I THINK ALL THE CONGRESSMEN WHO WERE HERE RECENTLY FOR OUR VISIT TO GE AEROSPACE THIS PAST FRIDAY , CONGRESSMAN MIKE ROGERS, CONGRESSMAN DALE STRONG AND CONGRESSMAN FROM OKLAHOMA WERE IN TOWN AS WE TOOK A SITE VISIT TO GE AND WE ARE EXCITED ABOUT ALL THE TECHNOLOGY A NEW WORK GOING ON IN THE GE AIRSPACE AND ALL OF THE GREAT JOBS THAT ARE CURRENTLY BEING OFFERED I WANT TO THANK THE PRESIDENT OF AUBURN UNIVERSITY AND THE FIRST LADY FROM AUBURN UNIVERSITY FOR HOSTING THE AUBURN PUBLIC SAFETY MEN AND WOMEN RECENTLY FOR DINNERS . THIS IS A DINNER THAT HAS BECOME PART OF THE TRADITION HERE AND AUBURN OVER THE YEARS AND IT WAS VERY KIND OF THEM TO OPEN THE HOME UP TO THE MEN AND WOMEN WHO PROTECT US EACH DAY. I APPRECIATE THE ROBERTS FAMILY

FOR DOING THAT. >> LAST WEEK, SOUTHEASTERN, OR RECENTLY THE STATE AVIATION CONFERENCE OCCURRED AT AUBURN UNIVERSITY HOTEL AND CONFERENCE CENTER THERE WERE ABOUT 250 ATTENDEES HERE FOR A COUPLE OF DAYS. IT IS VERY EXCITING ALL THE WORK THAT IS GOING ON WITH OUR TOURISM STAFF . YOU MIGHT HAVE RECOGNIZED THAT THERE IS A NEW OFFICE ON NORTHGATE STREET IN AUBURN WHERE THE TOURISM OFFICE HAS AN OFFICIAL LOCATION HERE IN OUR COMMUNITY AND WE LOOK FORWARD TO THEIR CONTINUED WORK. JUST SOME DATA I WANT TO SHARE WITH YOU ABOUT ACTIVITIES THAT THEY HAVE BEEN INVOLVED WITH SINCE THE CALENDAR YEAR.

THERE HAVE BEEN 51 SPORTING EVENTS HELD IN AUBURN, THAT HAS EQUATED FOR OVER 11,000, ALMOST 12,000 HOTEL ROOM NIGHTS AND 25,000 ATTENDEES . SPORTS REPRESENTATIVES INCLUDE SWIMMING, CYCLING AND RUNNING, TRACK AND FIELD, TENNIS, BASEBALL, VOLLEYBALL, SOCCER, FIELD HOCKEY, LACROSSE , BASKETBALL, WRESTLING, FOOTBALL AND HANDBALL HAVE ALL COME TO AUBURN OVER THE WEEKEND TO PARTICIPATE AND HAVE SPENT MONEY IN OUR COMMUNITY. WE ARE CERTAINLY GRATEFUL FOR THE HARD WORK OF TOURISM AND WE APPRECIATE EVERYTHING THEY ARE DOING. I WANT TO CONGRATULATE OUR INDUSTRIAL RECRUITMENT STAFF FOR THE ELGIN ANNOUNCEMENT AT THE END OF LAST WEEK. ELGIN IS GOING TO INVEST $200 MILLION INTO THE FACILITY AND EMPLOYED 160 CITIZENS FROM AROUND AUBURN AND EAST ALABAMA, WE ARE EXCITED ABOUT THEM COMING TO OUR COMMUNITY. LAST WEEK, AUBURN LOST TWO GREAT CITIZENS , AND I JUST WANT TO MENTION BOTH OF THEIR NAMES, CAPTAIN JOHN LOCKHART WHO WAS AUBURN'S SECOND EVER AFRICAN AMERICAN POLICE OFFICER ROSE TO THE RANK OF CAPTAIN, HE LEFT A GREAT LEGACY AS FAR AS MENTORING AND TRAINING AND A NUMBER OF MEN WHO ENDED UP BEING THE CHIEF OF POLICE IN OUR COMMUNITY. HE WAS A GREAT MAN, I GREW UP WITH A NUMBER OF HIS CHILDREN, HE PASSED AWAY LAST WEEK AND OUR THOUGHTS AND PRAYERS ARE WITH HIS FAMILY.

THAN A GENTLEMAN NAMED BRIAN HENRY. SOME OF YOU MIGHT KNOW HIM AS , I KNEW HIM AS CHUNKY. HE RODE A BIKE AROUND TOWN AND WORKED IN THE BIKE SHOP. WHAT MAKES THEM SPECIAL IS IN HIS FREE TIME HE SPENT MOST OF HIS TIME WITH AUBURN SOFTBALL BASEBALL HE HAD THE RIGHT ATTITUDE ABOUT YOUTH ATHLETICS WAS RECENTLY INDUCTED INTO THE YOUTH HALL OF FAME . THOSE ARE TWO GREAT MEN WHO WORKED TO MAKE AUBURN A GREAT PLACE.

ANYONE ELSE HAVE AN ANNOUNCEMENT?

>> I HAVE A COUPLE. >> YES, MA'AM .

>> I WANT TO THINK AUBURN UNIVERSITY BLACK STUDENT UNION FOR INVITING ME TO BE A PART OF THE PANEL YESTERDAY . WE WERE HAVING A DISCUSSION ON THE IMPORTANCE OF VOTING AND HOW THOSE STUDENTS REALLY WERE ENGAGED IN THE CONVERSATION .

THEY ASKED A LOT OF QUESTIONS. IT WAS A GOOD TURNOUT , I JUST WANT TO THINK THOSE STUDENTS FOR INVITING US AND I ASKED THEM TO START ATTENDING CITY COUNCIL MEETINGS SO THEY CAN KNOW MORE ON HOW THE SYSTEM GOES AND WHY IT'S IMPORTANT TO VOTE. ALSO, ON MONDAY OCTOBER 17 I WILL HAVE A WARD ONE COMMUNITY MEDIA FROM 6-8 AND THE PUBLIC IS INVITED .

>> YOU MEAN THE SEVEN PRE- >> WHAT DID I SAY?

>> THE 17TH. >> MONDAY OCTOBER SEVENTH AT

[00:10:01]

6:00. . >> ANYONE ELSE?

>> I ECHO YOU WORDS ON CAPTAIN LOCKHART. THE DEPARTMENT GREW UNDER HIS LEADERSHIP SOMETIMES I WOULD QUESTION HIM AND HE WAS A I AM THE CAPTAIN AND THIS IS HOW WE WILL BE IN I WOULD SAY YES SIR, YOU GOT A POINT. HE WILL BE MISSED. HE LOVED AUBURN DEARLY. I ALSO WOULD LIKE TO KEEP OUR NEIGHBORS TO THE EAST IN OUR THOUGHTS AND PRAYERS, FLORIDA, GEORGIA AND THE CAROLINAS. THEY WERE DEVASTATED BY THAT HURRICANE THIS PAST WEEK . IT IS UNBELIEVABLE WHAT HAPPENED IN CAROLINA. WE NEED TO REMEMBER THOSE FOLKS. WE THANK THE GOOD LORD THAT WE

MISSED IT . >> MAYOR , I ALSO WANT TO SAY SOMETHING ABOUT CAPTAIN LOCKHART. JOHN LOCKHART , HE WAS A VERY GOOD MAN AND IN 2022 WE AWARDED HIM THE 2022 UNSUNG HERO. I JUST WANT FAMILIES OR LISTENING TO MIKE, I WANT HIM TO KNOW THAT HE WILL BE GREATLY MISSED IN THE COMMUNITY AND WE REALLY APPRECIATE ALL OF THE THINGS THAT HE DID FOR THE CITY

[5. AUBURN UNIVERSITY COMMUNICATIONS.]

AND REC DID THAT. THANK YOU MA'AM.

>> ANYONE ELSE ? >> WE ARE HERE WITH AUBURN

UNIVERSITY COMMUNICATIONS . >> HEY, EVERYONE. LAST WEEK SJ HAD BREAKFAST WITH MAYOR ANDERS, WE WANT TO THANK YOU FOR THE TIME THAT YOU DO THIS. WE TALKED ABOUT SOME OF THE EXECUTIVE GOALS AND ONE THING THE STUDENT CENTER PATIO PROJECT IS ADDING A PATIO TO THE STUDENT CENTER SO STUDENTS CAN BETTER UTILIZE THAT SPACE TO IT HAS BEEN THROUGH TWO OR THREE STAGES OF APPROVAL BY THE BOARD OF TRUSTEES. HOPEFULLY CONSTRUCTION WILL START SOON. THERE HAVE BEEN A SECURITY TRACKER , THEY ARE LOOKING INTO DIFFERENT SOFTWARE SO THAT IS ANOTHER THING ON THE WAY. THEY RECEIVED A GRANT FROM THE STATE FOR SIDEWALK LIGHTING IMPROVEMENT AND THEN THEY ARE LOOKING INTO DOING CONSTRUCTION FOR THE PICKLEBALL COURTS AND THE TENNIS COURTS WHICH WOULD BE ADDING EQUIPMENT, RENTAL STATIONS AND BATHROOMS SO STUDENTS CAN UTILIZE THAT SPACE MORE AND THAT IS KIND OF AN EXTENSION OF THE REC CENTER.

THEN, THEY ARE WORKING ON STANDARDIZED PRINTING ACROSS AUBURN'S CAMPUS, MAKING IT THE SAME TO PRINT AT EACH PRINTER STATION. AUBURN UNIVERSITY 3-D MAP IS DONE AND FINISHED AND OFFICIALLY RUNNING IN THE STUDENT CENTER SO IT IS A 3-D MAP OF THE CAMPUS OF AUBURN SO STUDENTS CAN USE THAT TO FIND THEIR CLASSES OR ANYTHING ELSE. THEN , INTERNATIONAL STUDENT TOURS, THEY TOOK THE FIRST ONES LAST WEEK, WHICH IS A SUPER AWESOME EDITION. ALSO THE 2025 BUDGET WENT THROUGH THE STUDENT SENATE. AUBURN UNIVERSITY SHUT DOWN EARLY LAST THURSDAY DUE TO THE HURRICANE AND AUBURN ALSO HOSTED THEIR FIFTH HOME GAME IN A ROW VERSUS OKLAHOMA UNIVERSITY AND WE WILL NOT HAVE FOOTBALL AGAIN UNTIL NOVEMBER. YESTERDAY A CAMPUS ROUNDTABLE THAT WAS HOSTED THAT HAS STUDENTS FROM DIFFERENT ORGANIZATIONS TO CONVERSE ABOUT THE DI BILL THAT WAS RECENTLY PASSED IN MARCH. NEXT WEEK MARKS THE MIDDLE OF THE FALL SEMESTER WITH FALL RATE BREATHING OCTOBER 10TH AND 11TH AND WE HAVE TWO EVENTS COMING UP SAFETY WALK AND HEYDAY.

THOSE ARE THINGS WE HAVE TO LOOK FORWARD TO.

>> THANK YOU. >> I JUST WANT TO MENTION AFTER FIVE GAMES, THANK YOU AGAIN TO OUR STAFF , FOR THOSE WHO PROTECT US AND PICK UP AFTER US. IT HAS BEEN A LONG FIVE WEEKS AND WE ARE GRATEFUL FOR ALL THE HARD WORK. I HOPE ALL OF OUR BUSINESSES ARE ABLE TO MAKE A GOOD LIVING THE LAST

[6. CITIZENS’ COMMUNICATIONS ON AGENDA ITEMS.]

FIVE WEEKS. IT HAS BEEN A GRIND BUT IT IS OVER AND HOPEFULLY

EVERYONE WILL GET SOME REST. >> AT THIS TIME, CITIZENS COMMUNICATION ON ITEMS ON TONIGHT'S AGENDA. THERE ARE NO PUBLIC HEARINGS ON THE AGENDA. IF YOU WANT TO SPEAK TO THE CITY COUNCIL ABOUT ANYTHING WE WILL BE DISCUSSING AND DECIDING, THIS IS YOUR OPPORTUNITY . WE ASK THAT YOU COME FORWARD AND GIVE US YOUR NAME AND ADDRESS FOR THE RECORD. YOU WILL HAVE FIVE MINUTES TO SPEAK TO THE CITY COUNCIL. ANYTHING THAT IS ON THE AGENDA. YES, SIR .

[00:15:07]

>> HOW ARE YOU ? >> I'M DOING FINE .

>> NAME AND ADDRESS . >> IS THIS ABOUT ANYTHING ON

OUR AGENDA? >> NO.

>> I NEED YOU TO WAIT UNTIL THE END OF THE MEETING? THIS IS JUST FOR ITEMS THAT ARE ON OUR AGENDA TONIGHT.

>> AND I ASK A QUICK QUESTION ?

>> YOU CAN AT THE END. THERE WILL BE PLENTY OF TIME FOR YOU TO TALK TO YOU WILL HAVE TIME TO TALK TO US THEN. SORRY FOR THE CONFUSION. JUST ITEMS ON TONIGHT'S AGENDA .

