IT WAS A POWERFUL EXAMPLE OF AUBURN STUDENTS COMING TO FIGHT TOGETHER FOR SOMETHING THEY BELIEVE IN. >> YES, I'M EXCITED. >> JUST A COMMENT ABOUT THE BOXING EVENT. THE YOUNG MAN IN CHARGE OF THAT AND HE PUT TOGETHER A GREAT TEAM TO RAISE $150,000 FOR SUICIDE PREVENTION IS OUTSTANDING AND WE ARE PROUD OF THEM. I HEARD IT WAS AN AWESOME EVENT THAT NIGHT AND IT REMINDS ME OF THE DAYS OF THE BOXING TOURNAMENTS AND LIVED IN AUBURN IN THE 70S AND 80S AND
[6. CITIZENS’ COMMUNICATIONS ON AGENDA ITEMS.]
THEY MIGHT BE ONTO SOMETHING. A POSITIVE EVENT TO RAISE FOR POSITIVE CAUSE THAT NEEDED TO HAVE ATTENTION BROUGHT TO IT.CONGRATULATIONS TO THOSE STUDENTS. WE'LL MOVE ON TO CITIZENS COMMUNICATIONS ON AGENDA ITEMS. THESE ARE ONLY COMMUNICATIONS TO THE COUNCIL FOR ITEMS ON TONIGHT'S AGENDA .
AS WE SPOKE EARLIER, THERE ARE A NUMBER OF ITEMS WITH PUBLIC HEARINGS ATTACHED IF THAT IS WHAT YOU WOULD LIKE TO SPEAK ABOUT, ALL THOSE COMMENTS UNTIL THEN. IF THERE'S ANYTHING ELSE , PLEASE COME FORWARD AND YOU HAVE FIVE MINUTES TO SPEAK AND WE ASK THAT YOU GIVE YOUR NAME AND ADDRESS.
>> ROBERT WILKINS, 261, AUBURN, ALABAMA. I WANT TO TALK ABOUT 8 C 3 . I KNOW IT HAS BEEN APPROVED IN THE PAST AND FOR THE INSPECTOR. WHAT I WANT TO TALK ABOUT IS THE NUMBER OF VEHICLES WE CONTINUE TO PURCHASE AND DON'T UNDERSTAND WHY WE CONTINUE TO DO THAT. WE ARE FORTUNATE AND BLESSED WITH FUNDS COMING IN FROM OUR REVENUE, BUT THE MAYOR SAID THAT AT THE END OF THE YEAR WHEN HE DID HIS ADDRESS THAT WE HAVE 870 VEHICLES BACK THEN AND THAT THEY DROVE AROUND 3 MILLION MILES , WHICH COMES OUT TO 3448 MILES . THAT'S ALL ON THOSE VEHICLES.
SOME HAVE LESS AND SOME HAVE MORE , BECAUSE WE HAVE A GREAT POLICE DEPARTMENT AND OUR TRASH PICKUP AND SO FORTH DRIVE A LOT
[00:15:05]
OF MILES, SO SOMEWHERE IN BETWEEN, WE HAVE VEHICLES THAT HAVE VERY FEW MILES . I THINK WHEN WE DECIDE TO MAKE PURCHASES, WE SHOULD GET MORE INFORMATION FROM THE CITY MANAGER CONCERNING ABOUT HOW MANY VEHICLES THAT WE HAVE ON EACH DEPARTMENT AND IT WOULD BE GREAT TO KNOW THE MILEAGE OF THOSE. THE DATE OF THOSE VEHICLES AND HAVE AN IDEA IF WE ARE NOT SPENDING OUR MONEY, BECAUSE WE SEEM TO BE SPENDING A LOT OF MONEY. NOW, THIS IS ONE OF THE LOWEST WE'VE HAD, 38,000 SOMETHING DOLLARS. I HAVE SEEN 100, 200 OR 300,000 OR WHATEVER.I THINK THIS IS EXCESSIVE. WE HAVE ISSUES IN THE CITY THAT NEED TO BE ADDRESSED. I WENT OUT TO THE NEW LAKE WILL MORE THING TODAY AND WENT TO THE RECREATIONAL MEETING AND IT WAS AWESOME. THE FACILITY IS AWESOME. WE HAVE THE MONEY FOR BEAUTIFUL THINGS OUT THERE, BUT WE CAN'T CONTINUE TO DO THAT AND CONTINUE TO SPEND AN AWFUL AMOUNT OF MONEY. THE COUNCIL NEEDS MORE INFORMATION TO MAKE SURE, BECAUSE YOU ARE THE GOVERNING BODY OF THIS CITY AND OUR CITY MANAGER AND THE PEOPLE UNDER HER ARE THE ONES WHO GATHER INFORMATION TO MAKE SURE THINGS ARE KEPT AT A CERTAIN PACE. DOING A GOOD JOB. I DON'T DENY THE JOB, BUT WE HAVE MORE MONEY THAN WE REALIZE. WAS WITH A COMPANY WHERE WE HAD SO MUCH MONEY THAT WE PAID ALL OUR BILLS IN THE FIRST QUARTER AND THAT INCLUDED A HUGE LOAN. I REALIZED IN A SHORT PERIOD OF TIME IT WAS EASY TO SPEND MONEY . WE SPEND MONEY FOR THIS AND MY PHONE BILL WAS RUNNING AROUND -- IT'S BEEN A WHILE, BUT IT WAS $1800 A MONTH AND IT WILL MY PARTNERS THAT THIS IS RIDICULOUS. I WANT TO BELIEVE THAT THERE WAS A CITY. LET'S ACT LIKE WE DON'T HAVE AS MUCH MONEY. THEY WERE NOT AS BLESSED WITH SO MUCH REVENUE. IT CONTINUES TO INCREASE AND INCREASE AND IT'S EASY TO MAKE A BUDGET. IT'S EASY TO DO THINGS WHEN EVER YEAR IT INCREASES SUBSTANTIALLY. MY CONTRIBUTION IS DOUBLE FOR MY HOUSE AND MY TAXES HAVE MORE THAN DOUBLED AND I HAVE BEEN HERE 10 YEARS. I DON'T MIND PAYING TAXES, BUT I BELIEVE THAT WE ARE NOT DOING OUR JOB AS A COUNCIL AND ME AS A CITIZEN AND AS OUR CITY MANAGER AND EMPLOYEES THAT WORK UNDER HER. I THINK WE SHOULD START FIGURING OUT ISSUES TO RAISE MONEY FOR AND DO THINGS . LIKE WILMORE, IT WAS BEAUTIFUL, BUT IT WOULD BE NICE TO HIM TAKE MORE MONEY FROM ALL OF THESE PURCHASES AND DO OTHER FACILITIES THAT ARE
SMALLER AND SO FORTH. THANK YOU. >> ANYONE ELSE?
