AND SO THE COUNCIL AGREED FOR THAT.

JUST MAYOR'S ANNOUNCEMENTS REAL QUICK.

I JUST WANNA SAY THANK YOU TO THE BOARD AND ALL OF THE VOLUNTEERS WHO SERVE IN THE PRESBYTERIAN COMMUNITY MINISTRY.

THEIR ANNUAL LUNCHEON WAS YESTERDAY.

THIS IS AN ORGANIZATION THAT HAS BEEN IN OUR COMMUNITY FOR ALMOST 60 YEARS.

UH, THEY DO HEAVY LIFTING FOR THOSE IN THE GREATEST OF NEED IN OUR COMMUNITY, AND I APPRECIATE THEIR LOVE AND THEIR COMPASSION FOR THOSE WHO ARE HURTING IN THE LEE COUNTY AREA AND APPLAUD THEIR WORK.

I WOULD SAY TO EACH OF YOU, IF THIS, IF YOU'RE LOOKING FOR A PLACE TO GET A TAX WRITE OFF HERE AT THE END OF THE YEAR, THEY'RE A GREAT ORGANIZATION TO SUPPORT.

THEY DO OUTSTANDING WORK AND I WAS HAPPY TO BE WITH THEM YESTERDAY.

ALSO, A LITTLE OVER A WEEK AGO, OUR LOCAL MEDICAL PROVIDER, EAST ALABAMA HEALTH, HAD THEIR FIRST EVER, UM, STATE OF THE MEDICAL CENTER, STATE OF THE HOSPITAL.

AND, UH, WHAT AN EXCELLENT PROGRAM, HOW EXCITING IT IS TO SEE WHAT IS GOING ON IN OUR HOSPITAL, TO SEE HOW THEY'RE MEETING THE NEEDS OF THIS COMMUNITY AS IT CONTINUES TO GROW THE SPECIALTIES THAT THEY ARE RECRUITING AND BRINGING FORTH, UH, TO SERVE THIS COMMUNITY, THE BUILDINGS AND THE FACILITIES THAT THEY HAVE CONSTRUCTED.

UM, WE SHOULD BE FORTUNATE, UH, FOR THE LEADERSHIP OVER THERE.

AND IT WAS A NICE, UM, BREAKFAST EVENT THAT THEY PUT ON, AND I REALLY APPRECIATE THEIR EFFORTS.

UH, THIS FRIDAY NIGHT, THERE WILL BE A VERY UNUSUAL EVENT THAT'LL HAPPEN FOR THE SECOND TIME EVER.

IT'S THE FIGHT AGAINST SUICIDE THAT'LL BE GOING ON AT THE BOTTLING PLAN IN OPELIKA.

THIS WILL BE STUDENTS DUKING IT OUT, UH, TO RAISE MONEY TO FIGHT, UH, UH, STUDENT SUICIDE, WHICH IS THE NUMBER TWO LEADING CAUSE OF DEATH IN OUR COLLEGE STUDENTS HERE IN THE UNITED STATES.

AND SO, UH, AGAIN, IF YOU WANNA HAVE SOME FUN, UH, THOSE OF US WHO HAVE BEEN AROUND FOR A WHILE CAN REMEMBER THE A CLUB BOXING MATCHES THAT USED TO OCCUR IN OUR, THAT USED TO OCCUR IN AUBURN, UH, EVERY SPRING.

I GUESS THIS IS A RESURGENCE OF THAT WITH A GREAT CAUSE ATTACHED TO IT, BUT WE CERTAINLY LOOK FORWARD TO BEING WITH THEM ON FRIDAY NIGHT.

ALSO, MERCY MEDICAL, WHICH IS AN OUTSTANDING ORGANIZATION, UM, THAT IS, THAT IS ABOUT TO OPEN THEIR BRAND NEW FACILITY, UH, THAT IS NEXT WEEK AND I ENCOURAGE YOU TO GO BY AND SEE WHAT THEY DO.

