$30,360.50. >> MOVED TO APPROVE. >> SECOND.

>> WE HAVE A MOTION IN A SECOND. >> AS I UNDERSTAND IT THIS IS

PURCHASED WITH DRUG SEIZURE MONEY? >> THAT IS CORRECT.

>> AND WONDER IF ANYBODY COULD HOW OFTEN THE CITY GETS DRUG SEIZURE MONEY AND WHAT AMOUNTS.

>> I'M HAPPY TO PROVIDE WHAT INFORMATION I CAN. THIS SEIZURE MONEY DOES NOT COME IN AT A REGULAR PACE OR REGULAR AMOUNT. IT DEPENDS ON THE CASES THAT ARE WORKED IN A WAY IT WORKS THROUGH THE COURT IS VERY SLOW. THE FUNDS ARE SEASHARED THROUGH DIFFERENT AGENCIES THAT ARE INVOLVED IN THE CASE. THERE'S REALLY NO WAY TO SAY

HOW OFTEN OR HOW MUCH COMES IN. >> IS THIS IT FOR THE YEAR? >> WE TRY TO SPEND OUT OF THAT ACCOUNT AS NEEDED FOR THOSE INVESTIGATIVE PURPOSES. I DON'T KNOW THAT THIS WOULD BE THEONLY EXPENDITURE THIS YEAR . A LOT OF SMALLER EXPENDITURES OCCUR THROUGHOUT THE YEAR OUT

OF THOSE FUNDS AS WELL. >> THE GOOD THING ABOUT SEIZURE MONEY IS IT HAS TO BE USED FOR THE POLICE DIVISION TO ENFORCE LAWS AND IT CANNOT BE SPENT FOR ANYTHING ELSE.

OUR OFFICERS DO A GOOD JOB OF SEIZING MONEY LIKE THAT. IT REALLY WORKS TO HAVE THAT

EXTRA MONEY. >> ANY OTHER QUESTIONS? >> I HAVE A MOTION IN A SECOND

>> I'M NOT AWARE OF ANY DELAYS JUST BECAUSE OF THE 2025 MODEL. I CAN GATHER THAT INFORMATION FROM OUR FLEET SERVICES DIVISION MANAGER BUT I DON'T THINK THERE ARE.

HE DIDN'T INDICATE THAT. >> THIS IS WHAT WAS AVAILABLE ON OUR CONTRACT.

>> I GOOGLED IT AND IT LOOKS LIKE YOU CAN BUY IT NOW WHICH IS SURPRISING.

[00:10:04]

THAT'S WHAT I FIGURED I THOUGHT I WOULD ASK. >> IT DID NOT INDICATE THAT

THERE WOULD BE. >> ANY OTHER QUESTIONS? >> OUT THOSE IN FAVOR PLEASE A

ANY OPPOSED? THE CONSENT AGENDA IS APPROVED. >> ITEM NINE A IS AN ORDINANCE FOR NX WALTER LEE BARDEN JUNIOR APPROXIMATELY 2.16 ACRES PROPERTY LOCATED AT 47 LEE ROAD 0716 ALSO KNOWN AS LIGHTFOOT COURT. THERE IS UNANIMOUS CONSENT NECESSARY. THE PLANNING COMMISSION RECOMMENDS FOR APPROVAL.

>> IS ANYONE ELSE HAVE A PROBLEM MOVING FORWARD WITH US THIS EVENING QUESTION MARK SEEING OR HEARING ON ANY COMETS OR QUESTIONS? SEEING THEN PLEASE CALL THE ROLE.

[9.b. Madison Park PDD Amendment. Amendment to the Planned Development District (PDD) to add approximately 0.83 acres. Property located at Wire Road and Haley Lane. Planning Commission recommendation. Unanimous consent necessary. Public hearing required.]

