[4. MAYOR AND COUNCIL COMMUNICATIONS]
YEAR.AND WE'LL START OFF WITH OUR RECOGNITION OF OUR OUTSTANDING EMPLOYEES TODAY.
I'M PROUD TO INTRODUCE YOU TO OUR JANUARY 20, 24 EMPLOYEE OF THE MONTH.
I HAVE A MEMORANDUM HERE FROM KATRINA COOK, THE DIRECTOR OF ENVIRONMENTAL SERVICES.
I'M PLEASED TO NOMINATE DARRELL ALDRIDGE, SOLID WASTE TECHNICIAN AS THE EMPLOYEE OF THE MONTH.
DARRELL BEGAN WORKING WITH THE CITY IN 2004 AND IS AN IDEAL EMPLOYEE WHO DISPLAYS EXEMPLARY CUSTOMER SERVICE.
YOU CAN FIND DARYL ALONG HIS ROUTE, DELIVERING PEOPLE FIRST CUSTOMER SERVICE, A QUICK WITT, YUMMY DOG TREATS, AND AN ATTITUDE OF QUALITY PUBLIC SERVICE.
HE HAS RECEIVED COUNTLESS THANK YOU LETTERS FROM THE RESIDENTS HE ENCOUNTERS WHILE PROVIDING BACKDOOR SERVICE REGARDING HIS PROFESSIONALISM, COURTEOUSNESS AND DEPENDABILITY.
HE PUTS HIMSELF IN THE SHOES OF OUR CITIZENS, WHICH GIVES HIM THE ABILITY TO UNDERSTAND, FIND SOLUTIONS, EXERCISE PATIENCE, AND SHOW EMPATHY TOWARDS CUSTOMER'S CONCERNS OR COMPLAINTS.
DARRELL IS KNOWN IN THE DEPARTMENT AS BEING AN EXTROVERT, SO TO RECEIVE COMPLIMENTS REGARDING HIS JOVIAL PERSONALITY, SOLUTION CENTERED APPROACH AND AMIABLE ATTITUDE HAS BEEN REAFFIRMING OF THE EXEMPLARY LEVEL OF SERVICE HE PROVIDES.
MANY FOLKS AWAIT HIS EARLY MORNING ARRIVAL AND OFTEN THEIR FURRY COMPANIONS ARE ON THE LOOKOUT FOR HIM AS WELL AS HE ARRIVES WITH TREATS, PROVIDING THEIR OWNERS PERMISSION.
DARRELL SHOWS PROFESSIONALISM, PATIENCE, AND HAS A PEOPLE FIRST ATTITUDE, WHICH ARE GREAT QUALITIES TO HAVE AND THE SERVICES THAT WE PROVIDE.
DARRELL IS A TRUE EXAMPLE OF A, OF PROFESSIONAL EXCELLENCE.
HE'S ABLE TO DELIVER EXCELLENT CUSTOMER SERVICE BEYOND THE CITIZENS' EXPECTATIONS.
DARRYL TAKES PRIDE IN ASSISTING CUSTOMERS WITH ANY ISSUES AND WORKS WITH HIS COLLEAGUES IN THE DEPARTMENT TO ENSURE THAT TEAMWORK AND THE DELIVERY OF QUALITY SERVICES ARE EXECUTED CONSISTENTLY.
DARRYL'S DEDICATION IS AN INSPIRATION TO THE CITY AND IS APPARENT WITH THE SURFACE SERVICE HE PROVIDES, WHICH MAKES HIM WORTHY OF THIS RECOGNITION.
AGAIN, CONGRATULATIONS TO DARRYL AND, UM, CERTAINLY TO JUSTIN AND DALE FOR THEIR OUTSTANDING WORK AND WE'RE PROUD OF THEM AND THANKFUL FOR THEM.
JUST AS A LITTLE ANECDOTAL STORY, WHEN CYNTHIA AND I WERE IN, IN HERE FILMING THIS VIDEO, UH, A WEEK OR SO AGO, IT, IT WAS JUST AMAZING TO ME THE GREAT ATTITUDE OF THOSE THREE PEOPLE THAT WERE IN HERE.
