MARA IS RESULTS OVER STAFFING, MAINTAINING AND SCHEDULING PROGRAMMING FOR THE SANFORD POOL AND HAS MADE SEVERAL IMPROVEMENTS TO THE FACILITY. NOT LONG AFTER STARTING THE POSITION MARA IMPLEMENTED A POOL RESCUE REPORT TO BE USED AT THE POOL IN CONJUNCTION WITH THE DEPARTMENTAL ACCIDENT REPORTS. THE POOL RESCUE REPORT HELPS HER IDENTIFY IF THERE ARE PROBLEM AREAS AT THE POOL AND OR IF THERE ARE STAFF NEEDS ARE ADDITIONAL TRAINING SHE HAS BOOSTED STAFF MORALE BY ENLARGING AND MAKING IMPROVEMENTS TO THE LIFEGUARD BREAK ROOM, RECONFIRMING THE OFFICE AND CONCESSIONAREA , IT IS AGAINST SUCH AS LIFEGUARD BINGO TO HELP US ESTABLISH MUTUAL RESPECT , LIFEGUARDS AND POOL PATIENTS. IN ADDITION TO HER DUTIES AT THE POOL MAURA PLANS, INFLUENCE AND EVALUATE SEVERAL SPECIAL EVENTS AND PROGRAMS. NOT ONLY IS MAURA IMPROVED FOR EXISTING EVENTS SUCH AS DOWNTOWN TRICK-OR-TREAT AND A JINGLE JOB SHE IS ALSO TAKEN UPON YOURSELF TO IMPLEMENT NEW SPECIAL EVENTS SUCH AS THE HOLIDAY WRAP UP AND THE DOG DAYS OF SUMMER POOL TEA. BOTH NEW EVENTS ALREADY BECAME A HUGE POPULAR.

ON NUMEROUS OCCASIONS MAURA ACCEPTED TO RUN A SPECIAL EVENT BUT OTHER STAFF MEMBER WAS VERY ILL OR HAD A FAMILY EMERGENCY. SHE HAS TAUGHT OTHER STAFF HOW TO USE TOOLS TO MAKE THEIR JOBS EASIER. SUCH AS A TOOL TO CREATE TUTORIALS AND ANOTHER ONE FOR CREATING FACILITIES AND EVENTS. SHE WAS ALSO A BIG HELPFUL WHEN THE FIRST 100 MILE RUN AND ALL NINE REGISTRATION SYSTEMS AND WAS ABLE TO ASSIST WITH THE TRAINING PROCESS.

I HAVE RECEIVED NUMEROUS COMPLAINTS FROM CITIZENS ABOUT HOW MUCH THEY ENJOYED THE PROGRAMS AND EVENTS THAT MAURA PLANS.HE IS A WONDERFUL ASSET TO OUR DEPARTMENT AND TRULY CARES ABOUT MAKING AUBURN SPECIAL PLACE TO LIVE. >> I'M LOOKING FORWARD TO IT.

>> GOOD, ANYTHING ELSE GIVE ANYTHING ELSE?POLAR PLUNGE IS JANUARY 20 IT'S A GREAT, GREAT PROJECT. IT IS A LITTLE CHILLY BUT IT GOES TO A GREAT ORGANIZATION SPECIAL OLYMPICS OF THE LEE COUNTY AND IT'S A LOT OF FUN AND WE GOT OUR THREE ROOKIES WE CONVINCE THEM IT WAS PART OF THEIR INITIATION OF BEING ON THE COUNCIL THEY BOUGHT THAT HOOK LINE AND SINKER AND THEY JUMPED IN FREEZING COLD WATER LAST YEAR AND MR. [5. AUBURN UNIVERSITY COMMUNICATIONS]

HE IS A GOOD BAND. AUBURN UNIVERSITY COMMUNICATION.

>> GOOD AFTERNOON, YOU WILL.

>> GOOD AFTERNOON. >> ELECTIONS HAVE BEGUN WITH SELECTIONS FOR MS. AUBURN. ORGANIZATIONS AROUND CAMPUS STARTED NOMINATING CANDIDATES TO INTERVIEW FOR THE POSITION. THEY'RE NOT DOWN TO THEIR TOP FIVE CANDIDATES.