>> GOOD EVENING. MAYOR AND CITY COUNCIL AND OFFICIALS , I AM STEPHEN FAULK ADDRESS 576 MARTIN LUTHER KING DRIVE HERE IN AUBURN, ALABAMA. I SERVE AS PASTOR OF AUBURN AMAZON CHURCH AND PRESIDING DESMOND. I AM HERE TO THANK YOU FOR ALL THAT YOU DO FIRST , AND TO THANK YOU FOR BEING PROGRESSIVELY MINDED . I'M ALSO WANTING TO THANK YOU IN ADVANCE AND FOR ALWAYS PROMOTING INCLUSION , DIVERSITY AND EQUALITY FOR ALL PEOPLE. AS I STAND HERE TONIGHT , I ALSO THANK YOU FOR YOUR PROMISE AND COMMITMENT TO PROVIDE THE CULTURAL CENTER IN THE NORTHWEST CORRIDOR . EVERYONE SHOULD EXEMPLIFY SENSE OF PRIDE ABOUT THEIR COMMUNITY AND THE SENSE OF PRIDE CAUSES US TO TAKE CARE OF OUR NEIGHBORHOOD AND PROMOTE ITS WELL-BEING.

HAVING ACCESS TO THE CULTURAL CENTER IN THE NORTHWEST AUBURN CORRIDOR WOULD ALLOW PARENTS AND COMMUNITY LEADERS TO TEACH THE WONDERFUL HISTORY OF ALL OF THE PEOPLE IN AUBURN AND THERE ABOUT. THE CULTURE CENTER WILL ALSO EXPOSE SOME OF THE HOPELESS CHILDREN TO AN OPPORTUNITY TO DREAM AND WORK TOWARD REALITIES , THEREBY ALSO REDUCING CRIME. THE CULTURAL CENTER PROMOTES A SPIRIT OF UNITY AND FAMILY AS WE TEACH THE WELL-BEING OF OUR COMMUNITY IN HISTORY. TONIGHT, I AM HERE TO ADVOCATE AND TO THANK YOU FOR NOT ALLOWING COST , OR ANY OF THOSE THINGS WHICH COULD POSSIBLY BE CONVERSATION TO AFFECT YOUR ABILITY TO PROVIDE THIS OPPORTUNITY TO ADVANCE OUR COMMUNITY WITH THIS CULTURE DIVERSITY AND INCLUSION. WE WANT TO MAKE SURE THAT THESE , THE COMMUNITY AND THE CHILDREN HAVE AN OPPORTUNITY TO LEARN AND TO EXPERIENCE THEIR HISTORY, THEREBY PROMOTING THAT SPIRIT OF PRIDE THAT WILL CAUSE THEM TO CONTINUE TO DO THE GREAT WORK THAT YOU ARE WORKING TO PROMOTE AND DO TODAY AS WE CONTINUE TO MOVE FORWARD. THANK

YOU. >> YES, SIR . THANK YOU. NEXT .

>> IN AFTERNOON. MY NAME IS DORIS HUTCHINSON I LIVE AT 606 BESSER AVENUE HERE IN AUBURN . I HAVE BEEN HIS 75 YEARS AND I HAVE SEEN A LOT OF CHANGES AND EVERYTHING HAS BEEN PRETTY POSITIVE. I'M HERE TO TALK ABOUT THE MUSEUM AND CULTURE CENTER IT WILL BE A MUCH NEEDED AND WELCOME ADDITION TO OUR COMMUNITY AS WELL IS THE CITY OF AUBURN. IT WILL BE BENEFICIAL FOR GENERATIONS TO COME. IT WILL BE A PLACE OF PRIDE AND IT WILL SHOW OUR CHILDREN WHAT GOOD CITIZENSHIP IS ABOUT . WE HAVE GENERATIONS OF PEOPLE THAT HAVE CONTRIBUTED TO THE AUBURN COMMUNITY. LIKE I SAID I HAVE BEEN HIS 75 YEARS

[00:20:05]

AND I HAVE SEEN A LOT OF CHANGES AND ALL OF THEM POSITIVE. EVEN IN THE 60S WHEN WE ASKED FOR SOMETHING FOR OUR COMMUNITY, WE DID NOT HAVE A LOT OF PUSHBACK , WE HAVE ALWAYS COME TOGETHER AS A GROUP OF AUBURN CITIZENS TO MAKE THINGS BETTER FOR THE CITIZENS. I AM A PROUD MEMBER OF THE CITIZENS OF AUBURN. WE NEED TO HAVE A CENTER THAT CAN SHOW OUR CHILDREN THAT YOU DO NOT HAVE TO STAY WHERE YOU ARE TO PROGRESS. THEY NEED TO KNOW THAT DR. KEITH BLACK GREW UP ON LINCOLN STREET IN THE SUMMERHILL COMMUNITY AND HE IS THE MOST RENOWNED NEUROSURGEON IN THE UNITED STATES TODAY. ANY LITTLE BOY OR LITTLE GIRL THAT CAME FROM AUBURN HAVE DONE GREAT THINGS AND WE NEED TO LET THEM KNOW THAT. WE CAN POINT TO A LOT OF THINGS BECAUSE A LOT OF THE NEIGHBORHOODS HAVE DISAPPEARED . WE HAVE , I HAVE A FRIEND WHO IS 92 YEARS OLD.

HIS MOM USED TO OWN THE TASTY SHOP . HE IS SO EXCITED ABOUT THE MUSEUM HE HAS BEEN DIGGING UP STUFF THAT HIS MAMA HAD AT THE TASTY SHOP. THIS IS A SOURCE OF PRIDE FOR US AND THE CITIZENS OF AUBURN. PLEASE, DO NOT LET MONEY STOP US FROM DOING WHAT WE NEED TO DO. THANK YOU.

>> THANK YOU. WHO IS NEXT? OKAY. WE WILL MOVE AHEAD WITH

[7. CITY MANAGER’S COMMUNICATIONS]

THE CITY MANAGERS COMMUNICATION.

>> UNDER CITY MANAGERS CAN OCCASION THERE IS ONE ITEM OF BUSINESS 11 A THAT IS THE REQUEST FOR THE BEVERAGE LICENSE FOR OCTOBER 17. ON THE DAIS IS ADDITION FOR EXHIBIT .

OUR CITY ATTORNEYS WANTED THAT INCLUDED WITH THE INFORMATION THAT YOU HAVE AS PART OF THE AGENDA ITEM. ITEM 8C. 2 HAS BEEN REMOVED FROM THE AGENDA, WE NEED TO REEVALUATE SPECIFICATIONS OF THAT PARTICULAR FORKLIFT , IT WILL COME BACK BUT NOT IN THIS MEETING. WE ALSO HAVE THE ANNOUNCEMENT OF TWO VACANCIES IN THE PARKS AND RECREATION ADVISORY BOARD FOR TERMS BEGINNING DECEMBER 1ST AND ENDING NOVEMBER 30 , 2028, THE APPOINTMENT WILL BE MADE AT THE

NOVEMBER FIFTH MEETING. >> LET ME JUMP RIGHT IN AND GIVE OUR COMMUNITIES AS MUCH INFORMATION AS POSSIBLE. BOTH OF THESE CURRENT MEMBERS OF OUR PARTS AND REC ADVISORY TEAM HAVE SERVED ONE TERM. ONE OF THESE MEMBERS HAS SERVED A PARTIAL TERM ALONG WITH A FULL-TERM. TRADITIONALLY, THE CITY COUNCIL , THE MEMBERS OF THESE BOARDS HAVE DONE A GOOD JOB, THEY HAVE BEEN VESTED IN THE SHOP FOR THE MEETINGS IN THE CARE ABOUT THE SERVICE AND THE VOLUNTEER THAT THEY PROVIDE FOR THE CITY, THE CITY COUNCIL LOOK FAVORABLY UPON REAPPOINTING THEM, THAT IS NOT A GUARANTEE . I JUST WANT TO BE HONEST AND LET YOU KNOW THEY ARE TWO MEMBERS OF THE COMMUNITY THAT HAVE ONLY SERVED ONE TERM AND IF THEY REAPPLY MORE THAN LIKELY THE CITY COUNCIL WILL LOOK FAVORABLY

[8. CONSIDERATION OF CONSENT AGENDA.]

UPON THEM. WE DO NOT KNOW THAT AT THIS TIME.

>> MAYOR, FIRST ITEM OF BUSINESS IS THE CONSENT AGENDA, DOES ANY MEMBER WISH TO REMOVE AN ITEM AND DEAL WITH IT

INDIVIDUALLY? >> YES, MA'AM 8B. .

>> ANYONE ELSE ? >> YES, I WOULD LIKE TO REMOVE 8C. 4 AND 5 . EIGHT CHARLIE, FOUR AND FIVE.

>> ANYONE ELSE ? >> ITEM 8B. AUTHORIZES A TEMPORARY STREET CLOSURE AND THE INVOCATION OF ENTERTAINMENT DISTRICT TIPOFF AT TUMORS TO BEGIN OCTOBER 1720 24.

>> WE HAVE A MOTION A SECOND. >> I AM NOT AGAINST GETTING TOGETHER AND HAVING A GOOD TIME BUT IF YOU LIKE IT IS A BAD TIME TO CLOSE OFF THE STREETS. WE JUST HAD FIVE HOME GAMES IN A ROW AND THAT PUTS OFFICERS AT A A LOT OF STRESSFUL TIME. I'M THINKING THEY WOULD LIKE TO HAVE WEEKENDS OFF IN OCTOBER.

IF YOU DO, I WILL BE WRONG. I KNOW THE COUNCIL PROBABLY WILL NOT VOTE THE WAY I AM, I DO THINK SERIOUSLY THAT IT IS A OPEN VENUE AND THE WAY THE CLIMATE IS IN THE COUNTRY I DO NOT THINK IT IS A SMART THING TO DO. I THINK IT COULD BE MORE CONTROLLED IN AN ARENA OR A BUILDING WHERE YOU CAN KEEP IT CONTROLLED. YOU ARE NEVER TOTALLY SAFE ANYWHERE BUT IT IS JUST HARD TO KEEP UP ONLY OPEN VENUE SAFE. THANK YOU FOR YOUR

TIME. >> THANK YOU, CHIEF. ANYONE

[00:25:02]

ELSE LIKES >> WHAT EXACTLY IS A ENTERTAINMENT DISTRICT TIPOFF?

>> IT WILL BE THE BASKETBALL TEAM WILL GIVE A PREVIEW TO THE SEASON AT A COURT PLACED AT TUMORS CORNER WE HAVE TO CLOSE THE STREETS THE NIGHT BEFORE TO DO THAT AND THERE IS A CONCERT FOLLOWING THAT EVENT A FREE CONCERT OF A MAJOR COUNTRY MUSIC ACT WILL PLAY A CONCERT THAT EVENING TOTALLY FUNDED BY THE ATHLETIC DEPARTMENT AND BASKETBALL. IT IS A FULL STREET CLOSURE. THE ENTERTAINMENT DISTRICT MEANS DURING TIMES THAT WE ESTABLISH YOU CAN WALK AROUND WITH ALCOHOL , ONLY ALCOHOL PURCHASE FROM DOWNTOWN BUSINESSES , NOT BRING YOUR OWN BEER IN, NOT ANYWHERE ELSE BUT FROM THE DOWNTOWN TO STREET CLOSURE AND RETURN IF YOU ARE BUYING FOOD OR BEVERAGE, PARTICULARLY BEVERAGE IT HAS TO COME FROM THAT AREA. THERE IS A SEPARATE ITEM, ITEM 11 A FOUR SEPARATE ALCOHOL LICENSE THAT HAS TO DO WITH UNIVERSITY PROPERTY FOR THE VIP AREA THAT IT WILL NOT BE SOLD AS PART OF THE VIP PACKAGE. THAT ALCOHOL

HAS TO STAY ON CAMPUS . >> IS IT NECESSARY THAT THE OFFICERS HAVE TO BE THERE? OR CAN THEY GET SECURITY ?

>> AUBURN POLICE WILL BE INVOLVED WITH THE STREET CLOSURE ALL THE WAY UNTIL THE STREETS REOPEN AND THERE WILL BE VARYING AMOUNTS OF POLICE OFFICERS DEPENDING ON THE TIME OF DAY WITH SETUP AND TAKEDOWN . AS THE CROWD GROWS THERE WILL BE MORE POLICE , A LOT OF SECURITY SWEEPS SIMILAR TO THAT OF GAME DAY AROUND THE STADIUM, SAME TYPE OF SECURITY WILL BE IN FORCE. DIRECTOR MATTHEWS, DO YOU HAVE ANYTHING TO ADD ?

>> STREET CLOSURE WILL BE STAGED AS WELL. WE WILL HAVE A INTERNAL STREET CLOSURE FOR THE STATES TO BE BUILT EARLY ON AND AS THE DAY PROGRESSES WE WILL BUILD OUT THAT STREET CLOSURE FOR THE ENTIRE CORNER AS PEOPLE START TO COME INTO THAT SPACE AND PARTICIPATE IN ALL OF THE EVENTS. AS WE INCREASE THAT CLOSURE SITE WE WILL INCREASE THE POLICE PRESENCE.

>> YES, SIR . >> I UNDERSTAND THE BASKETBALL ARENA WILL BE BUILT IN THE SAME PLACE IT HAS BEEN PREVIOUS

YEARS. >> THE STATES WILL BE ON WEST

MAGNOLIA JUST OFF THE CORNER. >> WILL THE CONCERT BE ON

SANFORD LAWN? >> IT'S ON THE STREET ON WEST MAGNOLIA FACING TOOMER'S CORNER . THE STATES WILL BE

FACING THE BAR. >> THE STAGE IS WHERE IT HAS BEEN PREVIOUSLY RIGHT IN THE MIDDLE OF THE CORNER AND JUST TO THE WEST OF THE STAGE, ALMOST TOUCHING IT , THE COURT IS THE STAGE FOR THE PERFORMANCE AND THE COURT TURNS

INTO A VIEWING AREA. >> YOU MEAN THE EAST ? THE COURT IS TO THE EAST OF THE STAGE?

