CARRIED FORTH. BEFORE WE MOVE INTO QUESTIONS ON THE AGENDA I KNOW COUNCILMAN GRISWOLD HAS A COUPLE OF THINGS HE WOULD LIKE TO BRING FORWARD. WE WILL TURN IT OVER TO YOU.

>> THANK YOU, MR. MAYOR. I'VE GIVEN EACH COUNCIL MEMBER A COPY. THERE ARE TWO ITEMS I WOULD LIKE THE COUNCIL TO CONSIDER AND DECIDE IF THEY WANT THE STAFF TO PROVIDE INPUT AT THE NEXT COMMITTEE OF THE WHOLE. THE FIRST IS THE STATE'S RECENT DECISION TO EXEMPT SALES TAX. TAXES ON HEARING AIDS, AGRICULTURAL FENCING AND HONEYBEES. I WAS UNAWARE OF THESE BILLS UNTIL WE RECEIVED A LEGISLATIVE UPDATE FROM THE CITY MANAGER RECENTLY RECEIVED AN EMAIL FROM A RESIDENT WHO USE THE ARBOR UNIVERSITY SPEECH AND HEARING CLINIC. THE THREE BILLS DO NOT AFFECT INVISIBLE TAXATION, BUT DOES BEG THE QUESTION SHALL WE FOLLOW THE STATES LEAD? I WOULD LIKE THE COUNCIL TO ADDRESS THE CITY MANAGER TO ASSESS THE IMPACT IF WE WERE TO FOLLOW THE STATES LEAD.

I DON'T KNOW IF YOU CAN FIND ANYPLACE. THE HEARING AID, I PERSONALLY HAVE RELATIVES THAT CANNOT HEAR.

HEARING AIDS ARE VERY EXPENSIVE AS IT IS AND THINGS OF THAT NATURE. I WOULD CERTAINLY BE FOR THAT. I DO THINK YOU HAVE TO BE CAREFUL. IT CAN BE A SLIPPERY SLOPE YOU GET ON THAT TYPE OF STUFF. AS COUNCILMAN GRISWOLD SAID, IT IS IN YOUR LEGISLATIVE REPORT. HE HAS SHARE THE INFORMATION FROM ONE CONSTITUENT WHO IS ASKING ABOUT HEARING AID.

YOU KNOW, I WILL REMIND THE COUNCIL THIS PAST WEEK WE WENT THROUGH OUR BUDGET AND SALES TAX REPRESENTS ALMOST 50% OF THE REVENUES THAT WE COLLECT AND THAT WE PROVIDE SERVICES FOR OUR COMMUNITY. WE DO SOMETHING THAT IS NOT DONE I BELIEVE IN ANY OTHER MUNICIPALITY IN THE STATE OF ALABAMA. WE GIVE 30% OF OUR LARGEST REVENUE SOURCE TO OUR SCHOOL SYSTEM. THE MUNICIPALITIES THAT MAKE THESE TYPES OF DECISIONS, THE LEGISLATORS WHO REPRESENT THESE MUNICIPALITIES, MY GUESS WOULD BE, AND I DON'T HAVE ANY PROOF THAT HIS LOCAL MINUTES THE PALLET HE DOES NOT GET 30% OF THEIR LARGEST REVENUE SOURCE TO THEIR SCHOOL SYSTEM, WHICH IS WHAT WE DO. THEY MAKE THESE DECISIONS AND ASK US ALL TO LIVE BY THEM FROM A STATEWIDE PERSPECTIVE. CERTAINLY HOW WE DO BUSINESS AND OUR CULTURE IN HARVARD IS DIFFERENT FROM OTHER COMMUNITIES. I THINK IT IS WORTH REMEMBERING THAT AS WE POTENTIALLY CONSIDER THIS. I THINK CHIEF DAWSON IS RIGHT .

WHERE DOES THIS END? I THINK EVERY YEAR OR I BELIEVE EVERY YEAR THE LEGISLATURE CONVENES IN MONTGOMERY THERE WILL BE SOMEBODY THAT WANTS TO CUT OUT SALES TAX FOR SOMETHING. AGAIN, WE ARE A SALES TAX GOVERNMENT. IT'S HOW WE RUN IN ALABAMA. IT IS JUST SOMETHING FOR US TO STRONGLY CONSIDER.

IF THE ANSWER IS YES I BELIEVE IT TO BE USEFUL TO ALL OF US, BUT I KNOW IT WILL BE USEFUL TO ME TO INCLUDE A REFERENCE AS TO WHERE THE BUDGET THAT CAN BE FOUND. IT DEPENDS ON WHAT YOU NEED AND WHAT YOUR LENS IS. PERIODICALLY I WILL GET A CALL FROM SOMEONE THAT WAS A WHERE PHYSICAL THE CAPITAL IMPROVEMENT PLAN? IT'S TOTALLY FINE. OUR RESIDES DIFFERENT AND FAST PERSONAL SERVICES. THAT IS OUR PERSONAL COST FOR EVERY DEPARTMENT. THAT IS IN AN AGGREGATE LINE ITEM AND NOT EACH JOB. IT IS OUT THERE TO SEE. SOMETHING LIKE CONTRACTUAL SERVICES, SOMEBODY LIKE PUBLIC WORKS HAS A MASSIVE AMOUNT OF CONTRACTUAL SERVICES. LOTS OF DIFFERENT BUILDING AND CLEANING CONTRACTS. 1,000,001 OTHER THINGS. YOU KNOW, IF I POINT YOU TO THE PUBLIC WORKS THING BECAUSE WE HAVE A NEW CLEANING CONTRACT ALL IS GOING TO SAY IS CONTRACTUAL SERVICES AND X DOLLARS. OUR REVIEW WITH EACH DEPARTMENT AT OSMIUM.