>> I WOULD LIKE TO RESPOND. >> I APPRECIATE YOU COMING TONIGHT AND CONCERNED ABOUT PURCHASING THE VEHICLES. I'M SURE IF YOU KNOW WHAT WE GO THROUGH, YOU WOULD FEEL DIFFERENTLY. I STARTED WITH THE POLICE DEPARTMENT IN 1987 AND WE HAD TO DRIVE OUR OWN CARS. I HAD TO DRIVE MY PERSONAL VEHICLE TO CATCH BAD GUYS OUT OF IT, SO OTHER -- YOU GOT A SEIZURE ABOUT YOURSELF, BECAUSE WE WOULD HAVE OTHER CARS GO AROUND. I PERSONALLY THINK OUR STAFF DOES A TREMENDOUS JOB FOR BEING ENVIRONMENTAL SERVICES, WHETHER IT WILL BE POLICE OR FIRE. I CAN ASSURE YOU THAT IF I THOUGHT FOR ONE MINUTE WE WERE WASTING MONEY, I WOULDN'T WASTE CITIZENS MONEY, BECAUSE I PAY TAXES MYSELF. I WOULD BE THE FIRST ONE SAYING WE GOT TOO MANY, BUT WE DON'T. WE HAVE TO WAIT FOR PEOPLE TO GET AROUND AND DO THE JOB. RECRUITING NOWADAYS IS TOUGH AND YOU CAN'T EXPECT THEM TO COME IN HERE AND WALK OR GRAB -- WE ARE STAYING ON TOP OF IT. COUNCILMAN GRISWOLD FREQUENTLY BRINGS IT UP. WE ARE NOT BUYING TOO MANY AND PROBABLY NOT BUYING QUITE
ENOUGH. >> WHEN DEPARTMENT OR STAFF WANT
[00:20:07]
TO PURCHASE A VEHICLE, DO THEY HAVE TO PROVIDE YOU WITHJUSTIFICATION ? >> IF YOU LOOK AT MY DEPARTMENT HEADS CAREFULLY , WHEN I MAKE THIS STATEMENT, THEY GET TURNED DOWN FAR MORE THAN THEY GET APPROVED FOR A VEHICLE. A LOT OF REQUESTS DON'T GET TO ME, BECAUSE I'M A STICKLER ABOUT VEHICLES. IN THE MAYOR'S STATE OF THE CITY SPEECH, HE SAID 870 VEHICLES AND EQUIPMENT. NOT JUST VEHICLES. EQUIPMENT IS DIFFERENT. WE DON'T HAVE 870 VEHICLES, HOWEVER WHEN PEOPLE ARE ABLE TO SHARE, THEY DO SHARE THIS VEHICLE PART OF A NEW FIRE INSPECTOR POSITION. I CAN CERTAINLY NOT PURCHASE A VEHICLE IF YOU DON'T WANT TO VOTE FOR IT , BUT I WILL HAVE AN EMPLOYEE WHO IS NOT EFFICIENT WITH THEIR TIME, BECAUSE THEY HAVE TO WAIT FOR ANOTHER INSPECTOR TO FINISH THEIR INSPECTIONS THAT ARE CITIZENS AND BUILDERS ARE INSPECTING TO COME INTO THE OFFICE, SO THEY CAN TURN AROUND AND USE THE VEHICLE TO MAKE THEIR INSPECTIONS. WE RARELY HAVE EMPLOYEES USING VEHICLES AND THERE WAS A VEHICLE ACCIDENT TODAY INVOLVING A CITY VEHICLE AND I'M GRATEFUL THAT NO ONE WAS SERIOUSLY HURT AND THE EMPLOYEE WAS DOING THEIR JOB PICKING UP RECYCLING HOWEVER THINGS HAPPEN, BUT ANYTIME THE COUNCIL WANTS TO TALK ABOUT QUESTIONS, WE DO THIS TWICE AND WE DO IT IN THE BUDGET. THIS ITEM IS BUDGETED, BUT THAT IS YOUR FIRST LEVEL OF SEEING THE VEHICLES WE PLAN TO PURCHASE, THEN THE NEXT LEVEL IS TONIGHT OR ANY GIVEN NIGHT THAT WE PUT THEM ON THE AGENDA, SO YOU GET THAT. THE VETTING PROCESS IS MUCH BUT IF PEOPLE CAN SHARE -- THE PLANNING DEPARTMENT HAS ONE VEHICLE. FOR HOW MANY EMPLOYEES DO YOU HAVE? NINE. THEY SHARE AMONG NINE EMPLOYEES. IF THEY NEED A VEHICLE BEYOND THAT, THE OTHER IN THIS COMPLEX, ENGINEERING AND SERVICE INSPECTORS, THEY BORROW ONE OF THEIRS. WE DO CITY HALL WITH VERY FEW DEPARTMENTS THAT HAVE VEHICLES AND WE ARE VERY CAREFUL, BUT AN EMPLOYEE IN THE FIELD ALL DAY EVERY DAY MINUS THE REPORTING TIME NEEDS A VEHICLE, THEN THEY GET A VEHICLE. WILL BE HAPPY FOR THE CITY COUNCIL AND I CAN GIVE YOU A BREAKDOWN OF EQUIPMENT VERSUS VEHICLES, BUT WE DO NOT IN ANY WAY, SHAPE OR FORM . THE DEPARTMENTS WILL TELL YOU THAT WE ARE RUNNING THEM LONGER MILES AND MORE YEARS ON THE VEHICLE. IT'S NOT COSTING US A LOT OF MONEY, THEN WE DON'T REPLACE IT. WE DRIVE IT OFF OF IT AS WE SHOULD END OUR TAXPAYERS EXPECT.
>> CAN YOU TOUCH ON WHAT THE CITY SHOP DOES WHEN THEY GET TO
COST US MORE MONEY? >> THE CITY SHOP WEIGHS IN ON WHETHER OR NOT IT NEEDS TO BE REPLACED AND WE WERE -- REPLACEMENT CYCLE. WHEN I BECAME CITY MANAGER, I REMOVED THAT AND DEPARTMENT HEADS HAD TO GET USED TO THAT. WHAT WE WERE LOOKING FOR IS THAT WE HAD ENGINEERING SERVICES BE A TRUCK THAT WE WILL CALL THEM IN AND WE WERE PLACED IN ENGINE MORE THAN ONCE. WE'VE DONE OTHER THINGS UNDER WARRANTY. WE HAD TO GIVE IN AND REPLACE IT, BECAUSE IT WAS OUT OF SERVICE NINE OUT OF 12 MONTHS OUT OF THE YEAR AND THAT DOESN'T HELP US. POLICE CARS GET TIRES ON A REGULAR BASIS . AS YOU KNOW, POLICE CARS ARE PRETTY MUCH DRIVEN 12+ HOURS A DAY EVERY DAY SEVEN DAYS A WEEK AND THEY ARE SHARED AMONGST OFFICERS THAT ARE OUT ON PATROL AND A FEW PEOPLE HAVE A DIRECTLY ASSIGNED. THERE IS A LOT THAT GOES ON WITH VEHICLE MAINTENANCE PRESSURE.
>> I WISH WE COULD HAVE MORE POLICE CARS. IF YOU HAD ENOUGH, YOU COULD GIVE EACH POLICE OFFICER HAS OWN CAR. IT'S NOT LIKE YOU CAN GET BURGLARIZED ANYWHERE ON THE STREET.
>> WE HAVE LOOKED AT THAT AND THE POLICE CHIEF HAS WORKED WITH ME KNOWING CONCERNS ABOUT THE AMOUNT OF VEHICLES AND OUR LACK OF AVAILABILITY LATELY SUPPLY CHAIN HAS BEEN CHALLENGING.
UNFORTUNATELY, WE LOSE VEHICLES A YEAR OR TWO AND ACCIDENTS.