>> CORRECT PRINT >> IT SITS IN TOOMER'S CORNER PROPER WERE IT HAS BEEN THE PAST TWO TIMES IN THE STATES WILL BE WEST BETWEEN WHATABURGER AND SOUTHEASTERN BAR SITTING ON MAGNOLIA STREET FACING TOOMER'S CORNER .

>> SINCE IT IS A UNIVERSITY SPONSORED AND PAID FOR EVENT WHY IS IT NOT ON THE UNIVERSITY SIDE ?

>> THEY REQUESTED TO DO THIS AT TOOMER'S CORNER . THE ATHLETIC DEPARTMENT DID. THE REQUEST IS COMING FROM ATHLETICS ,

PARTICULARLY BASKETBALL. >> ON ALL FOUR TIPOFF ON THE CORNER , I'M JUST NOT SURE ABOUT THE CONCERT THE CITY STREETS VERSUS CONCERT ON SANFORD LAWN WHERE THE

UNIVERSITY HAS CONTROL. >> IT IS ONE THE SAME FOR POLICE IN TERMS OF AN OUTDOOR CONCERT AND BEING HANDLED ANYWHERE ON CAMPUS OR ON OUR STREETS. WE WILL FUND THE PUBLIC WORKS TEAM, WE WILL FUND THAT ASPECT OF CLEANUP, WE ARE NOT PAYING FOR PORTER PARTIES, THE STREET CLOSURE IN THE WEAR-AND-TEAR OF OFFICERS WILL BE FUNDED BY THE EVENT ITSELF.

WHEN I SAY UNIVERSITY I WANT TO BE CAREFUL THE EVENT ITSELF HAS

TO FUND ALL THAT. >> I GUESS I WAS UNDERSTANDING THAT THE OFFICERS WERE TIRED FROM THE FIVE GAMES . WITH THAT BEING SAID , IS IS MANDATORY ? OR IS IT THEIR CHOICE?

[00:30:03]

>> I WILL LET DIRECTOR MATTHEW SPEAK TO THAT. COUNCILPERSON DAWSON IS CORRECT, THIS IS FIVE WEEKENDS IN A ROW WITH 100% OF THE POLICE FORCE WORKING FOR PAUL AND HELP FROM AREA AGENCIES. WE KNEW ABOUT THIS EVENT SOME TIME AGO AND EVENT WAS HOPING TO BE IN THE MONTH OF SEPTEMBER AND I WILL LEAVE IT AT THAT AND WE ASKED IF HE MOVED TO OCTOBER WHEN WE DO NOT HAVE HOME FOOTBALL GAMES TRYING TO BE ACCOMMODATING TO THE EVENT. OUR OFFICERS MAY HAVE TO WORK THE EVENT TO GET IS BASED ON THE FIVE-GAME HOMESTRETCH AS BEST AS WE COULD ACCOMMODATE

THE EVENT. >> THAT IS CORRECT STAFFING IS MANDATORY. NOT NECESSARILY MANDATING A CERTAIN OFFICER .

WE WILL HAVE MINIMUM STAFFING AT DIFFERENT TIMES OF THE DAY THAT WILL HAVE TO BE COVERED REGARDLESS IF THEY ARE VOLUNTEERED ARE BEING TOLD TO WORK. WE DO HAVE MINIMUM STAFFING STANDARDS AND IT FLUCTUATES DURING AN EVENT.

>> WILL BE VOTING FOR? TO PRAY STREET CLOSURE OR VOTING FOR

OFFICERS? >> TEMPORARY STREET CLOSURE AND THE ENTERTAINMENT DISTRICT, THAT'S IT.

>> I UNDERSTAND THIS RUNS FROM MIDNIGHT ON WEDNESDAY TO OH 200

APPROXIMATELY FRIDAY MORNING. >> CORRECT. WE DEPLOY BARRICADES AND DO ALL THOSE THINGS. CORRECT I WILL REMIND EVERYONE WHO IS LISTENING, THIS NEWS AS IT IS WITH ALL HOME FOOTBALL GAMES, WE ARE COVERING OUR REGULAR BEATS THROUGHOUT THE CITY, FULL PATROL, FULL STAFF IS THERE TO SERVE THE CITIZENS OF AUBURN. IT IS ADDITIONAL PEOPLE DEPLOY TO DO THOSE THINGS. I WAS GET QUESTIONS, WE FULLY SUPPORT THE ENTIRE CITY WHILE THESE THINGS ARE GOING ON , PLUS WE DO EVENTS WITH FOOTBALL . THAT IS WHY CHIEF DAWSON WAS REFERRING

TO SOME EXHAUSTION. >> MEGAN, THIS IS THE FOURTH TIME THAT TIPOFF AT TOOMER'S HAS OCCURRED?

>> I BELIEVE IT IS THE THIRD TIME.

>> WE HAD A RAINOUT. >> YES A TROPICAL STORM GOT IN THE WAY. TO POTENTIALLY THE THIRD TIME WE HAVE HAD TO SEE

THAT. >> THIS IS THE BRAINCHILD OF OUR BASKETBALL COACH , WHO HAS HAD A SUCCESSFUL CAREER AND HAS CHANGED THE TRAJECTORY OF THE PROGRAM. IT WILL BE HIGHLY PUBLICIZED AND HIGHLY CARRIED AND PROBABLY A LOT OF PEOPLE HERE WHO HAVE A FUTURE INTEREST IN AUBURN BASKETBALL AS WELL AS THE CURRENT INTEREST. THE WOMEN'S PROGRAM ALSO PARTICIPATES. IT IS AN OPPORTUNITY FOR THEM TO BE INTRODUCED AND TO SHINE IN FRONT OF THE CITIZENS. I KNOW THIS IS A HEAVY LIFT FOR OUR POLICE OFFICERS AND I RECOGNIZE THAT. THE CONCERT PIECE IS NEW THAT THEY WANTED TO INTRODUCE THIS YEAR. THE CONCERT WILL ONLY LAST AN HOUR?

>> IS SCHEDULED TO BE OVER WITH BEFORE 10:00 P.M..

>> THERE HAS BEEN A LOT OF COMMUNICATION AND PLANNING AROUND THIS. I CERTAINLY RESPECT EVERYTHING YOU SAID ,

CHIEF. >> I AM NOT AGAINST THE COACH I APPRECIATE ALL HE HAS DONE. I AM WHO I AM IF I THINK IS NOT RIGHT I WILL SAY IT. I DON'T KNOW MUCH , I KNOW SOMETHING ABOUT RUNNING SECURITY FOR THIS TOWN , I HAVE DONE FOR LONG TIME. YOU'RE NOT GOING TO CONVINCE ME THAT IT IS SAFER TO GET A OPEN VENUE WITH ALL THE CROWD. THIS IS NOT A GOOD TIME TO DO IT. IF I OFFEND ANYBODY, YOU BE OFFENDED. I WILL ALWAYS LOOK OUT FOR THE CITIZENS OF AUBURN LIKE I HAVE DONE AND I DON'T THINK IT IS A GOOD IDEA TO HAVE A OPEN VENUE IN THIS

COUNTRY. >> ANYONE ELSE?

>> COULD WE HAVE A SHORT RUNDOWN OF THE EVENTS? WHAT I GOT IS SHOPPING ALL DAY LONG UP UNTIL 5:30, THE FIRST FORMAL EVENT WE HAVE A COKE FUN ZONE.

>> I APOLOGIZE IT IS THE UNIVERSITY'S EVENT. TO BE CLEAR, IT IS NOT THE CITY'S EVENT. THERE IS A SCHEDULE OUT ONLINE AND A TIPOFF ON THE TOOMER'S WEBSITE BUT FROM

THERE I DON'T HAVE THE EVENTS. >> THE PEOPLE WHO BENEFIT OUT OF THIS, I GUESS THE WHOLE TOWN BENEFITS IN PUBLICITY AND THE UNIVERSITY BENEFITS. I WONDER IF THE MERCHANTS BENEFIT IN SALES AND IF THIS MEANS A LOT TO THEM. I DON'T KNOW I DID

NOT PULL THEM. >> THE MAYOR ENSURE THE

[00:35:05]

CHECKING WAS DONE WITH THE MERCHANTS PRIOR .

>> THEY SPEND TIME WITH THE DOWNTOWN MERCHANTS INSULATION AND WE DISCUSSED THIS. CERTAINLY THEY WERE ON BOARD WITH HOSTING THIS EVENT, THEY WERE COMFORTABLE WITH THAT. I MET WITH THE DOWNTOWN MERCHANTS ASSOCIATION A COUPLE TIMES THIS IS BECAME MORE FORMAL AND SHE SAID THEY ARE GOOD TO GO.

>> IF I MAY COME MR. MAYOR. I DON'T LIKE BEING PUT IN THIS POSITION, PARTICULARLY. I APPRECIATE THE COMPLEX CITY OF SCHEDULING. IT SEEMS LIKE THERE IS AN EXPECTATION THAT WE WILL GO AHEAD AND PASS THIS THING GIVEN THE FACT THAT SIGNIFICANT PLANNING HAS ALREADY TAKEN PLACE ON THE ASSUMPTION THAT WE WILL PASS THIS. I AM NOT IN PRINCIPLE OPPOSED TO IT, I JUST DO NOT LIKE THE ORDER OF OPERATIONS. THAT'S ALL I HAVE

TO SAY >> ANYONE ELSE?

>> I KNOW OUR OFFICERS CAN HANDLE THE EVENT, THAT'S NOT WHAT I'M SAYING , I'M JUST SAYING IT IS DANGEROUS TO HAVE A OPEN VENUE YOU CANNOT PROTECT IT LIKE YOU CAN AND ARENA OR STADIUM, YOU CAN'T DO IT. I WOULD NOT GO ANY FURTHER BECAUSE I DID NOT WANT TO TELL SOMEONE TO DO SOMETHING BECAUSE I DO HAVE SOME SERIOUS CONCERNS ABOUT SAFETY. I'M NOT TRYING TO BE DIFFICULT ABOUT THE EVENT. I FEEL LIKE IT IS MY DUTY TO WARN CITIZENS THAT IT COULD BE DANGEROUS. I PRAYED THE GOOD LORD BLESSES IT AND THERE ARE NO PROBLEMS AT ALL.

FREE CONCERT AND FOLKS COMING FROM EVERYWHERE TO HEAR THE CONCERT I JUST DON'T FEEL GOOD ABOUT IT.

>> ANYONE ELSE? >> I WOULD LIKE TO ECHO COUNCILMAN PARSONS COMMENTS THERE IS A WEBSITE OUT THERE MET WITH SCHEDULED EVENTS , THEN THEY COME ALONG ASKING US AT THE 11TH HOUR TO BLOCK THE STREETS. I HAVE A PROBLEM WITH THE EVENT OR ANYTHING ELSE BUT THE UNIVERSITY AND THE CITY NEEDS TO DO MORE PLANNING. THEY SEEM TO KNOW ABOUT IT FOR MONTHS AND I DON'T KNOW WHY WE ARE LOOKING AT THIS LAST MINUTE WITH A DO OR DIE OPERATION. DON'T APPRECIATE, AS YOU SAID,

BOB BEING PUT IN THE POSITION. >> IT CERTAINLY WAS NOT THE STAFFS DOING GREAT I WANT TO BE CRYSTAL CLEAR TO THE CITY COUNCIL. I HAD ZERO CONTROL OVER THE TIMING AT THE TIME WE FOUND OUT IT WAS A GO, WE WERE NOT PREPARED TO PUT THIS ON THE COUNCIL AGENDA THE NEXT DAY. IT DID GET ANNOUNCED PRIOR TO THAT. ARE NORMAL MO IS TO PUT THIS IN THE RESOLUTION THAT GOES WITH EVERYTHING ELSE IN THE MONTH OF MARCH. WE DID NOT HAVE AN INDICATION AT THAT TIME. I RESPECT WHERE ALL OF YOUR COMING FROM, NOT MY PREFERENCE EITHER AND I RESPECT THE COMMENTS AND CONCERNS YOU HAVE RAISED. BUT I ALSO DO NOT WANT THE STAFF , PLANNING WENT ON WITH VERY LITTLE INPUT FROM THE STAFF. ONCE THE WEBSITE WAS CREATED IS WHEN I LEARNED ABOUT THE EVENTS. I HAD A BIG PICTURE IDEA BUT WE HAD TO RELY ON THE POLICE DEPARTMENT AS OUR LIAISON. UNTIL THE TALENT WAS A GO, THIS WAS NOT A GO. I THINK DULY NOTED AND A LOT HAS BEEN SAID OF WHAT YOU ARE SAYING AND I APPRECIATE YOUR SENTIMENTS AND WE WILL PASS THAT ALONG TO I DON'T LIKE TO THINK THAT MY STAFF HAS BEEN PLANNING THIS WITHOUT THE CANCEL NOT KNOWING

HOW TO OPERATE. >> I WOULD LIKE TO THANK THE JOB YOU AND YOUR STAFF DID. I DO APPRECIATE YOU GOING TO BAT FOR US GETTING IT MOVED TO OCTOBER.

