HAVING OUR COUNTY SHERIFF SERVING ON THE BOARD HAS BEEN VERY STRATEGIC AND IMPORTANT. I WILL BELIEVE THAT IF ALL THREE OF THESE MEN WANT TO CONTINUE TO SERVE THAT MY GUESS WOULD BE THE CITY COUNCIL WILL LOOK FAVORABLY UPON THAT. I HAVE NOT TOLD ANYBODY. I HAVE NOT ASKED ANYBODY. >> A SECOND. >> I NOTICED IN THIS AGREEMENT THERE ARE CITY PLANNED IMPROVEMENTS ON DONAHUE, FARM BILL AND INTERSECTION IMPROVEMENTS AND I WANTED THE PUBLIC TO BE AWARE THE CONTRACTOR WILL BE CONTRIBUTING. I HAD A QUESTION ABOUT THE ROUNDABOUT. AS I READ THIS IT LOOKS LIKE THE CONTRACTOR OR THE DEVELOPER WILL BE SOLELY RESPONSIBLE FOR FUNDING THE ROUNDABOUT.
>> THAT IS CORRECT. IT IS NOT THIS DEVELOPER. IT IS A DEVELOPER WITH THE AGREEMENT ATTACHED IN EXHIBIT D. THAT IS JUST TO CLARIFY THIS DEVELOPER IS NOT RESPONSIBLE. YOU ARE CORRECT. THIS IS BEEN A LONG-STANDING ISSUE. I WANT TO COMMAND OUR EXECUTIVE DIRECTOR. WE HAVE BEEN WAITING SINCE 2018 TO GET ASPECTS OF THIS DONE IN A DEVELOPMENT AGREEMENT. IT HAS FINALLY MEMORIALIZED. THIS WOULD FINALIZE THE LAST MAJOR BIT OF THINGS THAT NEED TO BE DONE.
>> THIS IS THE LAST MAJOR ONE AND WILL GET THE BALANCE OF PHASE 5 AND 6. THERE IS A LITTLE BIT OF RESIDUAL IN
PHASES 4 AND 6 THE DAN RYAN . >> WILL THE ROUNDABOUT HAVE TO WAIT ON THE FUTURE OF PHASE IS BEFORE IT IS CONSTRUCTED OR
WILL IT GET UNDERWAY SOON? >> IT WAS TIED TO THE DEVELOPMENT OF PHASE AND 6 AND 7 . THERE ARE A COUPLE OF TRIGGER POINTS. I WOULD HAVE TO READ THROUGH TO RECALL THOSE.
IT IS NOT PART OF PHASE FIVE. >> THIS IS MEMORIALIZING THE DEVELOPER FOR PHASE FIVE IS NOT RESPONSIBLE FOR THAT. THIS OTHER DEVELOPMENT AGREEMENT THAT IS REFERENCED IS IN EXHIBIT D . THAT IS SOMETHING I KNOW TRYING TO GET EVERYONE THE
ROAD MAP. >> THAT ANSWERED ALL MY QUESTIONS. I WOULD LIKE TO STATE THAT I DON'T THINK IT IS FOR REAL FOR DEVELOPMENT AGREEMENTS TO BE ON THE CONSENT AGENDA. BUT THAT IS UP TO THE CITY MANAGER AND THE MAYOR I

SECOND. MR. MOREMAN. >> THIS SOUNDS LIKE A FINANCING ORDINANCE. I GUESS IT IS AN ORDINANCE.
>> IS A RESOLUTION. >> BUT IT IS NOT. WE ARE NOT VOTING ON BONDS OR FINANCING TONIGHT. THAT IS NOT WHAT WE ARE DOING. IT WAS KIND OF COMPLICATED. I WANTED TO POINT THAT OUT. WHAT WE ARE VOTING ON IS AN ACCOUNTING AND SETTLING OF ACCOUNTS. YOU COULD PROBABLY SAY THAT BETTER THAN I. WE ARE NOT APPROVING THAT -- DEBT, WE ARE TRANSFERRING FUNDS AT MOST.
>> WE WILL EXPEND MONEY AND WILL MORE FIELD PROJECT BEFORE WE ISSUE BONDS. THIS ALLOWS US AS AN IRS RULE TO REIMBURSE OURSELVES AND FOR THE DEBT TO REMAIN TAX-EXEMPT WHAT WE DO ISSUE, WHICH WERE ABSOLUTELY ACCURATE. NO BOND DEBT HAS BEEN ISSUED. WE ARE GEARING UP TO DO SO.

>> I HAVE A MOTION AND A SECOND TO POSTPONE UNTIL SEPTEMBER 17.
