[7. CITY MANAGER’S COMMUNICATIONS]

CITY MANAGERS COMMUNICATIONS? >> CITY MANAGER: WE HAVE THE ANNOUNCEMENT OF TWO VACANCIES IN THE PARKS AND RECREATION ADVISORY BOARD. TERMS BEGIN DECEMBER 1 AND ENDS NOVEMBER 30, 2027. THE APPOINTMENT WILL BE MADE FOR NOVEMBER 7 MEETING AND APPLICATIONS OPEN ON OUR WEBSITE TOMORROW. OUR FIRST ITEM OF BUSINESS IS THE CONSENT AGENDA. DOES ANYONE WISH TO REMOVE AN ITEM FROM THE CONSENT AGENDA AND DEAL WITH THE ITEM

INDIVIDUALLY? >> YES, I DO.

ITEM 8D1 AND TWO. >> MAYOR ANDERS: ANYONE ELSE?

>> HD THREE PLEASE. >> ANYTHING ELSE?

>> I WOULD LIKE TO REMOVE ELSE EIGHT DELTA FIVE AND SEVEN.

[8.d.1. 68V Preserve, LLC. Development agreement. The Preserve Phases 6 & 7.]

>> ITEM 8D1 RECOGNIZES AN AGREEMENT FOR THE PRESERVE

PAGES SIX AND SEVEN. >> MOVE FOR APPROVAL.

>> SECOND. >> WE HAVE A MOTION AND THE

SECOND. >> ADMISSIBLE IN?

>> THERE ARE QUESTIONS FROM THE NEIGHBORS CLOSE TO THESE PHASES. IF WE COULD CLARIFY A COUPLE OF ITEMS. ONE, THE NOTES IN HERE IS THAT THE DEVELOPER SHALL INCLUDE THE MASTER PLAN CAN WE CLARIFY IF THE MASTER PLAN IS THE INDIVIDUAL OR THE DAY THAT IS THE MOST RECENT MASTER PLAN, DO WE HAVE THAT?

>> THERE ARE TWO DIFFERENT THINGS RELEVANT TO THE MASTER PLAN. EXHIBIT C IS WITH THE AGREEMENT WHICH IS A CREDIT VERSION OF THE FACES, THEN THERE IS THE 2017 WRITTEN IN MASTER DEVELOPMENT PLAN.

THE MASTER DEVELOPMENT PLAN WAS THE QUESTION RELATIVE TO THAT.

THIS DOES NOT HAVE MUCH TO DO WITH THE DEVELOPMENT AGREEMENT.

ONE OF THE IMPORTANT THINGS, DEVELOPMENT AGREEMENTS ARE SEPARATE AND APART FROM ZONING RELATED ACTIONS.

SOMETIMES, WE PUT THINGS IN THE DEVELOPMENT AGREEMENT AS A REMINDER, BUT THE TEETH IN THEM, REMINDER TO ZONING ENFORCEMENT OF. IS THERE A SPECIFIC QUESTION ON THE MASTER DEVELOPMENT PLAN THAT YOU WOULD LIKE?

>> YES, ON THE MASTER PLAN HE NOTES SEVERAL AMENITIES.

I THINK THE RESIDENTS ARE CURIOUS AS TO WHEN THOSE

AMENITIES MAY COME TO FRUITION. >> IF I MAY, ONE QUICK THING IS 68 VENTURES AS NOTED IN HERE IS NEW TO THE TABLE WITH THE PRESERVE DEVELOPMENT AND HAS BEEN WORKING FEVERISHLY WITH STAFF TO GET SOME THINGS IN ORDER AND TO MOVE FORWARD.

ONE OF THE THINGS IS THE RESIDENCE OF THE PRESERVER IS TRYING TO ESTABLISH AHOMEOWNERS ASSOCIATION IF I UNDERSTAND PROPERLY . - - HAS BEEN WORKING ABOUT THAT SO THEY CAN HAVE DIALOGUE OF THEIR DIRECT CONCERNS.

I WILL HAVE KEVIN HOWARD TALKING ABOUT THE TIMING OF THE AMENITIES. THIS WILL ALSO COME UP WITH WOODWORK OAKS WHICH IS WHY WE ARE NOT HERE TO TALK ABOUT THIS TONIGHT. A LOT OF YOU HAVE QUESTIONS ABOUT WHAT ARE THE TRIGGERS AND WHEN.

MR. HOWARD? >> WHEN IT COMES TO AMENITIES OUTSIDE OF OUR STANDARD DEVELOPMENT REQUIREMENTS WOULD BE CERTAINLY SIDEWALKS. PAVED ROADS, THAT SOMETHING

[00:15:06]

REQUIRES A PART OF THE DEVELOPMENT.