>> WE ARE DEEPLY APPRECIATIVE OF THE EVENT , WE JUST HAD A TIMING CHALLENGE THAT WE WISH WAS DIFFERENTLY.

>> FIRST OF ALL , THE RESOLUTION IN MARCH, FOR SOMETHING TO PUT ON YOU WE WOULD NEED AN EXACT DATE .

>> YOU CAN AUTHORIZE ME TO DO SO AND THAT RESOLUTION AND SOMETIMES WE DO NOT HAVE AN EXACT DATE. WE CALL IT OUT AT A TIME AND DATE TO BE DETERMINED AND THE CITY MANAGER WILL

AUTHORIZE. >> AT THAT TIME WE HAD NO IDEA.

>> WE DO COORDINATE THINGS IN OUR STAFF TALK AND TO SOME POINTS THAT THE MAYOR MADE , WE TRIED TO BE SUPPORTIVE OF THE UNIVERSITY AND ATHLETICS ARE BIG ECONOMIC ENGINE , WE WORK

[00:40:03]

WELL TOGETHER. WE HAVE GREAT PEOPLE TRYING TO DO THIS THE RIGHT WAY AND TIME GOT AWAY FROM EVERYONE. DULY NOTED EVERYTHING YOU HAVE TO SAY GREAT

>> I THINK EVERYONE HAS MADE GREAT COMMENTS. I HAVE A WAY OF UNDERSTANDING OF BEING ASKED TO DO THIS IN THE FUTURE AND I APPRECIATE EVERYTHING YOU ALL SAID TONIGHT. ANYONE ELSE? WE HAVE A MOTION AND A SECOND. ALL IN FAVOR PLEASE SAY AYE. IN

YOUR POST ? ANY OPPOSED. >> ITEM 8C. FOUR ISSUES A 2024 RAM 1500 QUAD CAB 4 X 4 TRUCK FOR THE AMOUNT OF $48,046.60.

>> I HAVE A MOTION IN THE SECOND. MR. GRISWOLD .

>> THANK YOU , MR. MAYOR. I NOTICED THIS ITEM AS WELL AS AN EXCELLENT ARE BOTH EXPENSIVE PURPOSES MEANING WE ARE GOING TO ADD TO OUR OVERALL FLEET. I DROVE BY AROUND RESOURCE MANAGEMENT AROUND 3:00 AND THERE WERE NO FEWER THAN 17 PICKUP TRUCKS IN THE PARKING LOT. I HAVE CONCERNS ABOUT PURCHASING ADDITIONAL VEHICLES, THIS HAPPENS TO BE $48,000 IN THE NEXT 150 $2000 WHEN WE COULD MAKE DO WITH WHAT WE HAVE AND BETTER UTILIZATION OF EXISTING RESOURCES. I INTEND TO VOTE NO ON BOTH OF THESE ITEMS FOUR AND FIVE.

>> ANY OTHER COMMENTS ? WE HAVE A MOTION AND THE SECOND. ALL IN FAVOR PLEASE SAY AYE . ANY OPPOSED?

>> ITEM 8C. FIVE AUTHORIZES THE 2020 4F 4150 4 X 4 TRUCK FOR THE PUBLIC SAFETY ADMINISTRATION EMERGENCY SERVICES IN THE AMOUNT OF $52,496.

>> WE HAVE A MOTION IN A SECOND MR. GRISWOLD.

>> SAME COMMENTS. >> ANYONE ELSE? ALL IN FAVOR PLEASE SAY AYE . ANY OPPOSED? MOTION CARRIES. WE HAVE A MOTION TO APPROVE THE BALANCE OF THE CONSENT AGENDA.

>> A MOTION IN THE SECOND. ANY OTHER QUESTIONS OR COMMENTS? ALL IN FAVOR PLEASE SAY AYE . ANY OPPOSED? CONSENT AGENDA

SECOND. ANY QUESTIONS? >> I WANT TO BE REALLY CLEAR THAT THE APPLICANT HAD ZERO ERROR THIS WAS AN ERROR ON THE STAFF PART AND THERE WAS NO WAY TO FIX THIS UNTIL WE GO BACK TO THE PROCESS. APPLICANT HAD ZERO PART OF THIS.

>> WHAT WAS THE MISTAKE? >> THE WRONG ORDINANCE ACCOMPANIED THIS AGENDA, FLAT OUT WRONG PROPERTY. THE FIRST TIME THIS CAME UP TO THE COUNCIL SOMETHING INADVERTENT HAPPENED AND IT WAS CAUGHT WHEN WE WENT TO EXECUTE THE ORDINANCES AS WE DOUBLE CHECKED THINGS . I APOLOGIZE FOR THAT ERROR ON OUR BEHALF BUT WE HAD TO REDO IT

>> THE CONDITIONS OF THE CORRECTED PROPERTY ARE THE SAME

? >> EVERYTHING IS THE SAME AND THE APPLICANTS HAD NOTHING TO DO. THESE OTHER ONES ON WINTER HAWK YOU HAD VERY LITTLE DISCUSSION ABOUT. THE NEXT ONE WE WILL GET TO IN A MINUTE IS RUNG UP IN IT. THE SECOND ONE NEEDS THE FIRST WANT TO BE OFFICIALLY ANNEXED BEFORE YOU

COULD DO THAT ONE. >> ANY OTHER QUESTIONS?

>> I WILL INTRODUCE THE ORDINANCE AND ASK FOR UNANIMOUS

>> YES, MR. MAYOR , I HAVE A QUESTION. ON THE MAP HERE IT SHOWS AN AREA OF GREEN, IS THAT THE PROPOSED NEW OPTIMAL BOUNDARY ? I HAVE NOT SEEN THAT ON PREVIOUS , THERE IS NO KEY ON THE MAP AS TO WHAT IT REPRESENTS.

>> THAT IS CORRECT. THAT IS THE PROPOSED ADDITION TO THE BOUNDARY EXTENDED TO ALL THE LOTS IN WINTER HAWK DRIVE AND THE EXCLUSION OF THE TWO LOTS , THOSE TAKE ACCESS OFF OF LEE ROAD INSTEAD OF WINTER HAWK DRIVE AND THAT IS WHY THEY ARE EXCLUDED FROM THE ADDITIONS OF THE PROPOSED BOUNDARY CHANGE.

>> AT WHAT POINT WILL WE FORMALIZE THIS NEW OPTIMAL

BOUNDARY >> WE ARE WORKING TO PUT TOGETHER THE FUTURE LAND USE . WE ARE GETTING THAT TO THE PLANNING COMMISSION IT ONCE IT GOES THROUGH IT WILL NEED TO BE PUBLISHED AND THEN IT WILL COME TO COUNSEL FOR CONSIDERATION.

>> IT WILL HIT THE NOVEMBER PLANNING COMMISSION?

>> YES. POSSIBLY . OCTOBER, NOVEMBER .

[00:50:04]

PROJECTS THAT HAVE BEEN PROPOSED. THIS CAME UP, I THINK, IN 2019 OR 2020 SOMETHING WHEN WE DISCUSSED THIS . I GUESS IT WAS PUT ON THE TABLE FOR ADDITIONAL SPLASH PAD , LIBRARY , CULTURE CENTER AND WHAT WAS THE OTHER ITEM?

>> RECYCLE CENTER. >> RECYCLE CENTER. AT THE TIME , I THINK WHAT HAPPENED DURING THE TALK , IT WAS PROPOSED FOR THE CULTURE CENTER AND OTHER ITEMS . IT WAS GOING TO BE A NEW EDITION ADDITION TO THE . IN THE LAST CITY COUNCIL MEETING, I THINK I ASKED THE QUESTION, WAS THIS COST INCLUDED ? WASN'T GOING TO THROW US OFF BUDGET OR KEEP US IN? YOUR RESPONSE , MEGAN , WAS THUSLY

>> IT WAS INCLUDED IN THE BUDGET THAT YOU HAD ADOPTED.

THAT IS CORRECT. >> SO WITH THE COST ARE WE STILL UNDER BUDGET , ARE WE AT BUDGET OR OVER?

>> YOU ARE UNDER. >> UNDER BUDGET. I THINK WE SHOULD INCLUDE THIS. I'M VOTING TO INCLUDE THE AMENDED AMOUNT TO ADD THE CULTURE CENTER.

>> >> SONNY I THINK YOU WANTED TO

COMMENT AS WELL. >> I APPRECIATE THOSE WHO SPOKE IN FAVOR OF THIS TONIGHT. WE ARE NOT SURE AS A GROUP THE USE OF THIS FACILITY. WE APPRECIATE THE PASSION AND THE NEED. THANK YOU VERY MUCH FOR YOUR COMMENTS. THINK EVERYBODY UP HERE IS IN FAVOR OF SUCH A FACILITY ON THIS SITE, SPEAKING FOR THE GROUP AND I DO NOT HAVE THAT AUTHORITY. MY GUT FEEL IS WE ARE ALL VERY MUCH IN FAVOR OF THIS. WE WANT TO GET THE JOB DONE, WE WANT TO INSTILL PRIDE AND SPIRIT IN OUR COMMUNITY EVERY WAY WE CAN. THE QUESTION I ASK IS , WILL THE FACILITY HANDLE THE NEED ? THERE IS ALSO A COST CONSIDERATION. NOT COST FOR SPENDING THE MONEY, BUT IS IT MONEY WISELY SPENT? IS THIS THE FACILITY THAT WE WANT? SPECIFICALLY , WE HAVE GOTTEN FIGURES FROM CITY STAFF AND CITY MANAGER ON THE COST OF THE LIBRARY WHICH IS $385 PER SQUARE FOOT , WHICH IS FINE WITH IT IS GOOD AND THE CULTURAL CENTER, I THINK IF MY MATH IS IN THE BALLPARK IS AT LEAST $550 PER SQUARE FOOT , A COUPLE HUNDRED DOLLARS PER SQUARE FOOT MORE. FOR SOMETHING THAT IS NOT QUITE AS BIG AS MY HOUSE WHICH IS NOT THAT BIG, IT IS 1.2 MILLION . IT IS STARTLINGLY EXPENSIVE TO DO THIS PROJECT, BUT IT IS A GOOD PROJECT. I'M NOT OPPOSED TO THE PROJECT, I JUST WANT TO DO THE WISE THING AND TAKE CAREFUL STEPS. I KNOW OTHER PEOPLE HAVE COMMENTS THEY WANT TO MAKE.

>> THANK YOU. >> IS THAT COST PER FOOT COMPARABLE TO SIMILAR BUILDING PROJECTS THAT ARE CONSTRUCTED WITH THE SAME COMMERCIAL STANDARD AROUND THE SAME SIZE?

>> PROBABLY NOT A QUESTION WE CAN ANSWER TONIGHT BECAUSE WE DO NOT TYPICALLY BUILD BUILDINGS LIKE THIS. THE CITY AND THE UNIVERSITY PAY A PREMIUM, THE CITY SCHOOLS DO.

WE HAVE CERTAIN BUILDINGS THAT WE PROBABLY HAVE THE LEAST EXPENSIVE BUILDING STANDARDS COMPARED TO THE UNIVERSITY AND THE SCHOOLS BECAUSE WE ARE NOT GOING THROUGH STATE BUILDING COMMISSION THE SAME WAY. THE COMMERCIAL NATURE OF THE STRUCTURE I THINK IT IS DESCRIBED AS COMMERCIAL RESIDENTIAL STRUCTURE. WE HAD MORE PROGRAM MANAGEMENT ALONG THE WAY , WE ESTIMATED THE COST TO BE HIGHER THAN THIS . BY

[00:55:03]

SEVERAL HUNDRED THOUSAND DOLLARS. IT IS THE NATURE OF BUILDING THE BUILDINGS A CERTAIN WAY AND IT IS A REPLICA OF A SCHOOL SO IT HAS ARCHITECTURE TO IT. WE ALSO PAY A PREMIUM FOR THE FACT THAT YOU HAVE TO JUMP THROUGH ALL OF OUR BIDDING HOOPS AND INSURANCE HOOPS. IT IS A LITTLE UNFAIR AS COMPARED TO THE PRIVATE SECTOR BUILDING. COULD I TELL YOU THAT WE COULD GET ANOTHER DEAL IF WE BID THIS LATER? WE HAVE TO RE-MOBILIZE, WE HAVE DEFENSE OFTEN AREA WE HAVE TWO-STAGE EQUIPMENT AND DO ALL THOSE THINGS, WE WOULD ALSO HAVE TO DO THAT IF WE BUILD A GYMNASIUM ON THE SITE. THAT IS JUST PART OF IT. IF YOU DO NOT DO THIS NOW IT WOULD BE ABOUT TWO YEARS BEFORE WE CAN START CONSTRUCTION. IT IS ROUGHLY A YEAR AND A HALF TIME FRAME. BY THE TIME WE GET TO RAINY WEATHER OR OTHER THINGS THAT COULD HAPPEN I IMAGINE IT WOULD BE TWO YEARS FROM NOW BEFORE WE GET THE LIBRARY AND THE SPLASH PAD OPEN. IT COULD HAPPEN SOONER.

>> IT WOULD BE POSSIBLE TO MOVE FORWARD WITH THE LINCOLN DONAHUE PROJECT , OR WOULD IT BE POSSIBLE AND HAVE THE ELECTRICAL AND WATER WHERE WE COULD BUILD ON THAT SITE ?