AMEND THE MADISON PARK DISTRICT AT APPROXIMATELY 0.83 ACRES TO BE ADDED AND WILL REPLACE COMMERCIAL AND OFFICE SPACE WITH 15 MULTIFAMILY UNITS ON PROPERTY LOCATED AT WIRE ROAD AND HALEY LANE. THE PLANNING COMMISSION FAILED TO RECOMMEND APPROVAL OF THIS REQUEST BY A VOTE OF FOUR AND FOUR AT THE OCTOBER 12 MEETING. UNANIMOUS CONSENT IS NECESSARY

IN A PUBLIC HEARING IS REQUIRE . >> I HAVE A MOTION IN THE SECOND FOR UNANIMOUS CONSENT. I WILL OPEN THE PUBLIC HEARING. IF YOU'D LIKE TO ADDRESS THE CITY COUNCIL PLEASE COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD AND

YOU HAVE FIVE MINUTES TO SPEAK. >> GOOD EVENING MICHAEL MUST LAY.

I'VE BEEN HERE BEFORE. MY ADDRESS IS 362 S. POLLAN AVENUE.

>>THIS PROJECT IS 15 TWO-STORY HOUSES THAT'S IT. I KNOW SOME OF THE STAFF WANTED COMMERCIAL THERE. WE WORKED THROUGH EXTENSIVELY WITH THE CITY STAFF AND THERE IS NOT A CURB CUT ON OUR PROPERTY ON WIRE ROAD. THIS IS WHAT WE CAME UP WITH AND IT'S A GREAT PLAN. WE COME OFF THE ACCESS ROAD ON HALEY LANE SO IT'S A REALLY GOOD INGRESS AND EGRESS TO GET IT IN THERE. WE HAVE HOUSES AROUND THE PERIMETER AND WE HAVE PARKING IN THE MIDDLE BUT THEY WILL BE FREESTANDING HOUSES.

>> EVERYBODY THAT WAS HERE LAST MEETING THERE IS A HUGE NEED FOR RENTALS AND TOWN.

WE MAY SELL THESE. WITH SOME OF THESE MAY BE RENTALS BUT THERE'S A HUGE NEED RIGHT NOW FOR THAT. ART OF THE PROPERTY WAS IN A PDD AND PART OF IT WAS NOT.

ORIGINALLY WE CAME TO REMOVE THE PUD FROM IT. AFTER TALKING THROUGH THAT WE DECIDED TO COME BACK AND JUST ADD THE PD TO IT AND THERE'S NOTHING LEFT.

THIS IS IT. THIS IS THE LAST PROPERTY. ORIGINALLY IT WAS 79 ACRES WITH RESIDENTIAL. NOW IT IS MIXED USE, SOME COMMERCIAL SOME RESIDENTIAL.

THERE IS MORE COMMERCIAL THAN RESIDENTIAL AND IT IS DOWN TO 13 L. WHERE THE LAST 13 ACRES INVOLVED IN THAT. I HOPE YOU HAVE A HAPPY THANKSGIVING AND SUPPORT THIS.

ANYONE ELSE? WE WILL CLOSE A PUBLIC HEARING. ANY QUESTIONS FROM THE COUNCIL?

>> I HAVE A FEW. >> WHAT IS THE PLAN FOR THE EASTERN PORTION? IT LOOKS TO BE UNDEVELOPED. IT LOOKS TO BE ABOUT THREE OR 4 ACRES.

>> IT IS OPEN SPACE. >> IS GOING TO REMAIN OPEN? >> I WILL HAVE MR. COTTON ADDRESS THAT BUT IT'S LIKELY REQUIRED OPEN SPACE. IGNORANCE YES.

THE FAR RIGHT-HAND SIDE AND THE AERIAL PHOTO WITH THE MASTER DEVELOPMENT PLAN.