THINGS HAPPEN. WHAT WE TRY TO DO IS BUILD THE FLEET TO THE POINT THAT WE CAN OUTFIT EVERYBODY ON PATROL WITH A FEW TO SPARE FOR BREAKDOWNS, MAINTENANCE ET CETERA.
>> ANYONE ELSE LIKE TO SPEAK ON ITEMS ON TONIGHT'S AGENDA? WILL
MOVE AHEAD. SORRY. YES? >> I'M HERE ABOUT THE
RESTRICTION PARKING. >> THIS IS TIME FOR YOU TO SPEAK. DO YOU WANT TO SPEAK? PLEASE.
>> MY NAME IS CODY AND MY HUSBAND AND I RESIDE AT 1436 MCKINLEY. AS MANY OF YOU KNOW, THAT PART OF MCKINLEY IS VERY
[00:25:04]
SHORT STRAIGHT AND ONLY THREE HOUSES. IT INTERSECTS WITH ALICE AND WE ARE DOWN THE ROAD FROM THE NEW HIGH SCHOOL. WHAT WE ARE FACED WITH IS STUDENTS AND INUNDATING OUR STREET PARKING AND WHAT I WAS TOLD WAS THAT THEY DIDN'T HAVE ENOUGH PARKING FOR STUDENTS , SO THEY HAVE TO PARK SOMEWHERE ELSE. OF COURSE, THEY PARK ON MCKINLEY. WE ARE THE VERY DEAD END AND BECAUSE IT'S A DEAD END, THERE IS NO TRAFFIC. WE REALLY DON'T MIND THE CARS THERE, AS LONG AS THEY DON'T BLOCK OUR DRIVEWAY. WHAT IS STARTING TO HAPPEN IS THAT THE KIDS ARE COMING AND THEY ARE VERY NEAR THE DRIVEWAY. THEY ARE LITTERING , COMING DOWN THERE AND PLAY MUSIC VERY LOUD . I THINK WHAT HAPPENS IS THEY HAVE FRIENDS WHO ARE PARKED AT THE SCHOOL THAT BRING THEM OVER AND DROP THEM OFF TO PICK UP THEIR CARS. THEY ARE PLAYING LOUD MUSIC AND USING PROFANITY . ONE WAS KICKING ANOTHER . A TRUCK, TIRES AND WE THOUGHT THERE WAS A FIGHT GETTING READY TO GET STARTED OR WHATEVER. THEY ARE BEING VERY DISORDERLY. BECAUSE IT INTERSECTS, THERE IS A FIRE HYDRANT AND I HAVE PICTURES TO SHOW THAT THEY ARE PARKING OR BLOCKING THE FIRE HYDRANT, WHICH IS A CHIEF CONCERN TO US AND SHOULD AN EMERGENCY COME UP, THE FIRE TRUCKS WOULD HAVE A HARD TIME REACHING THE FIRE HYDRANT.I THINK WHAT THIS INITIALLY STARTED WAS ONE OF OUR NEIGHBORS, BECAUSE THEY WERE PARKING WHERE SHE BACKED OUT OR THEY BACK OUT OF THERE. IT MADE IT HARD FOR THEM TO MANEUVER.
ONE OF THE PARENTS DID, AND ASKED US POLITELY IF THEIR SON COULD PARK AND WE WERE VERY APPRECIATIVE AND WE TOLD THEM YES. WE DID GIVE ONE OF THE STUDENTS PERMISSION, BUT AFTER
THAT, EVERYBODY DECIDED TO COME. >> WE ARE NECESSARILY WANTING TO RESTRICT THE STUDENTS, BUT WE ARE AT A STANDSTILL AS TO WHAT DECISION TO MAKE. WE DID RECEIVE A NOTICE THAT I THINK YOU ALL WERE DECIDING TO PUT NO PARKING DOWN TO ALICE, BUT AS FAR AS THE DEAD END, YOU ARE NOT GOING TO PUT SIGNS OF NO PARKING AND YOU WILL DO IT FROM 7:00 TO 9:00. WE HAVE A YARD SERVICE THAT COMES AND WE ARE NOT SURE WHAT TIME THEY WILL COME, SO THAT WILL IMPEDE THEM PARKING THERE AND ANYBODY ELSE THAT'S COMING, WE ARE AFFECTED BY THAT. WE ARE JUST WANTING TO LET OUR CONCERNS
BE KNOWN . >> THANK YOU FOR COMING. HAVE YOU TALKED TO THOSE PARENTS SINCE THE MUSIC BECAME LOUD?
>> IT WAS ONLY ONE PARENT THAT CAME AND ASKED IF THEIR SON COULD PARK THERE? HE WAS VERY QUIET AND HE'S GETTING THE CAR AND LEAVES. HE'S A VERY POLITE YOUNG MAN. SOME OTHER KIDS ARE COMING AND I DON'T KNOW WHO THOSE KIDS PARENTS ARE, BUT I DID SPEAK TO SOME AND MY NEIGHBOR WHO WASN'T ABLE TO COME TONIGHT SPOKE TO THEM AND TOLD THEM THAT IS NOT GOING TO HAPPEN AND WE ARE NOT GOING TO HAVE THAT. THEY LET THEM KNOW THAT WE ARE GOING TO COME TO A MEETING AND DECIDE ABOUT THEM EVEN PARKING OVER THERE, SO I DID TELL ONE YOUNG MAN WE SAW TRASH ALL IN THE STREET. WE SAW WHO DID IT, SO THAT THINGS WERE
BEING FACED WITH. >> WE ARE SORRY FOR YOUR
TROUBLES. >> I WOULD LIKE TO CLARIFY THAT SHE SPOKE WITH THE CITY ENGINEER AND IN THIS ADDRESS WHEN WE GET TO THAT ITEM , YOUR DESIRE WAS TO ALLOW IT IN FRONT OF YOUR
HOUSE? >> WE DIDN'T MIND. IF THEY WEREN'T BEING DISORDERLY AND THROWING TRASH.
>> SHOULD THE COUNCIL ADOPT THIS WHEN WE GET TO THIS ITEM IF SHE CHANGES HER MIND, THEN YOU CAN ALWAYS MODIFY ACCORDINGLY.

THAT TO COME UP? >> WHAT WE WAIT FOR THE AGENDA

WE INSTALLED AN AIR CONDITIONING SYSTEM BASED ON THAT CONSULTANT . THE BUILDING WAS FULLY INSULATED AND IT WAS NOT, BUT THE AIR CONDITIONING SYSTEM HAS NOT BEEN RUNNING EFFICIENTLY AND IT'S NOT PULLING HUMIDITY OUT OF THE ROOM AT A LEVEL THAT ALLOWS IT TO FUNCTION EFFICIENTLY, SO OUR ONLY CHOICE IS TO ADD INSULATION, SO IT WILL FUNCTION AS DESIGNED AND THE HEAT WORKS BETTER , BECAUSE WE DON'T HAVE THE SAME HUMIDITY ISSUE . I THANK THEM FOR THEIR INPUT AND EVERYBODY FOR THEIR HARD WORK ON THIS AND I THINK IT'S A GOOD AND REASONABLE SOLUTION. I INTEND TO SUPPORT IT. I THANK THOSE WHO WERE INVOLVED IN WORKING IT OUT.