THE MS. AUBURN CAMPAIGN IS ALONG WITH THE REST OF THE SGA ELECTIONS WILL BEGIN ON JANUARY 30 AND WILL EXTEND INTO EARLY FEBRUARY. LAST MONTH SGA HOSTED AN EVENT WITH THE INTERNATIONAL STUDENT ORGANIZATION AND THE BLACK STUDENT UNION CALLED BREAKING BARRIERS. I TOUCHED ON THIS BRIEFLY IT WENTREALLY WELL.

[00:10:01]

IT WAS A GREAT OPPORTUNITY WITH THESE ORGANIZATIONS AND STUDENTS TO MEET AND COLLABORATE . PROVIDE FEEDBACK TO THE ADMINISTRATORS.

RING NIGHT WAS NOVEMBER 30 IT WENT REALLY WELL IT WAS A FUN EXPERIENCE FOR THE JUNIORS WHO GOT TO GET THE RINGS AND PARTICIPATE IN THAT OVER TRADITION.

FINALS ARE IN FULL SWING . SGA IS HOSTING UP ALL NIGHT AT THE LIBRARY ALL WEEK.

DONUTS , THEY WERE THERE HITTING THEM OUT AT MIDNIGHT IT'S REALLY GOOD TIME AND FINALLY WE LOOK FORWARD TO THE CITY PURPOSE THIS WEEK. THAT'S ALL FROM ME.

>> THANK YOU. I CERTAINLY WANT TO THANK AUBURN YOU UNIVERSITY THE UPC FOR ALLOWING ME TO PARTICIPATE IN THE TREE LIGHTING IT WAS A LOT OF FUN IT WAS A RAINY NIGHT BUT THERE WERE HUNDREDS OF PEOPLE AND WAS VERY WELL PLANNED EVENT AND THEY INCLUDED OUR CHILDREN FROM AUBURN JUNIOR HIGH SCHOOL, REQUIRE THAT CAME TO PARTICIPATE AS WELL SO, THANK YOU FOR ALL YOUR WORK. THIS EXTEND MY THANK YOU'S THOSE WHO PARTICIPATED.

AT THIS TIME CITIZENS OF COMMUNICATIONS ON ITEMS ON A TONIGHT'S AGENDA.

THIS IS ONLY FOR ITEMS ON TODAY'S AGENDA SO YOU LIKE TO CITY COUNCIL THIS COMPONENT

[7. CITY MANAGER’S COMMUNICATIONS]

GIVES YOUR NAME AND ADDRESS FOR THE RECORD AND YOU WILL HAVE FIVE MINUTES TO CITY COUNCIL.

ONLY ABOUT THINGS THAT ARE ON A TONIGHT'S AGENDA. SEE NO ONE WE MOVE AHEAD TO CITY MANAGERS COMMUNICATIONS.

>> MAYOR, WOULD LIKE TO ANNOUNCE TWO VACANCIES ON THE BOARD OF ZONING ADJUSTMENT FOR TERMS THAT BEGIN IN JANUARY 21, 2024 AND ENDED JANUARY 20, 2027 POINT AS WILL BE MADE AND THE JANUARY 2 MEETING.

>> MISSED CROUCH BEFORE YOU PERFORM ONE OF THOSE POSITIONS THE MEMBERS OF THE THREE TERMS AND ONE OF THOSE NUMBERS HAVE SERVED ONE TERM, CORRECT?

>> THAT IS CORRECT.

>> IN FAIRNESS THE INDIVIDUAL WHO SERVED ONE TERM YOU KNOW WE WILL SEE SOON IF THE PERSON SEEKS A SECOND TERM. TRADITIONALLY, OR COUNSEL HAS BEEN WILLING TO ALLOW THEM TO SERVE A SECOND TERM.

>> THAT IS CORRECT IN OUR PLANNING DIRECTOR WILL BE REACHING OUT ALSO TO THE SUPERNUMERARY'S TRADITIONALLY THERE HAS BEEN SOME CONFUSION IN THE PAST SUPERNUMERARY'S ARE THERE AND ARE FAMILIAR AND IF THEY APPLY THE COUNCIL IS CONSIDERED ELEVATING A SUPERNUMERARY INTO A REGULAR POSITION. THAT JUST MEANS SUPERNUMERARY'S ARE THERE FOR LEGAL REASONS YOU HAVE TO HAVE FOR QUORUM AND SO ON AND SO THEY FILL IN FOR REGULAR BOARD MEMBERS WHEN THEY'RE MISSING SO THE VERY EXPERIENCED, TYPICALLY.

