MOVE FOR APPROVAL. >> SECOND.

>> WE HAVE A MOTION AND THE SECOND. THIS ITEM HAS A PUBLIC HEARING ATTACHED. THIS TIME I'LL OPEN IT TO THE PUBLIC HEARING. IF YOU LIKE TO ADDRESS THE CITY COUNSEL COME FORWARD TO GIVE US YOUR NAME AND ADDRESS FOR THE RECORD. SEEING NO ONE. E. WILL CLOSE THE PUBLIC HEARING. ANY COMMENTS OR QUESTIONS FROM THE COUNCIL?

[00:30:01]

>> GASSER MR. GRISWOLD. >> THANK YOU MR. MAYOR. I LIKE TO MAKE IT CLEAR THAT HISTORICAL PRESERVATION COMMISSION WILL HAVE TO REVIEW THIS BEFORE ANY REAL CONSTRUCTION OR WHATEVER GOES ON. THEY WILL MAKE A DETERMINATION WHETHER IT'S ACCEPTABLE FOR THE HISTORIC DISTRICT. I THINK IT'S A GOOD REUSE. IT'S BEEN USED AS AN AUXILIARY APARTMENT COMPLEX IN THE PAST. I SEE NO REASON FOR IT TO HAVE ANY PROBLEMS.

>> OKAY. ANY OTHER COMMENTS? >> IS A COULD BE CHANGED? DO WE KNOW? DO WE CARE?

>> THE STAFF HAS MET WITH HIM. I DON'T BELIEVE THERE'S GONNA BE A LOT OF CHANGE. ONE OF THE THINGS DEPENDING ON WHAT THEY'RE DOING WILL DEPEND ON THE LEVEL OF REVIEW AND DETAIL THAT IS NEEDED. I WOULD SAY THE APPLICANT IS VERY CLEAR ON THE FACT THIS IS AN HISTORIC DISTRICT. ANYTHING VISIBLE FROM NORTH COLLEGE STREET THAT DOESN'T BEAT WHAT WE CALL ROUTINE MAINTENANCE REQUIREMENTS MUST GO THROUGH A LENGTHIER PROCESS. I DON'T BELIEVE THAT MR. HOWARD CORRECT ME IF I'M WRONG, IF WE HAVE A FULL PICTURE NOR THE APPLICANT OF IT EXACTLY WHAT NEEDS TO BE DONE JUST YET. THIS IS USE ONLY.

>> WE'VE HAD SOME PRELIMINARY DISCUSSIONS WITH THEM. THEY UNDERSTAND ANYTHING CONSIDERED MAJOR WORK WOULD HAVE TO GO THROUGH THE HPC PROCESS. HAVEN'T GONE FAR ENOUGH DOWN

THE PATH TO KNOW IF IT WILL TRIGGER THAT OR NOT. >> OKAY, THANK YOU. ANY OTHER QUESTIONS? WE HAVE A MOTION AND A SECOND. ALL IN FAVOR SAY I? MOTION CARRIES.

>> ITEM 10 A 2 IS OUR SCOPE OF 6 MONTH EXTENSION OF THE CONDITIONAL USE APPROVAL FOR PERFORMANCE RESIDENTIAL USE MULTIUNIT DEPONENT LOCATED AT 139 714 ROAD. THE PLANNING COMMISSION UNANIMOUSLY RECOMMENDED APPROVAL OF THIS EXTENSION REQUEST AT THE

SEPTEMBER 14TH MEETING. >> MOVE FOR APPROVAL. >> SECOND.

>> A MOTION AND A SECOND. COMMENTS OR QUESTIONS FROM THE COUNCIL?

>> I HAVE A COUPLE OF QUESTIONS. THE HISTORY ON THIS ONE. CORRECT ME IF I'M WRONG,

THIS WAS APPROVED ORIGINALLY BACK AND I THINK 2020? >> IN JUNE 2020.

>> AND THEN COOKS EXTENDED IN AUGUST 2021. THEN IT EXPIRED. THE GOT REAPPROVED FOR A NEW CONDITIONAL USE IN APRIL 2022. ANOTHER SEEKING ONE EXTENSION ON THAT.