IT'S REQUIRED OPEN SPACE. >> MAY I ASK ONE MORE? I DON'T KNOW EXACTLY IF THERE

[00:15:14]

IS A COMPROMISED POSITION AVAILABLE OR NOT BUT I THOUGHT I WOULD OFFER A COUPLE MAY BE ONE OR TWO. I THINK ABOUT 450 FEET FROM THE CURB FROM THE TELEPHONE POST TO THE BACK OF THE PROPERTY. THE FIRST 150 FEET ARE POSSIBLY DEVELOPED SEPARATELY.

IT'S POSSIBLE THAT THE LAST 300 FEET PLUS THE BLUE AREA ON OUR MASTER DEVELOPMENT PLAN.

I THOUGHT I WOULD OFFER IT TO THE CITY AND I OFFERED IT TO MR. WHITE.

I DON'T KNOW IF IT HAS ANY MERIT FORM BUT IF IT FAILS TONIGHT I DON'T KNOW IF THAT

WOULD BE A PALATABLE SOLUTION FOR HIM. >> THAT'S NOT SOMETHING THAT STAFF COULD YOU TONIGHT MEETING RECOMMENDATIONS HAVE BEEN MADE ON THE PLAN RESENTED.

NEXT WE HAVE SOMETHING ON THE TABLE THAT'S BEEN INTRODUCED AND WE ARE DISCUSSING IT.

THE KIND OF CHANGES CAN BE MADE? >> IT'S A LITTLE BIT CHALLENGING TO CHANGE. TO BE FULLY REDRAWN AND CHANGE THE PLAN WOULD BE HIGHLY UNUSUAL AND TO STATED THAT IT WOULD BE A MORE SITUATION WOULD BE MORE INFORMATION NEEDED IF YOU COLLECTIVELY DID. OTHERWISE GENERALLY THE PLAN BEFORE YOU IS WHAT'S BEING

REQUESTED. >> I AM SUPPORTING AND I THINK IT'S A GREAT PLAN.

IT'S BEEN VACANT FOR SOME TIME NOW. THERE'S A LOT OF HOUSES GOING

OUT OUT THERE. >> ANY COMMENTS OR QUESTIONS RELATED TO THE TOPIC AT HAND?

OR WHAT MR. MOORMAN PROPOSED? >> I HAVE ONE QUESTION. THE APPLICANT WAS SPEAKING ABOUT THE CURB AND LACK THEREOF ON THAT REMAINING PARCEL. THERE IS NO REASON WHY THE FRONTAGE SIDE OF THAT AND WHY PEOPLE COULDN'T ACCESS THAT IF THAT WAS DESIGNED TO SUCH THAT

THEY COULD ACCESS IT. >> IT IS ACCESS FROM THERE THAT WOULD BE THE PREFERENCE.

>> MR. CRISWELL? >> THANK YOU MR. MAYOR. THE PROJECT PROPOSES 15 NEW RESIDENTS WITH FIVE BEDROOMS EACH. HOW WOULD THESE BE CONSIDERED?

>> THAT EVALUATED MY OTHER STAFF? >> WE DO NOT KNOW YET.

IT'S NOT IN TERMS OF ACADEMIC DWELLING UNITS VERSUS NOT WHAT HAVE YOU TO MEET CERTAIN CRITERIA'S HAVE TO BE MET BUT FROM THERE IN TERMS OF THE PLANNED DEVELOPMENT DISTRICT IT'S APPROVING WHETHER OR NOT THIS COULD BE A MULTIUNIT DEVELOPMENT.

WE ALSO DO NOT LOOK AT WHETHER OR NOT IT'S OUR PURVIEW ON HOW THEY ARE PRINTED.

I KNOW THAT CAME UP IN OUR LAST MEETING AND I THINK IT'S GOOD INFORMATION BUT THERE IS NO

LEGAL CONTROL THAT THE CITY HAS OVER THAT. >> IS A RENTAL MARKET RATE

PROPERTY. >> MR. WHITE WOULD YOU BE WILLING TO COME FORWARD AND

ANSWER THAT QUESTION? >> IT REALLY DEPENDS IN OUR FINANCING TO BE HONEST BECAUSE

[00:20:09]

WE MAY END UP SELLING THESE. THERE IS A NEED FOR BOTH FOR STUDENTS AND GAME DAY.