ALL THREE OF 'EM WERE PROUD TO BE CITY EMPLOYEES.
THEY WERE PROUD TO BE RECOGNIZED AND, UH, THEY WERE PROUD TO DO THEIR JOB FOR THE CITIZENS OF AUBURN.
SO WE'RE VERY BLESSED AND VERY FORTUNATE, UM, WITH THOSE THREE.
AND I I FIND THAT ALL THE TIME.
I GUESS IT WAS A SMALLER GROUP, SO WE GOT TO VISIT WITH 'EM MORE, UH, DURING THAT EXPERIENCE.
CONGRATULATIONS ON BEING THE EMPLOYEE OF THE MONTH.
UNDER OUR COMMITTEE, THE WHOLE, THE CITY COUNCIL MADE TWO NOMINATIONS TO THE, UH, BOARD OF ZONING ADJUSTMENTS, EMMY SOLS AND WILL FAULKNER.
AND WE APPRECIATE THEIR WILLINGNESS TO SERVE OUR COMMUNITY, UM, IN THIS MANNER.
AND I WANNA THANK DREW GOODER FOR SERVING THREE FULL TERMS WITH THE CITY, WITH THE CITY'S BOARD OF ZONING ADJUSTMENTS.
ANY OTHER ANNOUNCEMENTS FROM THE CITY COUNCIL TONIGHT? YES, SIR.
MR. MAYOR, I JUST HAD A QUICK THANK YOU THAT I WANTED TO GIVE.
TODAY WAS THE FIRST DAY BACK FOR A LOT OF EMPLOYEES AND I HAD MY GARBAGE PICKED UP.
I HAD MY RECYCLING PICKED UP, I HAD A BIG PILE OF LEAVES PICKED UP HOPEFULLY THE LAST PILE OF THE SEASON,
[00:05:01]
UH, AND I KNOW THE SANITATION WORKERS HAD A BIG DAY.
IT WAS, UH, FIRST DAY BACK AFTER A LONG NEW YEAR'S WEEKEND AND I JUST WANTED TO SAY I APPRECIATE THE WORK THAT THEY DO THIS WEEK AND EVERY WEEK.
I CERTAINLY CONCUR AS I BELIEVE WE ALL DO.
ANYONE ELSE HAVE AN ANNOUNCEMENT THEY'D LIKE TO HAVE? OKAY, I'M GONNA MAKE AN ASSUMPTION THAT AUBURN UNIVERSITY'S REPRESENTATIVE IS NOT WITH US TONIGHT, SO WE'LL MOVE AHEAD WITH CITIZENS' COMMUNICATIONS ON ITEMS ON TONIGHT'S AGENDA.
IF YOU'D LIKE TO SPEAK TO THE CITY COUNCIL ABOUT AN ITEM ON TONIGHT'S AGENDA, PLEASE COME FORWARD AND, UH, GIVE US YOUR NAME AND ADDRESS FOR THE RECORD AND YOU'LL HAVE FIVE MINUTES.
AND LOOKING AT TONIGHT'S AGENDA, WE HAVE NO PUBLIC HEARING, SO THAT WOULD BE ANYTHING BEFORE US, ANYONE.
OKAY, WE'LL CONTINUE TO MOVE AHEAD.
[7. CITY MANAGER’S COMMUNICATIONS]
CITY MANAGERS COMMUNICATIONS UNDER CITY MANAGERS COMMUNICATIONS THIS EVENING WE HAVE ITEM SEVEN A, THE REBUILD ALABAMA ACT THAT REQUIRES THAT THE CITY ENGINEER PROVIDE A DETAILED WRITTEN REPORT TO THE MUNICIPAL GOVERNING BODY AT ITS FIRST MEETING IN JANUARY EACH YEAR.THE REPORT FOR FISCAL YEAR 2020 THREES IN YOUR PACKETS WILL BE ATTACHED TO THE MINUTES AND POSTED FOR PUBLIC REVIEW.
DURING FISCAL YEAR 2023, THE CITY RECEIVED $479,593 IN REVENUES AND APPLIED THE FUNDS TO THE FOLLOWING PROJECTS.