DR. DALE CROSBY AND HIS VISION FOR SERVING THOSE MEDICALLY WHO HAVE TREMENDOUS NEEDS AND NOT A LOT OF ABILITY TO AFFORD THOSE NEEDS, UM, HAS JUST POURED HIS LIFE INTO THIS MINISTRY AND HAS DEVELOPED A GREAT STAFF THERE.

AND THEY'LL BE HAVING RIBBON CUTTING ON THEIR BRAND NEW, UH, BUILDING NEXT WEEK, AND WE LOOK FORWARD TO JOINING THEM.

AND THEN FINALLY, I WANNA SAY CONGRATULATIONS ON ALL THE BEST TO DAVID DORTON.

UM, SINCE I WAS ELECTED MAYOR IN 2018, I CAME IN WITH A LOT OF AMBITIONS AND SOME CRAZY IDEAS THAT WERE RIGHT IN THE BULLSEYE OF POOR DAVID.

AND HE HAD TO DEAL WITH ALL MY THOUGHTS AND UH, AND ENERGY AND ENTHUSIASMS AND DAVID HAS SERVED THIS COMMUNITY WELL FOR A LONG, LONG TIME AND WILL BE RETIRING SOON.

AND JUST WANT YOU TO KNOW, DAVID, HOW MUCH WE APPRECIATE ALL THE ROLES AND ALL THE HATS THAT YOU HAVE WORE ON BEHALF OF THE CITIZENS OF AUBURN AND THIS GOVERNMENT AND ALL THE BEST TO YOU AS YOU MOVE ON IN LIFE.

BUT THE GENERAL OVERVIEW IS WE HAD PLACED IN THE BUDGET, UH, QUITE AN, AN EXPENSIVE PROJECT TO, UH, REALLY REBUILD ASPECTS OF THAT ROAD.

THERE'S SOMETHING IN THE WAY SUBLAYERS ON THE BOTTOM LEVEL THAT IS CAUSING SOME FAILURES, PARTICULARLY AT BRIDGE CROSSINGS, WHICH MAKES, UM, CORRECTING POTHOLES.

WE DO THAT PERIODICALLY, WE GO OUT THERE, BUT WITHOUT CUTTING OUT LARGE SECTIONS AND SPENDING MONEY, THAT, UM, MAKES NO SENSE TO SPEND WHEN WE'RE GONNA REPLACE IT, IS WHY WE HAVEN'T DONE LARGE OVERLAYS.

BUT I'VE HAD MULTIPLE FOLKS OUT THERE LOOKING AT IT AND WE'RE TRYING TO KEEP IT IN THE BEST SHAPE WE CAN UNTIL WE DO A LARGER PROJECT.

WE'LL BE UNDERWAY SHORTLY WITH, UH, A DESIGN GROUP SO THAT WE CAN GET THE PLANS TOGETHER AND FINISH OUT, UH, WHAT WE NEED TO GET THE PROJECT BID PROBABLY IN THE SUMMER.

SCOTT, I THINK WHAT YOU SAID, IT SUMS IT UP VERY WELL.

WE, UM, WE'VE BEEN LOOKING AT THIS, UH, FOR A WHILE.

WE RECOGNIZE THIS AS, AS A NEED FOR A SPECIAL PROJECT.

WE PULLED THIS OUT OF A RESURFACING.

THIS IS NOT A SIMPLE, UM, YOU KNOW, MILL AND OVERLAY TYPE SITUATION.

UM, THIS, THE, THE CRACKS, THE FAILS, THE, THE, THE, THE FAILURES YOU'RE SEEING OUT THERE ARE MORE SIGNIFICANT.

AS, AS CITY MANAGER SAID, IF SOMETHING HAPPENED IN, UM, BENEATH THE SURFACE, WE'VE GOT TO FIGURE OUT WHAT THAT IS.

IT MAY REQUIRE, YOU KNOW, A, A SIGNIFICANT REBUILD OF THAT CERTAIN SECTIONS.

NOT ALL THE ROAD IS, IS IN, YOU KNOW, TERRIBLE SITUA OR TERRIBLE CONDITION.