>> APPRECIATE YOUR HARD WORK YOU DID A GOOD JOB IN COMMUNICATE WITH CITIZENS AND NEIGHBORS. YES?
>> SPEAKING ON BEHALF OF THE SCHOOL SYSTEM, BUT MY PERSONAL INVOLVEMENT WITH TWO CHILDREN WHO EITHER HAVE GONE THROUGH OR ARE CURRENTLY AT AUBURN CITY SCHOOLS , THE HIGH SCHOOL DOES HAVE ADEQUATE PARKING . THE 10TH-GRADERS DO NOT HAVE THE ABILITY TO GET PARKING , WHICH IS A LONG-STANDING WITH SCHOOL SYSTEM. ADDITIONALLY, THERE ARE DRIVERS WHO DON'T SIGN AN AGREEMENT THROUGH THE SCHOOL SYSTEM FOR WHATEVER REASON AND THEY ARE NOT ALLOWED TO RECEIVE ANY PARKING PERMIT. THERE ARE A COUPLE REASONS WHY INDIVIDUALS MAY PARK OR MAY NOT BE ABLE TO PARK ON CAMPUS DIRECTLY. THERE IS ADEQUATE PARKING FOR WHO IS
AVAILABLE. >> WOULD IT BE HELPFUL TO KNOW
THE NATURE OF THIS? >> IT'S A CONDUCT AGREEMENT THAT EACH STUDENT IS ASKED TO SIGN, BUT NOT REQUIRED.
>> AND AND SINCE, THE FAMILY IS MAKING A CHOICE ABOUT THAT AND THAT IS THE POLICY . THAT IS THE POLICY ON CAMPUS AND A FAMILY
CHOICE. >> JUST DON'T HAVE THE OPPORTUNITY TO GET A PARKING CLAIMANT PERMIT.
>> DO WE HAVE THE SPACE AT THE HIGH SCHOOL. ALLOW THE
16-YEAR-OLDS TO GET THE --. >> I BELIEVE THERE IS AMPLE SPACE, BUT THERE IS A SCHOOL POLICY. UNDERSTAND THAT CLASS AS A 10TH-GRADER OR NOT ARE NOT PERMITTED PARKING SPACES.
>> I'M NOT SAYING WE HAD IT, BUT I'M WONDERING IF WE COULD
[00:45:02]
TALK WITH SOMEBODY IN THE SCHOOL SYSTEM. WE HAD THE SAME PROBLEM>> ONCE WE GOT TO THE NEW HIGH SCHOOL.
>> THEY HAD AN ADDITIONAL PARKING LOT AFTER THE NEW SCHOOL WAS BUILT ORIGINALLY, WHICH WAS CLOSEST TO SANFORD AVENUE AND I DON'T KNOW HOW MANY SPACES WHERE THERE . I'M IN AND AROUND THE CAMPUS A DECENT AMOUNT AND I'VE JUST HAD TWO CHILDREN WHO HAVE GRADUATED FROM THERE. I DON'T KNOW IF THERE'S ANOTHER PLACE TO PUT THE PARKING TO BE HONEST WITH YOU.
>> THERE'S ALSO BEEN THE CHURCHES AROUND IT NOT SPEAKING ON THEIR BEHALF AND BEEN GRACIOUS AT TIMES TO ALLOW FOLKS TO PARK THERE UNTIL THEY HAD ISSUES THAT A CITIZEN JUST DESCRIBED. MY IMPRESSION IS THAT THE SURROUNDING BUSINESSES AND CHURCHES THAT ARE FLEXIBLE , SOME LOST FLEXIBILITY AND SOME FURTHER AWAY AND WE TRY TO DISCOURAGE AND NOT ALLOW PEOPLE TO PARK . STUDENTS WERE RUNNING ACROSS GLEN AVENUE A 45 MILE AN HOUR ROAD AND NOT A GOOD PLAN. THERE HAVE BEEN A NUMBER OF CHALLENGES AND THERE IS A POLICY AND YOU GET ONE UNLESS THAT IS CHANGED. IF YOU HAVE A SENIOR AND SOFT MORE, YOU'RE NOT GETTING TWO PARKING PASSES, BUT YOU ARE GETTING ONE. THEY WILL HAVE DIFFERENT SCHEDULES AND SOME WILL HAVE A SOPHOMORE, JUNIOR AND SENIOR AND IF THEY CAN AFFORD THREE CARS, THEY CAN ONLY PARK ONE. IT'S A VARIETY OF REASONS. THIS RESPONSE FROM STAFF WAS A NEGOTIATION WITH THE NEIGHBORHOOD AND WE TRIED TO -- THE PLACES YOU SEE IN RED ARE WHERE PEOPLE HAD SAID THEY DIDN'T WANT ANYONE PARKING IN FRONT OF THEIR HOUSE AND WE ONLY DID 7:30 UNTIL 9:30 AS A COMPROMISE AND JUST TO TRY TO DISCOURAGE IT IN THE MORNING, WE FIND A LOT OF AUBURN STUDENTS HAD OTHER SCHEDULES IN THE AFTERNOON AND YOU WILL SEE MORE EMPTY PARKING SPACES ON CAMPUS AS SENIORS AND OTHER FOLKS CLEAR OUT AND DON'T HAVE A FULL SCHEDULE, SO IT'S A FLUID DYNAMIC. THE MAYOR HAVE DEALT WITH THE SECOND BIT. THERE ARE BUSES FOR OTHER SCHOOLS THAT PICK UP ON MCKINLEY AND ALICE STREET TAKINGS CHILDREN IN SCHOOL AGED CHILDREN. WE HAVE WORKED WITH THE SCHOOLS TO KEEP BUSES FROM CUTTING THROUGH THERE TO ENTER THE HIGH SCHOOL TO ENTER FROM UNIVERSITY DRIVE .
OKAY. >> I PRESUME IF WE SEE A CAR PARKED IN FRONT OF A FIRE HYDRANT, WE WOULD NOT FIND THAT
TO BE POSITIVE. >> IF YOU WATCH THE MOVIE BACK DRAFT, IF THE CAR IS IN THE WAY AND WE NEED ACCESS, WE WILL GET ACCESS. WE WILL PROTECT YOU. WE CAN ALSO MOVE THE CAR WITH ONE OF OUR FIRETRUCKS IF WE HAVE TO. NOT ARE DESIRED OUT, BUT IF THERE'S A FIRE AND IT'S A LIFE SAFETY ISSUE, WE WILL ADDRESS
IT. >> IF WE MOVE FORWARD, HOW WILL THIS BE ENFORCED ? TICKETING OR TOWING?
>> TICKETING. YES. TICKETING AND POLICE HAVE BEEN MONITORING WELL. WE HAVE HAD A LOT OF POLICE TRY TO MONITOR OUR PARKING CHALLENGES AT THE VETS IN THE CITY VICINITY OF THIS
HIGH SCHOOL. >> MOSTLY FOR THESE ISSUES, IT
IS COMPLAINT DRIVEN. >> WE MAY BE OUT THERE EARLY WHEN THE SIGNS GO UP IF YOU APPROVE THIS TO HELP THAT ALONG.
>> MY QUESTION IS HE ASKED A QUESTION I WANT TO ASK. THE RESTRICTED PARKING ZONE. WHAT WOULD THE RESTRICTION BE?