>> CORRECT. TWO THIS REALLY APPLIES TO ALL THREE OF THESE ANNEXATIONS. THERE WAS A TOTAL OF FOUR BEFORE THE PLANNING COMMISSION IN THE JULY MEETING. ALL WERE SIMILARLY LOCATED OUTSIDE THE OPTIMAL BOUNDARY. WE HAVE YET TO HAVE OUR OPTIMAL BOUNDARY DISCUSSION. I BELIEVE THAT IS IN THE WORKS. HOPEFULLY TO HAVE PRIOR TO THIS SEPTEMBER 17 MEETING. I THINK IT IS ONLY FAIR AS WE POSTPONED ANOTHER ANNEXATION TILL THIS DATE, I BELIEVE IT'S ONLY FAIR THAT WE LOOK AT ALL FOUR OF THESE AFTER WE HAVE HAD THAT DISCUSSION. THAT IS WHY I AM MOVING TO POSTPONE THESE TILL THE 17TH. I WANT US TO BE ABLE TO MAKE A DECISION ON THE DATE OF YES OR NO AND HOPEFULLY WE CAN MOVE
FORWARD ON THESE ANNEXATIONS. >> YOU AND I TALKED THESE LAST COUPLE DAYS ABOUT SETTING THIS MEETING UP. DO YOU SEE ANY PROBLEM WITH US HAVING THIS MEETING IN THE NEAR FUTURE? I KNOW WE HAVE TO WORK AROUND A HOLIDAY WEEKEND COMING UP. DO YOU THINK THAT SOMETHING WE CAN GET DONE?
>> DEFINITELY STAFF WILL MAKE OURSELVES AS AVAILABLE AS POSSIBLE. WE HAVE TO GET THE VAST MAJORITY OF YOU TOGETHER.
THE GOAL WOULD BE TO DISCUSS WITH PLANNING COMMISSION. I THINK IT WOULD BE WISE. THEY HAVE SEEN SOME OF NOT ONLY THESE AGENDA ITEMS, BUT THEY HAVE SEEN SOME OF THE PROPOSED CHANGES TO OPTIMAL BOUNDARY AND HAVE SOME LIFE DISCUSSIONS. IT IS NOT OFFICIALLY BEFORE THEM FOR ADOPTION. WE OWE YOU A JOINT MEETING. OUR GOAL IS TO HAVE BOTH YOU AND PLANNING COMMITTEE AT THIS MEETING SO THAT EVERYONE HAS THE BENEFIT OF THAT DISCUSSION. IS GOING TO BE UP TO YOUR CALENDARS AND
>> WE CAN DEFINITELY ALL MAKE OURSELVES AVAILABLE. I KNOW EVERYONE HAS A LOT GOING ON. I THINK THIS IS AN IMPORTANT DISCUSSION TO HAVE. HOPEFULLY WE CAN GET THAT PRIOR TO THE
17TH MEETING. >> THE IMPACT FOR ALL OF OUR COMMUNITIES IS CERTAINLY SERIOUS AND AMEND. HONESTY FOR THESE FOUR FAMILIES IT IS ACUTE RIGHT NOW. THIS MEETING DOES NEED TO HAPPEN. I RESPECT WHERE YOU ARE COMING FROM MR. COBLENTZ. ANY OTHER COMMENTS? WOULD THIS BE A VOICE VOTE? SO WE HAVE A MOTION AND A SECOND TO POSTPONE UNTIL SEPTEMBER 17.

>> THANK YOU IN ADVANCE. >> YOU WILL GET YOUR MOMENT IN THE LIGHT IN A MINUTE. HOLD ON. NOW I'M GOING TO RECLOSE THE PUBLIC HEARING. ANY COMMENTS OR QUESTIONS RELATED TO THIS?
>> JUST A LITTLE BIT OF HISTORY ON THIS SPLIT ZONE LOT. IT IS A LITTLE BIT OF AN INTERESTING DYNAMIC. IT WAS IN SUGARCREEK.
YOU HAVE DBH ZONING ON A LITTLE OVER TWO ACRES. YOU HAVE NC- 20 ON THE OTHER. IS THERE A LITTLE HISTORY ON HOW MAYBE THIS CAME ABOUT OR CAN YOU PROVIDE A LITTLE HISTORICAL CONTEXT?
>> CERTAINLY. THIS USED TO BE A LARGE LOT, A SINGLE FAMILY HOME THE BURN DOWN. WHEN IT BURNED DOWN THERE WERE CONVERSATIONS ABOUT REBUILDING BACK AND WHERE IT WAS GOING TO BE REBUILT.
THERE WERE A LOT OF CONVERSATIONS FROM THE APPLICANT WITH THE COMMUNITY EVENTUALLY ABOUT WHAT THEY WERE GOING TO REBUILD. THERE WERE SEVERAL DURATIONS BECAUSE THE FIRST ITERATIONS DID NOT GO WELL. THEY WERE EXQUISITELY TOLD WHAT THEY INITIALLY PROPOSED WAS NOT GOING TO WORK.