IT'S A REALLY RENTAL TIGHT RENTAL MARKET. WE'RE GONNA DO UNITS AND

RENTALS. >> BEFORE YOU LEAVE DID YOU NOTICE THAT THERE WAS A PIECE OF PROPERTY FOR SALE RIGHT BEHIND GRAY'S AUTO? YOU DECIDED THAT WOULD NOT

FULFILL YOUR NEEDS. >> IT'S MY UNDERSTANDING THAT THEY ARE EITHER UNDER CONTRACT OR SOMETHING IS HAPPENING WITH THAT BUT I DID CONTACT THEM ABOUT THAT AND IT WASN'T

AVAILABLE. >> THANK YOU MIKE. >> ANY OTHER COMMENTS OR

QUESTIONS? >> JUST ONE MORECOMMENT . THE OVERWHELMING USE OF THE PROPERTY ON THAT SIDE OF THE ROAD IS RESIDENTIAL. THERE'S ONLY TWO BUSINESSES THAT I COULD ACCOUNT FOR PLUS THE OFFICE. I THINK THERE ARE SIX AND THIS WOULD BE THE SEVENTH RESIDENTIAL DEVELOPMENT AND TWO BUSINESSES.IT COULD BE THAT WE WANT MORE COMMERCIAL. AS FAR AS WHETHER IT'S SUITABLE FOR THAT IS SUITABLE FOR

RESIDENTIAL. >> ANY OTHER COMMENTS OR QUESTIONS?

>> I AGREE WITH CHIEF DOWSON. I THINK THE TIME AND I AGREE THE TIME WILL COME WITH THAT AREA OUT THERE IS GONNA NEED SOME COMMERCIAL. IT'S HAPPENING QUICKLY.

>> I DO HOPE THAT WE CONSIDER COMMERCIAL IN THE NEAR FUTURE. THERE IS A LOT OF ROOFTOPS.

THEY ARE COMING. >> ANY OTHER COMMENTS OR QUESTIONS?

>> LINDSAY WITH A ROLL CALL.

WHILE IT'S NOT GERMANE TO YOUR DECISION POINT TONIGHT I WILL BE BACK TO YOU FOR FUNDING PARTICIPATION RELATIVE TO THAT BECAUSE THERE ARE CONDITIONS THAT ARE NOT CAUSED BY THIS THAT EXISTS. WE HAVE FIRE STATION NUMBER FOUR.

THERE IS A GREAT NEED FOR PREEMPTION WHICH ALLOWS OUR FIRETRUCKS TO ADJUST THE TRAFFIC SIGNAL TO GET OUT. WOULD YOU HAVE ADMITTEDLY A LARGE NUMBER OF ACCIDENTS AT THE CENTER SECTION NOT WITH THE FIRETRUCKS BUT THE DEVELOPMENT GROUP HAS WORKED DILIGENTLY WITH US FOR SOME TIME TRYING TO GET THIS DONE. THE FIRST VERSION TRY TO MAKE THIS TIE-IN AND THAT WAS NOT ABLE TO HAPPEN AND NOW IT IS. WE ARE VERY SUPPORTIVE OF THEM PROCEEDING. THEY USED TO BE CALLED WASHER LANDINGS AND OUT THE LANDINGS NOW. THE APARTMENT COMPLEX BACK THERE HAD A DEAL STRUCK WITH THE OWNERSHIP GROUP AND THIS WILL MAKE A BETTER SITUATION FOR EVERYONE.

>> THANK YOU. >> DO WE STILL PLAN TO MAKE AN OUTLET TO THE EAST?