>> A COUPLE OF THINGS IS THE ENTIRE PACKAGE FOR THE SITE IS MASSIVE. IF YOU HAVE EVER SPENT TIME OUT THERE LOOKING AT THE GRADE IT IS A BIT UP-AND-DOWN. ONE OF THE BIG CHALLENGES WITH THIS WHOLE PROJECT HAS BEEN THAT , HE WAS SEEN A PACKET IT IS NEARLY $7 MILLION WORTH OF SITE WORK AND THAT INCLUDES PARKING LOTS AND OTHER THINGS. THE CITY ENGINEER CAN SPEAK TO

PATTING THE SIDE OUT. >> WE ARE STUBBING THE

UTILITIES. >> ALREADY IN THE PACKAGE OF THE BASE BID IS ALL OF THOSE THINGS . WE ARE ANTICIPATING AT SOME POINT THERE WOULD BE A BUILDING HERE.

>> GOING BACK TO COST, WHAT ADDITIONAL COST , THIS MAY BE A DIFFICULT QUESTION TO ANSWER, DO WE ANTICIPATE IF THE CULTURE CENTER IS APPROVED FROM AN OPERATIONAL STANDPOINT ?

>> WE WILL HAVE OPERATING COSTS ASSOCIATED WITH IT IT WE HAVE NOT ESTIMATED THE 2000 SQUARE FOOT BUILDING SO IT IS FAIRLY INEXPENSIVE IT WILL BE BUILT TO MODERN STANDARDS. ELSEWHERE AROUND THE CAMPUS OUR COMMUNITY CENTER ASSOCIATED GYMNASIUM BECAUSE OF THE AGE OF THE FACILITY THAT IS A PRETTY HISTORIC SCHOOL WE ARE TRYING TO MAKE IT MUCH MORE ENERGY EFFICIENT. THE ADVANTAGE TO THIS BUILDING AND BEING BUILT TO MODERN STANDARDS IS I DON'T EXPECT HIGH ENERGY COST BECAUSE IT HAS PROPER INSULATION AND SO ONE. RIGHT NOW BASED ON THE PROBLEMATIC THINGS WE HAVE LIKELY DISCUSSED AND HAVE BEEN DISCUSSING SINCE 2019, I WAS NOT ANTICIPATING ADDING A STAFF MEMBER. THE LIBRARY WILL BE ADJACENT TO THIS AND WE HAVE AN EXISTING LIBRARY STAFF. WE HAVE NOT TALKED TO YOU ABOUT THE FULL RAMP-UP OF THAT AND WHY WE HAVE A PLAN FOR THAT. WE ARE STARTING OUT WITH SMALLER STAFF. CYNTHIA LEDBETTER, OUR NEW LIBRARY DIRECTOR IS HERE. SHE HAVE BEEN INVOLVED IN THE PROCESS , SHE HAS WORKED WITH THE CITY FOR 20 YEARS AND HAS A LONG HISTORY WITH OTHERS BEFORE THAT. SHE IS KEENLY AWARE WE HAVE A PLAN. A LOT OF THE LIBRARIES ARE NOT ONLY TALENTED BUT THEY ARE HISTORY MAJORS AND THEY DID RESEARCH. WE WILL SEE HOW THAT GOES AS WE WOULD RAMP UP AND HAVE THE ABILITY TO STAFF THIS. I AM NOT ANTICIPATING WHEN WE TALK ABOUT , THAT IS A $1.33 MILLION A YEAR OPERATING COST OR THE ATHLETIC FIELD AND A HUGE COMMUNITY CENTER, THIS IS 2000 SQUARE FEET ADJACENT TO A NEARLY 22,000 SQUARE FOOT CITY FACILITY THAT WILL HAVE STAFF THERE. I ANTICIPATE THAT WE WILL NOT HAVE HUGE STAFF EXPENSES OUT OF THE GATE WITH

THIS. >> FROM A PROGRAMMATIC STANDPOINT WE ANTICIPATE HAVING A LIBRARY STAFF TAKE ON THAT

ROLE . >> CORRECT. WE ALSO HAVE COMMUNITY SERVICE TEAM THAT HAS BEEN HEAVILY INVOLVED THIS ENTIRE TIME ON THE OTHER SIDE OF THE COMPLEX. OTHER DEPARTMENTS ARE INTERESTED. AT THE END OF THE DAY, THE LIBRARY IS THE MOST LOGICAL GROUP TO DO THE MOST, THEY DO A LOT OF PROGRAMMING AND AUBURN CITY SCHOOLS AND THEY HAVE THIS CONNECTIONS IT IS SUPPOSED TO BE A MULTIFACETED THING COUPLED WITH VOLUNTEERS AND I IMAGINED I WOULD NOT CALL IT, IT IS TOO SMALL FOR -- BUT WE WILL HAVE VOLUNTEERS THAT WILL COME AND SPEAK TO GROUPS OF PEOPLE AND OFFER THEIR TIME AND TALENT.

YOU HEARD FROM ONE TONIGHT WHO KNOWS A LOT ABOUT THE HISTORY OF AUBURN AND ABOUT THE NEIGHBORHOOD AND THERE ARE A

[01:00:03]

TON OF OTHER PEOPLE. I IMAGINE WE WILL RELY ON VOLUNTEERS TO

HELP US. >> THAT ROLLS INTO ANOTHER QUESTION I IS MY UNDERSTANDING THAT THAT DESCRIBE THE INTENT OF THE CULTURAL CENTER AND SOME OF THE COOL THINGS THAT IT WOULD HAVE . GOING THROUGH A FEW OF THESE , A ARCHIVE WAS DESCRIBED AS A UNIQUE RESOURCE OF HISTORY OF AFRICAN AMERICANS AND THAT ARCHIVE WOULD INCLUDE COLLECTIONS OF DOMINANT FAMILIES AND PIONEERS , CHURCHES AND SOCIAL ORGANIZATIONS. THE QUESTION HERE IS, DO WE CURRENTLY PHYSICALLY HAVE SUCH COLLECTIONS? ARE WE GOING TO START A ACQUIRING THEM?

>> THIS WAS A PLAN OUTLINED IN 2019 AT THE BEGINNING AND IT NEVER GOT FULLY FLESHED OUT . WE WOULD NEED A COMMITTEE THAT THE COUNCIL APPOINTED PEOPLE TO FINALIZE THAT ASPECT. THESE ARE ALL THE IDEAS . WHEN THIS PROJECT CAME ABOUT MARY ANDERSON AND CHIEF DAWSON WERE INVOLVED IT WAS PARKSIDE THAT WAS ALSO MENTIONED , THESE WERE THE IDEAS THAT WERE FLOATED AT THE TIME OF ALL THE TYPES OF THINGS THAT COULD BE DONE. NONE OF THEM WERE FINALIZED OR TAKEN FURTHER.

>> WE WOULD HAVE TO AS FAR AS THE ARCHIVE GOES , THE LIBRARY STAFF WOULD NEED TO GO OUT AND COLLECT .

>> YES, EITHER A STEERING COMMITTEE THAT YOU APPOINT OR EVENTUALLY A BOARD, EVENTUALLY A BOARD WOULD HELP MAKE THE

DECISION. >> IT'S LIKE THE SAME REFERENCE OF THE LIBRARY AND THE EDUCATIONAL PROGRAMS THAT ARE DESIGNED TO RAISE SOCIAL CONSCIOUSNESS . WOULD THERE BE, SINCE WE CURRENTLY DO NOT HAVE ARCHIVES AND WE DO NOT HAVE A PHYSICAL REFERENCE LIBRARY AT THIS TIME , WOULD THERE BE SPACE IN THE NEW LIBRARY TO ACCOMPLISH, AT LEAST INITIALLY, TO ACCOMPLISH THESE GOALS AND TO SORT OF KICKSTART THIS?

>> I WOULD NOT SAY. THE WAY THE NEW LIBRARY IS PROGRAMMED THERE IS NOT A SPECIFIC SPACE SET OUT FOR THIS . CYNTHIA CAN HELP ME IF I'M OFF TRACK. IT SET OUT FOR COLLECTIONS AND SO ON BUT THERE WAS NOT SPACE SET ASIDE, THERE IS MEETING ROOM SPACE AND OTHER THINGS BASED ON THE DESIRES OF PEOPLE TO THE LIBRARY MASTER PLAN. IT WAS NOT CONTEMPLATED HERE. COULD LIGHT WORK GO ON THE BACK OF THE HOUSE SIDE OR THE MAIN BRANCH,

IT IS POSSIBLE. >> NOT SOMETHING WE WOULD CONTEMPLATE AS PART OF THE DESIGN.

>> THE LIBRARY STAFF WOULD BE THE ONES PUTTING THE PROGRAM TOGETHER, COULD THE NEW LIBRARY PROVIDE SOME OF THE EDUCATIONAL PROGRAMS THAT WERE QUESTIONED? SOME OF THE PROGRAMS THAT WE

WERE CONTEMPLATING PROVIDING? >> PART OF THE PURPOSE OF THE PROGRAMS WAS THE SCHOOL SIDE OF THIS AND THE WHOLE EDUCATION PIECE THAT WAS TO GO WITH THAT. PART OF THAT, SCOTT AND AL AM I WRONG ABOUT THAT THE PURPOSE WAS TO DO IT .

>> THE SCHOOL ITSELF IS A HISTORICAL MONUMENT . THE REPLICA OF THAT SCHOOL BRINGS TO LIGHT SOME OF THE EARLY AMERICAN SCHOOLS THAT WERE FUNDED BY , AND EFFORTS OF BOOKER T. WASHINGTON AND AS WAS REFERENCED THE TUSKEGEE , MACON COUNTY AND LEE COUNTY WERE SOME OF THE FIRST FIVE SITES THAT WERE. THAT IS WHAT BROUGHT THIS INTO THE OVERALL HISTORIC

PURPOSE. >> LET ME JUST , BEFORE YOU -- WHEN THE IDEA FIRST CAME UP , I THINK IT WENT IN THE PAPERS THAT THIS WAS GOING TO HAPPEN, THERE HAS BEEN A GROUP OF PEOPLE AND ORGANIZATIONS THAT HAVE COME UP WITH THIS COLLECTION SO THEY ARE WAITING ON SOMEBODY TO GET SOMETHING STARTED BECAUSE THE COLLECTIONS ARE THERE. PEOPLE HAVE ALREADY REACHED OUT TO ME SAYING THEY HAVE COLLECTIONS THAT THEY WOULD LIKE TO PUT HERE, IF OR ONCE EVERYTHING GETS APPROVED AND THOSE TYPE OF COLLECTIONS THEY ARE HERE. THERE ARE PEOPLE WHO ACTUALLY GOT COLLECTIONS , HE WOULD JUST NOT BELIEVE. THIS

[01:05:01]

WOULD BE THE PLACE TO PUT THOSE COLLECTIONS. THIS CULTURE CENTER NOT ONLY BRINGS VALUE TO AUBURN , IT ALSO BRINGS VALUE TO PEOPLE TOURING AUBURN. COMING IN AND WANTING TO SEE DIFFERENT AFRICAN AMERICAN CULTURE . A CULTURE OF AUBURN ITSELF . I JUST WANT YOU TO KNOW FOR THE ARCHIVES THESE

THINGS ARE READY . >> THEY JUST NEED TO BE

DELIVERED TO STAFF . >> THEY NEED TO BE DELIVERED ONCE IT IS APPROVED AND ONCE , I GUESS STAFF AND WHAT EVER BOARD THEY CAN REACH OUT TO SOMEBODY TO SAY I GOT THIS AND

I GOT THIS. >> THAT IS PART OF THE STEERING COMMITTEE AND THE BOARD WOULD NEED TO DETERMINE THE DIRECTION OF THOSE THINGS IN THE TYPES OF COLLECTION.

>> I GUESS PART OF MY QUESTION IS , IF THIS ACTUAL BUILDING WERE NOT CONSTRUCTED, WHY COULD WE NOT , OR COULD WE NOT MOVE FORWARD FROM THE BEGINNING TO PUT THE COLLECTIONS TOGETHER AND DISPLAYING THEM IN OTHER LOCATIONS LIKE ON THE BOYKIN DONAHUE CAMPUS INCLUDING THE LIBRARY AND THE EXISTING COMMUNITY CENTER . IS THERE ANYTHING PREVENTING US FROM MOVING FORWARD WITH THE PROBLEMATIC PIECES OF THIS WHICH I THINK HAVE GREAT VALUE .