>> CONSENT AGENDA.

>> OUR FIRST ITEM OF BUSINESS IS CONSENT AGENDA ANY COUNSELOR WISH TO REMOVE AN ITEMFROM THE CONSENT AGENDA AND DEAL WITH THAT ITEM INDIVIDUALLY?

>> YES PLEASE. EIGHT D1 .

>> 8D1.

>> ITEM 8C. C AS IN CONNIE.

>> ANYONE ELSE? WE WILL TAKE THOSE IN ORDER 8C.

[8.c. Change City Council Meeting Date. March 5 to March 12, 2024.]

>> 8C AUTHORIZES MOVING THE MEETING DUE TO SPRING BREAK.

>> MOVE FOR APPROVAL.

>> MOTION AND A SECOND MISTAKE WILL CALL ON YOU.

>> I WANTED EVERYONETO BE AWARE OF THIS SO WE DON'T JUST WANT TO EXPLAIN WHY WERE CHANGING .

>> IS PERIODICALLY THE COUNCIL WILL OPT TO MOVE MEETINGS HAS OPTED NOT TO MOVE YOUR JANUARY 2 MEETING. BUT THERE WAS A REQUEST TO MOVE THIS FOR YOUR CONSIDERATION ON THE GROUNDS THAT AT LEAST FORECAST NUMBERS MAY BE ABSENT DUE TO SPRING BREAK ACTIVISTS WITH THEIR CHILDREN. SO THE REQUEST CHOSE TO MOVE IT TO BACK TO BACK MEETINGS AND IN SUCCESSIVE WEEKS ON THE 12TH AND THE 19TH AND MARCH.

>> WE HAVE DONE THAT BEFORE I BELIEVE LAST YEAR WE HAD BACK TO BACK MEETINGS.

>> SOMETIMES YOU MOVE A DAY AND SOMETIMES YOU MOVE A WEEK THE DEFENSE ON THE SCHEDULES THE GOAL IS TO HAVE AS MANY COUNCIL MEMBERS PRESENT AT ANY GIVEN TIMES AS POSSIBLE.

>> MEGAN, HOW IS THIS ADVERTISED?

>> WE WILL ADJUST THE CITY MEETING SCHEDULE ONCE THIS IS DONE.

IT'S ALSO IMPORTANT BECAUSE OF PLANNING RELATED ITEMS THAT HAVE TO BE LEGALLY ADVERTISED THAT TRADITIONALLY MAY NOT IMPACT THEM BECAUSE OFTEN HITS YOUR SECOND MEETING OF THE MONTH ANYWAY BUT JUST TO MAKE SURE MOVING PARTS THAT WE GET THIS ADVERTISED AND WE WILL ADJUST ALL OF OUR SCHEDULES AND DEADLINES ACCORDINGLY ONCE THIS IS ADOPTED OR IF IT'S ADOPTED.

[8.d.1.Symbol Health Solutions, LLC. Three‐year contract extension to manage CityCare.]

>> ANYONE ELSE? ALL IN FAVOR PLEASE SAY AYE.

>> AYE.

>> ANY OPPOSED? MOTION CARRIES. 8D1.

>> AUTHORIZES A THREE-YEAR CONTRACT EXTENSION TO SYMBOL HEALTH SOLUTIONS FOR A THREE-YEAR TO MANAGE SECURE WITH EMPLOYEES.

>> MOTION AND A SECOND.

>> I HAVE A FEW QUESTIONS ONE IF YOU CAN MAYBE TALK ABOUT THE HISTORY OF A SYMBOL HEALTH SOLUTIONS AND WHAT THEY PROVIDE FOR US.

>> ABSOLUTELY, WOULD LIKE TO HAVE OUR SOON TO BE PART-TIME HUMAN RESOURCES DIRECTOR RESPONDED TO THAT. I THINK ONE OF THE KEY THINGS BECAUSE THIS IS A GREAT THING THAT WE SERVICE THAT WE OFFER FOR OUR EMPLOYEES AND ONE OF OUR GREATEST BENEFITS AS OUR

[00:15:02]

HEALTHCARE CLINICS WOULD LIKE TO HAVE KRISTIN TALK A LITTLE BIT ABOUT IT.