NORTH DEAN ROAD IN EAST UNIVERSITY DRIVE INTERSECTION PROJECT IN ANOU DRIVE AND EAST UNIVERSITY DRIVE INTERSECTION PROJECT.
OKAY, ANY QUESTIONS MOVING FORWARD? ANY QUESTIONS FROM THE COUNCIL? OKAY, WE'LL MOVE FORWARD WITH THE CONSENT AGENDA.
ALL RIGHT, MAYOR, OUR FIRST ITEM OF BUSINESSES, THE CONSENT AGENDA.
DOES ANY COUNCIL MEMBER WISH TO REMOVE AN ITEM FROM THAT, THE CONSENT AGENDA AND DEAL WITH THAT ITEM INDIVIDUALLY? ANYONE? YES, SIR.
MR. MORMAN? I WOULD LIKE TO REMOVE ITEM NUMBER EIGHT, CHARLIE SEVEN.
[8.c.7. Stryker Medical. Purchase three (3) LUCAS Compression Devices. Fire Department. $52,845.87.]
ITEM EIGHT C SEVEN AUTHORIZES THE PURCHASE OF THREE LUCAS CHEST COMPRESSION DEVICES FROM STRYKER MEDICAL FOR THE FIRE DEPARTMENT IN THE AMOUNT OF $52,845 AND 87 CENTS.MR. MOORE, WE'LL TURN IT OVER TO YOU.
UM, ARE THESE OUR FIRST PURCHASES OF THE LUCAS, MR. MATTHEWS? YES, THEY ARE.
UM, I DON'T KNOW MUCH ABOUT THE LUCAS COMPRESSION SYSTEM.
I, ALTHOUGH IT'S BEEN AROUND FOR 20 YEARS, I UNDERSTAND.
UM, IT BASICALLY PROVIDES MECHANICAL CPR AND IT GIVES SUBSTANTIALLY SIMILAR RESULTS AS MANUAL CPR, UH, THAT'S THE WAY I SEE IT.
IT IS THAT CORRECT? IT'S ACTUALLY DOCUMENTED TO PRO TO PROVIDE MUCH MORE EFFECTIVE COMPRESSIONS DURING CPR.
I SEE MY, MY CONTEMPORARY NODDING OVER HERE.
I THINK BA UH, BASED ON HIS BACKGROUND, HE PROBABLY KNOWS A LOT ABOUT THIS, BUT I'LL HAVE TO SAY THIS WAS NEW INFORMATION FOR ME.
UH, SO I CONTACTED SEVERAL LOCAL PHYSICIANS, UH, INCLUDING ONE ER DOCTOR AND THEY WERE VERY HIGH ON IT.
THEY, THEY WANTED, UH, TO SEE THESE IN USE AND, AND HAD A LOT OF QUESTIONS OF ME THAT I REALLY COULDN'T ANSWER, BUT THEY WERE WHOLEHEARTEDLY BEHIND THIS.
AND, UH, AND I ENCOURAGE FOLKS TO LOOK AT A YOUTUBE VIDEO ON THIS THING THAT, UH, THIS DEVICE AND OPERATION, IT IS VERY INTERESTING AND I SUPPORT THE PURCHASE OF THESE THREE MACHINES TONIGHT BASED ON WHAT I HAVE LEARNED.
IT'S, I'D LIKE TO REMIND THE COUNCIL THAT THESE FUNDS COME FROM THE OPIOID SETTLEMENT AND THEY'RE NOT OUT OF THE GENERAL FUND.
AND SO WE'VE TO DATE RECEIVED $341,619 AND 23 CENTS IN SETTLEMENT FUNDS.
WE'VE EXPENDED $75,000 PRIOR TO THIS PURCHASE, AND SO WE'LL HAVE AFTER THIS PURCHASE ROUGHLY $210,000 LEFT IN THAT FUND.
THANK YOU FOR THAT INFORMATION.
ALRIGHT, ANY OTHER QUESTIONS OR COMMENTS FROM THE COUNCIL? ALRIGHT, WE HAVE A MOTION TO SECOND.
ANY OPPOSED? AND THE MOTION CARRIES.