>> FOR THE COMMUNITY CENTER, THE WAY IT IS PROGRAMMED , WE DO NOT HAVE A SPACE AT THIS TIME THAT IS AVAILABLE TO DO THAT OR WOULD BE IN A HALLWAY, IT CANNOT BE KEPT IN A MANNER, WE HAVE A LOT OF GREAT SMALL CHILDREN WHO SPENT TIME AT THAT FACILITY, BUT WE NEED TO BE CAREFUL WITH THE COLLECTION AND CAREFUL HOW WE CURATE THINGS. I WANT TO REMIND EVERYONE THIS WAS NOT INTENDED TO BE A MUSEUM WITH SPECIAL HEATING AND AIR SYSTEM. THIS WAS MEANT TO CELEBRATE A LOT OF THINGS TO UNDERSTAND THINGS. THE LIBRARY PROGRAMMATICALLY DOES ROTATIONAL DISPLAYS BASED ON CERTAIN THINGS BUT IT WAS NOT INTENDED TO DO THIS PIECE. I'M NOT SAYING YOU CANNOT HAVE A TALK OR LECTURE, THAT IS WHAT IT'S FOR. THIS IS A SEPARATED SPACE. THE COMMUNITY CENTER DEFINITELY IS NOT SLATED TO DO THAT AND WE ARE AT A POINT WITH THE BOYKIN GYMNASIUM AND 3 MILLION PLUS DOLLAR CONSTRUCTION -- WE WOULD NOT HAVE GOTTEN THIS FAR WITHOUT A BOARD IN PLACE . 2000 SQUARE FEET IS NOT VERY BIG. THIS IS NOT MEANT TO BE A HUGE COLLECTION. SOME OF THIS IS ROTATING AS IN YOU WILL BORROW FROM A FAMILY OR A PURVEYOR OR WHOEVER HAS THIS INFORMATION, IT MAY GET BACK TO THEM OR WE MAY DO SOME PROGRAMS AND IT IS VERY ROTATIONAL. THOSE THINGS NEVER GOT FLUSHED OUT WITHOUT THE ESTABLISHMENT OF A STEERING COMMITTEE, YOU GUYS APPOINT AND OR A BOARD WHO MAKES THE FINAL DECISIONS ABOUT ALL OF THESE.

THESE ARE IDEAS ABOUT THE TYPES OF USE.

>> WHEN THE NEW LIBRARY OPENS UP WILL IT BE STAFFING WISE AND SPACE UTILIZATION , WILL IT BE 100% UTILIZED? DO WE ANTICIPATE THAT IT WILL TAKE A RAMP UP OVER A PERIOD OF TIME WHERE WE WOULD THEN BUILD UP A COLLECTION AND BUILD UP ROADS .

>> REAL QUICK, CYNTHIA, OCTOBER 1 IS HER FIRST DAY ON THE JOB.

WELCOME CYNTHIA TO CITY COUNCIL. WELCOME.

>> REALLY WHAT I'M ASKING IS IF THERE IS A RAMP UP TIME, COULD THERE BE A YOU YEARS WHERE THERE MIGHT BE MORE SPACE AVAILABLE IN THIS NEW FACILITY TO START AND HOW'S SOME OF THESE THINGS IN ANTICIPATION --

>> THE PLAN IS FOR IT TO BE FULLY OPERATIONAL , EQUITABLE SERVICES TO THE CURRENT . IT WOULD BE FULLY OPERATIONAL, ALL OF THE SPACES HAVE BEEN THOUGHTFULLY DESIGNED TO ACCOMMODATE AND TO PROVIDE FOR ALL OF THE DIFFERENT AUDIENCES FROM CHILDREN ALL THE WAY TO ADULTS. ALL OF THE SPACE THERE ARE TO BE UTILIZED FROM DAY ONE.

>> KIND OF BACK TO A LOT OF THIS WE LOVE OUR THATCH LIBRARY . AS TIME HAS MOVED ON AND THE WAY LIBRARIES ARE DESIGNED

[01:10:03]

THERE ARE A LOT OF DIFFERENT FUNCTIONALITIES OF THIS SPACE.

IT HAS BEEN DESIGNED TO ADDRESS THINGS IN THE MASTER PLAN .

RIGHT NOW, WE SAT DOWN WE LOOKED AT WHERE THE SPACES ARE, OTHER THAN MEETING ROOMS THAT ARE USED FOR DIFFERENT PROGRAMMATIC THINGS WE HAVE A FEW STUDY DAYS LIKE SMALLER ROOMS THAT YOU DO NOT SEE THE CURRENT LIBRARY .

>> THOSE ARE SPACES THAT WE ARE CONSISTENTLY ASKED FOR FROM THE COMMUNITY. STUDY SPACES, COLLABORATIVE SPACES WHERE PEOPLE CAN BE AND WORK ON PROJECTS, OR HAVE A MEETING,

THAT SORT OF THING. >> WITH IT BE CONSIDERABLY DISRUPTIVE TO YOUR OPERATIONS TO MOVE SOME OF THESE ITEMS

INTO THE LIBRARY? >> REMEMBER, THE LIBRARY IS NOT A MUSEUM AND NEITHER IS THE CULTURAL CENTER.

PROGRAMMATICALLY WE ARE FINE. WHEN YOU TALK ABOUT AN ARCHIVE , WE WERE NEVER LOOKING TO STORE MATERIALS LONG-TERM IN EITHER THESE BUILDINGS. LIBRARY MATERIALS BOOKS IN CIRCULATION, YES. IF WE ARE TALKING ABOUT CELEBRATING A FAMILY, LOCKHART FAMILY , LET'S SAY, WE HAVE HEARD A LOT ABOUT CAPTAIN LOCKHART TONIGHT, WE MAY BORROW THINGS FROM THE FAMILY THAT WE DO A PROGRAMMATIC BEING AND THEN CIRCULATE BACK OUT 60 DAYS LATER . IT IS NOT THE CITY'S INTENT TO BE STORING PERSONALS

COLLECTION OF ANYTHING. >> DO YOU HAVE YOUR HAND UP?

>> I WILL KEEP IT BRIEF. IN WALKING THROUGH THIS, I LEARNED AND I VISITED THE BOYKIN CAMPUS AND IT IS A VERY WELL USED AND VERY WELL ORCHESTRATED BUNCH OF PROGRAMS. THERE IS A LOT GOING ON AT BOYKIN CAMPUS AND VERY LITTLE SPACE LEFT OVER. THERE ARE GREAT PROGRAMS AND THE PLACE IS NEAT AND IT IS A JOY TO GO THERE. ALONG WITH THAT WE HAVE A RICH HERITAGE FROM TWO DIFFERENT POINTS THAT BEING IN PROXIMITY TO TUSKEGEE PLUS ALL OF THE GREAT AUBURN CITIZENS THAT WILL BE FEATURED IN THIS BUILDING . WHILE I'M THINKING ABOUT IT, THERE IS A REAL ROSENWALD SCHOOL, IF YOU WANT TO DRIVE BY ONE BETWEEN AND THE INTERSTATE. THERE IS ALSO A ROSENWALD SCHOOL FLOORPLAN IN NORTH AUBURN UP ON 280 . THE VERY FIRST ONE WAS , IT HAS BURNED DOWN AND IS GONE. THOSE TWO STILL EXIST IF YOU WANT TO SEE THE ORIGINAL . I THINK THE ONE AT, AND THE ONE IN NORTH AUBURN WERE BUILT IN 1923 , 101 YEARS AGO. I AM ALL FOR THAT.

I'M ALL FOR RECOGNIZING WHAT A ROSENWALD SCHOOL IS WHAT THE ROSENWALD PROGRAM WAS CREATED THE EFFORT OF THE COMMUNITY TO PULL ALL THAT TOGETHER MAKES QUITE A STORY . I AM ALL FOR RECOGNIZING LOCAL FOLKS LIKE JOHN DON , OFFICER DUNN WHO TAUGHT ME DRIVER'S ED. JUST GREAT PEOPLE THAT YOU LOVE TO HEAR ABOUT . I JUST WANT THIS BUILDING TO BE ADEQUATE . FROM WHAT THE CITY MANAGER JUST SAID , THESE THINGS MAY BE ROLLING THROUGH THIS FACILITY. FROM THAT STANDPOINT IT MAY NOT NEED A LOT OF STORAGE AND IT MAY NOT NEED A LOT OF CLASSROOMS. IF WE FEEL IT IT'S NOT A BAD DECISION. THAT WAS MY CONCERN GOING IN AND I JUST WANT TO REST EASY ON THAT POINT . I WILL STOP NOW AND TURN IT OVER TO MY FELLOW COUNCILMAN.

>> MR. GRISWOLD . >> THANK YOU , MR. MAYOR. IT IS ADMIRABLE , SOMETHING WE NEED TO RECOGNIZE OVER TIME AND I'M NOT SURE IF THIS IS THE RIGHT TIME . WE ARE OPERATING UNDER A BUDGET AND A NUMBER OF PLANS THAT ARE ALL BASED ON CITIZEN SURVEYS AND THE NEEDS OF THE COMMUNITY. THE BOYKIN PROJECT WAS IDENTIFIED IN THE CULTURAL MASTER PLAN SOME TIME AGO .

THIS DID NOT INCLUDE THIS AT THE TIME. WE HAVE A SITUATION WHERE WE HAVE TO SPEND CITY RESOURCES FOR SOMETHING THAT WAS NOT IDENTIFIED BY THE CITIZENS AS A NEED . THAT KIND

[01:15:02]

OF CONCERNS ME ALSO I HAVE A QUESTION , I NOTICED IN THE WRITE UP IT TALKED ABOUT THE POTENTIAL OF RUNNING SCHOOL GROUPS THROUGH THERE , DO WE HAVE ANYTHING FROM AUBURN CITY SCHOOLS THAT STATE WE HAVE A NEED FOR SOMETHING LIKE THIS ?

>> NOT TO MY KNOWLEDGE. I KNOW YOU ARE OUT AT THE LAST MEETING , THIS IS NOT HOW WE GOT HERE, THIS IS NOT A STAFF LED INITIATIVE. THIS RESIDED FROM COUNCIL MEMBERS AND MEMBERS OF THE PUBLIC. SOME OF THOSE THINGS WERE NOT FLESHED OUT .

THE HORRIBLE THING NAMED COVID IS WHAT THWARTED A NUMBER OF EFFORTS WHERE THERE WOULD HAVE BEEN INFORMATION AND DISCUSSION. WE WERE GEARING UP RIGHT AS THE SHUTDOWN HAPPEN TO MAKE A BIG PRESENTATION , IT DID INTO THE BUDGET. THOSE THINGS WERE NOT FLESHED OUT BUT THERE WAS THE INTENT OF CERTAIN GRADE LEVELS TO GO THROUGH THERE.

>> THERE WAS A. THERE WAS CASUAL CONVERSATION WITH THE SUPERINTENDENT THAT THEY WOULD BE INTERESTED IN LOOKING AT THAT FURTHER AS WE WORKED ON THE PROGRAM.

>> IF I MAY MR. MAYOR . >> PLEASE.

>> I'M QUITE EXCITED ABOUT IT. I HAVE BEEN ON THIS COUNSEL DURING DELIBERATIONS IN 2019 AND I APPRECIATE COUNCILWOMAN TAYLORS REFERENCE OF FORMAL ANNOUNCEMENTS TO SOME DEGREE IN THE PAPER THAT THERE WAS AN EXPECTATION THAT THIS WAS A PROJECT THAT WE AS A COMMUNITY COULD EMBRACE AND MAKE A GREAT OPPORTUNITY AND OPPORTUNITY IS THE WORD THAT SEEMS TO FACTOR IN MY APPRECIATION OF THIS MOMENT IN SO FAR AS THE BOYKIN BUDGET , THE WHOLE COMPLEX AS IT STANDS , $7 MILLION UNDER

BUDGET, IS THAT CORRECT ? >> LITTLE MORE THAN THAT.

>> A LITTLE MORE , MONEY THAT WE ALLOCATED TO THE PROJECT. IT IS A GREAT OPPORTUNITY TO MAKE A FULL CITY COMMITMENT TO A DEMOGRAPHIC IN OUR TOWN THAT IS RICH IN HISTORY THAT WE CAN ALL LEARN SOMETHING FROM THAT I WOULD BE EXCITED TO SEE THE COLLABORATIVE SYNERGY OF SOMETHING LIKE THIS , IF IT COMES FROM CITY SCHOOLS, SURROUNDING SCHOOLS AND EQUAL JUSTICE INITIATIVE IN MONTGOMERY, THE LEE COUNTY REMEMBRANCE PROJECT, THERE ARE SO MANY OPPORTUNITIES FOR THIS COMMUNITY TO REALLY ENRICH ITSELF. I JUST KEEP THINKING OF THE OPPORTUNITY TO SEIZE THIS OPPORTUNITY. I WOULD SAY THAT I APPRECIATE THE CAUTION THAT MANY OF MY COLLEAGUES HAVE HERE. I WOULD USE, FOR EXAMPLE, AN INCLUSIVE PARK AS AN EXAMPLE OF A FACILITY THAT APPEARED IN OUR TOWN THROUGH FANTASTIC BACKGROUND WORK OF OUR STAFF. ALL YOU HAVE TO DO IS GO DOWN TO THE INCLUSIVE PARK AND SEE THE PUBLIC RESPONSE TO IT. I AM TOTALLY CONFIDENT THAT OUR STAFF HAS THE WHEREWITHAL AND THE SKILL SET TO MAKE THIS A REALLY SUCCESSFUL , SUCCESSFUL COMMITMENT . NOT ONLY FROM OUR STAFF, BUT FROM THE OPPORTUNITY FOR OUR COMMUNITY TO GET INVOLVED, TO CREATE A STEERING COMMITTEE, A BOARD , THE EXCITEMENT FROM MS. TALK OF SO MANY LOCAL PEOPLE WHO ARE READY TO EMBRACE THIS IDEA . I AM JUST ABSOLUTELY EXCITED FOR IT . I AM READY TO SAY YES.

>> ANYONE ELSE? ANY FURTHER QUESTIONS OR COMMENTS? MYSELF AND CHIEF DAWSON AND MS. TAYLOR MET WITH A GENTLEMAN ABOUT THIS ITEM . HE CALLED ME UP AND SAID I GOT A GREAT IDEA TO TALK TO YOU ABOUT. I HAD NO IDEA WHAT HE WANTED TO TALK TO US ABOUT.