SO, YOU KNOW, IT'S, IT'S, IT'S GONNA BE A COMBINATION OF EFFORTS.

WE PULLED IT OUT AS A SEPARATE PROJECT.

UM, WE ANTICIPATED DESIGN STARTING THIS YEAR.

WE ACTUALLY ARE WORKING WITH A CONSULTANT AND, AND HOPE TO HAVE A, UM, DESIGN CONTRACT TO BEGIN NEGOTIATION, UM, POTENTIALLY, UM, BY THE END OF THE WEEK, FIRST AND NEXT WEEK.

UM, WE'LL BRING THAT TO YOU AS SOON AS WE'RE SATISFIED THAT WE'RE READY TO MOVE FORWARD WITH THAT.

ONCE THE DESIGN'S DONE, THEN WE'LL BID IT.

UM, IF SURE WILL, YOU KNOW, WE COULD ACTUALLY ADVANCE THAT FORWARD AND, AND START CONSTRUCTION THIS SUMMER.

YEAH.

AS SOON AS WE MOVE THE DESIGN CONTRACT FORWARD, AND AS SOON AS THAT'S COMPLETE, WE'LL GET IT OUT TO BID.

YEAH, I'M SURE I'M NOT THE ONLY ONE THAT WANTS ROADS PAID IN AN AWARD, BUT THIS, THIS IS JUST, IT REALLY LOOKS BAD AND I, I KNOW Y'ALL BUSY, BUT I REALLY APPRECIATE YOU CAN GIVE US SOME ATTENTION.

UM, AND THEN WE HAD SGA CALLOUTS ON CARTER LAWN WHERE OUR NEW LEADERSHIP TEAM WAS ANNOUNCED WILLIS, OR WAS ELECTED THE NEW SGA PRESIDENT JOINED BY VICE PRESIDENT LILY POOLE, TREASURER JACKSON MORRIS INITIATIVES DIRECTOR COLIN HALE, OUTREACH DIRECTOR AMELIA SHANNON AND CHIEF OF STAFF JACKSON GREEN.

THEY'LL BE HEADED INTO AN EXECUTIVE RETREAT THIS WEEKEND ALONGSIDE OUR OLD EXEC TEAM TO PREPARE FOR THE YEAR AHEAD.

AND THEN PARKER MCCOLLUM PERFORMED LAST FRIDAY NIGHT IN NEVILLE ARENA AND HE BROUGHT AN INCREDIBLE CROWD AND IT WAS A GREAT ATMOSPHERE AND OTHER EXCITING NEWS.

AUBURN'S REC CENTER IS NOW OFFERING FREE GROUP FITNESS CLASSES TO STUDENTS AND WE'RE VERY EXCITED ABOUT THIS AND IT IS A GREAT OPPORTUNITY FOR US TO JUST STAY ACTIVE.

AND THEN LOBBY BOARD IS HEADING THIS THURSDAY TO MONTGOMERY FOR A HIGHER EDUCATION DAY.

AND THEN ON MONDAY WE LOBBY BOARD IS ALSO HOSTING, LEARNING HOW TO LOBBY DAY WITH GOVERNMENT PROFESSIONALS JOINING TO HELP BUILD SKILLS AND CONNECTIONS.

AND SO WHEN THOSE, AND THEY DIDN'T RECEIVE THOSE FUNDINGS, THE CONDITIONAL USE REQUESTS EXPIRE EVERY 18 MONTHS.

AND THAT'S WHY THEY'RE BACK BEFORE YOU.

UM, SO THEY'LL BE PROUD OF WHERE THEY LIVE.

UH, THE FUNDING THAT WE ARE HOPING THAT WE ARE APPLYING FOR, AND WE ARE GOING TO GET IT THIS YEAR, UH, IS THROUGH THE ALABAMA HOUSING FINANCE AUTHORITY.

IT'S THROUGH THE LOW INCOME HOUSING TAX PROGRAM, WHICH IS AN IRA'S BASED PROGRAM.

IT'S EXTREMELY COMPETITIVE.