>> 7:30 A.M. TO 9:30 A.M., NO PARKING.
>> THAT WAS A NEGOTIATION WITH THE NEIGHBORHOOD AND IF YOU SEE RED IN YOUR PACKETS, THEY KNOW THAT THEY AGREED TO RESTRICTED PARKING. WE TRIED EVERYTHING. AGAIN, YOU HAVE A CITIZEN WHO SAYS, I'M GOOD FOR NOW, BUT IT DOESN'T MEAN WE CAN'T COME BACK IF THERE'S AN ISSUE FOR SOMEONE ELSE AND THEY WANT IT CHANGED. EITHER WAY, THAT'S UP TO YOU ALL. WE ARE ALWAYS
WILLING TO BRING IT FORWARD. >> BASED OFF OF THE TIMEFRAME , THAT IS WHEN THE MAJORITY OF STUDENTS HAVE BEEN PARKING DURING THAT TIMEFRAME.
>> THERE IS AN OPPORTUNITY WHERE THEY HAVE LATE ARRIVAL FOR STUDENTS WHO DON'T HAVE CLASSES IN THE MORNING.
>> DO YOU WANT TO SPEAK TO WHY THAT TIMEFRAME WAS SELECTED?
[00:50:02]
>> JUST TO CLARIFY, THIS WAS THE SAME TIMEFRAME THAT WE USED AND MOST OTHER AREAS. MOST STUDENTS THAT PARK TO PARK ALL DAY, SO BY ELIMINATING THEIR ABILITY TO PARK THEIR FOR A PROPORTION OF THE TIME, AND ELIMINATES THEM HAVING TO PARK DURING THE DAY.
YOU MIGHT HAVE A LATE ARRIVAL THAT MIGHT GET AWAY, BUT THOSE WILL BE SLIM AND THIS TIMEFRAME IS TO BE VERY EFFECTIVE.
>> IF IT'S NOT AND YOU WANT TO REVISIT, WE CERTAINLY WILL.
>> IT DOES ALLOW FOR STILL HAVING YOUR OWN GUEST, SERVICES AND THINGS LIKE THAT OUTSIDE OF THE TIMEFRAME.
>> THAT WAS MY QUESTION. HOW DO WE MONITOR GUESTS?
>> WEEKEND. PARTICULARLY, WORDS FIVE AND SIX HAVE DEALT WITH ISSUES FOR A VERY LONG TIME AND THERE WAS A MOVEMENT SEVERAL COUNCILS AGO TO DEAL WITH RESIDENT PARKING AND WE DON'T HAVE A STATE LAW THAT ALLOWS US TO DIFFERENTIATE PUBLIC PARKING FOR RESIDENTS LIKE STICKERS AND YOU SEE THEM IN OTHER STATES.
THE ONLY WAY WE COULD ADDRESS THIS, BECAUSE WE CAN DEAL WITH RESIDENT PARKING OR GUEST PARKING IS WE HAVE TO PUT A TIME RESTRICTION OR NOT. THIS IS OUR BEST HYBRID TO TRY TO HELP THE RESIDENTS ADDRESS CONCERNS, IT THESE HOURS OR REPAIR TRUCKS AND SO ON. OTHERWISE THEY NEED TO BE IN YOUR DRIVEWAY.

>> GOOD EVENING. 7006 , MONTGOMERY, ALABAMA. I THINK -- I WANT TO THANK THE PLANNING COMMISSION AND I BOLLIXED THE DATE AND I MISSED THE PLANNING MEETING . THEY DID A GREAT JOB.
THEY TALKED IT OUT AND DIDN'T DISMISS IT AND I APPRECIATE THAT. THERE WAS CONFUSION ABOUT WHAT WE ARE SELLING AND DOING.
THESE ARE NOT JACKED UP GAS POWERED ATVS OR -- THEY ARE A NICE LOOKING ALL ELECTRIC LSV'S OR GOLF CARTS OR WHATEVER YOU WANT TO CALL THEM. WE REALLY LIKE THIS LOCATION, BECAUSE IT IS ON A LOW-SPEED AVENUE. PEOPLE CAN COME AND RENT FROM US OR DRIVE DOWNTOWN TO VIEW THE UNIVERSITY , SHOP AND THEY CAN SAFELY DO THAT WITHOUT CROSSING ANY MAJOR ROADS. IF YOU HAVE ANY
QUESTIONS? >> ANYONE HAVE QUESTIONS?
>> YOU'LL BE RENTING GOLF CARTS FROM THIS LOCATION FOR PEOPLE TO
USE TO GO DOWNTOWN? >> A LOT OF PEOPLE JUST LIKE TO TAKE IT TO THEIR NEIGHBORHOOD FOR FAMILY MEMBERS TO RIGHT
AROUND AND TRY OUT. >> THEY ARE ALL STRAIGHT SAFE?
>> THEY ARE STREET LEGAL, TAGGED AND EVERYTHING. THESE ARE NOT YOUR STANDARD GOLF COURTS ON THE ROAD.
>> WHAT SPEED DO THEY GO? >> THEY ARE CAPPED AT 25 MILES
PER HOUR. >> WHAT IS THE SPEED LIMIT ON
>> I BELIEVE THEY HAVE TO GO AT LEAST 20 MILES PER HOUR.
>> 25, WE HAVE OUR LOW-SPEED VEHICLE ORDINANCE. WILL CAN
[00:55:03]
SPEAK TO THAT, BUT THEY ARE ALLOWED. WE DO SEE THEM FREQUENTLY IN THE 45 MILE-AN-HOUR SECTION AND THEY'RE NOT SUPPOSED TO BE DOING THAT, BUT THEY DO PRINT 25 MILE-AN-HOUR IN THE DOWNTOWN AREA IS ONE OF THE RESTRICTIONS MADE , WHICH IS MORE FOR THOSE -- DOING A LITTLE SHUTTLE AND THOSE WERE CONCERNS, BUT THESE ARE STREET LEGAL AND STATE LAWREQUIREMENT. >> THESE WOULD NOT BE ALLOWED IN OTHER AREAS OF TOWN WHERE THE SPEED LIMIT WOULD BE OVER .
>> I'M SURE THE DOCUMENTS WILL ADDRESS THAT, BECAUSE IF HE'S HAD A MAXIMUM SPEED OF 25, THEN THAT'S THAT.
>> THERE ARE PLACES THAT WE FIT MORE OF THE PLANNING COMMISSION THAT WAS ASKING, BUT THOSE AREN'T SAFE FOR PEOPLE -- THEY WOULD HAVE TO TRAILER THEM OR SOMETHING.
>> SOMEBODY WON'T TAKE THESE AND DRIVE DOWN UNIVERSITY.
>> YOU MAY SEE IT, BUT THEY ARE NOT SUPPOSED TO.
>> IS THERE ANYTHING WE CAN DO IF SOMEONE DOES THAT? FROM AN
ENFORCEMENT STANDPOINT? >> IF THEY'RE OPERATING A VEHICLE THAT IS NOT IN THE SLOW SPEED VEHICLE?
>> IF THEY ARE OFFERING OPERATING A LOW-SPEED VEHICLE LIKE THIS TO HIM AND WILL RENT AND ON A HIGHER-SPEED ROADWAY.
>> THAT CAN BE CITED UNDER THE ORDINANCE.