HE SHARED WITH ME ON THE PHONE AND I ASKED THEM TO BE INVOLVED. THE FORMER CITY MANAGER WAS THERE. LARRY COACHED BASKETBALL FOR A NUMBER OF YEARS AND WAS VERY SUCCESSFUL AND WAS THE SUPERINTENDENT IN PHOENIX CITY AND RETIRED AND MOVED TO AUBURN AND FOLLOWED LOCAL POLITICS AND

[01:20:03]

LOCAL DECISION-MAKING AND THOUGHT WE WOULD BE A GREAT COMMUNITY TO OVERSEE THIS KIND OF PROGRAM. I APPRECIATE LARRY'S IDEA. THERE WAS SOME INITIAL ANTICIPATION AND EXCITEMENT AND THE WORLD TURNED ON US DURING THE 20 YEAR AND I GOT PUT ON THE SELF. I RESPECT THAT THIS IS OVER MILLION DOLLARS AND WE DO NOT HAVE A FIRM PLAN IN PLACE . THOSE WHO HAVE SPOKEN TO THAT I UNDERSTAND WHERE YOU'RE COMING FROM AND I RESPECT THAT. I DO BELIEVE IN THE NEXT 18-24 MONTHS IS IT IS BUILT AND OPENED AND WE CAN GET THERE. I WOULD ASK THE COUNCIL AND THE STAFF TO ASSIST IN DEVELOPING A STEERING COMMITTEE IMMEDIATELY IF THIS WAS APPROVED TONIGHT THAT IS WORKING TOWARDS A BOARD. A BOARD THAT WOULD BE LIKE ALL OF OUR BOARDS APPOINTED BY THE BODY THAT WOULD WORK ON BEHALF OF THE CITIZENS. TO DO SOMETHING THIS UNIQUE AND SPECIAL , IT TAKES A STEP OF FAITH. I BELIEVE THAT IS WHAT THIS COUNSEL WOULD SIGNAL TO THE COMMUNITY. WE ARE TAKING A STEP OF FAITH THAT WE WILL HAVE A GREAT IDEA. WE WILL CELEBRATE THE RICH HISTORY AND HERITAGE OF OUR AFRICAN AMERICAN CITIZENS AND HOW MUCH THEY HAVE CONTRIBUTED TO AUBURN. MANY OF THE STORIES HAVE NEVER BEEN TOLD PUBLICLY IN THIS TOWN. I AM GOING TO SUPPORT THIS. IT WAS PART OF THE GENERATION IN THE BEGINNING AND I'M NOT GOING TO WALK AWAY AND I'M GRATEFUL FOR ALL THE WORK THAT HAS BEEN DONE TO GET US TO THIS POINT AND I BELIEVE AND HAVE HOPE AND HAVE FAITH THAT IT WILL BE READY FOR THE DOORS TO BE OPENED AND IT WILL BE WELL PLANNED. THERE WOULD BE A GOOD PLAN OF ACTION HOW WE WILL UTILIZE IT ONCE THE DAY COMES.

>> I WOULD LIKE TO THANK CONNIE AND RON FOR YOUR LEADERSHIP ON THIS ENTIRE -- TOMMY AS WELL ON THIS ENTIRE DEVELOPMENT. WE ARE BRINGING IN A NEW LIBRARY AND ALSO BUILDING AUBURN'S FIRST SPLASH PAD AS WELL AND ADDING MUCH-NEEDED MULTIUSE FIELDS AND A RECYCLING CENTER. THE ENTIRE PROJECT ITSELF IS FANTASTIC AND IT IS GOING TO MAKE A POSITIVE IMPACT ON THIS COMMUNITY. I AM SUPPORTIVE OF THE VISION BEHIND THE CULTURAL CENTER . MY RESERVATIONS LIES SIMPLY ON NOT HAVING A CLEAR UNDERSTANDING OF THE PROBLEMATIC ASPECT OF IT. I ALSO UNDERSTAND , RON, I THINK YOU MAKE A PRETTY GOOD POINT, WE HAVE 24 MONTHS TO PUT THAT

TOGETHER. >> THAT 24 MONTHS WOULD BE IF YOU HIT THE GROUND RUNNING AND BE TASKED WITH THAT.

>> THIS IS HER FIRST DAY. I WOULD SAY TO PAINT A BETTER PICTURE YOU WILL HEAR MORE ABOUT THIS NEXT SUMMER AS WE CRUISED INTO THE NEXT BUDGET PROCESS. IF YOU DO PROCEED, THE EXPECTATION IS THERE NEEDS TO BE MORE INFORMATION FOR YOU NEXT SUMMER BECAUSE WE WOULD NEED TO BUDGET ACCORDINGLY.

I'M NOT SAYING THERE WILL NOT BE AN EXPENSE BUT THAT WOULD

ROLL INTO THE BUDGET . >> ANYTHING

[01:26:48]

>> I REALLY FEEL LIKE THE CART IS BEFORE THE HORSE HERE. IF WE HAD A STEERING COMMITTEE THAT WE PUT TOGETHER AND TAKING TIME TO STUDY WHAT IS OUT THERE WHAT WE ARE GOING TO DO. THERE IS OPPORTUNITY FOR US TO DO THIS IN THE FUTURE . I GO WITH MY FELLOW COUNCILMAN. I DEFTLY SUPPORT THE IDEAS WE ARE JUST AHEAD OF THE GAME. WE NEED TO BE FURTHER ALONG WITH THE VISION AND THE PROGRAMMING AND WHAT IS NECESSARY FOR WHAT WE COULD DO. I WOULD LOVE TO KNOW WHAT IS OUT THERE AND WHAT TYPES OF IDEAS AND PROJECTS WE CAN DO SO THAT WE CAN DO THIS AND DO IT WELL AND BE SOMETHING THAT WE ARE PROUD OF AND COMMEMORATES THIS COMMUNITY WELL AND EDUCATES WELL AND JUST REALLY FEEL LIKE THIS IS SOMETHING THAT WE NEED TO CONTINUE TO SEEK AND I WOULD LIKE TO SEE IS CONTINUE THIS CONVERSATION THROUGH THE STEERING COMMITTEE OF POSSIBLE.

>> ANYONE ELSE ? >> IF I MAY HAVE ANOTHER SHOT .

IN TERMS OF OPPORTUNITY , IT HAS BEEN MY EXPERIENCE ON CITY COUNCIL I DID NOT QUITE REALIZE HOW SLOW GOVERNMENT IS . MY FEAR IS, A COUPLE OF THINGS, IF WE ARE ALREADY TALKING ABOUT CREATING A STEERING COMMITTEE IN THE ABSENCE OF A BUILDING , IT SPEAKS TO THE FACT THAT THERE IS AN APPETITE FOR SUCH A VISION . THAT JUST ADDS TO THE TIME OF ESTABLISHING A STEERING COMMITTEE , BEING HAPPY WITH THE RESULTS AND THEN MOVING FORWARD WITH THE UNDERTAKING OF A BUILDING PROJECT . I DO BELIEVE MUCH IN THE MANNER THAT MR. MAYOR STATED , WE HAVE TWO YEARS AND I THINK THAT IS ADEQUATE TIME AND I DO APPRECIATE THE LEAP OF FAITH. I MAYBE WOULD NOT HAVE THAT TYPE OF LEAP OF FAITH IF I DID NOT LIVE IN THIS COMMUNITY AND HAVE SEEN THE CAPABILITIES OF THIS CITY. I WOULD SAY, AGAIN, IF THERE IS AN APPETITE FOR THE PROCESS, AND I DO APPRECIATE THE CART BEFORE THE HORSE, I ABSOLUTELY DO . I THINK THOSE TWO THINGS CAN WORK HAND IN HAND . IF THERE IS AN APPETITE ON THIS BODY TO CREATE A STEERING COMMITTEE OR A ROSENWALD PIPE SCHOOL AND THE OPPORTUNITY IS THERE FOR MONEY THAT WE ARE NOT -- THAT HAS ALREADY BEEN ALLOCATED IT IS A LEAP OF FAITH THAT I AM CERTAINLY PREPARED TO TAKE

>> I ALSO WANT TO SAY. I AGREE WITH YOU BOB. WHEN YOU TALK ABOUT TIME , IT MAKES YOU YOUNG. YOU HAVE PLENTY OF TIME

[01:30:02]

. I WOULD LIKE TO SEE THIS HAPPEN DURING MY TERM . IF WE PROLONG IT , I WOULD LIKE TO SEE THAT TIME. I WOULD LIKE TO SEE THIS HAPPEN BEFORE MY TIME EXPIRES.

>> I HOPE YOU MEAN YOUR COUNSEL TIME.

THE COUNSELOR >> ROBERT WILKINS, 261 DRIVE AUBURN. GOOD EVENING MAYOR AND COUNCIL. I WANT TO TALK ABOUT AN EXEMPTION CLAUSE THAT SHOULD BE ADDED TO THE SHORT-TERM RENTAL. IT IS SIMPLE, ANY HOMEOWNER CAN DO THE FOLLOWING, BRINGING PROOF OF HOMESTEAD EXEMPTION DOCUMENT ALLOWS ANY HOMEOWNER TO HAVE SHORT-TERM RENTAL SCR WITH IN ANY ZONE WITHIN THE CITY OF AUBURN . NOTE, THIS WILL NOT COVER INDIVIDUALS, BUSINESSES OR CORPORATIONS THAT HAVE MULTIPLE SDR HOMES IN THE CITY OF AUBURN. EXAMPLE, THE SITUATION ON PAGE STREET WOULD HAVE NEVER OCCURRED IF WE HAD THIS CLAUSE.

THEY HAD MULTIPLE HOMES. ALSO, YOU CAN GET RID OF THE CONVOLUTED ZONING THAT EXISTS IN THE CITY OF AUBURN WHILE ALLOWING FAIR TREATMENT OF AUBURN CITIZENS. THE CITY OF AUBURN HAD NO DATA CONCERNING INDIVIDUAL HOMEOWNERS BECAUSE ALL OF US IN OUR NEIGHBORHOOD IN THE CITY OF AUBURN WE MADE SURE THAT THERE WAS NO PROBLEM THAT EXISTED. WE WERE THE ONES THAT GOT PUNISHED FOR IT MOST CITIZENS WERE NOT EVEN AWARE THAT THE SCR CITIZENS WERE DOING SHORT-TERM RENTAL. IT WAS ORDINANCE 3288 TO BE FAIR TO ALL CITIZENS. ORDINANCE 32 88 CREATED WINNERS AND LOSERS INSTEAD OF HAVING FAIRNESS OF ALL CITIZENS. THE AUBURN CITY COUNCIL SHOULD NEVER APPROVE ANY ORDINANCE THAT ARE IMPOSSIBLE TO ENFORCE. THAT ARE UNFAIR TO MANY CITIZENS. EXAMPLE. THERE ARE MANY INDIVIDUALS LIKE CITIZENS AT THE CORNER OF VIRGINIA STREET ANDSTREET THAT HAVE BEEN VIOLATING ORDINANCE 3288 FOUR MONTHS FROM THE STR STANDPOINT IT SAYS THAT RENTERS ARE CONFRONTED AND THEY CAN SAY THEY ARE COUSINS OR FRIENDS OF THE HOMEOWNER. NOTHING ELSE THE CITY CAN DO IT ALSO ORDINANCE 3288 STR SAYS TWO OR MORE PERSONS RESIDING IN THE SINGLE DWELLING UNIT ARE ALL MEMBERS RELATED PLUS ONE UNRELATED PERSON. EXAMPLE, ANY PERSON SUCH AS LGBTQ+ FRIENDS, TWO SINGLE FAMILIES, THREE OR MORE CONSTRUCTION WORKERS OR THREE AUBURN STUDENTS ET CETERA ARE VIOLATING ORDINANCE 3288 AND COULD BE FINED UP TO $500 AND JAIL TIME . I SEE THIS LAW BROKEN DAILY WHILE MAKING MY KUBERNETES DELIVERIES. THERE

[01:35:06]

ARE HUNDREDS OF GROUPS OF FAMILIES IN ZONED AREAS THAT DO NOT ABIDE BY THE SHORT-TERM RENTAL OR ABIDE BY FAMILY DEFINITION. LET ME GO OVER EXEMPT CLAUSE ORDINANCE 3288 SHORT-TERM . ANY HOMEOWNER THAT CAN DO THE FOLLOWING, BRING PROOF OF HOMESTEAD EXEMPTION DOCUMENTS ALLOWS ANY HOMEOWNER TO HAVE SHORT-TERM RENTALS STR WITHIN ANY ZONE IN THE CITY OF AUBURN . THIS IS FAIR AND IT IS SOMETHING YOU SHOULD CONSIDER.

THANK YOU. >> WHO WILL BE NEXT?

