>> THANK YOU. PLEASE BE SEATED. EARLIER TONIGHT AND THE COMMITTEE OF THE WHOLE, THE COUNCIL APPOINTED THREE MEMBERS OF OUR COMMUNITY TO THE CITY COMMISSION. SHELLEY AISTRUP, MICHAEL, AND HELENA. THEIR TERMS WILL BEGIN AND THE MONTH OF NOVEMBER AND THEY ARE THREE-YEAR TERMS THAT GO THROUGH 27. WE ALSO HAD A DISCUSSION FROM COUNCILMAN GRISWOLD ABOUT THE EFFORTS THE RECENT MARKING MARKETING AND BRANDING EFFORTS THAT THE CITY HAS UNDERGONE AND DESIRE TO DELAY THOSE EFFORTS AND TO HAVE A FURTHER DISCUSSION .

ULTIMATELY, THE CITY COUNCIL HAS DECIDED NOT TO HAVE THAT FURTHER DISCUSSION AT THE NEXT MEETING. AND THAT CARRIES US FORWARD. SO WE WILL GO AHEAD AND MOVE INTO ANNOUNCEMENTS. I DO HAVE A NUMBER OF THINGS I WOULD LIKE TO MAKE ANNOUNCEMENTS. I WANT TO THINK ALLISON AND YOUR GUIDANCE AND LEADERSHIP WITH THE CITIZENS ACADEMY. WE APPRECIATE EVERYTHING THAT YOU DO TO LEAD THAT GROUP OF PEOPLE. THEY RECENTLY HAVE THEIR GRADUATION I THINK IT WAS AROUND 20 CITIZENS THAT PARTICIPATED. THEY WERE A FIRED UP GROUP AND WE LOOK FORWARD TO THEIR CONTINUED EFFORTS WITHIN OUR CITY BUT I APPRECIATE THEIR SACRIFICES FROM THEIR JOBS AND THEIR FAMILIES AND OTHER ACTIVITIES TO PARTICIPATE IN THAT. COMING UP IN THE NEXT COUPLE OF WEEKS, WE HAVE SOME OUTSTANDING OPPORTUNITIES RELATED TO CITIES AND NONPROFITS IN OUR COMMUNITY AND GREAT CAUSES AND I WANT TO MAKE EVERYBODY AWARE THIS SUNDAY IS THE ALZHEIMER'S WALK THAT WILL START ON CAMPUS IN THE MIDDLE OF THE AFTERNOON. THE FOUNDATION HAS THE ANNUAL TAILGATE FUNDRAISER A WEEK FROM SATURDAY AND I JUST APPRECIATE ALL OF THOSE PEOPLE AND WHAT THEY DO AND ALABAMA RURAL MINISTRY WOULD HAVE THEIR FUNDRAISER . ACTUALLY WILL BE JOINING THEM ON HALLOWEEN BUT THEY WILL BE THERE FOR A FEW DAYS RAISING MONEY FOR THE OUT TENDING MINISTRY. I WANT TO SAY THANK YOU TO ALL OF OUR DEPARTMENTS WHO MADE THE HOUSEHOLD HAZARDOUS WASTE DATE IS SUCCESS AGAIN. THAT IS A CRITICAL AND KEY TIME FOR OUR COMMUNITY TO BE ABLE TO DISPOSE OF THOSE THINGS THAT WE CAN'T THROW IN OUR TRASH CAN AND CANNOT THROUGHOUT BY THE STREET SO I APPRECIATE ALL THE CITIZENS THAT PARTICIPATE IN THAT AND ALL THE EXTRA EFFORT THAT GOES INTO MAKING THE HOUSEHOLD HAZARDOUS WASTE TODAY IS SUCCESS EACH YEAR. DON'T FORGET ON HALLOWEEN NIGHT, DOWNTOWN TRICK-OR-TREAT WILL OCCUR AND OUR COMMUNITY AGAIN AND WE WILL BE CLOSING DOWN THE STREETS IN DOWNTOWN TO ALLOW CHILDREN FROM OUR AREA TO PARTICIPATE IN TRICK-OR-TREATING. THIS IS IN CONDUCTION WITH SOUTHERN UNION AS A DEVELOPING A PLAN IN HIS PROGRAM AND THAT WILL BE A BUILDING HOUSING THE PROGRAM.

IT IS PART OF OUR MODERN COMMUNITY AS WE TRAIN PEOPLE TO TRAIN CITIZENS AND STUDENTS TO UNDERSTAND HOW TO FIX AIRPLANES, WHICH ARE A BIGGER AND BIGGER PART OF OUR COMMUNITY. AND THAT WILL BE ALL OF MY ANNOUNCEMENTS. DOES ANYONE ELSE HAVE ANYTHING THEY WOULD LIKE TO ANNOUNCE TONIGHT?

I DON'T EVEN WANT TO THINK ABOUT THE LOGISTICS OF PUTTING THIS ON OUR THAT I KNOW OR PUBLIC SERVANTS HERE HAVE DONE A REALLY GREAT JOB OF MAKING SURE THAT THAT WILL BE SAFE FOR ALL OF US SO WE ARE CERTAINLY THANKFUL FOR THEM AND FINALLY, I DID WANT TO SHARE A FOR STATEMENT FROM SHANE HENRIQUEZ WHO WAS THE PRESIDENT OF THE AMERICAN PHARMACISTS ASSOCIATION ASP. HE WANTED ME TO SHARE. THANK YOU, AUBURN MAYOR ANDERS FOR MEETING WITH THE AMERICAN FARMERS ASSOCIATION AT THE HARRISON COLLEGE OF PHARMACY AND FOR SIGNING A PROCLAMATION RECOGNIZING OCTOBER AS AMERICAN PHARMACISTS MONTH. [6. CITIZENS’ COMMUNICATIONS ON AGENDA ITEMS.]

CURRICULUM TO SERVE THE KIDS. OKAY. AT THIS TIME, IT IS CITIZENS COMMUNICATIONS ON ITEMS ON TONIGHT'S AGENDA.

REMEMBER THIS IS ONLY ITEMS ON TONIGHT'S AGENDA. WE DO HAVE A COUPLE OF PUBLIC HEARINGS. IF YOU WOULD LIKE TO ADDRESS CITY COUNCIL ABOUT AN ITEM THAT HAS A PUBLIC HEARING ATTACHED, WE ASK THAT YOU SAVE YOUR COMMENTS FOR THAT TIME BUT ANYTHING ON THE AGENDA, IF YOU WOULD LIKE TO SPEAK TO THE CITY COUNCIL NOW WOULD BE YOUR TIME. Y'ALL HAVE FIVE MINUTES AND WE ASK THAT YOU COME FORWARD TO THE PODIUM AND GIVE US YOUR NAME

AND ADDRESS. >> GOOD EVENING. BRETT BASKIN WITH THE FORESIGHT GROUP REPRESENTING THE HANSONS ON THE ANNEXATIONS TONIGHT. THE ANNEXATIONS DON'T REQUIRE PUBLIC HEARING. I JUST WANTED TO LET YOU ALL KNOW THAT WE ARE HERE TO ANSWER ANY QUESTIONS. I KNOW THERE HAS BEEN SOME QUESTIONS AND CONCERNS , BUT IF THERE ARE ANY QUESTIONS Y'ALL HAVE A HISTORY OF THE PROPERTY, THE FUTURE PLANS, WHICH IS REALLY JUST 19 LARGE LOT RESIDENTIAL LOTS OUT THERE, WE WOULD BE HAPPY TO ANSWER ANY QUESTIONS YOU HAVE. OTHER THAN THAT, I JUST WANT TO MAKE MYSELF AVAILABLE.

>> THANK YOU, MR. BASKIN. CERTAINLY WHEN WE ARE DISCUSSING THIS YOU WILL ASK YOU TO COME BACK. ANYONE ELSE?

[7. CITY MANAGER’S COMMUNICATIONS. ]

OKAY. WE WILL MOVE AHEAD WITH CITY MANAGER AT COMMUNICATIONS.

>> CEMENTED HIS COMMUNICATION. I WERE REMINDED UNLESS ANYBODY

[8. CONSIDERATION OF CONSENT AGENDA.]

IS LEFT OVER THERE IS NO AGENDA ITEM 460 SINCE IT'S EVIDENT TONIGHT. OTHER THAN THAT IF YOU ARE READY FOR THE CONSENT AGENDA, IS AN ACCOUNT NUMBER HAVE A ITEM THEY WISH TO REMOVE FROM THE COUNCIL CONSENT AGENDA AND DEAL WITH THAT ITEM

INDIVIDUALLY? >> YES, SIR.

>> ITEM EIGHT. D. >> D? DATE D?

[00:10:07]

>> D AS IN DOG. >> THANK YOU. MR. GRISWOLD?

>> EIGHT E 2. 8 E 5. 8 E 7. >> OKAY. ECHO. ANYONE ELSE?

[8.d. Street renaming. Rename a portion of Lee Road 677 within the Auburn city limits to Woodward Oaks Trail.]

>> 2, NUMBER FIVE, 7. >> YES.

>> EIGHT D. >> ITEM A.D.D. IS A RENAMING OF THE PORTION OF LEE ROAD 677 WITHIN THE AUBURN CITY LIMITS

TO WOODWARD OAKS TRAIL. >> I JUST WANT TO ASK A QUESTION MAY COMPLAIN TO EVERYBODY THAT IS LISTENING THAT STREET RENAMING. I SEE THIS STREET IS GOING TO BE RENAMED ON THE ROAD 667 TWO WOODWARD OAKS TRAIL . SO I JUST WANT TO UNDERSTAND STREET RENAMING.

>> WE OFTEN DO IT FOR TWO THINGS. OFTEN PEOPLE COME IN FROM CITY LIMITS AND I CANNOT GET A LEE ROAD ANYMORE. TO GET THE CITY NAME. TWO, WE HAD 8911 CONFLICT WE HAD TO RENAME STREETS . ONCE IN A GREAT WHILE CEREMONIOUSLY, SOME NAME IS CHANGED AND THAT IS EXTREMELY WHERE RARE. IN THIS INSTANCE THERE WAS SOME OF THE PLANES ABOUT CONFUSION AS TO WHETHER OR NOT SOMEONE LIVES ON LEE ROAD 677 WITHIN THE CITY LIMITS OR NOT. THEY WERE, AND SO IT IS A STAFF SHE DID ROAD NAME CHANGE BECAUSE FOR THE PORTION OF LEE ROAD 677 WITHIN THE CITY LIMITS, IT NEEDS TO BE NAMED SOMETHING IN THE CITY. WOODWARD OAKS TRAIL . AND THE OTHER THINGS WITHIN THE CITY LIMITS

WILL STILL BE 677. >> THAT IS CORRECT.

>> HOW DID YOU COME UP WITH THE NAME WOODWARD OAKS TRAIL ?

>> LET THE CITY MANAGER REFERENCE , STREET NAMES IN THE CITY AS A PUBLIC SAFETY INITIATIVE TO IDENTIFY NAMES THAT ARE SIMILAR TO OTHERS AND IN ORDER TO SAVE TIME AND EMERGENCY SITUATIONS, NAMES OF ROADS HAVE TO BE DISTINCTLY DIFFERENT GOING FORWARD SO THAT IS A CONTINUATION OF AN EXISTING ROW THAT IS ALREADY UP THERE.

>> OKAY. >> NEW SUBDIVISIONS, THE DEVELOPER CHIPLEY NAMES THOSE ROADS HAVE TO GO THROUGH THE BIDDING PROCESS TO MAKE SURE WE DON'T HAVE AN EMERGENCY 911

CONFLICT. >> ARE YOU GOOD?