>> THAT WILL BE VERY CLEAR >> YES. ANY OTHER QUESTIONS OR
COMMENTS? >> THE AERIAL VIEW OF YOUR SITE PLAN SHOWS A SMALL PORTION FOR THE OUTSIDE GOLF COURT DISPLAY .
IS THAT THE ONLY THING REQUIRING CONDITIONAL USE?
>> IT'S THE ACTUAL USE IN ITSELF, BECAUSE IT'S A ROAD

>> THAT WAS FROM PHOTOGRAPHERS, WAS IT NOT?
>> YEAH. >> NEXT TO AUBURN TERROR
>> THE BACK BUILDING IS FOR STORAGE?
>> IT IS NOT A CAR LOT. IT TAKES A SMALL FOOTPRINT.
>> THIS IS CORRIDOR REDEVELOPMENT URBAN . THIS IS WHY IT'S BEFORE YOU PRINT IF IT WAS FURTHER DOWN UP, YOU WOULDN'T SEE IT. THAT WOULD BE THE 45 MILE-AN-HOUR SECTION.
>> LEASING THE PROPERTY AND CONDITIONAL I'D -- IS IT
CONTINUOUS? >> IT'S CONTINUOUS.
>> I WISH WE FELL UNDER -- IT MIGHT BE EASIER IF WE FELL UNDER ANOTHER CATEGORY OF AN AUTO DEALER, BUT THAT'S WHERE WE

RECOMMENDED APPROVAL OF THIS REQUESTED MARCH 20TH MEETING AND A PUBLIC HEARING IS REQUIRED. IF I MAY OPEN -- ASKED THE DIRECTOR BASED ON QUESTIONS I HAVE RECEIVED TO EXPLAIN THAT THE SUBDIVISION IS
[01:00:01]
NOT BEFORE THE CITY COUNCIL FOR APPROVAL. THAT HAS BEEN APPROVED BY THE PLANNING COMMISSION AND WILL GO OVER THE HAWAII, SO YOU ARE LOOKING AT A SUBDIVISION AMENITY AND NOT THE DIVISIONITSELF. >> WHAT IS BEFORE YOU IS THE AMENITY FOR THE SUBDIVISION AND NOT PART OF IT. THE AMENITY NORMALLY WOULD BE USED WITHIN CDD, BUT BECAUSE THE SQUARE FOOTAGE THRESHOLD HAS BEEN KICKED UP TO A CONDITIONAL USE, SO THE THRESHOLD IS UP TO 500 SQUARE FEET AND THIS IS LARGER THAN 500 SQUARE FEET WITH A RANGE OF AMENITIES THEY WERE PROVIDING. IT HAS DIFFERENT STANDARDS THAT IT HAS TO ADHERE TO , SO THAT IS WHY IT IS PART OF THIS DEVELOPMENT. NORMALLY, WHEN WE HAVE THESE SITUATIONS AND IT'S PART OF A LARGER SUBDIVISION , ONE OF THE THINGS THAT PEOPLE CAN DO AND IF IT'S ONE MINUTE WITHIN IT, TO LOOK AT A FINAL PLAT AND THE AMENITIES WITHIN IT, THEN ALL GOES TO THEMSELVES SINCE THEY ARE THE PROPERTY OWNERS AROUND IT. THAT IS NOT SOMETHING THE APPLICANT WANTED TO DO, BUT THEY WANTED A PRELIMINARY PLAT AND CONDITIONAL USE TO BE COUPLED TOGETHER, SO IT'S STILL PART OF THE LARGEST SUBDIVISION AND NEIGHBORS ARE NOTIFIED. IT IS DONE DIFFERENTLY AND SOMETHING THEY CHOSE TO DO THIS RIGHT.
>> I WANT TO CLARIFY, BECAUSE SOME CITIZENS ARE UNDER THE IMPRESSION THAT THIS BODY HAS SOME SORT OF AUTHORITY OVER THE SUBDIVISION ITSELF AND YOU DO NOT. ONLY THE AMENITY PIECE.

CONDITIONAL USE. >> THE CLUBHOUSE ITSELF WILL BE
6000 SOMETHING SQUARE FEET? >> THEY HAVE DIFFERENT THINGS AND NORMALLY WHEN WE SEE THE AMENITIES , THERE MIGHT BE A BATHROOM AND A SHOWER AREA ATTACHED WITH THOSE. WHAT AN EXCITING TIME HERE AT AUBURN UNIVERSITY AND THE COMMUNITY AND THE FINAL FOUR. I BELIEVE IT WILL BE IN SAN ANTONIO. ONE OF THE FOUR UNIQUE CITIES THAT I'VE HAD THE OPPORTUNITY TO SPEAK IN, SAN ANTONIO A FEW TIMES AND IT'S A REALLY NEAT PLACE TO VISIT . WHOEVER GOES THERE, I WANT TO MAKE SURE YOU GO TO THE MARKET, WHICH IS JUST OFF THE RIVERWALK DOWN THERE, BUT IT'S A REALLY NEAT CITY TO SPEND SOME TIME IN AND I HOPE THE TEAM AND FANS TRAVEL SAFELY AND HAVE A GOOD TIME WITH THAT. I DIDN'T KNOW JOHN LANGFORD WAS GOING TO BE RETIRING. I WAS THINKING THAT THE AUBURN FIRE CHIEFS THAT I'VE GOTTEN TO KNOW OVER THE YEARS, RONNIE BLANKENSHIP AND LARRY , THEN JOHN. WHAT A HALL OF FAME GROUP OF FIRE CHIEFS YOU HAVE THERE WITH THE CITY OF AUBURN. OF THE HALL OF FAME AND POLICE CHIEFS THROUGH ALL OF THESE YEARS. I DID WANT TO ASK , WHAT IS THE CONSTRUCTION PROJECT? HAVE BEEN WATCHING AT THE SOUTH END OF THE STADIUM. MY HUNCH IS THAT I COULD LOOK IT UP SOMEHOW.

GREETINGS AND HAPPY EASTER WHICH IS APRIL 20TH. THE RESURRECTION OF THE LORD. THERE IS GOOD NEWS. THE AUBURN PUBLIC LIBRARY HAS A FRESH START . THANK GOD THAT THE FORMER LIBRARY DIRECTOR IS GONE . UNDER HIS WATCH, HUNDREDS OF SEXUALLY INAPPROPRIATE BOOKS PROMOTING HOMOSEXUAL PERVERSIONS , ANTI-TRADITIONAL FAMILY THEMES AND ALL FORM OF GODLESS IMMORALITY WERE PLACED ON SHELVES EVEN IN THE CHILDREN'S WING. NOW, MAY THE NEW LIBRARY DIRECTOR STEER THE SHIP OFF THE ROCKS OF DESTRUCTION. MEANWHILE, A HORRIBLE TABLE WAS SET UP AT THE AUBURN HIGH SCHOOL.