[8. CONSIDERATION OF CONSENT AGENDA]
HAVE A MOTION TO APPROVE THE BALANCE OF THE CONSENT AGENDA? I MOVED.ANY FURTHER QUESTIONS OR COMMENTS? HONOR? ALL IN FAVOR, PLEASE SAY AYE.
I HAVE NO ORDINANCES THIS EVENING, MAYOR, SO IF YOU'RE READY FOR RESOLUTIONS,
[10.a. Tax Abatement. CSP Technologies, Inc. 960 West Veterans Blvd. Auburn Technology Park North.]
PLEASE.ITEM 10 A AUTHORIZES A TAX ABATEMENT FOR CSP TECHNOLOGIES INCORPORATED FOR THE PURCHASE OF NEW MANUFACTURING MACHINERY AT ITS LOCATION IN AUBURN TECHNOLOGY PARK NORTH.
THE COMPANY ANTICIPATES HIRING 20 ADDITIONAL EMPLOYEES OVER THE NEXT TWO YEARS AND INVESTING, INVESTING APPROXIMATELY $43 MILLION MOVE FOR APPROVAL.
SECOND, I HAVE A MOTION TO SECOND COMMENTS OR QUESTIONS FROM THE COUNCIL.
[10.b. CDBG FY 2023 Action Plan Substantial Amendment. Allocate $375,000 of CDBG Program income for facility improvements and land purchase for affordable housing. ]
ITEM 10 B AUTHORIZES A SUBSTANTIAL AMENDMENT TO THE COMMUNITY DEVELOPMENT BLOCK GRANT, FISCAL YEAR 2023 ACTION PLAN TO ALLOCATE $375,000 OF CDBG[00:10:01]
PROGRAM, INCOME FOR FACILITY IMPROVEMENTS AT THE BOYKIN COMMUNITY CENTER AND LAND PURCHASE FOR AFFORDABLE HOUSING.ANY COMMENTS OR QUESTIONS? YES, I, I I GOT A QUESTION.
UH, I WAS LOOKING THROUGH THE PACKET, THE LAND ACQUISITION $200,000.
IS THAT NEW? IS THAT SOMETHING OR IS THAT ALREADY BEEN? DO WE DO THAT EVERY TIME? SO WE'RE MODIFYING THIS PARTICULAR BUDGET TO ADD THAT AND I'LL HAVE MR. DAVIS SPEAK AS TO WHY.
YES, THIS IS A NEW ADDITION TO THE 23 ACTION PLAN.
UH, WE TYPICALLY DO ALLOCATE SOME FUNDS FOR LAND ACQUISITION.
WE DO NOT INCLUDE IT IN THE 23 UH, PLAN.
UH, BUT WE ARE REQUESTING WITH THESE FUNDS TO MOVE SOME OF THOSE DOLLARS OVER TO LAND ACQUISITION SO WE CAN FIND SOME SUITABLE PROPERTY FOR THE AFFORDABLE HOUSING PROGRAM.
SO THAT DOES NOT INCLUDE THE HOUSING CONSTRUCTION AND HOUSING REHABILITATION.
SO I SEE IT SAYS PROPOSED ALLOCATION IS $1,000,068.
AND SO IS THAT THE MONEY WE ARE GONNA ACTUALLY GET THIS TIME? NO, IT'S, IT'S, WE'VE ALREADY RECEIVED, UH, OUR ALLOCATION FOR 23.
UH, THIS WILL ACTUALLY JUST INCREASE THE AMOUNT OF THE BUDGET FOR THE CDBG PROGRAM FOR 23 BY ADDING IN THE 375,000 OF PROGRAM INCOME.
WE DON'T TYPICALLY HAVE PROGRAM INCOME, BUT THIS YEAR, UH, WE WERE ABLE TO SELL THREE HOUSES.
UH, NORTH AUBURN HOUSING DEVELOPMENT CORPORATION BUILT THREE HOUSES.
THEY ALL SOLD, ALL THE HOMEOWNERS WERE IN 'EM FOR CHRISTMAS.
BUT BECAUSE WE WAS ABLE TO MOVE SO QUICKLY AND BUILD THOSE HOUSES, WE RECEIVED ALL OF THAT PROGRAM BACK INCOME BACK.