THAT HAS TO BE DONE AS IT - - AMENITIES SUCH AS WALKING TRAILS AND MOUNTAIN BIKE TRAILS, POOLS, WHATEVER IT MIGHT BE. THOSE SORTS OF THINGS NOT HAVE TO BE BUILT UP BY A CERTAIN DATE, JUST BY THE END OF THE ENTIRE PROJECT BEING COMPLETED. AFTER A CERTAIN DATE OR X NUMBER OF HOMES, WE WOULD BUILD THESE THINGS.WE WOULD HAVE SOME TEETH TO ATTEND ACTIONS WE NEED TO BE TAKEN, BUT THE MASTER DEVELOPMENT PLAN DOES NOT SPEAK TO ANY SORT OF THRESHOLDS DURING THE DEVELOPMENT PROCESS AS TO WHEN SOME OF THESE AMENITIES MIGHT COME ON.

AS FAR AS THE ZONING ENFORCEMENT IT MIGHT BE AT THE

VERY END OF THE PROJECT. >> I WOULD SAY BASED ON CONCERNS RAISED HERE, AND THERE IS A LOT, THIS IS ONE OF OUR EARLIEST PLAN DEVELOPMENT DISTRICTS, WE WILL BE LOOKING MORE AND SEE WHAT QUESTIONS ABOUT WHETHER YOU CONDITION PLANT DEVELOPMENT DISTRICTS ON CERTAIN TIMING OF AMENITIES, BECAUSE THIS SEEMS TO BE PROPPING UP.

THE 68 VENTURE HAS BEEN GREAT TO WORK WITH BUT THEY HAVE NOT HAD THE OPPORTUNITY TO SPEAK TO THIS YET.

THERE'S REPRESENTATIVE HERE TONIGHT IF YOU HAVE QUESTIONS

ABOUT THAT. >> I DO APPRECIATE THAT THERE IS AN OPEN COMMUNICATION WITH THEM.

ONE OF THE ISSUES WITH THE RESIDENTS ON FORMER DEVELOPERS WITH CONTROL OF HOA, THERE'S BEEN A LACK OF COMMUNICATION.

I WOULD ENCOURAGE THE 68 VENTURES HAVE A REAL STRONG RELATIONSHIP WITH THE RESIDENTS IN THE HOA THAT THEY DO NOT WANT TO CONVEY. ADDITIONALLY, THERE WAS A QUESTION ABOUT THE LOCATION OF A FUTURE ROUND ABOUT AT CONSERVATION. I NOTICED DEVELOPMENT AGREEMENT IS WHAT THEY WOULD CONTRIBUTE. IT ALSO INDICATES THEY WOULD BE

RESPONSIBLE FOR THE BUILD OUT? >> ABSOLUTELY.

68 VENTURES IS ONE OF THE FIRST GROUPS WE HAVE WORKED ON WITH THIS. WE'VE BEEN WORKING ON THE ROUNDABOUT SINCE 2018 TRYING TO GET US NEGOTIATED.

IT HAS BEEN FIVE YEARS IN THE CITY HAS REFUSED TO BUILD THE ROUNDABOUT AS WARRANTED BY AIR TRAFFIC STUDY.

68 VENTURES HAVE BEEN WILLING TO FIGURE THIS OUT WITH US.

I CAN HAVE THE CITY ENGINEER SPEAK, THE QUESTION IS WHY IS IT I CONSERVATION AND NOT RED TAIL?

>> THAT WAS A RECOMMENDATION FOR THE TRAFFIC IMPACT STUDY.

LOOKING AT THE MASTER PLAN, CONSERVATION DRIVE IS SOMEWHAT ISOLATED FROM THE REMAINDER OF THE DEVELOPMENT.

IT WOULD BE CONNECTED VIA A BRIDGE AT PHASE 5 AND PHASE 6.

YOU WILL HAVE A LOT OF TRAFFIC GENERATED FROM THAT SIDE.

>> OKAY. THIS ALSO TRIGGERS THE WIDENING AT CONSERVATION TO NORTH DONAHUE, CORRECT?

>> THIS IS WHERE LIKE A NUMBER OF DEVELOPMENTS IN THE AREA, THE CITY IS COLLECTING FUNDS FOR EVENTUAL TREATMENT AT FARMVILLE AND DONAHUE ITSELF. THESE ARE ALL TIED BACK TO TRAFFIC STUDY AND PAID ON A PER LOT BASIS.

>> THERE ARE QUITE A FEW LOTS, SO THIS MAY TAKE SOME TIME AND

WE MAY DO IT BEFORE THE LOTS. >> ABSOLUTELY.

TO REMIND EVERYBODY, THESE HAVE GONE INTO A FUND - - WE CAN USE THEM FOR ANY OTHER PROJECTS. THE CITY MADE WILL FORWARD ON THIS PROJECT BEFORE THEY RECEIVE FUNDING AND ARE THEREFORE REIMBURSING OURSELVES.

WE ALSO NEVER WERE THESE ROADS GOING TO BE ENTIRELY FUNDED BY THESE DEVELOPMENTS.THE CITY WAS ALWAYS GOING TO HAVE A

PORTION OF THAT. >> ANY OTHER QUESTIONS OR

COMMENTS REGARDING THIS ITEM? >> JUST ONE COMMENT.