THERE WAS A LOT OF HOSTILITY. THERE ARE A LOT OF THOSE CONVERSATIONS THEY CAME UP WITH A SOLUTION MINIMAL TO THIS COMMUNITY. REZONING WAS A PART OF THAT. FROM A ZONING STANDPOINT IT WAS SPLIT ZONE. IT WAS REALLY AS A RESULT OF THE TWO ZONES THAT ARE THERE. THE NC- 20 AND THE DDH. IT WAS MORE IN COMPLIANCE WITH NC- 20. YOU REALLY COULD NOT TELL WHAT THE ZONING WAS JUST BECAUSE OF THE DENSITY. IT WAS A LARGE LOT DEVELOPMENT. WITH IT BEING BURNED DOWN AND THEM OPTING TO REBUILD AND WORKING WITH THE COMMUNITY TO COME UP WITH A DESIGN THAT WAS MINIMAL TO THE ENTIRE COMMUNITY HERE THAT IS WHY THEY CAME FORTH WITH THE REZONING AND THIS CONDITIONAL USE THAT WAS SUPPORTED BY PLANNING COMMISSION AND STAFF.
>> IN 1988 IS WHERE WE GOT THE SPLIT ZONING. THAT RESIDES IN THE STAFF MEMO. THAT WAS THE RESULT OF AN APPLICATION TO REZONE DIFFERENT THINGS AND IT ENDED UP SPLITTING NC- 20. PART NC- 20 AND THE PART OF A BIGGER PERSONAL, IN LARGE PART WENT DDH. THIS WAS SOMETHING INHERITED OVER TIME. WE ARE ADOPTING -- ADOPTED THE ZONING ORDINANCE IN 84. WE ENDED UP TO GETTING SPLIT FROM RURAL TO BOTH NC- 20 AND DDH.
>> I WAS JUST GOING TO ADD THE ACRES THAT ARE BEING CONSIDERED FOR REZONING THAT WERE IN THE ORIGINAL SUGARCREEK STATE SUBDIVISION AND THE BALANCE THAT PROPERTY WAS BOUGHT BY THE PREVIOUS OWNER TO A TOTAL OF THREE ACRES.
>> WITH THAT PART OF THE OLD MOORES MILL AT SOME POINT?
>> IT WITH PART OF THE PROPERTY THAT WOULD EVENTUALLY BECOME
MOORES MILL SUBDIVISION. >> AS FAR AS DENSITY IS CONCERNED REZONING THIS FROM NC-20 TO DDH, HOW MUCH MORE IS ALLOWABLE FROM A DENSITY STANDPOINT?
>> WHAT IS PROPOSED IS 2.6 AND WHAT IS ALLOWED IN TRANSIT IS 5.5. FROM THE HALF-ACRE LOTS TO THE SIZE OF THE LOTS IN THE EXISTING ZONING THERE REALLY WASN'T MUCH OF A DIFFERENCE.
THEY CAN GO MUCH DENSER. THREE UNITS MAKER DENSER AND THERE
OPTING NOT TO DO THAT. >> ONE QUICK THING ABOUT TO NOTE IS IF YOU ARE NOT DOING A MULTIUNIT DEVELOPMENT YOU HAVE A REZONING BEFORE YOU. THEY ALSO HAVE TO SUBDIVIDE OFF OF THE PUBLIC RIGHT RATE IF THEY DON'T DO THIS. WHAT YOU'RE SEEING IN A CONDITIONAL USE COMING UP SHOWS A PRIVATE DRIVE. IT IS AS YOU HAVE ALL SINGLE-FAMILY DETACHED HOUSES.
THE MULTIUNIT DEVELOPMENT IS GOING TO ALLOW THEM TO DEAL WITH A PRIVATE DRIVE AND A FEW OTHER THINGS THAT ALLOW THE PROPERTY TO BE UTILIZED BUT TO KEEP THE DENSITY LOWER THAN THEY WOULD BE ALLOWED TO DO IN DDH. IT WOULD BE VERY HARD TO SUBDIVIDE AT 5 AND HAVE UNITS PER ACRE AND GET ACCESS TO A PUBLIC STREET ALL IN THE SAME ACCORD.
[00:30:03]
>> COULD THAT HAPPEN I GUESS? IS THAT A POSSIBILITY?
>> NO. NOT WITH HIS PROPERTY. ONE OF THE FACTORS WHEN IT COMES TO THE DWELLING UNITS PER ACRE OFTENTIMES IS ROAD FRONTAGE. THAT IS THE REASON THIS CONFIGURATION HAS A PRIVATE STREET THAT WILL ALLOW THEM TO SUBDIVIDE OFF OF THAT INSTEAD OF OFF OF LAUREN LANE . THEY WOULD NOT BE ABLE TO MEET THE LAW FRONTAGE REQUIREMENT TO GET THE DENSITY.
>> YOU HAVE TO HAVE A MINIMUM ON A PUBLIC STREET.