>> WITH THAT STAND TRUE WITHIN THE CITY LIMITS IS RENAMING STREETS OR THAT A DIFFERENT PROCESS?

>> WE TYPICALLY DON'T RENAME STREETS UNLESS WE HAVE GOT A 911 PURPOSE AND SO, CEREMONIOUSLY, ONCE IN A GREAT WHILE IT HAPPENS BUT YOU ASKED ME ABOUT ONE PREVIOUSLY AND THAT STREET IS NAMED FOR SOMEBODY THAT WAS HISTORICALLY SIGNIFICANT AND THE TWO STREET DIDN'T PREVIOUSLY CONNECT UNTIL MARTIN LUTHER KING DRIVE WAS RELOCATED . IT USED TO TN DONAHUE RIGHT INTO THE RAILROAD TRACKS. THAT IS WHY THEY ARE NAMED TWO DIFFERENT THINGS. THE STREET NAME HISTORY BOOK OF AUBURN , THERE IS A LOT OF DISCUSSION ABOUT MR. BRACKEN AND HIS INVOLVEMENT WITH THE UNIVERSITY AND ALABAMA PARENTS . SO TYPICALLY ONE OF THE THINGS THE COUNCIL HAS LOOKED AT WITH STREET RENAMING AS WE HAVE A LOT OF BUSINESSES AND REFERENCES ARE ALREADY ADDRESSED OFF OF SOMETHING THAT IS OFTEN NOT CHANGED AND THAT ULTIMATELY IS UP TO THE CITY

COUNCIL. >> ANY OTHER QUESTIONS?

[8.e.2. Bobcat of Dothan. Purchase one (1) 2024 Bobcat MT100 Mini Track Loader. Parks and Recreation Department. $44,794.45.]

>> WE HAVE A MOTION AND A SECOND. ALL IN FAVOR, PLEASE A

AYE. >> AYE.

>> ANY OPPOSED? THE MOTION CARRIES.

>> ITEM 8E2 IS FOR THE BOBCAT OF DOTHAN FOR THE PURCHASE OF ONE 2024 BOBCAT MT 100 MINI TRACK LOADER. POPSON RECREATION

DEPARTMENT OF 44,794 DOLLARS . >> HOW OFTEN DO WE HAVE TO RENT

ONE? >> FREQUENTLY FROM MY UNDERSTANDING, WE WILL HAVE OUR PARKS AND RECREATION DIRECTOR

DIRECT US. >> GETS US IN TIGHT SPOTS ANYWHERE FROM WORKING IN THE CEMETERIES TO WORKING IN OUR PARKS. RIGHT NOW IT HELPS US WITH TRAIL MAINTENANCE AND WE

USE IT REGULARLY. >> THE TALES AT TOWN CREEK PARK WERE COUNSELING OUT WITH A SMALLER TRACK BECAUSE OF THE

WIDTH OF THE TRAILS. >> ABSOLUTELY.

>> AS A COST ANALYSIS BEEN DONE FOR CONTINUING TO RENT ONE

VERSUS BUYING ONE FOR $44,000? >> $44,000 WILL LAST OVER TIME

[00:15:03]

AND THIS WAS IN BUDGET , AS PROPOSED, THOSE THINGS WERE VETTED INTERNALLY I WAS SATISFIED WITH THE RESPONSES I

GOT ABOUT THAT. >> IS USED ALMOST CONTINUOUSLY

IS WHAT YOU'RE TELLING ME? >> ON A VERY REGULAR BASIS.

>> ALL RIGHT. THANK YOU. >> ANY OTHER QUESTIONS?

[8.e.5. Stivers Ford Lincoln. Purchase one (1) 2025 Ford F150 pick‐up truck. Fire Department. $47,798.]

>> ALL IN FAVOR, PLEASE SAY AYE.

>> AYE. >> ANY OPPOSED? THE MOTION

CARRIES. >> FOR THE FIRE DEPARTMENT IN THE AMOUNT OF $47,798 FOR A STIVERS FORT LINCOLN.

>> MOVE TO APPROVAL. >> SECOND.

>> MR. GRISWOLD? >> I JUST HAPPENED TO BUY ADDITIONAL VEHICLES WHEN THERE ARE SO MANY AROUND TOWN. THAT IS ALL. I AM NOT GOING TO SUPPORT THE PURCHASE OF NEW VEHICLES UNLESS THEY ARE REPLACING SOMETHING ELSE.

>> MS. CROUCH, THIS IS FOR AN ADDITIONAL CAPTION?

>> WE ARE NOW FULLY FLEDGED PARAMEDICS AND A LOT OF WAYS AND ARE RUNNING A LOT OF EMS ITEMS AND WE HAVE, WITHOUT GROWTH, HAVE TO ADD PERSONNEL AND LEADERSHIP PERSONNEL ON OUR DEPARTMENTS AND THIS IS FOR THAT PURPOSE AS WELL AS GENERAL DEPARTMENTAL USE SAFETY DIRECTOR MATTHEWS HAVE TO ADD.

>> THIS IS FOR OUR EMS OFFICER. HE IS A CAPTAIN OVER THE ALS

PROGRAM. >> ANY OTHER QUESTIONS OR COMMENTS? ALL IN FAVOR, PLEASE SAY AYE.

>> AYE. >> ANY OPPOSED? THE MOTION

[8.e.7. Stivers Ford Lincoln. Purchase four (4) 2024 Ford F150 Pickup Trucks. Parks and Recreation Department. $165,348.]

CARRIES. EXCUSE ME. >> ITEM 87 FOR A STIVERS FORT LINCOLN AND THE AMOUNT OF 41,330 1000 OR $165,248 IN

TOTAL. >> SECOND.

>> A MOTION IN A SECOND. MR. GRISWOLD?

>> I WOULD LIKE TO DIVIDE THE ISSUE PLEASE AND WE WILL CONSIDER THE TWO FOR THE CEMETERY SEPARATELY FROM THE

TWO FOR PARKS AND RECREATION. >> YOU NEED TO MOVE TO DIVIDE

THE QUESTION. >> I MOVE TO DIVIDE THE

QUESTION. >> NEED A SECOND.

>> SECOND. >> MOTION AND A SECOND TO DIVIDE THE QUESTION. MR. GRISWOLD ALTONA BACK TO YOU.

>> DO WE NEED TO CALL ON THAT MOTION?

>> ALL IN FAVOR TO DIVIDE ON THAT QUESTION?

>> AYE. >> I WILL SEND IT BACK TO YOU.

>> ON THAT PARTICULAR ONE, I AM READY TO VOTE WHEN Y'ALL ARE.

>> GO AHEAD AND VOTE ON THAT. >> I SUPPOSE. YEAH.

>> ALL IN FAVOR OF THE FIRST TWO PICKUP TRUCKS, PLEASE SAY

AYE. >> AYE.

>> ANY OPPOSED? MOTION CARRIES. ALL RIGHT. THE SECOND ITEM, THE TWO FOR PARKS AND RECREATION, I HAVE THE SAME RESERVATION AS PREVIOUSLY THAT PURCHASING NEW VEHICLES WHEN WE HAVE AN AWFUL LOT OF THEM JUST SITTING AROUND SOMETIMES DOESN'T MAKE SENSE

TO ME. >> AS YOUR MENTAL STATES, THE AQUATICS PERSONNEL. THERE ARE TWO. WHEN WAS ADDED AT TWO FULL-TIME PERSONNEL HAVE NO VEHICLE. THEY MUST TRANSPORT CHEMICALS ALL OVER THE CITY AND SO THEY HAVE BEEN BARRING AN SUV WHICH IS THE WISEST THING TO DO SO THAT IS TWO PEOPLE, ONE VEHICLE. WE ARE ADDING A SPLASH PAD IN BOYKIN AND WE HAVE THE SANFORD POOL. THE OTHER VEHICLE IS -- WE HAVE TO HAVE LAKE PERSONNEL AT LAKE BECAUSE WE HAVE PURPOSE FIELDS AN EYE ON FACILITY SO THAT VEHICLE IS FOR THE PURPOSE OF THE ADDITIONAL CREW AT LAKE BILL MOORE.

>> SO AGAIN, GROWTH AND EXPANSION CAUSES NEED FOR

PEOPLE. >> THERE WAS ONE OTHER POINT YOU MADE AT A POINT IN TIME THAT SAID CHEMICALS NEEDED TO

NOT BE CARRIED IN AN SUV. >> THAT IS CORRECT. THAT WOULD BE THE PREFERENCE. IT IS NOT NICE WITH THE WINDOWS DOWN BUT THE SUV AGAIN IS BORROWED FROM ANOTHER STAFF MEMBER AND NOT THAT ASSIGNED TO OTHER PERSON WORKING ON OUR AQUATICS .

>> ANY OTHER COMMENTS OR QUESTIONS?

>> WHEN I WAS WORKING NARCOTICS FOR THE CITY IN 1990 THROUGH 2003 , WE ACTUALLY HAD TO USE OUR PARTIAL VEHICLE FOR THE ENFORCEMENT AND GET A RADIO PUT IN BECAUSE WE DID NOT HAVE ANYTHING TO DRIVE. WHEN WE HAVE SOMETHING TO DRIVE, WE GOT THE CAESAR CAR AND CAESAR CASH TO PAY FOR THE CARS TO THE CITY HAS COME A LONG WAY AND I'M FRANKLY GLAD TO SEE IT.

>> OKAY. ANYONE ELSE? ALL RIGHT. WE HAVE A MOTION AND A SECOND TO APPROVE THE TWO VEHICLE PURCHASES FOR PARKS AND REC. ALL IN FAVOR, PLEASE SAY AYE.

>> AYE. >> ANY OPPOSED?

>> NAY . >> DO HAVE A MOTION OR SECOND

[00:20:01]

TO APPROVE THE BALANCE OF THE AGENDA?

[9.a. Traffic control signs and devices. Establish a "No Parking" zone along the north and east sides of Warrior Court. Unanimous consent necessary.]

>> ANY OPPOSED? >> THE CONSENT AGENDA IS

APPROVED. >> UNDER ORDINANCES, ITEM NINE A ESTABLISH A NO PARKING ZONE ALONG THE NORTH AND EAST SIDES OF WARRIOR COURT. YUNNAN ON UNANIMOUS CONSENT IS NECESSARY.

>> WE HAVE A MOTION AND A SECOND. DOES ANYONE HAVE A PROBLEM MOVING ON THE VOTE ON THIS THIS MORNING? SEEING AND HEARING NONE , ANY QUESTIONS WITH COUNCIL?

>> THE IDEA IS TO PLAN A YELLOW LINE AS INDICATED IN THE DRAWING HERE ALL THE WAY AROUND WARRIOR COURT AND HAVE PARKING NOT ON THAT SIDE SO THAT YOU WILL BE ABLE TO GET EMERGENCY

VEHICLES THROUGH THERE. >> YES, SIR. WE HAVE HAD SOME TROUBLE WITH THAT AND RECEIVED NUMEROUS COMPLAINTS ABOUT IT IN TIMES OF DAY. I'VE MENTIONED IN PACKET MEETING, THERE WAS NOT THAT LONG AGO AN ACCIDENT AT WARRIOR IN BRAGG AND ANOTHER ENSUING WARRIOR AT COLLEGE AND BRAD AND WE NEEDED TO GET EMERGENCY EQUIPMENT UP AND DOWN THIS ROAD AND IT WAS NEARLY IMPOSSIBLE. AND SO, THAT IS A REQUEST OF THE PUBLIC SAFETY DIRECTOR ALONG WITH POLICE CHIEF AND FIRE CHIEF.

>> ALL RIGHT. ANY FURTHER QUESTIONS?