UH, WE'VE TRIED A COUPLE OF YEARS, BUT THIS YEAR WE FEEL MORE OPTIMISTIC BECAUSE WE FEEL WE HAVE ONE OF THE BEST DEVELOPERS IN THE STATE.

UH, WITH THIS PROGRAM, YOU HAVE TO HAVE EXPERIENCE 'CAUSE YOU'RE DEALING WITH LARGE INVESTORS THAT, UH, ARE RELIANT ON GETTING THEIR TAX CREDIT DEDUCTION AND THEY HAVE TO HAVE SOMEONE IN PLACE TO, UH, FACILITATE THESE PROGRAMS. IN THE PAST, UH, THE DEVELOPERS WHO HAVE RESPONDED TO OUR PROCUREMENT PROCESS HAVE BEEN OUTTA STATE.

AND WHAT THEY HAVE FOUND IS ALABAMA HAS ONE OF THE MOST STRINGENT, UH, PROCESSES FOR THESE FUNDING, WHICH I COMMEND THE STATE FOR THAT THEY'RE VERY INTENTIONAL ABOUT AFFORDABLE HOUSING.

I'M VERY, UM, THANKFUL FOR THE DEVELOPER THAT WE HAVE WITH US THIS TIME IS HOLLY HAND DEVELOPER.

UH, HE'S OUT OF, UM, ALABAMA.

HE'S VERY, HE'S BEEN VERY, THEY HAVE BEEN VERY, UM, UM, WELL THEY HAVE BEEN VERY, UH, COMPETITIVE ON RECEIVING THESE AWARDS FOR OTHER HOUSING AUTHORITIES.

UM, MAYBE I THINK ABOUT 90% OF THEIR TAX CREDIT, UH, APPLICATION HAS BEEN AWARDED.

SO WE ARE VERY HOPEFUL, UH, THAT WE'LL BE IN THAT SAME BUCKET.

AND I REACHED OUT TO ALL OF MY PEERS THAT HAVE WORKED WITH THEM BEFORE AND THEY HAVE BEEN VERY, VERY COMPLIMENTARY.

SO I SAID ALL THAT TO SAY, UH, RIDGECREST IS 106 UNIT DEVELOPMENT.

UH, OUR INTENT IS TO, UH, REDEVELOP RIDGECREST AND THREE PHASES.

THE FIRST PHASE WILL BE 56 UNITS.

UH, 56 IS FOR A COUPLE REASONS.

FOR ONE, RELOCATION WILL BE A CHALLENGE FOR OUR FAMILIES.

UH, BUT TO DO WHAT WE NEED TO DO, WE NEED TO,

UH, TEAR DOWN UNITS AND REBUILD.

AND OUR DESIRE IS ALSO FROM OUR BOARD IS NOT TO BUILD ANOTHER APARTMENT COMMUNITY, BUT A HOUSING IN A, IN A NEIGHBORHOOD COMMUNITY.

SO, UH, WITH THE FIRST PHASE OF OUR RE-DEVELOPMENT, 56 UNITS AND WE WOULD, UH, TEAR DOWN THE REBUILD 40 OF THOSE 46 TO MINIMIZE THE DISPLACEMENT.

UH, THE DISPLACEMENT WILL BE AT THE COST OF US, UH, BE AT NO COST FOR OUR FAMILIES.

THEY WILL HAVE A RIGHT TO RETURN TO THE UNITS AS LONG AS THEY COMPLY WITH THEIR, UH, STANDARDS OF COMPLIANCE WITH THEIR LEASE AND ALSO WITH MAINTAINING THE HUD COMPLIANCE COMPLIANCE WITH THE HCV PROGRAM.

BUT FAMILIES DURING THE RELOCATION, THEY WILL HAVE THE OPTION TO, UH, RETURN TO THE UNITS RIGHT TO RETURN OR USE A, UTILIZE A TENANT BASED VOUCHERS.

AND WE'VE HAD TWO MEETINGS WITH OUR FAMILIES, ONLY THE 56, NOT ALL OF OUR, UM, PROPERTY, UH, ALL OF OUR FAMILIES.