>> I GUESS THAT SUBDIVISION REGULATION PROHIBITS THAT?
>> CORRECT. >> IS THAT SOMETHING THE PLANNING COMMISSION COULD ISSUE A WAIVER FOR IF REQUESTED?
>> THAT WOULD HAVE TO GO TO BZA .
>> IT IS A ZONING ORDINANCE ISSUE.
>> YES. THEY ARE TIED. THEY ARE COUPLED.
>> I THINK THE DEVELOPERS WORK HAND-IN-HAND WITH THE NEIGHBORHOOD FROM WHAT I UNDERSTAND ON THIS AS MR. KHAN HAS RECOMMENDED. I DO SUPPORT THIS. I DO THINK THIS IS A PROJECT THAT FITS WITH THE CHARACTER OF THE NEIGHBORHOOD.
WHAT IS CURRENTLY THERE, LOT SIZES, HOUSES. THERE IS NO WAY FOR US TO OBVIOUSLY GUARANTEE THIS EXACT PROJECT IS GOING TO BE BUILT HERE. I CERTAINLY AM HOPING WORKING WITH -- THEIR RELATIONSHIP WITH THE NEIGHBORHOOD AND WHAT ALL HAS BEEN PRESENTED WILL BE PRESENTED. I JUST WANT TO ENSURE AND I WANT TO GET ON PUBLIC RECORD THAT I AM SUPPORTING THIS BASED ON WHAT HAS BEEN PRESENTED FURTHER DOWN IN THE CONDITIONAL USE. THIS IS IN CHARACTER WITH THE NEIGHBORHOOD AND WHAT HAS BEEN PRESENTED IS WHAT WILL BE HERE.
I JUST WANT THAT TO BE REPORTED AND ACKNOWLEDGED AND I WOULD ASK EVEN THE DEVELOPER COMMIT TO RUNNING A LETTER THAT WILL COMMIT TO DOING THIS EXACT DEVELOPMENT. I WOULD PREFER THAT AS PART OF MY SUPPORT FOR THIS PROJECT. I THINK THE NEIGHBORHOOD OVERALL HAS HAD MEETINGS. FROM WHAT I UNDERSTAND THEY VOTED PRETTY HEAVILY IN FAVOR OF WHAT IS BEING PRESENTED. I THINK OVERALL I AM GOOD. I WANT EVERYONE TO UNDERSTAND WITH THIS REZONING YOU'RE GETTING SOMETHING THAT COULD BE MORE DENSE. I THINK IT WOULD BE HARD WITHOUT COMING BACK BEFORE THIS BODY OR ANOTHER BODY TO CHANGE THIS. THERE IS A POSSIBILITY OUT THERE AND I WANT THAT TO BE ACKNOWLEDGED FOR THIS BODY. THAT IS ALL I HAVE FOR THIS.
>> ANYONE ELSE? >> THIS SUGARCREEK , WHERE IS
THIS? >> IT IS OFF OF HAMILTON'S -- HAMILTON AND MOORE'S MILL, RIGHT ACROSS FROM PUBLIX.
>> OKAY. >> IT ABUTS TO MOORE'S MILL
SUBDIVISION AS WELL. >> I WAS JUST WONDERING WHERE
IT WAS LOCATED. >> ANYTHING FURTHER?
>> AS MR. COBLENTZ POINTED OUT WHAT WE DO IN THE NEXT MINUTE OR TWO IS VOTING ON REZONING. WE ARE NOT VOTING ON CONDITIONAL USE UNTIL WE GET OVER TO RESOLUTIONS .
>> THAT IS CORRECT. >> WE HAVE KIND OF DISCUSSED THEM BOTH. WE ARE LOOKING AT .89 ACRES AND WE ARE REZONING IT TO DDH . JUST TO RESTATE WHAT MR. COBLENTZ DID THERE IS
NO PDD . >> IT IS NOT ELIGIBLE BECAUSE
IT IS NOT 10 ACRES IN SIZE. >> I WANT TO REITERATE THAT AND CLARIFY WHAT WE ARE VOTING ON.
>> ANYONE ELSE? OKAY. NANCY WITH ROLL CALL.

IT IS CALLED A MULTIUNIT DEVELOPMENT BECAUSE IT IS A SINGLE PLOTTED LOT FROM WHAT I UNDERSTAND. IT'S A LAND CONDO TYPE SITUATION. IT IS NOT TRULY A MULTIUNIT DEVELOPMENT. I THINK MOST OF THE PUBLIC WILL UNDERSTAND THAT TO BE. IT IS A SINGLE FAMILY HOMES. I SUPPORT IT BASED ON THE PLAN THAT IS PRESENTED HERE . I DIDN'T WANT TO ASK THE APPLICANT. I THINK THERE WERE CONVERSATIONS WITH THE NEIGHBORHOOD. THEY DID AN AMENDMENT TO BRING THIS IN AND TO ESSENTIALLY THIS LAYOUT THAT WE ARE PROVIDING IS WHAT THEY ARE AGREEING TO. THAT IS WHAT WE AGREED TO ON PAPER THAT WE WOULD DO THIS DEVELOPMENT OR THIS LAYOUT. THIS IS ESSENTIALLY WE ARE TIED ON THAT SIDE WITH THEM. AND THEN, YOU KNOW, FROM MY PERSPECTIVE IS WE ARE GETTING CONDITIONAL USE APPROVAL FOR THIS. IF WE TRY TO COME IN AND DO THIS DIFFERENTLY IT WOULD CHANGE OUR CONDITIONAL USE. WE TRIED TO ATTACH. I MEAN IF WE DID LESS UNITS WE WOULD HAVE TO COME BACK BEFORE YOU.