>> I THOROUGHLY SUPPORT THIS. ESPECIALLY IN THE EVENINGS. THE ROAD GETS CONGESTED WITH VEHICLES ON BOTH SIDES. IT IS A GOOD IDEA. TOTALLY AGREE. THANK YOU.

>> ALL RIGHT. WITH THE ROLLCALL, ALLISON?

>> DAWSON? >> YES, MA'AM.

>> TAYLOR? >> YES.

[9.b.1. Hanson annexation. 3 acres. Property located at the 2600 Block of Lee Road 56 (Wimberly Road).]

>> ADAMS? >> YES.

>> ANDREWS? >> YES.

>> ITEM 9B 1 IS FOR THE HANSEN ANNEXATION ON THREE ACRES OF PROPERTY LOCATED AT 2600 BLOCK OF LEE ROAD 56. UNANIMOUS

CONSENT IS NECESSARY. >>

>> SECOND. >> I HAVE A MOTION ON A SECOND.

IS ANYONE ON THE COUNCIL HAVE A PROBLEM MOVING FORWARD ON THE VOTE THIS EVENING? SEEING OR HEARING NONE, IS THERE ANY

DISCUSSION OR COMMENTS? >> HAVE EIGHT QUESTION IF I MAY. THIS IS NOT A NEW PIECE OF PROPERTY. THIS IS A PIECE OF PROPERTY THAT WE ARE GOING TO LOOK AT AGAIN TONIGHT IN AN ITEM LIKE THIS . THIS IS PART OF THE WHOLE, IS THIS CORRECT?

>> NO, IT IS NOT PART OF THE WHOLE. IT IS A PIECE BEING ANNEXED TO GET TO ANOTHER PIECE TO GET TO A THIRD PIECE TO MAKE IT ELIGIBLE FOR ANNEXATION. THE NEXT TWO PIECES ARE COMBINED IN ONE APPLICATION. SO THIS IS A MEANS TO ANNEXED PROPERTY INTO THE CITY. YOU HAVE TO HAVE CONTIGUITY OF THE CITY LIMITS AND BUYER ANNEXATION POLICY AND IT COMPLIES. THAT IS HOW THEY

ARE ACHIEVING IT. >> AND THIS WOULD HAVE ACCESS

OFF WIMBERLY ROAD? >> THIS PARTICULAR PARCEL DOES BUT FROM A DEVELOPMENT STANDPOINT, IT IS NOT THE INTENT TO DEVELOP THIS PIECE AT THIS TIME.

>> YOU ARE CORRECT. >> I HAVE A COUPLE OF QUESTIONS THAT RELATE TO BOTH OF THESE ITEMS IN OUR AGENDA TONIGHT.

MS. CROUCH. YOU MIGHT NEED TO DO FOR THESE TWO SOME OF YOUR STAFF, SO, MR. BASKIN SAID 19 HOMES. WHAT DOES THAT DO FOR TRAFFIC? DO WE STUDY TRAFFIC UNDER THAT? I KNOW WE HAVE GOT SOME 14 UNDER OUR PURVIEW THAT FAR OUT AS WELL AS WIRE ROAD .

ARE WE GOOD WITH THE ROADS OUT THERE OR ARE WE SUPPORTING

THESE HOMES? >> COUNCILMAN DACHSHUND HAS ASKED A NUMBER OF TIMES WHERE HE WITH EXPANSION PLANS WITH 14 AND/OR WIRE ROAD. 14 IS THE STATE HIGHWAY. IT IS UNDERCOUNTING CONTROL BUT AT THIS TIME, THE CITY HAS MADE NO PLANS TO WIDEN EITHER ONE. DO YOU HAVE ANY MORE TO ADD ABOUT

TRAFFIC? >> YEAH. THIS DEVELOPMENT IN OF ITSELF IS NOT WARRANTED TRAFFIC STUDY . IT IS 70 DWELLING UNITS FOR SINGLE FAMILIES BUT IT COULD HAVE A CUMULATIVE EFFECT IF THERE ARE MORE ANNEXATIONS IN THE AREA. WE NEED TO LOOK AT

14 AS WELL AS WIRE ROAD. >> OKAY. IF THERE WERE TO BE MORE ANNEXATIONS IN THE FUTURE AND THOSE ROADS NEEDED TO BE UPGRADED, WHOSE RESPONSIBILITY WILL THAT BE?

>> RIGHT NOW, WILLIS TURK IS A COUNTY ROAD BUT I THINK AS WE HAVE TALKED A LITTLE BIT HERE, THE MORE WE ANNEX ROADS, -- OR NX PROPERTY ON BOTH SIDES OF THE STREET, AT SOME POINT THOSE ROADS WOULD BE TRANSFERRED TO THE CITY FOR PERPETUAL MAINTENANCE FROM THE COUNTY. SO RIGHT NOW, IT IS LEE COUNTY'S

RESPONSIBILITY. >> IT IS THEIR RESPONSIBILITY ULTIMATELY, AND THAT BECOMES WHEN THEY ARE TRANSFERRED TO THE CITY SOME NEGOTIATION BETWEEN THEM AND US AND ULTIMATELY, THE CITY'S RESPONSIBILITY IF CITIES DEVELOPMENT IS CAUSING THE NEED FOR WIDENING. IF THERE ARE NO DEVELOPMENT ACHIEVED AGREEMENTS TRIGGERED.

>> THIS WAS LISTED AS A MEDIUM PRIORITY FOR ANNEXATION. CAN

[00:25:01]

YOU TALK ABOUT HOW WE GRADED IT AS MEDIUM?

>> SO, WE LOOKED AT IT AS A STAFF THIS PAST WEEK AND WE DETERMINED THAT IT NEEDS TO BE RE-LOOKED AT. WE THINK T■HE TRANSITION THAT WE ARE GOING THROUGH RIGHT NOW AND THE CITY IS SOMETHING WE NEED TO RELOOK AT AND RECATEGORIZE A DIFFERENT

PART FOR CATEGORIZATIONS . >> WHAT DROVE IT TO BE MEDIUM PRIORITY BEFORE YOU GET AGAIN?

>> I THINK THE TREND AT THE TIME. JUST LIKE WHEN THAT WAS DETERMINED JUST LIKE THERE WAS A LOT OF PRESSURE OUT THERE FROM THAT AREA AND MADE SENSE SINCE THE BOUNDARY EXTENDS QUITE A WAY PAST THAT, AT THE TIME THIS WAS NOT PERCEIVED AND I THINK NOW THERE IS A SHIFT IN DEVELOPMENT. I THINK OPINIONS

AROUND IT. >> IF BOTH OF THESE WERE TO BE BROUGHT INTO THE CITY, HOW MUCH ACREAGE ARE WE LOOKING AT THAT WILL BE CONTIGUOUS TO THESE TWO PROPERTIES THAT COULD POTENTIALLY PETITION THE CITY FOR ANNEXATION? IS THERE A

ROUNDABOUT FIGURE? >> MR. CUMMINGS, I THINK YOU

LOOKED AT THAT. >> I THINK INITIALLY THERE WOULD BE SEVERAL HUNDRED ACRES. IT WOULD BECOME CONTIGUOUS DIRECTLY INCLUDING ALL OF THESE. IF YOU INCLUDE ALL OF THESE FORMS THAT WE ARE TALKING ABOUT. THIS ONE AND A SOCIAL REQUEST. ULTIMATELY, IT COULD BE ANYWHERE FROM 15 TO 2000 ACRES THAT COULD POTENTIALLY BECOME CONTIGUOUS OVER TIME AFTER THAT. SO IT REALLY OPENS UP THAT TOTAL WESTERN CORRIDOR.

>> THIS PROPERTY OR NOT, EVERY TINY PIECE IS ANNEXED, ANYTHING CONTIGUOUS TO IT CITYWIDE BECOMES FAIR GAME AND THE THING CONTIGUOUS TO THAT AND SO ON AND SO FORTH. SO ONE OF THE THINGS YOU GUYS HAVE BEEN STUDYING THE LAND USE PLAN AND THE OPTIMAL BOUNDARY A LITTLE BIT, PLANNING COMMISSION IS WORKING THROUGH THAT. WE HAVEN'T SEEN IT AND THIS IS GREATER DISCUSSION. THE SUBDIVISION DOWN OFF OF MOORES MILL AND IT IS BACK TO ANNEXATION POLICIES AND PRIORITIES AND WHERE THIS FITS FOR YOU.

>> MR. CROUCH, WHERE ARE WE AS FAR AS THAT STUDY OF OPTIMUM BOUNDARY AND FUTURE ANNEXATION AND FUTURE LAND USE?

>> ARE WE IMMINENT AS FAR AS COMING BACK TOGETHER AND SEEING

SOMETHING? >> THAT IS CORRECT. THE FUTURE LAND USE PLAN AND PROPOSED UPDATE TO THE COMPREHENSIVE PLAN WILL BE PUBLISHED FOR LEGALS THIS FRIDAY. IF YOU WANT TO GO TO THE PAPER THIS FRIDAY, IT WILL BE PUBLISHED NEXT

THURSDAY. >> PLANNING COMMISSION IN NOVEMBER. AND THAT MEANS THAT ROLE IS FOR YOU FOR THE SECOND MEETING OF DECEMBER DEPENDING ON DATES FALL.

>> ANNEXATIONS ALL STAND ON THEIR OWN, CORRECT? CITY COUNCIL HAS A PURVIEW TO APPROVE AN ANNEXATION AND RIGHT NEXT DOOR, THEY HAVE A PURVIEW TO NOT APPROVE.

>> CORRECT. THERE IS NO STATUTORY -- IS MY PROPERTY RIGHT FOR SOMEBODY TO BE ANNEXED.

>> ON FACE VALUE, 19 HOUSES I'M SURE IT IS GOING TO BE A BEAUTIFUL NEIGHBORHOOD. I HAVE NO PROBLEM WITH THAT. JUST FOR THE COUNCILS, MY CONCERN IS ARE WE READY FOR WESTERN AUBURN TO OPEN UP AND EXPAND? IS OUR CITY READY FOR THAT? OR ARE ROADS READY FOR THAT? IS OUR INFRA STRUCTURE READY FOR THAT? THOSE ARE DECISIONS WE JUST NEED TO CONSIDER ON THE SURFACE, I'M SURE THIS WILL BE A BEAUTIFUL NEIGHBORHOOD. WITHOUT QUESTION.

ANY OTHER COMMENTS? >> YEAH. I AM IN SUPPORT OF THIS. I FEEL LIKE THE 19 HOUSES IS SOMETHING THEY HAVE TRIED BEFORE TO GET ANNEXED IN. I FEEL LIKE IT WAS 2 MILLION UNITS BUT IT WOULDN'T BE ATTRACTED TO THE SEA AND I DID NOT LIKE THE INTERSECTIONS . I THINK IT IS DANGEROUS. SO IT HAS GOT TO BE LOOKED AT AND HIGHWAY 14, THE RAILROAD TRACKS ARE DANGEROUS BUT I DON'T THINK WE CAN TELL THESE FOLKS THAT CAME TO DEVELOP THE PROPERTY . THOSE INTERSECTIONS ARE NOT QUITE RIGHT. I'M CERTAINLY GOING TO SUPPORT IT.

I HOPE THE REST OF THE COUNCIL WILL TOO.

>> THE CITY NAME WE ARE LOOKING AT THE ANNEXATIONS BUT WE DON'T HAVE A PLAN OTHER THAN TONIGHT'S ACTIONS ARE STRICTLY

ANNEXATIONS, CORRECT? >> YOU WON'T SEE THE SUBDIVISION UNTIL DEDICATION OF EASEMENT AND RIGHT-OF-WAY.