JUST REVIEWING THIS PROJECT, IT BECAME OBVIOUS HOW MUCH TIME IS COUNTED TO ANALYZING THE INFRASTRUCTURE TO SUPPORT THIS.

I WAS AMAZED AT THE AMOUNT OF EFFORT THAT WAS DEDICATED TO THE SEWER, TO THE ROADS, IT WAS JUST AMAZING.

I WANT TO BRING THAT UP AND THE CITY FOR THE DEPTH AND THE

[00:20:02]

TIMING AND ONE OF TIME THAT HAS GONE INTO THIS.

>> I APPRECIATE THAT. WHAT IS LONG BEEN AN EXPECTATION OF OUR - - THE CITIZENS OF AUBURN ARE NOT PAYING FOR THE SEWER LINES TO BE BUILT IN THIS LOCATION.

WE DO NOT PAY FOR BASELINES THEMSELVES, NOR THE WATER OR OTHER THINGS. THESE ARE ILLEGAL IN ALABAMA UNLESS THE LEGISLATURE GIVES YOU A REASON TO DO SO.

OUR STAFF HAS BEEN INNOVATED, BUT IT OFTEN FEELS LIKE PEOPLE ARE FUNDING DEVELOPMENT IN OTHER PARTS OF THE CITY AND WE HAVE BEEN VERY DILIGENT TO THE BEST WE CAN WITHIN THE CONFINES OF THE LAW TO GET THESE DEVELOPMENTS TO PAY THEIR SHAR

, OR MOST OF IT. >> WHEN WAS THE FIRST HOME

BUILT AND PRESERVED? >> IN THE 2004, FIVE, SIX ARRANGE, YOU ARE DEALING WITH SEWER.

PROBABLY IN THAT TIME RANGE. I DO NOT REMEMBER EXACTLY, BUT SOMEWHERE THEREABOUTS. WE HAVE A MOTION IN THE SECOND,

[8.d.2. CARE Humane Society. Animal Sheltering Services for FY 2024. $187,467.]

ALL IN FAVOR, PLEASE SAY AYE? THE MOTION CARRIES.

>> ITEM 8B TO - - 187,400 DOLLARS.

THE AMOUNT FOR FISCAL YEAR 2025 WILL BE DETERMINED ONCE 2024 NUMBERS COME IN AND YOU WILL VOTEON THAT AGAIN NEXTYEAR FOR

THE ACTUAL DOLLAR AMOUNT . >> MOVE FOR APPROVAL .>

SECOND. >> MOTION AND THE SECOND, MISS

WITTEN? >> I WANTED TO MAKE THE PUBLIC AWARE THAT CARE HUMAN SOCIETIES FORMALLY WE COUNTY HUMANE SOCIETY THAT MARKS A NEW NAME. I DO NOT WANT PEOPLE TO THINK THAT WE WERE WORKING WITH A SECOND HUMANE SOCIETY.

>> THEY ARE HAVING A RIBBON-CUTTING NEXT WEEK I

THINK. >> PERFECT.

I KNOW THIS AMOUNT IS BASED OFF OF PREVIOUS SHELTERING SERVICES. WE KNOW HOW MANY INTAKES THAT

WE HAD FOR THIS DEVELOPMENT? >> YES, WE ARE 991 INTAKES.

>> TO BE KNOW IF THAT IS UP OR DOWN, OR IN LINE WITH THE PAST

COUPLE OF YEARS? >> IT IS A LITTLE BIT DOWN.

LAST YEAR, HER AMOUNT WAS A LITTLE BIT HIGHER.

NEXT YEAR, WE WILL BE ABLE TO DETERMINE BY WHAT IS TURNED IN AND ACCEPTED. JUST A REMINDER, THIS IS NOT JUST FROM ANIMAL CONTROL OFFICERS, IS FROM THE GENERAL PUBLIC THEIR LIVES IN THE CITY OF AUBURN SO WE PAID FOR ALL

THOSE ANIMALS, CATS AND DOGS. >> SINCE WE HAVE A TWO-YEAR CONTRACT AND THIS IS THE SECOND YEAR, AND WE MOVE INTO A BUDGET THAT IS POTENTIALLY A ONE YEAR BUDGET, WOULD BE ONLY EXECUTE A

ONE YEAR CONTRACT? >> I THINK WE ARE FINE TO

EXECUTE A TWO-YEAR. >> KATRINA, CORRECT ME IF I AM WRONG, THIS WILL COME BACK TO 25 BECAUSE OF THE AMOUNT?

>> DO YOU WANT TO EXPLAIN WHY WE DO A TWO-YEAR CONTRACT

I HAD THE SAME QUESTION . >> WE DID TWO-YEAR CONTRACT BECAUSE THIS YEAR WE ARE PAYING FOR LAST YEAR SERVICES.

DEPENDING ON THE INTAKE AND WHAT HAPPENS,SOMETIMES YOU HAVE A PANDEMIC THAT YOU HAVE TO DEAL WITH .WE HAVE A LOT OF THINGS THAT WE WORK THROUGH IN ORDER TO GET THIS NUMBER.