AND THEY'RE VERY OPTIMISTIC.

UM, THEY'RE VERY PROUD OF THIS REDEVELOPMENT.

SOME THE VAST MAJORITY WANT TO RETURN AND SOME WANT TO UTILIZE THAT OPTION OF, UM, GOING INTO THE COMMUNITY.

SO I HAVE TO SAY ON BEHALF OF OUR BOARD OF COMMISSIONERS FOR, UM, SUPPORTING, UH, THIS RECOMMENDATION OF OURS.

AND ALSO, I JUST HAVE TO SAY WHAT I KNOW FROM HUD PROGRAM IS FROM THIS BAND RIGHT HERE, PHILLIP DUNLAP AND ALL THE SUPPORT FROM MEGAN.

THE LAW BECAME EFFECTIVE ON JANUARY ONE OF THIS YEAR.

UH, AND THE LAW IS ALABAMA'S FIRST ATTEMPT TO BROADLY REGULATE WHAT IS KNOWN IN THE ACT AS CONSUMABLE HEMP PRODUCTS.

AND THE FIRST THING THE ACT DOES IS DEFINE WHAT A CONSUMABLE HEMP PRODUCT IS.

UH, AND THAT IS ANY PRODUCT THAT A HUMAN CAN CONSUME THAT CONTAINS A CANNABINOID CANNABINOID, UH, BROADLY DEFINED WITHIN THE ACT INCLUDES BOTH THC, WHICH SOME OF YOU'RE FAMILIAR WITH IS THE ACTIVE PSYCHOACTIVE INGREDIENT IN MARIJUANA.

AND CBD, UH, WHICH IS NOT A PSYCHOACTIVE CHEMICAL, BUT IS A BROADLY, UH, REFINED PRODUCT FROM, UH, HEMP.

THE HEMP PLANT.

UH, THIS BILL DOES A LOT OF DIFFERENT THINGS.

IT IMPOSES TESTING AND LABELING REQUIREMENTS ON ALL CONSUMABLE HEMP PRODUCTS.

IT ESTABLISHES RESTRICTIONS AS TO THE RETAIL ESTABLISHMENTS THAT CAN SELL CONSUMABLE HEMP PRODUCTS.

THERE ARE BROADLY THREE CATEGORIES, UH, OF BUSINESSES THAT CAN SELL THESE PRODUCTS.

ONE IS PHARMACIES, ONE IS FOOD RETAILERS WITH A SQUARE FOOTAGE OF 14,000 SQUARE FEET OR ABOVE.

AND THE OTHER IS A STANDALONE, UH, CONSUMABLE HEMP PRODUCT LICENSEE.

UH, THE ACT PROHIBITS THE SALE OF CONSUMABLE HEMP PRODUCTS TO MINERS.

IT, UH, PROHIBITS THE SALE OF ALL SMOKEABLE, UH, HEMP PRODUCTS.

IT PROHIBITS ONLINE SALES AND DIRECT DELIVERY OF CONSUMABLE HEMP PRODUCTS.

BUT WHAT IT DOES IS IT BROADLY VESTS THE A BC LICENSURE

BOARD WITH THE POWER TO, UH, REGULATE ALL THINGS REGARDING THE SALE OF CONSUMABLE HEMP PRODUCTS IN INCLUDING THE AUTHORITY TO SEIZE UNLAWFUL CONSUMABLE HEMP PRODUCTS.

UM, IT ALLOWS THE A B, C BOARD TO REGULATE AND ISSUE THE LICENSES, UH, FOR THESE RETAILERS.

UM, THE ONLY POWER THAT THE ACT DIRECTLY DELEGATES TO CITIES IS THE AUTHORITY TO APPROVE THE LICENSE BEFORE IT IS ISSUED BY A BC.

OTHERWISE, THE STATE AND THE A BC BOARD IS VESTED WITH THE ENFORCEMENT AND CONTROL, UH, OF THE POWERS VESTED BY THIS PARTICULAR ACT.