>> SUSAN BOLT, 1188 EAST UNIVERSITY DRIVE. I WANT TO CIRCLE BACK AND ADJUST THE TWO TIER JUSTICE SYSTEM THAT I DISCUSSED AT THE LAST CITY COUNCIL MEETING. DURING THAT MEETING I STATED THERE WAS A HOUSE OWNED BY THE MAYOR'S CAMPAIGN MANAGER WHEN THE PROPER TITLE WAS CAMPAIGN CONSULTANT. THE MAYOR ATTEMPTED TO DIVERT THE ATTENTION FROM THE RELATIONSHIP WHEN IT WOULD HAVE BEEN EASY FOR HIM TO ADMIT IT. IF YOU REMEMBER, I DID NOT MENTION NAMES WHEN REFERRING TO THE HOUSE IN QUESTION AND YET THE MAYOR KNEW WHO I WAS SPEAKING ABOUT . THE HOUSE IN QUESTION IS OWNED BY HIS CAMPAIGN CONSULTANT . YET, WE ARE LED TO BELIEVE THAT THE CITY CAN'T ISSUE AN APPROPRIATE CITATION ON THIS PROPERTY. IF YOU REMEMBER, I EXPOSE THIS LOCATION AND RECEIVED A CITATION BEFORE BUT IT WAS GIVEN TO A GUEST FROM LOUISIANA. INSTEAD OF THE LOCAL PROPERTY OWNER. AND I WAS TOLD THE CITY CANNOT FIND ANYBODY THERE WHEN THEY GO BY AND YET I WAS ABLE TO WALK UP AND PHOTOGRAPH AND SPEAK TO THEM PERSONALLY. MAYOR, WITH THE CAMPAIGN DISCLOSURE RECORDS, FACEBOOK POSTS, YOUR CAMPAIGN LOGO ON HIS WEBSITE AS SUCH, WHY ARE YOU TRYING TO BE DECEPTIVE? WHY DIDN'T YOU VERIFY YOU HAD A RELATIONSHIP WITH THIS MAN? LET ME BE CLEAR, I DO NOT HAVE A PROBLEM WITH ANY SHORT-TERM RENTALS ANYWHERE IN THE CITY. WHAT I HAVE A PROBLEM WITH IS THE TWO-TIER JUSTICE SYSTEM PERPETUATED IN THE CITY OF AUBURN . TO ADDRESS ANOTHER STATEMENT THAT WAS MADE DURING THE LAST COUNCIL MEETING I WAS SPEAKING ABOUT THE MAYOR AND HIS CONFLICT OF INTEREST AND THE FACT THAT HE SHOULD RECUSE HIMSELF ON THE BOAT FOR ORDINANCE 3288 PREVIOUS THE CITY MANAGER SAID THE HOTEL LOCATION HAD BEEN APPROVED WHEN YOU'RE BEFORE PASSAGE OF 3288.

WHILE THAT MAY BE CORRECT LET'S ADDRESS THE TIMELINE.

CONDITIONAL USE APPROVAL WAS FIRST PASSED MAY 2020 , ORDINANCE 3288 PAST MARCH 2021 , AN EXTENSION OF CONDITIONAL USE FROM THE HOST CELL WITH PAST JUNE 2021 . AS I STATED LAST MEETING, CONSTRUCTION OF THAT DID NOT START UNTIL AFTER THE PASSAGE OF ORDINANCE 3288. THAT IS FACT PRAYED COINCIDENCE? I DON'T THINK SO. IF YOU'RE A CASUAL OBSERVER TO THE CITY COUNCIL MEETINGS YOU MIGHT BE CONFUSED OF COMMENTS LIKE THOSE BY THE MAYOR AND THE CITY MANAGER , THE MAYOR SOLD HIS FAMILY PROPERTY TO BUILD A HOTEL. THE MAYOR MET WITH HOTEL OWNERS IN MARCH 2021 ONE DAY AFTER THAT MEETING 3288 WAS PASSED THE MAYOR SHOULD HAVE RECUSED HIMSELF FROM THE VOTE ON 3288 WHICH WOULD HAVE DENIED A MAJORITY VOTE IN PASSAGE.

CONSTRUCTION DID NOT BEGIN UNTIL AFTER THE PASSAGE OF ORDINANCE 3288 . AS YOU CAN SEE BY THE FACT THAT I AGAIN LAID OUT MY ORIGINAL STATEMENT WAS AND IS TRUE . SHAME ON YOU MAYOR AND SHAME ON YOU CITY COUNCIL FOR NOT FIXING THIS MESS. YOU HAVE A ORDINANCE THAT CANNOT BE ENFORCED AND ONE THAT THE CITY UNCONSTITUTIONALLY SPIES ON ITS CITIZENS WHEN THEY ARE WAS NEVER REALLY A PROBLEM TO BEGIN WITH.

>> WHO WILL BE NEXT ? >> GOOD EVENING . MY NAME IS

REGINALD PERRY. >> ADDRESS AGAIN .

>> -- I HAD CORRESPONDENCE AGAIN WITH I THINK SCOTT CUMMINGS AND YOU, MR. MAYOR. WHAT I WANT TO ADDRESS IS THE PROPERTY ACROSS THE STREET FROM MY MOTHER IS 1571 VFW ROAD. I CANNOT SEEM TO FIND ANYTHING THAT STATES THAT SOMEONE OWNS IT OTHER THAN SOMEONE PAYING TAXES ON IT . THERE IS NO DEED ON IT. SCOTT GAVE ME AN C-14 WHICH IS THE ZONING LAW. I DISCOVERED THAT IF HE IS TELLING ME THAT WE CAN BUILD ANYTHING WE WANT THERE, OR IF THERE SOMETHING ABOUT HOW THAT CONSTRUCTION IS BEING DONE. I ASKED HIM FOR A PERMIT AND HE SAID WE DON'T NEED A PERMIT. I THOUGHT , ANYTIME YOU BUILD SOMETHING YOU NEED A PERMIT. I'M NOT SURE. NEVERTHELESS, I THINK THERE IS AN ISSUE WITH THAT PROPERTY AND THE ZONING AND OUR NEIGHBORHOOD. WE DON'T WANT TO LOSE OUR NEIGHBORHOOD.

ACCORDING TO WHAT THE LADY SAID , SHE SAID SHE LIVES ON SPENCER. WHAT WE ARE LOOKING AT NOW , I WOULD LIKE -- TO ME I

[01:40:10]

DON'T KNOW I COULD BE WRONG I'M NOT IN POLITICS I AM A SOLDIER I JUST LIKE THE MISSION. I'M THINKING WE SHOULD PROBABLY LOOK INTO HOW THAT PROPERTY IS BEING SOLD BECAUSE I DO NOT KNOW WHO OWNS IT, YET THEY ARE BUILDING ON IT. -- I THINK HE IS DEAD. HOW CAN YOU BE SELLING SOMETHING WHEN YOU'RE DEAD AND HOW CAN YOU NOT PROBATED BEFORE YOU SELL IT? ? I AM NOT SURE WHAT THEY ARE DOING ACROSS THE STREET. BUT I THINK YOU GUYS SHOULD LOOK INTO IT. WHO OWNS THAT AREA? WHICH WORD IS THAT ?

>> THAT'S ME . >> THAT'S YOU. HE IS IN WARD 7. WE PROBABLY NEED TO ADDRESS THAT. I CANNOT COME DOWN HERE FOR WE CAN TALK ABOUT THIS, I DON'T LIVE HERE, BUT ON BEHALF OF MY NEIGHBORHOOD YOU NEED TO TRY TO FIGURE OUT HOW WE CAN PRESERVE THAT NEIGHBORHOOD BECAUSE OF JUST WHAT SHE SAID.

THE BACKLINE IS GONE. GREAT TOWN IS GONE. MAYBE WE SHOULD FIGURE OUT A WAY TO ZONE THAT SO IT CAN BE HISTORICAL SO YOU CANNOT BUILD SOMETHING $600,000 ACROSS THE STREET FROM THE HOUSES THAT ARE 1800 SQUARE FEET . I THINK YOU PROBABLY WANT TO LOOK AT THAT IN SOME WAY SHAPE FORM OR FASHION. IF YOU DON'T WE ARE GOING TO LOSE THAT NEIGHBORHOOD, YOU CALL IT LAND SO YOU CAN BUILD ANYTHING YOU WANT A PIECE OF LAND. IF YOU PUT A HISTORICAL VIEW ON IT --

>> THANK YOU, MR. PERRY. >> -- WE COULD GET A

RESOLUTION. >> WHO WAS NEXT? ANYONE ? ANYONE ON THE COUNCIL HAVE ANYTHING?

>> MS. CROUGH CAN WE GET SOME CLARIFICATION? WHAT DOES THAT MEAN AND ASSUMING A BUILDING PERMIT HAD TO BE ISSUED FOR THE

CONSTRUCTION PROJECT. >> NC14 IS NEIGHBORHOOD CONSERVATION 14 MEANS LOT MINIMUM. IT MEANS ALLOWED TO BUILD A SINGLE-FAMILY DETACHED HOUSE IT IS A 1.1 ACRE PARCEL.

IT IS QUITE LARGE IT DOES HAVE WATER CHALLENGES AND I WILL HAVE THE EXECUTIVE DIRECTOR , SCOTT, IT IS PERMITTED AND HE CAN TALK ABOUT THE OWNERSHIP PEACE AS MUCH AS WE CAN.

>> IT IS PERMITTED. I THINK MR. PERRY ASKED QUESTIONS ABOUT THE PERMIT BEING POSTED ON SITE, THAT IS NOT THE REQUIREMENT OF THE CITY BUT IT IS PERMITTED. THE HOUSE , WE HAVE SEEN THE DEED, IT WAS DATED TO THE CURRENT ODOR OWNER WHO IS BUILDING THE HOUSE THROUGH THE STATE FROM WHAT WE CAN TELL THAT IS ALL GOING THROUGH DUE PROCESS.

>> ONE CHALLENGING PIECE IS THAT WE ARE NOT ALLOWED TO PROVIDE THE STOCK MISS ANYBODY WE HAVE TO GET THE REQUEST TO PROVIDE WHAT WE HAVE IN FILES THAT WE ARE ALLOWED TO PROVIDE AND WE CANNOT JUST EMAIL IT OVER. THAT IS JUST TO BE CONSISTENT IN WHAT WE ARE DOING. VERY MUCH UNDERSTAND THAT THE NEIGHBORHOOD HAS CONCERNS WHAT WE ARE CHALLENGED WITH AND SO THE CITY COUNCIL AND PLANNING COMMISSION, SOMEBODY MEETS THE ZONING CRITERIA AND THEY MEET ALL OF THE PERMITTING REQUIREMENTS EVEN IF THEY ARE BUILDING A LARGER HOUSE THAN OTHER HOUSES IN THE NEIGHBORHOOD BY OUR LAWS THEY ARE ALLOWED TO DO SO AND WE ARE HELPLESS FROM A LEGAL STANDPOINT TO ASKED THEM TO DO OTHERWISE FROM THE STAFF SIDE.

>> CAN YOU SPEAK , THERE IS A STATE LAW THAT RECENTLY WAS PASSED REGARDING PROPERTY TAX INCREASES , I THINK IT IS A PROPERTY TAX CAP. CAN YOU SPEAK TO THAT ?

>> THERE A ON THE INCREASE BASED ON VALUATION OR RAISING VALUES IN THE AREA, IT IS A 7% CAP. WE DISCUSSED IT AT THE LAST MEETING THAT THIS CAME UP THAT THEY ARE DEPENDING ON YOUR AGE AND ABILITY AND OTHER EXEMPTION THROUGH STATE LAW . I DID SOME LIGHT RESEARCH AND SOME PEOPLE IN THAT VICINITY HAVE THOSE EXEMPTIONS BASED ON WHAT I CAN SEE IN THE TAX ASSESSOR DATABASE , PEOPLE CAN REACH OUT TO THE OFFICE TO MAKE SURE THEY HAVE THE RIGHT HOMESTEAD EXEMPTIONS DEPENDING ON THEIR PERSONAL STATUS, INCOME LEVEL AND AIDS.

>> THERE ARE A FEW MEMBERS HERE AT THE LAST COUNCIL, I HAVE

[01:45:03]

SPEAKING SPOKEN WITH T■HE COUNTY APPRAISAL OFFICE AND THEY SHOULD BE WORKING OUT REACHING OUT TO MAKE SURE ALL THE EXEMPTIONS ARE IN PLACE. IF THERE'S ANYTHING THAT WE CAN DO TO HELP WITH THAT WE WANT TO. THEY HAVE BEEN CONTACTED AND I WILL FOLLOW-UP TO MAKE SURE THAT THEY FOLLOW UP. I JUST WANT TO CLARIFY THAT WE ARE WORKING THROUGH THAT AND WE ARE DOING WHAT WE CAN FROM THE CITY TO HELP BUT IT IS A COUNTY

EVALUATION DECISION . >> WE ALSO HAVE THE DIRECTOR CITY RELATIONS BACK FROM A LITTLE BIT OF LEAVE AND SHE CAN COORDINATE FURTHER WITH FOLKS IN THE ROOM WHO WE MAY NOT HAVE

CONTACT INFORMATION. >> THANK YOU.

>> YOU REFERENCED POSSIBLY MAKING A HISTORIC DESIGNATION ABOUT A SELECTED GROUP OF HOMES. I DO LIVE IN A HISTORIC DISTRICT THAT HAS PROTECTIONS . THERE ARE PROCESSES THAT A GROUP OF CITIZENS CAN GET TOGETHER, IT DOES REQUIRE 100% OF REQUEST FROM EVERYBODY IN THE AREA THAT YOU ARE PROPOSING A HISTORIC DESIGNATION . I AM SURE THE CITY STAFF WOULD GIVE YOU STEPS TO TAKE AND WHAT ALL IS INVOLVED IN DESIGNATING AN

AREA AS A HISTORIC DISTRICT . >> ANYONE ELSE?