IF WE TRY TO ADD MORE UNITS, ATTACH THEM, ANYTHING SUBSTANTIALLY DIFFERENT IT WAS KIND OF UP TO THE PLANNING DIRECTOR'S DISCRETION. WE WILL BE BACK BEFORE THE PLANNING COMMISSION AND YOU GUYS IF WE TRY TO DO ANYTHING DIFFERENTLY.
WE ARE KIND OF TIGHT ON BOTH ENDS AND WE HAVE TO PRETTY MUCH
DELIVER WHAT IS A PAPER. >> THANK YOU. ANY OTHER COMMENTS OR QUESTIONS? ALL IN FAVOR PLEASE SAY AYE. ANY

WILL BE PAID IN FIVE ANNUAL INSTALLMENTS IN THE FIRST YEAR AND A GRAND TOTAL OF $3.25 MILLION.>> MOVE FOR APPROVAL. >> SECOND.
>> DIRECTOR MATTHEWS, COULD YOU GIVE US A BRIEF OVERVIEW OF HOW THIS CONTRACT OPERATES? IT WITH A FIVE-YEAR AGREEMENT AND APPEARS FOR THE PURCHASE OF ITEMS AS WELL AS SERVICES.
>> THAT IS CORRECT. THIS ACTUALLY TERMINATES THE LAST YEAR OF OUR CURRENT FIVE-YEAR AGREEMENT AND RENEWS A NEW FIVE-YEAR AGREEMENT. WE WERE ABLE TO NEGOTIATE SOME BENEFITS IN RENEWING THE CONTRACT LIKE EXTENDING THE WARRANTY OF THE CURRENT EQUIPMENT THAT WE HAVE THAT IS ABOUT TO EXPIRE. IN DOING THIS WE ARE GETTING REFRESHED EQUIPMENT. A LOT OF IT IS EQUIPMENT THAT WE ARE ALREADY USING. SOME OF IT IS NEW EQUIPMENT, THE NEW VERSIONS OF EQUIPMENT AND RELATED SERVICES. AGAIN, IT IS IN CAR CAMERAS, BODY WORN CAMERAS, TASERS, TRAINING SIMULATORS, THE CLOUD SERVICES THAT HOLD ALL OF THAT VIDEO EVIDENCE, AND THE ABILITY TO REMOTE INTO THOSE CAMERAS WITH THE OFFICERS THAT ARE OUT IN THE FIELD. I CAN SIT AT MY DESK AND ACTUALLY LIVE YOU THAT CAMERA AT A CRITICAL INCIDENT.
>> AND THAT IS ESTIMATED OVER A FIVE-YEAR PERIOD?
>> THE WEATHER THEY STRUCTURED IT IN OUR REQUEST IS FOR THE FIRST YEAR WHICH WILL TAKE THE PLACE OF THE LAST YEAR OF OUR CURRENT CONTRACT, THAT IS WHY THE PRICES ARE DIFFERENT FOR THAT FIRST YEAR. THAT IS WITHIN OUR BUDGETED FUNDS FOR THIS SERVICE AND EQUIPMENT. THE LAST FOUR YEARS ARE EVENLY SPACED.
WITHIN THOSE FUTURE YEARS THE CONTRACT WE BUILT IN WHAT WE EXPECT TO PURCHASE AS EXPANSION OF EQUIPMENT IF WE DO NOT END UP PURCHASING THAT EQUIPMENT THAT AMOUNT WOULD BE REMOVED FROM THE CONTRACT. WE WON'T HAVE TO PAY FOR THINGS WE DO
NOT RECEIVE. >> PERFECT. THANK YOU.
>> COMMENTS OR QUESTIONS? >> SIR, DOES THIS IS AT THE TOP OF VIDEO EQUIPMENT AND THINGS OF THAT NATURE?
>> I PERSONALLY THINK SO. WE THAT IS SEVERAL DIFFERENT VIDEO SYSTEMS THROUGH THE YEARS. THIS IS BY FAR THE HIGHEST LEVEL , BEST-PERFORMING AND MOST EVER HAD. LARGE DEPARTMENTS ALL OVER THE COUNTRY UTILIZE THE SAME SERVICE.