>> REMAIN COUNTY IS TOMORROW AT 10:00, RIGHT? THANK YOU. ANYBODY ELSE HAVE A COMMENT OR QUESTION? WHAT A GREAT AFTER THIS ORGANIZATION IS TO OUR COMMUNITY, THEY DO A GREAT JOB.

THANK YOU FOR YOUR WORK WITH YOUR PARTNERSHIP.

[8.d.3. Clark Equipment Company d/b/a Bobcat Company. Purchase of one (1) 2023 T86 T4 Bobcat Compact Track Loader with Mulcher. Water Resource Management Department. $139,198.28.]

ALL IN FAVOR PLEASE SAY AYE. ANY OPPOSED? THE MOTION CARRIES.> CLERK: ITEM 8 D3 AUTHORIZES ONE BOBCAT PURCHASE - - WATER RESOURCE MANAGEMENT DEPARTMENT IN THE

AMOUNT OF $139,198.28. >> MOVE FOR APPROVAL.

>> SECOND. >> MAYOR ANDERS: MR. GRISWALD,

I BELIEVE THIS ONE IS YOU? >> COUNCILMAN: YES, I HAD A QUESTION ABOUT THE SOLICITATION PROCESS.

WHEN WE PUT SOMETHING ON THE STREET, A PIECE OF EQUIPMENT FOR EXAMPLE, DO WE PUT OUT THERE WE HAVE NEED FOR A PIECE OF EQUIPMENT THAT DOES THE FOLLOWING THINGS, OR DO WE PUT OUR SOLICITATION IT SAYS WE NEED A BOBCAT T 86 T4, WHATEVER? TO ASK FOR SPECIFIC PIECE OF EQUIPMENT OR SOMETHING THAT SATISFIES THE REQUIREMENT.

[00:25:02]

>> WHEN A DEPARTMENT BUDGETS A SPECIFIC PIECE OF EQUIPMENT WITH SPECIFICFEATURES , AS THIS CASE, YOU WILL END UP WITH THREE OR FOUR STAFF MEMBERS POSSIBLY ANSWERING.I WOULD LIKE TO ASK KEITH WILLIAMS TALK ABOUT WHEN DEPARTMENTS ARE BETTING EQUIPMENT, THEY KNOW THE FEATURESTHAT THEY WANT .

IT LOOKS SPECIFIC TO A MANUFACTURER AND SUPPLY CHAIN ISSUES, BUT I WILL HAVE MR. WILLIAMS ADDRESS THAT PIECE OF

IT. >> ONE OF DEPARTMENT IS DOING THE BUDGET PROCESS AND LOOKING TO PROCURE SOME OF OUR CAPITAL - - IT IS NOT TO BRAND SPECIFIC, IS NEED SPECIFIC.

THEY MAY BE LOOKING FOR A SMALL SKIDS - - ALSO RESEARCH WHETHER THIS WILL BE AVAILABLE IN A PERSON TO WALK FOR THREE STRAIGHT CONTRACT, OR RATHER THE OPPORTUNITY EXISTS TO

HARVEST INSTEAD.>> THE INITIAL SOLICITATION IS BASED ON A SET OF REQUIREMENTS? THE INITIAL SURVEY, PERHAPS?

>> CORRECT HIM IT WAS BASED ON THE NEED OF THE DEPARTMENT.

>> ANSWERS MY QUESTION. >> THERE IS A LOT THAT GOES INTO THIS, NO WORRIES ABOUT ASKING THOSE QUESTIONS.

I WANT YOU TO KNOW THAT THERE IS ALWAYS A METHOD TO THE

MADNESS. >> IN YOUR QUESTIONS OR COMMENTS FROM THE COUNCIL? WE HAVE A MOTION IN THE SECOND,

[8.d.5. Kardex Remstar, LLC. Purchase Intermat IM Vertical Carousel System (tire storage). Environmental Services. $154,313.58.]

ALL IN FAVOR PLEASE SAY AYE. ANY OPPOSED?

MOTION CARRIES. >> ITEM 8D5 AUTHORIZES THE PURCHASE OF OUR INTERNET I AM VERTICAL CAROUSEL SYSTEM AND

THE AMOUNT OF $154,313.58. >> MOVE FOR APPROVAL.

>> SECOND. >> MAYOR ANDERS: MOTION AND A

SECOND, MR. MOREMAN? >> I EXERCISE A BIT OF SKEPTICISM ONTHIS ITEM , WHICH IS ESSENTIALLY A STORAGE AND RETRIEVAL SYSTEM TIRES. $154,000 IS A LOT OF MONEY.