>> THAT IS CORRECT. >> THEY CAN DO ANYTHING IN A RURAL ONES ANNEXED. THE PLAN IS FOR 19 HOUSES RIGHT NOW.

>> EVEN THOUGH THE NEXT ITEM IS 108 ACRES DOES GREATER THAN 19.

>> IT IS 36 MAXIMUM. >> YEAH. SO THAT IS CORRECT.

[00:30:05]

THE -- EVEN THOUGH THE MINIMUM IS THREE ACRES, THERE ARE A LOT

OF LARGER LOTS. >> SO YOU HAVE SEEN A PROPOSED

PLAN? >> YES. THE DISCIPLINARY PLAN THEY CAME IN CHANGED AND THEN, THEY CAME IN WITH A PRELIMINARY PLAN AND NOW THEY ARE COMING WITH THE PETITION TO ANNEX.

>> OKAY. >> BECAUSE THESE ARE THREE ACRE LOT YOU CAN DO SO IN THE COUNTY.

>> THE ONLY WAY I CAN CHANGE IS WE HAVE TO VOTE ON IT.

>> YES, SIR. ONCE THIS COMES AND, IT COMES IN AS A RURAL.

NOT SAYING THEY'RE GOING TO BE ANYTHING THAT RURAL ZONE WILL

ALLOW CAN BE DONE HERE. >> THEY WERE NOT ALLOWED TO PUT

100 HOUSES ON THAT. >> NO. IT ALLOWS HIM THREE ACRE

LOTS AT THE MOMENT. >> THEY COULD. YES. AND THEY HAVE GIVEN US NO SUCH INDICATION OF IT. YEAH.

>> AND AS MR. BASKIN SAID TONIGHT, IT WAS 19.

>> OKAY. THANK YOU. ANY OTHER QUESTIONS OF THE COUNCIL? COMMENTS? MR. BASKIN IS OFFERED. DO WE HAVE ANY QUESTIONS FOR HIM? HE CAN CERTAINLY STEP UP. OKAY.

ALLISON WITH THE ROLL CALL? >> ALLISON.

>> YES MA'AM. >> GRISWOLD.

>> YES MA'AM. >> TAYLOR.

>> YES. >> WITTEN.

[9.b.2. H&G Annexation. Approximately 108 acres. Property located at 943 Lee Road 57 (Willis Turk Road).]

>> YES. MORMON. >> YES.

>> PARSONS. >> YES. THE PLANNING COMMISSION RECOMMENDED APPROVAL OF THIS REQUEST AT ITS OCTOBER 10TH MEETING. UNANIMOUS CONSENT IS NECESSARY.

>> SECOND. >> WE HAVE A MOTION AND A SECOND. SEEING AND HEARING NONE, ANY COMMENTS OR QUESTIONS? YES, SIR. MR. MOREMAN?

>> A POINT OF CLARIFICATION. IT WAS INDICATED EARLIER THAT THERE WERE THREE LOTS CONTIGUOUS. THREE LOTS AND ARE WE NOW CONSIDERING THE OTHER TWO?

>> YEAH. THERE WERE JUST LITTLE PIECES. I WILL HAVE THE TELLING

PLANNING DIRECTOR EXPLAINED. >> LIKE WE TALKED ABOUT EARLIER, YOU MUST HAVE CONTIGUITY TO ANNEX INTO THE CITY SO THERE ARE THREE WAYS OF OBTAINING IT AND THE LARGER 108 ACRES IS USING A THIRD WAY WHICH IS A SLIVER AND CANNOT BE ANY LONGER THAN I THINK 700/750 FEET . I THINK THE STRIPPER THEY'RE USING IS 660 FEET AND 60 FEET WIDE AND ABOUT .9 ACRES SO THEY ARE USING A SLIVER. AND THEY ARE USING THAT SLIVER TO CONNECT TO THE THREE ACRE PIECE ANNEXED TO ANNEX 108 ACRE

PIECES. >> I UNDERSTAND ALL OF THAT WE HAVE LOOKED AT THIS NOW TOO OTHER TIMES. HAS THIS BEEN PART OF THE CONSIDERATION THE TWO OTHER TIMES THAT WE HAVE LOOKED

AT IT? >>

SPEAKERS ] >> THAT WAS BEFOREHAND.

>> AND I APOLOGIZE FOR ASKING YOU THAT QUESTION. DOES ANYBODY WHO'S BEEN ON THE COUNCIL LONGER THAN THE STAFF AND TO

COMMENT ON THAT? >> SO, THE INITIAL PLAN THAT WE LOOKED AT I GUESS A YEAR OR SO AGO.

>> 15 DOWN TO 23 I THINK. >> THAT ACTUALLY INCLUDED SOME OF THE PARCELS THAT ARE PART OF THIS ANNEXATION THAT WENT ALL THE WAY OVER TO THE ROADS WHERE THEY CAN GET THE CONTINUITY. SO THAT WAS ACTUALLY PART OF A BIGGER DEVELOPMENT. THIS IS IN A SMALLER PARCEL JUST LOOKING AT THAT 100 ACRE PARCEL AND BECAUSE THEY ARE BRINGING IN ABOUT TWO PARCELS, THE SAME OWNER OWNS BOTH PARCELS. BUT IT IS A SMALLER PIECE THAN WHAT

WAS LOOKED AT PREVIOUSLY. >> YES, SIR? MR. GRISWOLD?

>> OUR PREVIOUS CONCERNS WHEN WE LOOK AT THIS IS THAT WE WEREN'T READY. WHAT HAS CHANGED SINCE OUR DETERMINATION THAT WE WERE NOT READY TO MOVE OUT THAT DIRECTION?

>> I AM NOT SURE. I KNOW FROM AN APPLICATION STANDPOINT, THE PAST CASE WAS A LOT DENSER. AND SO THE DENSITY AND I THINK THE DWELLING UNITS ARE DRASTICALLY DIFFERENT. THE APPLICATION ITSELF HAS CHANGED BUT I DON'T KNOW IF THE SENTIMENTS ITSELF HAS CHANGED AND I DON'T KNOW WHAT THE IMPLICATIONS WOULD BE.

>> I THINK ALSO THE DIFFERENCE IS THE VOLUMES WE ARE SEEING IN THE ENTIRE OPTIMAL BOUNDARY. YOU ARE FACING SEVERAL THOUSAND ACRES OVER THE NEXT 4 TO 6 MONTHS THEY MAY BE ASKED TO COME IN AND THAT IS WHY THE STAFF IS SAYING WHAT WE ARE SAYING SOMETHING ABOUT THIS DEVELOPMENT IS THE TOTALITY OF ANNEXATIONS YOU NEED TO BE AWARE. GO AHEAD. >> WE HAVE A MOTION AND A SECOND. IS THERE ANYONE ELSE ON THE COUNCIL AS A PROBLEM MOVING FORWARD WITH THIS THIS EVENING? I KNOW OUR REPRESENTATIVES FROM FRAZIER LENNY R UNDERWOOD ASKED MR. YOUNG IF IT IS THE COUNCIL'S PLEASURE TO MAKE A FEW COMMENTS.

>> THANK YOU, MAYOR. FIRST OF ALL, ON BEHALF OF FRAZIER LINEAR , I WANT TO THANK YOU FOR YOUR CONTINUING TRUST THAT YOU PLACE ON OUR TWO FARMS. I WOULD LIKE TO GIVE YOU A QUICK OVERVIEW OF HOW THE SALE WENT AND I WOULD ALSO LIKE TO MAKE SOME COMMENTS ABOUT THE RATINGS THAT YOU RECEIVED FROM MOODY'S INVESTORS SERVICE CORPORATION. WE HAD AN EXCELLENT SALE. WE WENT INTO THE MARKET A WEEK AGO AND INTEREST RATES OF 3.68% AND BECAUSE OF YOUR EXCELLENT CREDIT, WE WERE ABLE TO LOWER THOSE RATES TO 3.864%. SO WE WERE AT PRESIDED EXCITED ABOUT

[00:40:06]

THE WAY YOUR ISSUE WAS RECEIVED. AS IT TURNED OUT, FRIDAY, SOME RATHER DISTURBING USE NEWS ABOUT RENEWED INFLATION CAME OUT AND INTEREST RATE WHEN OUT. MEGAN AND ALLISON AND HEIDI COULD NOT HAVE PICKED A BETTER DAY TO GO INTO THE MARKET OF THE OTHER ONE THAT THEY DID NOT THE LOWEST INTEREST RATES WE HAVE SEEN THIS CALENDAR YEAR. BUT SHOULD SURE PUT IT DARN CLOSE TO IT. THE ISSUE WILL CLOSE ON THE 22ND AND WE WILL WIRE THE FUNDS INTO BE USED FOR THE PURPOSES, WHICH MEGAN WAS OUTLINING TENURED. RATINGS CAME BACK IN EXCELLENT FORM. MOODY HAS MAINTAINED THE AA TO RATING. I WANT TO THANK THE MAYOR AND MEGAN AND ALLISON AND HEIDI FOR RESPONDING TO A NUMBER OF QUESTIONS AND COMMENTS IN WRITING BEFORE WE EVER HAD THE READING CALLED.

THE RESPONSES WERE RIGHT TO THE POINT. THEY BROUGHT UP NO QUESTIONS DURING OUR CALL WITH EITHER OF THE AGENCIES, WHICH LASTED ABOUT AN HOUR AND A HALF WITH EACH ONE. THE STRESS REALLY IN THIS CONVERSATION WAS A DEEP DIVE INTO WHAT IS GOING ON AND OFF IN AUBURN AND HOW THEY ARE MANAGING IT AND ONE OF THE THINGS THAT THE MAYOR AND MEGAN HIT ON WAS THE EXCELLENT STAFF THAT YOU ALL HAVE HERE AT THE DEPARTMENT HEAD LEVEL AS WELL AS EVERYONE WORKING IN THE CITY TRYING TO MAKE SURE THAT THE CITIZENS GET THE MOST BANG FOR THEIR BUCK AND THAT CLEARLY CAME THROUGH IN THE RESPONSES AND IN THE COMMENTS THAT THEY MADE. THE FACT THAT YOU HAD A WONDERFUL GROWTH ON THE INDUSTRIAL AND COMMERCIAL SIDE, THAT PHILIP HAS DONE A GREAT JOB OF MAKING SURE THAT YOU KNOW WHAT INDUSTRY IS THE BOY DOG IN TOWN AND IF THEY GO OUT OF BUSINESS, YOU'RE IN TROUBLE WITH A LOT OF UNEMPLOYMENT. I TOOK IT AS A REALLY HIGH CONDIMENT WHEN KATIE VASQUEZ, WHO IS HEAD OF ELEMENT CREDITS FOR STANDARD & POOR'S CALLED WITH THE DOUBLE A+ CONFIRMATION. SHE TOOK TIME TO EXPRESS THE APPRECIATION FOR THE PRESENTATION THAT THE MAYOR AND MEGAN AND ALLISON AND HEIDI PROVIDED . SHE SAID THAT SHE SPENT A LOT OF TIME IN THE COMMITTEE MEETING DISCUSSING THE EXCELLENT MANAGEMENT TECHNIQUES THAT ARE EMPLOYED HERE IN THE CITY. SO, IF YOU'RE LIKE ME, SOMETIMES YOU FORGET ABOUT THE THEMES THINGS THAT SEEM TO GO ALONG REAL WELL AND DON'T APPRECIATE THOSE. THE FOLKS OUT OF TOWN WERE RIGHT MIGHTY IMPRESSED WITH THE WAY YOU WERE RUNNING THE RAILROAD HERE AND SO, YOU'VE GOT A LOT TO BE PROUD OF AND MY PREACHER TOLD ME, PRIDE IS NOT CONSIDERED A VIRTUE IN THE NEW TESTAMENT, BUT I WILL SAY THAT I WAS PROUD OF THE RATINGS THAT YOU HAVE GOT AND YOUR TEAM DID AN EXCELLENT JOB. WE COULDN'T ASK FOR ANY BETTER SUPPORT FROM OUR PERSPECTIVE. AND I WOULD BE DELIGHTED TO ANSWER ANY QUESTIONS THAT ANY OF YOU MIGHT HAVE.