[01:15:06]
PROMOTING TRANSGENDER IDEOLOGY. THIS WAS VERY RECENTLY. THIS SO-CALLED CLUB PASSED OUT THE RAINBOW TYPE RIBBONS WITH THE TRANS COLORS AND PROMOTED REPREHENSIBLE PRACTICES. PLEASE, IF YOU ARE A PARENT OF A STUDENT AT AUBURN HIGH , I URGE YOU TO CALL THE PRINCIPAL AND DENOUNCE THIS BEASTLY ACTIVITY. YOU CAN CALL THE SCHOOLS AND COMPLAIN FOR THE TEACHINGS OF JESUS CHRIST. STAND UP FOR YOUR QUESTION VALUES . BE A LIGHT AS CHRIST IS THE LIGHT OF THE WORLD. HIS WORD NEVER FAILS.PROTECT THE YOUTH OF THIS GENERATION AND MAKE A CALL.
>> WHO WILL BE NEXT? >> I LIVE AT 2078 AUTUMN RIDGE WAY. THIS EVENING, I'M PROUDLY DISPLAYING THE RIBBONS THAT WERE HANDED OUT AT THE HIGH SCHOOL. ON THE PROUD FATHER OF A SENIOR OF AUBURN HIGH SCHOOL WHO IS A MEMBER OF THE CLUB IN QUESTION.
I WANT TO TALK ABOUT THE COURAGE THE STUDENTS HAVE HAD OVER THE PAST THREE YEARS THAT MY DAUGHTER HAS BEEN AT AUBURN HIGH SCHOOL. THEY HAVE WORKED WITH THE ADMINISTRATION AND TEACHERS AND SUPERINTENDENT AND THE SCHOOL BOARD TO EARN THEIR RIGHT LIKE EVERY OTHER CLUB AT AUBURN HIGH SCHOOL AND HAVE THE OPPORTUNITY TO GET TOGETHER AND JUST ENJOY EACH OTHER . THESE KIDS ARE YOUNG AND YOU HAVE TO EXCUSE ME. MY BLOOD PRESSURE IS A LITTLE HIGH THAT'S THE SECOND PART I HAVE SEEN COURAGE AMONGST THESE YOUTH THAT I HAVE NOT SEEN. I DON'T REMEMBER BEING THIS WAY WHEN I WAS A TEENAGER. THE ARTICLES THAT WERE WRITTEN ABOUT WHAT HAPPENED AT THIS HIGH SCHOOL AND THE ASSUMPTIONS MADE IN THE ARTICLES MAKE IT SEEM LIKE NO OTHER CLUB EVER GETS PROMOTED AT AUBURN HIGH SCHOOL ON THAT WEBSITE. THAT IS CONSTANT . EVERY CLUB HAS THE OPPORTUNITY TO PROMOTE THEMSELVES AND TO THE TEACHERS AND STAFF AT THE HIGH SCHOOL WANT TO MAKE EVERYONE AWARE, SO THAT THERE IS AN INCLUSIVE NONEXCLUSIVE TYPE ENVIRONMENT . THEY ARE FOR EVERYONE. I HAVE SEEN FIRSTHAND THE THINGS THAT MY OWN CHILD HAS BEEN CALLED EITHER HIS PODIUM OR IN THE MEDIA AND NOT JUST IN THE STATE, BUT NATIONWIDE. AS A FATHER, IT HAS BEEN DIFFICULT IN THE PAST THREE YEARS. MY DAUGHTER WILL GRADUATE WITH HONORS AND HAS BEEN IN A STUDENT AND SHE HAS WORKED HER BUTT OFF. TO BE AN EXAMPLE CITIZEN AND STUDENT AT AUBURN HIGH SCHOOL IN THE FACE OF BIGOTRY AND HATRED . I WILL TELL YOU, I HAVE BEEN APPRECIATIVE OF SEVERAL OF YOU ON THIS COUNCIL WHO HAVE SUPPORTED HER AND HER LIKE AND HAVE SUPPORTED THE STUDENTS.
I'VE BEEN APPRECIATIVE. WE LIVE SEVEN MILES FROM WHAT I CONSIDER THE BEST COLLEGES IN THIS NATION. MY DAUGHTER IS NOT WELCOME HERE, SO SHE HAS MADE A DECISION TO GO TO ANOTHER COLLEGE IN ANOTHER STATE. ANOTHER COLLEGE IN ANOTHER STATE. SHE HAS BEEN AN INCREDIBLE MEMBER OF THIS COMMUNITY LOOKING OUT FOR OTHERS AND DOING EVERYTHING YOU WANT A YOUNG PERSON TO DO. TO LISTEN TO PEOPLE STAND UP HERE -- WHAT THEY ARE SAYING IS THAT IT IS MY DAUGHTER THAT IS THE PROBLEM.
THOSE LIKE HER . AS A FATHER, NO ONE SHOULD HAVE TO LISTEN TO
THAT. THANK YOU. >> WHO WILL BE NEXT?
>> GABRIEL DUNHAM, 210 DUTCH AVENUE. I'M HERE TODAY TO EXPLAIN THE IMPORTANCE OF THE EVENT STUDENTS WERE INVOLVED IN YESTERDAY AT AUBURN HIGH. THE INTERNATIONAL TRENDS DATA VISIBILITY IS AN ANNUAL EVENT AND DAVE RECOGNIZED CELEBRATED .
IT IS DEDICATED TO CELEBRATING THE ACCOMPLISHMENTS AND VICTORIES OF TRANSGENDER AND GENDER EXPENSIVE PEOPLE WHILE
[01:20:01]
SIMULTANEOUSLY RAISING AWARENESS OF THE WORK THAT IT STILL NEEDED TO COMBAT DISCRIMINATION AND VIOLENCE. TRANS YOUTH ALREADY FACE HIGHER RATES OF BULLYING, DEPRESSION, SUICIDE AND LACK OF ACKNOWLEDGMENT OR OUTRIGHT SIGNIFICANTLY INCREASES THOSE RISKS. TRENDS DATA VISIBILITY IS A NEEDED DAY OF EMPOWERMENT CELEBRATING THE LIVES AND ACHIEVEMENTS OF TRANSGENDER AND GENDER EXPENSE LOVED ONES. WE TOLD SPACE FOR TRANS COMMUNITY MEMBERS AND RECOGNIZE THEIR ACCOMPLISHMENTS. IT IS ONLY ONE DAY OUT OF 365 THAT GIVES ALLIES THE CHANCE TO UPLIFT AND SUPPORT OUR TRANS LOVED ONES. YESTERDAY, CELEBRATED WITH OTHER ORGANIZATIONS AND COMMUNITY MEMBERS FOR TRANS DATA VISIBILITY. IS THERE ANYTHING THAT THE COUNCIL OR POLICE DEPARTMENT CAN DO WITH THAT LADY? IT'S DEVASTATING AND IT'S SO BAD FOR THE CITY BUT I REALIZE WE HAVE RIGHTS TO SPEAK, BUT IT SEEMS TO BE SCREAMING AND HOLLERING AND NOT EVEN UNDERSTANDING OR SEEING HER SIGN THAT HAS ALL KINDS OF WORDS. I DON'T EVEN KNOW WHAT SHE'S TALKING ABOUT. I HEAR IT EVERY DAY, BECAUSE I PICK UP FOOD FOR UBER. I WANTED TO SPEAK ON OUR PART TWO. WHAT DOES A $600 PART-TIME AUBURN CITY COUNCIL MEMBER DUE EACH MONTH? FIRST, YOU ATTEND TWO MEETINGS FOR 1:00 TO THREE HOURS WITH 150 TO 400 PAGES TO REVIEW. TWO MEETINGS ON THURSDAY BEFORE THE TUESDAY COUNCIL MEETING TO GO OVER THE AGENDA , RESEARCH AND PREPARE FOR THOSE MEETINGS . RECEIVE CELL PHONE CALLS, TEXT MESSAGES, EMAILS, PERSONAL MEETINGS FROM CONSTITUENTS NOT JUST IN THE WARD, BUT OTHER WORDS CONCERNING ISSUES OF THE MONTH THAT ARE ALSO SOCIAL PLATFORMS LIKE FACEBOOK . YOU ATTEND SPECIAL OPENING FUNCTIONS AND HAPPENINGS EACH MONTH. THE GROWTH OF THE CITY AND EXPANDED NEEDS BECAUSE OF THE GROWTH THAT OUR COUNCILMEMBERS SHOULD BE FULL-TIME AND COMPENSATED ACCORDINGLY. WHEN 59 BUREAUCRATS GET BEHIND ON HUNDRED THOUSAND TO GEORGIA 2000 PER YEAR , SO THAT'S WHY WE SHOULD HAVE EIGHT FULL-TIME MEMBERS. THIS WOULD ALLOW COMPETITION FOR COUNCILMEMBERS BY ENABLED TALENTED AND CREATIVE CITIZENS TO REPORT BEING ON THE COUNCIL.I DO NOT BELIEVE MONEY IS THE SINGLE ANSWER, BUT WE AS CITIZENS SHOULD A SEARCH OF THE LEADERSHIP AND COMMUNITIES SHOW THEM THE VISION OF POTENTIAL LEADERSHIP AS A COUNCILMEMBER OR MAYOR. A CLOSE FRIEND OF MINE SAID THAT THE CITY MANAGER MAKES 250,000 WHILE THE VICE PRESIDENT OF THE UNITED STATES MAKES 235.