>> CERTAINLY. SO WE HAVE BEEN WITH SYMBOL HEALTH SOLUTIONS SINCE 2017.

IT REALLY IS ONE OF THE BENEFITS THAT IMPACTS OUR EMPLOYEES THE MOST.

NOT ONLY IS IT A FINANCIAL BENEFIT TO THE CITY BUT IT HELPS OUR EMPLOYEES WITH THEIR WELLNESS AND GIVES THE PERSON WHO SPECIFICALLY ABOUT THEM. T HELPS THEM GET BACK TO WORK QUICKER BECAUSE THEY CAN GO DURING THEIR WORK HOURS.

>> ALSO THIS CLINIC WHAT IT MEANS IS IF YOU ARE NOT PART OF OUR CITY'S INSURANCE PLAN AND IF YOUR FAMILY IS YOU CAN GO HERE YOU GO HERE INSTEAD OF URGENT CARE AND OTHER PLACES YOU ARE SEEING A THREE DOLLAR A VISIT INCREASE AND THEY HAVE NOT GONE UP IN THE SIX YEARS WE HAVE BEEN WITH SYMBOL BUT THIS ACTUALLY SAVES MONEY AS WE ARE SELF-INSURED.

SO THIS VERSE IS IF YOU GO TO URGENT CARE IT WILL COST MORE MONEY AND EMPLOYEES ARE NOT PERMITTED TO GO TO URGENT CARE THERE ABSOLUTELY WELCOME TO DO SO BUT BASICALLY 724 MONDAY TO FRIDAY THAT THE ACCESS TO THE CLINIC AND IT HAS BEEN A VERY POSITIVE THING AND WE ALSO TRIED EARLY DIAGNOSIS LIKE DIABETES, HIGH BLOOD PRESSURE WILL NOT ONLY HELP EMPLOYEES BE HEALTHIER BUT WILL HELP THEM ACHIEVE PERSONAL GOALS LATER ON RELATIVE TO THEIR HEALTH AS THEY AGE.

>> MS. WITTEN ARE YOU GOOD? >> I HAVE A COUPLE MORE.

I NOTICED THE TERM ENCOUNTER IN VISIT OR USE THEM INTERCHANGEABLY? IS THERE A DIFFERENCE BETWEEN THOSE TERMS?

>> NO, THAT'S JUST A TERM INTERNAL TO SYMBOL THEY CALL IT AN ENCOUNTER RATHER THAN A VISIT.

>> HOW MANY OF THOSE DO WE HAVE A YEAR?

>> 80 ANNUAL? WE AVERAGE ABOUT 227.

>> WE DO AND THEN KRISTIN ALSO PROVIDED GREAT DATA TO ME EARLIER THAT SINCE WE MOVED THE CLINIC USED TO BE ON --AVENUE WE USED SEEN AN INCREASE IN USAGE BECAUSE THE FACILITY IS MORE ACCESSIBLE FOR FAMILIES AND A LITTLE EASIER TO PARK THAN DOWNTOWN AUBURN.

>> THAT AMOUNT IS WHAT WE PAY AS A CITY NOT WHAT THE EMPLOYEE PAYS.

>> CORRECT, SERVICES AT THE CLINIC ARE NO CHARGED OUR EMPLOYEES WERE ON OUR INSURANCE PLAN.

>> ANYONE ELSE HAVE A QUESTION? FOR THE HR DIRECTOR. FOR THE CITY MANAGER.

OKAY MOTION AND A SECOND ALL IN FAVOR PLEASE SAY AYE.

[8. CONSIDERATION OF CONSENT AGENDA]

>> AYE.

>> ANY OPPOSED? THAT MOTION CARRIES. DRIVE A MOTION TO APPROVE THE BALANCE OF THE CONSENT AGENDA? MOTION AND A SECOND ANY FURTHER QUESTIONS ORCOMMENTS ALL IN

[9.a. Pink Annexation. Approximately 3.13 acres. Property located south of Lee Road 72 (East Farmville Road).]

FAVOR PLEASE SAY AYE >> AYE .

>> ANY OPPOSED? CONSENT AGENDA IS APPROVED. ORDINANCES.

>> 9A IS A REQUEST TO ANNEX 3.13 ACRES PROPERTY LOCATED SOUTH OF LEE ROAD AND BELOW.