>> ARE YOU SAYING THAT COMMUNITIES OUR SIZE MAINTAINING THEIR RATING LEVELS IN THE SAME FASHION THAT WE

HAVE? >> FIRST OF ALL, YOU ARE AMONG THE HIGHEST IN THE STATE OF ALABAMA AND REALLY, THE NEXT STEP IS AAA FOR Y'ALL AND THAT IS EXTREMELY DIFFICULT TO PERTAIN OBTAIN, PARTICULARLY FOR A CITY OF YOUR SIZE. THE RATING AGENCIES BELIEVE THAT A BIGGER CITY HAS MORE RESILIENCY AGAINST A DOWNTURN IN THE ECONOMY. I DON'T NECESSARILY AGREE WITH THAT, BUT THEY MAKE THE RULES THEMSELVES BUT THERE ARE VERY, VERY FEW CITIES THAT ARE MAINTAINING THESE KINDS OF HIGH RATINGS AND ONE OF THE THINGS THAT WE ARE SEEING AROUND THE STATE RIGHT NOW IS THE SALES TAX ELECTIONS HAS A PERCENTAGE OR LEVELING ALL ? THAT IS NOT THE CASE HERE IN AUBURN SO, YOU ARE BUCKING THE TREND IN THE RIGHT WAY.

>> THANK YOU. ANYONE ELSE? >> THANK YOU, AGAIN.

>> THANK YOU, MR. YOUNG. WE APPRECIATE YOUR SUPPORT AND HELP AND WE ARE CERTAINLY PROUD OF OUR STAFF, ALLISON. YOU AND YOUR STAFF DID A GREAT JOB. ANYONE ELSE HAVE ANY OTHER QUESTIONS FOR THE CITY MANAGER? ALL RIGHT. ALLISON, ROLL CALL?

>> MY NAME IS ERNEST CRAIG'S. I AM THE PASTOR OF CHURCH OF GOD WHICH IS LOCATED AT FIVE RICHLAND ROAD HERE IN THE GREAT CITY OF AUBURN, ALABAMA, WHERE WE ALWAYS SEE WATER. THE WORD OF BEING A PREACHER. THIS PROPERTY IS A SHAPE AROUND OUR CHURCH. RIGHT NOW, IT IS AN EYESORE. IT LOOKS BAD. IF YOU YEARS AGO, WE HAD A TREE THAT FELL FROM THE PROPERTY KISSED OUR CHURCH. IT WASN'T A GOOD KISS. IT WAS A JUDAS KISS AS IT BLEW PART OF THE CHURCH AND WE CANNOT FUND THE PROPERTY OWNERS TO PAY FOR US THROUGH STATE FARM HAD TO DO THAT JOB. THE PROPERTY SAT VACANT FOR 25 YEARS. WE ACTUALLY OWN -- BOTH PARCELS OF PROPERTY WERE ACTUALLY OWNED BY FOUR MEMBERS OF OUR CHURCH WHICH ARE DEAD AND GONE WHICH IS PROBABLY WHY WE COULDN'T FIND THEM AT THAT TIME. THE HEIRS ARE ALL OUT OF STATE BUT WE WERE APPROACHED BY A DEVELOPMENT THAT SIT DOWN AND TALK WITH US AS A CHURCH BODY AND TOLD US WHAT THEY PROPOSED AND ASKED US WHAT WE WOULD LIKE AND WHAT IS NEVER BEEN DONE BEFORE AND WE WOULD LOVE TO HAVE THE PROPERTY DEVELOPED THERE. WE WOULD LOVE TO HAVE NEIGHBORS. IT GIVES US THE OPPORTUNITY AS I TOLD THE PLANNING COMMISSION THAT WE WOULD LOVE TO HAVE THE OPPORTUNITY AS BELIEVERS IN CHRIST TO DO WITH THE BIBLE SAYS SO HE THEREFORE MAKE DISCIPLES AND ALL WE WOULD HAVE TO DO IS GO RIGHT ACROSS THE PARKING LOT INSTEAD OF HAVING TO DRIVE AROUND AND GOING ACROSS THE SEA. WE WOULD GO THERE AND INVITE THOSE PEOPLE TO BE A PART OF OUR CHURCH COMMUNITY. AND I SIT IN A MEETING AND I'M NOT RACIST BUT -- I AM A BLACK PASTOR . THE PASTORS OF THE WHITE CHURCH THAT IS ALL BLACK. AND I WOULD LIKE TO SEE FACES THERE OTHER THAN MINE. I WOULD LIKE TO SEE THAT'S NOT THERE ARE PLENTY OF PERSONALITIES ARE NOT MINE THAT I WOULD LIKE TO SEE SOME REAL BLONDE HAIR. NOT SOME OF THOSE

BUT OVER AT THE STORE. >>

>> IN OTHER WORDS, I'D LIKE TO SEE MY CHURCH MORE MIXED AND IT GIVES US AN OPPORTUNITY AS A CHRISTIAN FAMILY AND ALSO NOT ONLY JUST FOR CHURCH BUT FOR OTHER OPPORTUNITIES FOR THE YOUTH. WE HAVE GOT GREAT YOUTH PROGRAMS THERE. OPPORTUNITIES FOR COUNSELING. WE EVEN DO FINANCIAL COUNSELING AND THAT IS NEEDED IN A TIME LIKE THIS. WHEN TIMES GET STRANGE, MONEY GET FUNNY. WE OFFER A LOT OF THINGS IN OUR CHURCH IS NOT JUST FOR CHURCH BUT TO HELP THE COMMUNITY. I HAVE BEEN HERE SINCE 1980. ACTUALLY LIVE IN THE METROPOLIS OF LOOK WHICH POACHER BUT IT IS ALMOST OVER NOW. WE WOULD LOVE AS A CHURCH GROUP INVESTMENT WE AGREE WITH THAT. WE'VE HAD NO PROBLEM WITH HYPER GLENN. THERE WERE 65 FORM IS BEHIND US. WE WERE INACTIVE WITH THOSE PEOPLE AND THE OVERALL PROBLEM I HAD WAS

>> AND THEY DID NOT CLEAN IT UP. SOMEONE WAS OF TO WALK IN THE DOG. HE WAS A STUDENT AND JUST DIDN'T KNOW. BUT OTHER THAN THAT, WE WOULD LOVE TO HAVE THEM. WE WOULD LOVE APPROVAL FROM THE COUNCIL FROM THIS PROJECT.

[00:50:03]

ADDRESS? >> PLEASE.

>> ANDREW PALMA. 118 CECIL LANE. I WON'T GET AS DEEP AS PASTOR RIGGS BUT I WANTED TO COME UP AND THINK MS. CONNIE FOR SETTING UP THAT WARD ONE MEETING THAT BARED A LOT OF FRUITS AND IT BARED A LOT OF FRUITS OUTSIDE OF JUST REAL ESTATE DEVELOPMENT, WHAT TYPE OF COMMERCIAL AND RESIDENTIAL.

IT SPOKE TO THE HEART OF WHAT IS MOST IMPORTANT AND I REALLY APPRECIATE THAT. I APPRECIATE COUNCILMAN GRISWOLD FOR BEING THERE AND ALL THE MEMBERS OF THE COMMUNITY AND WE ARE JUST EXCITED FOR THIS OPPORTUNITY. WE ARE GRATEFUL AND THANK YOU

FOR YOUR TIME. >> THANK YOU. WHO WILL BE NEXT? OKAY. WE WILL CLOSE THE PUBLIC HEARING. ANY COMMENTS OR

QUESTIONS FROM THE COUNCIL? >> I WILL ASK A SHORT ONE IF

THAT IS ALL RIGHT. >>

>> A SHORT ONE. >> I WANT TO YIELD A LOT OF TIME TO MY COLLEAGUE. SO THIS WON'T BE A PRIVATE CLUB. IT WON'T BE A FUNERAL HOME. WHAT DO YOU THINK IT WILL BE?

>> THE COMMERCIAL PIECE OF THIS?

>> JUST GENERAL. >> MR. PARMER, DO YOU HAVE SOMETHING YOU WOULD LIKE TO RESPOND WITH?

>> PRIVATE CLUB AND IT WAS A GRAVE MISTAKE THAT THAT EVEN ENTERED THE APPLICATION TO THE PLANNING FORM. I APOLOGIZE FOR THAT. SO, I HAD A LOT OF DISCUSSION AT THE MEETING. WE BELIEVED A CAFE COPY SANDWICH SHOP . SOMETHING THAT CAN ANCHOR THE DEVELOPMENT THAT CAN TRULY BE A BENEFIT. WE ARE GOING TO HAVE INTEREST FROM A HAIR SALON. A NAIL SALON AND OTHER USES LIKE THAT. BUT THAT IS WHAT WE ENVISION FOR THE PROPERTY AND WE ARE IN NO RUSH TO MAKE A BAD DECISION. WE ARE GOING TO WAIT FOR THE RIGHT TENETS TO COME FOR THE PROPERTY TO BE A BENEFIT TO THE AREA.

>> THANK YOU. >>

SPEAKERS ] >> MS. TAYLOR?

>> AS MR. PARMER STATED, THERE WAS A COMMUNITY MEETING HELD LAST WEEK ABOUT THIS PARTICULAR DEVELOPMENT AND ONLY THING THAT THE RESIDENTS HAVE A PROBLEM WITH THE DEVELOPMENT BUT THERE WERE SOME ISSUES OR SOME QUESTIONS THAT CAME ABOUT ABOUT THE DEVELOPMENT. ONE OF THE MAIN CONCERNS FROM THE RESIDENTS IN THE COMMUNITY WAS TRAFFIC FLOW. AND RICHLAND ROAD HAS REALLY REALLY CHANGED. AND A LOT OF PEOPLE USE RICHLAND ROAD NOW AS A CUT THROUGH TO GET TO THE OTHER SIDE OF RICHLAND ROAD, OKAY? AND I THINK I EXPRESSED THIS IN THE MEETING THAT THE REASON THAT HAPPENED IS BECAUSE IF YOU ARE COMING OFF OF 14 AND I AM NOT GOOD WITH NORTH, WEST, SOUTH AND ALL THAT BUT IF YOU'RE COMING OFF OF 14 AND JUST BEFORE YOU GET TO THE BRIDGE AND YOU MAKE THAT TURN OFF TO GET BACK ON TO JORDAN, THERE ARE RAILS IN THE ROAD RIGHT THERE AND EVEN WITH ME, THAT IS A LITTLE DANGEROUS. SO, I PREFER TO GO DOWN UNDER THE BRIDGE AND CAN OFF TO THE TREND ROAD RICHLAND ROAD AND TO THE TRAFFIC LIFE WHERE IT IS MORE SAFER. THERE IS A INFLUX OF TRAFFIC THAT IS COMING THROUGH RICHLAND ROAD. NOW I TRAVEL RICHLAND ROAD AND SOMETIMES I GET OUT IN MY WARD AND I WANT TO LOOK AROUND AND SEE WHAT IS GOING ON AND SEE HOW QUITE THE NEIGHBORHOOD OR HOW NOSY THE NEIGHBORHOOD FEELS AND EVERY TIME I GO THROUGH RICHMOND ROAD RICHLAND ROAD, TRAFFIC IS USED HEAVILY ON THAT ROAD AT A SPEED THAT YOU WOULD NOT BELIEVE. SO, MOST OF THE RESIDENTS, ESPECIALLY THOSE ON RICHLAND ROSE ROAD IS CONCERNED ABOUT HOW FAST THE CARS ARE TRAVELING ON RICHLAND ROAD AND THEY ARE ASKING FOR SOME TYPE OF HOMING DEVICE AND ESPECIALLY NOW THAT IF THIS GETS APPROVED, AND YOU ARE PUTTING A COMMERCIAL DEVELOPMENT THERE SO THAT IS GOING TO BRING IN MORE TRAFFIC, MORE TREATING SPEEDING, MORE CARS. SO, I WOULD LIKE TO KNOW FROM MEGAN, YOUR STAFF, OR WHATEVER, IS THERE A POSSIBILITY -- BEFORE YOU ANSWER THAT QUESTION. THERE WERE SOME PEOPLE ASKING ABOUT SPEED BUMPS AND HOW THEY CAN ACQUIRE SPEED BUMPS AND MR. GRISWOLD WAS AT THE MEETING AND HE ACTUALLY PULLED UP THE WEBSITE THAT PEOPLE CAN GO TO AND FILL OUT THE FORM AND ASK FOR THE SPEED BUMPS. SO I WOULD LIKE TO KNOW, CAN IT BE DONE AND HAVE ANY OF THOSE REQUESTS