>> THANK YOU. >> ANYBODY ELSE? OKAY. ALL IN

LIBRARY. MATTHEW 19:4 SAID I LORD JESUS CHRIST AS HAVING YOU READ THAT HE WHO MADE THEM AT THE BEGINNING MADE THEM MALE AND FEMALE THUS CHRIST DECLARES SEX IS BINARY. DR. MIRIAM GROSSMAN A CHILD PSYCHIATRIST HAS WRITTEN TWO BOOKS SAYS THE SAME THING. SEX IS BINARY. THE LAST AUDIT ABOUT 15 YEARS AGO THAT IT IS NOT. THESE LAWS ACCORDING TO GROSSMAN DESTABILIZE THE MINDS OF CHILDREN. SHE SAYS MALENESS AND FEMALENESS IS AT THE CORE OF OUR IDENTITY. SO AGREES DR.DAVID PERRY. HUNDREDS OF OTHER MEDICAL DOCTORS OF THE AMERICAN COLLEGE OF PEDIATRICS. I WAS AT THE LIBRARY AND MORE AND MORE UGLY BOOKS ARE IN THE CHILDREN'S WING LYING ABOUT SEX BEING BINARY. HERE IS ONE . LOVE MAKES A FAMILY. ALL OF THESE ARE IN THE CHILDREN'S WING. IT WAS FULL OF HOMOSEXUAL CUP WAS. HERE IS THE BOOK, THE BIG WILL COMPRISE SLACKS. IT HAS TRASH LIKE MAN, BISEXUAL, NON-BINARY, LESBIAN, PANSEXUAL AND POLY SEXUAL IN THE CHILDREN'S WING. HERE IS A BOOK THAT THEY HAVE WASTED MORE MONEY ON. SEX IS A FUNNY WORD.
IT SHOWS SOMEONE TOUCHING THEMSELVES IN THE BATHTUB, ENCOURAGING THAT FOR CHILDREN. HERE IS A BOOK PINK IS FOR BOYS. HERE IS A BOOK LOVE WITHOUT BOUNDS. SO THEY LESBIAN COUPLE WITH KIDS AND IT IS FULL OF FILTH. HERE IS A BOOK LGBT FAMILIES. IT IS OKAY TO BE ME. OF COURSE THERE IS A FAIRY ON THE COVER, MALE A HOMOSEXUAL. AND HERE IS A LOOK OF PRIDE, CELEBRATING SODOMY. AND A BOOK THE AMAZING, A HISTORY OF PRIDE. ON THE COLOR IS A HOMOSEXUAL BOY WORRY MAKEUP AND GLITTER. WRONG. WRONG. WRONG. THIS WILL NOT BE BLESSED. THANK
YOU. >> YES, MA'AM. WHO WILL BE
NEXT? YES, SIR. >> I AM COMING HERE TO SPEAK IN ADDITION TO MARTHA ON SOME OF THE CONTENT THAT IS VIEWABLE IN THE LIBRARY. WHEN I WENT TO THE TEAMS NONFICTION SECTION IN THE LIBRARY NEARLY 25% OF THE BOOKS THERE WERE EITHER HEAVY SEXUAL PROPAGANDA OR MENTAL HEALTH BOOKS THAT WERE NOT APPROPRIATE FOR TEENAGERS TO READ. TEENAGERS ARE NOT STABLE IN GENERAL. IT IS NOT GOOD FOR THEM TO READ MATERIAL THAT WILL CONVINCE THEM THEY LIKE BEING MORE UNSTABLE THAN THEY ACTUALLY ARE. SECONDLY, AS YOU MAY BE AWARE THERE WAS THE RECENT CONTROVERSY THAT HAPPENED AT DRAKE MIDDLE SCHOOL WHERE A DRAMA QUEEN -- DRAG QUEEN RUMOR WAS CAUGHT BY PARENTS AND FORCED TO RESIGN. THIS IS A VERY CONCERNING PATTERN THAT IS STARTING TO EMERGE IN OUR TOWN. IT IS BEGINNING TO AFFECT THE SAFETY OF OUR CHILDREN AND THE INTEGRITY OF THEIR EDUCATION AND THE MATERIAL -- WHERE THEY CAN LEARN IN ENVIRONMENTS WHERE THEY SHOULD NOT BE EXPOSED TO THIS. I WANT YOU ALL TO TAKE A NOTICE TO THIS. IF YOU HAVEN'T GONE TO THE LIBRARY TO ACTUALLY LOOK AT WHAT IS THERE, GO THERE. SHE IS NOT MAKING THIS UP. IT IS WORSE THAN YOU THINK IT IS. IT IS NOT ONE OR TWO BOOKS. IT WAS HONESTLY NEARLY A QUARTER OF ALL THE T NONFICTION MATERIAL. THAT IS WHAT IT IS.