APPROVE OF THIS REQUEST AT ITS OCTOBER 12 MEETING. UNANIMOUS CONSENT IS NECESSARY.

>> I WILL INTRODUCE ORDINANCE AND ASK FOR UNANIMOUS CONSENT.

>> I HAVE A MOTION AND A SECOND ANYONE ON THE COUNCIL HAVE A PROBLEM WITH MOVING FORWARD TO VOTE ON THIS IS HE DO? SEEING AND HEARING NONE IS THERE A COMMENT OR QUESTION FOR THE COUNCIL? YES SIR, MR. AYE TRAN--

>> IS ANYONE HERE WITH US TONIGHT?

>> IS THERE APPLICANT HERE TONIGHT? I DON'T SEE THEM ANYWHERE IN THE ROOM. THE APPLICANT DOES LIVE IN MASSACHUSETTS.

>> WELL, I WAS JUST WORKING HERE CHARLIE WEST JUNIOR I WAS GOING TO ASK HIM IF HE HAD ANY ISSUES OR THOUGHTS ON IT THE ACCESS AND MAYBE THAT CAN BE ANSWERED BY CITY STAFF.

>> A QUICK OVERVIEW BECAUSE THERE ISN'T, REGULATIONS REQUIRE ACCESS TO PUBLIC RIGHT-OF-WAY IN SIMPLE TERMS TO DEVELOP PROPERTY AND NOT TO ANNEX PROPERTY.

DO WE HAVE ANYTHING ELSE TO ADD?

>> NO, WE MADE IT CLEAR TO THE APPLICANT THAT IF THERE'S GOING TO BE ANYTHING FURTHER REQUEST FOR REZONING DEVELOPMENT OR ANY MAJOR OF THAT WE WILL HAVE TO BE ACCESS AND IT'S ON THE APPLICANT TO GARNER THAT SO FROM AN EASEMENT OR ANYTHING WE HAVE TO SECURE ACCESS BEFORE THEY CAN DO ANYMORE REQUEST FOR THE CITY FOR THE ANNEXATION.

>> THIS IS ALREADY BEEN VETTED WITH OUR LEGAL TEAM, CORRECT?

>> YES.

>> ANY OTHER COMMENTS OR QUESTIONS FROM THE COUNCIL?

>> I HAVE ONE, MR. MAYOR.

>> NOTES IN THE PUBLIC SAFETY THE FIRE DEPARTMENT CAN SERVE THIS PROPERTY.

HOW DOES THE FIRE DEPARTMENT WANT TO ACCESS THIS PROPERTY IF THEY NEED?

>> THAT IS THE REASON WHY ACCESS IS GOING TO HAVE TO BE SECURED BEFORE IT CAN BE DEVELOPED SO IT'S UNDEVELOPED RIGHT NOW.

[00:20:01]

>> I'M TALKING ABOUT ANNEXATION IT SAYS PUBLIC SAFETY DEPARTMENT PROVIDES A STATEMENT THEY HAVE STATED THAT THEY CAN SERVE THIS PROPERTY. HOW DO YOU INTEND TO DO THAT?

>> IT WOULD BE THROUGH A MUTUAL AGREEMENT WE HAVE WITH THE CITY AND THE VOLUNTEER FIRE DEPARTMENT.

>> HE MEANS ACCESS, WILL.

>> WELL WE WOULD USE THE VOLUNTEER FIRE DEPARTMENTS TRUCKS.

>> YOU WOULD CAUSE OTHER PEOPLE'S PROPERTY IN ESSENCE TO GET YOU IF THERE WAS A FIRE IF

WE NEED TO GO. >> WILDFIRE OR FOREST FIRE.

>> YOU HAVE TO OBTAIN AGREEMENT FOR THE OTHER PROPERTY OWNERS TO DO THIS ACROSS THE PROPERTY?

>> IN THE EVENT OF A FIRE I WOULDN'T THINK SO.

>> I HAVE NOT BEEN MADE AWARE ONE WAY OR THE OTHER I AM HAPPY TO CHECK ON THAT BUT FROM A PUBLIC SAFETY STANDPOINT TYPICALLY WHEN WE NEED ACCESS YOU GO TO WHERE YOU NEED BECAUSE YOU TRIED TO PROTECT OTHER PEOPLE'S PROPERTY FROM THE SPREADING.