[00:55:04]

BE COMING IN? >> REQUESTS HAVE BEEN COMING IN THE COUNTY ENGINEER FRAZIER AND OUR CITY ENGINEER CAN SPEAK TO

THOSE AS WELL. >> WE HAD TO FOR TRAFFIC CALMING AND RICHLAND ROAD. ONE AND 2019 AND ONE FOR 2024. WE HAVE CONDUCTED A SPEED STUDY AND SUBMITTED THE PETITION TO THE REQUESTER AND WE HAVE NOT RECEIVED IT BACK. IT WAS JUST OVER THE 85TH PERCENTILE SPEED WHICH WARRANTED THE TRAFFIC HOMING LIKE I SAID, WE HAVEN'T RECEIVED THE PETITION BACK.

>> THE PETITION BACK MEANS YOU NEED A PERCENTAGE OF THE PEOPLE THAT WERE IMPACTED. WHICH GIVES A PERCENTAGE OF THE ADDRESSES ON RICHLAND ROAD OF THIS CASE SO THEY NEED A PERCENTAGE. I CAN GET WITH YOU AND LET YOU KNOW WHO THAT IS AND IF YOU WANT TO WORK ON THEM, WE CAN BUMP THEM AS WELL. IT IS SOMEBODY WHO REQUESTED IT. WE NEED THEM TO GET THERE PARTITION PIECE DONE AND THAT MEANS IT WILL COME BEFORE YOU IF THEY GET ENOUGH SIGNATURES OF THE PROPERTY OWNERS THAT ARE IMPACTED BY IT, THEN IT COMES TO YOU FOR A VOTE SO I WILL CLARIFY THAT THERE IS SOME CONFUSION ON THE RICHLAND ROAD ITSELF AND IT APPEARS AS AN ARTERIAL ROAD IN OUR MANUALS WHICH MEANS IT IS NOT AN LIVABLE ELIGIBLE RICHLAND ROAD IS OWNED BY THE STATE OF ALABAMA WHICH PUTS AN EIGHT GRAY AREA SO RIGHTLY SO, THE STAFF IS ACTING AS IF THIS IS A LOCAL STREET AND MEETS OUR POLICY. SO, THEY ARE DOING EVERYTHING THEY CAN TO WORK MAK HAPPEN, BUT WE TYPICALLY REQUIRE THAT THE RESIDENTS WERE MOST IMPACTED BECAUSE THEY HAVE TO LIVE BY IT GET ENOUGH SIGNATURES TO DO THAT. SO WE

CAN TRY TO RUN THAT DOWN. >> AND I MADE SURE THAT THE PEOPLE UNDERSTOOD THAT THERE IS ANOTHER DEVELOPMENT COMING RIGHT ON RICHLAND ROAD TOO ACROSS JUDD SO THAT IS GOING TO IMPACT TRAFFIC AND THE SAFETY OF PEOPLE THAT IS GETTING FROM RICHLAND ROAD TO THAT NEW DEVELOPMENT WHICH ALSO HAS COMMERCIAL DEVELOPMENT THAT IS GOING TO BE GOING ON ALONG WITH HOUSING. SO IT IS GOING TO BE PRETTY CONGESTED THERE. SO, I JUST WANT TO MAKE SURE THAT IT IS SAFE FOR PEOPLE TO DRIVE AND DO THE CITIZENS NEED TO GO AHEAD AND PUT THAT IN BEFORE THOSE DEVELOPMENTS COME OR DO THEY NEED TO WAIT?

>> THAT TENDS TO COME AT OUR EXPENSE. IS THAT CORRECT?

>> YES. >> IF THEY GET THE PETITION FILED, IT COMES BEFORE YOU AND THAT BASICALLY -- DAN BAUER IS A VERY GENEROUS GUY AT PUBLIX WORKS AND THAT COMES OUT OF HIS

BUDGET. >> THERE WE GO.

>> WE JUST NEED TO GET THE PETITION FAR ENOUGH ALONG SO WE CAN BUMP THE PERSON THAT IS THE REQUESTER BUT WE MAY ALSO HAVE YOU REACH OUT TO SOME FOLKS TO MAKE SURE THAT MOVES ALONG BECAUSE WE ASKED THE NEIGHBORHOOD THAT ONCE IT GOES DOOR-TO-DOOR AND WORKS WITH THEIR OWN NEIGHBORS. THAT HAS

BEEN OUR LONG-STANDING POLICY. >> I CAN DO THAT. I HAVE ALL

THE TIME IN THE WORLD. >>

>> WHAT WAS THE DATE OF THE LAST REQUEST?

>> WAS EARLY 24? >> EARLY 24. THE FOLKS WE TALKED WITH, I GUESS THERE WERE ABOUT FIVE PROPERTY OWNERS ON THAT STRETCH OF ROAD. AT LEAST TWO OUR REPRESENTATIVE IN THE BACK BY MR. PALMER. THE OTHERS ALL INDICATED THAT THEY WERE ALSO WILLING SO, HOPEFULLY EVERYBODY WILL GET THOSE

APPLICATIONS IN. >> WILL NEED AN APPLICATION IN.

IT IS ALREADY IN. THE PETITION THAT NEEDS TO BE SIGNED BY THE PROPERTY OWNERS IS ALREADY BACK OUT TO SOMEBODY IN THE

NEIGHBORHOOD. >> IS SUPPOSED TO BE PUTTING 20

TO 24 HOURS? >> IS A PETITION FOR TRAFFIC CALMING AND THEY ARE SUPPOSED TO RECEIVE A REPLY ACCORDING TO

THE WEBSITE? >> NO, REPLY FROM US. WE HAVE DONE ALL THE STUDIES. WE SAY IT MEETS THE CRITERIA. WE JUST NEED THEM TO SIGN THE PETITION SO WE CAN PUT ON THE AGENDA.

>> SO SOMEONE ALREADY HAS THE PETITION AND THE NEIGHBORHOOD?

>> THAT IS WHAT I'M SAYING. WE'RE GOING TO REACH BACK OUT TO THEM AND I WILL TELL YOU WHAT THAT IS AND YOU CAN REACH BACK OUT TO THEM AS WELL AND WE WILL COORDINATE.

>> I'M GLAD YOU SAID THAT BECAUSE THAT MEANS EVERYBODY'S NOT NEED TO COME BACK ONLINE NOW.

>> SOMEBODY ALREADY DID THAT FOR YOU. WE HAVE ALREADY DONE THE STUDY. IT MEETS OUR CRITERIA SO IT IS FULLY ELIGIBLE TO COME BEFORE THE COUNCIL AS SOON AS THE PETITIONS ARE SIGNED BY THE APPROPRIATE AMOUNT OF PEOPLE.

>> AND MY NEXT CONCERN AND WE ALSO TALKED ABOUT AT THE MEETING THE HOUSING DEVELOPMENT ON JUDD AVENUE. IT IS GOING TO BE EXACTLY HOW MANY HOUSES MR. PALMER? 16 HOUSES. WHERE THESE HOUSES ARE LOCATED COMING DOWN JETTA, ON THE ROAD THAT TURNS

[01:00:02]

THAT CODE JUDD ALSO? >> IT IS ESSENTIALLY JUST A

PARKING LOT. >> SO THAT DOES NOT GO BACK OFF

INTO DUMBS FOR? >> NO, MA'AM. THAT IS A DEAD END IN THERE. IT IS JUST FOR THE DEVELOPMENT.

>> I GUESS I HADN'T. I THOUGHT IT CAME BACK OUT ON DUMBS FOR .

>> IT IS FROM HYPER GLENN BUT THESE TWO DON'T . SO, ON THAT PRIVATE PROPERTY, HYPER GLENN IS ON THE OPPOSITE SIDE OF THIS

DEVELOPMENT? >> YOUR CORRECT . TO THE EAST.

>> OKAY. SO ALL OF THESE 16 HOUSES WERE ACTUALLY ON THAT

PRIVATE PROPERTY? >> YOU ARE CORRECT. SO NOW WHEN YOU'RE GOING DOWN JUDD AND YOU HAVE HOUSES, WE HAVE ONE, TWO, -- I GUESS SIX IN A ROW AND THEN, YOU HAVE SIX BEHIND IT.

SO, THE ONES THAT ARE SITTING IN THE BACK OF THAT WERE ACTUALLY PARKED IN THE FRONT OF THE ONES IN THE FRONT OF -- YES. THE PARKING IS DELIBERATELY SPLIT. THAT IS CALLED UP BY THE ZONING ORDINANCE SO THE GREEN SPACE IS CLUSTERED TOGETHER AND THE PARKING IS CLUSTERED TOGETHER AND THEY ARE SEPARATE. IF YOU NOTICE, ALL OF THE HOUSES ARE FACING THE GREEN SPACE IN THE MIDDLE AND THAT IS WHAT MAKES -- THE BACK DOORS EITHER FACED THE PARKING LOT OR TREES.

>> THE PARKING HAS TO BE SEPARATED FROM IT SO, THIS IS CALLED IN THE ZONING WERE IT HAS TO BE IN THE ZONE. THE PARKING HAS TO BE SEPARATED FROM THE COTTAGE HOUSING AND THE PARKING IS ALLOCATED TO SPACES PER BILLING UNIT.

>> THE GOAL OF THIS IS TO SHARE A COMMON GREEN SPACE AS A YARD.

THAT IS IN ESSENCE. WE HAVE A FEW OF THESE AND OTHER PARTS OF

AUBURN. >> YOU KNOW, I GUESS IF I BOUGHT LOT NUMBER 23, I CAN ONLY PARK AND I AM TALKING ABOUT IN THE BACK. I HAVE TO PARK IN THE BACK SO HAVE TO PARK MY CAR IN THE FRONT OF THIS COMPLEX SO IF IT IS RAINING OR I HAVE GOT A BAD KNEE OR WHATEVER AND I GET OUT MY CAR AND IT IS RAINING, I HAVE TO GO DOWN THE SIDEWALK AND WALK UP ANOTHER SIDEWALK TO ANOTHER SIDEWALK TO MY HOUSE.