I GAINED A LOT OF INSIGHT FROM THE CITY MANAGER IN THELAST FEW DAYS ON THIS . I UNDERSTAND BETTER THE JUSTIFICATION IS MORE ABOUT SQUARE FOOTAGE, STORAGE SPACE IN THE WAREHOUSE, AS WELL AS LABORSAVING AND TIME-SAVING DEVICE. I AM MUCH IN ALIGNMENT WITH THE NEED. IT TOOK ME A WHILE, BUT I AM

THERE. >> ANY OTHER COMMENTS OR

QUESTIONS? >> THAT WOULD ALSO PROVIDE A MORE STABLE ENVIRONMENT IN DEALING WITH THE WAY THEY

RELOADED AND? >> ABSOLUTELY, BECAUSE WE ARE DOING FLEET MAINTENANCE, THAT IS IN OURDEPARTMENT WAS A LOT OF LIFTING . IT IS THAT ALSO FROM A FIRE SAFETY STANDPOINT. WE DON'T WANT TO - - VERTICAL STORAGE HELPS. I HAVE BEEN AROUND WHEN THE ENTIRE STORAGE CAUGHT ON FIRE AND ITS BLACKS ARE IN THE CITY FOR FOUR DAYS. OUR BILLING OFFICIAL WILL SLEEP SPECIFICALLY TO SPRINKLE AROUND THIS AS A MUCH SAFER THING TO DO ALSO. IT IS HELPING US WITH TIME INVENTORY AND OTHER ASPECTS. THESE WERE VALUE ENGINEERED OUT DURING WHEN WE REDID THIS BUILDING.

THEY WERE ORIGINALLY IN THE OVERALL PROJECT, EVENTUALLY WE WILL GET A SMALL TIRE CAROUSEL, BUT THIS IS A COST SAVINGS MEASURE THAT WILL COME BACK IN THE FISCAL YEAR AND LOOK AT

THAT. >> COMMENTS OR QUESTIONS?

[8.d.7. RMUS Unmanned Solutions. Purchase one (1) Autel Dragonfish Drone. Auburn Police Department. $131,675.]

ALL IN FAVOR PLEASE SAY AYE. ANY OPPOSED?

THE MOTION CARRIES. >> ITEM HD SEVEN AUTHORIZE THE PURCHASE OF ONE DRAGON FISH DRONE FOR THE AUBURN POLICE

DEPARTMENT FOR $131,675. >> MOVE FOR APPROVAL.

>> SECOND. >> MR. MOREMAN?

>> ANDERSON IS A SOPHISTICATED PIECE OF EQUIPMENT AND IT TAKES A LOT OFTRAINING HOURS TO FLY AND THE PEOPLE WHO FLY IT ARE SELECTED FROM CERTAIN DUTY . OUR DRONES ARE ONLY DEPLOYED IN EMERGENCY SITUATIONS AS IT TURNS OUT.

I DO NOT WANT ANY CITIZEN TO BE CONCERNED AT THE EDGES OF THEIR FLYING ALL THE TIME AND LOOKING DOWN.

>> I CANNOT ANSWER THAT IS THE CASE.

THERE ARE TIMES THAT POLICE WILL USE DRONES FOR THINGS THAT WE CANNOT PUBLICLY SPEAK ABOUT FOR INVESTIGATIVE REASONS, SO I

[00:30:01]

DON'T WANT ANYONE TO LEAVE YOU THINKING THAT DOES NOT HAPPEN,

IT IS ALWAYS A POSSIBILITY. >> THEY WILL BE USED IN ACCORDANCE THE CONSTITUTION OF THE UNITED STATES?

>> ABSOLUTELY. THEY WILL, BUT IT DOES HAPPEN

ALL OVER THE WORLD. >> FLYING TIME IS TWO HOURS, THEY WILL JUST BE PATROLLING THESKIES .

>> YOU CAN CHANGE IT OUT AND PUT IT BACK IN THE AIR.

YOU HAVE THE ABILITY TO DEPLOY OUR DRONES 15 MINUTES WHILE WE SWAP THIS ONE OUT. ONE OF THE CHALLENGES HAVE BEEN THE BESTEXAMPLE , YOU HAVE A SMALL CHILD WHO GETS LOST IN A HEAVILY WOODED AREA. WE HAVE DOGS AND PERSONNEL ON THE GROUND, BUT WE ARE ALSO IN THE AIR WITH THE MOST SOPHISTICATED EQUIPMENT WE HAVE TRIED TO FIND THATPERSON .

IN OTHER SCENARIOS, WE GET PEOPLE LOOSE IN THE WOODS, THE OUR VEHICLES TO FOLLOW AND OTHER THINGS.

YES, WE TALKED ABOUT GAME DAY TRAFFIC WE DO .4, WE LOOKED AT WOODLAND PINES ELEMENTARY SCHOOL TRAFFIC.

BY AND LARGE, THE DEPARTMENT IS DEPLOYMENT IS ROUTINE MATTERS, BUT THERE ARE INVESTIGATIVE MATTERS IN WHICH THEY CAN BE UTILIZED. CONSTITUTIONALLY OF COURSE.