SO WE WENT BACK TO THE CDBG PROGRAM.
OUR CHALLENGE IS WE HAVE TO SPEND IT BY APRIL 1ST.
SO THAT CREATES ONE CHALLENGE.
AND THEN THE ADDITIONAL HEATING AND AIR FOR THE BOYKIN COMMUNITY CENTER PORTION.
NOT TO BE CONFUSED WITH THE GYMNASIUM, WHICH IS A SEPARATE PROJECT WHERE WE'RE USING RESCUE PLAN MONEY.
UM, THIS WAS ALREADY BUDGETED IN THE GENERAL FUND, UM, THOSE REPAIRS, BUT WE'RE UTILIZING BLOCK GRANT DOLLARS 'CAUSE WE MUST SPEND THEM IMMEDIATELY.
AND THAT, THAT IS WHY WE'RE FLIPPING THAT.
THERE'S A DIFFERENTIAL IN THE, IN THE BUDGET IT SAYS $180,000 IN THE CAPITAL IMPROVEMENT PLAN.
SO ANY SHORTFALLS WOULD BE COVERED BY THE GENERAL FUND IF NECESSARY, BUT THIS IS BASED ON CURRENT ESTIMATES.
SO DO WE HAVE ANY LAND TARGETED FOR ACQUISITION YET, OR WE'RE STILL LOOKING FOR? WE'RE ALWAYS LOOKING.
UH, WE HAVE LOOKED AT SOME PARCELS, BUT THE COST OF DEVELOPMENT IS SO HIGH THAT THOSE PAR PARCELS ARE SUITABLE.
SO WE ARE CONTINUE AND WE'RE ALWAYS LOOKING, WE'RE CONTINUE TO LOOK.
SO THE AREAS THAT YOU LOOK IN IT, IT IS NOT JUST THE NORTHWEST SIDE.
ANY OTHER COMMENTS OR QUESTIONS? ALRIGHT, WE DO HAVE A MOTION TO SECOND.
ANY OPPOSED? AND THE MOTION CARRIES.
MAYOR, THOSE ARE ALL THE ITEMS OF BUSINESS WE HAVE FOR YOU THIS EVENING.
[12. CITIZENS’ OPEN FORUM]
OPEN THE CITIZENS' OPEN FORUM.IF YOU'D LIKE TO ADDRESS CITY COUNCIL ABOUT ANYTHING ON YOUR MIND, PLEASE ADDRESS THE CITY COUNCIL AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD.
AND YOU HAVE THREE MINUTES TO SPEAK.
UM, MY NAME IS ROBERT WILKINS, 2 61 DEBT DRIVE, AUBURN, ALABAMA.
HAPPY NEW YEAR MAYOR AND HAPPY NEW YEAR COUNCIL, UH, THE DAWN OF A NEW YEAR.
WE ARE TWO EVENINGS INTO THE YEAR OF 2024.
CHANGE IS COMING TO AUBURN WHILE LOCAL CITIZENS ARE LOSING CONFIDENCE IN YOU MAYOR AND THE COUNCIL, UH, AND THE, UH, BUREAUCRATS, BUT NOT THEY HAVE TOTAL CONFIDENCE IN THE GOVERNMENT.
EMPLOYEES AND THEIR INCREDIBLE EFFORTS.
RESULTS FROM SOME UNOFFICIAL POLLS.
UH, ON NEXTDOOR APP, WHEN A POLL IS POSTED, NO ONE KNOWS HOW THEY VOTED, INCLUDING THE PERSON WHO PUT UP THE POLL AND YOU CAN ONLY VOTE ONCE.
TELL US THE GRADE YOU GIVE YOUR AUBURN COUNCIL.
IN 2023 VIEWED, UH, OVER 3,200 VIEWS COUNTING 107 PEOPLE SO FAR.
VOTED 19% GAVE YOU A GRADE OF A 15%.
B 22% CD 26%, AND 15% F THAT'S, UH, 41% OF THE D AND F NOT GOOD.
UH, ON, UH, 1112 OF, OH, UH, 23 TO 11.