>> THAT'S CORRECT. >> ALL RIGHT, WHAT IS THE REASONING BEHIND THIS CURRENT

EXTENSION? >> IT'S PART OF THEIR REQUEST. THE APPLICANT IS REQUIRED TO PROVIDE REASONING FOR THE EXTENSION. IN THIS CASE THEY CITED SOME CHALLENGES ASSOCIATED WITH CONSTRUCTION COST AND SOME INTEREST RATE ENVIRONMENT WE'VE EXPERIENCED OVER THE LAST 12 Ã18 MONTHS AND TRYING TO GET SOME OF THAT FINALIZED. THEY ARE HOPEFUL TO START CONSTRUCTION IN Q4 OF 2023 OR Q1 OF 2024. I WILL ADD THEY HAVE SUBMITTED SOME SITE PERMITS AS WELL. THEY HAD TAKEN STEPS PREVIOUSLY TO MOVE FORWARD TOWARDS DEVELOPMENT

GOOD. >> THIS IS PROGRESSING THE DIRECTION OF Q4 2024 THAT THEY

WILL LIKELY BEGIN BUILDING? >> I WILL SAY THEY STILL HAVE SOME STEPS TO TAKE TO HIT THAT Q4 2023. IT IS CERTAINLY WITHIN THE REALM OF POSSIBILITY TO HIT THAT WITH THE NEXT 6

MONTHS. >> 6 MONTH EXTENSION PUTS THEM Q2 OF 2024 BEFORE THIS WOULD

EXPIRE AGAIN. >> CORRECT. >> THANK YOU.

>> ANY OTHER QUESTIONS OR COMMENTS WITH COUNCIL? >> MISS MEGAN, HOW OFTEN TO

EXTEND SOMETHING THIS LONG? >> ONE OF THE INTERESTING NOTIONS IS WHEN A USE IS COMPLETELY EXPIRED AND THEY RE-UP, IT'S AS IF WERE GIVEN YOU THE HISTORY BUT HAD AN ORIGINAL APPROVAL ON EXTENSION AND THAT ONE AWAY AND IS IN FACT ERASED A PER ZONING ORDINANCE HAVE A RIGHT TO ASK FOR ONE TIME EXTENSION. IRONICALLY ON THIS AGENDA YOU HAVE MULTIPLE REQUESTS FOR SEVERAL DIFFERENT DEVELOPMENTS. I DON'T KNOW THAT I'VE SEEN THIS MANY IN MY TENURE ON ONE AGENDA. OUR SITE PLAN APPROVALS ARE ONLY IN EFFECT, CONDITIONAL USE FOR 18 MONTHS. I THINK WITH THE INTEREST RATE ENVIRONMENT AND WITH SOME CHANGES AND STILL POST PANDEMIC I THINK WERE SEEING A LITTLE BIT MORE INTO THIS. PEOPLE ARE HAVING TO SPEND A LITTLE BIT MORE TIME ON THEIR FINANCING AND OTHER THINGS AND SUPPLY CHAIN ISSUES. NOT UNUSUAL THAT THIS MANY ON ONE MEETING IS UNUSUAL.

>> THANK YOU. ANY OTHER COMMENTS OR QUESTIONS? >> IS THE APPLICANT HERE

TONIGHT? >> I THINK THE APPLICANT'S REPRESENTATIVE IS.

>> THIS PLAN WISE ARE THEY FAR ENOUGH DOWN THE ROAD THAT 6 MONTH IS FEASIBLE?

[00:35:01]

>> WE HAVE APPROVED CIVIL PLANS, WE HAVE APPROVED ARCHITECTURAL PLANS. READY TO BEGIN CONSTRUCTION. JUST THE CURRENT CONSTRUCTION MARKET, THIS THEY FIRST CAME BACK AND WE GOT THE EXTENSION WE WERE IN THE MIDDLE OF WHEN WE WERE HAVING 8 TO 10 INFLATION MONTH-TO-MONTH. AT THAT TIME WE DIDN'T ASK FOR AN EXTENSION. WE ACTUALLY ASKED FOR IT TO BE REHEARD AND REISSUED. WERE FIGHTING THE SAME BATTLES. WE FEEL LIKE IT'S CLEARING US. I HAVEN'T SEEN A NEW MULTIFAMILY PROJECT START IN THE LAST 12 MONTHS. IN THE SOUTHEAST REALLY APPEARED THAT I'VE BEEN INVOLVED IN. MOST OF THEM HAVE BEEN DELAYS WITH EITHER CAN'T GET TRADITIONAL FINANCING OR INFLATION OR CONSTRUCTION COST. CAN CAN FINANCE. I FEEL PRETTY COMFORTABLE THAT FOR BE ABLE TO START TESTING IN THE 6 MONTH EXTENSION AT THIS TIME. HEADED

IN THAT DIRECTION. NEXT OKAY, THANK YOU. >> ANY OTHER QUESTIONS OR

COMMENTS? ALL RIGHT, ALL IN FAVOR PLEASE SAY I. >> ANY OPPOSED MOTION CARRIES.

>> ITEM 10 83 IS OPERANT DISTRIBUTION FACILITY FOR 6 MONTH EXTENSION OF THE CONDITIONAL USE APPROVAL FOR COMMERCIAL SUPPORT USE. PROPERTY LOCATED AT 511 W.