THAT IS HOW BAD IT IS. THANK YOU.
>> YES, SIR. WHO WILL BE NEXT?
>> JUST A QUICK POINT OF CORRECTION ON QUESTIONING THE GENDER BINARY VERSUS IT BEING A SPECTRUM. A LOT OF RESEARCH HAS GONE INTO THAT. IT HASN'T BEEN JUST THE LAST 15 YEARS. IN FACT IN 1919 THE INSTITUTE FOR SEXUAL RESEARCH IN BERLIN WAS FOUNDED. IF IT HAD NOT BEEN BROKEN INTO AND HAD ALL OF ITS BOOKS AND RESEARCH BURNED BY LITERAL NAZI'S IT WILL BE OVER A CENTURY OLD AT THIS POINT. JUST A QUICK NOTE ON ACTUAL
HISTORY. THANK YOU. >> WHO WILL BE NEXT?
[00:50:05]
>> HELLO. I WAS AT THE LIBRARY THIS MORNING AT THE LIBRARY BOARD MEETING. I WOULD LIKE TO SHARE A COUPLE INTERESTING AND EXCITING THINGS GOING ON. THEY TALKED ABOUT THE TEEN ADVISORY BOARD THEY HAVE DEVELOPED SINCE COVID TO TRY TO RE-ENGAGE YOUNG PEOPLE IN THE LIBRARY AND WHAT IS GOING ON. THEY ALSO PROVIDE ADVICE TO THE PEOPLE IN THE LIBRARY ABOUT HOW TO DO THAT.
THESE ARE ALL STUDENTS IN AUBURN. THEY ARE FROM SEVENTH GRADE THROUGH 12TH GRADE. THEY GO AND THEY DO A LOT OF VOLUNTEER HOURS. I CANNOT REMEMBER HOW MANY THOUSANDS OF VOLUNTEER HOURS THEY ARE DOING. THEY USUALLY GET CREDIT TOWARDS WHATEVER ORGANIZATION THEY ARE INVOLVED IN THAT NEEDS CREDIT HOURS AND VOLUNTEERS. IT WAS REALLY INTERESTING TO HEAR ABOUT. WE ALSO GOT TO SEE THE NOT TECHNICALLY COFFEE BOOKMOBILE, BUT THE MONEY YOU ALL PUT OUT LAST YEAR TO GET THIS PIECE OF EQUIPMENT FOR THE LIBRARY TO EXTEND THEIR SERVICES TO DAY CARES AND TO RETIREMENT HOMES THAT WILL PROVIDE SERVICES AND BOOKS TO CHILDREN AND OLDER ADULTS IN THE AREA. IT IS ALMOST READY TO GET UP AND RUNNING. THEY HIRED TWO PART-TIME PEOPLE. THEN HOPEFULLY THEY WILL GET OUT TO THE PLACES THEY HAVE CHOSEN. I WANTED TO GIVE YOU THAT GOOD
NEWS. THANK YOU. >> THANK YOU. WHO WILL BE NEXT? OKAY. WE WILL CLOSE THE CITIZENS OPEN FORUM. IF COUNCIL HAVE ANYTHING THAT WOULD LIKE TO SAY?
>> I DON'T KNOW WHO SPOKE FIRST.
>> GO AHEAD, CONNIE. >> I JUST WANT TO SAY DURING MY ANNOUNCEMENTS I WAS PLANNING ON DOING TWO THANK YOU'S. I WANT TO THANK CATRINA COOK AND DAN BALLARD FOR ADDRESSING THE ISSUE ABOUT THE BUSHES ON WILLIAM STREET. I APPRECIATE Y'ALL. MY ANSWER IS WITH THE FOX. IT AIN'T WHAT I WANTED,
BUT IT IS WHAT IT IS. >> I CAN'T WAIT TO HEAR THE
REST OF THE STORY. >> THE CITY ENGINEER GOT TO ME AT THE START OF THIS MEETING. IT IS A MIRACLE. THE POLES FOR HIGHWAY 14 WILL ARRIVE AT THE END OF SEPTEMBER AND BE INSTALL SHORTLY THEREAFTER. AT LEAST WE HAVE A SHIP DATE.
>> THAT IS GOOD. I'LL HAVE TO GO THROW SOME TOILET PAPER OUT THERE. ALL RIGHT, CHIEF. YOU ARE NEXT.
>> MEGAN, MRI THERE IS NOTHING WE CAN DO ABOUT THESE BOOKS IN
THE LIBRARY, CORRECT? >> THAT IS A VERY COMPLICATED TOPIC. THE COUNCIL DOES NOT SELECT CONTENT. THAT IS UP TO THE LIBRARY BOARD AND UNDER THEIR PURVIEW.