MAYOR ANDERS HAS JUST FINISHED HIS FIFTH YEAR, AND HOW DO YOU FEEL WITH THE KIND OF JOB HE'S DONE? BASICALLY, UH, 4,800 PLUS PEOPLE VIEWED IT, UH, RESULTS 255 VOTES OF THAT 29 SAID EXCELLENT.
UH, 14 SAID GOOD AVERAGE, UH, 20, UH, FIVE AND POOR 32%.
[00:15:01]
UH, 11 12 26, UH, TO 1126.A POLL QUESTION WAS ASKED, PLEASE SIGN A PETITION.
AND IT WAS DEALING WITH, UM, CORRINE WOODSON ON HAMILTON ROAD.
UH, WE JUST WANTED TO DO SOMETHING DEALING WITH MS. WOODSON.
UH, 4,300 PLUS PEOPLE, UH, VIEWED IT A RESULT OF 273 VOTES.
OUT OF THAT 79% SAID YES, SOMETHING NEEDS TO BE DONE.
AND, UH, 13 SAID NO UNDECIDED, 8%.
MAYOR, YOU HAVE A GREAT CONNECTION WITH, UH, UH, THE OWNER OF THAT LAND, AND I BELIEVE THERE'S SOME WAY TO HAVE SOMETHING WORKED OUT.
IF NOT, THE COUNCIL NEEDS TO BE INVOLVED.
UM, THE AUBURN CITY COUNCIL HAS 34 MONTH TENURE REMAINING ALL NINE OF YOU'RE ELECTED BY THE CITIZENS OF AUBURN.
NOT THE DEVELOPERS, NOT THE COMMERCIAL REALTORS OR MANUFACTURING OR CHAIN CORPORATIONS OR ANYTHING ELSE.
I WILL PROPOSE HOW TO INCREASE THIS COUNCIL IMAGE WHILE IMPROVING AUBURN'S IMAGE.
I BELIEVE IT'S IMPORTANT THAT, UH, IF I COMPLAIN, I BELIEVE SOMETHING SHOULD BE DONE AND I SHOULD, UH, INTERVENE A LITTLE BIT ON THAT, JUST FROM, FROM MY STANDPOINT.
AND, UH, SINCE MAYOR, YOU WILL NEVER MEET WITH ME.
I WOULD'VE DISCUSSED A LOT OF THIS, BUT I'LL START DOING IT IN MY THREE MINUTES.
SUSAN BOLT, 1188 EAST UNIVERSITY DRIVE.
CAN'T BELIEVE WE'RE HERE THIS EARLY IN THE YEAR, BUT I WANTED TO START THE YEAR OUT BY, UM, THROWING OUT SOME THANK YOUS.
I WAS, UM, ABLE TO PARTICIPATE IN THE CITIZENS ACADEMY THAT WENT ON IN 23 9 MONTHS WHERE WE GET TO VISIT DIFFERENT DEPARTMENTS THROUGHOUT THE CITY.
AND, UM, I WAS VERY IMPRESSED WITH THE CITY OF AUBURN AND ITS EMPLOYEES WHO A LOT I GOT TO MEET THAT ARE IN THE ROOM TONIGHT.
UM, BUT EVERYBODY WAS VERY PROFESSIONAL AND IT WAS OBVIOUS THAT THEY WERE VERY PROUD OF WHAT THEY DO FOR THE CITY OF AUBURN.
AND I JUST WANTED TO SAY THANK YOU TO THE CITY OF AUBURN FOR HAVING THAT PROGRAM AND TO THE EMPLOYEES WHO DID SUCH A GREAT JOB.
AND THEN I ALSO WANTED TO SEND A THANK YOU OUT TO WHOEVER DOES THE FIX IT OUT.
I HAD REPORTED A TATTERED AMERICAN FLAG.
AND QUICKLY IT GOT RECTIFIED AND A NEW ONE WENT UP.
AND THEN I ALSO, UM, TO THE MAYOR AND THE CITY COUNCIL, I WANTED TO THANK Y'ALL, UM, FOR LAST YEAR.