FOR APPROVAL. >> SECOND. >> WE HAVE A MOTION IN A SECOND. ANY COMMENTS OR QUESTIONS? OKAY, ALL IN FAVOR PLEASE SAY I. ANY OPPOSED?

MOTION CARRIES. >> ITEM TODAY FOR HIS REQUEST FROM MARK ROBBINS FOR 6 MONTH EXTENSION OF THE CONDITIONAL USE APPROVAL FOR COMMERCIAL AND ENTERTAINMENT USE/HOTEL TO BE LOCATED AT 100 NORTH GAY STREET ADJACENT TO AUBURN BANK. IN THE URBAN CORE ZONING DISTRICT.

PLEASE, GIVE YOUR NAME AND ADDRESS FOR THE RECORD AND PLEASE ADDRESS IT TOWARDS THE COUNCIL. REX AND ALL AUDIBLE. THE REASON WOULD COME UP IS THANK YOU ALL FOR EVERYBODY T ARE NOT SMART MAKING ILLEGAL U-TURNS. I'M WATCHING 18 WHEELERS S 'S'S.[INAUDIBLE]. . THE RESUME I'M UP HERE BETWEEN THE ET STORE IN THE AMC CHURCH. THIS PAST SATURDAY AUBURN UNIVERSITY GUY JUST LEFT. LIKE ME BEING THE GUY THAT DOES THE PARKING ON SATURDAYS. I ATCHED OUT OF A SAND I DON'T KNOW HOW MANY PEOPLE COME IN TO AUBURN FOR GAME DAY. LIKE A THOUSAND PEOPLE ALMOST GET HIT. THEY NEED WHAT Y'ALL HAVE RIGHT THERE WHERE CHICK-FIL-A'S ON MAGNOLIA, THE FLASH BLINKING THING. WE ALL NEED ONE RIGHT THERE. EVEN PEOPLE FROM THE CHURCH AND AMC YOU SAID NOT TO MENTION PEOPLE'S NAMES. I WOULD SAY LET'S KEEP THE CHURCH PRIVATE. THAT'S PEOPLE GO FROM THE CHURCH FROM THE PET STORE OR PUBLIX OR VICE VERSA. THEY ARE ALMOST GETTING HIT ESPECIALLY WITH HER YELLOW MEDIAN PEOPLE GO AROUND. WE NEED TO ALL TO FIX THAT. I DON'T WANT ANYBODY TO GET HIT

AND I WATCHED SOMEONE ALMOST GET HIT. >> THANK YOU FOR BEING MINDFUL OF OUR SAFETY. CROSSWALKS ARE BLESSINGS CHALLENGING ESPECIALLY FOR THE GAME DAYS ON SATURDAY. IT'S IMPORTANT FOR THOSE THAT ARE TAKING THE LEAP TO MAKE SURE THE CARS ARE COMING DOWN THE ROAD APPEAR TO KNOW THAT THEY ARE THERE AND IT'S IMPORTANT FOR US TO BE

AWARE THAT PEOPLE ARE CROSSING THE ROADS. >> WHERE WAS THE LOCATION AGAIN

? >> ON GAY STREET AT THE CROSSWALK AT THE PUBLIC SHOPPING CENTER. GOES FROM A UMC'S PARKING LOT ACROSS GRAY STREET. WE MADE A DECORATIVE ONE CROSSWALK. PEOPLE DRIVE THAT EVERY DAY AND IT'S A 7-DAY WEEK THING. THE CITY ENGINEER I WAS LOOKING HER IF HER PUTTING OF RAPID FLASHING BEACON THERE. YES IS MY FAVORITE WORD. ONE WILL BE INSTALLED THERE. WE EVALUATE THESE AND WE APPRECIATE THE COMMENTS AND SHE'S KEENLY AWARE WITHOUT A LOT OF CONCERNS RAISED. I WOULD SAY IN GENERAL THE DOWNTOWN AREA INCLUDING COLLEGE STREET WHERE WE HAVE NEW PEDESTRIAN CROSS OF THE HEART OF AUBURN WHERE THEY WERE NOT PREVIOUSLY INSTALLED. DRIVERS NEED TO BE VERY CAUTIOUS. A LOT OF SPEED LIMITS AREN'T MY 5 MILES AN HOUR IN THEIR PEDESTRIANS EVERYWHERE. IT'S YOUR RESPONSE PALOOZA DRIVER TO LOOK OUT FOR PEDESTRIANS. PEOPLE SHOULD BE STOPPING AND I THINK WERE ALL GUILTY OF IT. WHAT I MEAN IS ONE CHILD IN THIS AREA. IF IT'S SOMETHING, OR GETTING COMPLAINTS ON THE PEDESTRIANS ARE THE WAY. THIS IS A VERY WALKABLE AREA. DON'T DRIVE TO THIS AREA IF YOU DON'T WANT TO ENCOUNTER PEDESTRIANS.