UH, SO IN CONSIDERING LICENSES, UH, FOR CONSUMABLE HEMP PRODUCT RETAILERS, UH, THE COUNCIL MAY WANT TO CONSIDER BEFORE IT APPROVES THIS VERY FIRST LICENSE APPLICATION, UM, SOME AMENDMENTS TO THE CITY LAWS, PARTICULARLY THE CITY CODE AND OR THE ZONING ORDINANCE, UH, THAT HAVE NOT BEEN CONSIDERED TO DATE.

UM, BROADLY SPEAKING, IN RELATION TO CITY CODE, SOME OF THE THINGS THAT THE POWER THAT THE AUTHORITY IS VESTED IN THE COUNCIL TO CONSIDER ARE THINGS LIKE RESTRICTIONS ON THE HOURS OF SALE.

UM, PROXIMITY RESTRICTIONS.

YOU COULD EN ENACT RESTRICTIONS AS TO THE PROXIMITY OF THESE RETAILERS TO THINGS LIKE SCHOOLS AND PLAYGROUNDS AND CHURCHES.

UH, THOSE DON'T EXIST IN THE CITY CODE.

UM, AS OF TODAY, UH, YOU CAN IMPOSE ADVER ADVERTISING REQUIREMENTS, UH, FOR LICENSURE APPLICATIONS.

YOU KNOW, SOMETIMES IN RELATION TO THE REZONING APPLICATIONS, WE HAVE SIGNS OUTSIDE OF OR ON PROPERTIES THAT ARE SUBJECT TO, UH, A PUBLIC HEARING FOR REZONING.

WE COULD REQUIRE THAT FOR THE LOCATION OF, OF LICENSEE APPLICATIONS, UM, WITHIN THE ZONING ORDINANCE.

UM, THIS USE A A A CONSUMABLE HEMP PRODUCT RETAILER IS NOT A DEFINED USE WITHIN OUR ZONING ORDINANCE.

THE, THE CITY COUNCIL COULD CONSIDER AND APPROVE A LICENSURE APPLICATION UNDER THE ALL OTHER USES DESIGNATION WITHIN OUR TABLE OF PERMITTED USES WITHIN THE ZONING ORDINANCE, WHICH WOULD MAKE ALL OF THE APPLICATIONS CONDITIONAL USES AND WOULD REQUIRE CITY COUNCIL APPROVAL.

UM, BUT, UH, STAFF MAY WANT TO PROVIDE THE COUNCIL WITH AMENDMENTS TO THE ZONING ORDINANCE THAT SPECIFICALLY DEFINES CONSUMABLE HEMP PRODUCTS AS A USE AND THEN SUGGEST THE ZONING DISTRICTS IN WHICH THESE RETAILERS SHOULD OR SHOULD NOT BE ALLOWED.

AND THAT ALL TAKES TIME.

UH, THE STAFF WOULD NEED TO PREPARE THOSE RECOMMENDED CHANGES TO BOTH CITY CODE AND TO THE ZONING ORDINANCE FOR THE, THE COUNCIL TO CONSIDER IN RELATION TO THE ZONING ORDINANCE CHANGES.

IT WOULD REQUIRE ALSO THE PLANNING COMMISSION TO REVIEW THOSE CHANGES AND, AND RECOMMEND APPROVAL OR, OR DISAPPROVAL BEFORE THEY REACH THE COUNCIL.

AND SO THAT JUST TAKES TIME AND, AND CERTAINLY, UH, FROM MY OFFICE'S PERSPECTIVE, IF THE COUNCIL WERE IN FAVOR OF CONSIDERING CHANGES EITHER TO THE CODE OR TO THE ZONING ORDINANCE IN ADVANCE OF REVIEWING AND APPROVING THE FIRST LICENSURE APPLICATION, WE WOULD WANT, WE WOULD RECOMMEND WE WOULD ADVISE THE COUNCIL TO HAVE TIME TO CONSIDER THOSE POTENTIAL CHANGES AND TO PUT THEM IN PLACE BEFORE THE FIRST LICENSES IS REVIEWED AND APPROVED OR DISAPPROVED.