THEY WON'T BE REQUIRED TO DO SO. >> I WAS JUSTGOING TO ADD THAT

AS A COMET NOT A CONDITION . >> CORRECT. >> THE FIRST PHASE OF THE VINTAGE IS A CLASSY LOOKING BUILDING IN ITS VERY DIGNIFIED IN OUR COMMUNITY AND I'M ENCOURAGED THAT THIS COULD BE AN ADDITIONAL ASSET TO AUBURN. I APPRECIATE THE INVESTMENT.

I LAST SAW MY MOTHER WEEK BEFORE MY SIXTH BIRTHDAY IN 1962.

I'M STILL LOOKING FOR HER BUT I HAD A WONDERFUL ADOPTIVE MOTHER THAT PROVIDED THE LOVE ANY MOTHER COULD AND MORE. HER NICKNAME IS KARINE WHITSON. SHE LIVED IN HER SAME HOME FOR NEARLY 60 YEARS. WEATHER HAS BEEN THAT PASSED AWAY LAST YEAR.

THIS YEAR SHE'S CAUGHT UP IN SOME LEGAL MUMBO-JUMBO THAT HAS UNFORTUNATELY LEGALLY CORRECT.

KEEP INCURRING AND HER OUR HOME WOULD BE A GOOD ETHICAL WAY TO SHOW THE LOVE THAT AUBURN HAS FOR NEIGHBORS AND FRIENDS. WHAT AN IMAGE THAT WOULD RESONATE THROUGHOUT THE CITY,

COUNTY, STATE AND WORLD. >> WHO WILL BE NEXT? >> MARY AND OTHERS AND WALTER DUBOIS 412 OPELIKA ROAD. FORGIVE ME FOR THE WAY THAT I LOOK.

I SPEND MOST OF THE DAY LIKE A LOT OF PEOPLE. DIDN'T GET PAST BYRON'S UNTIL TONIGHT. I WOULD LIKE TO TAKE A MOMENT TO THANK YOU FOR ENCOURAGING US TO DO THAT SURVEY ABOUT HOW WE THINK AUBURN SHOULD BE. THE REASON I MENTION THAT IS BECAUSE SEVERAL CITIZENS OVER THE YEARS HAVE COMPLAINED WITH SOME JUSTIFICATION THAT THEY ARE NOT GETTING INPUT AS TO THE CITY AFFAIRS. I WOULD LIKE TO LET YOU KNOW THAT YOU ARE GIVING US THE OPPORTUNITY THROUGH THAT SURVEY AND I WOULD LIKE TO TAKE YOU

FOR THAT. >> YOUR SPEAKING TO THE BRANDON SURVEY CORRECT?

>> YES THAT'S CORRECT. >> WHO WILL BE NEXT? >> MY FISH OUT 307 CAMELLIA DRIVE.THANKSGIVING. I'M THANKFUL FOR GOOD PEOPLE WHO HOLD FAST TO CHRIST VALUES WHICH IS WHAT MAKES THIS COUNTRY SO GREAT. THANK YOU HANNAH RAISED IN PROVO. SHE HAS STARTED CLAIM UP ALABAMA.

[00:40:05]

FIRE WHEN SHE LEARNED OF THE FILTHY DEGRADING AND TOXIC BOOKS THEY ALLOW IN OUR LIBRARIES. GOVERNOR IVEY HAS FORCED THE A PLS TO CUT TIES WITH THE DESPICABLE AMERICAN LIBRARY ASSOCIATION WHICH IS RUN BY LIB.

THANK YOU JOAN WHILE A LINE OF RIGHTEOUSNESS. HE'S ALSO ON THE A PLS BUT HE REMAINS A CHAMPION FOR DECENCY. HE FIGHTS THE SEXUALIZATION OF CHILDREN AND REJECTS THE SMUT AND BOOKS PLACED ON LIBRARY SHELVES BY MORALLY REVOLTING LIBRARY DIRECTORS.

THANK YOU MR. REAM. YOU ARE A LINE OF INTEGRITY.