SO, THE GREEN SPACE , THERE IS NO WAY THAT THERE IS NO WAVE FOR YOU TO PUT HOUSING IN THE BACK AND I UNDERSTAND THAT THE BACK OF THESE HOUSES -- IF YOU PUT PARKING SPACES IN THE BACK, THAT WOULD BE ON THE CHURCH PROPERTY?

>> THEY COULD BE THAT. THAT WOULD BE COTTAGE HOUSING DEVELOPMENT. THIS IS SO THE TYPE OF HOUSING THAT THEY CHOSE HERE DICTATES THAT THEY DESIGNED IT THIS WAY AND ALSO, THIS COTTAGE HOUSING WAS ESPECIALLY ON THE NORTHWEST PLAN OF WHAT WILL BE RESEMBLED AND WANTED FOR FUTURE DEVELOPMENT AND SO THAT IS WHY THERE WAS SUCH SUPPORT FROM STAFF FOR THIS PARTICULAR DESIGN.

>> SO WHAT IS THIS SPACE BETWEEN THE COMMERCIAL DEVELOPMENT IN THE HOUSING? IS THAT A PARKING LOT?

>> YES. SO THAT IS THE PARKING FOR THE COMMERCIAL. ON THE VISUAL SIDE, IT DOES NOT HAVE THE DEBUGGER FREE THAT THERE IS SIGNIFICANT CHANGE SO THOSE ARE ACTUALLY GOING TO BE STEPS PEOPLE ARE GOING TO WALK UP TO. IS NOT GOING TO BE DRIVABLE.

>> SO THE GREEN STRIP BETWEEN THE UNITS THAT ARE FACING A DIFFERENT DIRECTION ARE A DIFFERENT GRADE LOWER. SO THEY WILL HAVE TO WALK. THEY CAN'T DRIVE THEIR CARS. THEY WILL HAVE TO WALK UP TO THE COMMERCIAL. DIFFERENT GRADES.

>> OKAY. WHAT ELSE WAS I GOING TO SAY? I AM TURNING OFF OF RICHLAND ROAD GOING DOWN JUDD. THIS FIRST HOUSE DOWN HERE.

THERE IS A SIDEWALK DOWN HERE AND I GUESS LEADING UP TO THE HOUSE. SO NOW, ON JUDD AVENUE, THERE IS NO WAY THAT PEOPLE CAN PARK THERE. IS THAT GOING TO BE A NO PARKING BECAUSE IF I BOUGHT THAT HOUSE THERE, I WOULD WANT TO PARK RIGHT THERE

IN FRONT OF -- >> PARKING IS GOING TO BE ALLOWED UNLESS YOU GUYS DON'T ALLOW IT. UNLESS THAT PART COMES THROUGH, IT IS A PUBLIC STREET. PUBLIC PARKING IS ALLOWED UNLESS AS YOU SAID EARLIER, YOU DEEM IT NO PARKING. SOME OF THAT COMES AT THE RECOMMENDATION OF THE CITY ENGINEER, PEOPLE IN THE AREA, OR PUBLIC SAFETY. IT JUST

DEPENDS. >> SO PARKING ALLOWED WITH PARKING SPACES OR PARKING DISALLOWED?

>> PARKING DISALLOWED ON THE STREET.

>> AND THAT IS CITYWIDE. NOT JUST HERE.

>> YOU GOOD? >> YEAH.

[01:05:03]

>> ANYONE ELSE? >> YOU CAN ENTER THE COMMERCIAL AREA OFF OF RICHLAND ROAD . IS THAT CORRECT?

>> THAT IS CORRECT. >> THEN YOU CAN PARK BY UNIT NUMBER 13 I THINK IT IS ON THE OTHER SIDE OF THAT PARKING LOT

FROM THE COMMERCIAL. >> THAT WOULD BE UP TO MR. PALMER AND HOW THE IMAGES THAT. THE REQUIRED RESIDENTIAL PARKING IS AT THE BOTTOM OF THE SITE.

>> ALONG THE EASTERN BOUNDARY OF IT. I THINK THEY CAN ACTUALLY PARKED ABOUT 2 TO 4 SPACES.

>> ANYONE ELSE? >> THE STUDY DONE ON RICHLAND ROAD FOR TRAFFIC CALMING. I ASSUME IT IS THIS PORTION OVER

HERE. >> YES. THANK YOU FOR THE CLARIFICATION. NO QUESTION ABOUT IT AND IT IS NOT

ELIGIBLE. >> AND IS THIS ONE LOT A RECORD OR IS IT GOING TO BE THREE SIMPLE LOTS

>> NO. WE MOVE BACK AND FORTH ABOUT THAT A LOT. THIS IS AMU D SO THIS IS GOING TO BE ONE LOT WITH ALL OF THESE LOTS ON IT AND I GUESS IN THE ACTUAL DESIGN, IT IS GOING TO BE THREE SO THE CLUSTER UP TOP IS GOING TO BE THOSE 12 AND THE BOTTOM FOUR IS GOING TO BE ANOTHER LOT BUT IT IS AMU D. JUST A PERFORMANCE SETBACK STANDPOINT.

>> OKAY. THANK YOU. >> AND WITH THE COMMERCIAL, AND THIS MAY BE A QUESTION FOR HOW MANY COMMERCIAL SPOTS ARE WE

TALKING ABOUT? >> IT IS 55 COMMERCIAL.

>> I'M TALKING ABOUT IF YOU GET BUSINESSES HERE, HOW MANY

BUILDINGS? >>

>> SO WE ARE DRIVING EVERYBODY CRAZY RIGHT NOW BECAUSE HE IS NOT A MICROPHONE. EVERYONE TUNING IN, IT COULD BE 5 TO 8

UNITS. >> YEAH. SORRY ANDREW. EVERYONE TUNING IN ON THE RADIO. SORRY ABOUT THAT.

>> I THINK IT IS GOING TO BE ANYWHERE FROM 5 TO 8 UNITS. THE GOAL WITH COMMERCIAL IS IT WILL MOST LIKELY LEAVE ONE BUILDING UNBUILT UNTIL WE GET THE EXACT TENANT. THERE ARE COUPLE OF USERS THAT ARE GOING AFTER THAT COULD USE 3 TO 5000 SQUARE FEET , SO WE WANT TO LEAVE ONE OF THE BUILDINGS AVAILABLE FOR THEM AND THEN, THE OTHER BUILDING I WOULD EXPECT A NORMAL BOX TO BE ROUGHLY 1200 OR SO SQUARE FEET SO, I WOULD SAY 6 TO 8 MAYBE NINE USERS IN THERE. JUST DEPENDING .

>> SO, WHEN YOU START BUILDING ARE YOU GOING TO BUILD THE COLLEGES COTTAGES OR BUILD THE COLLEGES IN COMMERCIAL?

>> LOOKING TO START THE COTTAGES FIRST.

>> EVERYBODY GOOD? ANY OTHER QUESTIONS FOR MR. PALMER?

>> I JUST WANT TO THANK YOU FOR ALSO COMING OUT AND SPEAKING WITH THE COMMUNITY AND ENLIGHTENING EVERYBODY ON WHAT IS ACTUALLY COMING TO RICHLAND ROAD AND IF YOU NOTICE, WE DIDN'T HAVE PEOPLE COMING NOT BECAUSE ALL THE QUESTIONS WERE ASKED AT THAT MEETING . I THINK IF ANYBODY WAS IN DENIAL OF THIS PROJECT, I THINK IT WOULD HAVE SHOWED UP TONIGHT. SO, I

>> ANY OTHER QUESTIONS? OKAY. ALL IN FAVOR, PLEASE A AYE.

[12. CITIZENS’ OPEN FORUM.]

>> AYE. ANY OPPOSED? MOTION CARRIES. THOSE ARE ALL THE ITEMS WE HAVE A BUSINESS FOR YOU THIS MEETING.

>> WE ASK THAT YOUR COMMENTS BE DIRECTED TO THE CITY COUNCIL AND PLEASE COME FORWARD WITH YOUR NAME AND ADDRESS FOR THE COUNCIL AND YOU HAVE THREE MINUTES TO SPEAK TO THE

COUNCIL. >> GOOD EVENING. 1518 VFW ROAD.

I HAVE A COUPLE OF QUESTIONS ABOUT 1571 PROPERTY THAT HAS BEEN BUILT. I WANT TO REVISIT IT. I THINK THAT TAX BURDEN THAT WAS GOING TO BE CREATED BY BUILDING THAT 3500 SQUARE FOOT HOME IN OUR NEIGHBORHOOD IS GOING TO BE A TOUGH THING FOR US TO DEAL WITH . GIVEN THE NATURE OF THAT OUR NEIGHBORHOOD HAS BEEN A HOUND AROUND FOR OVER 100 YEARS. WE STARTED THAT NEIGHBORHOOD IN 1948. WE WANT TO TRY TO DO THE HISTORICAL PRESERVATION. WE WANT TO START THAT PROCESS. I DON'T KNOW WHERE IT IS GOING TO GO, HOWEVER, I WOULD LIKE TO THINK THAT YOU GUYS WILL TAKE THAT INTO CONSIDERATION BECAUSE NO ONE IN THAT NEIGHBORHOOD IS GOING TO BE ABLE TO AFFORD THEIR IF WE BUILD 14 UNITS THERE. THE FIVE $600,000. IT IS GOING TO TAKE EVERYONE OUT SO I THINK YOU GUYS NEED TO MAX -- I THINK YOU NEED TO BE THINKING ABOUT THAT. I WANT YOU TO BE LOOKING AT THAT AND THINK ABOUT THAT PRESERVATION OF THAT PROPERTY NOT JUST BECAUSE SOMEBODY WANTS TO BUILD SOMETHING OR GROW SOMETHING, BUT THE FACT THAT THEY HAVE BEEN THERE AND THEY WANT TO STAY THERE. WHEN A ONE HOUR PROPERTY TAXES TO GO UP. WE WANT LAND PAY TO GO UP. WE JUST WANT TO LIVE. AND I DON'T SEE THAT HAPPENING ACROSS AUBURN.

[01:15:02]

EVERY SINGLE NEIGHBORHOOD THAT USED TO BE CONSIDERED LIKE A BLACK NEIGHBORHOOD HAS BEEN EATING OUT. EATING UP OUR PROGRESS. WE ARE SEEING IT AS JUST EATING IT. AND YOU KNOW, NOT EVERYBODY CAN AFFORD TO LIVE AT THIS RATE. I KNOW PEOPLE ARE OKAY WITH THAT. I THINK , HEY, WE CAN BUILD SOMETHING AND ANNEX A WHOLE LOT OF LAND. WE JUST WANT TO DO AND ALL HER STUFF. BUT THE OTHER CITIZENS OF THE OTHER SIDE OF THOSE TRACKED, THOSE PEOPLE CANNOT AFFORD TO LIVE IN THOSE HOMES YOU FOR GEYSER BUILDING. NONE OF THEM. AND IF YOU START BUILDING IN OUR NEIGHBORHOODS, THEY'RE NOT GOING TO BE ABLE TO LIVE IN THERE EITHER. SO I WOULD LIKE TO JUST SAY, WE NEED TO TAKE THAT INTO CONSIDERATION. WE NEED TO HAVE A LOOK AT THAT. WE NEED TO HAVE A LOOK AT THIS MACHINE THAT WAS TOTALLY TAKING ADVANTAGE OF EVERY SINGLE INDIVIDUAL THAT IS A CITIZEN IN THIS CITY. WE ARE HERE TO SERVE ALL OF THE CITIZENS, NOT A FEW CITIZENS, NOT A PORTION OF THE CITIZENS BUT ALL OF THESE CITIZENS, OKAY? BECAUSE AT SOME POINT, THE CITIZENS START TO FIGHT BACK BECAUSE WHEN THEY WOULD START TO FIGHT BACK, CHAOS BEGINS. SO LET'S TRY TO ALL FIGURE OUT HOW WE CAN LIVE IN AUBURN. IT IS ONE OF THE NICEST CITIES IN THE WORLD. YOU'VE HEARD THEM SAY YOU GUYS HAVE A GREAT READING BUT YOU HAVE TO BE THINKING ABOUT THE REST OF

THE PEOPLE TOO. >> MOVING NEXT.