>> WE ARE BEHIND THE BALTIMORE I'M VERY HAPPY WE VOTED FOR THOSE IN THE POLICE DEPARTMENT. IT WILL GO A LONG WAY IN

PROTECTING OUR CITIZENS. >> BE ABLE TO PARTNERING ON A HELICOPTER AND ONE OF THE THINGS WERE TRYING TO DO WITH A STRONG IS NOT A PARTNER IN A HELICOPTER WITH OTHER AGENCIES JUST YET, IS THAT CORRECT? PUBLIC SAFETY DIRECTOR

MATTHEWS? >> YES, USING A TRADITIONAL HELICOPTER PLATFORM IS VERY EXPENSIVE.

YOU HAVING TO STOP STAFF PILOTS, SOURCE PRODUCT FOR THE AIRCRAFT, THEN THE FUEL, THE AVIATION FUEL, INSURANCE.

THIS IS A MUCH LESS EXPENSIVE AN EFFECTIVE TOOL THAT WE CAN

OFFSET SOME OF THOSE USES FOR. >> PEOPLE IN THE LARGEST CITIES

ARE USING THESE NOW, CORRECT? >> THAT'S CORRECT.

>> LARGER CITIES, FBI, VERY COMMONLY DEPLOYED.

THIS ONE CAN ALSO APPLY VERY FAST.

WE CANNOT PERSONNEL IN THIS BUILDING THAT HAS A LONG RANGE AND REQUIRED FROM THIS BUILDING, THEY'LL HAVE TO BE STANDING OUT IN THE FIELD. BUT IT ALSO CAN FOLLOW CARS AT A FAIRLY HIGH RATE OF SPEED TO MAKE IT SAFER ON HEAVY UNITS AS

CLOSE AS IF WE DON'T HAVE TO. >> CAN YOU SPEAK TO THE LENGTH

OF THE TRAINING PROGRAM? >> MR. MATTHEWS?

>> THE QUOTE WE RECEIVED INCLUDES THREE DAY IN PERSON TRAINING FROM THEMANUFACTURER . OUR PILOTS GO THROUGH DIFFERENT TRAINING PROGRAM, THEY ARE ALL CERTIFIED FAA PILOTS FOR UNMANNED AIRCRAFT. WE HAVE A SELECTION PROCESS IN PLACE FOR THOSE WHO ARE INTERESTED IN BECOMING A UNMANNED AIRCRAFT PILOT THROUGH THAT SELECTION PROCESS, IT IS A PRETTY RIGOROUS TESTING THROUGH THE FAA TO GET HER LICENSE.

WE HAD SOME VERY QUALIFIED PERSONNEL ON STAFF ALREADY THAT INTERESTED IN DOING THIS, INCLUDING THE NATIONAL GUARD MEMBER WHO WAS A MILITARY UNMANNED AIRCRAFT PILOT AND A RECENT GRADUATE FROM AN AEROSPACE PROGRAM.

>> WE ALSO HAVE QUITE A BIT OF INSURANCE ON MR. AS WELL.

IT'S PROBABLY ONE OF THE BEST INSURED PIECES OF EQUIPMENT WE

WILL HAPPEN THE CITY. >> I HAVE TWO QUESTIONS, PLEASE. FIRST OF ALL, WHAT KIND OF

WARRANTIES ON THIS RECENTLY? >> I BELIEVE IS A ONE YEAR WARRANTY FOR PARTS. MANUFACTURER'S WARRANTY.

>> WHICH DIVISION WITHIN THE PUBLIC SAFETY IS GOING TO HAVE

OWNERSHIP OF THIS? >> THE POLICE DEPARTMENT WILL OWN IT AND THE PATROL DIVISION UTILIZES IT THE MOST, BUT WE HAVE PILOTS THAT ARE WITHIN TH .

MANAGING PARENTS. >> WE SHARE DRONES AMONG DEPARTMENTS SO ANOTHER DEPARTMENT WOULD NOT FLY IT.

IF IT IS AVAILABLE, IT WOULD BE UTILIZED FOR THE PURPOSES AND THE CITY ENGINEER HAS AN INTEREST IN IT, WE DO SHARE ACROSS THE BOARDS. I DON'T WANT YOU TO THINK THAT FOR THESE WILL SHOW UP, BUT IT HAS VIDEO CELL CAPABILITIES STRONGER THAN OUR UNITS AND WE CAN KEEP THOSE LONGER.

IT MAY BE USED AT TIMES FOR OTHER THINGS.

[00:35:07]

I WAS SAYING YOU WILL NOT SEE FOR THIS COMING FROM OTHER DEPARTMENTS. JUST ONE FROM THE POLICE

DEPARTMENT. >> ANY OTHER QUESTIONS OR COMMENTS? OKAY, LEAVE A MOTION AND A SECOND. ALL IN FAVOR?

>> AYE. >> MOTION CARRIES.

RESOLUTION: >> NOW ONTO THE CONSENT.

[8. CONSIDERATION OF CONSENT AGENDA]

>> THAT'S RIGHT, IS THERE A MOTION TO APPROVE THE BALANCE

OF THE CONSENT AGENDA? >> ARE MOVED.