THANK YOU EUNICE SMITH AND BECKY GARRETSON OF EAGLE FORUM. BOTH IN THE FIGHT FOR WHAT IS RIGHT. THANK YOU KAREN VAN WYCK OF MASS RESISTANCE.ALONG WITH BRIAN AND ARTHUR SCHAEFER FOR SUCCESSFULLY DEFEATING THE DEGENERACY OF THE LEFT.

THANK YOU TO HEROIC PUBLIC OFFICIALS IN OUR STATE WHO HAVE NOT BETRAYED OUR TRUST.>> WHO WILL BE NEXT? ASK AT THIS TIME WE WILL CLOSE THE CITIZENS COMMENT.

>> THE FIRST TOPIC THAT WAS BROUGHT FORWARD ABOUT THE POTENTIAL DEVELOPMENT ON HAMILTON ROAD, THERE HAS BEEN NO OFFICIAL INTERACTION WITH THE CITY AT THIS POINT IN TIME

IN ANY DEVELOPMENT. >> NO DEVELOP APPLICATIONS HAVE BEEN SUBMITTED.

WHEN APPLICATIONS ARE SUBMITTE . CONTROL OF THE PROPERTY HAS TO BE DEMONSTRATED. OWNERSHIP INTEREST HAS TO BE DIVULGED AND MEET THE CRITERIA.

>> THIS PROPERTY IS OWNED CURRENTLY FOR DEVELOPMENT IN THE CONFERENCE OF DEVELOPMENT DISTRICT AND IT CAN BE DEVELOPED WHEN OWNERSHIP IS RESOLVED.

IT CAN BE DEVELOPED IN A MANNER IN WHICH IT WILL NOT COME BEFORE THE CITY COUNCIL UNLESS IT INVOKES A CONDITIONAL USE OVER A PLANNED DEVELOPMENT DISTRICT.

OTHERWISE IT CAN BE SUBDIVIDED. >> WHAT IS A DEADLINE ON THE SURVEY?

>> THROUGH THE END OF THE CALENDAR YEAR. >> WITH THE SURVEY IT'S ONLINE BUT WE ALSO HAVE COPIES OF THE NUMBER OF CITY FACILITIES. HAVE HAD SOME CITIZENS PICK THEM UP AND TAKE THEM TO GROUPS OF PEOPLE THAT THEY ARE ASSOCIATED WITH A MAY NOT CHOOSE TO FILL IT ONLINE. I'D EVEN REMIND EVERYONE THAT THIS IS A BRANDING SURVEY.

WE WILL BE UNDERTAKING AUBURN 2040 AGAIN AND THAT'S A COMMUNITY VISIONING WITH GRASSROOTS FOR THE DEVELOPMENT OF OUR COMMUNITY AS A WHOLE. IT'S ABOUT OUR BRAND ITSELF.

WE DON'T WANT TO CONFUSE THE TWO BUT WE WANT AS MANY PEOPLE TO PARTICIPATE.

WE HAVE 850 PEOPLE THAT HAVE FELT THAT OUT SO FAR AND WE HOPE TO GET DOUBLE THAT FOR A GOOD SAMPLING OF OUR COMMUNITIES THAT WE ENCOURAGE PARTICIPATION.

>> I CERTAINLY WANT TO ECHO WITH CHIEF DAWSON SAID. THANK YOU TO YOUR STAFF FOR THE HARD WORK AND WE APPRECIATE EVERYTHING YOU DO. I WANT TO THANK OUR COMMUNITY.

WE LIVE IN A VERY BLESSED AND ALSO COMMUNITY WITH A LOT OF DIFFERENT PEOPLE AND DIFFERENT TALENTS AND SKILLS. WE FEEL BLESSED TO BE HERE WE THINK AUBURN IS A VERY SPECIAL PLACE. I HOPE WE HAVE A HAPPY THANKSGIVING AND A GREAT GAME ON SATURDAY. YOU ENJOY YOUR WEEK WITH YOUR FAMILY.