MR. CLARK, WHAT, WHAT ROLE DO OUR LOCAL POLICE OFFICERS HAVE RELATED TO GOVERNING HEMP SALES AND HEMP STORES? UH, CERTAINLY IF, IF THERE ARE, ARE VIOLATIONS REPORTED TO POLICE, THEY CAN PASS THOSE ALONG TO A B, C AT THIS POINT IN TIME.

BUT, BUT CERTAINLY TO THE EXTENT THAT A MINOR POSSESSES, UH, A PROHIBITED CONSUMABLE, UH, HEMP PRODUCT, THOSE PRODUCTS CAN BE SEIZED AND FROM THE, UH, INDIVIDUAL AND CITATIONS ISSUED.

BUT IN RELATION TO RETAILERS WHO MAY OR MAY NOT VIOLATE, UM, THE TERMS OF THE CONSUMABLE CONSUMABLE HEMP PRODUCTS ACT, THAT'S VESTED SOLELY WITH, WITH A, B, C.

IT REDUCES IT TO NO MORE THAN, UH, 10 MILLIGRAMS PER, UM, SERVING WHATEVER THAT SERVING IS.

AND WE'RE TALKING ABOUT GENERALLY, UH, IN THE ACT, IT, IT MENTIONS SPECIFICALLY TOPICAL APPLICATIONS SUCH AS LOTIONS, CREAMS, OINTMENTS, UH, DRINKS, UH, A DRINK THAT CONTAINS THC OR CBD, UM, AND, UM, EDIBLES, GUMMIES, CANDIES OR OTHER EDIBLE PRODUCTS.

AND THERE ARE DIFFERENT SUB VARIANTS OF THAT DELTA NINE, DELTA EIGHT, DELTA 10.

AND IT ALL HAS TO DO WITH THE CHEMICAL CONFIGURATION OF THOSE COMPONENTS.

UM, RIGHT NOW, FOR EXAMPLE, IN OUR CONSENT AGENDA, WE HAD A, UH, APPROVAL FOR AN A BC LICENSE.

AND, YOU KNOW, SOME OF THE, ONE OF THE $225,000 CHUNKS IN HERE IS ALSO A 1 0 8 LOAN AT 5% INTEREST FROM A DIFFERENT POT OF MONEY.

THE REASON WE BLENDED THAT ALONG WITH A BLOCK GRANT, ACTUAL GRANT IS BECAUSE WE WANTED TO BE SURE THAT YOU NEED TO GET POINTS AND MS. HALBERT TALKED ABOUT POINTS NEEDED AND WHY WE NEEDED OUR APPLICATION TO BE SUCCESSFUL.

SO WE WORKED IN COLLABORATION WITH HER DEVELOPMENT PARTNER TO FIND OUT HOW MANY POINTS WAS IT GONNA TAKE AT A MINIMUM TO GET THERE.

AND THAT'S WHY WE BLENDED THE FUNDS THE WAY THAT WE DID.

I WAS IN A HARD CAST UP TO MY KNEE AND AN ACL BRACE CONNECTED TO THE CAST UP TO MY GROIN.

FOR THREE MONTHS, I WAS NON-WEIGHT BEARING FOR 30 DAYS AND ON CRUTCHES UNTIL DECEMBER 31ST.

I HAD JUST FINISHED PHYSICAL THERAPY ON FEBRUARY 9TH.

THERE ARE NO CLEARLY MARKED STOP SIGNS OR HIGH VISIBILITY ROADWAY MARKINGS AT THIS LOCATION TO SHOW DRIVERS WHERE THEY MUST STOP BEFORE ENTERING THE ROADWAY.

WITHOUT THESE VISUAL CUES, VEHICLES PULL UP TOO FAR WHILE TURNING, ELIMINATING THE SAFETY BUFFER, PEDESTRIANS RELY ON AND REDUCING VISIBILITY AT A CRITICAL MOMENT.