THINK ABOUT IT. THANK YOU. >> NEXT?
>> GOOD EVENING. MY NAME IS MELINDA BATCHELOR AND I RESIDE AT THE PECAN CIRCLE. THE OUTRAGE EXPRESSED TONIGHT X DISCOURAGES ME. STUDENTS ARE MEANT TO ENCOURAGE COMMUNITY, DIALOGUE AND KINDNESS BETWEEN STUDENTS AUBURN HIGH SCHOOL. AS PART OF THE EFFORT, THE CLUB CELEBRATED TRANS VISIBILITY DAY, AND NATIONAL HOLIDAY BY ALLOWING STUDENTS THE OPTION TO VOLUNTARILY COME TO THE CLUB STABLE DURING LUNCH AND VOLUNTARILY PICK UP AND WHERE AND UNOBTRUSIVE RIBBON . THE RIGHT FOR STUDENTS IS MADE VERY CLEAR IN THE 1969 LANDMARK CASE COMMUNITY SCHOOL DISTRICT. IN FAVOR OF THE STUDENT'S FIRST AMENDMENT RIGHTS IN PUBLIC SCHOOLS FOR STUDENTS TO WEAR BLACK ARMBANDS IN SILENT PROTEST OF THE VIETNAM WAR. AN ARTICLE WRITTEN ABOUT THE RIBBONS SAY THAT STUDENTS GRANDPARENTS WERE ANGERED THAT THE SCHOOL WAS ENCOURAGING SOMETHING SO POLITICAL. WHETHER YOU CONSIDER THIS POLITICAL LIKE THE PROTESTS OF THE VIETNAM WAR OR YOU CONSIDER IT TO BE A SHOW OF LOVE AND COMMUNITY IS THAT IT IS AT ITS CORE A FIRST AMENDMENT RIGHT FOR THE STUDENTS AND FREEDOM OF SPEECH IS A PILLAR OF OUR GOVERNMENT WITHOUT WHICH IT'LL FALL. IT'S NOT SOMETHING WE CAN OR SHOULD WE INFRINGE UPON. I ASKED THE COUNCIL TO SHOW LOVE AND COMPASSION. THE SECOND IS THIS, YOU SHALL LOVE YOUR NEIGHBOR AS YOURSELF. THERE IS NO OTHER COMMANDMENT GREATER
THAN THESE. THANK YOU. >> WHO WILL BE NEXT?
>> I LIVE AT 139 SOLOMON LANE. IN REFERENCE TO THE ARTICLE ABOUT TRENT THAT WAS PUBLISHED BY THE 1819 SPECIFICALLY, THIS PARTICULAR NEW SITE HAS BEEN KNOWN TO POST UNVERIFIED INFORMATION AND LACK INTEGRITY. WHILE IT DID MENTIONED THAT PEOPLE COMPLAINED, WE HAVE SEEN A PERSON THAT LEAVES ONLY NEGATIVE GOOGLE ABUSE. JUST BECAUSE SOME PEOPLE COMPLAINED DOESN'T MEAN THAT IT'S REPRESENTATIVE OF THE THESE STUDENTS WERE ALL PARENTS. FURTHERMORE, THE CLUB IS AIMED AT REDUCING STIGMA, WHICH IS WHAT WE ARE FACING WITH THIS
[01:30:02]
ARTICLE AND I BELIEVE ALL STUDENTS HAVE THE RIGHT TO FEEL SAFE IN THEIR IDENTITY. IF THE POSTING MENTIONED SOMETHING SUCH AS PICKING UP A RELIGIOUS STICKER, WE WOULD NOT HAVE HAD THESE COMMENTS TONIGHT. MENTIONED BY A PARENT OF A STUDENT , PREVIOUS INFLAMMATORY STATEMENTS FROM THE 1819 ARE DIRECTLY CONNECTED TO THE MAYOR OF SMITH STATION, HUSBAND AND FATHER DECIDING TO TAKE HIS OWN LIFE. I DON'T THINK THIS ISALLOWED IN. THANK YOU. >> WHO WILL BE NEXT? WILL CLOSE THE CITIZENS COMMUNICATIONS. ANY THING THE COUNCIL WOULD LIKE TO
SAY? >> I WOULD LIKE TO MAKE A COMMENT. IF I CAN GET IT OUT. I REALLY DO GET EMOTIONAL ON THIS DAIS, BUT I AM A PARENT AND AN ALLY AND I'M APPALLED BY WHAT HAS BEEN STATED BY AN OUTLET THAT IS CONSIDERING THEMSELVES TO BE JOURNALISTIC. MISINFORMATION CREATES FEAR AND INSIGHTS HATE. I WOULD LIKE TO STATE THAT I'M PROUD OF THE PEOPLE WHO SPOKE TONIGHT . THIS IS JUST RIDICULOUS AND WE SHOULD NOT HAVE THESE KINDS OF CONVERSATIONS IN A COMMUNITY LIKE AUBURN. I APOLOGIZE FOR MY EMOTIONS, BUT I DON'T APOLOGIZE FOR STATING THAT I SUPPORT THOSE WHO WANT TO BE WHO THEY WANT TO BE AND WE AS A COMMUNITY SHOULD SUPPORT ANYONE WHO THEY WANT TO BE, WHO THEY DECIDE TO BE , BE KIND AND NOT SPREAD HATE.
>> I THINK THAT THE BOY SCOUTS SHOULD GET THERE MERIT BADGE.
THEY REALLY HUNG IN THERE WITH US AND IT WAS GOOD TO SEE YOU
ALL TONIGHT. >> ANYONE ELSE?