SO LEGALLY SPEAKING I AM HAPPY TO CHECK AND SEE THE ATTORNEYS AND PRACTICALITY IN THE FIELD THEY WILL GO WITH ANY TO GO.

>> I HAVE NO ISSUE I WAS JUST CURIOUS YOU GO ABOUT DOING THAT AND I WOULD ENCOURAGE YOU TO CHECK INTO THAT SINCE IT'S A UNIQUE SITUATION TELL BASICALLY A LANDLOCKED PIECE OF PROPERTY I DO BELIEVE WE COME ACROSS THIS BEFORE . PROBABLY SOMETHING WE WANT TO CHECK INTO AT A TIME JUST IN CASE SOMETHING CAME UP.

>> WELL, IT WOULD BE FORMABLE FIRE AND THIS ONE THEY WOULD HAVE THAT SAME ISSUE TODAY AS IT SITS TODAY.

>> THANK YOU.

>> IT'S THE PINK FAMILY HAS BEEN OUT THERE AS LONG AS I HAVE BEEN AROUND.

--THE COMMITTEE AND HAVING THE FAMILY LAND THAT'S PROBABLY WHAT THEY DID THE PINK FAMILY IS A MIGHTY GOOD FAMILY AND MY AUNT.

>> ANY OTHER COMMENTS OR QUESTIONS? OKAY LINDSAY WITH ROLL CALL.

>> TAYLOR >> YES

>> WITTEN >> YES

>> ADAMS >> YES

>> COBLENTS >> YES

>> DAWSON >> YES

>> GRISWOLD >> YES

>> ANDERS >> YES.

>> THAT'S ALL BUSINESS WE HAVE THIS EVENING. LOOKS AT THE SAMPLE OVER THE CITIZENS FORMULA TO ADDRESS THE CITY COUNCIL ABOUT ANYTHING ON YOUR MIND YOU HAVE THREE MINUTES WE ASK YOU COME FORWARD AND GIVE YOUR NAME AND ADDRESS FOR THE RECORD.

[Additional Item]

SEE NO ONE WE WILL CLOSE CITIZENS OPEN FORUM. BEFORE WE LEAVE IT TONIGHT I WANTED TO MAKE A COUPLE STATEMENTS AND ASKED THE CITY MANAGER TO ALLOW ME TO ASK SOME QUESTIONS IF NEEDED THROUGH THIS. I HAD A NUMBER OF PEOPLE RECENTLY ASKED ME WHAT IS A PROCLAMATION, HOW DO THEY COME ABOUT AND HOW DO WE DETERMINE THE USAGE OF A PROCLAMATION? AND SOMETIMES THERE IS CONFUSION WITH WHAT IS A RESOLUTION, AS WELL. AND SO, JUST IN AN EFFORT TO ANDERS COMMUNICATION TO OUR COMMUNITY WHAT THOSE DOCUMENTS ARE USED FOR RESOLUTIONS ARE VOTED ON HERE IN THIS BODY BY THE CITY COUNCIL BUT PROCLAMATIONS ARE SIMPLY CEREMONIAL.

THEY ARE NOT VOTED ON BY THE CITY COUNCIL. THEY ARE GENERALLY USED TO RECOGNIZE ORGANIZATIONS AND INDIVIDUALS WHO WITH EXTRAORDINARY ACHIEVEMENTS .

THEY CAN BE ASKED AND INQUIRED ABOUT FROM COUNCILMEMBERS CERTAINLY INDIVIDUALS IN OUR COMMUNITY, ORGANIZATIONS IN OUR COMMUNITY AS WELL AS INSTITUTIONS IN OUR COMMUNITY.

AT THIS POINT IN TIME OF THE CITY OF AUBURN DOES NOT HAVE A POLICY THAT GOVERNS THESE PROCEDURES. OVER THE YEARS AUBURN HAS BEEN VERY GENEROUS WITH PROCLAMATIONS. MEGAN, YOU AND I WERE TALKING ON AVERAGE THERE IS A 30-40 PROCLAMATIONS DONE ON AN ANNUAL BASIS.AND VERY PROUD TO RECOGNIZE THAT PEOPLE IN THE ORGANIZATIONS WITH THIS PROCLAMATION. AT THAT TIME.