>> SECOND. >> ALL IN FAVOR PLEASE SAY AYE?

>> GOOD EVENING EVERYONE. (STATES NAME AND ADDRESS).

I'M THE PRESIDENT OF THE LEE COUNTY BRANCH - - ON SEPTEMBER 6 I CAN BEFORE YOU TO SPEAK ON BEHALF OF OF THE RESIDENTS OF THE MOBILE HOME PARK. SOME OF THEM WERE WITH ME THAT NIGHT AND MANY WERE NOT. MANY DO NOT FEEL COMFORTABLE AS I SHARED EARLIER FOR AN ALLEGED FEAR OF RETALIATION.

I SHARED WITH YOU AT THAT TIME THAT I HAVE A LIST OF 13 INDIVIDUALS WERE COMFORTABLE ENOUGH TO SHARE THE INFORMATION WITH ME. SINCE THAT TIME, I WANTED TO SHARE THAT I NOW HAVE THREE ADDITIONAL WRITTEN COMPLAINTS.

HAVE FIVE DETAILS COMPLAINTS OF THE OTHER FORM THAT THE NAACP SAID THAT SOLICITING INFORMATION .

IN THIS PAST WEEK IN MY ABSENCE AT THE STATE CONVENTION, THERE WAS A DETAILED ACCOUNT OF THE COMPLAINTS THAT WERE SHARED WITH THE STATE HOUSING CHAIR OF THE NAACP.

I EXPECT TO GET HIM PLAY ON THAT LATER THIS WEEK.

THE REASON WHY I AM DETAILING ALL THIS IS BECAUSE I WANT TO PUT ON THE RECORD THAT I'M NOT MAKING THIS UP.

THIS INFORMATION IS BEING FAIRLY PRESENTED TO ME.

ON BEHALF OF THE NAACP AND IS LED TO COMPLAINTS ARE REAL.

I ALSO WANT YOU TO KNOW THAT I'M NOT MAKING THIS UP.

YES, I AM PASSIONATE OUT OF PROPORTION OR PRACTICING DEFAMATION. THE FACT OF THE MATTER THAT DEFAMATION IS BEING THROWN AROUND IS OFFENSIVE TO ME .

DEFAMATION IN THE STATE OF ALABAMA, IT VARIES IN DIFFERENT LAWS, BUT AT THE END OF THE DAY, YOU HAVE TO PROVE THAT I'M DEFAMING SOMEONE. I WANT YOU TO NOTICE THAT THESE PEOPLE ARE HARD-WORKING PEOPLE AND NOT SOLELY OUT TO DAMAGE ANYONE'S REPRESENTATION REPUTATION.

WHEN I AM READING THESE ACCOUNTS, THESE PEOPLE HAVE PAIN. PEOPLE ARE FEELING FRUSTRATED.

AS MY GRANDMOTHER USED TO SAY, THEY ARE SICK AND TIRED OF BEING SICK AND TIRED. ALL THEY WANT TO LIVE DO IS LIVE LIKE YOU AND I ARE LIVING IN A THRIVING AND HELP THE COMMUNITY. I ALSO WANTED TO PUT ON THE RECORD THAT WE ARE NOT HERE TO SUPPORT PEOPLE DO NOT WANT TO PAY THEIR RENT. WE ARE NOT QUICK TO SUPPORT PEOPLE WHO ARE LOOKING FOR A FREE RIDE, THAT IS NOT WHAT WE'RE HERE TO DO. WHAT I WANT YOU TO DO IS, I THOUGHT WE WERE GOING TO WORK AS A GROUP.

SOME OF YOU MIGHT NOT BE COMFORTABLE IN SPEAKING WITH ME TODAY MAY HAVE MADE SOMEONE MAD, THAT'S OKAY.

I CHALLENGE YOU TO PLEASE LISTEN TO YOUR CONSTITUENTS.

PLEASE LISTEN AND HEAR WHAT THEY HAVE TO SAY.

I WILL GIVE YOU ALL THE INFORMATION THAT THEY HAVE SHARED WITH ME. MAKE YOUR OWN DECISIONS, LISTEN TO BOTH SIDES OF THE STORY. WHEN YOU SEE SOMETHING, YOU SAY SOMETHING AND THAT IS WHAT I'M TRYING TO DO.

THANK YOU VERY MUCH. >> THANK YOU MS. SMITH.

AFTER WE CLOSE COMMUNICATIONS I HAVE A RESPONSE FOR YOU.

ANYONE ELSE WOULD LIKE TO SPEAK TONIGHT? ANYONE? OKAY, WE WILL CLOSE CITIZENS COMMUNICATIONS. SINCE THE LAST MEETING, I HAVE BEEN INVOLVED IN TWO DIFFERENT CONVERSATIONS WITH THE OWNERS OF WEBSTER'S CROSSING.THROUGH THE CITY MANAGER'S HELP, WE SET UP TWO DIFFERENT VIRTUAL MEETINGS.