MOST NOTABLY, PROTECTING THE AUBURN BUSINESS COMMUNITY BY STRIPPING THE OVERREACHING LANGUAGE AND THE PROPOSED BUSINESS LICENSE REVOCATION ORDINANCE.
SO MANY THANKS TO Y'ALL FOR PROTECTING, UM, THE BUSINESSES AND FOR YOUR TIME AND EFFORTS IN APRIL OF 2023.
I ASK THIS COUNCIL TO MAKE SOME ADDITIONS AND ALTERATIONS TO YOUR TRAINING MANUAL.
I'M HERE TONIGHT TO REPEAT THAT REQUEST AT THE STATE LEVEL BOARDS HAVE A REGULAR SUNSET REVIEW TO MAKE SURE LAWS AND PROCEDURES ARE BEING FOLLOWED.
UM, I SUGGEST AN OUTSIDE ORGANIZATION AND LEGAL COUNSEL CONDUCT YOUR COUNSEL TRAINING.
IT APPEARS THAT THERE MAY BE A CONFLICT OF INTEREST TO HAVE THE CITY MANAGER AND THE CITY ATTORNEY CONDUCT YOUR TRAINING.
ACTUALLY WITH THE MANAGER COUNCIL FORM OF GOVERNMENT, THE WAY IT STANDS NOW, THE EMPLOYEE IS TRAINING THE POLICYMAKERS.
THAT STATEMENT IS NOT INTENDED TO BE DEROGATORY TO OUR CITY MANAGER.
I THINK SHE IS PERFORMING HER JOB VERY NICELY.
OTHER CHANGES I WOULD LIKE TO SUGGEST ARE IN THE NAME OF TRANSPARENCY TO MAKE PACKET MEETINGS AVAILABLE VIA LIVE STREAM.
JUST AS THESE COUNCIL MEETINGS ARE CITIZENS DON'T GET A PACKET INFORMATION USUALLY UNTIL FRIDAY, WHICH DOESN'T ALLOW MUCH TIME FOR CITIZEN REVIEW OR INPUT.
I'D ALSO LIKE TO SEE THAT ALL ORDINANCES ARE PASSED THAT ARE PASSED, HAVE A CLAUSE STATING THAT THEY HAVE A VERIFIED, THAT THEY HAVE BEEN VERIFIED IS CONSTITUTIONAL, BOTH STATE AND FEDERALLY.
I'D LIKE TO SEE A LIST OF ALL BOARDS THAT YOU'LL BE REQUIRED TO FILL AND THE PURPOSE OF EACH BOARD AND THEIR RESPONSIBILITIES TO PROVIDE A DIGITAL COPY OF THE TRAINING MANUAL FOR CITIZEN ACCESS.
I HAVE OTHER SUGGESTIONS, BUT WILL PROVIDE THOSE TO THE CITY MANAGER FOR DISTRIBUTION TO PRESERVE MY TIME.
LASTLY, I WOULD LIKE TO KNOW THE PROCESS TO INCREASE THE PAY OF THE COUNCIL MEMBERS.
YOU ARE THE DEFENDERS OF THE AUBURN CITIZENS AND IN MY OPINION, YOU'RE UNDERPAID.
I KNOW THE AMOUNT OF TIME THAT THANK YOU MS. BOLT.
CAN SOMEBODY ANSWER THE QUESTION? WHAT THE PROCESS MIGHT BE FOR YOU PEOPLE TO GET A PAY INCREASE? WHY DON'T WE HAVE THE CITY MANAGER GET YOU THAT INFORMATION? POTENTIALLY THIS WEEK.
I DIDN'T KNOW IF THERE WAS A PROCESS, IF A CITIZEN COULD SUGGEST THAT.
IF IT HAS TO COME FROM THE CITY COUNCIL, I'D LIKE TO KNOW.
WE'LL GET THAT INFORMATION FOR
[00:20:01]
YOU.IF YOU COULD GET THAT TO THOSE.
WHO WOULD BE NEXT? SEE NO ONE WE'LL CLOSE.
DOES ANYBODY ON COUNCIL HAVE ANYTHING THEY'D LIKE TO ADD? OKAY.
IS THERE A MOVE TO ADJOURN? SO MOVE WE ADJOURN.