IT WOULD BE MY ASK OF THE COUNCIL TO CONSIDER TONIGHT AS WE CONTINUE TO GROW AND MY WONDER, MY INTEREST SHOULD THE CITY COUNCIL HAVE A POLICY IN PLACE WE DO NOT HAVE A POLICY ABOUT HOW WE GOVERN THE USAGE OF PROCLAMATIONS OR EVEN RESOLUTIONS AND SHOULD WE HAVE TO AND THERE ARE THE CITIES IN OUR STATE THAT YOU HAVE I GUESS THE GUIDELINES FOR THESE TYPES OF DECISIONS. I WOULD JUST LIKE TO ASK THE CITY MANAGER TO DO SOME LIGHT RESEARCH ON OTHER CITIES THAT HAVE THESE TYPES OF PROCESSES AND SEE IF THE CITY COUNCIL WOULD BE WILLING TO LOOK AT THIS MAYBE AFTER THE FIRST OF THE YEAR AND SEE IF THIS IS A FIT FOR WHAT WE DO HERE IN THE CITY OF AUBURN. SO THE COUNCIL I AM ASKING YOU

[00:25:01]

PERMISSION WHICH WILL BE AGREEABLE TO THE CITY MANAGER AND STAFF LOOKING INTO OTHER TYPES OF PROCLAMATION PROCEDURES? COUPLE KNOTS DOWN THAT WAY, OKAY, IS EVERYONE GOOD WITH THAT? MISS CROUCH SOMETIME WE GET THE HOLIDAYS WE CAN DISCUSS HOW THAT'S COMING AND MAYBE A GOOD TIME TO HAVE A WORK SESSION AND DISCUSS THIS.

>> I WOULD BE GLAD TO DO THAT.

>> THANK YOU. ANYONE ELSE?

>> I WOULD LIKE TO BE DONE AS SOON AS POSSIBLE WITH THE PROCLAMATION.

I SEE SOME CITIZENS CONCERNED ABOUT PROCLAMATIONS AND I FEEL THE PROCLAMATION SHOULD BE WHEN YOU LOOK INTO IT YOU CAN SEE IF THIS IS DONE PROCLAMATION CAN BE DONE BY THE MAYOR'S OFFICE AT ANY TIME BECAUSE HE IS ONLY ONE ON THIS COUNCIL THAT SELECTED THE CITY WIDE VOTE.

THE REST OF US ARE ELECTED IN OUR WARD.F THE COUNCIL MEMBER WANT TO DO PROCLAMATION FOR SOMEONE IN THEIR WARD FOR SOME REASON I THINK THAT WOULD BEVOTED UPON BY THE REST OF THE COUNCIL . AS IS AMERICA'S ONLY ONE THAT CAN DO IT ON HIS OWN.

BECAUSE THESE ARE THE ELECTED BY THE ENTIRE BODY OF CITIZENS. I WOULD LIKE TO LOOK AT THAT

POSSIBILITY. >> ABSOLUTELY.

>> CERTAINLY THAT CAN BE PART OF THE DISCUSSION IN THE FUTURE.

>> ANYONE ELSE? YES, SIR.

>> MR. MAYOR, I APPRECIATE YOU EXPLAINING THE DIFFERENCE BETWEEN A PROCLAMATION AND A RESOLUTION. I BELIEVE THERE WAS SOME CONFUSION ON THIS IN THE LOCAL NEWSPAPER RECENTLY AND I APPRECIATE YOUR EFFORTS TO CLEAR THAT UP.

CLEAR THE CONFUSION UP. TO MY KNOWLEDGE THERE HAS BEEN NO RESOLUTION OR PROCLAMATION SETTING ASIDE A SPECIAL DAY FOR ANYTHING THAT HAS BEEN VOTED ON BY THE CITY COUNCIL AND OF THE YEAR I HAVE SERVED. I COULD BE WRONG ON THAT BUT I DON'T THINK THAT WE HAVE HAD A RESOLUTION OR A PROCLAMATION, THIS DAY IS SINCE I'VE BEEN HERE.

>> THE ONLY THING YOU HAD IS HE DO SOME RESOLUTIONS TO RECOGNIZE SOME STATE CHAMPIONSHIPS OF AUBURN HIGH SCHOOL FOR VARIOUS ON SUNDRY THINGS.

>> ANYONE ELSE? IS THERE A MOVIE TO ADJOURN? ALL RIGHT, WE ARE ADJOURNED.