ANECDOTAL? WE'VE GOT TO BE CAREFUL ABOUT PEOPLE TO BE WALKING INSTEAD OF DRIVING IN

THIS AREA AS MUCH AS WE CAN HELP IT. >> THANK YOU. WHO WILL BE

NEXT? >> ROBERT LUKENS 261 DENSON DRIVE AUBURN ALABAMA GOOD EVENING MAYOR AND COUNSEL. WE THE PEOPLE AND IN AUBURN IT'S ME THE MONEY. AUBURN HAS ENTERED ANOTHER FOOTBALL SEASON WITH EXCITED CRYING FOR EAGLE IN THE AIR. AS TUMORS CORNER OAK TREES ARE BEING ADORNED WITH WHITE TOILET PAPER RESEMBLING SNOW. THE GAME WAS VICTORIOUS. OR THE DESTRUCTION OF THE LOVELIEST VILLAGE ON THE PLAINS AS METHODICALLY BEING DISMANTLED BY THAT MAYOR AND HIS ASSOCIATES THE AUBURN CITY COUNCIL, THE AUBURN PLANNING COMMISSION, THE CITY BUREAUCRATIC MANAGEMENT TEAM, THE OUTSIDE DEVELOPERS BUILDING THEIR MASSIVE FACELESS BUILDINGS THAT HAVE BEEN CONSTRUCTED ARE BEING

[00:45:07]

CONSTRUCTED ON THE LOCAL COMMERCIAL REALTORS CONTINUOUS EXPANSION AND SLOW INFILTRATION OF DUPLEXES, CONDOS, TOWN HOUSES AND APARTMENTS INTO THE OLDER SINGLE-FAMILY NEIGHBORHOODS. IT'S NOT THAT THERE APPEARED IN MARCH 2021 THE CITY OF AUBURN FUNDED ORDINANCE 3288 SHORT-TERM RENTAL. BY EXPANDING THE 1999 DISCRIMINATORY FAMILY DEFINITION ORDINANCE FOR THE SDR 5. WHICH IS TAYLOR, GRISWOLD, PARSONS, DAWSON AND ANDERSON. WHEN STAN TOLD COUNCILMAN DIXON RECUSE HIMSELF FOR VOTING WHILE ANOTHER IGNORED HIS OWN CONFLICT OF INTEREST WHILE HIS FAMILY BENEFITED FROM THE SALE AND CONSTRUCTION OF THE HOTEL. DIRECT COMPETITION WITH SHORT-TERM RENTAL. THUNDER 51 SHORT-TERM RENTAL FAMILIES ARE ENTERING III FOOTBALL SEASON BEEN STRIPPED OF THEIR CONSTITUTIONAL RIGHTS AND PROPERTY RIGHTS WHILE SUPPORTERS OF THE NO HOTELS IN OUR COMMUNITY CONTINUE TO REAP FROM THE FOOTBALL PARKING REVENUE THIS EXEMPT A MINI LICENSE REQUIREMENT. MAYBE I SHOULD LEAD THE NO FOOTBALL PARKING IN OUR NEIGHBORHOOD.

IF THIS COUNCIL WHICH MANY OF US HAVE HIGH HOPES FOR REGRESS AT THE AUGUST COUNSEL MEETING BY PUTTING 7-2 TO CHANGE OR ZONING OF THE NEIGHBORHOOD CONSERVATION CORNER OF CHERRY STREET AND GLENN. COUNCILWOMAN MOORMAN AND GRISWOLD VOTED AGAINST WHILE COUNCILMAN PARSON MADE HUNDRED 80 DEGREE REVERSAL CONCERNING NC AREAS. AS COUNCILMAN ADAM STATED IT'S A LEAP THIS ONE PARCEL WITH COUNCILMAN DAWSON WAS A TOTAL AGREEMENT. MAYBE COUNCILMAN ADAMS AND THE OTHER COUNSEL MEMBERS SHOULD READ COMP PLAN 2030, CHAPTER 3 LAND USE. IT WAS ART IN THE PROJECTIONS. THE CITY COUNCIL HAVE BEEN IN CONTROL TOO MUCH LIKE CONFIRMING DECISIONS THAT A PARTY BEEN DECIDED IN ADVANCE. I GUESS THAT'S WHY Y'ALL MAKE $600 A MONTH WHILE OUR MAYOR IT'S A 288 PERCENT INCREASE IN OUR CITY MANAGER GETS A $35,000 RAISE. PEOPLE ARE NO IMPORTANT IN AUBURN. JUST THE LOVE OF MONEY, MONEY, MONEY AND MORE