>> I WOULD CERTAINLY HOPE IT IS NOT INCREASING THOSE TYPES OF BOOKS. WHAT I SAW OUT THERE IN THE HALLWAY I AGAIN THINK THE BEST SOLUTION IS PARENTS DON'T ALLOW YOUR CHILD TO GO IN THERE. I WOULD ALLOW MY CHILD TO GO IN THERE. IT IS MY RIGHT TO RAISE MY CHILD AS EXPECTED. SHE'S 31 YEARS OLD NOW.
THAT'S UP TO HER NOW. MY GRANDKIDS, I WOULDN'T ALLOW THEM TO BE IN THERE IF I HAD ANYTHING TO DO WITH IT. THIS IS AMERICA. YOU HAVE THE RIGHT TO LIVE YOUR LIFE AS YOU WANT TO.
FROM WHAT I'VE SEEN IF IT'S IN THE LIBRARY I WOULD NOT ALLOW MUCH OUT TO GO IN THERE UNATTENDED.
>> MR. PARSONS . >> YOU'RE ABSOLUTELY RIGHT.
THIS IS AMERICA. IF YOU CAN DO AS YOU CHOOSE. IT JUST SEEMS -- I JUST -- THIS IS A LARGE COMMUNITY. THERE IS A VARIETY OF DIFFERENT PEOPLE LIVING THEIR LIVES. I LOVE TO COME TO COUNCIL AND WORK ON THINGS LIKE NEW SUBDIVISIONS. THIS INSISTENCE FROM THE PUBLIC TO BRING LARGER POLITICS TO THE COMMUNITY. FOR EXAMPLE THIS ITEM. IT HAS SOME GRAPHIC PICTURES. SOME ILLUSTRATIONS OF THAT YOU WOULD FIND IN A BOOK.
THE PRESENTATION IS TO PUT IT IN YOUR FACE WITHOUT YOU CHOOSING TO HAVE IT PUT IN YOUR FACE. IN A BOOK FORM IF SOMEBODY CHOOSES TO SEEK INFORMATION RELATIVE TO THEIR INTERESTS THEY HAVE EVERY RIGHT TO DO SO IN A COMMUNITY. IN ANY AMERICAN COMMUNITY AND LARGE, DIVERSE POPULATION, YOU ARE GOING TO FIND DIVERSE INTERESTS AND DIVERSE PEOPLE. THE

GENTLEMAN WHO SPOKE ABOUT A TEACHER IN OUR SCHOOL SYSTEM AND USED SUCH A FLIPPANT DESCRIPTION OF HIM AS BEING A GROOMER LEAVES ME SPEECHLESS. THEN YOU HAVE THE CONFIDENCE TO COME UP HERE AND ACCUSE AN INDIVIDUAL IN OUR CITY, A TEACHER WHO HAS TAUGHT ALL OF MY CHILDREN, A FANTASTIC JEWEL OF A PERSON WHO HAS EVERY RIGHT TO CONDUCT THEMSELVES PROFESSIONALLY AS HE ALWAYS DID IN THE SCHOOL SETTING. THIS INDIVIDUAL COMPLETELY UNDERSTANDS HIS ROLE AS A TEACHER. HE UNDERSTANDS COMPLETELY THE SEPARATION OF HIS ROLE AS A TEACHER AND HIS PRIVATE LIFE. MY SONS, ALL OF THEM HAVE BEEN WITH THIS TEACHER. I AM SO THANKFUL THAT THEY HAVE BEEN. IT IS STUNNING TO ME THAT YOU CAN SAY THAT WITH SUCH DISREGARD. I GUARANTEE YOU YOU HAVE NOT MET THAT PERSON. IT IS A VERY SAD SITUATION THAT THIS IS THE TYPE OF PUBLIC COMMENTARY THAT THIS BODY LISTENS TO. SURE, YOU AREFREE TO DO IT. MY GOODNESS. >> ANYONE ELSE? I WOULD JUST SAY AT THE END HERE THAT TONIGHT WE TALKED ABOUT A COUPLE NEW BUSINESSES OPENING A NEW EVENT HAPPENING ON CAMPUS.
A RENOVATION AND REALLY A NEW LIFE FOR OUR OLD PARKS AND REC CENTER ON DEAN ROLE. A COMPANY THAT WANTS TO LAY FIBER IN AUBURN. NEW EQUIPMENT FOR OUR POLICE OFFICERS TO PROTECT US BETTER. A REIMBURSEMENT PLAN FOR A GREAT NEW UNIVERSITY CENTERS THAT WE CAN GET AHEAD AND GET THE WORK DONE AS QUICKLY AS POSSIBLE. I JUST DON'T WANT THE PEOPLE TO FORGET THE WORK THAT WAS DONE HERE TONIGHT. IMPROVING A NEW SMALL NEIGHBORHOOD. WE HAVE DONE SOME THINGS WHEN WE ARE ASKED TO DO ON OUR AGENDA EVERY OTHER WEEK AND THOSE ARE SOME GOOD THINGS THAT CAME OUT OF THIS