>> GOOD EVENING. MY NAME IS DANIEL CARSON. I LIVE IN 1902 AUBURN UNIVERSITY CLUB. I'M HERE WITH TWO OF MY NEIGHBORS.

IT HAS COME TO MY ATTENTION THAT THE CITY OF AUBURN IS REQUESTING HARRIS DOYLE TO WESTERN THE SIDEWALK ALONG YOUR BOARD FORM BOULEVARD . THE CURRENT SIDEWALK IS FOUR FEET AND THERE WANTING TO MAKE IT EIGHT FEET WIDE. FOR ADDITIONAL FEET INTO MY PROPERTY COVERING UP THE 10 FOOT EASEMENT UTILITY EASEMENT THAT Y'ALL HAVE ON THE PROPERTY RIGHT NOW. I DON'T SEE ANY WAY ON OUR DRAWINGS OR ANYTHING OF THAT NATURE IT WAS MADE WITH THE SIDEWALK . THERE WAS NO OTHER EIGHT-FOOT SIDEWALK IN ANY OF THE HOME IN THE NEIGHBORHOOD AND THE EXPANSION IN FRONT OF THIS WILL NOT LOOK LIKE THE REST OF THE NEIGHBORHOOD. WOULD LIKE MORE DIALOGUE WITH THE CITY AND REQUESTING A WHOLE CONSTRUCTION UNTIL IT IS INVESTIGATED BY CITY COUNCIL OR ANY OTHER APPROPRIATE ENTITIES.

>> HAVE YOU TALKED TO ANYONE FROM THE CITY AT ANY POINT IN

TIME? >> WE HAVE REACHED OUT TO BRAD AND WE HAVE TALKED WITH OUR HLA BUT THEY DON'T HAVE ANY STANDING BECAUSE WE DON'T BELIEVE THE CITY HAS TURNED THE ROAD OVER TO THE HON YET. EITHER THE HON OR DEVELOPMENT HAS NOT BEEN GIVEN TO THE CITY BUT I AM NOT SURE WHERE THE

PROCESS IS RIGHT NOW. >> ALL RIGHT. WE'VE GOT YOUR NAME AND ADDRESS AND WE HAVE HEARD YOU WILL FOLLOW BACK.

SOMEBODY WILL FOLLOW BACK UP WITH YOU.

>> OUR DIRECTOR OF CITY RELATIONS WITH BUT SHE IS ONLY A CITY CLERK TONIGHT. SCOTT IS RIGHT HERE. HE WILL COME AND

SEE YOU IN JUST A MINUTE. >> THANK YOU. WHO WILL BE NEXT?

>> MY NAME IS RONNY JACKSON. 1515 VFW ROAD. AND --

>> WE NEED SOME SPEED DUMPS BUMPS. WHEN THEY COME OVER HERE, THEY PUT UP THE SIGN BECAUSE WE HAVE KIDS IN THE NEIGHBORHOOD AND WE NEED SOME SPEED BUMPS. YESTERDAY. FOR THE KIDS PLAYING IN THE NEIGHBORHOOD, WE NEED SOME

SPEED BUMPS BAD. >> YES, SIR, MR. JACKSON. WE HAD A DISCUSSION EARLIER ABOUT SPEED BUMPS AND IF YOU HANG A LITTLE BIT AFTER THE MEETING, MAYBE WE COULD HAVE A FURTHER CONVERSATION WITH YOU ABOUT HOW WE GO ABOUT DOING THAT. OKAY?

WHO WILL BE NEXT? >> GOOD EVENING, MARTHA. 307 CAMELIA DRIVE. AUBURN PUBLIC LIBRARY HAS BOUGHT BOOKS FILLED WITH HOMOSEXUAL VICE EVEN FOR OUR CHILDREN. HOMOSEXUALITY IS A GRAVE SIN. FIRST CORINTHIANS 69 SAYS SURELY YOU KNOW THE UNJUST WILL NEVER COME INTO WAS POSSESSION OF THE KINGDOM OF GOD. MAKE NO MISTAKE NO FORNICATOR OR IDOLATER 90 WERE

[01:20:01]

GUILTY OF HOMOSEXUALITY ARE THIEVES ARE GRABBERS, DRUNKARDS, LENDERS WILL POSSESS THE KINGDOM OF GOD. SUCH ARE SOME OF YOU, PAUL TELLS US, BUT YOU HAVE BEEN THROUGH THE PURIFYING WATERS . YOU HAVE BEEN DEDICATED TO GOD. YOU HAVE BEEN JUSTIFIED THROUGH THE NAME OF THE LORD JESUS CHRIST AND THE SPIRIT OF OUR GOD.". SO THANK GOD THERE IS FORGIVENESS FOR ALL OF US THAT LET US NOT RETURN TO SEND OR PROMOTE IT.

BUT THE LIBRARY BOOKS LEAVE KIDS STREET INTO SIN. WHY IS IT A TO JUSTIFY THEIR OWN -- THE AUTHOR'S OWN -- JEHOVAH GOD CONDEMNS SEXUALLY AS A UNNATURAL VICE. IT DESTROYS THE SOUL YET OUR LIBRARY HAS BUT HUNDREDS OF HUNDREDS OF BOOKS FOR YOUTH PROMOTING THIS PERVERSION. HERE ARE SOME TITLES. A KIDS BOOK ABOUT BEING TRANSGENDER. A KIDS BOOK ABOUT BEING TRANSGENDER. IDENTIFYING AS TRANSGENDER. PAY IN'S PRONOUN PARTY. MY OWN WAYS CELEBRATING GENDER FREEDOM FOR KIDS. TRUE YOU, A GENDER JOURNEY. GENDER IDENTITY FOR KIDS. A BOOK ABOUT FINDING YOURSELF. YOU BE YOU. THE EVERYBODY BOOK. THE LGBTQ INCLUSIVE GUIDE FOR KIDS. BUT THIS IS WHAT THE SOVEREIGN LORD SAYS. LEVITICUS 1870 FOOD, AND MANAGED TO LIE WOULD A MAN IS ABOMINATION AND WE NOW HAVE AND HIV TO PROVE IT. JESUS CHRIST IS SAYS -- HE SAID, WITH HIS OWN WORDS, TRULY, I TELL YOU IT WILL BE MORE BEARABLE FOR SODOM AND GOMORRAH ON THE DAY OF JUDGMENT THAN FOR THAT TOWN .

AND MODERN ARCHAEOLOGISTS ARE PICKING UP SULFUR BALLS BY THE THOUSANDS ON THE SITE OF SODOM UNTIL THIS DAY, 2024. THANK

YOU. >> WHO WILL BE NEXT?

>> GOOD EVENING. MY NAME IS HENRY HUGGINS. I LIVE AT 631 SOUTH JEAN ROAD. I'M CONSTANTLY REMINDED THAT LIBRARIES ARE A CORNERSTONE OF THE COMMUNITY DEDICATED TO SERVING THE INFORMATION NEEDS OF EVERYONE . THEY COLLECT AND MAINTAIN AND MAKE VALUABLE A WIDE VARIETY OF INFORMATION RESOURCE REPRESENTING THE RANGE OF HUMAN THOUGHT AND EXPERIENCE. WITH SUCH A BROAD SPECTRUM OF IDEAS AND INFORMATION AVAILABLE, IT IS INEVITABLE THAT PEOPLE WILL ENCOUNTER RESOURCES THAT THEY BELIEVE TO BE INAPPROPRIATE FOR THEIR FAMILY. JUST BECAUSE ONE ENTERS A LIBRARY DOES NOT MEAN YOU WILL NOT SEE SOMETHING YOU DON'T LIKE. LIBRARIES HAVE DIVERSE COLLECTIONS WITH RESOURCES FOR MANY POINTS OF VIEW AND A LIBRARY 'S MISSION IS TO PROVIDE ACCESS FOR INFORMATION FOR ALL USERS. EACH FAMILY HAS A RIGHT TO DETERMINE WHICH LIBRARY RESOURCES ARE ACCEPTABLE OR ITS OWN CHILDREN, INDIVIDUALS MUST ALSO REALIZE THEY MUST AFFORD THE SAME RIGHT TO ALL OTHER PARENTS. THE CITIZENS OF AUBURN CONSIST OF TAXPAYERS WHO ARE WHITE, BLACK, BROWN, , STRAIGHT, CHRISTIAN, , MUSLIM, EVEN ATHEISTS . PEOPLE FROM ALL BACKGROUNDS AND WALKS OF LIFE . NO ONE PORTION OF THE COMMUNITY SHOULD DICTATE WHAT THE REST OF THE CITIZENS HAVE ACCESS TO JUST BECAUSE THEY DON'T WANT TO READ IT OR SEE IT. IT DOESN'T GIVE ONE THE RIGHT TO DENY OTHERS OR DEMAND ITS RELOCATION. IF WE REMOVE OR RELOCATE BOOKS WITH LGBTQ OR SEXUAL HEALTH CONTENT, WHAT MESSAGE IS THAT SENDING TO OUR COMMUNITY MEMBERS? WHY IS ONE BELIEF SYSTEM ANY MORE IMPORTANT THAN OTHERS? PARENTS HAVE THE RESPONSIBILITY TO MONITOR THEIR OWN CHILDREN'S READING AND NOBODY ELSE'S. REGARDLESS OF ONE'S BELIEF ABOUT THE TOPIC OF CONTENT AND LOCATION, THINK ABOUT THIS. NO ONE ON THE RIGHT SIDE OF HISTORY HAS EVER BEEN ON THE SIDE OF CENSORSHIP. AND BANNING BOOKS. HATE AND FEAR DISGUISED AS MORAL OUTRAGE HAVE NO PLACE HERE. THANK YOU.

>> WHO WILL BE NEXT? >> MY NAME IS SARAH COLLINS.

875 CAHABA DRIVE. I WANTED TO ECHO WHAT MS. HUGGINS JUST SAID. WE HAVE AN EXCELLENT LIBRARY AND I AM VERY APPRECIATIVE OF ALL OF YOUR SUPPORT FOR THE LIBRARY STAFF AND FOR CURATING A REALLY EXCELLENT COLLECTION OF BOOKS.

THE VARIETY OF TOPICS THAT YOU CAN FIND AT THE LIBRARY IS

[01:25:02]

OUTSTANDING AND HARPING ON ONE SMALL PORTION OF BOOKS IN THE FACE OF ALL THE GOOD THAT A LIBRARY IS DOING IS A SHAME TO ME. SO, I JUST WANTED TO SUPPORT WITH THE LIBRARY IS DOING AND ECHO WHAT MS. HUGGINS IS SAYING. THANK YOU.

>> THANK YOU. WHO WILL BE NEXT? OKAY. WE WILL CLOSE CITIZENS COMMUNICATIONS. COUNCIL? ANYBODY HAVE ANY FOLLOW-UP

COMMENTS? >> THE ONLY COMMENT I HAVE, I JUST WANT TO LET EVERYBODY KNOW, OUR NEXT COUNCIL MEETING IS NOVEMBER THE FIFTH, BUT IT IS ALSO ELECTION DAY. SO -- BUT WE ARE STILL HAVING A COUNCIL MEETING THAT NIGHT.