THE FIRST MEETING WAS MYSELF, THE CITY MANAGER AND MS. TAYLOR WERE INVOLVED WITH. THE SECOND ONE HAPPENED YESTERDAY AFTERNOON. OUR STATE REPRESENTATIVE THAT REPRESENTS THE LECTURE CROSSING AREA IT WAS TURNING IS FOR TONIGHT AND ATLANTA COMMISSIONER REPRESENTS THAT AREA JOINED US AS WELL. WE JUST RE-CREATED WHAT WE DID EARLIER YESTERDAY AFTERNOON. WE HAVE NOT GATHERED TOGETHER

WHAT WE HAVE HEARD HIM WHAT OPPORTUNITIES AND ACTIONS WE POSSIBLY COULD TAKE AND WHERE ARE WE.

I WOULD JUST ASK YOUR PATIENCE. WE HAD A COUNCIL MEETING TODAY, THATIS THE WIND EVERYBODY . WE WILL BE DOING THAT SOON CONSIDERING IF THERE'S A PATHWAY TO THE FUTURE.

I WAS TO THE OWNERS IN CHARACTERIZATION WITH EVERY AVAILABLE. THE FIRST MEETING WAS AN HOUR AND 45 MINUTES AND THE SECOND MEETING WAS A LITTLE OVER AN HOUR. THEY WERE VERY FORTHRIGHT AND ANSWERED EVERY QUESTION POSED TO THEM.

THEY VERBALLY SAID THEY ARE COMMITTED TO PROVIDING AFFORDABLE HOUSING AND COMMUNITY .

THERE IS SO MUCH TALK ABOUT AND WORK THROUGH AND WE WILL GET ON THAT IN THE NEXT COUPLE OF DAYS.

MS. TAYLOR, IS SOMETHING YOU WOULD LIKE TO SAY?

>> NO, BUT DURING BOTH MEETINGS THAT WE HAD, I'VE HEARD BOTH SIDES OF THE STORY. I BELIEVE WE ARE WORKING TOWARDS SOME KIND OF RESOLUTION TO THE ISSUES IN LECTURE CROSSING AND I HOPE WE COME UP SOMETHING THAT EVERYONE CAN AGREE UPON, EVERYONE CAN LIVE DECENTLY.

I WANT TO THANK MEGAN AND THE MAYOR FOR SETTING THIS UP, BOTH OF THE MEETINGS. THEY MAKE THEMSELVES AVAILABLE, THEY DONOT HAVE TO, BUT THEY DID .

THEY WERE WILLING TO SIT DOWN. THERE WERE A LOT OF QUESTIONS ASKED. I BASICALLY ASKED A LOT OF QUESTIONS BECAUSE I HAVE BEEN INVOLVED IN IT FOR A WHILE.

AT THIS TIME, WE ARE GOING TO GIVE THEM A LITTLE BIT OF THE BENEFIT OF THE DOUBT SO THEY CAN WORK ON SOME OF THE ISSUES BROUGHT BEFORE THEM IN THOSE MEETINGS.

I JUST WANT TO THANK YOU ALL AGAIN.

ACTUALLY, THEY HAVE AGREED IF WE NEED TO HAVE ANOTHER MEETING IN THE FUTURE TO ACCOMMODATE US ON THAT ONE.

>> MAYOR, IF I MAY, I WOULD LIKE TO REPORT THE ONE COMPONENT WHERE WE HAD A ROLE THE CITY CAN PLAY DIRECTLY WAS ABOUT THE CONDITION OF THE ROADS AND WHERE WE WERE WITH HOW PASSABLE THEY ARE FOR EMERGENCYVEHICLES ETC. .

AS OF LAST FRIDAY, CORRECT ME IF I'M INCORRECT, WE HAVE BEEN WORKING WITH THEM FOR SOME TIME AND EVERYTHING WAS STILL IN TO OUR SATISFACTION. THEY DO NOT HAVE FULLY PAVED ROADS OUT THERE BUT THEY ARE PAID FROM THE HEALTH SAFETY WELFARE EMERGENCY ACCESS STANDPOINT.

WE WILL CONTINUE TOMONITOR , ESPECIALLY ONCE WE HAVE RAIN

EVENTS. >> LET ME JUST SAY THIS.

I ALSO WANT TO BE VERY TRANSPARENT.

I WANT TO SHARE SOME OF THE INFORMATION WITH THE TENANTS OUT THERE DURING THE NEXT AWARD MEETING, I PLAN ON HAVING A MEETING TO DISCUSS SOME OF THE ISSUES AND TOPICS THAT WE HAD DURING THE SESSIONS. I AM INVITING THE CITY MANAGER, THE MAYOR AND ANYONE ELSE THAT WANTS TO JOIN IN SO WE CAN ALL

BE ON THE SAME PAGE AND COME TO SOME TYPE OF RESOLUTION.>> ANYONE ELSE HAVE ANYTHING FOR THE COUNCIL?

IS THERE MOVED TO ADJOURN? >> SO MOVED.
